onations of clothing, non-perishable food and housewares are requested for residents affected by the fire at a Toronto Community Housing building, which occurred during the heavy rainstorm last Monday. About 25 households from Eagle Manor located by Weston Road and Lawrence Avenue had to move to hotels or stay with family and friends for about a week due to the damage mostly contained to two apartments – one on the 10th floor where the fire started and on the 11th floor in the unit directly above. “There’s some people that lost all their possessions,” said Ellie Carlson, outreach worker for Weston King Neighbourhood Centre (WKNC). The power outage and flooding due to the rainstorm didn’t help matters, she added, with many local organizations including WKNC having experienced flood damage as well. >>>donations, page 2

Stabbing at Salsa sends two to hospital Two men were sent to hospital following a stabbing at Salsa on St. Clair Saturday, July 13. Both victims, in their 20s, underwent surgery after a fight in the early evening left them with serious stab wounds, including one to the torso. The incident happened near St. Clair and Greensides avenues as the festival was underway. No suspects had been arrested as of yesterday.

York Jets soccer club dealt another challenge CLARK KIM ckim@insidetoronto.com The York Jets Soccer Club is facing another challenge in running its league, which marks its 30th anniversary this year. “It’s one to remember,” said Wayne Butler, president of the York Jets Soccer Club. First, the construction site of the Eglinton LRT tunnel at
Keelesdale Park resulted in the local soccer club losing the use of two soccer fields out of five. Then last Monday, the heavy rainstorm that caused power outages and flooding across the city, damaged the club’s office in Chris Tonks’ Arena and the fields they use at Keelesdale Park. “Our clubhouse was fully gutted. We lost everything,” Butler said. “There was over
four, five feet of water in the arena itself.” They had to throw out everything from computers and printers to the refrigerator and chairs, Butler added. “We’re just repainting and picking up some of the tiles,” he said. Calls have already come in from parents about the house league games, which have been cancelled since
last week as city crews continue to clear debris from its outdoor sports fields. Rob Andrusevich, city spokesperson, confirmed that fields at Keelesdale Park were reopened for use Tuesday, July 16. “Fi e l d s we re h e a v i l y impacted by the storm,” said Andrusevich, explaining the ground was already saturated prior to the heavy rainstorm resulting in increased flood

uesday marked the one-year anniversary of the worst mass shooting in Toronto’s history. The incident at a community barbecue on Danzig Street in Scarborough took the lives of 14-year-old Shyanne Charles and 23-year-old Joshua Yasay, and left 24 people injured. Among the wounded was a 22-month-old baby. Much has happened since the shooting that shocked Toronto, including the arrest of two men and a 17-year-old boy in connection with the shooting. Prime Minister Stephen Harper, then-Premier Dalton McGuinty and Mayor Rob Ford all came to the area shortly after the shooting to pledge support in fighting crime and promoting community safety. Mayor Ford called for “a war” on gangs the city. That’s all good. It would have been a disgrace if the follow up to Danzig had been nothing, but empty political promises. This month’s five provincial byelection campaigns, including the Scarborough-Guildwood riding in which Danzig is located, are the time to hold candidates and parties accountable on crime and community safety. What will not change is the critical role residents must play in making their own neighbourhoods safer. Earlier this month Danzig had local children playing baseball, meeting at a townhouse set aside as community space, and taking care and control of their neighbourhood. Residents across the city should do the same. That needs to be the lasting legacy of what was a horrible day in Toronto’s history, a commitment that we will never let such a thing happen again.

Dancing in the street takes on new meaning
G
iven my lack of prowess on the dance floor – even though the Salsa on St. Clair is just around the corner from my place – I’ve been a no-show since its inception. But I am proud to announce that I finally worked up the courage to go last weekend and both my face and feet were in abundant display. So how did I finally get over my insecurity? Not in the usual way, it turns out. I didn’t sign up for dance lessons, for example. Nor did I purchase a how-to DVD. I didn’t buy a copy of Dancing for Dummies, either. They say necessity is the mother of invention, well, it appears necessity is the mother of dance moves, too. I learned how to dance because I had no choice. You have to learn some nifty moves in order to navigate your way down the street these days in between all those black and orange
jamie wayne BUT SERIOUSLY safety pylons. Those cones are everywhere it seems. I’ve never seen so many of them. Some are there for road repairs, some are there for sidewalks being rebuilt, some are for condos under construction and some are there for all the fallen trees and flooded homes and buildings courtesy of the recent rainstorms. So what’s a person supposed to do when the average street looks like an obstacle course and you have to have the athleticism and dexterity of a seasoned professional dancer just to get around? Alas, there’s no rule of thumb. Each street presents its own unique dancing challenge. So you have to figure it out as you go along. If you don’t know where to begin, I’ll take you through the approach that worked for me.
I started off with the Bolero on Briar Hill. It was just what I needed to get my feet wet. I couldn’t believe how well things turned out. Wet nothing – they were soaking by the time I was done. I was so inspired by that effort something told me to try the Rumba on Ridelle. That something knew what it was talking about. I did the Rumba till the cows came home. I did the Rumba with the cows for awhile after and then moved on. Now, brimming with confidence, I did the Escondido on Elm Ridge. It just seemed like the thing to do and boy was it. I was on such a roll I decided to set the bar even higher. Ready or not it was time for the Cha-Cha-Cha on Cha-Cha-Chaplin. Oh, I was ready alright. In fact, I was more than ready. I was moving better here than at all the others combined.
Next up was the Merengue on Montclair, which was followed by the Tango on Tweedsmuir, the Two-step on Tichester and I wrapped things up with the Lambada on Lonsmount. I was pumped. My training was complete. It was Salsa time, baby. So I scurried down Bathurst and when I made the turn west on St. Clair and neared Arlington I could hear the music blaring in the distance. “Music?” I screamed. “You get music, too? You’ve got to be joking.” I’d been doing my dancing all over the city these past few weeks without music. And to think I’ve been afraid to come here all these years. Resident has suggestion for off-leash location Re: Local ward looking for off-leash dog park locations, News, July 11 To the Editor: I was very happy to read that Francis Nunziata and her staff are pushing hard to have a dog park in our ward. I realize that Crawford Jones Park is in the river valley, but the thick wooded area between the river and the green area should stop
debris from was coming too far. It is quite a slope up to the houses so they would not be disturbed. The park is large and the enclosure could be on the east side. It is not near a school, but is very accessible to a large population in the community of old Weston. There is also the bonus of a parking lot for those who live a little farther away. There are a lot of pets in
this area. I recently visited two parks along the lakeshore. One was right on the beach and the other was by the ball diamonds close to the Exhibition. Is our shore along Lake Ontario a flood plain? A new deputy mayor for Ford?
T
here’s nothing certain in love, war or politics – but it’s a fair bet when the dust settles in the Etobicoke-Lakeshore byelection, there’s a good chance Mayor Rob Ford will have a new deputy at his side. His current Deputy Mayor, Doug Holyday, is of course the Progressive Conservatives’ great hope to win a Toronto riding. He’s currently nipping at the heels of fellow councillor and Liberal candidate Peter Milczyn, but the polls are close enough to make it a possibility that on Aug. 2, Milczyn will be coming back to city hall and Holyday will be off. And if that happens, Ford will be looking to a new deputy, Scarborough Centre Councillor Norm Kelly, for the rest of the term. I predict Kelly will do a good job. Throughout his career, he’s always been a dutiful team player, of the dance-with-the-one-thatbrung-you variety. But he won’t provide the unique
david nickle the city qualities that Holyday provided for Ford. It’s fair to say that only Ford’s own late father, Doug Ford Sr., has been as much of a mentor in retail conservatism to our mayor as Holyday has. Both men have made careers of eschewing the perqs of a councillor’s office, and criticizing those who indulge. Ford’s insistence on holding down and voting against stop signs and traffic calming installed against staff’s recommendation was learned at Holyday’s foot. I remember when Ford came to City Hall for the first time, right before he was first elected, I met him and his brother Doug Ford in Holyday’s office. All of this has combined to make Doug Holyday an excellent deputy mayor. He’s a trusted enough member of Ford’s inner circle to take the lead on some of Ford’s biggest files, and also to be able
to get away with applying necessary public pressure when the mayor’s handling of his personal issues have threatened to derail the city’s government. Can Kelly do the same? The short answer is no. Through his long career as a city councillor, Kelly has often seen nothing wrong with taking expensive trips on the public’s dime. And his dutiful loyalty to his mayor is undercut by the fact that Kelly was an equally loyal lieutenant to Mayor Ford’s predecessor, left-of-centre magistrate David Miller. Can Kelly do a good enough job, though? The short answer there is sure. After all, just as Deputy Mayor Holyday is campaigning hard for a new job now, Mayor Rob Ford is already campaigning hard for his old job back. And that will make for lighter lifting in the deputy mayor’s job – whoever it is that ends up doing it. David Nickle is The Guardian’s city hall reporter. His column runs every Thursday.

PanAm 2015: counting down from two years MICHELE MCLEAN active@insidetoronto.com They’re less than two years away. To mark the two-year countdown to the Toronto 2015 Pan Am/Parapan Am Games, the Games organizing committee (TO2015) planned celebrations in 10 locations in the Golden Horseshoe including downtown Toronto’s Commerce Court last week. The opening ceremony for the Pan Am/Parapan Games will be happening on July 10, 2015. Along with demonstrations of BMX jumping and a trampoline routine by Etobicoke’s Olympic silver medallist Jason Burnett, a ceremony was held with various speakers including wheelchair racer Josh Cassidy. “In 2015 I plan to be right here competing for gold,” said Cassidy, who won both the 2012 Boston Marathon and 2010 London Marathon. “This will be the first time
I’m competing in my hometown of Toronto,” he said. Roger Garland, TO2015 chairman of the board, welcomed the crowd gathered in the court. “Let’s celebrate because there is a lot to celebrate,” he said. “This is a special day for Toronto. Today is just a preview of the spirit and excitement that the games will ignite. Let’s get excited Toronto. The games are coming.” Bal Gosal, Minister of State (sport) and MP for BramaleaGore-Malton, spoke to the crowd. “The countdown has begun,” he said. “We will be hosting one of the largest international multicultural sports events in Canadian history.” He added the facilities being built for the games will be used long after the games are over. “The excitement is growing,” he said. “The Golden Horseshoe will be the place to be in 2015.”
Ontario’s Minister for Tourism and Culture Michael Chan said his government has kept pace in the building of the facilities needed for the Games. “Our government is proud to bring the games to the country,” he said. Marcel Aubut, president of the Canadian Olympic Committee, told the crowd he saw the pride of Canadians at the Vancouver Olympic Games. “In Toronto 2015 we will see that pride again,” he said. “Our goal is we want to finish in the top two nations. I prefer the top one.” Mayor Rob Ford officially declared the day to be Pan Am/Parapan Am Day in celebration of the two-year countdown. “I am very proud to proclaim Pan Am/Parapan Am Day in our great city,” Ford said. “Hosting the 2015 Games will strengthen Toronto’s international reputation, further increase economic develop-

An open letter to Kathleen Wynne, Premier of Ontario Dear Premier Wynne, Re. Public Transit in Toronto – Government waste on the UP Express worse than the cancelled Gas Plants I am writing you as a concerned federal politician about current Ontario decisions and plans for public transit, in particular in Toronto. I have a particular interest in my riding of York South-Weston in plans for the Air-Rail Link, now dubbed the UP Express. But I also have concerns about much of the planning for transit in general and the political nature of some of the decision making. As we know from the gas plant debacle, politics and planning don’t mix well. I have asked for a meeting with your Minister of Transport & Infrastructure on these matters but have been refused thus far. The Air-Rail Link had its genesis in a request from the City of Toronto for federal help to create a subway to the airport, to replace the Eglinton line abandoned by the provincial Conservative government of Mike Harris. The federal Liberals morphed the project into a dedicated private sector ‘business class only’ diesel service, with the
proviso that ‘not one nickel’ of taxpayers money would be spent on it. However the public was quickly on the hook for GO rail expansion to accommodate the link, and when the province took over the project from SNC Lavalin, the costs soared from $300 million to $2.5 billion. For that much we could have built a subway to the airport! Ironically, the GO service will NOT be the promised all-day two way service, as UP Express will eat up too much of the expanded line. How do I arrive at $2.5 billion? Metrolinx has admitted, in its conversation kit on The Big Move, that the GO rail expansion will cost $1.2 billion. In the same kit, the UP Express is costed at $456 million. According to the kit, electrification of this corridor will add $900 million more - $400 million for a 4th track made necessary by the decision to run diesel first and later switch to electric, and $470 million to electrify the service. The total is in the order of $2.5 billion. If it were built as a subway as originally requested, it would have cost about the same, and it would provide the western leg of the ‘downtown relief line’ now pegged to cost a staggering

$7.4 billion. It would have permitted single seat service to the airport from downtown, Scarborough, and many points in between. It would be much more useful transit than a single-purpose business-class train. The subsidy required to provide this service is staggering. Even at a conservative 4% interest rate, and ignoring the future cost to electrify, the interest alone on the $1.6 billion is $64 million per year. The targeted ridership is 1.2 million per year. That means each ride will be subsidized by $53 before operating costs are factored in, and before any capital is actually paid off. Add in electrification and the subsidy grows to $83 per ride. How can we fix this? First, let’s make this an electric system, like every other airport-city connection in the world. And do it before putting the line in service, to save $400 million. Next, make this investment useful public transit for the people of Toronto. The money is now spent. There’s no going back. The community wasn’t listened to, so we won’t be getting a connected subway. But there is room for 180 passengers on each train between downtown and the airport. The Metrolinx
plan is to have an average of 24 per train. That’s what the demand is between Pearson Airport and Union Station. In order to pay for operating costs with so few passengers, the fare will likely be $30 to $40 a trip. There’s already a pent-up demand for public transit all along that corridor. By adding a few more stops, and making the fare equivalent to a TTC fare, those trains would be full. All day. Yes, the business elite the train is designed to serve would have to rub shoulders with ordinary citizens going to work, but that should be a small price to pay for efficiency, and provide a better return for the taxpayers’ investment. So, three simple steps: (1) Make it electric from the start. (2) Make it stop in a few more places. And (3) make it a reasonable fare. It will still be a quick trip to downtown for airport patrons, but it will be a much better and more useful part of the transit system for residents in Toronto. I sincerely urge your government to revise the UP Express project to incorporate the features I have mentioned above. I would be happy to discuss this further with you and your officials. He’s a member of a neighbourhood committee consulting with Metrolinx on design proposals for a series of noise walls to go up along the Kitchener GO rail corridor. The Noise Wall Community Advisory Committee (CAC) for Bloor Street West to St. Clair Avenue West meets regularly with Metrolinx officials, design consultants, elected officials and others to provide feedback on proposed designs for the fivemetre high walls, which are expected to be completed in time for the 2015 debut of the Union
Pearson Express air rail link (ARL). But despite engaging in constructive discussions with Metrolinx, Dobson said the first designs unveiled for St. Clair, Dundas Street West and the West Toronto Railpath don’t adequately address the committee’s concerns. In particular, he is disappointed the designs are not more environmentally friendly and will physically obstruct the existing streetscape. “I don’t think the Metrolinx designs are the worst thing I’ve ever seen, but I don’t think they are as green or open to the community as they could be,” he said last Tuesday. The five proposals from designers IBI Group range from precast concrete panels
forming a ribbon-like design to various hues of plexiglass. They were revealed during a presentation at a recent committee meeting July 4. Not considered viable for the areas is a “green willow wall” because the city of Toronto, which is responsible for maintenance doesn’t have the necessary resources to maintain it. Metrolinx spokesperson Vanessa Thompson said the designs – which are not final – were based on feedback from all eight CACs. “It is important to remember that each respective CAC will be presented with different options based on the feedback received from each CAC,” she stated in an email July 8.

After a week of subway closures and delays, the TTC issued a statement of thanks to the public. The TTC was beset with problems caused by the major thunderstorm Monday, July 8, which caused the shuttering of almost all of the subway system for an entire night due to power outages and flooding. While most service was restored the following morning it took a further two days to get power back to the western portion of the Bloor Danforth line, between Jane to Kipling stations, because of major flooding. Last Monday’s storm also wreaked havoc on GO Transit service, causing line shutdowns and service diversions for much of the week. Six train lines operated by the regional transit agency were affected by the storm.
TO in TRANSIT GO also announced it would issue $100 travel credits to compensate an estimated 1,500 passengers stuck for hours on a severely flooded train stalled out on the rail tracks near the Don Valley Parkway and Pottery Road. A new transit map allows users to view the realtime movement of TTC vehicles. The Unofficial TTC Traffic Report plots graphically traffic patterns of buses and streetcars to show where there are service delays. Project Water sees 318,360 bottles donated Nestlé Waters Canada has donated more than $50,000 worth of bottled water to help keep the homeless hydrated over warm summer months. The $51,051 donation to Project Water, which worked out to 318,360 bottles of water, will be used to distribute the liquid to more than 160 social service agencies that work with the homeless in the city and Greater Toronto Area, including The Salvation Army, Canadian Red Cross, Street Health Bus and The Scott Mission. The partnership of Project Water and Nestlé Waters is bringing us one step closer to resolving this challenge in the longer term while saving lives in the near term.”
John Zupo, president of Nestlé Waters Canada, said his company is proud to work with an initiative such as Project Water. “Bottled water is the best antidote to dehydration for all human beings when they are away from home,” he said in a release. “Bottled water plays a key role in the continuing health and wellness of those who do not have access to potable water because they are homeless.” Steinhauer also heads Project Winter Survival, which distributes winter survival kits to the homeless, including sleeping bags.
