Toronto City Council has approved a scheme to preserve a giant red oak tree that could be as old as 350 years where it sits in the yard of a North York bungalow. The vote Nov. 4 came nearly six months after Ward 7 Councillor Giorgio Mammoliti first brought the matter forward. Originally, Mammoliti and Parkdale-High Park Councillor Sarah Doucette had suggested the city simply purchase the property near Weston Road and Sheppard Avenue. But since then, the house on Coral Gable Drive has changed hands twice – and the current owner has given assurances although he is renovating, the work is all taking place inside. “He’s not looking to do any additions, so there will be no damage to the tree,” Doucette said. “He also likes the tree, and said he intends it no harm.” Council approved a motion from Mammoliti that would see the city establish a fund to which the public might contribute, to help pay for maintenance of the tree and go toward the cost of eventually acquiring the property on Coral Gable Drive. “You’ve got to see the tree to understand why this approach needs to be taken,” Mammoliti said. The tree’s canopy covers the roof of the house and extends past the

roofline on either side. It is also designated a heritage tree under Forest Ontario’s Heritage Tree program. But that designation offers no protection from being cut down. Council supported the plan, but some worried the city might be entering into a dangerous liability if it did at any point acquire the property. Etobicoke Centre Councillor Stephen Holyday pointed out just in June, a century-old tree fell in a park located in his ward, smashing a transformer and shattering bleachers. “It could have killed someone,” he said. “I hope money gets raised for this and I hope a private entity continues to own the tree. As the old hockey saying goes, the bigger they are the harder they fall and something could happen any day.”
Help grow city’s tree canopy The City of Toronto wants to grow more trees on the streets where you live. Toronto’s beneficial green canopy – after losing trees to emerald ash borer, road salt, storm damage and other causes – is down to something like 27 per cent, or 10.2 million trees. Mayor John Tory promised to plant 3.8 million trees across the city over 10 years, but the city is not sure how to pay for that. Around 60 per cent of the city’s trees are on private property, and
officials want to know how they can get homeowners to plant more, perhaps with a rebate program. he war on drugs may be nearing an end, but the war of words on drugs is just getting started. At last week’s Toronto Council meeting, a debate on banning hookahs in Toronto business establishments couldn’t go for long before handwringing questions about the implications of legalized marijuana would have on such a ban. Toronto’s chief medical officer of health Dr. David McKeown told councillors again and again that the fulfillment of the Justin Trudeau government’s promise to legalize the drug wouldn’t have much impact on this ban one way or another. But that didn’t stop the rhetoric. It is an easy target for fear-mongering politicians, legalization. Here’s the thing: Torontonians epidemic are already ingesting substances illegal and legal that cause different degrees of harm. And Toronto has been dealing with that reality for a decade now, through the Toronto Drug Strategy. On Monday, McKeown provided an update on the city’s attempts to deal with problems that arise from addiction, experimentation and overdose in the city. Overdose right now is the big problem faced by public health officials. Over the past 10 years, death by drug overdose has increased by 41 per cent, and is now the second biggest cause of death for young people. (Vehicle collisions remain the first.) The culprit in the overdose spike is a resurgence in popularity for opiates like heroin – highly addictive and so difficult to discourage with the threat of arrest and long jail sentences. The Drug Strategy’s implementation board has come up with a partial solution: POINT, a Toronto Public Health program to prevent overdoses. POINT distributes a kit for delivering Naxoline, a drug that can reverse the fatal effects of an overdose if administered immediately. So far, 2,000 kits have been distributed, and the drug has been used 300 times. More lives might be saved if the province and federal government passed a Good Samaritan law so that people present at an overdose can call 911 without fear of arrest themselves. That won’t solve things either, but that is the reality: when it comes to drug use and abuse, there’s no solution, just mitigation. And no amount of talk will change that.

Sizing up garbage in Toronto is getting tiring ‘If this is what you do with an extra large garbage bin, Toronto, maybe you shouldn’t be allowed to have one.’ When Toronto homeowners moved from old-fashioned garbage bags and cans to a payas-you-throw bin system under former mayor David Miller, Torontonians went along with it gamely. The plan was intended to encourage us to recycle and use our green bins, in the spirit of extending the life of Toronto’s landfill capacity without getting into the dirty business of incineration. It had some secondary benefits, too, many of them to the health and well-being of Toronto’s solid waste workers, and also to the gradual elimination of their jobs. The bins were designed to be emptied mechanically, which meant trucks

The other thing, of course, was the bins came in different sizes and that allowed the city to move over to a somewhat measurable pay-as-you-throw system, taking garbage off the property tax bill and providing financial incentive for homeowners to divert more effectively. Trouble is, the system was only somewhat more measurable. Residents vote to keep eroding trail intact >>>from page 1 were damaged during the rain storm of July 2013. During a recent public meeting, hosted by York South-Weston Councillor Frances Nunziata, dozens of residents who attended discussed the erosion issue in Gaffney Park and options to address it. According to a study commissioned by the Toronto and Region Conservation Authority (TRCA), some areas of the walls have eroded, due to surface run-off in several spots opposite Norval and Royal streets as well as Runnymede Road. The study concluded that the walls are failing and if nothing is done, the trail is at risk. At the meeting, which took place at the David Appleton Centre on Pritchard Avenue, a TRCA spokesperson presented four options to fix the erosion and failing retaining walls: • Option one is comprised of a concrete retaining wall,
about five metres high whose slope would be planted with shrubs. Meanwhile, all existing wooden retaining walls would be removed; the trail would be decommissioned. • Option two keeps the trail open with a concrete retaining wall about eight metres high with planted shrubs on the slope, the existing wood walls would be removed. • Option three includes a tiered plantable retaining wall with the trail decommissioned; it would include a lower wall 2.5 metres in height and an upper wall approximately three metres in height; the slope would be planted with shrubs and existing wood walls would be removed. • Option four boasts tiered plantable walls with the trail remaining open; the walls – the lower at approximately 3.9 metres high and the upper at about 4.4 metres high –

Funding has not yet been put in place for the project. City staff are reviewing comments collected from the public meeting before proceeding with a detailed design. Nunziata stressed to staff that the trail must remain open.

The local publisher quickly jumped on the opportunity to publish its own book. This opportunity could be a short one, however.
People at ChiZine anticipate Canadian copyright law will be amended to extend to 70 years after the artist’s death, to be in line with much of the rest of the developed world. This copyright change will likely happen in 2016. The publisher sent out a call to its regular authors and an open call for submissions in January, and quickly set to work to get the book published.
“We have this tiny little window in which to publish this book because Canada may change the copyright law next year,” Kasturi said. “In the meantime, it’s perfectly legal to do this. We’re doing it while we can.” The idea for the book came from its two editors, David Nickle and his wife Madeline Ashby. Nickle is Metroland Media Toronto’s city hall reporter and a pub-

lished author of such novels as Eutopia: A Novel of Terrible Optimism, and The ‘Geisters. Ashby is a published author of the novels vN and iD from Angry Robot Books and the forthcoming Company Town from Tor. When the couple heard of Bond’s expired licence in Canada, they approached ChiZine, Nickle’s publishers, with the idea. For Nickle, the Bond book was a way to bring a cultural icon to the 21st century. Author Ian Fleming’s character consists of a certain kind of masculinity, Nickle points out. He’s tough, erotically adept, can hold his liquor and enjoys some sinful pleasures. “It created this amoral sense of masculinity that I think it has actually impacted pop culture and the way a lot of young men behave,” Nickle

At the same time, they’re really exciting stories,” Nickle said. “It’s not one finger wag at James Bond after another because he’s also a hero.” Kasturi agreed the 19 stories are fantastic and help re-envision Bond. “I think Ian Fleming himself would probably have liked this, to see this natural evolution of his character.” The book will only be available in Canada in most major bookstores. Overpass study postponed TTC chair wants to lower fares to $1 Future of Davenport bridge up in the air RAHUL GUPTA rgupta@insidetoronto.com It appears Metrolinx has once again postponed the start of a planning study for building a controversial overpass through Davenport. The provincial transit planning agency was supposed to begin a six-month Transit Project Assessment Process (TPAP) in the fall to determine the impacts of constructing a near 9.5-metre high rail bridge from Bloor Street to Davenport Road. The project is needed to elevate GO Transit trains, which currently converge at the street-level Davenport Diamond rail crossing with CP freight rail traffic. Completing the TPAP would remove a
significant approval hurdle for the project and allow for Metrolinx to remain on schedule for starting construction of the overpass by 2019. vocal opposition Metrolinx has pushed for the removal of the crossing on the grounds that it would greatly improve service on the Barrie Line corridor. Since Metrolinx announced its intention to proceed with the overpass however, the plan has been met with vocal opposition from residents and community groups concerned about the impact of a “super bridge”. That, along with “significant concerns” raised by city planning officials on initial
planning for the project, has apparently convinced Metrolinx to push the TPAP to the spring, marking the second time the assessment has been delayed. The TPAP was initially supposed to begin in late summer. Metrolinx officials were not able to confirm this, but Davenport Councillor Ana Bailao did on her website. Bailao also indicated the city will formally request Metrolinx to allow the city’s planning and TTC staff to collaborate on a preferred option for removing the Diamond, although it’s not clear whether Metrolinx would agree to a request given the agency’s strong support for the overpass over more expensive and time-intensive proposals.

and international construction companies, has signed a $9.1-billion agreement to deliver the light rail project, which also includes a 30-year term for maintenance of the 19-kilometre line when it opens in 2021. The TTC has confirmed streetcars will officially begin running out of the new, but oft-delayed Leslie Barns maintenance and storage facility as of Nov. 22. The facility should have begun operations last year but a series of delays plagued construction. Eglinton-Lawrence Councillor Josh Colle wants TTC fares to drop considerably, and for the province to make up the difference in revenue. At this week’s budget meeting, the TTC chair put forward a motion calling on the Kathleen Wynne government to subsidize every TTC ride, like it does for other Ontario transit agencies, to bring down fares to $1 by 2017. This would require a $1-per-ride subsidy from the province. The provincial subsidy would then increase to $1.30 per ride after 2017, and continue to increase thereafter to maintain an even split between the province and city in operating costs.
