DRM Governance Social Enforcement+ Legal Measures • Do Nothing/Self-Regulations • Governmental Regulations
AIM OF THE RESEARCH
Content Management/ Authority Management/ Content Distribution.
This research intends to help China establish a comprehensive DRM regulatory model through comparative theoretical and empirical critiques in America and Europe. New designed DRM regulatory model should be suitable for Chinese specific feature and its social acceptance, which is based on comparative economic and cultural research.
RESULTS ! It is necessary for China to establish its own regulatory model. ! Different regulatory model from other developed countries:
Deep-rooted traditional culture value and its particular environment for regulation implementation are the reasons. ! China should strengthen its independent research and management on DRM technology. ! D RM standardization would deepen Chinese legislators' acknowledgement to current development of DRM technology .
CONCLUSIONS
In actual practices, China’s DRM regulations or specific provisions are ambiguous for implementation. In some cases, its DRM legal regulatory thresholds are higher than developed countries. The proposed China's DRM Regulatory Model shall consist of government regulated, self-regulated, or even unregulated sections. The choice for new DRM regulatory model in China will not be between the above three ways, but which mixture of the three. New regulation model might be an addition to existing legal structures, while self-regulations/social enforcement also would be as important as legislative aspect through case studies.
