Weston-Mount Dennis residents came together last week
with all the right “ingredients” to celebrate the Recipe for Community project. Launched in Weston-Mount Dennis last year, the Recipe for Community project works to engage residents of all ages to strengthen community belonging by facilitating resident-
inspired projects. In partnership with the city, Toronto Community Foundation initiated the first Recipe for Community project in Alexandra Park, a public housing neighbourhood in downtown Toronto in 2009. The second was launched in
2011 at St. James Town, one of Canada’s largest and most dense highrise community. “This is our third one – all growing,” said Rahul Bhardwaj, president and CEO of Toronto Community Foundation, at the celebration event outside Weston Towers near Weston

Water runoff issues need to be resolved: residents >>>from page 1 street even when it wasn’t raining,” said Mattos, adding the damage done to his house was extensive. “I’ve never seen it like this and we lived here for 40 years. Our basement’s destroyed and one of my cars is a total loss.” With representatives from city staff and Toronto and Region Conservation Authority (TRCA) in attendance, Mattos said he learned there was a trunk sewer running parallel to the Black Creek. In addition to the water flowing into basements through sanitary sewer connections, Mattos noted the sewer overflow came overland from as far north as Lawrence Avenue into the homes. “There was enormous alien water coming onto our streets,” he said. Mattos added some residents have started collecting signatures to start a potential class action suit against the city and TRCA for not resolving the overland runoff issues years ago. Nunziata said she understood the anger from residents. “Of course they’re going to be upset. I expect them to be upset,” said Nunziata, who went door to door on Cordella

Avenue to let residents know about the follow-up meeting scheduled for Wednesday, July 31. “This area was impacted more than any other part of the ward. It’s right next to the creek.” Nu n z i a t a a d d e d s h e recently moved a motion to have the general manager of Toronto Water review the Class Environmental Assessment (EA) Study work schedule for that area. “I moved a motion in council last week to accelerate the EA in light of the storm,” she said. The City of Toronto had initiated the EA study last November to address water
quality issues in Black Creek and Humber River due to the discharge of combined sewer overflows and to assess the causes of flooding. The EA would also look at developing solutions to reduce the risk of future surface and basement flooding. Nunziata confirmed the July 31 follow-up meeting will take place at Archbishop Romero Catholic Secondary School, 99 Humber Blvd., with city staff and TRCA representatives again invited to attend.

Unique to Recipe for Community in Weston-Mount Dennis is its focus on the arts with UrbanArts, a local grassroots organization, playing a big lead in the project, which will centre around four key “ingredients” or themes: youth engagement, community gathering, food and nutrition and neighbourhood greening/ beautification. Laurie-Shawn Borzovoy, UrbanArts board chair, said Recipe for Community has achieved a great level of success in the past year with programs and services expanded
by “leaps and bounds.” He added a new site for UrbanArts on Bartonville Avenue will be receiving support from Recipe for Community to provide additional programs including cooking classes and outdoor movie nights. “This new space is an investment in Weston-Mount Dennis and in our young people,” Borzovoy said. One youth has already taken advantage of the programs offered at UrbanArts and sees how art can be used as a catalyst to affect change. “I really love UrbanArts,” said Jeffrey Edwards, also known as J. Soul, who performed for the crowd at last Thursday’s celebration event. “It’s good for youth to show
their talent no matter what it is.” Recipe for Community will be investing in the talents of local residents who are benefitting from more than $340,000 in capital and programming investments during the 18 months of the project. Activities planned for the 2013 and 2014 through Recipe for Community in WestonMount Dennis include a mural project, newly beautified park spaces, food handling certification workshops, bike repair and safety workshops and services and a small business development program, to name a few.

Albanese concerned Canada Job Grant could prove harmful CLARK KIM ckim@insidetoronto.com A grant proposed by the federal government to help Canadians get available jobs through skills training may leave the most vulnerable in the community behind, says a local MPP. York South-Weston MPP Laura Albanese expressed her concern over the Canada Job Grant, which was unveiled in the federal budget earlier this year, with how that funding would be provided. “It’s a good tool and it can help a lot of people,” said Albanese, but she added the proposed grant could redirect
federal funding to Ontario that already helps those who need extra support find jobs such as immigrants, youth and Aboriginal people. The Canada Job Grant would see eligible Canadians receive training by potentially providing $15,000 per person with a maximum $5,000 contribution from the federal government to be matched by the provincial government and employer. reduced funding To fund the program, however, the federal government proposes reducing its skills development funding
to provinces and territories that aid job seekers without Employment Insurance (EI) by $300 million under the Labour Market Agreements, which expire March 31. “The detailed design of the grant will be negotiated with provinces and territories over the next year, in consultation with stakeholder groups including employer associations, educational institutions and labour organizations,” stated a release from the federal government’s website. Albanese was at the Learning Enrichment Foundation earlier this month to bring attention to
the issue, noting local organizations like LEF could be impacted. “There’s a wide range of programs that need more intensive support for the most vulnerable in the province,” said Albanese, adding many in York South-Weston may not be able to get support if only those eligible for EI can take advantage of the proposed grant. LEF executive director Peter Frampton said taking a cookie-cutter approach to helping people find jobs won’t work. “It’s really about having a system that is flexible,” said Frampton, noting LEF
through its programs continues to focus on enabling people to use the skills they have to find work. LEF clients affected He estimated as much as 80 per cent of their clients would be affected if the Canada Job Grant goes through as it’s proposed now. “Very few people in our community are EI eligible,” said Frampton. Troy McInroy, a forklift driver by trade, would be one of those clients. “I wasn’t eligible for EI because I had to resign due to my wife’s sickness,” said
McInroy, who took a year off work to take care of his wife. After a few calls for assistance to find work again, McInroy was directed to LEF where he got support and became recertified, at no cost to himself, to drive forklifts. “ They suppor ted me through it all,” he said. The Ontario government is looking to negotiate key funding agreements with the federal government before the expiry of the current Labour Market Agreements.

Others have landmark reminders, like the condo tower that looms over the meadowland of the Humber Arboretum. But all, some would suggest, have the power to refresh the spirit. The federal non-profit group Turtlefeather True Nature uses outings along these trails to help women who have experienced abuse gain confidence and reduce stress. It’s also a welcome outlet for groups like the Metro Toronto Fitness Club, who has been taking to the trails for years (nearly 50 in this case), seeking not only outdoor activity but new friendships. The group meets weekly for social walks and organizes social activities on a regular basis. Though one wouldn’t normally associate hiking and city life, these protected green spaces prove the two can compliment one another and we hope our feature will prove to our readers that hiking is accessible here in our communities. So pack a lunch, grab the sunscreen (and bug spray) and head out on your own trail adventure. These green spaces provide a natural oasis that can’t be fully appreciated until you’re there. Take time for yourself, or bring the family and discover the great outdoors right in your backyard.

It’s time to put hockey talk on ice Back in the day, I didn’t have to rely on air conditioning to make it through hot spells. Talking hockey was enough to do the trick. Not anymore. Fact is, talking about today’s NHL makes me even hotter under the collar than I already am, especially when you’re conversing with one real tough cookie. Cookie: “I keep hearing the reason the Leafs can’t make any more roster acquisitions is because of the impact of free agency on players’ salaries. I know nothing about the business of sports. Can you explain that relationship to me?” Me: “No problemo. Let’s say Team ‘X’ is interested in signing Free Agent ‘X’ away from another club. What that means is...” Cookie: “Uh, I hate to stop you right away, but wouldn’t Free Agent ‘X’ already be on Team ‘X’, given that they’re the same letters and all? It seems logical to me.” Me: “Are you implying I’m not logical, Mr. Spock?” Cookie: “Not at all. I just

How else?” Cookie: “That was for hockey, doofus. There are no free agent egg rolls. A child of four knows you put an ‘X’ beside everything when ordering Chinese food.” Me: “Whatever. I don’t have the strength left to argue. In doing so, it may have set the stage for a battle at the Ontario Municipal Board (OMB), that could see voters elect a 25-member council as early as next year. “We’ve been talking about going to the OMB, we’re prepared to do so, and we’re going to consider everything that happened today,” said Matthew McGuire, president of the organization that he claims represents between 3,000 and 4,000 Toronto taxpayers. The group, which was formed following the 2010 municipal election, has been a consistent advocate for many of the policies supported

When last month Toronto council supported going forward with a process to redraw ward boundaries in time for the 2018 election, the group launched a petition, demanding the move happen sooner and that council cut its membership in half. The petition carries weight, because the City of Toronto Act includes a provision allowing a petition of 500 electors to force a municipality to vote on their proposal for redrawn electoral boundaries. The petition submitted by the
taxpayers’ coalition had twice that number. Under the act, if council refuses to deal with the matter within 90 days the matter can go to the OMB, and any decision they make can also be appealed there. Councillors debated the matter July 18, and voted 25-13 to deny the request. Mayor Rob Ford urged councillors to approve the smaller council. “I truly believe that we must do what the taxpayers want,” Ford said. “They want less politicians and more action.” Ford suggested the move would be “risky” for councillors to support, because “you’re going to run against an incumbent.” His brother, Doug Ford, took matters a step further and accused councillors opposing the immediate reduction in the size of council of simply attempting to protect their
own jobs. “It’s not about working for the people – it’s about working for themselves,” said Ford. “It goes across all political stripes.” As he finished, however, he noted, “I got all the lefties chirping behind me, folks, they want to get that gravy train going again.” Other councillors, however, pointed out the process council had set in place would do the same job. And many of them suggested Torontonians wouldn’t be well served by fewer representatives. “You can reduce politicians,” said Trinity-Spadina Councillor Adam Vaughan. “Keep reducing ‘til you get to one. Lots of countries do that. It’s called dictatorship.”

The yellow strip is found on all trains and is intended to quickly summon emergency services personnel to attend to someone in urgent need of aid. City council will take no further action on installing “suicide barriers” along subway platforms to prevent people from jumping or falling onto the tracks. Presented at last week’s four-day council meeting, the motion called on the TTC to install the barriers at new stations planned for the Spadina extension and retroactively at existing stations. E
nter the gateway to the Humber River at Cruickshank Park as the entrance gate by Weston Road and Church Street invites residents to do. It’s a good starting point for a hike on the Humber River Recreational Trail, which runs along the border of the former city of York, connecting local parks on the way. Walking down the steps from the gateway onto the paved path of the trail, the sound of traffic and construction on Weston Road is replaced by the sound of the river winding its way down to Lake Ontario. This Canadian Heritage
River is part of the Humber River Watershed, which is the largest in Toronto and Region Conservation’s (TRCA) jurisdiction. “There’s so much to the watershed,” said Matt Kenel, project manager, watershed planning with TRCA, adding it encompasses 903 square kilometres, which includes the Oak Ridges Moraine. But what makes this local portion of the watershed interesting is the area’s rich history that is on display for hikers to read through murals and interpretive plaques posted along the trail. One such plaque can be seen by Little Avenue Memorial Park by Weston Road and Little Avenue close to the trail titled “The Founding of Weston,”

which mentions the early settlers of Weston in the 1790s who were attracted to the area by the “rich timber resources and the water power potential of the Humber River here.” The plaque further reads: “The community subsequently expanded along both sides of the river until 1950 when a disastrous flood destroyed the west bank settlement.”
“A defining moment in TRCA history was Hurricane Hazel,” said Kenel, noting the hurricane that hit the city’s west end in October 1954 washed away an entire section of the neighbourhood. A sign in front of Raymore Bridge stands, just before the river bends south of Weston Road and Lawrence Avenue, to remind passersby of the extent of the damage done. It reads: “The resulting damage was severe. Just upstream, flood waters tore loose a footbridge that crossed the Humber River. The river rose 20 feet, sweeping away 14 homes on Raymore Drive and killing 32 residents. After Hurricane Hazel, the Metropolitan Toronto and
Region Conservation Authority was established to promote watershed management and public ownership of the floodplain.” Just off the path from Raymore Bridge at Scarlett Road and Kingdom Street is a little wooden church, local historian Madeleine McDowell points out. The church building itself was relocated to York from Malton in the 1920s, McDowell said. She added that the church, now designated as a heritage building, served as a rescue centre for many of the residents who lost their homes during Hurricane Hazel. There, said McDowell, is where members of the Denison family are buried. “This cemetery is one of the oldest in the Toronto area,” she noted. In addition to the historical features of the recreational trail, the wildlife is abundant for nature lovers to observe. Longtime Mount Dennis resident Dave Watkins has walked along the Humber River from Cruickshank Park all the way down to the Eglinton Flats by Jane Street and Eglinton Avenue. Over the years, he’s seen a wide variety of animals ranging from raccoons and skunks to different species of turtles and
all types of birds. “There’s always blue herons down there,” said Watkins, who likes to walk closer to the river itself rather than the paved path. “There’s deer tracks down there, too.” The best time to see deer, he advised, is early in the morning when they’re out feeding. Watkins works as a regional outreach worker for reptiles and amphibians for the Toronto Zoo and contributes to conservation efforts locally. “A lot of people don’t know how beautiful it is to walk up the Humber,” he said. “It’s great. Regular garbage, recycling, green bin and yard waste resumed this week, after the city announced it has now finished its special garbage collection following the intense storm on July 8. Crews collected about 4,100 tonnes of flood-damaged materials across Toronto, the city said in a statement. As of Tuesday, residents should follow their normal garbage collection schedule and standard disposal rules, the statement said. For example, if you have more garbage than will fit in your bin, you can leave extra bags with a city-issued tag beside the bin. Tags can be
purchased in packages of five for $15.50 at Canadian Tire stores. You can put out bulky or oversized items such as furniture beside your garbage bin on your regular garbage days. No tags are required. The city collects these items in a separate truck for reuse, recycling or dismantling to keep them out of garbage dumps. Carpeting should be tied into rolls no longer than 1.2 metres (four feet) and weighing no more than 20 kilograms (44 pounds). Electronic waste can be put out for pick up on your regular garbage days. Place them half
a metre (about two feet) away from your garbage bin. The city does not collect hazardous waste such as paint cans and fluorescent lighting tubes and bulbs. Instead, take them to a drop-off depot or a local community environment day or call 311 to arrange for a “toxic taxi” for free pick up. Construction material such as drywall and wood should be taken to a drop-off site or picked up by a private disposal company.

Mosquitoes test positive for West Nile LISA QUEEN lqueen@insidetoronto.com For the first time this year, mosquitoes in Toronto have tested positive for West Nile virus, the public health department announced yesterday. The department will not say where the mosquitoes were found, arguing all residents across Toronto should take steps to ensure they do not get infected, healthy environments manager Elaine Pacheco told the York Guardian. “It doesn’t really matter where in the city it was found. The public is reminded to take precautions,” she said, adding public health monitors 43 mosquito traps across Toronto on a weekly basis. There have been no reported human cases of the virus in Toronto this year, Pacheco said. In 2012, there were 100 positive mosquito pools
and 94 human cases. The public’s risk of infection is low, with less than one per cent of people who are infected becoming sick enough to need hospitalization, according to public health’s website. “The majority of people infected with (the virus) show no symptoms. About one in five people infected with (the virus) have symptoms which may include fever, headaches, nausea, vomiting and body aches. These can be accompanied by a skin rash and swollen glands. Symptoms can last anywhere from a few days to weeks,” it said. “About one in 150 people infected will experience serious symptoms including neck stiffness, extreme confusion, disorientation, muscle weakness, vision loss and numbness. Symptoms usually develop between two and 15 days after being bitten
by an infected mosquito.” While the danger of infection for people is low, public health said residents can further reduce the risk by wearing light-coloured, long-sleeved shirts, pants, socks and a hat while outdoors, especially at dusk and dawn when mosquitoes are most active, using insect repellent, removing standing water from property where mosquitoes can breed and making sure screens on windows and doors are in good repair to keep mosquitoes out of your home.

More specifically, this position will ensure content is optimized for the web and for driving traffic and engaging Metroland Media’s audiences; coach, motivate and advocate for best practices for online content with colleagues across Metroland Media. Lead idea generation, brainstorming and timing considerations for planned content, initiatives and themes as well as evaluating and measuring effectiveness of overall content strategy and specific content, including setting Key Performance Indicators, and monitoring statistics, feedback and participation are key responsibilities of this position. The incumbent will analyze statistics to plan new content, initiatives, topics and the repurposing of existing content and interpreting data to create multi-channel content opportunities and identify areas for improvement. The ideal candidate will have a Bachelor’s degree and/or the equivalent combination of experience and education and a minimum of five years’ experience writing and editing for online audiences. Previous experience will include: managing internal external content feeds, increasing web traffic and engaging online audiences and planning/managing news and web projects. Mastery of web publishing tools and expertise in social media and user generated content, proactive client relations focus and the ability to leverage mobile platforms to engage audience are attributes we are seeking.
