New search for funding after £10m health centre bid fails ALTERNATIVE sources of funding are being investigated after ambitious plans for a new health centre in Thornbury failed to win government funding.

The Bristol, North Somerset and South Gloucestershire CCG (BNSG CCG) had bid for £10

million to pay for the building.

South Glos Council leader Toby Savage said it was a “shame” that the bid had been rejected, but that “other avenues can and will be explored”.

The centre would include the three Thornbury GP practices, an

outpatient department, mental health and community services as well as a pharmacy. Recently the go ahead was given for a full business case to be prepared so that the proposal could move forward.

Extra rules over dog fouling welcomed THORNBURY’S dog owners could be literally stopped in their tracks in future and asked to prove they are able to clean up after their dog. Council officers would carry out the role under new enforcement powers which are being considered by South Gloucestershire.

The council is consulting on whether to adopt a public spaces protection order, or PSPO, which would also see fines of up to £1,000 for dog owners that let their pets foul on commons, woodland, farmland and heaths.

Currently enforcement measures don’t apply to these areas.

The PSBO would apply to all land in the area ‘open to the air’, which the public has access to, except for land owned by the Forestry Commission.

Landowners will be able to exclude their land if they wish.

A council spokesperson said: “Dog walkers will be expected to show they have bags or other means of clearing up, even if

the dog hasn’t defecated at that time.”

“If they cannot do this, and they are not exempt from the PSPO, they will have committed an offence.”

“Breach of the PSPO is an offence, which can result in fine of up to £1,000 if convicted.”

The council may issue a fine instead of pursuing prosecution.

This would be set at the maximum, £100, or reduced to £75 for prompt payment.

Thornbury’s Mayor, Shirley Holloway, said: “The Town Council will be considering its response to the consultation at its meeting on 7 January. We are conscious of the problems that can be caused when dog owners and walkers do not pick up dog mess especially when young children are likely to be present.”

South Gloucestershire Council is going to be putting up glow in the dark posters to remind dog owners that on dark winter nights “we’re watching

you”. This initiative is part of Keep Britain Tidy’s campaign. In areas where it’s already in place, there’s been a reduction in dog fouling of up to 77 per cent.

Neighbourhood World premiere of new plan makes progress pantomime takes to the stage A NEW production written by a member of the Thornbury Musical Theatre Group is coming to town in February. ‘King Arthur the Pantomime’ includes all the necessary elements of a family favourite; audience participation, comedy, catchy songs and romance.

Written by Richard Prior and directed by Mark Collins, it features lead character Arthur, a lowly squire who longs for Lady Guinevere to return his love.

This takes him on a journey full of dangerous adventures, and a A FIRST draft of Thornbury’s Neighbourhood Plan has been written, but the team behind it say there is still more work to be done.

The final version of the plan will say what kind of housing and any other future development is wanted for the town in the next 20 years. The team working on it, which is made up of volunteers and Thornbury town councillors, say it should be

complete in the next few months.

After approval residents will be asked for their views.

In the run up to Christmas, the team will be seeking views on a proposed Vision for Thornbury and some of the plan’s potential objectives, by talking to residents at seasonal events. These documents will be available on the website for comments at www.thornburyplan.co.uk

Shopmobility seeks new treasurer SHOPMOBILITY, a local charity which provides mobility scooters and wheelchair hire to enable people to keep their independence, is looking for a new treasurer.

Co-op scheme benefits preschool A THORNBURY preschool is to improve its outdoor garden and play areas after a grant from a local store. The grant of £1,694 for First Step preschool comes from the Thornbury Co-op which has a membership scheme to help local charities.

The preschool’s Chair Geoff Chappell said they were ‘delighted’ to receive the funding. The preschool was recently given £650 to buy a climbing frame by councillor David Chubb, who made the donation from his Member Assisted Funding.

n NEWS 96 year old Rita Freed who has been living in Thornbury for 40 years was the first person to be welcomed into the new Henderson Rehabilitation Unit.

The great grandmother was one of 15 patients who was recently moved out of the Henderson Ward at Thornbury Hospital.

Rita said: “This new facility is lovely; the amenities are great; it is going to definitely be an asset for the town.”

The unit is sited within a separate area within The Orders of St John Care Trust Grace Care Centre. It’s staffed and managed

by Sirona who provide community adult and children services across South Gloucestershire.

Chris Alcock, who’s 78 and comes from Chipping Sodbury, was one of the last people to leave the Henderson Ward. He’s been recovering from a stroke. He said: “The nurses have tried really hard to make things easier for people on the ward, but it has been cramped; I was looking forward to moving.”

Ward manager Rebecca Thomas said: ““Chris couldn’t walk when he first came to Thornbury; now he can thanks to the skills and experience of the staff. All the staff are moving with us to the new unit

Great grandmother is first patient in new Thornbury unit so this, with the much improved environment and facilities, means we can continue to make a difference to people like Chris.”

“We are also able to offer extended visiting hours [11am to 8pm] for families and friends which will be fantastic, and we are really pleased that the League of Friends are continuing to support us and will still be providing our daily newspapers and weekly fresh flowers.”

Cathy Daffada, Sirona’s lead for community inpatient care, said: “The increased space will enable us to give people intensive therapy to help them get home as quickly as possible. We all know being home is best for a person’s rehabilitation and on-going wellbeing.”

“The previous Henderson Ward has served us really well and we will continue to recognise that through naming the new unit the Henderson Rehabilitation Unit; this also maintains its historic links to the famous Grace cricketing family with Cicely Grace (grand-niece of WG Grace) having married Dr Douglas Henderson who served Thornbury for many years.”

Royals to top the bill at Jazz Festival

BRISTOL band ‘The Royals’ will be the headline act at the second Thornbury Jazz Festival which comes to town in March.

The group, led by acclaimed singer Emily Wright, performs upbeat takes on classics by the likes of Nat King Cole, Ella Fitzgerald and Louis Prima.

Emily Wright has received widespread acclaim for her work as a vocalist. She’s performed across the country including at the London and Manchester Jazz Festivals and sung live on BBC Radio 3 and 6 Music.

On piano is George Cooper, whose style is reminiscent of Fats Waller and Oscar Peterson, Matt Hopkins plays guitar and Will Harris is on double bass.

The band have worked with the likes of Andy Sheppard, Joss Stone, and Moscow Drug Club.

Also on the bill for the evening is Bristol's Boulevard Big Band, which plays an extensive repertoire of music from Ellington and Sinatra to

the more contemporary Gordon Goodwin and Michael Bublé.

They’ll be followed by the Jenner Jazz Quintet and The South Gloucestershire Youth Jazz Orchestra.

The second Jazz Festival takes place at the Armstrong

Hall in Thornbury on Saturday 23 March, with a bar and hot food, from 6pm to midnight.

Profits go to the Armstrong Hall Redevelopment Fund.

New support group for people with poor vision EFFORTS are being made to set up a new support group in Thornbury for people who have impaired vision. It’s hoped that the group will hold monthly meetings where people can share experiences and advice.

An inaugural meeting is being held on Tuesday 5 February at 10.30am for an 11am start, at The Methodist Church Hall, Castle Court. It’s hoped that meetings will then take place on the first Tuesday of every month.

Thornbury Lions ANOTHER busy but enjoyable Christmas for the Lions Club.

Father Christmas was again resident in St Mary’s Centre during four Saturdays in December and in the first two visits he saw over one hundred children. The Lions are again indebted to the centre staff for providing premises for Santa’s grotto, the grotto itself and the presents for Santa to pass on to his visitors.

The Club once again put on a Christmas meal for senior citizens in the Armstrong Hall. One hundred and twenty people attended with no increase in the admission charge. Lion President Keith Townsend welcomed the guests; it’s the seventh year since the Lions revived the meal and guest of honour Shirley Holloway the Mayor of Thornbury thanked the Club for providing such a timely treat .The catering was again provided by Paul Cook and after a raffle Thornbury Musical Theatre Group provided excellent entertainment finishing with a sing-a-long including Christmas carols.

Charity quiz night back by popular demand THORNBURY and District Cancer Research UK Committee are holding a quiz night with a fish and chip supper to raise funds for the charity’s work.

The event is on Friday 22 March at Manorbrook Primary School, Thornbury, starting at 7.30pm.

There are over 100 fittings as well as various back up stock etc and that means there are a few databases! When it comes to the lights season, they have to come out, be checked, go up and then be logged back in after use, with any necessary notes added for repairs and upgrades.

Awards ceremony recognises volunteers

Memory Café gears up for new year

THORNBURY Volunteer Centre has highlighted the contribution made to the community by volunteers at a special event.

It held a 30th anniversary ‘Awards for Volunteering Excellence’ Christmas lunch.

The special guests were Tom Frost, Deputy Lord Lieutenant of Gloucestershire, and Cllr Shirley Holloway, Thornbury Town Mayor.

The winning organisations included Thornbury in Bloom, Thornbury Christmas Lights Association, Thornbury Magazine, Essilor Ltd, and The Swan Inn. The annual Alan Hudson Award for Volunteering Achievement went to Sandi Shallcross of Thornbury and District Museum. The judges said: “Sandi has fostered the museum’s friendly, professional approach, which encourages community involvement.”

THE Haven Memory Café already has two new year events in the diary. On Friday 4 January people are invited to come and play the popular ‘Beetle’ game, between 10.15 and 10.45am.

Then there’s a performance of the pantomime ‘Pinocchio’ for members on Wednesday 9 January between 10.45 and 11.45am.

Friday 18th January sees a visit from the Gloucester Archives from 10.15 to 11.45am.

The Haven Memory Café welcomes people diagnosed with memory issues or dementia along with a relative, friend or carer. It’s held at the Thornbury United Reformed Church in Chapel Street on the first and third Friday morning of the month.

New buses for community transport FOUR Towns and Vale Link Community Transport is to have its oldest vehicles replaced thanks to a share of £800,000 in government funding. The charity provides essential travel and social trips to help people retain their independence if they are unable to use public transport.

The new vehicles will reduce emissions and ongoing maintenance costs and use less fuel. They’ll also offer a more comfortable journey for passengers. The organisation covers Thornbury, Alveston, Olveston and the surrounding area, even though now it is based in Frampton Cotterell.

The grant was the result of a successful bid by South Gloucestershire Council to the Local Growth Fund. It was awarded by the West of England Joint Committee (WECA).

Council Leader Cllr Toby Savage, who represents the

Authority within the West of England, said: “I am proud to see this funding go towards new vehicles across South Gloucestershire. This is the largest single ever investment in our community transport fleet and is a testament to the vale the administration attaches

to community transport and the role it provides across the district.”

Green Community Travel in Yate and Kingswood Community Transport will also benefit from new vehicles.

n NEWS SOUTH Gloucestershire Council is promising to find other funding sources for a proposed new health centre in Thornbury after a bid for £10 million was rejected by government.

Council leader Cllr Toby Savage, said: “It is a shame that the bid by the CCG [Clinical Commissioning Group] has not been successful, but this is not the sole way to deliver these plans – more Government focus has been on this project than ever before and other avenues can and will be explored.”

“This case has already been advanced through the securing of an unprecedented £100,000 and we will continue working with the NHS, CCG and others in pressing for more money, redoubling our efforts to deliver the plans.”

Thornbury and Yate MP Luke Hall is to meet the Health Secretary Matt Hancock in the new year to discuss how it could be funded. He said: “Delivering a new Health Centre in Thornbury is vital for our local community. I am continuing to work with

Council promises to seek alternative funding for health centre project the Department of Health and the Council to make sure this project is fully funded. We have made progress over the last year, and I will be doing everything possible to ensure our momentum is kept on this issue”.

Thornbury Mayor and Lib Dem councillor Shirley Holloway said: “This is a huge disappointment for Thornbury and everyone who has campaigned for a new health centre for so long. The intention was that the health centre would house GP surgeries, as well as outpatient services, a mental health centre and a community outreach centre – facilities that are dearly needed here in Thornbury. It feels like we are now back to square one.”

Tyrrell said: “I will be asking for an urgent review of what went wrong with this bid, why the Government do not apparently see Thornbury as a priority, and how they can salvage plans for the Health Centre. How many more times will Thornbury be told it’s about to get new health facilities only to be let down again?”

David Jarrett, Area Director for South Gloucestershire at Bristol, North Somerset and South Gloucestershire Clinical Commissioning Group, said: “We remain absolutely committed to our plans for an enhanced Primary and Community Care Hub in Thornbury and we are continuing to explore other options to deliver the scheme.”

Pupils and staff win awards for achievement

Castle School and Marlwood School, which feature in the bleak documentary ‘School’ currently on BBC2, and New Siblands School, have seen both staff and pupils take to the podium for their educational successes.

Their nominees were amongst over 100 pupils and staff from 18 different schools put forward by peers and headteachers in the South Gloucestershire Secondary Education Awards 2018.

The categories were; ‘outstanding progress’, ‘outstanding contribution to a school and wider community’, and ‘staff who have made an exceptional contribution to improving student’s outcomes.

At Castle School, the staff winners were Sue Riddell who’s

Head of Science, and Ally Budd the student centre manager.

Beginners’ course marks MS centre needs volunteers 50 years of camera club THORNBURY Camera Club is hosting a course for anyone who is new to photography as part of its 50th anniversary celebrations. It will cover key areas such as how to use a camera, technical terminology, and how to look critically at an image.

A SPECIALIST centre that cares for people with Multiple Sclerosis in South Gloucestershire is looking for volunteers.

The Brightwell, formally The West of England MS Therapy Centre, has been caring for people with MS, their families and carers in Bradley Stoke The Brightwell’s Volunteer team since 1985.

The centre has a variety of roles available including the physio department where volunteers can train to operate the oxygen chamber, as well as roles that support the team with community development and events or with the reception team.

The Centre offers physiotherapy, exercise classes and oxygen treatment. They have a dedicated team of professional therapists providing acupuncture, reflexology, aromatherapy, foot health and a Counselling Service.

It costs £380,000 to keep the Centre running every year and currently less than 1% is received from statutory funding.

Wind quintet to perform in aid of hall redevelopment THE Rockhampton Wind Quintet is to perform a range of music from Mozart to Malcolm Arnold and Poulenc at its Cossham Hall concert in February.

The five local musicians are led

by Gareth Williams on flute, with Sophie Cottrell on oboe, Emma Tenison on clarinet, Hazel Woods on bassoon and Mike Lea-Wilson on horn.

The concert is on Saturday February 9th at 7.30pm and will raise funds for the Armstrong Hall Redevelopment Project. Tickets are £10 including finger food. They’re on sale at Thornbury Town Hall or call 01454 412272.

Golf Club raises record The Sound of Music comes to Tockington funds for hospice THE Tockington Parish Players are celebrating the 60th anniversary of the ‘Sound of Music’, by performing the musical in February half term.

It’s directed by Linda Evans, with Chloe Allsopp-Jones as musical director, and Jill Harris doing the choreography.

It takes place at the Parish Hall, Tockington, at 7.30pm, from 20 February to 23 February 2019. Tickets are on sale from Saturday 5 January, between 0930 and 1130 at Olveston Stores, and from 6 January via 01454 202011. They cost £10 for adults, £7 for children and £12 for premium seats.

Thornbury Golf Club has donated a record sum to Bristol based St Peter’s Hospice, which cares for adults with life-limiting illnesses.

A cheque for £5,300 was given to the charity at the golf club’s presentation night. The club raised money in many ways, including having a Captain’s bunker - every time a player’s ball entered the bunker, players had to pay a forfeit.

Council leader criticised for remarks over school documentary SOUTH Gloucestershire Council’s Conservative leader has come under fire for branding those who take a BBC Two documentary highlighting school pressures at face value “naive”.

Councillor Toby Savage said the London-based production company, faced with hundreds of hours of footage from across three schools, was “always likely to focus on the most controversial and provocative aspects that will earn them the most ratings”.

He was keen to challenge the “negative narrative” about education in the area but opposition members said School depicts the reality – and the “dire” situation had forced 58 headteachers to enter the debate on fair funding.

The six-part documentary was filmed at Marlwood School

and Castle School, as well as Mangotsfield School, which are in the same multi-academy trust.

Cllr Savage said in a written statement to Wednesday’s full council meeting: “Funding is a significant challenge for schools in South Gloucestershire and the programme demonstrates this, but to take this TV series completely at face value is naïve.”

“When a production company has hundreds of hours of footage from across three schools, they are always likely to focus on the most controversial and provocative aspects that will earn them the most ratings.”

Labour’s Cllr Ian Boulton said the issues raised in the documentary had been verified by his constituents: “When in your answer you talk about people being naive thinking this isn’t an unfair reflection

and it has been edited to be sensationalised – that’s not the perspective I get,” he said. “I find it offensive you’re calling my residents naive. Please don’t dismiss anyone who says this is their experience.”

Liberal Democrat Cllr Ian Blair had proposed a motion calling for the council to back the 58 headteachers who took “the unprecedented step of publicly entering the debate around fair funding”.

Star of the show was a 1930s Cartier platinum ring set with alternating Asscher and emerald cut diamonds, which sold for £6,000.

Not too far behind was an 18ct gold ring set with an emerald cut emerald surrounded by diamonds (£3,400); an 18ct gold ring set with three round cut diamonds (£2,200) and an Art Deco platinum ring set with a round cut diamond and diamond-encrusted shoulders (£2,050).

Watches made their usual good showing with a Rolex Oyster Perpetual Day-Date 18ct gentleman's automatic wristwatch going under the hammer for £5,200, a Rolex Oyster Perpetual Datejust 18ct gold ladies wristwatch making £2,700 and a Jaeger-LeCoultre Master Control gentleman's triple calendar automatic wristwatch selling for £1,500.

Keeping healthy with the Thornbury Clinic

Guy Oldring is the clinical lead and owner of The Thornbury Clinic. He has worked in private practice for 10 years along with working with leading sports clubs such as Bristol Rugby and Manchester United soccer schools.

New Year – New Injury?

With the new year upon us I am sure that many of you will be hoping to hit the gym to work

off those Christmas treats and get back to being fit. Increasing your activity is a superb idea. It will not only increase your life expectancy but also release endorphins (the happy hormone) and make you feel better in yourself. Here are some injury prevention tips to help you stay in the gym and away from the treatment couch.

1. Warm up properly – warming up before exercise is essential to reducing injury. If you are going to do resistance training, make sure you do 10 mins of gentle non-impact exercise like cross training or rowing to get your muscles warm and your heart rate up.

2. Activate the right muscles – if you are looking to put your

new running shoes on simply starting your run at a slow pace is not a good warm up!

Try doing a routine of 10 squats, 10 lunges on each side and 10 donkey kicks to get your glutes firing.

3. Don’t push yourself – although I am a culprit of doing this myself. You go to the gym and immediately go to lifting the weights you used to do or start running the mileage you did last time you trained. This will put a lot of strain on the body.

Take your time and build up your tempo/weights slowly.

4. Stretch – Yes, I know it takes time, however, this is essential.

You need to spend 1 minute on each muscle that you have been training so really its around 20 minutes at the

end of your work out that is needed.

New technology helps those living with arthritis and long-term pain surgery, help may be at hand.

Locally-based chiropractor James Scrimshaw, who opened the doors to his practice in Westbury-on-Trym in 2016, has recently brought a relatively little-known technology from Germany known as MBST (Cell Regeneration Therapy) to Bristol.

The therapy, which is pain-free, stimulates specific tissues in problem joints using the same Magnetic Resonance used in MRI Scanning. It can also help in the treatment of soft-tissue injuries.

Taskforce announces recommendations to improve local schools EDUCATION chiefs have unveiled 17 steps they may take to tackle the “toxic cocktail” of reasons why schools are struggling in and around Thornbury.

The recommendations come after Castle School in Thornbury and Marlwood School in Alveston took part in a BBC2 documentary ‘School’, which revealed the stark impact of budget cuts on staff and pupils.

The most recent Ofsted inspections of secondary schools across South Gloucestershire found that six were good, seven were satisfactory and four were inadequate.

South Gloucestershire councillor Gareth Manson, who heads the cross-party taskforce which aims to tackle the problem, said education in the area is being hit by a “toxic cocktail” of poor performance, low funding and a relative lack of good or outstanding schools.

The group has drawn up a list of recommendations it feels that the council should adopt to boost results, including: • Investigating why other authorities with similar levels of funding perform better and copy those initiatives.

• Head teachers, chief executives of multi-academy trusts (MATs) trustees or directors, chairs of boards and members of MATs should report back to the council, • The council should remain proactive in scrutinising the performance of academies even though they are outside its direct control.

• The council should find ways of facilitating stability amongst key staff particularly senior management, • The council should consider ways it could secure funds to improve the school estate (even though most secondary schools are academies, the authority still owns the buildings).

South Gloucestershire schools are among the worst funded in England, and the council has tried various initiatives in recent years to improve educational attainment but with limited success.

The authority’s cabinet will consider a response in the near future.

Severn tolls

Luke Hall MP writes for Thornbury Voice

NOBODY – not one single resident in our community, will have to pay to use the Severn Bridge in 2019.

After many years of campaigning, the tolls were finally scrapped on 17 December.

The Severn crossings are local iconic landmarks which have served commuters, businesses and communities in England and Wales for over 50 years. The tolls to cross them had been in place since the first Severn Bridge was opened in 1966, when the fee was two shillings and sixpence. (Which equates to about 12p in today’s money.)

Having lived in South Gloucestershire all my life, the tolls have been a point of contention, or just plain annoyance, for as long as I can remember. Around 25 million journeys are made across the two bridges annually, and the charge of between £5.60 and £20 has been a source of

contention with local businesses, commuters and visitors to Wales for years. They represented a drag to economic growth in the South West of England and Wales, and both a physical, and therefore psychological barrier between our two regions.

I have been fighting inside of Government for these charges to be scrapped since I was elected, and I am delighted this has now been delivered. There can be no clearer signal that our local community is now more open for business than ever before.

This move is designed to help the community with the cost of living, and make commuting, family trips and travel between our two communities much more affordable.

Now that the tolls have been removed, the councils across the west of England and Wales will be working with Governments

to make sure that any potential increase in traffic as a result of more people using the crossings is mitigated. This historic change also gives me the opportunity as the local MP to push for even more improvements to our road network, such as finally delivering junction 18A onto the M4 and pushing for improvements to Junction 14 on the M5.

Scrapping the tolls is both an historic moment and a great opportunity. It means motorists keep more of their own money, and allows more visitors to drive across the M48 Severn Bridge and encounter some of the most striking and welcoming towns and villages in the world. I would challenge anyone to drive across the now toll-free Severn Bridge, make the crossing into South Gloucestershire, and not be bowled over by its beauty.

Spotting the signs of child exploitation What if I'm wrong? What can I do anyway? Who would I tell?

It's these types of questions a safeguarding consultant has the answers to. Sue Wheeler works in South Gloucestershire training and advising on what to do if you sense a young person is in trouble...

"When you get that gut feeling you shouldn't ignore it," explains Sue, "it's often a sign that something isn't right."

Sue Wheeler trains people who directly work with young people who could be in a vulnerable or dangerous situation. She teaches them how to look out for warning signs that someone could need their help. Sue's been working with staff in the night time economy sector; that’s bars, restaurants, security or volunteers in South Glos.

Her work centres around those who could be a victim of child sexual exploitation.

Children who are in exploitative situations and relationships will receive something, such as gifts, money or affection. In return they must pay the debt back, by performing sexual activities on others or with the perpetrator.

"The training is free and goes through the steps and signs that help people identify a young person who might need help. My work specifically relates to those under the age of 18, as the law changes when you become an adult," Sue explains.

"People working in the night time sector will often see children or young people acting in an unusual manner. I try to help them understand when something is out of place, and what to do if they think it is.

"The signs will be different in various settings, so things to look out for in a hotel will be different to a nightclub or pub."

Sue explained that child exploitation is generally a hidden crime, as a young person won't often understand they're being abused.

They may depend on their abuser or be too scared to tell someone what's happening.

Her work is funded by South Gloucestershire Safeguarding Children's Board, which has ensured budget for safeguarding support is secure.

Sue said: "Funding used to be shared between Bristol and South Gloucestershire, but budgets were cut and my employed role became freelance. South Gloucestershire

Safeguarding Children's Board has always maintained that it wants to continue offering this vital support.

"It's worth pointing out that this happens to a minority of children in our area, but it's often something which is harder to identify in rural areas meaning the provision still needs to be in place."

Before working as a consultant, Sue used to work for the charity Barnardo’s, which transforms the lives of the most vulnerable children across the UK. Sue said: "Children or young people can be tricked into believing they're in a loving, consensual relationship and can be invited or taken to parties. They are groomed and may also be exploited online.

"The perpetrator has the power and control over a young person and will manipulate them into doing things they want them to. They may not know how to get out of a given situation, which is why acting when you see a child in trouble is so important."

Sue has put together these signs to look out for if you think a child might be at risk: • Young people who look concerned or

frightened in the company of adults • Being out late with older adults who do not seem to be family members • Looking like they are in a relationship with an older male or female • Being involved in an abusive relationship • Being scared or intimidated of certain people or situations • Displaying inappropriate sexualised behaviour • Marks or scars on the body which they try to conceal – possibly self-harming • A person who appears incoherent or uncomfortable and who may act under instruction • Not being in school when you think they should be • A young person who looks fearful, nervous or withdrawn • Being bought alcoholic drinks by adults, or appearing to be under the influence of drugs or alcohol • Going missing or running away • Being involved in gangs, gang fights or gang membership • Being involved in petty crime such as shoplifting

Water in Thornbury – railway water THE growing concern for public health and outbreaks of illnesses such as cholera from drinking polluted water led to people finding alternative suggestions for a supply of water other than cisterns or wells. However, these innovations came rather slowly to Thornbury.

The Monthly Illustrated Journal of 1869 notes “We understand that Mr Howard of Thornbury Castle is making arrangements for bringing a supply of water into the town as far as the Police Station and Town Hall.”

A cholera outbreak in London claimed many lives and led to The Public Health Act of 1875.

This made it a responsibility of each ‘authority’ to provide a clean supply of water.

The method by which Guardians of the Union of Thornbury (the local authority for the area) provided the water was an interesting one. They decided to make use of another innovation to Thornbury – the railway.

In 1872 the Midlands Railway Company had spent £400 on building a water tank with a supply of water from Grovesend. The water came from a spring in the quarry through the tunnel.

The Guardians arranged with Midland Railway for all the water from the Engine Tanks that was surplus to their needs at Thornbury station to be used to provide the town with “a proper and sufficient supply of water.”

The Engine Tank or Water Tower in question didn’t look huge and it’s hard to imagine it supplying the railway station and the greater part

of Thornbury as well.

It seems certain that railway water was the source for the standpipes that were originally placed in Thornbury’s streets. In Gloucester Records Office there appears to be notes about a meeting of 15th August 1873 for establishing a company to supply Thornbury with water. The Sanitary Authority of Thornbury Union wanted suggestions for the positioning of 15 public taps which would supply drinkable water.

The lack of water may have been the cause of Thornbury being a rather smelly place. In July 1894 The Bristol Mercury reported on a meeting of Thornbury Highway Board at The Swan. They discussed the gutters, which contained sewage. The paper says that “there was no available water in Thornbury for flushing gutters regularly. The only way seemed to be to have them swept more often and the catch pits cleaned out so that no offensive matter could collect in them.” The gutters, it was decided, should be swept twice a week.

The fire at Oliver Higgins forge on Pullins Green on October 13th, 1894 shows the problems that the lack of sufficient piped water was causing in Thornbury. The report in the Bristol Mercury said the inhabitants “for upwards of two hours worked heartily to get the fire under. The chief available supply of water is that obtained from a tank at Midland Railway Station and standpipes are erected at various parts of the town for the use of this water. One of these standpipes was close to the scene

of the fire, but the supply, had the flames spread, would have been exhausted in about an hour.

Happily, the wind blew the flames away from the dwelling houses adjoining the smithy.”

On 16th November 1895 an article appeared which showed that Thornbury was still hoping to get the cheapest water supply. It seems that Thornbury Council had approached the Midlands Railway to see if they would put up another water tank to increase the supply of water to the town. The reply was that “if a tank was erected it would have to be at the expense of the District Council, but possibly the Council might be able to purchase an old boiler for the purpose.”

This did not happen. It may in fact be the reason why the West Gloucestershire Water Company eventually took over the responsibility of supplying Thornbury with a reasonable supply of clean water.

In 2006, David Hamer, the son of Ernest Hamer the station master, visited Thornbury Museum. David explained that railway water was used in his house and that he could clearly remember having an aunt to stay “who was very fussy” and when he innocently referred to the shrimps that could be seen swimming in the glass water jug on their table, his mother very quickly “hushed” him.

A guide to pre-owned cars with Richard Cooke

Second hand Style SAABs, 1994 - 2012 Many years ago, Alexi Sayle correctly observed that if a SAAB was being used in a TV or film car chase, it would inevitably be crashed. And this is because used SAABs have always been cheap to buy, if not to run. Pre-1994 SAABs are regarded quite rightly as classics, whereas ‘modern’ GeneralMotors era SAABs are recycled Vauxhalls with quirky dashboards.

Not quite: If it were as simple as that, I’d advise you to buy cheap used Vauxhalls but I’m really not going to doing that. So pay attention at the back: SAABs are, even seven years after they went bust, a used car bargain. That SAAB quirkiness is unfortunately diluted by their association with GM though, and the pool of well looked-after mint examples is shrinking every day. So which SAABs can you still buy and run as a daily driver?

Starting with the first of the GM era, the 1994 900, I’d only ever give a second look to the Viggen performance model. 225hp from a 2.3 litre heavily turbocharged engine sourced originally from Triumph in the 1970s, underpinned with a Cavalier chassis. Sounds awful, and what’s more the front wheel drive setup can’t handle all that the power. But it came in a lovely electric blue with matching leather seats, so you’ll look really great as you slide sideways into the ditch. £5k will get you a well maintained example, but watch out for sludge deposits collecting in the sump and then blocking the filters. A brave choice.

The much better 9-3 is still available in numbers, and this month’s test model is the very pretty convertible. If any modern SAAB is going to end up as a classic, this is it. Personally I’d avoid the diesel engines, and instead for

very little premium you can have an Aero 2.0 litre with 210hp. £3k starting price for a good one. If you can stomach the fuel and tax bills, the 2.8 V6 sourced from Australia is superb and was eventually turbocharged up to 280hp and given four-wheel drive. That is the one to have, with a manual gearbox. Buy facelift examples from late 2007 onwards.

SAAB also made the sensible 9-5 in saloon or vast estate form, which whilst similar underneath to the 9-3 was different enough to sell well up until 2009, when it was replaced. The Aero model uses the same 2.3 litre from the Viggen, and by the time it got a facelift in 2006 SAAB had solved the aforementioned sludge problem.

260hp, 30mpg and the comfiest heated and ventilated seats I’ve ever sat on. An expensive car new that tried to compete with the BMW 5 series, the 9-5 suffered from

obvious GM corner-cutting. My 9-5 Aero had interior fittings lifted straight from a Vauxhall Corsa, a cynical and short-sighted decision that takes some beating. 9-5s go for back-of-the-sofa money today.

SAAB spare part production and sales are managed by the Swedish government, which is reassuring until you see their prices. Vauxhall used to order the bits for you, and would even fit them if you asked nicely but I don’t expect that will carry on for long now that Vauxhall is owned by Peugeot. Factor this into any buying decision. Sadly in my experience it was the SAABspecific parts that tended to go wrong. The ignition barrel (located by the handbrake) failed, which meant I couldn’t start the car reliably. SAAB also have a unique engine management system that sits on top of the spark plugs (called ‘Trionic’); it fails after about 80k miles and the part costs £200.

Take heart though – because of chronic underinvestment SAAB struggled to launch new models and instead used what cash they did have on finessing the existing range. So when you buy a late model SAAB (and Bristol has several specialist dealers to call on) you are actually getting a pretty well sorted car. Ignore the slightly iffy interior details and enjoy instead a slice of safe and swift Swedish automotive history. If you have enough patience and pockets deep enough it’ll end up a classic for sure. They also happen to go like hell.

Wriggle Jigglers are coming to town A GROUP of young musicians who can play a selection of instruments as well as dance, sing and perform comedy, are coming to the Cossham Hall in the new year.

The Wriggle Jigglers promise an afternoon of fun and British folk music for all the family. The group come from Thornbury and Rockhampton and they’ve got a few credentials to their name, having won the South Downs young folk competition, are through to the finals of Music for Youth, and performed at festivals in Sidmouth, Bristol and Rockhampton.

The performance is about an hour long, and the band will let the audience have a look at their range of instruments at the end.

It takes place on 12 January at The Cossham Hall in Thornbury.

Tickets are on sale at Thornbury Town Hall or via 01454 412272 priced at £7.50 for adults, and £5 for children under 16. Proceeds to the Armstrong Hall Redevelopment Fund.

Care home contracts changed after warnings from watchdog SOUTH Gloucestershire Council has transferred its care contracts to a new provider after warnings from the health watchdog.

Allied Healthcare has been rescued by new owners but the authority has pressed ahead with a contingency plan to ensure the 84 affected residents were properly cared for.

Before the buyout, the Care Quality Commission had written to councils saying the firm had “failed to provide adequate assurance regarding future funding”.

Councillor Ben Stokes, South Gloucestershire Council’s cabinet member for adult care, said the market was vulnerable but the situation was unlikely to be repeated. He said: “We have a statutory duty, as well as some very vulnerable people we want to ensure are properly provided for. We have negotiated with potential alternative providers.

We’ve been able to appoint Nobilis. They are taking forward the responsibilities referring to Allied.”

Cllr Mike Drew said Cllr Stokes’ response was “complacent”. He said he hoped South Gloucestershire Council was involved in lobbying at a national level to get more funding.

Memorable day for Thornbury RC THORNBURY RC had another memorable day as the third round of the Gloucestershire Cross Country League rolled into Wotton-under-Edge.

The undoubted stars of the show for Thornbury were the ladies’ team, who have quickly developed into a strong unit.

Rosie Allen was back from university and spearheaded the effort in the women’s 6.4K race.

Rosie kept pace with the group behind the lead runners and finished 26th out of 144 runners and was the third under-20 in 26:34 mins.

Hannah Kinlock-Haken led Laura Orna for most of the race, but Laura paced her effort very well and picked off several runners on the final lap and finished in 32nd place in 27:17 mins with Hannah in 35th in 27:26 mins. The top 3 ladies combined to produce the best team result of the season, finishing 8th out of 31 teams.

The seven Thornbury men had been set a tough act to follow as they gathered at the start of the 9.6K race in a field of almost 200 runners. Nick Williams made his way through a very congested pack in the opening stages and settled into a good rhythm, which he maintained to finish in 48th place in an excellent time of 36:03 mins.

After a promising start, Matt Johnstone went into damage limitation mode for the final lap and was the next Thornbury runner to make it to the finish in 66th place in 37:36 mins.

The men’s team finished 14th out of 21 teams and the vets were 10th out of 16th.

n SPORT Dylan Roberts and Brendan Griffiths quickly established themselves at the front of the pack, and it was Dylan who was leading after the first lap with Brendan in 4th place chasing a podium place. The experienced Ken Ham from Westbury Harriers, formerly a Thornbury runner, overtook Dylan on the second lap but it was a close affair with only 9 seconds separating the top two places. Dylan will take heart from a good performance in 2nd place in 49:17 mins. Brendan races infrequently but still manages to produce good results, and this was no exception with a 4th place finish in 51:28 mins. Sean Underwood is on the comeback trail after a season beset by injury and finished 30th in 1 hour 5:42 mins.

Rachael Underwood ran well to finish in the top half of the field in 50th place in 1 hour 12:36 mins.

A DOMINANT first half paved the way for a hard-fought win over Lydney which degenerated into an arm wrestle in the second half.

In awful conditions, with heavy rain constantly adding to a soup of a pitch, Thornbury had to dig in deep to keep out a Lydney pack which threatened to score regularly during the second half.

Lydney were comfortable winners over Thornbury last September when they delivered a poor performance, but the home side were determined to rectify that.

The referee was busy early on, ruling out tries for Thornbury.

Gez Asante was twice involved in a Thornbury move and dived over for a score but the referee adjudged the final pass forward.

As halftime approached Lydney were awarded a scrum on their 22 but Thornbury put in a great drive and put the Severnsiders under pressure.

The ball was dropped and Rich Bennett pounced to sprint in for the third try to leave Thornbury 19-5 ahead at the break.

But Jak Evans took control and deployed a series of welldirected box kicks as Thornbury kept the ball tight and closed out the game.

The next league game is on January 5th with a visit to Weston-super-Mare to take on Hornets.
