t’s one of the longest-running shows in West End and Broadway and has been performed in around 30 countries and seen by more than 73 million people worldwide. St Kentigern College student Isabelle Fox cannot believe she is a part of the new production of Andrew Lloyd Webber’s Cats, the brilliant song and dance extravaganza performed by the National Youth Theatre at the ASB Theatre. Featuring more than 200 talented young performers from all over Auckland, Isabelle plays the dancing white cat Victoria who reaches out to faded glamour cat Grizabella while everyone else has turned away from her. “I am very much like her in real life and am inclusive by nature,” says the 15-year-old student, who started dancing at the age of three. An accomplished dancing star adept at tap, jazz, lyrical contemporary, ballet and ballroom, Isabelle competes throughout New Zealand and has won prestigious dance awards. About transporting the audience into a complete fantasy world she says, “It is so much fun to humanise a cat and to be able to sing and dance on stage with so many people. “The challenge is to have perfect timing with everyone on stage and to make sure it looks good,” says the talented dancer. ➤ Turn to page 2

A memorial netball tournament at the weekend to mark the birthday on Tuesday of the late Belinda-Jane Burns attracted more than 800 people and raised thousands for her daughter. Belinda, whose family is well known in business and sporting circles in the area, died on March 22 this year. From just a small gesture and idea to honour her sister, Bo Burns arranged a fun family netball tournament. Bo thought this was going to attract about 14 teams in total, it turned into a monstrous event, which attracted 60 teams from Waiuku through to the North Shore, and more than $10,000 worth of prizes kindly donated by many local businesses and NZ brands. The day was a huge success, raising $4000 for Belinda’s daughter Anika Jane Aramanu Mitchell’s trust for her education needs. Recently, she was in USA on a Performing Arts trip organised by St Kentigern College and says she loved attending dance classes at New York’s Broadway Dance Centre and LA’s Millennium. “We also saw some great productions that included Aladdin and Kinky Boots. Also present at the special event held on Thursday at Andrew Simms Botany showroom was local councillor Sharon Stewart and Ormiston/Flat Bush Community Constable Nicholas Cockerell. “We can’t believe this has actually happened,” said Dick Marshall, who was chair of Botany Crime Watch Patrol for 13 years. “This is big step change in vehicles as we have moved from second hand cars to a strong and highly visible patrol car. “We are thrilled that Andrew Simms bought into this fantastic partnership. Botany and Flat Bush Ethnic Association sees numbers swell ■■By Farida Master They started with 10 members in March this year and now have a membership of 450. The Botany and Flat Bush Ethnic Association, to promote wellness and promote diversity and harmony in a fast developing area, is thriving with activities. The idea of the ethnic nonprofit association in the area was first mooted by Howick Local Board member for Botany, Peter Young. “There are a lot of people who feel alienated in the area and this is a good opportunity for multicultural communities to come together and exercise, participate in cultural and sporting activities and even do gardening together,” says Mr Young, president of the Botany and Flat Bush Association. There is no fee to join the association. “Locals can join the ethnic association free of charge through WhatsApp or WeChat app. We’ve also started a monthly newsletter that informs members of the various activities for the

Dan Bidois, a strategist and economist from Howick, is the new Northcote MP. Frustrated boaties want new pontoons ■ BY THERESE HENKIN
F
rustration is mounting as boaties spend another week without the pontoons down at Half Moon Bay. The pontoons were damaged beyond repair during the January 5 storm and were removed shortly after the storm for safety reasons. Twenty one weeks later and local resident Stewart McLaren says he’s still unable to launch his boat at Half Moon Bay because its larger size means launching it off the fixed concrete ramp risks damaging the fibreglass hull. He has reached out to Auckland Council and says he’s been told they might have to wait a further six months before the pontoons are replaced. McLaren presented his case to the Howick Local Board recently and asked why it is taking so long to repair “a key sports facility?” He says since the boat ramp was re-opened on January 12, the pontoons have been missing leaving only the concrete boat ramp. “If a ramp is concrete it’s best that you don’t have the boat intercept the concrete ramp for obvious reasons – damage to the propeller, to the hull or whatever,” he says. He says for anyone with a reasonable sized boat, launching off the ramp as a solo-fisherman is near impossible and even for team of

two, launching a bigger boat without the pontoons is tricky. “The current process if you have two people is that once the boat is in the water, one person is left in control of keeping the boat from hitting the concrete ramp, while the other parks the car and trailer,” he says. “Assuming one of them has managed to hold it against the wind and the tide, the second individual has to find a way to get onto the boat without letter it touch the concrete ramp. Either he has to wade in up to his chest if it’s full tide and climb onto the back of the boat or somehow manoeuvre the boat sideways so he can then climb on the boat sideways, again without the boat touching the ramp.”
Auckland Council head of operational management & maintenance Agnes McCormack says the pontoons needed to be removed to enable structural inspections and were found irreparable. “New pontoon units, fixing hardware and sleeves to extend the height of piles have been ordered. This will enable reinstatement with every effort being made to futureproof respective structures, such that any future storm events have a minimal impact on subsequent operation and use,” she says. “Dive inspections of the existing piles have also been completed. This has identified that the concrete boat ramp has been undermined by the storm surges and will require repairs. In addition, she says six of the 14 piles are too damaged to be reused and will also need to be replaced. The other piles will be strengthened and lengthened by installing sleeves over them to minimise the impact of future storm event, she says. “We appreciate that this facility is an extremely popular boat launching facility and are doing everything we can to get the new pontoons installed as quickly as we can. The replacement of the new pontoons and pile extensions are expected to be completed before Labour Weekend 2018.” Labour weekend is 42 weeks after the January storm.

Coalition chaos means three strikes law will stay I was very pleased with the announcement earlier this week that the Government will not be going ahead with its proposal to scrap the three strikes law. This is because New Zealand First declined to support it in the face of widespread opposition from New Zealanders worried about the safety of our communities. The Government has a laudable goal to reduce prison numbers by a third, but without a plan to combat serious crime it will only be able do that by letting more offenders out on our streets. Their original announcement to repeal the three strikes law was met with outrage by the public because it would compromise public safety, which should always be the primary concern. National responded to public safety concerns by tightening up our bail laws in 2013 to make it harder for serious offenders to be granted bail, while the three strikes law gave judges the ability to put the worst offenders away for the maximum sentence without parole on their third conviction. This law is reserved for the most serious and recidivist offenders who shouldn’t be able to get away with committing more crimes against innocent New Zealanders. Labour wanted to reverse these changes, blaming them for the increase in our prison popu-

Simeon SAYS lation, but have been forced to see reason by National and NZ First, who previously campaigned on introducing three strikes legislation and stiffer punishments for serious offenders. The truth is 98 per cent of people in our prisons are there for the most serious and violent crimes, including aggravated assaults, sexual violence, and murder. These are the people that the Government will let loose on our communities if it doesn’t ensure we have enough capacity in our prison system and if they had reversed the changes we made. Their headline target to reduce the prison population by 30 per doesn’t stack up with a lack of new initiatives to reduce crime. The measure of success must be to reduce the number of victims, not the number of prisoners, and if we can do the former we will achieve the latter. This Government has no plan to reduce crime. Its chaotic decision-making repeatedly ignores what is most important, and National won’t stand by and let them compromise the safety of New Zealanders. Simeon Brown is MP for Pakuranga

ulton Hogan, Clevedon Protection Society, Clevedon Cares and Clevedon Conversations are reported to be pleased that an agreement has been reached regarding Fulton Hogan’s resource consent application to expand operations at Clevedon Quarry. The agreement is confidential. Fulton Hogan said in a media release last Friday that there was one remaining “discreet issue” between Auckland Transport and Fulton Hogan that will be subject to on-going discussion. “As occurs with any mediation, all parties have compromised in order to reach this agreement,” the civil engineering company said. “This was achieved in a positive and professional manner, with an outcome that recognises the needs of both the community and Fulton Hogan’s commercial operation. “Both parties would like to recognise and commend the mediation process, facilitated by an Environment Court Commissioner, which enabled a forum by which frank and productive conversations could be held. Fulton Hogan said it looked forward to continuing its relationship and involvement in the Clevedon community over the coming years, and to providing a much-needed resource for Auckland’s continued development and maintenance of infrastructure. ew Zealand has one of the highest rates of bowel cancer in the world and every year around 3000 people are diagnosed and sadly more than 1200 die. The National Bowel Screening Programme is starting here in Counties Manukau this month and offers a free test for all women and men aged 60-74. The screening test is easy to do and will save lives by detecting cancer at an early stage when it is easier to treat.

Dr Daniel Calder, a GP in Botany Junction Medical Centre, explains that bowel cancer can develop without many signs: ‘By the time there are more obvious signs such as weight loss, changes to bowel habit and visible bleeding, the cancer has usually grown for some time and is therefore more complicated to treat.’ The bowel screening test identifies tiny amounts of blood in the stools (faeces) that you cannot see and this allows early detection before there are other signs. ‘Our team in Botany Junction knows the importance of early cancer diagnosis and this is why we recommend that our patients participate in the new screening programme’, says Dr Calder. Keep a look out for your invitation letter in the post, these will be sent out
gradually to those who are in the right age range (60-74). The bowel screening kit will be sent out shortly afterwards, with clear instructions of how to take the sample. Information on the test is also available in other languages including te reo Maori, Samoan, Tongan, Niuean, Hindi, Chinese and Korean. The results from the bowel screening will be available within 3 weeks from when you send off the sample. Those who have an abnormal bowel screening test will usually be offered a colonoscopy. The colonoscopy involves passing a thin, flexible telescope through your back passage and looks at the inside of your large bowel. It is important to remember that not everyone who have an abnormal bowel screening test have cancer. Some will have bleeding from piles (hemorrhoids) and others have innocent growths (polyps) in the bowel wall. These polyps are not cancer, however they can develop into cancer over time. Retirement home coming to Beachlands M
etlifecare Limited has announced an investment of around $180 million for a new retirement village in Beachlands. They will be purchasing three adjoining properties for a retirement village development in the fast-growing coastal community of Beachlands. Chief executive Glen Sowry says the new Karaka Road site would provide Metlifecare with an opportunity to meet the needs of an area that is not currently served with retirement living options. “This is one of Auckland’s growth hotspots,” he says. “Significant residential intensification in the rural and coastal area from Cockle Bay through Whitford and Clevedon, and along the Pohutukawa Coast (Beachlands, Maraetai and Kawakawa Bay) has resulted in substantial and ongoing population growth.” This is set to escalate further as housing development takes advantage of the new zoning opportunities opened up by the Auckland Unitary Plan. “The area’s demographics are already extremely favourable with an older-thanaverage population, high levels of home ownership and median house prices of

Off The Fringe in Howick’s Elliot Street has become east Auckland’s first organic hair salon. They have reduced the chemicals used in the salon, part of their first step in caring for the planet. By using organic products, products that are safe for the environment as well as better for you, Off the Fringe is being part of the bigger picture, by taking some responsibility. “It is important to me, as an owner and stylist, to have a sustainable salon as I want to be able to do my part in helping protect the environment and show people that it doesn’t have to be difficult,” says Bridgette. They have recently become accredited as a Sustainable Salon, meaning the next step in their footprint is taken care of and almost every bit of waste is turned to good. Many will be surprised to learn that the salon
industry sends more than 1500 tonnes of recyclable aluminium back to landfill each year in New Zealand and in Australia. Add to this the waste of plastics, colour tubes, cut hair and other salon waste, and the cost of your hair treatment becomes higher than the price you pay to the salon. Off the Fringe Organic Hair Studio is changing all this. “The salon industry needs to take action now, and take care of the environment as much as we take care of clients”, says
Bridgette. “We care about making Off the Fringe as eco-friendly as possible, and when we looked at what we could do to become more sustainable ecologically and economically, becoming part of the Sustainable Salon movement was the obvious next step in achieving this.” Off the Fringe now recycles 95% of their waste by using the comprehensive resource recovery programme offered by Sustainable Salons.

Keeping our roads safe Whether it is getting to or from work, picking up the kids, or visiting another part of our country, New Zealander’s rely on our roading network to get around. That is why it is important to keep ensuring we are keeping our roads safe. In Government, we took this responsibility seriously and introduced a range of policies to make our roads safer. We changed our give-way rules, introduced a ban on phones while driving, lowered alcohol limits, and invested in major new highways on our busiest roads to make sure that they were safe.
In opposition, we are continuing to push new ideas to help make our roads safer. A policy we currently have before the Parliament would allow the Police to treat drug-driving more like how we treat drink-driving and let police officers conduct random road side testing for drugs. Currently, the Police can only test for drug-driving by requiring a behavioural test (like walking in a straight line) or after getting a blood test done.
Under our proposed law the Police would be empowered to take an oral swab and test for drugs. This is much less evasive and more efficient at figuring out if someone is driving under the influence and something that the Police, Ministry of Transport and road safety experts have all agreed could help save lives. If you take drugs, you should not be behind the wheel and the Police should be given more tools to able to stop you from putting our communities at risk.
Moreover, we committed $600 million for road safety improvements up and down our roading network in 2016 and committed to major upgrades of ten of our busiest state highways to ensure that they became some of the safest roads in the country at the 2017 election.
That is the key idea this Bill seeks to put in place and I look forward to seeing it debated in Parliament.

High-flying author wings her way to Howick College S
he created a lot of excitement with brown feathered wings that were four metres long as she recently visited Howick College. At the College on the invitation of the Creative Writing group, Jess Pawley signed her first publishing contract at the age of 22. She penned her first novel at age 11 and says writing has always been an addiction for her. Hard work and determination is a pay-off was the message the author passed on to the students. Pawley’s Young Adult series Generation Icarus has been flying high since being picked up
by Auckland publishers Steam Press in 2016. Her book Air Born is the first in the series of stories about teens who have wings. After gaining a huge following on Wattpad (a community of readers and writers), Jess decided to self-publish and it was this version that was discovered by Auckland publisher Steam Press. Since then, the story has been re-worked and has enjoyed great international success with Russian and Chinese editions and a TV series under discussion. The second book in the series Take Flight is due out in August this year.
Gaining a Diploma in Writing while also completing NCEA Level 3, she says that since then, she has worked hard at accumulating an astounding 1.6m words over the course of writing and re-writing the four books in the Generation Icarus series, her Master’s Thesis, two novellas and other works. About her wings, they were created by a US company and feature in Pawley’s author events, wowing the audiences. Geraldine Jamieson, English teacher and supporter of the school’s creative writing group, said it was a school trip to the recent Auckland Writers Festival that spurred her to set up the visit.

Information on the ownership of these entities (by New Zealanders or overseas people) is not currently available. The corporate category excludes most trusts, because each trustee must provide information about their citizenship or visa status. Therefore, most trusts are included in the statistics for individuals rather than corporates. In the March 2018 quarter, the territorial authority with the highest proportion of home transfers to people who weren’t New Zealand citizens or resident-visa holders was Queenstown-Lakes district (9.7 per cent of all home transfers), followed by Auckland (at 7.3 per cent). “The proportion of overseas home buyers varies across Auckland. For example, it was 1.7 per cent in Franklin and 19 per cent in the inner city (Waitemata) in the March quarter,” Ms McKenzie said. “Consultation about amendments to the Overseas Investment Act may have been a factor in recent increases in the proportion of transfers to non-New Zealand citizens and residents. The proposed changes could make it more challenging for overseas
buyers to purchase residential land in New Zealand.”Including homes, land, and commercial property, 4.3 per cent of all property transfers involved at least one buyer with overseas tax residency in the March 2018 quarter (compared with 3.0 percent in the March 2017 quarter). The tax residency status for a further 41 per cent of transfers was unknown. “Many buyers and sellers are exempt from providing tax details if they’re transferring their main home,” Ms McKenzie said. “However, citizenship and visa information is required for nearly all transfers, excluding a small number of transfers such as Maori land transfers and Treaty of Waitangi settlements.” Tax residency is not the same as nationality. An overseas tax resident may be a New Zealand citizen living overseas. Alternatively, a New Zealand tax resident could be an overseas citizen who lives in New Zealand, or a company with overseas owners. Meanwhile Real Estate Institute of NZ (REINZ) said the figures were very close to the numbers it released at the back-end of 2017 which indicated that only 3.8 per cent of sales were to offshore buyers.

n the March 2018 quarter, just over 3 per cent of home transfers were to people who didn’t hold New Zealand citizenship or resident visas, Stats NZ said last week. “The proportion of homes transferred to overseas people rose to 3.3 per cent in the March quarter, from 2.9 per cent in the December 2017 quarter,” property statistics manager Melissa McKenzie said. “This increase was driven by a fall in the total number of transfers, and a small rise in the number of transfers to overseas people. The proportion of overseas sellers also increased in the March quarter, to reach 1.5 per cent, after staying steady at 1.3 per cent for a year.” Nearly 33,000 homes were transferred in the March 2018 quarter. Almost 4 in 5 of these were transferred to at least one New Zealand citizen. The other 1 in 5 were transferred to corporate entities, resident-visa holders, and overseas people. “Home transfers aren’t just the sale and purchase of houses, although for simplicity we refer to the people involved in transfers as buyers and sellers. They also include the transfer of a deceased family member’s home, a marriage settlement, and administra-

Howick Pakuranga Hockey Club is holding its annual Life Member’s Day at the hockey stadium at Lloyd Elsmore Park this Saturday. Formed in 1974, the club is now 44 years old and boasts being one of the largest hockey clubs in Auckland. The day begins with the juniors from 8am until 12am. Howick Pakuranga Hockey has 23 teams playing in the junior competition with players aged between 5 and 13. There will be a sausage sizzle, face painting and a bake sale to go along with matches being played. A raffle for a Black Sticks shirt belonging to one of the club’s international players is the star prize. At 1pm, the first of the feature matches is the Howick Pakuranga Premier women playing ABC from the North Shore in the intercity competition. Both teams are looking to secure a position in the top division in the second round and are on equal points with two matches left in the qualifying round. At 2.30 pm the Premier Men take on old rivals Somerville. Howick Pakuranga are leading the men’s intercity competition and will have three Internationals playing from the Commonwealth Silver medal winning team in the line-up as well as a couple of international development players. The majority of the team have come up through the junior club. A win will guarantee top spot! Accompanying these matches are the Division 1 and 3 men and women who will relish playing in front of home support. The club will welcome all comers to watch the games all through the day, especially if you have had connections with the club either as a parent or a player. A second generation of players is now coming through and several old timers from the 70s are still playing. Money raised goes to the Life Members’ fund that helps develop players through grants and training.

akuranga College 1st XI Boys hockey team outperform rivals to qualify for the Supercity Premier Championship. The Pakuranga College 1st XI Boys Hockey team have qualified for the Supercity Premier Championship. This is the highest level of hockey at school level and they will be joining Auckland Grammar, Kings College and St Kentigern College as the top four Auckland schools competing against the top four schools from North Harbour. The team have out-performed Sacred Heart, Macleans College, St Peters College, to name just a few and risen to the top level of competition. Team captain Mortaza Sahar said: “The win reflects the hard work and effort the guys have put in. It’s taken three years to get to this level and has been a long time coming. “The championship will be a great opportunity, even if they don’t win, it will give the team the exposure to what it takes to compete at this level, and playing against some of the best teams in the country.” The team is coached by Pakuranga College director of sport Clive Daniels and Matthew Dowdle.
