A
local retailer is shocked and angry that two of his retail stores have been robbed four times in 20 days. Raymond Fung, managing director of Mandarin Products, said burglars hit his retail shop at Sommerville Shopping Court on Meadowlands Drive, Howick as well as a shop at
Newmarket Plaza in Newmarket. Mr Fung, who has an office and factory at East Tamaki, said he is “very upset” that both premises have been hit since the beginning of 2017. “The first time they broke the glass door of our shop at Somerville Shopping Court on January 4 at 7.24am,” Mr Fung said. “The second time it happened again in a matter of 10 days. was another break-in at the same shop on January 14 at 5.20am. “I am sure it is the same person who may have done it after we had replenished the stock,” said Mr Fung, who is also vice-president of Auckland Malaysian Society. Before Mr Fung could get over the shock of the theft of a traditional Chinese delicacy, Fish Maw worth $15,000, there was a theft at the other
retail shop he owns at Newmarket on January 17 at 5.30pm. “On January 19 there was another break–in at 1.20pm,” he said. “This happened in broad daylight and with so many people walking around in a busy street. I don’t think they are bothered about being caught by the police at all. The salesperson at the shop is really stressed.” ➤ Turn to page 2

ising petrol margins have been the talk of the nation this week, and the discrepancies across East Auckland stations show some startling differences. On January 31, prices displayed at 11 petrol stations in the Botany/Howick area were photographed by a Times reporter, with a 22.2 cent discrepancy across the board. Along the HowickPakuranga highway, all petrol stations reported a similar figure of 201.9 cents per litre for 91 octane petrol and 125.9 cents per litre of diesel. This included BP Ridge Road, BP Highland Park, BP Pakuranga, Caltex Highland Park, Mobil Highland Park and Z Highland Park. Approximately five kilometres away, Gull Ti Rakau
Drive advertised 91 octane petrol for 179.7 cents per litre, followed by 184.9 at Caltex Meadowlands and 181.9 at BP Connect East Tamaki, Mobil Ti Rakau Drive and Z Te Irirangi Drive. Highland Park resident Neil Armstrong claims the 91 octane petrol at BP Connect East Tamaki dropped even further to 169.9 cents per litre around a week ago, reaching a massive 32 cent difference from the cost of petrol along the Howick-Pakuranga highway. Mr Armstrong suggests local residents who travel between Howick and Auckland Central along the highway look elsewhere for a cheaper petrol station to fill up at, as he has done recently. “It’s not a matter of 10 cents, give or take, its 30 cents, and that’s a huge difference. It’s so far up the scale right now that
it couldn’t really go any higher, and it’s unacceptable for certain stations to be creaming it. “I honestly don’t know how they can all get the same price of petrol and advertise it so differently. You’d be more likely to win the Lotto than to accidentally get the same price.” Earlier this week, Energy Minister Judith Collins promised to “get to the
bottom” of the issue, following a press release from the Automobile Association (AA) calling for a nationwide inquiry. In the January 31 media release, AA spokesman Mark Stockdale said the situation was “most unusual”, confirming there was no increase in commodity prices or a drop in the exchange rate during the month. “If anything, the retail price
should have fallen (during January), not risen by five cents,” he said. “The last time fuel company margins came close to the current level, the Government put the fuel companies on notice and asked them to justify the high margins.” AA has called for fuel companies to give motorists an explanation for the change.

He thinks it is the same person who stole twice in a matter of three days from the Mandarin Products shop at Newmarket. “I can’t believe that in 20 days I have made four police reports,” says Mr Fung. “I am waiting to hear

AMETI tests to begin The Auckland Manukau Eastern Transport Initiative (AMETI) Eastern Busway project will soon carry out a series of geotechnical and pavement investigations along and around Lagoon Drive, extending from the Panmure roundabout to the eastern side of Panmure Bridge. Project director Stephen Burris said geotechnical investigations will be carried out to obtain information on the physical properties of the ground conditions in the Panmure area in order to complete the detailed design of the proposed scheme. “It is standard industry practice to do so before starting any major construction work,” he said. We also need to gather information on the structure of the existing road pavement and the location of underground services. “This information is essential to ensure that the detailed design can be constructed in a way that makes best use of existing assets.” The investigation work is generally expected to take place between 8am to 5 pm (beginning yesterday) and will take up to six weeks to complete depending on weather and underground conditions. Work may also be carried out at night and/or on Saturdays if necessary. The geotechnical investigations will mainly be undertaken outside the road corridor and will involve the use of a small drill rig which may generate some noise. Some locations for the pavement and services investigation work will require a traffic management plan and these works are planned to be undertaken between 9am and 3.30pm. in south east Auckland which will improve transport choices and connections in the area. Stage 1 saw the construction of the new Panmure Station, three new bridges, Te Horeta Road and a tunnel. The next stage will see the construction of the Panmure to Pakuranga section of the Eastern Busway. Voting has begun for the Howick Local Board, Botany subdivision by-election. The by-election follows the resignation of local board member Lucy Schwaner and is expected to cost up to $104,000. Tomorrow evening, the Times is hosting a debate at Botany Library, giving the seven candidates standing in the byelection a chance to discuss the
issues facing the community. Everyone is welcome at the debate, which will run from 6.30pm-7.30pm, and there will be a chance to ask questions of the candidates. There are approximately 36,000 enrolled electors in the Botany subdivision – which encompasses Flat Bush, East Tamaki, East Tamaki Heights and Ormiston – including around 200
new voters who turned 18 since the main local body elections were held in October. wenty-year-old Katie Lin, who was returning home on a Saturday night last month, remembers seeing a strange glow down her road. She wasn’t quite sure, but the bright light in the distance looked like a ball of raging fire. And it looked dangerously close to where she lived. Her suspicions were confirmed as she drove closer. She was confronted with ball of raging fire outside her Point View Drive home. It was January 14. “As I was returning home at 2.30am after catching up with a friend, I was shocked to see that someone had set our recycling bin on fire,” said the young lady who was travelling overseas the following day. “Strangely, someone had moved the bin around two metres away from where it was originally placed. They had moved it towards a construction site of a new house that is being built on the subdivision.” Katie said it was quite dangerous as there was a lot of building material lying around, along with logs of wood that could have easily caught fire. The former Botany Downs Secondary College student quickly woke up her grandfather to help extinguish the fire with buckets of water. “At first the flames started leaping up when we poured water but finally the fire settled down,” she said. “If I hadn’t arrived at that time of the night, we would have never known that someone had deliberately set the fire.” Later in the morning, Katie’s worried parents informed their neighbour, and member of the Howick Local Board, Peter Young of the incident.

Mr Young expressed concern about miscreants setting fire in the middle of the night and said that the culprit needs to be identified. He said his green bin of envirowaste was placed right next to the neighbour’s rubbish bin. “I’m glad they didn’t set it on fire because mine was filled with garden waste which could have burnt very easily. This is very dangerous.” The incident was reported to the police. Katie’s cousin Amanda Lao who lives in the vicinity at Keppoch Court, Dannemora believes there are delinquents in the area playing mischief. She said that around two months ago they were shocked to discover that a lot of their mail was burnt to ashes in the letterbox. “Someone had probably flicked a burning match stick in our mailbox which was very disconcerting. Why would people do that?” she questioned.
“I hope the police do something about it.” A police spokesperson said that they are not aware of other instances in the area and suggested contacting Auckland Council to find out if similar incidents had been reported. Ian Stupple, general manager Waste Solutions, Auckland Council told the Times: “From time to time Auckland Council is notified about people starting fires in rubbish or recycling bins, but we have not seen an increase of this happening in the Dannemora area. “This is a timely reminder for people to make sure that they collect their rubbish and recycling bins from the kerbside as soon as they can after the bins have been emptied. “ He said that Waste Solutions investigates all cases of missed collections when they are reported to find out the cause. “We understand that there were no other complaints from this street about a missed collection at this time.”

Next generation education This week thousands of children in our local area went back to school for 2017. I hope they all enjoy themselves and the new opportunities that are in front of them. In addition, there are 95 early childhood education and tertiary providers involved. The Communities of Learning should see better transitions for students from early childhood to school to tertiary study. With the information technology sector as one of the fastest growing sectors in New Zealand, we also believe it’s important Kiwi students are prepared to learn and work in a modern, high-tech world. We want our schools ready and able to support young people to develop skills, confidence, and an interest in digital technologies, to set them up for successful futures. So in 2018, digital technology will be formally integrated into the New Zealand Curriculum. Delivering better education services, which meet the needs of every child, is a top priority

ore than 400 children and parents came out to Lloyd Elsmore Park last week to celebrate the end of the libraries’ Dare to Explore summer reading programme. The carnival-themed event, collaboratively hosted by the four eastern libraries (Botany, Highland Park, Pakuranga
and Howick) was held on Wednesday, January 25. It featured games, a bouncy castle, Soak the Librarian, face painting, hair art, candy floss, tattoos, a scavenger hunt, and was attended by local firefighters, police and Batman. Eight-year-old Emily Flynn said her favourite part of the event was “probably every
single bit of it. I’ve seen all my best friends, and my drama friend too. Today is the first time I’ve been on a fire truck... it’s been awesome!” Highland Park Library assistant Robyn Huggins, who was manning the obstacle course, said it was rewarding to see kids she’s taught all summer enjoying themselves
at the finale event. More than 10,500 children were enrolled for the free six-week Dare to Explore programme at libraries across Auckland, designed to combat the literacy and language loss experienced by many children over summer through a series of fun challenges and personal reading goals.

I
t’s the first year Colin Readings will be entering the Auckland Brit and Euro Classic Car Show, except he won’t be turning up with a car. He’ll be showing his beloved BMW R69US motorcycle – a treasure he’s owned and looked after for the past fourteen years. Built in 1969, the vintage shaft-drive BMW motorcycle fitted with a boxer twin engine and drum brakes is best known for its reliability. It’s the perfect bike for long distance and high speed travel, Mr Readings says, despite the “funny kickstart” that “takes a bit of getting used to – and a certain knack for it”. He purchased the car from his brother, who bought a total of eight BMW motorcycles while in South Africa, but started selling them off after moving to Australia. His current bike was one of two motorcycles left in his brother’s collection when Mr Readings purchased it, and is now one of four motorbikes he owns. The recently retired design engineer spent more than two years doing up the engine and making sure the bike was up to scratch when he first purchased it, and now, his only concern is “keeping the dust off” – a job made easier by his

decision to keep the bike off the road. “Initially, I was going to ride it... but I just thought it was too valuable to take out on everyday roads.” The upcoming Brit and Euro Classic Car show is an obvious exception to the rule, he says, after a friend he used to pit crew for in his racing days encouraged him to take part. Sponsored by the Howick Local Board, as well as other commercial outlets, the noncompetitive public event has 617 registered vehicles, as confirmed by chairman of the organising committee, Rev Dr Richard Waugh. It’s a significant increase on last year’s numbers, and Rev Dr
Waugh said the large number of registrations will “ensure a memorable time,” for car and motorcycle owners, as well as East Auckland locals. Howick Historical Village will also be hosting a Live Day on March 5, featuring entertainment, Victorian era games and activities for the whole family, for a small admission charge. Mr Readings moved to New Zealand with his family in early 1975, first settling in Upper Hutt and then moving to Howick where he has lived since. He boasts an impressive family history when it comes to motorcycles and car racing, starting back in a small town

In 1907, the world’s first purpose built racetrack – the Brooklands racetrack – was built in Surrey, where Mr Readings’ father worked for famous motorist and world record holder John Cobb. Mr Cobb set world automobile speed records in the late 1930’s and 1940’s, boasting the fastest lap record at the Brooklands race track and breaking the land speed record multiple times, reaching speeds of nearly 400 miles per hour in his piston-engined car. “When you consider the design of those [cars] against what the aircrafts were in those days, it was spectacular,” said Mr Readings. “I was advised at an early age, mess about with cars and that, but don’t go into the business,” he laughs. “You’ve got to bear in mind in those days the money wasn’t there... but you can understand the impact [my father’s work] had on my upbringing. “Now, it’s ingrained in my blood.” Registrations for vehicles at the 2017 Brit and Euro Classic Car Show have now closed. Crime prevention wake-up call Auckland City Police has ushered in the Chinese New Year this week with daily reminders on how to stay safe in New Zealand. Partnering with Chao Shan General Association of New Zealand, the police have produced a calendar featuring crime prevention advice. It’s aimed at the Chinese community living in Auckland, particularly newcomers, and is written in both English and Mandarin. Each month the calendar has advice ranging from protecting property, avoiding getting involved in organised crime and drugs, through to basic details about police. Baker: I had to close ■■By Nick Krause Bayan Khadem is so angry he has been forced to close down his Bakers Delight store, he left town to calm his nerves. After four years of struggling to meet what he claims are massive overheads, Mr Khadem last Monday closed Bakers Delight at Pakuranga Plaza, one of the country’s oldest shops in the bakery franchise. He has levelled criticism at the franchisor, citing inaccurate sales forecasts and interference during an attempted sales process. “I bought four years ago and was promised we were going to make money. We lost money from day one,” Mr Khadem told the Times. “I had no choice but to liquidate on Monday.” He employed nine at the store. (The franchisor) projected $11,000 in weekly sales. He said in busy spells the store would peak at $14,000 per week and, when it was quiet, $9000. From these weekly sales though, he would cough up 10 per cent to the franchisor, 30-40 per cent for ingredients and then still had to dig deep for wages and rent. “All this and I haven’t ever made money.” The Bakers Delight website shows a Mt Maunganui store is up for sale for an “initial investment” of $360,000. average weekly sales are “in excess of $14,000”. Mr Khadem said his store is not the first to succumb to financial pressure and listed at least three or four others which he claims folded for the same reasons. “I’m feeling relieved it’s finally over...it has been a battle with the franchisor,” he said. “I had two buyers lined up last year but the franchisor...they dictated who I sold to and the price. They told me what my business was worth.” Something was drastically wrong with the franchising model in NZ, he said, a model which could not simply be copied from the Australian
marketplace where the chain originated. “It has been very difficult to work with them as in promises,” he said. “This is my life. You walk away with nothing.” Bakers Delight country manager Xavier Barnsley says the company is always concerned when a franchise closes. “I understand that it’s raw. There’s a high level of concern,” he said. “We always try to support our franchisees.” As to claims of interference during the sale process, he said: “We have a thorough and robust sales process we follow which takes into account the vendor’s interests, the

purchaser’s interests and our interests.” As to forecasts: “We don’t give franchisees forecasts. It’s impossible to give forecasts. We are always there to support our franchisees.” As to the future of the Pakuranga store, most of the leases are held by the franchisor. “Essentially we’re in breach of our lease (at Pakuranga Plaza),” Mr Barnsley said. “It’s going to be a priority (getting a new franchisee in there). arry Hung President of the Pakuranga Chinese Association insisted that Judith Collins, Minister of Revenue eat a lot of fish at the Chinese New Year celebration held at Lucky Seafood Restaurant, Meadowlands Drive on Thursday afternoon. “The Chinese believe that fish is auspicious and it signifies abundance. “I think if Judith Collins eats more fish she will get more revenue as Minister of Revenue,” smiled Mr Hung. The feisty Mrs Collins was accompanied by Katrina Bungard, deputy chair of the Howick Local Board and Jackie Hui community advisor of Pakuranga Chinese Association. Ms Hui nudged the fun loving minister to share with the guests that her husband of 30 years, David Wong-Tung has Chinese heritage. “My husband’s grandfather was Chinese,” announced Mrs Collins, making everyone feel she was one of them. coffers and then we can work on roads and hospitals and schools,” she said in her short but to-thepoint speech. The entertaining afternoon was packed with performances that included folk dancing, belly dancing, opera singing and an auction.

Auckland and Hamilton values ease while nearby regions see growth T
he latest monthly QV House Price Index shows that nationwide residential property values for January increased 13.5 per cent over the past year. Values rose by 1.4 per cent over the past three months and the average value nationwide is $631,302. The nationwide average value is now 52.4 per cent above the previous market peak of late 2007. When adjusted for inflation the nationwide annual increase drops slightly to 12.0 per cent and values are now 28.5 per cent above the 2007 peak. The Auckland market has increased 12.8 per cent year on year and quarterly growth eased back to just 0.2 per cent over the past three months. The average value for the Auckland region is $1,047,699. Residential property values in the wider Auckland region are now 91.7 per cent higher than the previous peak of 2007. When adjusted for inflation values rose 11.3 per cent over the past year and are 61.6 per cent above the 2007 peak. QV National Spokesperson Andrea Rush said, “The latest QV House Price Index figures show value growth in Auckland, Hamilton and Christchurch continues to ease and in some parts of these cities quarterly value growth is now decreasing. “Values continue to rise in Tauranga, Wellington and Dunedin amidst relatively buoyant market conditions compared to the other main centres. “We are now seeing a strong trend of value growth in regional centres around the country, particularly those situated within two to three hours’ drive of the main centres that have seen very strong value growth recently such as Auckland, Wellington and Queenstown. These include the Kaipara District just north of Auckland where values accelerated 6.4 per cent over the past three months and 25.9 per cent since January last year led by strong growth in places like Mangawhai now a favourite for those who are selling up and moving out of Auckland.

“Similarly the Hauraki District south of Auckland and also commuting distance to Hamilton and Tauranga accelerated 10.8 per cent over the past three months and 30.3 per cent year on year with towns like Paeroa and Ngatea in high demand from movers and investors alike. “Values in regions near Wellington such as the Kapiti Coast, Horowhenua and the South Wairarapa have also risen between 5.0 and 7.0 per cent since November, as those priced out of the Wellington market look further out for affordable property. “The MacKenzie District in the South Island has jumped 9.7 per cent since November and 26.9 per cent year on year as those priced out of the Queenstown, Wanaka and the surrounds look to places like Tekapo and Twizel for lakeside property. “It’s possible rising mortgage interest rates and the new LVR rules will continue to constrain the rate of value growth during 2017. “However, this will be balanced by continued record high net migration and a lack of housing supply particularly in Auckland. “As well as the fact New Zealand property can be brought freehold and has fewer taxes on property compared with many other

A new calculator developed by New Zealand experts will give people interested in solar electricity a useful estimate about whether solar will be costeffective for their household. The University of Canterbury’s EPECentre developed the calculator in response to increasing public interest in solar electricity systems. The Energy Efficiency and Conservation Authority (EECA) is hosting the tool on its ENERGYWISE website. EPECentre director Dr Allan Miller says the calculator gives a personalised result by taking into account factors such as your region, whether your house faces

Gemma Lewis will lead the girls youth development. Lewis played for the Welsh under 17, under 19 and senior national teams, has played for Cardiff City and Chelsea FC in the women’s English Premier League and is an Auckland Football Federation development officer. Frank Belt played for Hull City in the English Championship and has coaching experience in the Northern League and is a current Northern Football Federation talent centre head coach. Calvin Opperman represented New Zealand under 17 at the World Cup in Mexico and has coaching experience at university level in the United States. Charlie Hunn has eight years coaching experience at Bucklands Beach AFC, four years as a Coerver Academy coach and was the head coach of the Howick College 1st XI 2016 champions. Reuben Clarke is the current New Zealand under 17 goalkeeper coach, Auckland Football Federation talent centre goalkeeper coach and is charged with taking care of the goalies at Bucklands Beach AFC. This group is assisted by two longstanding club members, Gareth Martin and Richard Thompson.
Bucklands Beach AFC busy preparing for 2017 season ucklands Beach Association Football Club has trials starting next week and its players and coaches have been gearing up for the upcoming season with a summer academy. In 2016, the club appointed Munith Naidu as its new director of junior and youth coaching. Mr Naidu has introduced coaching programmes across the grades and has recruited a team of coaches for the 2017 season. Vice president of Bucklands Beach AFC, Andy Pullar, said for the first time the club developed and delivered an academy programme over summer. More than 200 players took part in the 10 week programme. “There is no rest in the footballing world, Munith and his team are now hard at work putting together a preseason academy designed to whip the kids in shape in time for the club trials,” Mr Pullar said. Club trials start on February 8. Mr Pullar said Bucklands Beach AFC is dedicated to providing a pathway for all players. “Our goal is to deliver the best quality programme with well
