Market-goers flock to his booth for his popular Kaiser bun sandwiches every Saturday morning. That’s one of the ways the farmers’ market, now in its 36th year, sets itself apart from other such events in the city, according to market manager and chair of the Weston Business Improvement Area (BIA)

Masum Hossain. “Vendors have been coming here for the last 35 years,” Hossain told The Guardian. “They’ve built up such a relationship with people.” Hossain called the market the most popular event in Weston. It attracts thousands of residents and community members to the John Street parking lot, near Weston Road and Lawrence Avenue. “It’s a place for families and friends to meet,” he said, adding customers are very loyal. Hossain said he is looking forward to the market’s move next year to the new Weston GO station parking lot on the south side of Lawrence Avenue West, just east of Weston Road. He said the move will likely attract even more people because of its more prominent location on

a main street. “Vendors are excited to come to the new location on the main street because it’ll be much busier,” Hossain said. In its close to four decades, the market has become a community tradition with a wide range of vendors and wares. The market continues through until Oct. 31, every week from 8 a.m. until 2 p.m. For the past three years, the market has hosted a Harvest Festival that typically takes place the second weekend in October. The BIA will soon release more information, but in the past the event has featured face painting and pumpkin carving.

City hall’s 50th bash: more than just architecture

oronto marks an important milestone Sunday with celebrations to commemorate the 50th anniversary of Toronto City Hall. The two half-circle towers, with the council chamber pod in the middle, that dominates Nathan Phillips Square is an iconic symbol of the city not just for residents but for people around the world. It’s one of the great things about Toronto that should make us proud. To celebrate this Sunday, there will be a free event from noon to 5 p.m. featuring entertainment by the Jordan John Band and a performance by STOMP dance competition finalists. Also taking the stage will be a group called the Clamshell Quintet, which is made up of four city councillors and a deputy city manager. Master builders from LEGO will be on hand to help residents build a replica of our view City Hall and the surrounding area. As was shown during this summer’s Toronto 2015 Pan Am/Parapan Am Games, the building and Nathan Phillips Square are an important gathering place for all residents. Whether it’s hosting special celebrations, New Year’s Eve parties, or serving as a nice place to sit and have lunch in the summer or go for a skate in the winter, the area is always busy and reflective of life in the city. It also serves as an historical reminder of pre-amalgamation Toronto as its formation coincided in many ways with the creation of Metropolitan Toronto in the late 1950s. An open competition was started in 1957 to design the new city hall, and the eventual winner was Finnish architect Viljo Revell. Ground was broken in 1961 by then City of Toronto mayor Nathan Phillips. It officially opened on Sept. 13, 1965. Along with celebrating a community gathering spot and a uniquely designed building, residents can also use this month to find out more about how Toronto City Hall came to be and how the city has developed over the past 50 years. A back-to-school survival anthem

t’s been a rough first week. Getting the kids back to school is always a grind. I’m so stressed out I don’t even have the strength to unwind. Then I remember the six magic words and at once I’m energized. One burger, one shake, one fries.

My doctor wishes I shared the same passion for spinach and peas. And that I didn’t look at broccoli like it had some kind of disease. But no vegetable alive (and I’m including onions) can bring tears to my eyes. Like the sight of one burger, one shake, one fries.

I’ve got nothing against pizza. Or burritos stuffed with beans. It’s just that they don’t

Dog parks are for pups, not picnickers To the editor: I have an issue with people using the leash-free area at dog parks for picnics. This, in itself, is not upsetting except that the dogs all congregate where the food is and often make nuisances of themselves. In addition, many of the picnickers, being kindhearted, will give food and bones to the dogs, not realizing that cooked bones (especially chicken bones) can splinter and cause severe internal damage in the digestive system. In some cases, dogs are on special diets and should not eat the bits they are offered, but being dogs, will eat them anyway. In my case, I prefer that mine not get into the habit of accepting food from strangers. It is a constant battle trying to get them away from the picnics and back to playing. Lucie Karpinec

Council set for a busy few months TTC service improvements on tap It has been a quiet summer at Toronto City Hall – the kind of quiet summers we’re going to have to get used to in the years after Rob Ford’s pyrotechnic mayoralty. If it weren’t for the pyrotechnics of the federal election, indeed, we might as well all have run off to cottages and patios for August and tried to get our heads around city government again. Lucky for us there’s every indication this fall legislative session will be much like the old session. Council will be fine-tuning, reviewing and in some cases re-debating issues that have already had their day in the sun in this latest term. There will be a refined design to the Gardiner “hybrid” reconstruction that council narrowly approved in concept earlier this year. In case anyone had wearied of Councillor Jim Karygiannis’ bloviations on the Uber ride sharing

david nickle the city service during the Pan Am Games, take heart: council will be looking at a regulatory regime that will bring the popular service under something resembling control. There will be a Scarborough subway debate, perhaps, along with a serious talk about Mayor John Tory’s SmartTrack proposal that will for a span align almost directly with the new Scarborough subway. If I were to place odds, I would say it’s unlikely council will move off course on either plan. But if you were done feeling unsteady about spending all that money on such a small piece of transit, you might want to break out the smelling salts this fall. There will be smaller fights, too. Later this month, the allies of the Muzik nightclub at Exhibition

Place will be squaring off to deal with the Toronto and East York Community Council’s move this week to have city staff try and get the liquor license removed from the nightclub, in the wake of the deadly shootings there this summer. Add to that labour negotiations with the city’s unionized workers and a budget debate that will once again have to accommodate both Tory’s costly service improvement agendas and his imperative to keep tax increases at or below the rate of inflation – and it’s going to be a full agenda for the next few months. It is worth noting what a recursive cycle we find ourselves living. It might not be a bad thing: government is a long game, and under a serious-minded regime it can become a trifle grinding. But grinding away often creates good, smooth things. Here’s hoping it’s so.

With September in full swing, the TTC has finally unveiled the first round of $95 million in service improvements. Thirty-seven bus routes, many of them in suburban areas, will see an overall uptick in all-day service, restoring levels to what they were before sweeping budget cuts dating back to 2012. Thirty-nine bus and streetcar routes as well as subway service will now provide allday, frequent service. The Blue Night network that operates once the subway closes at 2 a.m. also has expanded service. The improvements could come at a cost to riders. It’s practically assured the TTC will hike transit fares for 2016 partially to off-set the added expense of running the new service. TO PROVIDE INSURANCE COVERAGE wUBER

As the city prepares to commence discussions on stricter regulations for rideshare providers, Uber announced this week it has signed a deal

While not much is known about the agreement, Intact Financial Corp will soon offer policies for Uber drivers under its belairdirect brand. The agreement also comes in advance of anticipated stricter regulations for rideshares which will likely come up for debate in city council over the coming months. Uber does cover passengers and drivers in certain situations for up to $5 million, but according to media reports, at least one former driver was planning to sue the company after his insurance claim was rejected following a major collision. The TTC will hold its eighth annual forum for accessibility next week.

The event allows riders with accessibility issues to connect in public or oneon-one with TTC staff and senior executives, as well as members of the transit commission’s accessibility advisory committee. This year’s forum takes place Wednesday, Sept. 16 at the Allstream Centre inside the Exhibition Place grounds starting at 6 p.m. The TTC will operate an accessible shuttle bus service leaving Bathurst Station starting at 5 p.m. WEST LRT OPEN TO BIDS wFINCH

Metrolinx has issued a request for bidding on contracts related to the Finch West LRT construction project. The province’s transit planner issued a public notice for qualifications this week as a way to draw in private sector companies potentially interested in bidding for construction of the 18-stop line. Sculptor Blake Ward challenges the ‘Depth of Perception’ at exhibit Show takes place until Sept. 19 at Articsok Gallery LISA RAINFORD lrainford@insidetoronto.com Sculptor Blake Ward is pursuing the career he set out to do when he was a child. Asked if he ever imagined his life would turn out this way? “Every day. It’s what I always wanted,” Ward replied. He credits his mother who he said was instrumental in exposing him to art and instilling in him this passion of creation. “I knew then that there was only one path for me,” Ward told The Guardian via email from the Arctic. Graduating with a sculpture degree from the University of Alberta, the Yellowknifeborn, Edmonton-raised Ward moved to Paris where he studied figurative sculpture. “I was lucky and was able to study under an excellent

teacher for four years and that was the beginning of what I can only qualify today as both a blessing and an obsession,” he said. Ward will be presenting his second solo exhibition in Toronto at Articsok Gallery, 1697 St. Clair Ave. W. until Sept. 19.

When he began creating the pieces for the exhibit at Articsok, titled ‘Depth of Perception,’ Ward said he wanted to take bronze figurative sculpture and “make it everything it has never been.” “As a result, I opened them up, layered the surface and created an undeniably individual inner structure for them,” he said. “The title of this exhibition reflects the work on a conceptual level. The ‘Spirit’ collection is all about inner beauty, self-awareness and mindfulness. It relates directly to how we perceive our world. The deeper we look, the more we see. “Truth comes with cognition, which can only bring us freedom,” Ward said.

Albion Sanitary Trunk Sewer Rehabilitation Municipal Class Environmental Assessment Study Notice of Study Completion The City ofToronto has completed a Municipal Class Environmental Assessment (EA) study to identify long-term solutions to address corrosion problems and low flow conditions in the Albion SanitaryTrunk Sewer (STS), and to provide for long-term sanitary servicing needs within the study area. The City has accepted the consultant’s recommendations to provide for long-term sanitary servicing needs within the study area, while addressing corrosion problems and low flow conditions in the Albion STS. The recommendations include: • Abandon a few sections of the Albion STS that are inaccessible and/or cannot be maintained due to low flow conditions. • Rehabilitate a few sections of the Albion STS that will stay in operation due to local sanitary sewer connections. • Abandon a few sections of the Albion STS by diverting sanitary flows to the adjacent Humber STS by constructing new interconnections and maintenance holes between the two sanitary trunk sewers.

Background The Albion STS is a 3 kilometre long, 750mm diameter, trunk sewer that was constructed in 1960s. The Albion STS runs adjacent to the Humber STS through the Humber River Valley and the two sewers cross one another at a number of locations (see study area map). Opportunities for Review The study was carried out following the requirements of “Schedule B” projects under the Municipal Class EA. King Street to close for TIFF red carpet and festival The Toronto International Film Festival is here and with it comes road closures. Beyond the usual red carpet hysteria, for the first four days of TIFF from Sept. 10 to 13, King Street between Peter and University streets will close to traffic and require the 504 King streetcar service to re-route. The result will be a Festival Street with safe and easy pedestrian access to theatres, as well as street-side patios set up for the occasion, organizers said. During the closure, the 504 service will split into east and west routes between Broadview and Dundas West stations, and will not service any stops on King between York and Bathurst streets, which instead will have replacement buses. Late night 504 service will re-route to Queen Street. TTC and city officials are promising as minimal

Municipal Class Environmental Assessment Notice of Study Commencement Study Overview

The City ofToronto is carrying out aTransportation Master Plan (TMP) identifying area-wide infrastructure improvements to address traffic congestion on the section of St. Clair Avenue West between Keele Street and Old Weston Road.This study builds on the 2015 St Clair Avenue West Underpass Study which identified potential improvements in relation to the Kitchener rail corridor such as: • Extending Gunns Road east • Widening St. Clair Avenue West • Extending Davenport Road west • Extending Keele Street south to Davenport Road

What is a Master Plan

It is a study that examines the infrastructure needs (e.g., roads, bridges, storms sewers) within a geographic area and provides a framework for the implementation of the recommended projects over a period of time. ATMP will be completed to evaluate and select infrastructure improvements and outline an implementation strategy.TheTMP will document all four phases of the Schedule C Municipal Class Environmental Assessment process.This includes the opportunity for public input.

Residents can choose community projects for funding Residents in some city wards can now choose which projects will come to fruition in their communities through the city’s first participatory budgeting (PB) pilot project. Beginning in the spring, groups of community members shared their ideas for local improvements. Now, residents in the three pilot areas – Ward 33, the neigh-

bourhoods of Oakridge in Ward 35 and Rustic in Ward 12 – will choose which projects they want to have built by the City of Toronto. As much as $150,000 will be allocated for capital projects in each of the three areas. Residents aged 14 and older who live in the pilot areas are encouraged to help choose the proposals that will receive funding by casting

their votes at specific times and places. To be considered as part of the PB pilot, project ideas needed to be fundable through the city’s capital budget, be located on cityowned property, benefit the public and have a long-term impact. Beyond that, the community could propose anything it considered a priority for the neighbourhood.

Canada revenue fraud scam targets single female seniors Perpetrators threaten women with arrest if payment not made for erroneous unpaid taxes TAMARA SHEPHARD tshephard@insidetoronto.com Toronto police are warning residents, particularly single female seniors, of a fraud scam in which perpetrators posing as Canada Revenue Agency officials call and threaten jail time unless erroneous back taxes are paid immediately. Toronto police fraud Const. Cornelus Gutter said the fraudsters share personal information about their targeted victims in an attempt to appear legitimate. But that information is easily gained from victims’ social media accounts, like LinkedIn, Facebook or Instagram, he said. “They like to focus on elderly females,” said Gutter, who is with south Etobicoke’s 22 Division. “They become quite aggressive trying to back you into forwarding them money.

They would never leave you voicemail messages with your personal information on it.” Gutter urged anyone who receives the calls to ask the caller his or her name, office phone number and email address. “Then say, ‘I’m going to call you back. First, I want to talk to the police or talk to my lawyer,’” he advised. “Watch their reaction. They’ll get very angry, or they’ll just hang up.” Most importantly, slow down on the phone and don’t commit to anything, Gutter advised. “They’re relying on you acting in haste,” he said. “ Call somebody. Call the police.
