TI Cambodia Celebrates International Anti-Corruption Day

On 9 December 2013, Transparency International Cambodia (TI Cambodia) and the Coalition for Integrity and Social Accountability (CISA) celebrated International AntiCorruption Day by hosting festivities in the provinces of Battambang, Svay Rieng and Kampong Cham. The events served to raise public awareness about the causes and consequences of corruption, while empowering community members with the necessary tools to successfully combat corruption and promote social justice. The events were attended by hundreds of enthusiastic and dedicated participants and TI Cambodia looks forward to hosting our next anti-corruption event—the third youth camp on “Youth Empowerment for Transparency and Integrity” (YETI)—from 4-8 January 2014.

Most Significant Change Award Ceremony On 8 November 2013, TI Cambodia hosted an award ceremony to recognise the top contestants of the Most Significant Change (MSC) Writing Competition. During the competition, applicants had been asked to submit a short story discussing the most significant change that occurred in their life from participating in a TI Cambodia programme. Professional journalist Phak Seangly was presented with the first place award, while fellow contestants Ban Sam Ang, Phal Nisal, Sophany, and Trek Sokkhorn were also honoured for their outstanding submissions.

Endorsement of Joint Work Plans As part of the Partnership and Coalition Building Programme, TI Cambodia has recently endorsed joint work plans with two of our strategic partners: the Cambodian Human Rights Action Committee (CHRAC) and the Cooperation Committee of Cambodia (CCC). Key Outputs of the 2014 TI Cambodia/CHRAC Work Plan I. Conduct a public perceptions survey on the Administration of Justice in Cambodia’s Courts II. Jointly organise a National Anti-Corruption Conference on Judicial Reform. Key Outputs of the 2014 TI Cambodia/CCC Work Plan I. Conduct a joint forum on the Implementation of Social Accountability Framework. II. Advocate key policy makers to endorse the Access to Information Law.

Election Reform In November 2013, TI Cambodia and the seven additional NGO members of the Election Reform Alliance (ERA) held a press conference to mark the release of the publication, “Joint-Report on the Conduct of the 2013 Cambodian Elections.“ The ERA report includes the key findings of TI Cambodia’s election monitoring report —“Final Election Observation Report on Cambodia’s 2013 National Election” – and advocates for the reform of Cambodia’s National Election Committee.

Advocacy and Legal Advice Centre Between October – December 2013, TI Cambodia’s Advocacy and Legal Advice Centre (ALAC) has provided 34 consultations. TI Cambodia Holds 2013 Corruption Perceptions Index Press Conference

On 3 December 2013, TI Cambodia marked the release of the Transparency International Secretariat’s 19th annual Corruption Perceptions Index (CPI) by hosting a press conference to present the CPI’s results for Cambodia. This year’s index ranked Cambodia 160 out of 177 countries with a score of 20. The ranking confirms that the public sector in Cambodia continues to be perceived as highly corrupt, but we remain optimistic that Cambodia is headed towards a more transparent and accountable future.

Research Updates National Integrity System Assessment In November 2013, TI Cambodia’s Research and Advocacy Programme conducted the second National Integrity System Assessment (NISA) Advisory Group Meeting, which aimed to discuss and review the scores and findings of the 12 NISA pillar reports on Cambodia’s governance system. In addition, a NISA Workshop was also held to allow members of the NISA advisory group to meet with a wider group of experts to review the report’s initial findings. TI Cambodia’s NISA will be published in March 2014. Youth Integrity Survey The Youth Integrity Survey (YIS) Advisory Group Kick-Off Meeting was held on 5 December 2013 in order to discuss the role of the YIS Advisory Group Members and the survey’s materials. TI Cambodia’s YIS will collect information on youth perceptions, opinions, experiences and behaviours when faced with corruption. The project will be undertaken throughout 2014 and will be published in 2015.
