announced Tuesday her party will join the Liberals to pass the budget. There is a lot of other things we can spend the money on.” A spring election would have cost around $92 million, coming less than two years after the last provincial election in October 2011. Premier Kathleen Wynne obliged several of Horwath’s demands in the budget,

including lowering auto insurance premiums, and boosting funding for home care and youth unemployment programs. But following the budget’s release, Horwath made additional demands, asking for an ombudsman to oversee the health care sector, and to put the brakes on high occupancy toll lanes. Wynne agreed last week to Horwath’s extra demand

for a financial accountability office and compromised on the ombudsman issue by introducing new accountability measures across the health care system. But Wynne did not give in to the demand on high occupancy toll lanes. The Tories are expected to vote against the budget.

lthough he’s trained in classical ballet, Phillip Payne is diving into the world of musical theatre with his involvement in the stage production of the allCanadian cast of Cats. “It’s amazing, I got to say,” said Payne on a lunch break from rehearsals at the Panasonic Theatre. “Everyone is so unique, they’re really good performers. I’m learning a lot myself from just being around them.” This is Payne’s first musical, but he is no stranger to performing. Prior to his gig with Cats he toured with Ballet Jorgen Canada and then with the Alberta Ballet. He began practicing ballet at the age of 20 in his home town of Newfoundland and Labrador. The now Oakwood and Vaughan resident plays the character Plato, a teen cat that has his sights set on a female feline by the name of Victoria. He also plays the part of Macavity, the villain in the play, who kidnaps Old Deuteronomy, the Cats’ leader. “It’s a lot of fun,” said Payne. “Plato is a nicer cat and is one of the gang so it’s nice to go from that into Macavity, who is, for a lack of a better descrip-

tion, a s--- disturber.” Payne first heard of the musical’s Toronto run when his dance teacher, Gino Berti at the National Ballet of Canada, suggested he audition for Cats in January. Payne admitted that he wasn’t well versed in the musical, he had heard his sister singing a few numbers growing up and knew of the play, but that’s about it. “I kind of went in blind not knowing how musical auditions were,” said Payne. “In any case, I didn’t make it. They cut me on the first day.” But later that week Payne received a call from the casting crew asking him to come back in. “Sure, why not,” Payne said. “Where I was green, (was) I didn’t know any of the songs coming in.

Other people come in with a character they’re looking to play.” A week later he was offered the roles of Plato and Macavity. “I’m still excited – I haven’t lost any of that,” said Payne. “I’m still working on the singing part. It’s not my first time singing in front of a group of people, but it is my first time singing something so classical with this much control.” The choreography is also rigorous, Payne said, but credits the dance teachers for their ability to walk the dancers through each step if they haven’t quite gotten the hang of it. The singing along with the intense choreography was a bit of a challenge at first. Rehearsals run Monday to Saturday from

10 a.m. to 6 p.m. to make sure the choreography is second nature to the cast. The third hurdle for Payne is the getting the cat make-up done right and done fast. Payne explained that it can take up to two hours to put on his face for the

show. “The makeup is elaborate,” Payne said. “We have professional makeup artists that come in and show us and walk us through what brushes to use.” Payne will have to put on his cat makeup three times per show because of his character change from Plato to Macavity and back to Plato. “This certainly has been a whole different makeup experience for sure,” said Payne, who is accustomed to putting on light makeup for the stage. “My hands will be well practiced in makeup after this,” he said. Cats has its first show Tuesday, May 28 and will run six days a week, Tuesday to Sunday, until July 11 with the possible extension until November. Payne has faith this is entirely possible with the Cats cast. “In theatre whenever you have a good group of people together, there’s an energy that’s shown on stage that you can’t fake,” said Payne. “There’s a real sense of familial camaraderie and this group has it in spades. I think that little fact alone will really help this show a lot.”

hey’re big, they’re cute and they could be two of the greatest things to happen to our city in decades. They are Da Mao and Er Shun, the two giant pandas on loan from China that are now on display at the Toronto Zoo in northeast Scarborough for the next five years. In a word, they are ambassadors. Ambassadors from China. They can serve as ambassadors to bring your family and friends from afar to Toronto. Beyond the economic benefits of increased tourism that the pandas will bring, we can also use them as a chance to start feeling good about our view ourselves and our city. We certainly could use that opportunity given the devastating Zoo exhibit first-round NHL playoff loss the Toronto Maple Leafs suffered at a welcome the hands of the other bears – the opportunity Boston Bruins. Local residents and tourists alike will have lots of opportunities to see Da Mao and Er Shun in the special Giant Panda Experience exhibit built just for them. It officially opened to the public on Saturday. The first time the Toronto Zoo hosted a panda exhibit was back in 1985 when our panda guests were Qing Qing and Quan Quan. They only stayed three months that time and the zoo broke all previous attendance records during their visit. The world is a different place now, and so is Canada’s relationship with China, but what hasn’t changed in 25 years is the fact that our city and our zoo are now the focal point of national and international attention when it comes to giant pandas. Let’s bask in that. It opens doors for everyone in the city to welcome family and friends, be they from Oakville or the other side of the world, to come and see the pandas. And once our guests have arrived, we can also show them some of the other great things Toronto has to offer. In the case of a trip to the zoo, a suggestion for another special place to visit in Toronto is the Rouge Park – literally right beside the Toronto Zoo. A letter to our two giant panda guests Dear Er Shun and Da Mao, A belated welcome to Toronto. I hope you’ll both forgive me for not being on hand to deliver the greeting in person at the official opening of your Toronto Zoo exhibit on Saturday, but I’ve been a tad preoccupied of late. I’ve been spending all my time trying to cheer up scads of forlorn Toronto Maple Leaf fans. But I’ll be up soon. Count on it. In the meantime, I’ve seen a ton of your pictures online and you both look fantastic. What’s your secret? How can you be none the worse for wear after a long journey from China. I’m worn out after just a jaunt to Buffalo, for crying out loud. And it’s also very apparent that the quarantine has agreed with you. You must be a couple of real smooth talkers. Quarantines never agree with anybody. You should also know that the culinary crowd is licking it lips over your mouth-watering all-you-can-eat bamboo, seven-days-a-week, 24-hoursa-day diet just as much as

jamie wayne BUT SERIOUSLY you. Since it was made public, it has become the envy of restaurants all over town. I’m told the Mandarin is hearing footsteps. A word of warning on that stockpile of yummy bamboo, though. Your parrot neighbour Polly Wannacracker is said to be jealous. You might want to save a doggy bag or two for her to keep that busybody quiet. Know what I’m saying? You also might want to pass over a few bucks of that $1 million a year you’re picking up for coming here to Edgar the Elephant who lives down the road. That news can’t be making him happy. It’s no secret he’s working for peanuts. Anyhow, I have no doubt the zoo is going to be a real habitat away from habitat for both of you and you’re going to love it here. Just as importantly, we’re going to

love having you here. Which brings me to the real purpose of this letter. They say timing is everything in life, and the timing for your arrival couldn’t have been better. You see, the local citizenry is in rough shape at the moment. The Raptors had another so-so campaign, TFC is struggling once again and after so much was expected, the Blue Jays got out of the gate sluggishly. And the biggest downer of all? The Leafs, who finally made the playoffs after a nineyear drought, ended their season with a heart-breaking OT loss in Game 7 to the big, bad, Bruins. I’m guessing you witnessed that sad tale given that Lazlo the Lion nearby has TV in his den and the rumour going around was that everybody who is anybody at the zoo was invited over to see the game. Anyhow, Er Shun and Da Mao, more than a week has transpired since that fateful night and we’re still hearing about how difficult it is going to be for everyone to

recover. Enough already, I say. It’s time for the city to get its smile back. And you’re just the pair to make it happen. But how you might ask? Elementary my dear pandas, elementary. No, you don’t have to dance around together in a couple of Phil Kessel and James van Riemsdyk jerseys. Or give a big group hug to Dion Phaneuf and James Reimer. No choreographed silliness like that is necessary. All you gotta do, is do what you were brought here to the big leagues to do in the first place: just be you. Period. I ask you, who can look a couple of giant pandas in their giant eyes without breaking into a huge grin? Nobody, that’s who. It just isn’t possible. The TTC should provide bike racks To the editor: Re: ‘TTC bike racks a waste of money,’ Letters, May 9. Reader Kenneth Singh thinks the installation of bicycle racks at the front of TTC buses is a waste of taxpayers’ money. My daughter and her family live in east Mississauga, but she works in west Toronto. When they were first trying to manage with only one vehicle, she would cycle to the first Mississauga bus stop near her home. She then would secure her bike onto the bike rack at the front of the bus and travel on the bus to its furthest eastern destination in Toronto, disembark the bus and retrieve her bike and cycle the rest of the way to work into Toronto. Meanwhile, my son chooses cycling as his principle means of transportation. But he chose to take his bike on public transit one time in order to

accompany me part of the way home. I know there are other times he combines the two modes of transportation. So it is incorrect to suggest, as this reader does, that “buses are for carrying passengers and bicycles are for people to ride.” In this “new” economy, people are looking for alternate and cheaper ways of getting around. So whether it is a couple with young children trying to manage with only one car or a single male choosing to have no car at all, availability of different transit options can only enhance their quality of life. The bike racks are not ornaments. They are a necessary addition to accessing public transportation and I am happy to have my tax dollars go to support this relatively inexpensive installation. Bike racks serve important function To the editor: Re: ‘TTC bike racks a waste of money,’ Letters, May 9. Do the people who complain about bicycle racks on buses have the same sentiments about elevators in the subway station, ramps and automatic doors at barrierfree entrances or sidewalks in suburbia? Do these people choose not to purchase the spare tire to save a few dollars on a new car? There are many occasions when the bicycle racks are needed – when one doesn’t have the nerve to cross the DVP along Lawrence Avenue East by bicycle; when one is too far away from home to get back before sunset; when one is caught in a rain; when the bicycle is damaged or when one is suffering with a leg cramp. The next time you see a

bicycle rack on a bus that is not being used, be glad the cyclist who would be using it is safely riding on the road, which is what he wants to do. I certainly hope those who complain about bicycle racks are not the same people who complain about strollers on the bus. If the racks are removed and a cyclist needs to take the bus home, guess where the bicycle will be? David Louie

School boards need to be run more efficiently To the editor: Ontario’s education system is experiencing some challenges. It seems that a few education boards in this province are having difficulty in balancing their books in spite of our present government’s mandate. I believe they can do this by cutting the fat in their school boards, which they don’t want to do. They have highly paid, large bureaucracies, which do not want to do this as it cuts their own jobs. Look at the recently released Sunshine List that shows people making $100,000 or more and you will see many names belonging to various school boards. I think it is time our government takes bold action and creates some kind of competition for these education boards. I recommend: a) The government should allow charter

schools to be operated here. The charter school concept has been successful south of the border. The trouble with writing a weekly column that appears on Thursday, is that when a mayor finds himself in allegedly hideous and frankly filthy trouble on the previous Friday, it’s tough to find something new to say. So it is with Mayor Rob Ford, and revelation last Friday of the cell phone video that according to two respected journalists at the Toronto Star alleges to show our mayor smoking crack cocaine. Earlier in the cycle, I might have joined the chorus of every other columnist working in Toronto media, and said it was time for the mayor to resign. I’ll take a slightly different tack, and speak directly to Ford Nation. It might be time, Ford Nation, to call it quits. Regardless of what happens with the video, it has come time to face some facts.

system lags in service coverage wTransit A recent study comparing Toronto and Chicago’s transit systems finds the American city is far superior when it comes to service coverage. The comparison study by the Martin Prosperity Institute, part of the University of Toronto’s Rotman School of Management, found the Chicago Transit Authority (CTA) was far more likely than the TTC to have a transit connection within 500 metres – the equivalent of a 10-minute walk – of a regular city block. The comparison between the sister cities also found Chicago, which operates eight rapid transit lines, has far better downtown coverage enabling commuters from the outer suburbs to travel long distances without having to switch vehicles. Conversely, Toronto riders often require multiple transfers to get downtown. While the study, which was posted on the Martin Prosperity Institute’s blog, finds both cities’ transit systems under-delivering on transit accessibility, it

One in three Canadian kids are left on the side of the rink In Canada, one in three families cannot afford to enrol their children in organized sport or recreation activities because of financial barriers (Vision Critical 2011). Six years ago, Marlee Stein wanted to learn to skate, but she didn’t think it would be possible coming from a family of four kids and facing the struggles of a parent battling illness. Through a family support service in her community, Marlee and her family were introduced to Canadian Tire Jumpstart. The Jumpstart program supported Marlee’s skating lessons and skate Canada membership through financial assistance. A year after lacing up her skates for the first time, Marlee decided to turn her desire to skate into a goal – to one-day join the Canadian Olympic Figure Skating team. Through Jumpstart, Marlee is able to continue her skating lessons and is working to achieve this dream. “Jumpstart helped me get the lessons I needed to enter some very challenging provincial and national figure skating competitions in Canada,” says Marlee Stein.

Police believe a sweatshirt may be the key to solving the year-old shooting murder of 27-year-old Delano Coombs. The STG Entertainment sweater, which police say was worn by a gunman, was recovered in the days following the May 10, 2012 homicide. A DNA profile was obtained from the clothing. Det. Tam Bui said Coombs was lured to 4020 Dundas St. W., the townhouse complex where he grew up.

Our family, we’re getting by daily, but it’s very hard. I still can’t believe my brother is dead.” Bui said that though Coombs once lived at 4020

The Carrying Place Trail, also know as the Humber Portage or Toronto Passage, was used by Aboriginals to travel inland from Lake Ontario and to transport goods, including furs, dried fish, copper, and tobacco. French explorers and fur traders also used the trail from 1611 to 1793 to gain access to Lake Simcoe and the Great Lakes, according to the WHS. “It (the plaque) will recognize Weston’s place on the trail and the earliest inhabitants of our community,” said Suri Weinberg-Linsky, WHS secretary. “The trail was so important and it was one of the

Council rejects proposal for Toronto casino Proposal to expand gaming at Woodbine also shot down DAVID NICKLE dnickle@insidetoronto.com An expansion of casino gambling anywhere in Toronto is no longer in the cards, after council voted to reject both a downtown casino and expansion of the Woodbine Racetrack into a full-blown casino in north Etobicoke. Council made the decision after a relatively swift debate at a special meeting Tuesday. Mayor Rob Ford had attempted to cancel the meeting late last week,

declaring a downtown casino dead, but 24 councillors pushed to hold the meeting anyway, to settle the matter. At issue for both Ford and opponents of the casino was the amount of the provincial hosting fee. Ford and casino supporters had said that Toronto needed a minimum of $100 million annually in hosting fees to host a major casino. But the Ontario Lottery and Gaming Corporation only offered a total of $65-70 million for a downtown casino.

Ford moved a motion that would cancel the downtown casino, but keep the ball rolling on letting the province establish a second casino at the Woodbine Racetrack. He rested the blame for the failure of the downtown casino on the shoulders of Ontario Premier Kathleen Wynne. “One year ago the government of Ontario asked Toronto to host a new casino in this great city,” he said. “Since then Toronto has spent a year grappling with the issues. We carried the load and did a lot of the hard work. It now appears that Premier Wynne has chosen a different direction.” He continued, “I will not

support a casino that is not in the best interest of Toronto. Hosting a casino in Toronto that does little to address Toronto’s needs and makes the provincial government richer is not in the interests of Torontonians.” Council rejected Ford’s motion, with a vote of 31-13, instead supporting Trinity-Spadina Councillor Mike Layton’s motions that would reject a new casino downtown, and oppose gaming expansion in the C2 zone where the Woodbine Racetrack is located.
