Pay Parade set to pay off ■ BY FARIDA MASTER

I

n the late 1800s there was an old tradition of the Police Pay Parade that involved police marching up to the magistrate every month to receive their pay packet in a brown envelope. The men in dress uniform had to pass inspection. Their attire was inspected and the scruffy ones were sent back. Area Commander Manukau Counties East Police, inspector Wendy Spiller says that the old policing tradition of the Pay Parade has now become an annual celebration that recognises a number of high achievements. “We have an award ceremony every year celebrating not only police officers/detectives but also people in the community for acts of bravery,” she says. Now for the first time in six years, the Pay Parade is being held in Howick on Friday, March 24 at 9.30am. The parade will start at Wellington Street with a large contingent of police marching through Fencible Drive and continue on to Moore and Picton Streets before heading back to Howick RSA, Wellington Street where the awards ceremony will be held. “There will be police dogs and horses in the parade and we hope that people from the community will be there to support us.” Inspector Spiller is scheduled to

Kids rescued, sheep drown S

evere localised flooding killed stock, caused damage and brought major disruption to areas of Auckland’s south eastern coast and inland Papakura yesterday. The flooding affected Beachlands, Maraetai, Kawakawa Bay, Papakura and surrounding areas. Several Times staff members were caught in diversions forcing them around flooding along Mill Road, Alfriston. Auckland Council’s head of emergency operations Adam Davis was in the affected areas throughout the night and said many properties in the Papakura, Kawakawa Bay, Beachlands and Maraetai areas were directly affected by flooding and some local roads were closed or affected by slips. A Clevedon family was also evacuated from their home as heavy rain causes flooding on Wairoa River. Grant Henson yesterday just wanted he and his wife, four children and two dogs to get to dry land. He said sheep on the property were drowning while their cars were almost fully submerged in water. Mr Henson said their driveway was like the ocean and he and his family will take what possessions they could and get out. Beachlands Fire Station received 30 calls last night

ASB Polyfest

Nurturing leadership through culture Extensive flooding has brought chaos.

The Manukau Sports Bowl will burst into life in just over a weeks’ time with the 42nd staging of the ASB Polyfest. From Wednesday, March 15 to Saturday, March 18 the Sports Bowl in Manukau will reverberate with traditional song and dance from Auckland’s youth. ASB Polyfest 2017 will see more than 9,000 secondary school students from across the Auckland region perform on stage, with 220 performing groups entered from 60 schools. Students will compete in traditional song, dance and speech on one of six stages - Cook Islands, Maori, Niue, Samoan, Tongan, and the Diversity stage which features cultures such as Chinese, Fijian, Tokelau, Indian, Korean and Sri Lankan. This year’s festival theme is: ‘Nurturing Leadership through Culture’. The theme was

Five to stand for National ■■By Nick Krause The National Party has confirmed five people will contest the Pakuranga electorate seat which will this year be vacated by National MP Maurice Williamson. Mr Williamson is to take a diplomatic posting in Los Angeles. In July last year he announced he would not seek re-election at the General Election in September. To avoid triggering an expensive and disruptive by-election, the MP agreed to remain in Parliament until at least six months before the election. Mr Williamson, an MP for 30 years, will replace Leon Grice, the current Consul General. His start date is unknown however the Times understands he may leave New Zealand in early July. A spokesman for the National Party told the Times that National doesn’t comment on the specifics of local selections. “But we can confirm that several nominations have been received for Pakuranga,” the spokesman said. “Local Pakuranga National Party members will choose delegates who will vote for their preferred candidate at a final selection meeting on March 23.” It is also understood that the party allows no more than five to contest the seat. Howick Local Board deputy chair Katrina Bungard is one of the five National Party candidates nominated. Also throwing their hats into the ring are Harvard-educated economist Dan Bidois, former Bucklands Beach local Sang Cho, Highbrook banker and Manurewa Local Board member Simeon Brown and award-winning chief executive Rahul Sirigiri.

Hell empowers intellectually disabled ■■By Farida Master

T

hey are not shy about being Active in Hell. For those who don’t know what that means, Active in Hell is a programme run by Hell pizza that gives young people with intellectual disabilities an opportunity to work in a commercial kitchen. The idea behind it is to empower them with paid-training and prepare them for a job in a professional set-up. In the pursuit of being a champion of the underdog, Hell has teamed up with IHC/ IDEA (Intellectual Disability

Empowerment in Action) Services. They put more than 50 youths with intellectual disabilities through it’s paid training programme with at least seven gaining permanent employment. Dene Kendall, franchisee owner of Hell, on Botany Road, says he found the experience of training Vincent Choi, a young lad with intellectual disability, very rewarding. “When the opportunity arose to train Vincent, I grabbed it,” he says. “Training reminds you of the skills you have and it’s important to pass it on,” says Mr Kendall, a resident of Golflands who has been part of the hospitality business for more than

three decades. He says he enjoyed spending one-on-one time with the young recruit. “I’d call him an hour early, before we opened shop,” he says. “That’s the time the dough is prepared. I would take him through the paces – involving hygiene, preparation of vegetables, turning on the oven, getting prepared for service to the customer and cutting the pizza,” he enthuses. “I spent time solely with him teaching him how to take his own order, learn the computer system and operate the till.” Mr Kendall says this is an

experience he’d like to repeat and is keen to take on another young recruit with special needs. Ben Cumming, general manager Hell says: “While the offer of a full-time role at the end of the training is not a stated goal of the programme, it’s great to see trainees who have proven to be valuable members of the workforce.” Krissy Gain, supported employment coordinator for IHC’s IDEA Services and national coordinator of Active in Hell, says that paid training provides participants with much-needed independence and a sense of being valued at work.”

Man pleads guilty to spate of burglaries ■■By Farida Master A 26-year-old man has admitted a string of burglaries in the area. The man, facing 25 charges in relation to burglaries in Pakuranga, Howick and Golflands, pleaded guilty when he appeared in the Manukau District Court last Thursday. The sentencing for the first time offender is on May 9. Constable Jasmine HornerPascoe, who is handling the case, says that the offender was arrested twice. He was taken into custody on October 31. “He then went on bail and there was a breach of bail. He was

arrested again on November 14 and has been in custody since,” she says. She gives credit to the good work done by the community that led to a name, fingerprint search and DNA testing. “A member of the public had taken the car registration down which helped us.” The Times reported in November last year about the man committing a spate of burglaries, breaking into homes and fleeing on his bicycle with small, valuable items. His stealing spree came to an end after an electronic item taken during a burglary was tracked down to a local second-hand dealer. The stolen item’s serial number was

reported to police. It was entered into a second-hand dealer database and then matched to an item in a local store. This was enough for police to secure a search warrant. They went to the man’s Pakuranga address on October 31 to search for property taken during a Golflands Drive burglary, only to find $50,000 worth of stolen property at the man’s house. Stolen pearl necklaces, rings, gold bracelets, earrings and other jewellery as well as souvenir coins, medals, stamp collection and what appears to be a World War II-era bayonet was found. Proposed levy will hurt sector Rates for accommodation providers set to increase dramatically if council proposal goes ahead

A

ccommodation providers around east Auckland are up in arms about a proposed targeted accommodation rate by Auckland Council that could see their rates rise by a whopping 150 per cent. The proposal forms part of Auckland Council’s annual budget for 2017/2018 and will replace $27.8 million of general rates funding spent by council annually on visitor attractions and major events. All commercial accommodation providers, including hotels, motels and bed and breakfasts, will be required to pay a rate that works out to be approximately four per cent of their revenue, which is expected to increase the cost of a nightly stay by around $6-$10 for a typical hotel when passed down to visitors. For most local motels, the increase is estimated to reach 200 per cent, according to Howick Ward Councillor Dick Quax, and he’s not happy with what the proposed rate could mean for local providers. “Our local places are not necessarily filled with tourists; they are business people, and people visiting family or friends. These are the people who already pay taxes, so they would be hit again. “For many of our small local providers, it could potentially

put them out of business. They’re left with three options – charge more, lay people off, or go out of business... and they work on a fairly small margin anyway.” General manager of Waipuna Hotel and Conference Centre, David Comery, expects his rates will triple from the current $200,000 per annum to more than $600,000 if the proposed rate increase goes ahead. “Waipuna operates in a part of the market that is price-sensitive and particularly in the case of large conferencing, those same clients have options elsewhere in New Zealand. “The industry at large would not be opposed to contributing directly to the costs associated with attracting visitors to the city, [but] accommodation providers enjoy only 10 per cent of the visitor spend, and yet Auckland Council appears to be seeking full recompense for ATEED’s (Auckland Tourism, Events and Economic Development) operation from that one sector alone.” Mayor Phil Goff told the Times the additional charge is not expected to be a burden on the accommodation provider, but to hit tourists and visitors (both domestic and international) with the extra cost of funding tourism infrastructure and the work of ATEED. “The total rates bill for accommodation providers will

increase, but the expectation is that they will pass on the targeted rate as a visitor surcharge, as they do in many cities around the world, so their customers would ultimately pay the rate.” The proposal states other business that benefit such as restaurants, cafes and taxis will not be charged because most of their customers are Auckland residents. But for some local

models for hotels. “This rates proposal is a huge disincentive for investors to develop more or additional hotel accommodation infrastructure, which is desperately needed to support increased tourism projections. At a high level, this started and is justified as a tax or levy on “international tourists” whose increasing numbers demand infrastructure investment. Now it has turned into a re-funding fudge exercise to take $30m of ATEED funding out of a rate increase on accommodation providers. In every way [the proposal] is flawed.” Mr Kelly suggested an alternatively proposed New Zealand-wide tax could be a more palatable option, but should also target inbound international airline seats, or tourism operators such as bungee jump, jet boat and campervan hire operators. In response to the suggestion, Mr Goff confirmed council is not able to impose an arrival charge on international travellers – only central Government can do that – and reiterated accommodation providers are direct benefactors of work done by ATEED and Regional Facilities Auckland (RFA). “Activities that benefit the accommodation industry should be paid for by those who directly benefit, not by the general ratepayer,” Mr Goff said.

Leisure travellers make up 15 per cent of Quest Highbrook’s guests, and within that 15 per cent, the majority are New Zealand domestic leisure travellers. Less than five per cent are international tourists. “The idea of a $10 per night tourist levy could be calculated and passed on to a traveller, but a rate increase cannot... there is no possible financial mechanism for it,” said manager Brendan Kelly. “A rate based increase will merely mean an increase in prices for all guests, put pressure on existing margins and increasing pressure on hotels to pay minimum wage – and Quest Highbrook is not a minimum wage employer.” Mr Kelly, who has worked in the hotel industry in New Zealand and France for nine years, said Mr Goff has failed to take into account the investment funding and ownership

ore than 500 people swapped their suits for sneakers last Wednesday to take part in the Waipuna Conference Suites Fun Run – a record number of entrants. Organised by Highbrook Rotary Club and supported by businesses around the area, the annual event is aimed at building a sense of community in the predominantly business district. The run raised more than $20,000 with all proceeds going to the Middlemore Foundation, Kidz First and other local charities. It was a tough race in both the male and female divisions of the 10km run with Jacob Holmes from RSM narrowly beating Luke Hurring of ANZ to the win by 10 seconds. In the female division, Gemma Scott triumphed over Theresa Low of Goodmans by 20 seconds. Andrew Sexton remains undefeated, taking out the 5km men’s race and Fiona Cromie from BNZ defended her title as the women’s winner. Lisa Coetzee won the women’s 5km walk for the second year in a row and Nick Biland took out the men.

For the seventh year in a row, the Botany Community Day had hundreds of locals turn up to support and learn about local organisations and service providers at the Botany Town Centre on Saturday. Plenty of entertainment made it a perfect family day out while the sun was shining bright. In a technology-driven world, the Botany Community Day is a great binder that brings the community together and connects them to service organisations they can reach out to.

New Flat Bush South East School to be ready by first term 2019 H

Flat Bush South East School will accommodate students from Years 1-6 and is one of six schools to be built as part of the Ministry of Education’s latest Public Private Partnership (PPP). The school is scheduled to open for the school year starting 2019. The PPP will design, finance and construct the school, as well as maintain it for 25 years. This approach means the school board can focus on teaching and learning rather than maintaining their buildings.

One person was injured following an accidient in Whitford on Monday night which knocked power out for around 90 minutes in one area. Police were alerted to a vehicle crash on Sandstone Road at around 6.50pm on Monday. A power line has come down in the crash causing power outages in the area. A person was injured in the crash and suffered minor injuries. The road was blocked due to the power line coming down. Meanwhile energy company Vector said power pole accidents are a common occurrence. Vehicles crashed into its Auckland electricity equipment 541 times last year, resulting in power outages across the region. Drivers hit Vector’s power poles 268 times, pillars 253 times (small green boxes) and transformers 20 times in 2016. This compares with a total of 486 in 2015. These numbers don’t include light posts, sign posts, or telecommunication poles managed by other entities. Vector’s chief networks officer, Andre Botha, says August last year was the toughest month with 60 vehicles striking its network, over half of them crashing into power poles. “Power pole accidents are more common than people think. Yesterday alone we had three, with one in Whitford being particularly bad. The average over the last few weeks has been eight a week and this Waitangi weekend alone there were six,” says

Mr Botha. “These incidents always mean we have to treat the site as a safety risk to the public and our crews. There is a serious risk of electrocution for passengers and emergency teams which is why we shut off power remotely and then physically disconnect lines at the site for extra safety. “Our message is simple - be careful. We can replace power poles but we can’t replace lives.” Accidents happened in Epsom, Glen Innes, and on Sandstone Road in Whitford on Monday. oncerned about the increasing number of road crashes and deaths on Whitford Road in recent times, Andrew Bayly MP for Hunua invited Dr David Warburton, chief executive of Auckland Transport to highlight crash outcomes and road user behaviour in the area. The MP whose electorate covers Whitford, Beachlands and Clevedon also invited Judith Collins, Minister of Revenue along with Auckland Transport and NZ Transport Agency to discuss transport issues. “We covered safety issues relating to

various roads in Whitford and Glenbrook Beach Road. prices and people have been able to afford to borrow more because repayments have been lower than in previous years.” However, Mr Brereton says that situation could change quickly as rates start increasing

and people may find themselves in difficulty. “A 1 per cent rate increase on a $500,000 mortgage would increase your repayments by around $100 per week. “For some people that could be a tipping point.” Mr Brereton is encouraging people to prepare for this change early rather than waiting for it to happen to them. He recommends using one of the many free calculators available, such as the one provided by First National on their website to work out what your repayments would be if rates moved up by 1 per cent, 1.5 per cent or 2 per cent – then using this information to work out whether you could continue to afford your mortgage.

irst National Real Estate chief executive, Bob Brereton, says homeowners need to start preparing themselves for mortgage interest rate rises and is warning that those who fail to plan ahead may face hardship over the next 18 months. Recently, financial watchdog Canstar, which monitors interest rates closely, warned that home loan rates will continue to rise this year and noted that a number of banks have already started increasing their rates. This followed a similar warning from finance minister Steven Joyce and comes despite a decision, by the Reserve Bank, to leave the OCR at 1.75 percent for the remainder of 2017. Mr Brereton says that

A stork brought a bundle of joy in the New Year, but last Christmas, one expectant family received more than they bargained for thanks to Jag Kitchens.

The Forrest Hill couple had been living in their house for four years and the impending arrival of their firstborn spurred them into action to create the ultimate family space.

As a result, the expecting parents decided to call in the professionals. “We had a friend who had used Jag Kitchens and they recommended we use them,” says Philippa. Travelling to Botany’s Danske Mobler Home Centre, Philippa and Chris met with Jag Kitchens designer Ellie McNae and hit it off. “She was awesome to deal with and had some great solutions – the things that we wanted she made it happen.” They included ample storage for appliances, a bookshelf for cookbooks, as well as a generous island bench.

What’s more, the young family is now complete with the arrival of their young son at the end of January. While the sleepless nights have been a struggle, the kitchen is already proving its worth with the washing and sterilising of milk bottles a breeze.

“The kitchen, living room and dining room were all three separate rooms which was very ’70s,” says Philippa. “The kitchen was a little cove and there was no way to talk to anyone in the lounge.” Although functional, the U-shaped kitchen with its Melteca pale yellow cabinetry and wooden trim appeared to have been a DIY job.

Ellie says it was a challenge to configure all of the necessary components under the island bench. “We needed to fit in a bookshelf, microwave, sink cabinetry, dishwasher, cutlery drawer and rubbish drawer all while staying within the length of a slab of granite, which was quite a mission.” In the end, Ellie tweaked the width of the cutlery drawer as well as the bookshelf with success. “That’s the good thing about Jag, because we offer a custom-built service rather than modular, we could play around with the measurements down

to the millimetre.” It seems perseverance has paid off with the new kitchen the true heart of the home. A black-and-white beauty, it gleams with high-gloss cabinetry, a black granite bench as well as a light strip illuminating the splashback. Three Scandinavian-style pendant lights hover above the island completing the polished look.

Best of all, the kitchen is now linked seamlessly to the dining and living areas, opening up to two large decks on either side of the house, creating a bright and spacious feel. Super rugby thriller awaits H

ome town advantage and a powerful forward pack could give the Chiefs a fine cutting edge against the brilliance of the Hurricanes’ backs in Friday night’s Super Rugby clash at Hamilton. It is a game that will provide exciting match ups across the board, especially among the backs where the Chiefs Tawera KerrBarlow and Aaron Cruden face the Hurricanes PJ Perenara and Beauden Barrett. Add the fullback clash between electrifying Damian McKenzie and Nehe Milner-Skudder and that between likely wings Tim NanaiWilliams and James Lowe against Julian Savea and Vince Aso and we can expect an absolute thriller. That between No 7s Sam Cane and

Ardie Savea should also be special, with Cane favoured to get the nod ahead of Lachlan Boshier despite Boshier being the outstanding loose forward in the Chiefs 41-26 win against the Blues. With lively Mitch Karpik also in the squad, the Chiefs have greater openside flanker depth than any team in the championship. However, it is their tight five, led by lock Brodie Retallick, who should dominate set pieces after impressing against a Blues team that lost all hope of winning last week when Steven Luatua was ordered off just before halftime for a reckless coat hanger tackle on Nanai-Williams’ neck. With the Blues reduced to 14 men, the Chiefs bolted from 15-9 to a 41-9 lead before the Blues

celebrated the arrival of champion reserves Patrick Tuipulotu, Jerome Kaino, George Moala and Rene Ranger with three tries and two conversions. Howick triathlete snatches silver N

ineteen-year-old local, Ainsley Thorpe, snatched herself a silver medal at the Oceania Triathlon Union Junior Championships in Perth over the weekend. Hot weather conditions made for an earlier start for the girl’s races which consisted of a 2 lap swim, 3 lap bike and 4 lap run of the course. Thorpe didn’t have the best start and was slightly behind after lap 1 of the swim. She managed to make up some time after the second lap of the swim and came out of the water fourth only 10 seconds down on the leaders.

The first kilometre on the bike was crucial as she managed to bridge the gap to the leading three athletes alone. Once in the lead group the four girls worked well together and maintained a 50 second gap to the large chase group which had most of the competitors. Heading into the weekend, Thorpe had been focusing on tempo training with some race pace efforts, working on her speed. “Everything had gone to plan in the build-up and I was ready to see what I could do on the day,” she said.

It came down to a very close sprint over the last 200m between Joanne Miller (AUS) and Thorpe, but she was just beaten on the line. Thorpe’s achievement is proudly supported by her close friends and family and encouragement from coach Bruce Hunter. “I would not be where I am without his support and belief in what I can achieve in triathlon,” she said. Thorpe will wrap up her season racing this weekend in Wellington and will then take a short break before getting back into it later this year.

Win secures championship lead Dannemora’s Andre Heimgartner has book-ended his first weekend in the 2017 Carrera Cup Australia Championship with two victories from three races, after taking the race three win this afternoon. By virtue of his results this weekend of two firsts and a third, Heimgartner has secured the championship lead and the round victory. The 22-year-old – based in Melbourne - started the race from third on the grid

after taking third in race two yesterday, but was on the limit from the outset. After making it safely through the first corner, he set to work challenging David Wall for third – taking it on just a few corners later after some intense side by side running for the pair. This left him with race leader Cameron McConville in his sights, and six laps later he was able to get it done with a strong and decisive move on the inside to take the lead. Heimgartner’s run to the flag

was not without pressure, with yesterday’s race winner David Wall keeping the Kiwi honest over the next 14 laps, with commentators making note of Heimgartner’s strength under brakes. “That was a really rewarding race.” said Heimgartner. “We studied up overnight after yesterday’s little mistakes and starting on the second row of the grid, I knew what I had to do, so I just put my head down and went after it. “The battles with David Wall
