In order to expedite the work Metrolinx has relocated all City of Toronto utilities and completed the road crossing work on behalf of the city with the understanding that it would seek repayment for this work as outlined in the various crossing agreements. The UP Express line had been presented as a fully funded provincial project through Metrolinx with no city involvement. But on Monday, Pennachetti said the city has been aware it would have to pay something since the project was proposed; municipalities are required by legislation to pay for infrastructure upgrades surrounding rail projects. But until now, it wasn’t clear how much that would be.

West Park hosts sitting volleyball demo Athletes promote this summer’s Parapan Am Games FANNIE SUNSHINE fsunshine@insidetoronto.com

amoi Anderson thought he’d come down with the flu when he fell ill in October 2008. The mystery viral infection, which doctors were never able to diagnose, quickly turned septic, and the young man suffered multiple organ failure. The native of Brampton was placed in a month-long induced coma that restricted blood flow to his heart and circulation to his limbs. Anderson’s left leg got the worst of it, and once he was out of the coma gangrene set it. Doctors and even a plastic surgeon tried to come up with ways to salvage his leg, but Anderson, who was growing frustrated with the slow process and wanted to get on with life, had a simple solution: just amputate it. On May 1, 2009, his left leg was amputated six to eight inches below the knee. “I was already prepared mentally,” he said of his surgery. An athlete, Anderson had played basketball, football and volleyball for years, and wanted to get back to his way of life. He started rehab shortly after his leg was removed, and six weeks later received his prosthetic. “After that, it was just go,” he said. While rehabilitating at West Park Healthcare Centre near Jane Street and Weston Road, Anderson met a member of the Men’s National Sitting Volleyball Team, who urged him to check out the sport to see if he would be interested in playing. “I was skeptical because I had just started walking, and now I’m on the ground?” he said. “But I gave in. (Sitting volleyball) is pretty cool.” Physiotherapist Janet Campbell said sitting volleyball requires a lot of core strength, ground agility and weight shifting. “You have to be physically fit,” she

After bumping into Anderson and another member of the Men’s National Sitting Volleyball Team (five members of the team are West Park amputee patients) at West Park, who told him about the volleyball team, Tucker brushed it off; sport wasn’t on his mind. But after a friend of Tucker’s told Anderson and the other member Tucker’s story, the men pursued Tucker to come out for a one-on one-session, and he agreed. The rest is history. During the demo inside the auditorium, led by Anderson, Tucker and seven able-bodied participants from West Park went through basic sitting volleyball movements (feet in front, legs slightly bent, passing the ball to a partner and then over the net) before they were divided into two teams for a game. Though the group was off to a shaky start, they appeared more comfortable as the game progressed. “It got easier,” said participant Eve Huxley, a rehabilitation assistant. “I had a great time. It took a bit to get used to, then I didn’t even notice I was sitting on the ground. It was good fun.”

Discover the Toronto Time Capsule online This week marks the launch of the Toronto Time Capsule, an online treasure trove of columns, articles and resources dedicated to Toronto’s history and citizen genealogy. Produced by Metroland Media Toronto, the collection aims to bring history to life. “The Toronto Time Capsule is an exciting work in progress,” said Grace Peacock, project manager and editor with Metroland Media. “Just as you’d find fascinating things if you dug up an actual time capsule, it’s our intention to build a collection of stories, old photographs and news articles that can live on to represent the history of our city. We’re adding more to it every day.” Find the site at www.insidetoronto.com/history and discover stories about the people, places and events that helped define the Toronto we know today.
On the site, you’ll find these sections: w In ‘Flashback’ you can peruse articles on heritage news and events written by Metroland Media news staff. w In ‘Local Tales’ read interesting columns from local historical associations and expert historians. w In ‘Genealogy’ you’ll find insider tips from local genealogists and resources to help you with family history research. As the project grows, so do the opportunities for the public to contribute. “We welcome contributions from more of our historical groups and experts, to help create a truly comprehensive historical offering,” Peacock said. “As well, any resident who has a memory or old photo they’d like to share, we’d love to see it.” Care to contribute? Hopping on the TTC’s kid-free bandwagon There may be no such a thing as a free lunch, but there is now such a thing a free fare. As of last Sunday, children 12 and under are allowed to ride the TTC for free. I have to admit I was puzzled when I heard the announcement a few months ago. Not by the getting on free part, but by the actual wording of the declaration itself. You see, when I was a kid, I thought that when it came to discussing ages in such a manner, we were told to say “less than” not “under”. Of course, it’s been so long that I was under 12 or less than 12, I can’t remember the correct way to use a lot of phrases I once learned, let alone these two. The TTC could very well be right. It might just be my memory playing tricks on me. Still, since the new fare arrangement was introduced it’s been bugging me which one is right. So, on Sunday morning, after
jamie wayne BUT SERIOUSLY going for a jog didn’t jog the old memory, I decided I would head over to my regular subway station and see if going for a sit and/or stand amongst said demographic group would do the trick. As it turns out this wasn’t going to be as easy as I thought it would be. For starters, before I even began my journey, in order to assure you I’d approach the matter with complete objectivity, I had to swear under oath and less than oath, just to be on the safe side. What choice did I have? Credibility is everything when conducting an investigation. If I didn’t cover all potential bases, my search for the truth would have been under a cloud of suspicion or less than a cloud of suspicion from the get-go. Who needs that?
I also had to make sure I didn’t disclose the purpose of my journey to anyone in advance for fear of being influenced in my decisionmaking by being under close scrutiny or less than close scrutiny during my mission. I was a bundle of nerves, I tell you. I was putting myself under pressure and less than pressure at the same time and I hadn’t even made it to the station, for heaven’s sake. Then a light bulb went off in my head. Why not wear a disguise? If I go incognito, I’d be able to fly both under the radar and less than the radar at all times, which would allow me to do my research under my own steam and less than my own steam. What’s more, I didn’t have to take the idea under advisement or less than advisement. Heck, a child of under four – or less than four – knows that. It worked like a charm. I was able to blend in and speak freely to anybody under the sun and less than
the sun without having my purpose compromised, so I got my answer. Right under the wire, too. Or was it less than the wire? And my findings? Sorry, not in this issue, I’m afraid. The result is under wraps and less than wraps. I’m withholding my announcement until we’ve seen the process in action. But I will tell you this much: when the actual expression is finally published in this space, whether it turns out to be children under 12 or less than 12 matters little from where I sit and/or stand on the TTC. Any way you look at it, the price is right. The only thing that would be better is if the fares were also free for children over 12 and more than 12. But hey, that’s a column for another day. Jamie Wayne is a lifelong columnist, who takes writing very seriously. The topics? Not so much. His column appears every Thursday. Contact him at jamie.wayne@sympatico.ca

NOTICE OF INTENDED DECLARATION Pursuant to section 176 of Ontario Regulation 30/11 made under the Funeral, Burial and Cremation Services Act, 2002 Re: Burial site at St. John the Evangelist Roman Catholic Church, 49 George Street (East side of George Street between Church and King Streets) in the former Village of Weston, City of Toronto, Province of Ontario TAKE NOTICE that on September 30, 2014 the discovery of a burial site – burials in coffins and fragmentary human remains, was reported to the Registrar, Funeral, Burial, and Cremation Services Act, 2002. The human remains were discovered during an archaeological assessment to determine if burials remained in situ in this 1853 cemetery which was closed to further burials in 1895 and built upon in the 1950s. A Stage 3 archaeological investigation documented 153 graves of which 147 contained intact burials. The remains from the other six graves appear to have been exhumed. The Registrar hereby gives notice of the intention to declare the discovered site a ‘burial ground’ and invites representatives of the persons whose remains are interred in the burial ground to contact the Registrar within two weeks after March 12, 2015. Once identified, the representatives will negotiate a site disposition agreement with the Catholic Archdiocese of Toronto, the landowner.
Community says good-bye to Elijah Ali Raza araza@insidetoronto.com A crowd of mourners gathered to attend the funeral of Elijah Marsh on Saturday morning at St. Matthew’s United Church on St. Clair Avenue West. The 3-year-old boy had died nine days earlier after wandering away from his grandmother’s home in the middle of the night into freezing cold temperatures in the Neptune Drive area in North York. Saturday’s funeral service was followed by a burial at the nearby Prospect Cemetery. People dressed in black queued alongside St. Clair Avenue to the church, but after organizers announced the church was full, remaining visitors were directed next door to St. Matthew’s Bracondale House, where they could sign a condolence book and hear an audio
broadcast of the service. At Bracondale House, more crowds of mourners gathered, eager to sign their name and leave their message for Elijah’s family. Church organizers offered refreshments and distributed prayer pamphlets. Despite the accommodations, the crowd overflowed at the entrance of St. Matthew’s, despite being told that the church was full. Some even began to sing hymns outside or enter through other doors. Members of the Toronto Police Service set up safe perimeters to help traffic and visitors. Rev. Lauren Hodgson of St. Matthew’s opened the service followed by prayer and eulogies given by Elijah’s biological father, his daycare teacher, his stepfather, brother and mother Georgette.

Toronto 2015 Pan Am/Parapan Am medals unveiled at ROM Ali Raza araza@insidetoronto.com The Toronto 2015 Pan Am/ Parapan Am Games organizing committee has unveiled the medals for this summer’s Games. Olympians Mark Tewksbury and Curt Harnett and Paralympian Elisabeth WalkerYoung took part at the unveiling ceremony Tuesday at the Royal Ontario Museum. “These medals are pieces of art in their own right, and reflect all the hard work, dedication and the difficult journey athletes will take to wear one around their neck and cherish for life,” Tewskbury said. More than 4,000 medals will be awarded during both the Pan Am Games in July and the Parapan Am Games in August. Barrick Gold Corporation is the official metal supplier of the medals, which were designed and produced by the Royal Canadian Mint. Medals are made of copper (bronze), silver and gold mined in Chile, the Dominican Republic and Ontario, respectively. The artwork on the medals highlights Aboriginal traditions of welcoming guests and cherishing the beauty of nature. Metis visual artist Christi Belcourt designed the artwork.

The newest of the new streetcars had its first official trip earlier this week Car 4405 entered service Monday on the 510 Spadina line. It’s the fourth of the new fleet under manufacture by Bombardier. Toronto’s deployment of the new fleet to replace the three-decades-old streetcars currently in service is going far slower than expected, with Bombardier blaming the delay on the effects of a 2014 strike at its Thunder Bay plant, and technical issues with the low-floor vehicles’ retractable accessibility ramp.

The 2014 Cycle-Transit user survey (www.tinyurl. com/nfx3rnr) found 72 per cent of respondents either commuted via bicycle for the first time last summer or had been doing so two to five years prior. The study,
released in late February, also found cycling to transit stations in the Greater Toronto Area has doubled over the last three years. PRO ATHLETES PREFER THE BETTER WAY He scored few goals for the blue and white, but newly departed Maple Leaf David Clarkson was a winner when it came to taking transit. Clarkson made a point of regularly taking the Better Way, something that was pointed out in a discussion thread on Reddit Toronto following his trade last week to the Columbus Blue Jackets. His preference of subways over sports cars was most notably featured on a 2013 episode of the HBO hockey series 24/7. Perhaps the Toronto pro-athlete most synonymous with public transit is Matt “Red Rocket” Bonner, who, as his nickname suggests, frequently took the TTC while playing for the Raptors.

Waiting on Tory’s magic Rolodex One of the most resonant of the points hammered at by 2014 mayoral candidate John Tory was his belief Toronto could not solve its very significant problems on its own. The federal and provincial governments would need to “come to the table” and pay a significant share of the cost of public housing, public transportation and infrastructure improvement. It was hard to argue with that premise – the property tax base is a lousy way to finance a city as big as a middle-sized province – and also hard to be too skeptical of Tory’s boasts, that he above all other candidates had the capacity to draw reluctant premiers and prime ministers to that table. Tory has fostered a great deal of non-partisan goodwill, after all, particularly compared to his predecessor the congenitally partisan Rob Ford. One can’t say whether
the municipality. And there was a lot of infrastructure rejigging that needed to be done to get that rail line – a rail line that’s pretty much exclusively for the use of air travellers staying in or near downtown Toronto, and priced at $30 a ticket. A rail line that, in other words, doesn’t really provide that much benefit to commuters who live and travel within Toronto. Now, this charge didn’t magically appear as Tory took office; city staff has known for years there would be a reckoning. But by the same token, the magic Rolodex Tory promised to bring to the mayor’s office hasn’t been nearly as effective as originally advertised – at least when it comes to swaying the provincial government to take provincial action on matters important to the city.
david nickle the city anyone else would have done better. But Tory’s relationships so far have borne little fruit. Indeed, every time Toronto goes to the table with the province it seems like Toronto gets saddled with the check. Like previous examples – the $86 million in housing pooling, the $75 million in LRT sunk costs – the latest imposition emerged during the 2015 budget process. It turns out Toronto taxpayers owe nearly $100 million to Metrolinx for the Union Pearson Express rail project that Toronto property taxpayers understood themselves to have nothing to do with. It turns out that wasn’t the case. When Metrolinx builds a rail line through a municipality and has to make upgrades and changes to municipal infrastructure, the cost of that work falls on
