UP Express’ random bell ringing keeping residents up at night Metrolinx says safety signalling is federal matter RAHUL GUPTA rgupta@insidetoronto.com When it comes to the Union Pearson (UP) Express, Tom Hasiak is full of praise for the new rapid transportation service connecting downtown with Toronto Pearson airport – with one exception. “It’s a great new economic engine going through the neighbourhood,” said Hasiak. “Except for the ringing bells going through the neighbourhood.” Since the service launched in early June, Hasiak, board chair of the Glenlake condominium at 2495 Dundas Ave. W., has received complaints from residents due to the abrasive train bells that UP operators sound while approaching or leaving UP’s Bloor stop located almost adjacent to the building. The bells ring approximately every seven-and-a-half minutes from 5 a.m. until after two in the morning seven days a week, according to Hasiak, and it’s meant disruptions for the residents of Glenlake, particularly those whose units face the tracks. “They were noticing constant ringing waking them up until three in the morning,” said Hasiak last week. “I would say it’s like an oldfashioned alarm clock going off,” he said. “It’s something which is intended to wake you up, a continuous dingingsound as though a hammer were hitting a bell.” Des McComish, chair of the West Bend Community Association, said he sent a

complaint to Metrolinx, which operates the UP service, on behalf of the Glenlake residents in late June. He received a response from community relations manager Manuel Pedrosa who explained the bells were a federally regulated matter and Metrolinx was reviewing its options. “We appreciate that this

type of safety signalling in the later evening hours may be of concern to many of our neighbours. We are in the process of reviewing the federal regulations to see if there is anything we can do,” Pedrosa wrote in an email dated June 29. Pedrosa did not respond to a request for comment from The Guardian, but Metrolinx spokesperson Alex Burke reiterated her colleague’s comments that Transport Canada is responsible for regulating
the use of the bells, which must be sounded not only when a train is at the station but if there are construction workers and machinery on the tracks. “Under these regulations CN, CP, VIA, GO and UP trains are required to call the track foreman when entering the working limits of track crews to receive instructions on bells and whistles while passing through,” said Burke in an email. Construction work is taking place near both the Bloor and Weston stops, and trains there are subject to speed restrictions that necessitate ringing the bells for a “longer period of time,” Burke said. “As we continue to run regular service during the day, track and signals work takes place at all hours, including overnight, which is why residents may currently hear bells and whistles later at night,” she wrote. A request for comment from Transport Canada was not immediately returned. What’s particularly aggravating to residents is the arbitrary nature of the bells.
On Monday, July 13 from about 7 until nearly 9 p.m. several UP trains headed north to Pearson or south to Union Station were spotted at the Bloor stop by this reporter, and there seemed to be no consistent length of time the bells were ringing. Of the nine UP trains witnessed, the longest interval of the bells sounding lasted about a minute. There were much shorter instances as well, from 12 to 15 seconds in length. Three trains didn’t appear to make use of the bells at all. Hasiak reported hearing five more trains after 10 p.m. and said the pattern of the bells was a little more consistent than early in the evening. “In general, the trains going north from Bloor Station stopped ringing their bells... with the exception of one which stopped bell ringing by the time it passed below the Wallace Avenue foot bridge,” said Hasiak via email. “The southbound trains coming from north of Dupont Street, however, were quite consistent in that they all started bell ringing...300 metres before the station – approximately, where the signal lights are just north of the Wallace Avenue foot bridge.” Hasiak said some residents were reporting changes to their sleeping patterns because of the bells. One teacher who lives at Glenlake told Hasiak the constant noise has negatively affected her work. “It’s stressing her out,” he said.

ast week, Mayor John Tory took to Twitter to ask Torontonians where the ‘Toronto’ sign, now in front of Nathan Phillips Square, should travel
next. Ideas for where the huge multi-coloured sign will be accepted until the end of the Parapan Am Games (Aug. 15) and should be Tweeted to @JohnTory with the hashtag #TORONTOsign The fun social media campaign is looking to crowdsource ideas for where the sign should be placed next – it’s scheduled to stay in front of Toronto City Hall until the end of the year. In a short video introducing the campaign, Tory cites places such as High Park, YongeDundas Square, and even jokes about putting the sign outside the Canadian Tire Centre in Ottawa, home of the NHL’s Senators. Suggestions and photographs our view with the sign plunked somewhere in Toronto have started coming in: Build unity the new George Brown Campus, the Scarborough Bluffs, a resiby sharing dential neighbourhood, and even our sign perched atop the CN Tower. Some ideas are funny, others logical, and some just ridiculous. However, what this sign does offer Torontonians is a way to weigh in on how the city can connect. It’s one city, so the #TORONTOsign should visit every corner of Toronto. It would be a great way to build unity across the city. Imagine coming upon the sign in Mel Lastman Square, at Artscape Wychwood Barns, or the Guild Inn Park. Maybe as an entry point along the major highways coming into the city. How about walking along Queen Street in Parkdale and coming upon the sign at the amphitheatre at Dufferin Street? Maybe Councillor Norm Kelly is right, and the sign could sit above the Scarborough Bluffs looking out across Lake Ontario. How about Sunnyside Beach, the Financial District, Todmorden Mills or the Junction train platform? Toronto is considered a city within a park so why not do a travelling park tour? One thing is certain: the sign, installed for the Toronto 2015 Pan Am/Parapan Am Games, shouldn’t outstay its welcome. It should be on a tour of the city until it lets Torontonians feel they have connected with other Torontonians. This tour could pique interest in other areas of the city many people have not seen. It’s tough to get the west to travel east, or the north to head south. But, a #TORONTOsign might jump-start that migration.

Hoping Pan Am Games can stick the landing The moment the closing ceremonies for the Toronto 2015 Pan Am Games conclude Sunday night, discussion will begin in earnest about what Torontonians will take home with them from the Pan An movement. I’m hoping that all of the Games’ inherent messages are taken to heart, starting with a rediscovery of the joy of movement itself. A growing fascination with being glued to screens day and night is leading to a sedentary lifestyle for far too many. But, judging by the expressions on the faces of the young kids looking on in the crowds, it seems that seeing Canadian athletes running, swimming, diving, splashing, pedaling, riding, skating, grappling, boarding, jumping around – and grinning from ear to ear while doing it all – is being perceived as a very appealing alternative. Imagine that. Physical activity is cool again. Take that, technology. Another potential boon
jamie wayne BUT SERIOUSLY from the Games is that single-tasking, which existed once upon a time but was never actually called that, could also be on the verge of making a big comeback. The original concept of multi-tasking was to be able to work on several projects simultaneously while giving equal effort to all. But that was before we were at the beck and call – and text – of intruding portable devices. Since then, multi-tasking has been downgraded from positive enhancement to negative distraction and quality has had to take a back seat to quantity. Athletes know better than to be preoccupied with anything other than what they have to do while on the job. It’s called being focused. If their minds wander for a fraction of a second it can mean the difference between success and failure.
The impressive number of medals that Canada has earned here has provided these Games with the perfect platform to repeatedly drive that point home. But the potential offshoot from these Games I’m rooting for most is an appreciation for the value of teamwork. Sadly, few seem to be able to relate to that concept in this day and age. But athletes can. They are taught from day one about its importance. Teamwork is part and parcel of the mission statement of every sport. I’m not just talking team sports either, such as baseball, softball, soccer and rugby that we have been witnessing since retired NBA superstar and future Hall of Famer Steve Nash lit the Games cauldron. I’m also referring to the individual sports we’ve been watching, such as golf, boxing and wrestling. Listen to the athletes in any of the Pan Am sports and they’ll all speak enthu-
siastically about the commitment they make and the pride they feel representing their local teams, their Pan Am team and the biggest team of all, their country. It’s also readily apparent that simply putting on the uniforms of each team they represent is enough to fill them with inspiration. The Pan Am Games have flown by so quickly. It would be a shame if this message has not sunk in yet. But there’s plenty of time. There are still a few days left and the Parapan Am Games, which begin on Aug. 7, are just around the corner. All the same attributes just discussed will be on display there, too. The names and events may change, but the stories will be just as uplifting. I have a feeling the best is yet to come. is also a sport medicine physician with Canadian Sport Institute Ontario. “The (Games) are hosted in our city and it’s an ideal opportunity to contribute. Only the Summer Olympics and the Asian Games are bigger.” There have been injuries to both athletes and spectators – including a stroke and anaphylactic shock suffered by fans – Dilkas and his team have tended to, but he has managed to catch glimpses
of competitions inside S c a r b o ro u g h’s Aq u a t i c Centre, including several medals won by Canadians in diving and synchronized swimming, he said. “I think it’s great,” he said of Toronto hosting the Games. “Canada has performed extremely well and I see the pride growing. The stands are more and more full. (And) anything to promote young people to be active in sport is great.”

Report it to the city Next week, the tunnel connecting the mainland to Billy Bishop Airport on the Toronto Islands will be open to the air-travelling public, becoming the second piece of air-travel infrastructure to come online in Toronto this year. The first opened its doors less than a month ago: the Union-Pearson Express train service running from Union Station through Weston to Pearson International Airport. It is telling that these two pieces – one privately funded and the other using federal and provincial dollars – are providing transportation services to people with passports and plane tickets and cash. Meanwhile, transit improvements for the rest of us, simply trying to get around town, plod along at

their own pace, in the best case fully funded and at worst pie-in-the-sky political dreams. It is in this context I look at the TTCriders’ suggestion last weekend, that Metrolinx simply give up the Union Pearson Express as a masstransit route, with a bit more sympathy than usual. The advocacy group based its argument on what seems a dubious study of their own, spending a morning rushhour counting the number of riders going in and out of the Pearson station of the line, and counted just 14 on each train. Metrolinx offers up slightly better numbers and maintains that the new
$27.50-a-ride train to the airport is a success. Yet, there is compelling reason to think about what the express might do for the morning commute. The TTC is busting at the seams, and city council has decided to prioritize costly transit improvements that won’t soon provide relief and will likely become even more costly. The Scarborough subway extension council approved will likely have to be realigned to make way for Mayor John Tory’s SmartTrack surface rail that follows at a point the precise same route as the subway. And SmartTrack could run into its own problems, particularly in the west end through Etobicoke, on land that the city no longer owns. Putting commuters on
trains on the UP line would immediately reduce the need, if there ever was one, for that western SmartTrack line. It is not, of course, as easy as that. The 15-minute service currently available in each direction for SmartTrack would probably have to be increased. Politically, abandoning air travellers for transit users would involve a mea culpa for the Wynne government and Metrolinx that might be untenable. It is, however, easy to get resentful while packed into a subway car, thinking of the ease those few wellheeled travellers have now, making their way from their suite at the Royal York Hotel to the departure lounge at Pearson.

The city will dispatch staff to the location to clear the obstruction. Residents can assist city staff with the work by providing the precise geographic location of the vegetation that needs to be cleared. Both Transportation Services and Parks, Forestry
and Recreation staff perform proactive maintenance, but in some areas there has been more vegetation growth than usual. To ensure that travel routes are passable for those with mobility issues, residents are also reminded to prune trees and shrubs on their property so that they don’t impact roads and sidewalks.

of Leslie Barns delayed again wOpening The Leslie Barns maintenance and storage facility for the TTC’s new streetcar fleet is delayed yet again. Leslie Street was supposed to have re-opened in July, delayed from June after a private contractor’s error required the concrete track bed from Commissioners Street to Queen Street to be torn up and rebuilt. The problem is now fixed but more time was needed for the project’s engineering contractor to review final designs for the work which TTC spokesperson Brad Ross termed as more complicated than usual because of technical requirements. Leslie is slated to re-open next month, but the facility won’t open until late September.
