Caledonia GO station set to open in 2020 DOMINIK KUREK dkurek@insidetoronto.com It was a small, but enthusiastic, gathering at a Metrolinx-hosted open house to introduce the York community to a project that will build a new GO train station on Eglinton Avenue West. The Caledonia GO Station is expected to open in 2020. It will be built two blocks west of Caledonia Road, to be integrated with the future Caledonia Crosstown LRT station, also being built by Metrolinx, a provincial agency in charge of building regional transit projects. The station will serve the Barrie GO Transit line. The GO station to the north of Caledonia is the York University Station, and Union Station is to the south. The open house, held last week on Tuesday at York Memorial Collegiate Institute, was part of a pre-consultation process before Metrolinx begins the formal part of an expedited six-month environmental assessment (EA) for the project, expected to start this fall. The EA examines the impact of a project to the environment; this includes nature, as well as traffic impacts, noise and vibration to the community, socio-economic impacts and more. Trevor Anderson, manager, environmental assessment, capital infrastructure with Metrolinx, said the open house was a way to introduce the community to the project and to learn about the concerns of residents so they can be addressed during the early stages of the EA. Metrolinx is planning a second meeting. The station will be built alongside the future LRT station, which will sit to the east
of Westside Mall. The two stations will be integrated by a pedestrian bridge over the rail tracks at the south end. Fare integration is planned for Presto card users. The train platform would run north-south, ending at the York Beltline Trail at Bowie Avenue in the north. There would be access to the platform from the main entrance on Eglinton and at the north side. Metrolinx plans a pedestrian crossing at the north end of the platform as well, likely a tunnel under the tracks. Residents say people already cross the tracks in that spot by cutting the fence. Bowie Avenue resident JohnKelly Cuthbertson said the GO station is an excellent idea for the community. “It’ll just provide ease of access to downtown,” he said. “My wife works downtown. At the moment, her commute is 40 minutes to an hour long. If she could walk over and be down there in 15 minutes, she could be home quicker to our son.” Another resident, Margie Delima, whose home backs onto what will eventually be the train station platform, said she hopes for a sound barrier to be built. Work to construct a second track on the Barrie line up to Rutherford station in Vaughan is under way.This will allow for frequent, two-way service on the Barrie GO line. Metrolinx is planning to add a second track to the rest of the corridor.

There were plenty of ideas thrown around as the community came together in Oakwood Village to envision a future for Reggae Lane, which is situated in a community where Caribbean and Jamaican restaurants and shops are highly visible. The lane, named in 2014, is located behind the south side stores along Eglinton Avenue West, at Oakwood Avenue, in what is known as the International Market area. The laneway had been selected for an improvement project by The Laneway Project. The Laneway Project’s Michelle Senayah said laneways don’t have a standard defined role in the city, which is why they’re often seen as dirty, neglected spaces. But there are opportunities for them, particularly as the city gets developed and spaces for public places run out. “What we’re aiming to do is throw some light on them and say, look, this is our space,” she said. “Just the amount of laneway space is astonishing in this city. There’s 250 acres. That’s two-thirds the size of High Park, or seven Trinity Bellwoods Parks of laneway space.” She said the city already owns the laneways, and in downtown areas where land is expensive, they can become public spaces. The Laneway Project h o s t e d a Re g g a e L a n e Visioning Charette at the Maria A. Shchuka Library last Wednesday evening asking members of the community to present their ideas for what they would like to see in the laneway. Among the residents who came out was Toronto musician Jay Douglas, a Jamaican immigrant who grew up in the Oakwood area, and who has just released his latest single Reggae Lane. He wrote the song after Eglinton-Lawrence Councillor Josh Colle, who pushed for the naming of the lane, had asked the musician to help commemorate the naming of the lane. Douglas said it’s impor-

If you don’t know your history, it don’t matter what,” he said. He called Toronto a beautiful city where approximately 175 ethnicities are present and residents can go out and eat food from any culture. “(The laneway) is meant for all of us coming together, showing love and respect for each other’s culture,” Douglas said. “That’s why we have Reggae Lane,” he said. “We have work to do. It’s a great neighbourhood, a great city. We have our challenges, but who said life’s journey is without challenges?” Douglas will be among the performers at the official celebration of the naming of Reggae Lane on July 11. Another member of the community, Dewitt Lee, said it was a proud moment when the laneway got its name, saying the local community and res-
taurants had for a long time tried to carve out a Caribbean identity, and this is the first step toward that goal. “It’s very important we begin positioning our community as a cultural destination,” he said. “Working with Tourism Toronto, we have an opportunity to put this community on the map and give people an authentic, very genuine and an inspired dose of what the Caribbean community brings to Toronto every day.” Lee, who is of Grenadian descent, said this can lead to jobs, such as the creation of tours and merchandise sales, which have already started on the website www.reggaelane. org He said the lane must honour the past generation as well as leave room for future generations to contribute. “If we try to define what Reggae Lane is today, based on what we only see today, we’re going to ignore our rich past and we are going to close out a bright future,” he said. Lee had organized a Reggae Lane community cleanup for Saturday, June 6. Owner and publisher of the former Contrast, a newspaper for Toronto’s black commu-
nity, Horace Gooden said Reggae Lane is a great idea, but it’s much bigger than a little lane that runs behind a few buildings. He said the community needs Reggae Place, which could run along Eglinton from Marlee Avenue to Dufferin Street, and which would be a viable destination thanks to its proximity to the subway and access from the future underground Eglinton Crosstown LRT system. While The Laneway Project and the York-Eglinton BIA, are working to improve the laneway, York artist Adrian Hayles will be improving the nearby area as well, as part of a STEPS Initiative project. The artist will paint a mural on a wall at a Green P parking lot, just west of Alameda Avenue. Reggae Lane exits into the parking lot at its east end. The mural is expected to be complete by mid-August. The Laneway Project plans to host its next Reggae Lane workshop around July. The organization intends to finalize its master plan for the laneway in the fall, in time for springtime implementation.

hould it stay? Should it go? When it comes to the Gardiner Expressway, it appears everyone has something to say. The future of the muchdebated Gardiner is coming up at Toronto City Council’s monthly meeting June 10. After much discussion about which option is best – besides doing ‘nothing’ – the two options left standing are the ‘hybrid’ option – re-configuring the expressway, basically – and the ‘removal’ option, which would tear down the entire portion east of Jarvis Street creating an eight-lane, ground-level boulevard. Factions have come down on both sides: The Toronto Region Board of Trade is on the hybrid side of things as is Mayor John Tory, whose SmartTrack plan plays into this option with a major transit hub proposed for a newly developed 49 acres of land, some public our view some private. On Monday, former Toronto Time to act mayor David Crombie together with the city’s former city planon Gardiner ner said tearing it down is the is now right decision. Also on Monday, the Toronto Board of Health decided not to send to council the report by Chief Medical Officer of Health Dr. David McKeown that stated removal would provide the most health benefits. And of course councillors also fall on different sides of the debate, as do Torontonians after they were given the chance to weigh in on the issue during meetings over the last several months. According to a recent poll by Mainstreet Technologies, 45 per cent of respondents prefer the removal option versus 33 per cent who chose the hybrid option. After all is said and done, it’s time for council to put its money where its mouth is and decide on what exactly to do with the expressway. Its future is something that must be decided – not just for now, but for the estimated 100-year lifecycle of either of the main options on the table. Councillors should decide what’s best for the city and stick to it. And if possible, find a way to make sure future councils don’t fiddle with it like they have for decades on the public transit file. Transportation as a whole in Toronto is a complex issue. It doesn’t matter whether you’re talking public transit or highways. If the Gardiner decision is well-balanced, perhaps transportation in Toronto stands a chance.

When the boys suggested having a tournament, Simpson-Porco worked with them to reach out to residents, parents and organizations to get the ball rolling. In addition to being a basketball tournament, the Mount Dennis Mavericks Fam Jam Showcase will also be an opportunity to promote projects taking place in the community as well as
collaborate on artwork. “This is what this day is all about,” Simpson-Porco said. “It’s about bringing people together.” Food vendors like Trisha Mitchell and Dwight Darius who run The Nutmeg Spot at 1085 Weston Rd. are also contributing their services. After months of planning, Kadin Moore, 10, said he isn’t nervous about hosting the event with his friends and is just looking forward to playing
basketball. “I want to score a lot of points,” he said. His mother, Paula Moore, who volunteered to help with the event after Kadin told her about it, said this was all possible just by talking with others in the neighbourhood and working together to make it happen. Torch relay fans the flames of Pan Am excitement
Pan Am Games movie nights at UrbanArts
The journey has been long for the Pan Am flame; it has travelled over land and sea from Avenue of the Dead in Teotihuacan, Mexico where it was first lit in a traditional ceremony to Canadian soil. Armed with umbrellas, throngs of Canadians cheered as representatives of the First Nations of Canada canoed toward the shore of Lake Ontario carrying the Pan Am flame Saturday morning. It is here in Toronto’s downtown core that the flame began its journey across Canada, sparking the excitement of the Toronto 2015 Pan Am/Parapan Am Games within Canadians. “Being here at the torch arrival ceremony is like seeing a glimpse of history for my kids,” said North York’s Sam Remtulla. Her two young daughters are especially excited to see the soccer and gymnastic events during the Games. “ The Pan Am Games
With the Toronto Pan Am/ Parapan Am Games fast approaching, UrbanArts will be hosting sportsrelated movie nights every Friday from June 5 to July 3. Allen Road lane restrictions at Eglinton to start DOMINIK KUREK dkurek@insidetoronto.com Allen Road drivers should prepare to feel some added headaches as there will be lane restrictions in the coming days as Metrolinx readies to re-launch its Eglinton Crosstown LRT tunnel boring machines. Metrolinx, the provincial agency in charge of building regional transit projects, said the construction will begin today. The construction will happen on both northbound and southbound Allen, just north of Eglinton West subway station. For the first few days of the project (likely between two and three), there will be lane restrictions on southbound and northbound Allen for up to four hours each day after the morning rush hour and ending before the evening rush. This will accommodate the removal of the

guardrails and allow for construction trucks, vehicles and equipment to access the site. Once this initial period is over, lane restrictions will end, but traffic control personnel will be assisting construction vehicles accessing and exiting the construction site. This work will take approximately two to three weeks. This construction project will include installation of truck staging lanes and site facilities for the LRT project. This work is necessary for the relaunch of the tunnel boring machines on the east side of Allen Road, scheduled to start sometime this month. This three-week construction project is to prepare the staging area for the tunneling, where dirt from the dug tunnels will be taken away by trucks. Jamie Robinson, director of community relations and communications for Metrolinx, said 150 dump

trucks will be accessing the site once tunneling begins. “We continue to communicate to folks, if you don’t have to be in that neighbourhood, if you don’t live there, if you don’t work there, if you’re just using that as a throughfare to go downtown, then you probably want to find an alternative route,” he said. Trucks will travel south Allen, enter the site, pick up the dirt, and exit onto northbound Allen during the tunneling. This work will take approximately a year. The permitted hours of work for the staging area are between 7 a.m. and 11 p.m., seven days a week. Some overnight work may be required. It’s a wonder nobody thought of it sooner. For years, the Toronto Board of Health has been a prickly ball of left-of-centre conscience that regularly rolls into more, shall we say, pragmatically conservative debates at Toronto Council. Part of this is because of the mandate of the board to exclusively concern itself with the health and well-being of Torontonians. Part of this is because mayors and their deputies have left the city council appointments to the generally progressive councillors who ask to serve on the board. So when a medical officer of health has suggested pesticides ought to be banned or smoking in public places curtailed or casino gambling is a bad idea, board members have obediently sent that information on to city council where it might be disregarded, but cannot be ignored. You would have thought mayors in the past would have done something about it. Well, maybe not David Miller, who generally found himself
david nickle the city in agreement with the pearlclutchers at public health, but certainly Mel Lastman and Rob Ford ought to have realized this finger-wagging fifth column needed attention. Leave it to Mayor John Tory and his deputy Denzil Minnan-Wong to finally take note, and action. Through a combination of public and city council appointments, the 2014-2018 board of health is shaping up to be a very different beast. On Monday, the board had before it a report from medical officer of health Dr. David McKeown, weighing in on the Gardiner Expressway debate. Tory favours an expensive and controversial plan to rebuild the elevated highway where it connects to the Don Valley Parkway. In a fairly cursory report, McKeown joined various planning and city-building experts in sug-
gesting was a bad idea. In the last term, that report would have made its way promptly to council, and it’s not hard to see how: the councillors on the board were Ford opponents such as Raymond Cho, John Filion, Joe Mihevc, Gord Perks, Sarah Doucette and Kristyn Wong-Tam. Cue the replacements this term, where a much smaller progressive rump of Joe Cressy, Mihevc and Doucette are joined by Jon Burnside, Christin Carmichael Grebb and Frances Nunziata, along with a new crew of citizen appointees. This was enough to deepsix that awkward report. The board agreed to send it along to the planning department. But when council debates the Gardiner at its June meeting, the awkward opinion of Toronto’s chief medical officer of health will be off the table. Someone in the new administration has been paying attention.

Two-way traffic is returning to the Queen’s Quay as the revamped roadway gets ready to re-open. Starting this week new traffic signals will operate at several intersections along Queen’s Quay from Bay Street to west of Lower Spadina Avenue which will allow for the return of twoway traffic to the street. The road, which was once referred to as one of North America’s ugliest, has been under construction since 2013 and has undergone a top-to-bottom facelift, including widened sidewalks, relocated streetcar lanes and a new red granite pedestrian promenade. Part of the plan to increase service is building a storage facility for the trains in south Etobicoke that, according to the Ministry of Transportation, will provide enough space for six 12-car trains. Higher fines and demerit points for distracted drivers are part of new road safety legislation passed this week by the Ontario Legislature. The regulations are a hold-over from the previous term. They include upping distracted driving fines to a minimum of $300 as well as three demerit points.
