Any photos and documents collected of the Weston Public Library will also be digitized for use by future generations. “We are in the planning phase and we’re still trying to get feedback,” Rivera said. “We’re just building awareness that the project is underway.” Cherri Hurst of the Weston Historical Society said she’ll be writing the book to commemorate the librar y’s 100th anniversary and she welcomed input from the community.

“We’re trying to make people realize you can have a history with the library even if you used it once,” Hurst said. She shared some interesting facts about the Weston library, which officially opened on Dec. 29, 1914. It cost $10,269.45 to build (not including the books and the land itself) and the construction was largely funded by American philanthropist Andrew Carnegie. Unique to the Weston Public Library, which is one of seven Carnegie libraries still used by Toronto Public Library, is its stained glass

windows. The planning phase of the project is scheduled to run through October with the discovery and collection phase to follow from October to December of this year. The content phase, in which the information gathered will be prepared for a book and for the library’s website, will take place January to March. The finished content is scheduled to be presented to the public by the spring.

Cricket game leads to saving children’s lives Fundraiser for Guyana Help the Kids on Oct. 5 LISA Queen lqueen@insidetoronto.com

r. Narendra Singh, chief of pediatrics at Humber River Hospital, only intended to take in a cricket game on a trip to his native Guyana a few years ago. Instead, that match led to him setting up a program that is saving the lives of babies and children by providing education and medical facilities. “It was purely accidental. I’m a huge cricket fan, being from a British colony. I went back four or five years ago to watch a cricket game,” said Singh, who grew up on the grounds of the hospital in the capital city of Georgetown where his father was the administrator. “And after that (game), I thought, ‘Let me check out my old stomping ground,’ which is the hospital.” While visiting, the chiefs of staff and pediatrics invited him to tour the pediatric ward and neonatal intensive care unit (NICU). Singh was dismayed. In the pediatric ward, where infection control practices were basically non-existent, about 50 children were being treated in one large room crammed with makeshift beds. Some babies in the NICU were cared for in wooden boxes. The unit’s few incubators weren’t working. Equipment such as intravenous pumps and monitors were unavailable. “Being chief of pediatrics at a hospital here in

Toronto, looking at the standard of care we provide for our children and looking at the standard of care for kids from a country where I’m from, I was pretty devastated,” Singh said. He grew up in Guyana, on the northern coast of South America, until the age of 14. His family came to Canada in 1973 to escape political troubles, worries about the education system and safety concerns for the family. In the mid-1990s, Singh began visiting his homeland every few years, Those vacations didn’t prepare him for the substandard facilities he witnessed at the hospital. “It’s like the world moved ahead and they kind of got left behind,” he said. “I look at some of the moms there and I see the babies in their hands and I think, ‘This could be me,

this could be my wife. These could be my kids.’ It was hard to swallow.” Singh is quick to stress the doctors and nurses were providing the best care they could with the limited resources they had. “We’re not blaming them for not providing optimum care,” he said. “Under the circumstances, under which they had to work, they were doing a very, very good job. If I was under those conditions, I don’t think I could do as good a job.” Singh launched Guyana Help the Kids (GHTK), a registered Canadian charity that is holding its annual fundraising dinner and dance in Toronto Oct. 5. Although some in Guyana welcomed the charity’s help, others resented its presence and questioned its motives. “We had to exercise a tremendous amount of diplomacy when we went

back. We had to walk on eggs for a while, until we proved ourselves,” Singh said. “(The naysayers said) ‘You feel you have gone abroad for 34 years and you’ve trained and you know more than we do? I don’t think so. You can’t be doing this just out of the goodness of your heart. You must be getting something out of this.’ And once you

go beyond that and you prove them wrong, they are definitely on side.” From the outset, education was at the heart of GHTK so Guyanese doctors and nurses could be trained to care for their own patients. Singh worked with Guyanese hospital and university officials and the minister of health to establish a pediatric residency program for doctors. Doctors from the University of Toronto, McMaster University and universities in the U.S. travel monthly to Guyana to train physicians there. Meanwhile, the first 11 nurses graduated from a neo-natal nursing program two months ago set up by GHTK and 20 more will begin in November. In March 2012, a 24-bed, fully equipped NICU opened at the Georgetown hospital. In its first year, infant mortality dropped by 50 per cent, meaning 80 babies are alive today who may otherwise have died. Three months ago, two NICU units opened at smaller hospitals and two more are expected next year.

rudent health measure or nanny state legislation? When Toronto council meets next month, it is scheduled to consider implementing tough new measures on outdoor smoking in the city. These are recommendations proposed by the city’s board of health in an attempt to curb exposure to second-hand smoke. Of the series of recommendations the board made this week, one of them includes asking council to make it illegal to smoke within nine metres of the entrances to all public buildings in the city. The board of health’s recommendation that sports fields and “specific park amenities” go smoke-free as well needs parks and environment committee approval on Oct. 23 before it can go to council. Other health board recommendations, including the banning of smoking on restaurant patios, would require a change to provincial legislation. our view While the board endorsed the recommendations, Mayor Rob Non-smoking Ford has called the plan “nanny legislation must state” legislation. When it comes to new legislabe enforcable tion of any sort, we ask: Is the legislation practical? And is it for the greater good? On the first question, when it comes to banning smoking within nine metres of a public building, we do question the practicality of enforcing such a law and would like to see specific details of how the city plans to deal with that. On the second question, it’s hard to argue that it isn’t for the greater good. In a report to the board of health last September titled ‘The Burden of Illness from Tobacco in Toronto’, Medical Officer of Health Dr. David McKeown noted tobacco use and second-hand smoke remain the leading causes of preventable death in Canada. In Toronto, adult smoking rates have “seen a slowed decline since 2001,” the report said, suggesting expanded tobacco control is needed to further reduce the risks posed from second-hand smoke. The proposals announced this week stem from McKeown’s report from last September. Council must ensure they enforceable and measurable. “The history of trying to reduce the harm caused by smoking in Toronto is one of incremental measures,” McKeown said this week, acknowledging a total ban on smoking is “not a practical objective in the short term.” It’s Toronto council’s job to ensure this next step in the interest of public health is the right one.

Transit system needn’t be complicated To the editor: I recently got back from a trip to Washington and was impressed with their Metro Transit system. A senior Smart card, available from machines for $5 that can be loaded for any amount you choose was a welcome change from the rather antiquated senior ticket available on the TTC. The machines on the stations were accessible to seniors. No waiting in line to be let into the station. No having to find a gate that is manned so you can use a ticket. You just tapped your card and it let you enter when you started your trip and then, depending on which zone you exited, you tapped it again and were charged accordingly. Ford bypassing meat of the matter to focus on gravy Mayor Rob Ford was unusually boisterous Monday when he faced reporters alongside a crowd of music industry executives to talk about his trip to Austin, Texas. I suspect it wasn’t just the prospect of visiting the Lone Star State that had him going. The real boost likely came from the matter of the Pan Am Games over-expenditures, and the afterglow of the scandal of the $2,500-abum councillors’ chairs. The chairs were ordered by an unnamed staff person; actually replicas of the chairs they were replacing: chairs that had been propping up councillors, mayors and their guests since the early 1960s when Toronto City Hall was built. Last week, Ford apologized for the purchase – coming in at some $75,000 in total – and strongly implied the person responsible for the purchase had been sacked. On Monday, Ford suggested the same thing should happen to Pan Am Games CEO Ian Troop, if

david nickle the city he can’t adequately explain a heap of questionable expenses filed by himself and his staff as they set about cobbling together the 2015 games. This is high-fibre feed for Ford, and the movement to re-elect him in 2014. Ford campaigned in 2010 with the simple promise to “stop the gravy train”. To illustrate his point, he held up outgoing Toronto Centre-Rosedale councillor Kyle Rae’s decision to spend $12,000 from his office budget on a farewell party for himself. In the total context of Toronto’s nearing $10-billion budget, $12,000 didn’t amount to much of a hit. But it surely made a difference to Ford’s fortunes in the polls, turning Toronto Council’s perennial outsider into its preeminent insider. That’s a transformation that’s hard to repeat, but

it’s the trajectory a Ford re-election campaign will almost certainly follow. Indeed, the mayor is already set up to do so. Council has long ago taken control of the municipal agenda away from Ford. Going into the next election, Ford is firmly on the outside. But just as Rae’s taxpayerfunded party was the key in 2010, so might these new examples of the ugly confluence of privilege and profligacy unlock the door to a second Rob Ford mayoralty. And the fact that neither of these are necessarily the best examples won’t deter him. But that doesn’t matter in retail politics. Rae’s use of his office budget to throw a farewell bash was all done according to the rules, too. It riled voters enough to elect Rob Ford mayor of Toronto. And if it worked before, well, why not again?

RETURN OF LINK shuttle service wTHE Construction of the UnionPearson (UP) Express air rail link is well underway and now comes news the airport train shuttle service LINK is set to return following a six-month hiatus. LINK, which offers a frequent rail connection between terminals at Pearson International Airport, was replaced by a bus route last March. It will resume this month. Metrolinx is completing work on the UP Express, which is billed as the city’s first rapid transit connection from the airport to the downtown core.
