elcome to the 2017/2018 issue of Design & Build Franklin, an annual publication which comprehensively covers subdivision development, lifestyle opportunities, building expansion and general growth through Franklin and neighbouring southern areas. Intended to give newcomers to the region, and anyone interested in re-settling within Franklin (south of Auckland), a complete picture of its unique communities, from town living to off-the-grid rural locations, Design & Build is an informative and instant guide to the district as it is now and as it is developing. An area which is burgeoning, there are numerous new major housing developments underway and more on the horizon as well as infrastructure plans to deal with the growing population. the new estates and associated services. With many people also looking to Franklin for smaller lifestyle blocks, there is much to recommend the wider area most of which is within reach of excellent public amenities and just a stone’s throw from the motorway and State Highway 1. While weekend country life is prompting people who work in the city to purchase larger blocks of land in Franklin, for some families, the appeal lies in the vibrant, rural township of Pukekohe with its excellent schools and shopping or the historic charm of Waiuku. Others are enticed by the prospect of new communities such as Paerata Rise now in the formative stages. Building your dream in Franklin The frenetic property activity of the past two years has slowed being replaced by a more considered and relaxed approach to home ownership, which is good news for those seeking a home in Franklin.
S
upply and demand of residential housing continues to be a political hot potato, but the frenzy has calmed considerably. However, sections are still being snapped up and there are more home and land packages available than has been for some time. With its beautiful countryside, slower pace of life and friendly locals it’s no surprise Franklin is top of many people’s lists as their district of choice. Here’s a snapshot of some of the smaller developments and subdivisions in the area. This list is indicative only. For a comprehensive overview of building opportunities in the area contact your local land agent. ■■ Lisle Farm Drive, Pukekohe – seven sections in an all-new development beside Ryman Healthcare Retirement Village and between two notable subdivisions, Newsham Park and Anselmi Ridge, Section sizes range from 654sqm - 823sqm, prices from $370,000 to $410,000 inclusive of GST . ■■ Rowles Road, Pukekohe – sections range between 801sqm up to 1,052sqm offering an opportunity to secure anywhere between 1 and 32 residential sections with services to site. The Water Care contribution for all sections will be paid by the developer. ■■ Regis Park, Pukekohe – sections available in Stage 3 of this development on the north eastern side of Pukekohe Heights. ■■ Queens Rise, Pukekohe – McConnell Property has 24 premium 1000sqm, residential/lifestyle sections priced from $529,000. subdivided into approximately 40 large sections of roughly 800sqm Possibility of creating smaller divisions in the future. With a wide road frontage, it is a two minute walk from the Karaka Inlet subdivision. ■■ Paerata Road, Pukekohe – commercial design
and build opportunities on approximately 2.8ha of land in the middle of the Paerata Rise housing development. Located on a high profile corner site, tenancies will be from 400 – 5,000sqm and will appeal to trade suppliers, cafes, garden centres and other rural related activities.
Belmont – a new era More than 10 years since the idea was first mooted some 72ha of former farmland in Pukekohe is well on its way to becoming the town’s biggest housing development. Expected to provide some 720 new homes over the next 10 years, Belmont lies on the western side of Pukekohe bordered by Pollock Road and McNally Road to the south and Maxwell Road and Adams Road to the west. The northern edge is bounded by Kauri Road. Sections are now sold out but there are great opportunities for house and land packages available from a variety of builders. As Belmont was made a Special Housing Area, 10 per cent of the subdivision has to be made available for affordable homes. These feature double storey, trendy duplexes with 3-bedrooms and 2-bathrooms plus quality construction with a total floor area of 137m. Whilst compact, the developers say they are noticeably larger than most other affordable home designs on the market. They say the bedrooms are spacious and they have been able to incorporate a second bathroom. There are special eligibility requirements to be able to purchase these designated homes.
Primarily purchasers must be first home buyers. These houses are available only to New Zealand citizens or permanent residents who must live in the property for a minimum of three years before they can resell it. In addition, the maximum individual household income cannot exceed the gross household income of $104,956. Maxwell Estate is the first stage to be developed. The 70-lot subdivision borders Victoria Street West and McNally Road and has a range of section sizes, including smaller sections for more affordable housing options. Belmont Park Estate is a 15.7 acre boutique development located on the corner of Jutland Road and Victoria Street West. The development will provide 122 custom-designed sections to accommodate new dwellings of mixed types suited to young families through to senior citizens. Titles for the land were issued in September 2017 with building starting straight away. As Belmont grows, a new primary school and shopping centre will be built. Recreational facilities such as parks and cycleways are also planned for the subdivision.

Drury SHAs – history One of the most frequently heard complaints is about the time it takes from drawing board to the start of a new build. That’s something that can’t be levelled at the two Bremner Road Special Housing Areas in Drury known as Auranga.
T
he pace that has been achieved at Auranga from SHA to plan change, subdivision consent and earthworks is believed to be one of the fastest in New Zealand history. The Auranga SHAs were approved as part of the Auckland Council’s tranche 6 and 9 special housing areas and were only established in August 2015 and February 2016. The first subdivision on 68ha is expected to yield 1000-1500 new homes over seven to nine years with the first homes ready for their new owners in early 2018. The land was rural, but zoned future urban under the proposed Auckland unitary plan. Late in 2017, Auranga’s managing director,

Charles Ma, received Auckland Council planning committee’s approval to extend its initial subdivision. This will involve rezoning the 84.6ha extension as mixed housing urban and mixed housing suburban to provide for about 1300 more homes. The plan change has been publicly notified and is open for submissions. Mr Ma says the Government, council, utility providers and private developers can work together to speed up the supply of good quality housing in Auckland. “I am immensely proud that everyone has worked so hard and well together. This resulted in our application to rezone the greenfields site for residential development being unanimously supported by submitters, and has enabled work to
start in extremely quick time for a project of this scale”. Auranga, meaning ‘a life force that sets progress in motion’, will provide 1350 new homes including apartments, duplexes, terraced and stand-alone homes. Over 200 will be affordable homes, which is 50 per cent more than required under SHA provisions. “Auranga is about people, community and providing the foundations for good living,” says Mr Ma. “Often developments try to create a sense of community, but end up being just rows of houses with no heart and little atmosphere. “I love timeless, elegant aesthetics and beautiful outdoor spaces. Auranga will be a celebration of traditional architecture and visually

New Drury town
A new town centre for Drury is a step closer with Kiwi Property Group Ltd have settled its acquisition of 30.6ha at Drury in September 2017, after being given approval for the purchase from the Overseas Investment Office. Kiwi Property Group, which owns Sylvia Park, has bought a total of 51.3ha encompassing three greenfield sites next to the junction of the Southern Motorway, Great South Road and the North Island main trunk railway line. The company intends to build a new town centre next to planned business and industrial parks as part of its commitment to be part of Auckland’s future growth. Kiwi Property chief executive, Chris Gudgeon says the group’s vision is to develop a town centre to complement the existing Drury town centre. It will be staged over the next 20 years to coincide with predicted population growth, household formation and employment growth in South Auckland.

Mr Ma and his team of internationally renowned urban designers and planners have taken a macro – ‘more than insulation’ – view of sustainability. “Sustainability has to be the whole picture. We have designed the street network to reduce vehicle kilometres travelled per household by up to 30 per cent. And, with the expansion of employment nodes in Auckland’s south we hope to achieve employment levels as high as 92 per cent selfsufficiency; that’s more local jobs than anywhere
else in urban Auckland,” Mr Ma says. For people wanting to work outside the area, the proposed new railway station at Drury and electrification of the existing rail line will help provide congestion-free connections north and south. About 30,000 native and eco-sourced plants will be planted at Auranga and will be well established when the first homes are ready for their new owners in early 2018.
Waste not want not A wastewater pump station is being built at 207 Bremner Road in the Drury 1 precinct (Auranga), designed to service a population of 10,000, including the residential component of Stevenson’s Drury South development and its Drury South industrial precinct. In addition, a site is being reserved for a Watercare Services pump station that can service additional dwellings and enable Watercare to develop a wider wastewater network.
Drury, 35km south of Auckland’s city centre, is the new centre of activity in the Auckland region, with construction of between 6100 and 10,800 homes anticipated on 1000ha within 10 years. That’s a potential population explosion of 30,000 people in an area which was all green fields two years ago – apart from the small Drury township which, at the 2013 census, had 1200 homes and a population of just over 3500. After years on the drawing board new housing and Stevenson’s massive Drury South business and industrial park are on the fast track thanks to Auckland Council putting up nearly $18 million to kick start the development. The investment will enable the first stage of the spine road to be constructed, opening the door to an initial 700 new homes. The funding will be recouped from development contributions. Mayor Phil Goff said, “Auckland needs houses and we’re acting now for the fast delivery of new homes in our city over the next six to nine years.” The Drury South Phil Goff development is the first project to go through Government’s Special Purpose Vehicle Crown Infrastructure Partners. “The funding of $17.9 million for the spine road will ensure the Drury South development does not miss the summer construction window and new homes in South Auckland can be developed quickly. “Without the spine road, development in Drury South would stall until such time as funding via the Government SPV was agreed. This decision means we can get on with the job now. “South Auckland represents our largest opportunity for building new homes. When complete, Drury South will provide 700 new homes and 5000 jobs for Aucklanders, and contribute around $2.3 billion per annum to our regional GDP,” said Mayor Goff. Deputy Mayor and Franklin ward councillor, Bill Cashmore, said: “The decision is great news for South Auckland. It means the Drury South development will put houses on the ground quickly and ultimately create employment opportunities for 5000 people.” Design and Build Franklin — 2017-2018 — 15
Village life at its best in Patumahoe I ts name has a fierce meaning but Patumahoe is one of the friendliest villages in the district, welcoming an ever-growing number of newcomers with open arms. Just under 10kms north-west of Pukekohe, it is one of Franklin’s oldest settlements. Its name is of Ngati Tamaoho origin and means, ‘to kill with a club made of mahoe wood’ and recalls a significant battle that took place in the area. Patumahoe holds great cultural significance to mana whenua and plays an important part in the history of the region as a centre of transport and trade as well as a place of settlement and cultivation. Modern day settlers enjoy living in rolling hills between the lower reaches of the Waikato River and the southern shoreline of the Manukau Harbour. The village is a busy hub with a growing residential population and the immediate surrounding district is market gardening, small land blocks supporting horticultural activities and horse training blocks. It has two good local schools, day care amenities for ages 2-5-year-olds, plus café, bakery, hair salons, 4 Square and two great pubs and a restaurant. Many of the residents commute into Auckland for employment and are well established after snapping up the early subdivision in the Patumahoe Village development. Fortunately, more house and land packages are coming on stream to satisfy demand. In the pipeline Searle Group’s subdivision in Kingseat Road has 40 new residential sections and has resource consent for a further 76 new residential sections on Patumahoe Hill. Earthworks were due to start in October 2017. Anyone who moves to Patumahoe will enjoy being part of a well-established community. The village has a thriving historical society which has published a book containing 224 pages of Patumahoe’s rich and colourful history spanning several centuries to the present day. It is full of photographs, memories and historical events researched by a dedicated team of well-known locals. The primary school recently celebrated its 150th anniversary and Patumahoe Rugby Club (established in 1886) is one of the oldest rugby clubs in New Zealand and the very first club established in the Counties Manukau region. A popular local attraction is Wrights Watergardens, built around the historic Mauku Waterfall and stream. During the 1800s, a huge waterwheel was located at the top of the waterfall which powered the flax mill built beside it. Once dismantled, the area became a favourite picnic spot and the site of many wedding proposals. After the Second World War, the land was turned into a rock quarry which provided much of the hard metal for the roads leading out to

evelopers of a new community on former Wesley College land near Pukekohe have changed its name. Grafton Downs Ltd and the Wesley College Trust Board have re-named the development, Paerata Rise. Previously it was to be Wesley New Town but objections from the residents of Wesley, a community in Mt Roskill, has resulted in the name change. As well as acknowledging the existing Paerata community, the name is a nod to the te reo Maori meaning of Paerata – ‘horizon of the rata’. “It was important to those involved in the development that the name was in keeping with, as well as inclusive of, the area’s heritage,” says Grafton Downs executive director Chris Johnston. The foundations of Paerata Rise are well underway on location, 45-minutes south of Auckland. Those involved in the development promise it will be a community with a difference. “We will work closely with approved build partners to create a unique place to live where homestead architecture is envisaged,” Mr Johnston says. The announced build partners are local companies namely GJ Gardner, Signature Homes,

With Stage One earthworks complete, waste and water pipes complete and the onsite civil work well underway, the build partners will have access to roads January 2018 to start building. Upgrade ‘urgent’ Still a long road to ease congestion
N
ational Road Carriers says the Redoubt Road – Mill Road project in South Auckland is a priority project badly in need of funding urgency. While NRC welcomes the planning decision to allow the project to proceed subject to conditions, it remains concerned that the project remains unfunded, and construction is still years away. NRC chief executive David Aitken says there is a disconnect between intention and action, and Auckland desperately needs an alternate connection from SH1 to the south. Aitken says that while Auckland Council has agreed the Mill Road corridor upgrade is a priority in its 10-year long-term plan, congestion is getting worse, and there are significant crash hot spots at junctions and curves along the present route. He notes an estimated 10,000 new houses are tagged for construction in special housing areas, and in the medium term around 160,000 additional people, equivalent to the size of Hamilton, are projected for this district. “Yet, Auckland Council has still not funded the corridor project. Consequently, construction is not expected to start until 2020 on the Redoubt Road, Mill Road section, and not start on the southern part until 2025,” says Aitken. “NRC strongly encourages the Auckland Aligned Transport Project (ATAP) currently developing a new 30-year transport strategy for Auckland and its partners to provide funding certainty to ensure the full Mill Road corridor is ‘ready to go’ well ahead of when housing and business growth occurs,” says Aitken. “Auckland has a tradition of finding its infrastructure delivery falls well behind urban 18 — Design and Build Franklin — 2017-2018
growth. In our view, it should lead growth development, and we expect ATAP to replace this short term approach to providing Auckland’s critical infrastructure with a more strategic and sure ‘whole of route’ planning, funding, and delivery of
the road within 10 years,” he says. “We suggest that the freight benefits alone of an early delivery will be a significant and justification for an accelerated programme,” says Aitken.
Safer rural roads on the drawing board Six million dollars has been allocated by Auckland transport to improve rural roads in the south-eastern quarter of Auckland. A high accident rate on south-eastern rural roads has prompted Auckland Transport (AT) to allocate $6 million to improve them over time. The Self-Explaining Rural Roads (SERR) project covers about 130 kilometres of roads, mainly in the Whitford, Maraetai and Clevedon areas and is aimed as reducing the high accident rates on many roads in this area which saw six fatal crashes, 44 serious injuries and 198 minor injury crashes between 2012 and 2016. By mid 2017 many of the measures to be taken were in the final design stage, with improvements scheduled to begin in the next financial year, subject to funding. Measures to be introduced include rationalising existing signage and improving destination signs and those on curves. Road markings will be improved, including the introduction of a wide centre line where feasible.
Gateway treatments at approaches to villages will be made consistent and safety barriers will be installed at a few locations. Shape corrections will be introduced on Brookby and North Roads and safe cycle bays will also be installed on North Road. Auckland transport says the SERR approach concentrates on three key principles – functionality, homogeneity and predictability. Functionality requires the creation of a few well-defined road categories and ensuring that the road design matches its intended function, while promoting appropriate road user behaviour and reducing error. Homogeneity involves road designs that promote equilibrium and vehicle speed, direction and mass equality. While this can be a challenge on rural roads, AT says speed variability is a significant factor in fatality rates on rural roads. Predictability involves keeping the road design and layout as uniform as possible.

‘State Highway 1 to hell’ on road to recovery?
A
rguably one of the biggest bugbears of living in Franklin is the time it takes to drive to Auckland. Commuters have to leave home earlier and earlier to make sure they get to work on time. Over the past few years the traffic jams have been slowly but surely starting further south, so much so it’s not unusual to find yourself sitting in a queue from Bombay. What’s more, traffic build up is now occurring outside of the usual morning and evening peak times. Sunday afternoons being just one time when Drury to Papakura northbound on the motorway is often heavily congested. With up to one million more people expected to call Auckland home within the next 30 years, the largest growth is set to occur in the south with an expected 42,000 homes and 19,000 jobs across an area that includes Pukekohe, Drury, Paerata and Takanini. To support the population growth the NZTA is planning improvements to SH1 between Bombay and Papakura and new and improved public transport including rail upgrades. It is one of the first projects from the agency’s Supporting Growth Programme and will build on the improvements delivered by the Southern Corridor improvements project between Manukau and Papakura. Improvements could include upgrades to road corridors, additional lanes, new or upgraded interchanges, intelligent transport systems and new local road connections Intelligent transport systems, such as lane control signals and variable speed limits, could be used to manage congestion and motorway access.
Along with CCTV, these systems help improve incident detection and management capability. Also under consideration is the way in which additional lanes could be used to more efficiently move people and goods. This could be done by reserving lanes for specific customers such as trucks carrying freight, or vehicles carrying more than one person. Wider shoulders could also be used by emergency vehicles. The project could include a new shared walking
and cycling path along the western side of the motorway corridor. It would be a continuation of the shared path constructed as part of the Southern Corridor Improvements Project. The path would connect with communities on either side of the motorway. As well as connections at interchanges, there would also be connections to local roads along the route. After public consultation, a timescale for the improvements is expected to be announced during 2018.
Slow, slow, quick, quick, slow The seemingly incessant roadworks on SH1, which have further exacerbated appallingly lengthy commute times, are showing their worth. By mid 2017, the additional southbound lane between Hill Road and the Pahurehure inlet had begun to make a real difference with motorists achieving up to 60kph (sometimes more) on this stretch. The extra lane is intended to help manage any additional traffic coming from SH20 and further west as a result of the new SH16-SH20 connection.
New Takanini on-ramp Helping to relieve the bottle-neck at one of SH1’s busiest sections is a new northbound-on ramp at Takanini. Due to land constraints, the design of the on-ramp has changed from a diamond design to a 20 — Design and Build Franklin — 2017-2018
loop design which will cope with a larger amount of traffic. In a similar location to the original on-ramp, the new structure consists of two lanes up to the bridge over the railway before it morphs into three lanes to provide a freight priority lane to bypass ramp metering signals. At about 900 metres long before it joins the motorway, the new on-ramp will improve safety, reduce queuing and make it easier to merge onto the motorway. Its positive efforts were already being felt by mid 2017 and as work continues, benefits are expected to be even greater.
Orams Road bridge Work to rebuild Orams Road Bridge began in June 2017 and it new construction will accommodate widening of the motorway below which has
received an additional fourth lane. The new bridge was reopened for use in October 2017.
Pahurehure Bridge widening
A new bridge to replace Pahurehure Bridge will increase it from two lanes in each direction to three lanes, with wider shoulders. It is the northernmost bridge at the Pahurehure inlet and its location in a sensitive coastal marine environment has been a major consideration in the new design. Instead of widening the existing structure by clipping new lanes on either side, a new, more resilient and safer bridge will be built. The project team has worked with local iwi to complete the design. The motorway will continue to operate as usual with construction having begun in mid-2017.

New home haul comes to fitting end Two years ago, HELEN PERRY editor of Design and Build Franklin set out on a new build journey with Signature Homes. After seven months in the completed house she’s as happy homeowner.
W
e all like to think we’ll stamp our own signature on a house but my house can rightfully claim to have two signatures stamped all over it. That’s because on Christmas Eve 2015 we signed on the dotted line, contracting the Franklin franchise of Signature Homes, owned by Murray Garland, to build our new Pukekohe home. The journey had really begun several months earlier when our Pakuranga home of 17 years was set to go under the hammer. We had already been looking for a section around Pokeno or Patumahoe but then decided we really wanted to be close to all major amenities in Pukekohe. We found a section on the hill and almost bought it before our house sale was completed, but we didn’t. Then, because we had long settlement – three months – it was a nervous wait to finally secure the land in November of 2015. The Signature Homes team then started work on our plan, one we already had firmly in mind based on our former home. After a mind-reeling few weeks of trying to decide on materials, hardware, colours and more, we were more or less ready to begin. And, thereby, began 14 months of navigating the ins and outs of creating a home just the way we wanted it! I don’t believe any house build goes entirely smoothly but ours went pretty close even though I knew signing the contract at Christmas would inevitably means delays in consents and permits as the holiday break set in. Although frustrations over weather delays and council hold ups did give rise to the occasional “bloody hell” and the more than occasional rant at man about the house, they were soon forgotten when we finally hunkered down for a nasty 2017 winter in a home that was exceptionally warm and comfortable. Once the formalities were in place, around the end of March 2016, it took a few more weeks before building work was underway. I was somewhat anxious; I knew winter was coming and 24 — Design and Build Franklin — 2017-2018
the weather would likely delay progress. It did. Initial dreams of a June handover, then August, then mid December, weren’t to be. We were fortunate to be able to rent our former home which meant we didn’t have a double move. What’s more, I made good use of the long build months to gradually clear cupboards, dispose of years of accumulated household goods and pack what remained into storage boxes. With both of us working full time, the delays didn’t really bother us and weekly progress reports, which came by email with two or three photos attached, kept us updated. With the completion of each major step, there was great excitement. And, with each minor holdup there was great irritation – for a few hours anyway! In particular, as a full time working woman I did have difficulty finding time to look at fittings and
fixtures which meant I often felt hurried. Signature Homes had various ranges we could consider. While it was possible to choose outside of those there were difficulties to resolve when it came to installation and warranties. I did buy some of the bathroom fittings from approved companies which worked out fine but I was disappointed when the roofing subcontractor had issues about us purchasing coloured long run from Kiwi Steel where my sister-in-law was employed. He was not really prepared to work with our product, possibly because he would have missed out on his cut of the purchase price. In the end, I couldn’t be bothered arguing the point but I was less than happy when one of the only issues that ever resulted from this build was our guttering – the fall was poor in three areas resulting in leaks which took some time to repair. Needless to say, I lost all
confidence in that particular subcontractor. On the other hand, everyone we dealt with personally via Signature Homes was fantastic. Seb from PS Electrical, which did our wiring and lighting plan, was patient and obliging making several sensible suggestions. But it’s hard to think of everything and we did overlook putting an outdoor power point near our deck, a small issue but one that is not so easy to rectify. Heading the building team, Jason was so easy to communicate with and no request made to him seemed difficult. The tiler, too, was excellent; in fact, my walk-in, fully tiled shower is a constant pleasure – I love it. Now I want him back for some outdoor tile work. When it came to the kitchen, we took it out of the price equation because I just knew I would probably refine my ideas several times over and I did! On the other hand, we actually used Mastercraft Kitchens in Manukau Rd, the same company which is also contracted to manufacture kitchens for Signature Homes. I worked with Kim and was delighted with her patience and the ultimate outcome. Friends and family have all raved over the finish and materials, in particular, the scullery. I am probably one of the few who have insisted on cupboard doors in the scullery and I’m glad I did. They look great and I don’t worry about dust (or grease) creeping in and I don’t have to keep every shelf in perfect order. And, yes, for those wondering, I changed my mind several times; started with one budget, spent quite a different budget and amongst it all, purchased some items from other sources. The black and white theme came together perfectly and
I’m thankful I spent the extra on some ‘must have’ items, such as corner drawers, in this area. I’m pretty happy with the bathrooms too – colour consultant Nicky Booker did wonders with the whole house – I can’t thank her enough – but, in particular, her research and recommendations for colours (everywhere) and tiles in both bathrooms were near perfect. In hindsight I would have chosen different vanities (these had nothing to do with Nicky). As it was, I did make a change mid-stream but I’m still not entirely happy – mostly my own fault because I just ran out of time to research options properly. Nevertheless they do the job and if I can, I will change them down the track. I don’t want to rattle on but a few words of advice for those planning to build: ■■ Think carefully about those elements you look at or use every day and ensure they are what you really want. ■■ Don’t compromise on items you might later feel vaguely dissatisfied with. Try to do your research, make lists, visit showrooms and if you don’t like what is first offered, say, ‘no’ until you find what brings a smile to your face. ■■ Talk to your builder or project manager and make sure either/or is in a position to make decisions... and suggestions. I would have dealt directly with Murray every time had it been possible. I have previously said he was patient and always unflustered despite the pressures of a building boom. But I also realised that as top dog he had other clients who required his attention. In all, building with a major franchised company was quite an experience. We have built several
times in the past but always with private builders where contact was very much one-to-one with the builder. I missed that to a degree and I missed the more personal advice about what was available to us in the way of materials as well as the ease of making changes without major paperwork and added costs. On the other hand, the old way also left us having to do much of the work ourselves such as securing sub-contractors and shopping for most materials which I wouldn’t want to do again. On this build, the ‘subbies,’ we dealt with through Signature Homes, were knowledgeable, professional and mostly helpful. I dare say as time goes on we may see small things that we would have done differently – the deck is one area we want to develop as is our yard, more of a grassed paddock than a suburban lawn. I found landscaping costs particularly high – perhaps I was naive in this quarter – and there is still much to be done although some areas I am more than pleased with – I just love my birch trees, a reminder of my Finnish heritage. Now, I just need to find a gardener with a passion for colour who can come and help me develop the niceties already in place. Would I build again? Yes, but it pays to remember everything takes money, usually more than estimated. However, it’s wonderful to have a brand new home with the Signature(s) that have made this house personal to us. It’s spacious yet not too big, extremely warm (ducted heating throughout and sun-drenched) and its modern (such a change from the traditionalism I’ve had in the past). New hospital for Pukekohe Many local residents have long felt the need for an improved hospital in Pukekohe which would save travelling, on often congested roads to Middlemore. Now a local man has set the ball rolling with plans for a private, state-of-the-art facility.

ocal property developer Neil Young has proved he really does have a heart of gold after announcing plans for a state of the art private hospital serving Franklin residents. Mr Young, who owns multiple commercial properties in Pukekohe and Tuakau, including the Tuakau Hotel, says building work on the hospital was due to start early 2018 and would take two years. Franklin Private Hospital will be built on Manukau Road , next to Urgent Care Franklin. It will feature three fully equipped operating theatres which will cater for all types of surgery. It will also house a comprehensive radiology centre, including MRI and CT scanning, ultrasound and standard X-rays, orthopaedic and cardiology suites. Other speciality services will include a bariatric centre for weight management, an ophthalmology 26 — Design and Build Franklin — 2017-2018
suite and an ear, nose and throat and plastic surgery suite. There will be car parking for 200 cars. “We believe in Franklin and feel the time has come for us not to have to travel to Auckland for our tertiary health care needs,” says Mr Young. “Our vision is to provide services to the entire Franklin community. If we can work together with the local district health board to fund some procedures, all patients can be treated at the local facility, not just the privately funded ones. “The specialists at our hospital are all very well known in their respective fields, and will bring the best specialist care to Franklin. “We believe that a community is rated on its health care and education. These are vital reasons people choose to reside in an area, and with the opening of our own hospital, Pukekohe and its surrounds will be elevated to one of the most desirable areas in New Zealand.”
Mr Young says he is keen to give Franklin residents some ownership in the hospital and hoped they would buy shares in the facility down the track. Meanwhile, plans by Counties Manukau District Health Board to create a Franklin public ‘health hub’ centred round Pukekohe Hospital is still in the planning stage. Last year the DHB said it was working with local GPs to open a mini superclinic to cater for the medical needs of the area’s growing population. At the time the DHB said it expected planning for the health hub would be completed by the end of 2017. However, spokeswoman Kathryn de Luc says it is waiting on regional long term investment plans before any decision can be made. “The Franklin health hub is still being looked at but there is nothing new to report,” she says.
Living the high life Pukekohe could soon see its first ‘high rise’ giving residents a grandstand view of the Ecolight Stadium. Approval has been granted for a five level residential development opposite Counties Manukau’s home ground at 30 Franklin Road. The proposed tower will house 21 units in a mixture of two and three bedroom apartments, with a total of 43 on-site carparks. Originated by Avery Team Architects, one of the leading contemporary designers for intensive residential developments in Auckland, it is the first of what could be a trend for apartment blocks
in Pukekohe following the introduction of the Auckland Council Unitary Plan. The plan provides for intensification within already developed areas and opportunities for new residential areas. Pertinently, this permits 16 metre high apartment blocks with up to five, six or seven stories adjacent to the centre of Pukekohe. In Pukekohe, this will mainly be on the west and north sides of the town centre, but will also include many sites adjoining existing residential zones. Residents and landowners could be surprised to learn what could be built in their neighbourhood.

Franklin’s growing more than vegetables!
F
ranklin’s nutrient-rich volcanic soil and warm, temperate climate has earned it a reputation for producing top quality fresh vegetables. It’s world famous for its micro-climate, reliable rainfall and a gentle landscape ensuring just the right soil moisture for year-round production of potatoes and salad crops. Franklin is without doubt one of the fastest growing areas of Auckland but it has nothing to do with vegetables! Between the 2006 and 2013 census, growth was 12 per cent compared to eight per cent regionally. Its population is predicted to double to 106,800 residents by 2033. Special Housing Areas are underway in Pukekohe (Belmont), Paerata Rise (Wesley College land), Drury (Bremner Road), Clarks Beach and Glenbrook Beach. Land has been set aside south of Drury for industrial development, Beachlands has many new residents and smaller settlements are also experiencing population increases. Franklin is definitely a growing capital! Although Franklin is predominantly rural the area takes in the inlets and foreshores of the Manukau Harbour in the west and stretches to the
Hauraki Gulf in the east. Alongside its three main towns of Pukekohe, Waiuku and Beachlands there are a number of inland and coastal settlements such as Awhitu, Clarks Beach, Karaka, Kingseat, Bombay, Ardmore, Clevedon and Kawakawa Bay. Franklin has just under 20,000ha of parkland, ranging from small local urban parks to large regional parks on the coast. The large size of the area offers many and varied outdoor spaces that include numerous walking and cycling trails. A major attraction that draws crowds from across the country is Pukekohe Park which hosts horse racing and motor racing including the Supercars V8s. The area’s rural heritage is celebrated in local museums, farmers’ markets and bustling A&P shows. There’s no doubt that the district’s strong economy and opportunities to work locally, attracts people to live there. From 2005 to 2015, the local economy grew at an average rate of 2.2 per cent, keeping pace with the Auckland region rate of 2.3 per cent. In the same period it had a higher growth in the number of jobs on offer – on average 2.1 per cent compared to the Auckland average of 1.5 per cent.
TRAin neWs is eLeCTRiC With the announcement of plans to electrify the Papakura to Pukekohe rail line, Pukekohe just has to be an even more attractive place to call home. The Government has pledged $130million for the project which is joy to the ears of commuters who will benefit from a more reliable and efficient service. Transport Minister, Simon Bridges says the investment was in response to the growing population in the area and that electrification was a key element of the Government’s focus on supporting a cohesive, efficient transport system for Auckland. “Auckland’s population growth has meant more commuter trains using the rail network around Auckland and competing with the growing number of freight trains using this important corridor. “We’re committed to investing $100 million for a Third Main Line from Wiri to Westfield providing a dedicated freight line. This will increase the efficiency of this important corridor, allow for greater frequency, improve travel times and provide more reliability for commuters “We’ve worked closely with Auckland Council to come up with a long-term plan to deliver the transport system Auckland needs over the next 30 years. “This means we’re investing in the right projects, at the right times. Projects such as the City Rail Link which will deliver a step change in Auckland’s commuter rail network.” Other improvements planned include additional stations at Drury, Drury West, Paerata and Tironui with improved connections around Pukekohe. Also on the drawing board is plans for a high-frequency bus corridor connecting Drury West, Drury, Hingaia, Papakura, Takanini and Manukau.

n this hilly city we call Auckland, we can’t expect every section to be ‘on the level’. However, when it comes to building homes to suit all sorts of sections, Bret Robinson from Fowler Homes Auckland South has been on the level for more than three decades. “While we do have some tried and true designs, we don’t often use these because sections come in all shapes and sizes,” he says. “We’ve had clients come to us after other builders have turned them away because their projects are too complicated or won’t accommodate unconventional designs. ore and more people are leaving cramped, overpriced Auckland and discovering the beauty of rural Franklin. Despite being the site of New Zealand’s only steel mill, Glenbrook is anything but industrial and enjoys lovely coastal and countryside vistas that locals would rather remain a secret. Since being made a Special Housing Area, Glenbrook Beach has come to the attention of eager buyers looking to move to this attractive area. interchange at Drury, a commute from Kahawai Point to Auckland’s CBD takes approximately 60 minutes outside peak traffic hours. A ferry service to Onehunga has been proposed. It’s a lifestyle change that will appeal to young families and retirees alike thanks to its proximity to the local boat ramp and stunning local beaches. Kahawai Point will also contain extensive internal and coastal walkways and will accommodate affordable housing sections in line with Auckland’s Housing Accord and Special Housing Areas. At time of going to press, sections were available from $290,000.
Zero to hero
Auckland’s first Community Recycling Centre in Waiuku is undergoing extensive renovations to renew the centre and expand the facilities. Run by local social enterprise, Waiuku Zero Waste and owned by Auckland Council, the Waiuku CRC aims to limit the amount of waste that goes to landfill by reusing, repurposing and recycling as much material as possible. The $1million upgrade will add a new building, asphalt and concrete paving, pipework, a stormwater sand filter and a rain garden. Since opening in 2014, the CRC has achieved many notable results for the environment and has
grown from one member of staff to 11 staff and multiple volunteers. In 2016, the team diverted more than 1000 tonnes of reusable waste from going to landfill. Deputy Mayor and Franklin Ward Councillor, Bill Cashmore says the site plays an important role within the Franklin community. “Our entire region has strong ties to the land and the environment so preserving both is a priority. Waiuku Zero Waste has made a real difference in this space and I’m looking forward to seeing what the centre will accomplish in the future.”

– rights and obligations
here are many new subdivisions being started which will need fencing and then there is rural land which has its own boundaries. Both mean fencing which can be expensive. So, what are the legal requirements for a fence?
Who contributes? Generally, if you want to build a fence on a common boundary with your neighbour, or upgrade an existing one, you can expect the neighbour to go halves on the bill for an ‘adequate’ fence, one that is ‘reasonably satisfactory’ for its intended purpose. Discuss your plans with your neighbour before starting, and try to keep the proposal reasonable. They are entitled to object if they disagree about what is appropriate. If you can’t reach an agreement, or your neighbour refuses to pay half, there is a formal process you can follow. First, you must serve your neighbour with a ‘fencing notice’. The notice should state that it is served under the Fencing Act 1978 and it should contain the names and addresses of both you and your neighbour. It must describe: ■■ The boundary to be fenced ■■ The type of fence to be built
Who will build the fence The estimated total cost How materials are to be purchased The start date for work As well as various other matters set out in the act. For a notice to be valid it is important that it is completed correctly and “served” on the other party in accordance with the law. ■■ ■■ ■■ ■■
What if my neighbour doesn’t want a new fence at all? They should serve you with a cross-notice. They can object to part or all of your proposal if they believe the existing fence is adequate, or think your proposal is excessive. This cross-notice must be served on you in the same manner as the Fencing Notice was served, and as with the Fencing Notice, the cross notice must include certain information.
What happens next? If you can’t agree, options to resolve the dispute include mediation, arbitration, a Disputes Tribunal or a District Court. There are a raft of other issues and questions

“universally” misunderstood
ecent research in from BRANZ, the Building Research Association of New Zealand, reveals that “the building code is universally, mistakenly used as the target quality standard, rather than a legal minimum.” And, according to Bob Burnett, the Superhome Movement spokesperson, “The New Zealand Building Code describes the worst possible house you can build legally.” Architectural designer, Jo Hitchcock, who has been designing sustainable homes for nearly 20 years, says, “what a waste to do just the minimum.” While ‘building sustainably’ is a phrase we hear much more of these days, it is not always well understood. “Essentially, it’s designing and building in a way that harnesses natural resources efficiently, and ensures healthy design that has minimal impact on the environment,” Jo says. However, at a time when there’s more awareness of the earth’s finite resources, she’s concerned by homeowners’ increasing reliance on heat pumps – for heating and cooling – and believes this is mostly due to poor design. “If homes are well insulated, positioned to
capture sun and light, and there is suitable airflow with eaves angled for winter and summer sun, then reliance on heat pumps to such an extent wouldn’t be necessary.” And what about the perception that building sustainably adds unnecessary expense? “When people start looking into it, they realise that’s not the case. They need to consider ongoing costs. For example, what will the household power bill amount to when there is heavy reliance on heat pumps?” Jo’s also a member of the Superhome Movement, a group of designers, builders and suppliers keen to debunk the myth that building an energy efficient home is too expensive. She believes more people would embrace sustainable building principles if they understood that the purpose of New Zealand’s building standards is to legislate for minimum standards. Designing sustainably for Jo means having optimum sun and light coming in to a home, using thermal mass to store heat, and effective airflow that enhances energy efficiency all year round. Through her practice, H Architecture, she also follows the Lifemark star-rated certification guidelines, which are focused on creating
accessible homes for everybody. “We do need to senior-proof our homes as we’re getting older but Lifemark is about more than that – it’s about great design for any age. For example, a front door wide enough for a baby buggy to go through will easily take a wheel chair too.” Committed to designing the best possible homes, Jo shares her design inspirations: “I love getting light and sun coming into spaces from unexpected angles, and retaining good sight lines throughout a building. I like to make each room feel special, because designing a home isn’t just about a collection of rooms.”
Energy efficiency tips for winter
■■ Check your insulation, ceiling and underfloor, is at least 200mm thick. ■■ If you can’t double glaze, floor-length curtains with a quality thermal layer are the next best thing. ■■ Make sure moist air is extracted from kitchens and bathrooms and avoid drying clothes inside – it’s much easier heating cold, dry air than cold, moist air.

Te Kauwhata Major winner in Government housing boost
I
t’s bulldozers at the ready following the announcement in mid 2017 of a $37million funding package towards infrastructure costs in north Waikato. The Government loan will speed up a proposed 2600-home subdivision in Te Kauwhata, on the shore of Lake Waikare. The money isn’t for houses themselves but for the provision of roading and water connections needed before homes can be built. Announcing the interest-free loan, Minister of Building and Construction, Nick Smith said it came with an environmental bonus. “The $32m investment that’s going into water infrastructure in the Waikato District not only has the dividend of 2600 extra sections in that community, but enables us to remove all of the existing wastewater that’s going into the Waikare Lake and the Whangamarino wider wetland,” he said. Waikato District Council’s successful bid to the Government’s infrastructure fund has been awarded out of a $1b fund to support 60,000 new homes in the so-called golden triangle between Auckland, Hamilton and Tauranga. It will result in the construction of more affordable housing to cater for the spill over effects of people moving out of Auckland. The Government’s decision to approve Waikato District Council’s application recognises opportunities the Waikato district offers in terms of addressing the pressure on Auckland’s housing shortage. Much of the district’s growth is being caused by internal migration as Aucklanders look for cheaper homes and alternative lifestyles whilst still being

Building consents statistics show Waikato district has overtaken Wellington to be the fourth highest-growth area in the North Island, and household growth rate projections indicate Waikato district will surpass Hamilton to match Auckland’s growth rate over the next 26 years. The council’s chief executive, Gavin Ion said how fast the Lakeside development could occur should the private plan change be successful, will be dictated by market demand. “We would expect the market to dictate the speed of growth which would see sections developed in an orderly way. For the Lakeside development to proceed, the private plan change applicant will need to consult with the community and complete the correct RMA process. “As it stands, the plan change has been received by the council and we are awaiting further information from the developers. “Currently, the private plan change is being processed by an independent external planner and will be heard by an independent external commissioner. There will be opportunities for local people to have their say.”
How the funding boost works The interest-free loan, which comes from the Government’s Housing Infrastructure Fund, and will speed up housing in Te Kauwhata, would be repaid within 10 years from the date of drawdown. It is likely there will be a number of draw downs over a period of time. Development contributions (which are paid by developers towards the infrastructure) would cover some of the repayments but there is also a benefit to existing ratepayers from improving environmental outcomes for Lake Waikare and the resilience of the wastewater network more generally. Accordingly, as would be the case regardless of whether or not this development were to go ahead, some of the cost would be paid for by all properties connected to the district wide wastewater scheme. “The bottom line for us is that we are growing rapidly, and as a council it is our role to ensure we have the infrastructure in place, now and in the future, to manage this,” Gavin Ion said.

Waikato Expressway keeps rolling on Through the darkest, wettest days of winter to summer’s scorching heat and high humidity, work continues on Waikato’s biggest ever infrastructure project, the Waikato Expressway.
T
he wet summer and autumn in 2017 didn’t help with earthworks targets on both the Hamilton and Huntly sections of the Waikato Expressway but contractors are confident of making up some lost ground in subsequent seasons. Structures teams have been busy with bridgebuilding programmes which will see Hamilton receive 16 bridges along its 22km length and nine on the 15.2km Huntly section. NZ Transport Agency project delivery manager Peter Simcock says the Rangiriri section is all but complete with the main alignment now open to four lanes of traffic. “It’s been a long road to completion with plenty of challenges along the way,” he says “We’d like to sincerely thank the Rangiriri community for their patience during the almost four years of construction. We’ve had some challenges and the community has been wonderfully supportive throughout. “Thanks also to our contractor, Fletcher Construction, which has dealt with the challenges of building this major project while managing traffic flows on this very busy 5.9km stretch since

construction ramped up early in 2017.” There will be a historical and cultural opening event to mark its completion in November 2017. The Hamilton and Huntly sections are both set
to open in 2020 and will be the final pieces in the 102km expressway which will stretch from south of Cambridge to the Southern Motorway at Bombay. The entire length of the Huntly section of the Waikato Expressway is being built on green fields of untouched land on what was formerly Hillside Station, one of the largest farms in the region. It is the fifth section of the Waikato Expressway to start since 2009. The project will see a four-lane expressway built between the completed Ohinewai and Ngaruawahia sections. It will connect to the existing expressway at Ohinewai with an interchange providing north-facing ramps connecting to the existing SH1. Motorists will soon see new flexible road safety barriers in the middle and sides of the expressway and new rumble strips between Bombay and Hampton Downs. The work is intended to reduce the risk of crashes and provide a more forgiving environment for motorists who make mistakes when they are driving. It will also bring safety standards on this stretch of highway closer to those of the newest sections of the expressway.
Safety improvements added to highway
W
ork was due to start in September 2017 on safety improvements on a stretch of State Highway 1B between Taupiri and Hamilton. Associate Minister of Transport Tim Macindoe says rumble strips, side barriers, shoulder widening in high-risk areas and high performance road markings will be added between the Ballard Road and Taylor Road intersections. The project excludes the 1.3km section through Gordonton Village. Overall $4.6 million dollars is being spent making the highway safer. Safety improvements have already been added to the 1.2km section of SH1, between Taupiri and the Ngaruawahia section of the Waikato Expressway and the road between the Gordonton interchange through to Ballard Road. “These safety improvements will help prevent the most common cause of crashes on this highway, namely motorists losing control and running off the road, vehicles crossing the centreline and people making incorrect decisions at intersections,” says Mr Macindoe. There have been nine deaths and 20 serious injuries on the highway between Taupiri to Gordonton between 2006 and 2015. Of these, four deaths and 13 serious injuries were between Ballard Road and Taylor Road. The safety improvements will be completed in the 2017/2018 summer period. “This announcement is part of the Government’s Safer Roads and Roadsides

programme which will see $600m invested over six years to prevent deaths and serious injuries on high-risk rural state highways over the next decade,” says Mr Macindoe. The Safe Roads and Roadsides programme aims to prevent people from dying or being seriously injured on our rural roads. Around 1500km of rural state highways throughout the country will be made safer through relatively simple measures, such as rumble strips, shoulder widening, safety barriers, better signage and changes to speed limits.
Waikato drivers breaking speed limit It looks likely that the speed limit on the completed Waikato Expressway will be 110kmph. Waikato’s regional transport committee is supporting moves to lift the open road speed to 110 kilometres an hour ‘where appropriate’. The multi-agency committee has signed off a submission on the NZ Transport Agency’s proposed speed limit setting rule which suggests the higher speed be available on approved roads. The ability to set a 110kmph speed limit requires the designated road to be a four-lane highway with median barriers, criteria filled by the expressway. Trucks will continue to travel at the maximum legal speed of no more than 90kmph. “This move seems a sensible measure providing it is controlled properly,” says Waikato Regional Council committee chair, Hugh Vercoe. Speed cameras will be widely used to enforce the new speed limits. Concern over safety of cyclists on the faster roads has led to calls for cycle lanes alongside the main carriageway.
The country’s most dangerous road Safety improvements costing $25 million are to be carried out on a notorious rural Franklin road. State Highway 22 between Drury and Pukekohe (encompassing Karaka and Paerata Roads) has been classified as the most dangerous road in New Zealand based on accident statistics. Up to 25,000 vehicles a day use SH22 to connect to State Hwy 1 and vehicle numbers are increasing as the population grows but its unsafe passing lanes and poor visibility at intersections make it difficult for drivers. In the past 10 years, nine people have died and 36 were seriously injured. This equates to a serious injury or death rate of 0.39 per kilometre per year. Most crashes have been caused by drivers losing control and running off the road, or crossing the centreline and hitting an oncoming vehicle. Work on making the road safer is due to start in 2018. The improvements will include: ■■ Flexible road safety barriers to reduce the risk of head-on crashes ■■ Improved safety at key intersections by installing a roundabout or traffic lights, right turn bays or safer turning areas ■■ Installation of a flush median or a wide centreline, giving drivers a safe place to wait ■■ Creating a safer two-metre wide shoulder for cyclists and pedestrians ■■ Address unsafe passing lanes The safety improvements are planned to be finished in 2021.
Rural rubbish collection
Residents of Pukekawa and parts of Onewhero now enjoy a weekly kerbside, pre-paid refuse and recycling collection service. Ratepayers voted overwhelmingly for the service after the closure of Pukekohe’s recycling service in December 2015 left them in a recycling no-man’s land. Waikato District Council had a ‘fantastic’ response from the community of which 65% of letter recipients (431 ratepayers) took the time to let the council know their preferred option. Of those responses, 74% (321) voted in favour of a weekly kerbside, pre-paid refuse and recycling collection, which includes a weekly two-crate recycling collection, and an annual inorganic collection. As a result of this response, the monthly recycling drop-off service at Pukekawa Hall has been stopped. The service is funded by a rate on all relevant properties – $131.15 for 2017/18. General manager service delivery, Tim Harty is pleased with the outcome of the consultation. “A 65% response rate is an extraordinary level of engagement for us,” Mr Harty says. “We’re happy to provide the weekly kerbside refuse and recycling service of which the vast majority of the community of Pukekawa and the surrounding area wants.” It now seems unlikely that a proposed recycling drop-off facility in Tuakau will materialise as the council has not fund an appropriate site. Choosing a builder When building a home which will cost hundreds of thousands of dollars, it is important to employ the right builder because if anything goes wrong it can affect your wallet, your health and your safety.
T
he first step in starting the momentous journey of building your own house is to ask more than one builder to tender for the job so you can see if the costs being presented are fair and realistic. It’s a mistake to choose the builder with the lowest quote simply because they are the cheapest. Ask the higher bidders to justify their prices and find out what may have been missed by the lower bidders. Set a level playing field by ensuring different builders are quoting on the same things. Often builders will quote low with the intention of clawing back revenue on variations and changes to plans during the build. Another good tip is to visit other projects each builder has done or is doing and talk to their clients. Builders must now come back and fix defects in the first year following completion. Find out what other guarantees are offered with the job and consider taking out Third Party Builders Guarantee insurance. Registered Master Builders’ Association and NZ Certified Builders are the two main industry organisations for builders but there are also
excellent builders who do not belong to either organisation. Group house companies can be a reliable and convenient option. All provide standard designs and some will do custom-designed homes as well. They will take care of the whole project from start to finish, including project management. Builders doing Restricted Building Work have to be licensed. All Restricted Building Work, as defined by the Building Act, must be carried out or be supervised and signed off by Licensed Building Practitioners.
Builders, especially good ones, may be booked well in advance, so ensure you start looking early in the planning process. You may choose to have your architect or designer stay on as full project manager. Alternatively, you may have an arrangement where your builder is the project manager and the designer takes on an overview role. There are specialist project management companies and, while this may be a bit more expensive, this can take many of the hassles out of the whole building process and will help ensure a quality job. BRANZ (the Building Research Association of New Zealand) has a list of Accredited Advisors who can also manage a building project, or even specific elements within the overall job. You may wish to be the project manager yourself. Ensure you have the time – it requires a lot – and, ideally, the expertise. Whichever option you choose for managing the project, make sure the arrangement is fully spelt out in the building contract.

arthquake damage in Christchurch and Kaikoura is a sobering reminder that, when building, we need to be mindful that homes and other structures are sometimes tested to the limit – and beyond. Verified timber products are superior to the more traditional No.1 Framing as they are structurally tested. However, at Northpine, we still receive requests for “No. 1 Framing” timber. Why – when this visual grading process has been shown to be unreliable? Structural timber grades that need to be verified, or confirmed for stiffness and strength, were introduced in late 2004 because of concerns over the performance of the younger crop pine trees being harvested, and the variable quality and stiffness of visually graded No. 1 Framing. Additionally, radiata pine from different regions and of different ages has different strength and stiffness characteristics. Many people, including those in the timber industry, do not understand that modern technology allows us to test each structural member and ensure it is fit for purpose – whether it looks ‘sturdy’ or not. A study conducted by the Forest Research Institute in 1997 showed conclusively that visual grading (i.e, using the NZ grading rules No.1 Framing), gave different performance characteristics depending on which region the timber came from. Mill C (in Northland) is consistently the highest rated producer. The result showed that out of the six regions tested at that time, only two met the actual requirements that visual grading was designed to achieve. Nowadays, each timber manufacturing company creates its own grade rules allowing them to generate products that meet or exceed the criteria specified in the NZ Standards Northpine’s GM Bruce Larsen. – these products are then tested to ensure that they are ‘fit for purpose’. These test results are further audited by an independent third party. For example, structural timber marked with the Grade Verified brand complies with standards NZS 3603:2004 “Timber Structures (Amendment 3) and NZS 3622:2004 “Verification of Timber Properties”. The Grade Verified timber brand signifies that the product is licensed by Grade Right (NZ) Ltd, a company with proven performance of third party monitoring and auditing of wood quality. Using this brand signals that the producer will comply with the company’s Grade Verified Quality Manual and will be subject to the audit programme administered by Grade Right (NZ) Ltd.

Selection of your external plaster façade can be challenging. The three dominant options in the current market are INTEGRA aac lightweight concrete, Graphex Insulated façade, or Plaster over Masonry block or brick. INTEGRA aac lightweight concrete façade – AAC (Autoclaved Aerated Concrete) is a lightweight concrete panel fixed over a cavity which includes full flashing suite, and a lamina of coatings that is complete through to the finished colour coats. This system provides impact resistance, acoustic benefits and has a solid feel even though it is fixed over timber framing. Graphex Insulated Façade – An external insulation system that provides a complete thermal overlay to the structure. Today there are various modern plastering systems which, when applied over timber or steel framing, are installed over a drainage cavity like most other exterior claddings. This helps protect the structure from incidental moisture should it occur. Modern plastering systems also include window flashing suites, with various hand-applied layers of plaster and reinforcement, finished with acrylic textures, or paint systems. Plastering and flashing systems used must comply with building code requirements. The various substrates or backings may include brick, block, insulation board, AAC concrete or fibre cement. Each substrate has its own benefits such as thermal insulation, or impact resistance. Plaster, like most materials, needs ongoing maintenance – painting, and cleaning but it is an easy surface to paint. As with any material, research the product and check guarantees.

of the original cavity construction materials and, together with masonry, has remained reliable, consistent and a readily available cladding with a strong architectural presence. Since New Zealand’s seismic catastrophes it has become a popular choice and can be used in many ways from painted weatherboard to vertical cedar slats. Timber homes come in a variety of styles from ultra modern to log cabin rustic, cottage quaint or reproduction heritage villas. Timber generally has a 7-10 year maintenance cycle and can exude a sense of warmth and character. Note: timber look-alike, Linea® weatherboard is a popular cladding option. It is a 16mm thick, pre-primed, bevel back fibre cement weatherboard which is resistant to fire, moisture and rot. ■■ Natural stone – From schist to granite, slate or various types of stone, there is an extensive range of natural stone claddings from which to choose and although not a renewable resource (like timber), it can be re-used which appeals to those looking for longevity. Stone can be expensive so it is often used as a feature to introduce texture or to accentuate another type of cladding. Depending on the type of stone chosen, different effects can be achieved. Of all the cladding materials on the market, stone is the one material commonly used inside and out. ■■ Metal – As a cladding material this may not immediately leap to mind except for the outdoor shed or barn yet refinements over recent years and the introduction of coloured steel may see it in favour with those seeking a utilitarian or rustic effect. Metal claddings can produce some interesting architectural effects when used skilfully. ■■ Plaster facade systems – After the leaky home problems of the 1990’s, some people are wary of certain claddings but plastering systems have been around for centuries with modern plaster or Stucco systems having reinforced modified cement-based plasters that are applied to a variety of substrates. W
hen considering flooring for the home, it’s advisable to think honestly about the way you and your household likes to live. Do you have pets, are you in and out from the pool all day in summer, do you feel the cold? These are questions you need to ask when looking at flooring practicalities. For example, if you spend the winter rugged up with hats and woolly slippers, chances are a house laid in ceramic tiles wouldn’t be a great idea. Rather, a luxurious carpet, soft and warm underfoot could be a wiser choice. New Zealanders are blessed with some of the best quality wool in the world, as well as top quality mills and carpet manufacturers which ensure a premium product. However, solution dyed nylon carpets are so technologically advanced they are now a popular carpet choice for modern homes. But, there are many other choices to suit individual needs, and alternative floorings have flourished in recent years. Under-floor heating, especially where tiles have been used, is another consideration. Solar heating is one way to harness an excellent energy source – the sun. Once panels are installed, this source is FREE.
Homes that receive a lot of sun provide ideal conditions for floors such as tiles or concrete. If a house is positioned to receive maximum sunlight on to a thermal conducting surface – such as concrete or tiles – heat can be captured during the day, retained, then released at night, keeping temperatures relatively even throughout the home. The range of timber flooring options, another popular preference, has increased incredibly in recent years. Technological advances that enhance or imitate timber can provide a natural and earthy ambience in the home and they are relatively warm underfoot. Timber, engineered wood and timber veneers or laminates also come in a wide range of colours, making decorating easy. Think about vinyl too – these days you can purchase comfortable, easy care vinyl which looks just like timber planking. It is a practical option for wet areas where an accidental flood would severely damage timber but would impact far less on vinyl. While carpet and underlay provide effective sound and thermal insulation in the home, insulation considerations for hard flooring should be explored. Timber floors can be noisy, especially if there is no insulation underfoot. Children and noisy shoes can exacerbate this. Flooring is a personal choice but in this modern age, the options are many – seek good advice and check out costs before making a decision.

omes are not temporary shelters; they’re designed to last a lifetime, well many lifetimes actually. iwi homeowners love automation and while the notion of robotic housemaids such as The Jetson’s, Rosie may still be a few light years away – or maybe not – nevertheless more houses are incorporating creature comforts that can be turned on and off from afar. Motorised window treatments are among automated features recognised as sophisticated, convenient and functional. Alisha Butts from Kevens Curtains (Pukekohe) says motorised curtains and blinds are becoming more commonplace as homeowners embrace timesaving, smart wiring systems. “The demands of modern living require that we fit so much into our day; it seems we have less time than ever. Walk-in wardrobes – where to start?
‘W
e need more storage,” has been the lament of many a householder but, fortunately, contemporary homes now tend to include more cupboard space with at least one walk-in wardrobe. Ann Trainer from Wardrobes Plus, Manukau, says standard double wardrobes of old no longer do the job for modern day families who look for more than just hanging space. “A dressing room/walk-in wardrobe attached to the master bedroom has become the norm while other wardrobes in the house are often fitted with shelves and drawers as well as hanging to make more efficient use of space,” Ann says. “In premium homes it’s not unusual for every bedroom to have a walk-in wardrobe although these may vary in size.’’ Where older homes are being renovated, she says homeowners look for ways to re-design spaces so that a walk-in can be created. “Sometimes, a small, single bedroom will be converted to a fully equipped dressing room or in older villas, where the master may be exceptionally large, it may be possible to crib some space form the actual bedroom itself.” Ann says wardrobes are now required to accommodate more than just clothes. “They need to house bags, hats, accessories and even extra bedding. A well designed walk-in will keep everything in one place and out of sight helping to eliminate clutter building up within the bedroom itself.” A well-planned walk-in wardrobe can alleviate storage issues but planning should include: ■■ Adequate hanging height for different garments ■■ Shelves for handbags and hats ■■ Drawers for socks and underwear ■■ Shelves or drawers for knitwear ■■ Concealed jewellery drawer ■■ Concealed ironing board
■■ Short rather than long horizontal roads. Short
rods are sturdier and simplify looking for clothes. Longer rods are easily over-loaded ■■ If natural light is limited ensure lighting is installed ■■ Allow room for a chair and a mirror if possible ■■ Think about ventilation to prevent mould forming “Caring for your clothes means having the right type of hangers for different clothing types and hanging spaces should be flexible enough for clothes of different lengths,” says Ann. “Dresses and suit packs require full length hanging, while hanging space for shirts and tops can be in two tiers.” It is possible to install drawers with dividers for items such as neckties, socks and scarves while a concealed jewellery drawer is a sensible option. “Shoe storage in your walk-in wardrobe can take the form of tiered floor racks or shelving. If you have a lot of shoes, include at least five 1200cm wide shelves,” says Ann who also suggests walk-ins should be vacuumed regularly and kept as dust-free as possible. “In older homes where ventilation may not be up to scratch mould can grown on items such as leather so it important to keep your walk-in aired and clean.” While white is still the most popular colour for shelves there are other choices ranging from timber looks for a more masculine presence to trendy colour combinations. Flat pack and modular options are available but homeowners should be sure the fit is right and materials are durable. Trends in the shade market

he desire for people to live outdoors all year round, while being protected from New Zealand’s harsh sun and frequent rain is different to most other countries which worry only about one or the other. Here, there are two clear trends in today’s shade market: ■■ Building an outdoor room ■■ All weather retractable roof systems
The Outdoor Room This is generally seen as a fixed roof structure made from aluminium or steel framework covered with PVC fabric or polycarbonate. The walls are then filled in with clearglass fabric or PVC mesh outdoor blinds. Aluminium should be a thick enough grade to give long term strength with no worries about the frame rusting. Polycarbonate is often seen as a longer term option, however, PVC fabric comes with the same warranties, blocks more heat and is quieter in the rain. With outdoor blinds, homeowners generally have to choose between clear-glass PVC and mesh. The clear-glass gives a great view but will, however, need regular cleaning to keep looking great, just like windows do.
