elcome to the 2019/2020 issue of Design & Build Franklin, an annual publication which looks at subdivision development, lifestyle opportunities, building expansion and general growth throughout Franklin and neighbouring southern areas. Intended to give newcomers to the region, and anyone interested in re-settling within Franklin (south of Auckland), a complete picture of its unique communities, from town living to off-the-grid rural locations, Design & Build is an informative and instant guide to the district as it is now and as it is developing. An area which is growing rapidly, there are many new housing developments underway and more on the horizon as well as infrastructure plans to deal with the growing population. New subdivisions extend from the northern Waikato towns of Te Kauwhata up to Pokeno and across from Tuakau to Pukekohe and over to Glenbrook, Waiuku, Kingseat and Drury. smaller lifestyle blocks, there is much to recommend the wider area, most of which is within reach of excellent public amenities and just a stone’s throw from the motorway and State Highway 1. While weekend country life is tempting many city folk to buy lifestyle blocks, for some families, the appeal lies in the vibrant, rural township of Pukekohe with its excellent schools and shopping or the historic charm of Waiuku. Others are enticed by the prospect of new communities such as Paerata Rise now underway and proving popular. hen looking to buy a home, one of the questions buyers face is whether to purchase an established property or to buy land and build a home from scratch. While both options offer significant financial and social benefits, ultimately the right one for you is based on your priorities as a home buyer. First you need to determine what your needs or wants are, to be able to determine what’s classed as the ‘better’ option. If you’re after a fast move buying an established home is a quicker process than building a new house. Once the initial house hunting is done, buyers can often move in and start their new life in their new home in as little as 30 days. New homes, on the other hand, require months to build and have the potential extra burden of delays and complications. Because of this, many buyers will need to continue renting another property while their new home is being built. However, in some cases a brand new house and land package may be immediately available saving on wait time. A definite plus in building new is having the ability to choose your own design, colours and finishing touches to give your new home a sense of your own style and preferences. Generally, the parcel of land an established home sits on will be bigger than what’s offered for new builds as land sizes (in general) were once a good deal larger than what current home and land packages offer. However, buying the right house and land package can add instant value and with the right makeover, could help you to climb the property ladder faster than anticipated. It’s also easier to compare prices and investment results of similar properties when dealing with established properties.

Gauging insurance risk House and car insurances are sold in New Zealand through local brokers and insurance companies. Behind the frontline of cover is the back office of claims, paid out by offshore reinsurers who are responsible for risk assessment and premium costs. Richard Osborne from Wynyard Wood explains more.

T

wo factors are driving insurance risk assessment and premium costs in New Zealand. Firstly, because of potential earthquakes and volcanoes, New Zealand is considered a very risky country. Those risks are accelerated by more extreme weather patterns and some degree of sea level changes. Secondly, the ability of computer systems to gather data and analyse it comprehensively and cheaply means so-called big data has become a tool for premium risk settings. In the past, insurers recognised that some parts of the country were riskier than others but the theoretical risks of earthquakes and insurance in one area, compared with another, were smoothed out across New Zealand with an element of crosssubsidy between higher and lower risk insured areas. The Christchurch earthquakes brought home the risks and shattered this assumption. Offshore reinsurer pay-outs to locals have been massive on a world scale. The result of the pay-outs has

been a re-assessment by reinsurers of local New Zealand risk as being high in terms of likelihood and amount. This has led to local products now being much more aligned to local risk factors (earthquake or flood zones). A further result is that some higher risk insured clients will pay more in premiums than others. This will be an important decision factor for anyone choosing to buy a house in a high-risk area. For those who have bought a house in a high-risk area, potentially, it may become uninsurable. While in certain areas, the market will drive premium increases to the point of being unaffordable, or refusal to cover, the wider societal issues associated with already-purchased properties in those areas will most likely drive some level of government backup support. The insurers’ and reinsurers’ ability to define risk in more and more detail for specific property areas can only increase the importance of insurance as a purchase factor. For vehicle insurance, there has been a similar

past pattern of aggregating risk i.e. younger and older drivers may pay higher premiums based on group assumptions rather than their individual, actual capabilities. Telematics (real-time gathering of information about the use of a vehicle or asset by an individual) means that insurers can now assess the risks for a driver as evidenced by how they drive over a period of assessment. This may mean premiums could reduce for an insured driver as a reward for their less-risky actual behaviour within a high-risk category, such as youth or an advanced age. In some instances, telematics also may allow those insured to modify the operational risks of the vehicle so closely as to allow self or reduced insurance. For example, if telematics reduces the risk of theft because of real time monitoring and vehicle disablement, this could allow self-insurance or the removal of theft cover. Overall, expect a more granular or specific approach to New Zealand insurance risk for the future.

DRURY SOUTH

Drury South steaming ahead Civil works are well advanced for Stevenson Group’s $800 million, 361ha Drury South Crossing business park development. Construction of the first commercial buildings, warehouses and factories is expected to get underway in 2020.

T

he Stevenson Group has worked co-operatively with Auckland Council — particularly Watercare Services and Auckland Transport — to develop land between its Drury quarry and the Southern Motorway. Drury South Crossing has blocks of up to 30ha and has been attracting interest from Auckland businesses looking to move south. As well as its proximity to SH1, an added attraction for site purchasers is three new housing estates adjoining the business park with planning at various stages for town centres, retail and community facilities, a school, a railway station and a hotel. A large proportion of staff employed in the new businesses is expected to live locally, leading to short commutes and easy access to site works where an 800 home development is underway. Over time, the development could see up to 3270 households on some 15 hectares of residential land, alongside parklands, retail and offices. Auckland Council has helped to co-ordinate the major public works associated with the project which will deliver thousands of jobs and houses; a new roading pattern for the area (including a new, improved, bigger roundabout at the Ramarama

southbound exit from the Southern Motorway); enhanced local amenities and the restoration of significant streams and wetlands. The massive business park project is expected to create over 5000 new jobs directly and a further 10,000 indirectly in the Auckland region. About 90ha of the original Stevenson site will be used for new community facilities, including

recreation areas, parks, walking and cycling tracks. Stevenson rationalised its formidable land holdings in the area in order to focus on the business park. It sold its 45ha Special Housing Area (one of three in the immediate area) to Classic Developments and has also sold its quarry and construction materials business to roading contractor Fulton Hogan.

HOMESTEAD PARK AT HEART OF DRURY SOUTH

A major town centre and shopping hub is to be built at Drury South by Kiwi Property. The group, which owns and manages $3.2million of New Zealand property including the country’s largest mall, Sylvia Park, has acquired 51 hectares of land to create ‘Homestead Park’. It takes its name from the Flanagan’s Homestead of a local family which will be retained and incorporated as part of the plans. The plan is estimated to span over 20 years to match the growth of the area and Auckland Council has earmarked 2028 for the start of the development. The town centre will be based on being a transport-oriented development and having rail on the front doorstep. Demand high for Paerata Rise The first stages of the new housing development on the site of Wesley College in Paerata have been snapped up.

P

aerata Rise developers Grafton Downs confirms all 87 sections in Stages 1a and 1b were allocated within six months of their availability at the start of 2019. The development opened to the public in December 2018 and is proving popular with an estimated 1600 visitors each week. On Saturdays and Sundays alone, build partners are experiencing more than 100 guests through show home doors on Jonah Lomu Drive. “We’re pleased that Paerata Rise is sparking such a wonderful response from home buyers,” says Grafton Downs executive director, Chris Johnston. “Progress made to date on the earthworks of Stage 2 is on track and we are working to ensure the process continues seamlessly given the demand for sections within the community.” At 300-hectares, Paerata Rise is close to the size of Auckland’s CBD and is the city’s largest development with 4500 households planned. Paerata Rise will also boast 5-hectares of

around many parts of Auckland,” he says. “With pricing well under the Auckland-wide average, this is a promising indication of value for money for buyers considering the area.” Trends are also indicating it’s not just the opportunity to purchase a house and land package in an easily commutable distance to Auckland’s CBD that’s drawing home buyers to Paerata Rise, but also the lifestyle on offer there. “Paerata Rise was developed to be a boutique community, with homes designed and placed to maximise the natural landscape,” says Chris Johnston. “The design of the community, which combines the latest in contemporary architecture with liveable space and streetscapes, is appreciated and therefore proving to be incredibly desirable to our future residents.” Paerata Rise Stage 2 has 54 sections with an average section size of 544sqm; the largest site being 642sqm and the smallest at 422sqm. Land grab reprieve? Subdivision of land in and around Pukekohe has prompted to call for more protection of prime soils for fear they will be lost to the detriment of New Zealand. ANGELA KEMP reports on the Government’s release of a document for public consultation on threats to productive land.

T

he weather was inclement on the day not one, but two, Government MPs showed up in Pukekohe mid 2019 to announce a protection package for the district’s elite soils. You could say it was Sod’s law that resulted in Environment Minister, David Parker being more than 30 minutes late for the launch – he blamed Auckland traffic. The venue was Hira Bhana’s farm on Tuakau Road next to a field of healthy-looking potato tops glistening green and bright from frequent downpours. TV cameras and radio mikes were at the ready as Agriculture Minister, Damien O’Connor and, eventually, David Parker, released a document for public consultation on the threats to our highly productive farm land and how the Government plans to protect it. Inside a packing shed, the Bhana family had set up a table of their current produce – a feast of potatoes, cabbages, lettuces, onions red and brown and pumpkins. Even better, we were encouraged to help ourselves and take some home (after tucking into a fine afternoon tea).

Pukekohe isn’t called Auckland’s food bowl for nothing. Hospitality aside, the serious business of launching the draft National Policy Statement for highly productive land was conducted in front of representatives from Auckland Council, Franklin Local Board, Horticulture NZ, Pukekohe Vegetable Growers, Onions NZ, Potatoes NZ and more. Mr O’Connor told the meeting that the Government had taken soils for granted. “If we lose our soils we won’t get them back and we’ll be the poorer for that. Once productive land is built on, we can’t use it for food production which is why we need to act now. Continuing to grow food in the volumes and quality we have come to expect depends on the availability of land and the quality of the soil.” The National Policy Statement aims to introduce a clear and consistent policy councils will have to follow when making decisions on land use.”It proposes that councils be required to ensure there’s enough highly productive land available for primary production now and in the future, and protect it from inappropriate

subdivision, use and development,” said Mr Parker. “Every day, truckloads of broccoli and other winter greens leave the Auckland region, not just to feed Auckland, but also the South Island. If we lose these soils, the price of vegetables will go up and we’ll be a less healthy country.” Mr Parker said that even in a housing shortage, there are places with lower quality soil that can be used for developments – “This does not put at risk our aim to build more houses. We have plenty of land, we can do both.” Amrat Bhana, whose late father Hira started the farm more than 60 years ago, is hopeful this new policy will stem the flow of prime growing fields to building sites. “We are dead against building on elite land, instead they should be building on land not suitable for cropping,” he says. “I remember as a youngster crops were grown in Kumeu, Albany … all gone now. We want to leave the soil in a better condition than we found it, we are its guardians.” Public consultation on the proposal was open for two months until October 2019.

HAS GREENFIELD GRAB GONE TOO FAR? A growing number of residents are concerned at the encroachment of new builds on Pukekohe’s productive land. ANGELA KEMP asks if, despite a government announcement aiming to protect productive land, it’s too late to save our precious growing heritage.

E

very week, all around the district, it seems another field is being levelled, another sub-division is going in, another house is going up. Well, you ain’t seen nothing yet. Plans to earmark a further 1262 hectares of greenfield land for housing are on stream with the 2019 announcement of Auckland Council’s Pukekohe-Paerata structure plan. That land represents nearly 30% of the total area which is expected to result in excess of 12,500 new homes.

That’s in addition to 4500 new homes at Paerata Rise and 700 at the Belmont sub-division. A further 1800 dwellings are expected in the wider Paerata area. Smaller scale developments have also taken place at Anselmi Ridge and Pukekohe Hill as well as other piecemeal developments. But that’s small beer compared to what’s happening in Drury: overall the development of the Drury/Opaheke structure plan area (over 30 years) is likely to provide 22,000 homes and a population of some 60,000, similar to Rotorua.

Development of greenfield land is inevitable in the face of a housing shortage but it’s the loss of elite, horticultural soils that’s raising a red flag at local and government level. In August 2019 an Auckland Council report showed that since 2012 there had been 1302 residential sections created (118ha) around Pukekohe town while a further 308 sites (33ha) had resource consents but no titles. Across the city, the future urban zone covers some 10,095 hectares, and by council’s own

reckoning around 66% of these new residential sites are located on elite or prime soils. Franklin ward councillor and deputy mayor Bill Cashmore, who chairs council’s Rural Advisory Panel, disputes that 66% of future urban land is on prime soil. “Further inspection of the detail within the report illustrates that the relatively unproductive areas of Dairy Flat, Huapai/Kumeu, Warkworth and Drury as well as Pukekohe made up that 66%,” he says. “It’s pretty clear that all those areas, with the exception of Pukekohe, are mostly lifestyle blocks with limited productivity.” But there’s the rub: surely it’s Pukekohe that stands to lose the most whatever the percentile? Environment Minister, David Parker seems to think so. On August 14, 2019, he chose the Hira Bhana farm in Tuakau Road, Pukekohe, to announce the Government’s National Draft Policy Statement for highly productive land. He was joined by Agricultural Minister, Damien O’Connor who said one of the greatest challenges facing the world was the need to feed a growing population. “We have a well-earned reputation for producing some of the best food in the world,” Mr O’Connor said. “Continuing to grow food in the volumes and quality we have come to expect depends on the availability of land and the quality

of the soil. Once productive land is built on, we can’t use it for food production, which is why we need to act now. “We cannot afford to lose our most highly productive land. It brings significant economic benefits including employment for nearby communities, and adds significant value to NZs primary sector.” Mr Parker had previously expressed concern about how much urban growth was occurring on “irreplaceable, highly productive land” with special mention of Pukekohe. He had said even in a country as lucky as ours there was limited quantity of high-class soils. “We must ensure we have enough land to build houses people need, but we must protect our most productive areas.” The new policy could result in a political hot potato if Government tries to overturn Auckland’s rural housing plans but Bill Cashmore believes that’s unlikely. “Once an area is zoned urban residential there is virtually no way to reverse the decision without considerable expense. “There will be no more sell offs of elite growing land because it isn’t in Auckland’s best interests. Developments on the fringes of Pukekohe, especially to the west, were approved

prior to the establishment of Auckland Council. Patumahoe is in the same category. “The Auckland Policy Statement gives elite and prime soils special mention about further protection because of the unique circumstances around Pukekohe. Rural production is a critical and essential part of sustainability as a community, as a city and as a country.” Mr Cashmore adds future urban development will take place on the clay soils to the east and north of Pukekohe, still rural production areas but not prime or elite vegetable growing areas. One grower who didn’t wish to be named said his family had been market gardeners in Pukekohe for three generations and doesn’t blame other growers for selling up when their properties are re-zoned residential. “If there is no family lineage to take over the business and developers offer money that directly provides a happy retirement, how does one say no? “It hurts the industry immensely that such land is being consumed for housing yet successive governments turn a blind eye to the detriment caused to the horticultural and agricultural industry. I’d like to know if the benefits of putting housing on primary land outweigh the costs of taking it out of vegetable production.” Design and Build Franklin — 2019-2020 — 31

SOS – save our soil Both the Government and Auckland Council claim they want to protect the unique, elite soils of Pukekohe but is it already too late?

he greenfield land grab has led Horticulture New Zealand to call for a nationwide food security plan to futureproof Pukekohe from turning into a concrete jungle. It commissioned a report, New Zealand’s food story: The Pukekohe Hub, detailing the significant contribution Pukekohe’s horticulture industry makes to the health and wealth of not only the town but to Auckland in particular and to New Zealand as a whole. “If decision-makers don’t have a clear view of the value of the Pukekohe food hub, we run the risk of an economic hit to Auckland of up to $1.1 billion in 25 years, with the loss of up to 4500 fulltime jobs, less fruit and vegetables available, and prices up to 58 percent higher,” says Horticulture NZ chief executive, Mike Chapman. “Food and housing are competing for land and water. We need both, so now is a good time to be smart about long-term planning for food security and domestic supply.” Auckland is expected to be home to 2.3 million people by 2043 – up 37 percent on 2018 yet there is less land available for cultivation. In a worst case scenario, the country runs the risk of not being able to provide its own population with affordable fruit and veggies, the report concludes. Auckland Council’s own findings concur with

the report. In its recently released Climate Action Framework it highlights tensions between housing development and the need to maintain a source of horticulture and food for the city. Specifically, it says that the future of Pukekohe hub is important for Auckland and questions the logic of building on rural land as the demand for fresh food to help feed Auckland continues to grow. In response to a written query from Brian Neben, publisher of Design and Build, Auckland planning manager, John Duguid said the council recognised the importance of protecting rural production and rural industry and, in particular, safeguarding food-producing prime and elite soils from further loss. “We have developed several planning tools to prevent further urban sprawl into these areas such as the Rural Urban Boundary, subdivision rules and incentives for existing rural landowners to amalgamate titles rather than subdivide land,” he said in his reply. “The land identified as Future Urban and the placement of the Rural Urban Boundary (RUB) are both identified in the Auckland Unitary Plan. This plan went through extensive public consultation as well an Independent Hearings Panel (IHP) hearings process before it became operative in 2016. “The outcome of these processes has meant

that some prime soils around the region have been zoned as Future Urban and are within the Rural Urban Boundary. “This is also due in part to past zoning decisions made by the former councils in the Auckland region, which enabled some areas with prime soils to be subdivided, making these areas unviable for rural production. “As of today, around three quarters of Auckland’s elite and prime soils are outside areas earmarked for future development within the Auckland Unitary Plan. We believe strong protections need to be set at a national level to support the council’s current approach. We are actively engaging with the Ministry for Primary Industries and the Ministry for the Environment on possible national planning instruments that would increase protection for highly productive land.” This would appear to reference 2018’s announcement by Environment Minister, David Parker that he had tasked officials to start work on a national policy statement to protect elite soils after expressing concern at how much urban growth is occurring on irreplaceable, high-value soil, around Pukekohe in particular. (See story page 26). Auckland’s deputy mayor, Bill Cashmore, says done correctly, this could be a positive step towards enhanced protection for prime soils.

Too close for comfort While Pukekohe accounts for less than four percent of the country’s land under mainly vegetable production, it contributes more than 25 percent to the country’s entire vegetable revenue. It’s not surprising concerns have been raised over more than a quarter of that land being earmarked for urbanisation.

P

ukekohe is the food bowl for Auckland thanks to an abundant supply of year – round fresh vegetables including potatoes, carrots, leafy greens, brassicas, tomatoes and onions. Its Longkeeper onion is world famous. Apart from benefitting from a gentle climate, high class soils and underground water, Pukekohe’s success is also dependant on being on the doorstep to both New Zealand’s largest market for fruit and vegetables and to export facilities. Good for the grower, good for the consumer. But it’s the closeness to the metropolis that now poses the biggest threat to Pukekohe’s continued prosperity – an ever increasing demand for land suitable for housing. At 4359 hectares, the so-called Pukekohe hub is a small area – just 0.01 percent of the size of the super city. While Pukekohe accounts for less than four percent of the country’s land under mainly vegetable production, it contributes more than 25 percent to the country’s entire vegetable revenue. It’s not surprising concerns have been raised over more than a quarter of that land being earmarked for urbanisation. Since Pukekohe was identified as a growth area, land prices have skyrocketed. This has resulted in staggering increases exemplified by a 4ha block which previously grew potatoes before

being re-zoned residential, tripling its QV to $7 million. Large housing developments such as those at Wesley College (Paerata Rise) and Belmont are slowly changing the district from a predominantly rural environment to one with urban interests, land uses and expectations. Even Pukekohe Hill, regarded as one of the area’s top growing sites, hasn’t been able to

withstand the march of progress. Some 196 hectares of the most elite soil in the country now lies beneath smart new housing with more to come. Another potential cog in Pukekohe’s wheel of progress is the pending establishment of the Government Urban Development Authority which is being set up to fast-track affordable housing in Auckland. It is expected the UDA will eventually have control of 12 to 15 major housing developments Auckland-wide, the first, and so far only one detailed, is on the Unitec site in Mount Albert. Most importantly the UDA will be able to override Auckland Unitary Plan (ergo the Pukekohe-Paerata plan) in a bid to lift the pace and number of new houses being built in the city. In effect, although councils such as Auckland will be consulted as part of both the establishment and development plan stages, the final decision will be in the hands of the Wellington-based UDA. However, Auckland’s deputy mayor Bill Cashmore thinks the UDA would have no appetite to venture into areas of prime production. “The challenges for land use are very real. Continued urban expansion outward is not positive for rural productive purposes and greenfield development is very infrastructure expensive. “ Design and Build Franklin — 2019-2020 — 33

Car parks, markets TO GO IN PUKEKOHE UPGRADE?

Late 2019 Franklin’s Saturday market was looking for a new home after an announcement that the town was set to lose some 800 parking spaces including the Massey Avenue car park site of the market. A ‘high-level project plan’ by Auckland Council’s development agency Panuku was being formed to regenerate Pukekohe’s town centre.

T

he reallocation of central parking spaces in Pukekohe’s town centre is deemed fundamental “to unlock the rural town’s potential”. As of September 2019 there were no specific details as to how the project would proceed other than the selling off of some 27 existing Auckland Council-owned properties. These will include the council’s area office on Manukau Road and eight Auckland Transport managed carparks representing about 800 of the 4000 publicly accessible and available spaces. There’s a real chance apartment blocks and retail units could replace Pukekohe Market if Panuku follows a similar path it has taken in Takapuna. Locals there are fighting its plans to put three nine-storey buildings on its central Anzac Street carpark, home to a popular Sunday market. Roger and Vyvyan Vincent have operated Franklin Market in Pukekohe every Saturday morning from 8am to noon for the past 20 years. Rent is paid to Auckland Transport. The couple were told of the development plans at a meeting with representatives from Panuku. “They said the town was to be regenerated and how did I feel about the market being moved into a pedestrianised area or new town square,” Roger explained. However, at the time he ruled out relocating the market to a new venue run by Auckland Council as the rent would be too high.

“Although an attractive proposition, the rents Auckland Council charge are prohibitive making the market nonviable. A possible alternative venue is currently under discussion.” Although philosophical about the possibility of the market closing, Roger and Vyvyan heard in October 2019 that there was every likelihood that the market would be saved, although an exact site hadn’t been decided. “The town is having a growth spurt so changes are inevitable,”said Roger. “We are accepting of changing times and happy to go with the flow.” The Vincents had already been given notice to pull the plug on Pokeno Market which they had run for 11 years. “We have no idea what the landlord’s intentions are for the market site but we have identified a possible new site in a business zoned area. Understandably, the landowner requires permission from Waikato District Council which, at this stage (Sept 2019), is proving onerous.” Richard Davison, Panuku’s programme lead for Pukekohe, said that the Massey Avenue carpark represented a large, very well located ‘gateway property’. “If developed [it] could really lift the eastern end of King Street and bring more foot traffic to this end of town and onwards to and from the train station. We are currently looking at what opportunities this site, and the other 26 sites, could have to regenerate the town centre.” He said people didn’t like using the 5-level

multi-storey car park next to Farmers (which was not included in the 27 properties). “While currently, the building is under-used, it does offer free covered parking right in the centre of town. I will be working with Auckland Transport and the Franklin Local Board to explore how we can encourage workers, shoppers, visitors, students and retail staff to park and use the parking building even more. “It’s not about losing spaces, it’s about reorganising parking just a little further away. This will enable Pukekohe to leverage the right carparks to attract new investment such as more quality jobs in healthcare or education. Housing will also be considered. This will help the local economy and keep more local people working and spending in Pukekohe.” Panuku has been tasked with big-picture projects to transform Auckland’s major centres as the city prepares for its booming population. ‘Unlocking’ the potential of areas including Manukau, Avondale, Henderson, Northcote, Takapuna – and now Pukekohe – is designed to improve public transport links and make those places better to live in as apartment living replaces suburban back yards. Franklin Local Board chair, Angela Fulljames said land council owns, but which is no longer required, can be used to better benefit the community. “By taking a strategic high-level approach to land parcels it means we can look at where the needs of locals can be better met.” Design and Build Franklin — 2019-2020 — 35

Green light for safety crossing It was, indeed ‘safety first’ when, in mid- 2019, Auckland Transport allocated Franklin Local Board $1.7 million over two years for a wide range of safety improvements throughout the ward. At least eight projects will benefit.

atumahoe School students were celebrating mid 2019 after their calls for a pedestrian crossing received official backing. After sending a petition to the Franklin Local Board for improved safety to and from school, board members agreed with their concerns and pledged more than a quarter of a million dollars to get the job done. The board’s $260,000 allocation for the job was made possible by Auckland Transport’s Community Safety Fund, launched when the 2019 fuel tax was introduced. The fund allocates money specifically for safety improvements to the city’s 21 local boards. Franklin’s allocation from the $20 million fund is almost $1.7 million over two years. The board approved funding for eight projects and indicated that if a funding shortfall occurred AT could return to the board to seek top-up funding. Alongside the pedestrian crossing $500,000 was allocated to improve parking and safety around the Station Road area of Pukekohe train station, and for accident hotspots at Gun Club Road.

The projects are:

Birch Rd, with parking changes to Birch Road. ■■ $300,000, Taurangaruru Road safety improvements, the narrow- windy road has limited markings, conduct route study to establish appropriate safety ■■ $260,000, Woodhouse Road pedestrian crossing, a new crossing near Patumahoe village on Woodhouse Road to provide safe crossing for children heading to the school to the west of Woodhouse Road. In September 2019, projects were set to proceed to the design stage. The board had already allocated about $180,000 to the Station Road area improvements, so the budget allocated was expected to fall by the same amount. Safety concerns saw the board previously raise all projects with AT, and while members were pleased the work had been funded, other projects did not qualify because the fund has specific criteria which rendered them ineligible. However, the board says it will continue to advocate for those projects and ask AT to address the sites. It also asked AT to investigate installing signs to alert drivers about a high-risk bend on WhitfordMaraetai-Henson Road as an interim measure.

lans for a new road to connect with the Mill Road corridor and provide an alternative to the accident-ridden SH22 are being investigated. The proposed Pukekohe Expressway will connect to the Mill Road Corridor at a new interchange at Drury South and will run parallel and to the south of SH22, with a connection to the new north-eastern section of the Pukekohe Ring Road. The NZ Transport Agency says it will provide an alternative and safer route to SH22 for people to access Pukekohe and SH1. It will reduce traffic on the road deemed the most dangerous in New Zealand and make it a more pedestrianfriendly environment as the area becomes more urban and develops into the future township of Drury West. The expressway will also create less reliance on surrounding minor rural roads and also help to support development at Paerata, Pukekohe and other future urban growth areas. Still in its early planning stages, a proposed route was approved mid2019. During the next phase of work, the project team will consider alignment options for the Pukekohe Expressway and connections. This will include social, cultural, environmental and technical investigations as well as further engagement with the project partners, stakeholders, landowners, and the community.

New roads, old roads to get us moving

F

or many people work on new roading for the district can’t happen quickly enough largely due to frustration with the delayed construction on the Southern Corridor Improvements project between Manukau and Papakura since early 2016. Readers will be pleased to hear that additional lanes are planned for SH1 between Papakura and Bombay and work will start in 2020. The SH1 Papakura to Bombay project is to support growth in the south of Auckland and is also a priority project under the Auckland Transport Alignment Project (ATAP). The preferred option is to build additional lanes (six lanes all the way from Papakura to Bombay), and to also provide wide shoulders to future-proof for bus services along the SH1 corridor; interchange improvements; and a shared walking and cycling path to support nearby growth in housing and employment. Frustratingly for Auckland-bound commuters, construction on the northbound section from Drury to Papakura will follow after completion of the southbound section. The first stage includes: an additional

(third) lane in each direction; Interchange improvements; a shared walking and cycling path along the northbound side; new local road connections; wide shoulders to future-proof for public transport services. At Drury, interchange improvements will enable electrification of the rail line and futureproofing for additional rail lines. Following approvals, construction of Stage 1 is expected to begin in 2020. The second stage of the project, from Drury to Bombay, is likely to be built in the longer term, in line with the projections for longer term population growth and the release of land in new growth areas. Stage 2 will include similar improvements to Stage 1 and include a proposed new interchange between Drury and Ramarama, known at this stage as Drury South. This interchange will provide the connection point for other strategic transport projects being developed under the Supporting Growth Programme, Mill Road and the Pukekohe Expressway, both of which also support growth in the south. At this time, there is no start date for construction on Stage 2.

Green light for Mill Rd upgrade… maybe! Talk continues around plans to upgrade Mill Road from Redoubt Road to Papakura. Just when it was thought a definitive plan had been agreed on, there was a change of government and budget. Options are still in the pipeline, but as to when one will be actioned is yet to be decided.

T

he south is the largest future urban growth area in Auckland with some 5300 hectares of land identified for urban development. This could result in 42,000 plus homes and 19,000 jobs over 30 years and with a lot more people living in the area it stands to reason that a significant new transport infrastructure will be needed. The Redoubt Road-Mill Road corridor is considered crucial for the rapidly growing community already experiencing significant traffic congestion and has been included in a $28 billion transport package to keep Aucklanders moving however, it has been fraught with challenges and changes. The project, if and when completed, will provide an additional strategic north-south corridor for southern Auckland, connecting Manukau and Drury to the east of the Southern Motorway. Auckland Transport completed the designation for the Redoubt Road – Mill Road corridor project in early 2016 (Stage One). In the northern section it is looking at three options to improve on the current design and provide upgraded and additional connections. The potential upgraded connections include Hollyford Drive, Hilltop Road and Murphys and Thomas Roads. In the Papakura section two options are being considered: previously identified as the preferred route for Mill Road, the first option travels through urban Papakura following Cosgrove Road. This option requires the realignment of the southern end of Cosgrove Road to join Dominion Road. The second option traverses the urban edge of Papakura and the foothills of the Hunua Ranges. This option has steep terrain and environmental

constraints. In the Southern section four options are being considered for where Mill Road will connect with State Highway 1. These options will need to take into account decisions on a new corridor to Pukekohe. Options include using Cossey Road or Feilding Road to connect to a new interchange south of Drury. This could be an arterial road allowing for some access to the surrounding residential area. Another option is to connect to a new interchange south of Drury but north of the proposed commercial area. This option connects directly to State Highway 1 for business and freight, potentially removing freight traffic from future residential areas. The fourth option being looked into is to provide a new corridor at the edge of the urban area, connecting with the existing interchange at Ramarama. These potential upgraded connections include reviewing the requirements of the whole corridor in an integrated way and in light of the latest growth plans. The council is committed to completing the northern section of Stage One before 2028 but many are left wondering if it’s too little, too late, to have any real impact on the region’s congestion woes. Phase One takes in the northern section from State Highway 1 at Manukau to the intersection of Mill Road and Popes Road while Stage Two runs from Mill Road/Popes Road intersection to Papakura and Drury. It connects future residential development in the south with employment in the north, particularly around Manukau. Once complete, it should improve access to planned new employment opportunities in Drury South.

SOUTHERN MOTORWAY The completion of improvements to the section of SH1 known as the southern corridor is now expected at the end of 2019. They won’t come a day too soon for the thousands of commuters who have to endure a bottleneck extending from Drury in the south northwards, day in, day out. With construction obstacles a part of everyday driving for a number of years, it is worth reminding ourselves that it will be worth waiting for. When completed the Southern corridor improvements project will provide an extra southbound lane on SH1 between Manukau and Papakura and an extra northbound lane between Papakura and Takanini, along with a 4.5 km shared walking and cycling path and a new and improved Takanini interchange. Whether it will be enough to cope with new developments and population growth remains to be seen.

uckland’s expansion south is moving rapidly with construction on the first 22 homes in Hunua Views expected to start during 2020. Thirty percent of Hunua Views is set to fall under $650,000 with houses varying size from 120 to 180 sqms, including one- and two-level houses, with two-, three-, and four-bedroom options. Most will be stand-alone, with a few terraced options. The first house and land packages will be released for sale in November 2019. Hunua Views is part of a larger development involving three new housing areas that will adjoin a business park with commercial and industrial property collectively called Drury South Crossing. Views expand out to the Hunua Ranges, which is New Zealand’s largest area of native forest with waterfalls and walking tracks.

Speed limits on some of Franklin’s rural roads look set to drop from 100km/h to 80 km/h. Under Auckland Transport’s reduced speed limits bylaw, passed in October 2019, it is possible that even lower speed limits of 60km/h or even 40km/h may be introduced on some routes. About 800km of roads (including in some small town centres) will also be reduced to 30km/h.

Tui twice as nice

T

here are almost twice as many tui around Patumahoe today thanks to a predator eradication programme which ran between 2012-2017. Alongside the pest-control project, volunteer conservation group, Whakaupoko Landcare, based between Pukekohe and Waiuku, measured tui numbers at 11 sites three times a year, noting 61 tui in 2017 and 115 in 2019. Whakaupoko Landcare member, Andrew Sinclair says bird numbers recover when predators are kept in check and the scheme has been a triumph for can-do country attitude. The group has raised $100,000, made up of contributions from the local board, Auckland Council, Waikato Regional Council and Department of Conservation, and will expand its efforts into Pukekohe.

Train station on track Frequent, fast and direct connections to Auckland Airport and nearby precincts are a step closer with construction now underway for the $60M Puhinui Station Interchange.

E

xpected to open in early 2021, the world-class Puhinui Station will create congestion-free link and guaranteed travel times for Auckland’s growing number of visitors as well as the increasing number of workers and commuters employed at the airport commercial precinct. Mayor Phil Goff says it’s another step towards easing congestion and creating a 21st Century transport system with rapid transit from the airport, eventually linking it with Manukau, East Tamaki and Botany, and joining up with the Eastern Busway to Pakuranga and Panmure. “While a large share of the cost will be met by our partners in NZTA and funded centrally, Auckland’s share of the cost will be met from the Regional Fuel Tax, which makes the project possible. The project will be completed within 18 months and ease the pressure on our transport system which events such as hosting APEC generate.” The Puhinui Station Interchange is an early improvement of the Airport to Botany Rapid Transit project, and Auckland Transport Chief Executive Shane Ellison says it’s great to reach

another significant project milestone which will unlock new social, employment and education opportunities in south and east Auckland. The upgraded station will work together with the new priority lanes, walking and cycling facilities as well as safety and environmental improvements which NZ Transport Agency and project partners, Auckland Airport, have planned along State Highway 20B. Construction is due to start before the end of the year. Auckland Airport chief executive, Adrian Littlewood, says the airport is not only the gateway for more than 21 million passengers but has over 900 businesses operating on or around its precinct. “These businesses rely on the fast, efficient freight connections, either by air or road, plus

the need to offer staff safe and reliable options for travelling to and from work,” Mr Littlewood says. “With the rapid pace of business and traveller growth predicted to happen in the next two decades it’s important to create a transport network which supports this growth.” During the upgrade the existing train station will be temporarily closed from September 28, 2019 to early 2021. However, a new, free, Puhinui to Papatoetoe 349 loop bus service will run every day, with services every 10 minutes during peak times. Once completed in 2021, travel times from the Puhinui Station Interchange to Auckland Airport will be 10-12 minutes, 23-25 minutes to Manukau, 29-31 minutes from Papakura and 4749 minutes to Britomart Station.

Still no timetable for better rail service Improvements to the rail network in the south will enable trains to play a much greater role in meeting the current and future travel needs of the Franklin community but commuters are still in the dark about when that will be.

A

rail upgrade from Pukekohe to Papakura, including electrification and long-term capacity upgrades, has been promised by 2028 although there had been no signs of progress by late 2019. There are also no available plans for three new railway stations planned at Drury East, Drury West and Paerata. Engagement was undertaken regarding several options for the rail network in the south in 2018 and following analysis of feedback and technical investigations, a preferred corridor was approved mid-2019. In early 2019 the programme’s draft indicative plans for these long-term rail upgrades were included in Auckland Council’s consultation materials for structure plans, and feedback received during this time will be considered as part of the next stage of the programme’s planning. The Government is working with KiwiRail to

support route protection of these projects. Other rail projects in the south are being progressed in the shorter term by KiwiRail. The most critical rail network upgrades (identified as part of the Auckland Transport Alignment Project) are focused on realising the benefits of the City Rail Link, providing for growing freight demand between Wiri and Quay Park and extending rail electrification from Papakura to Pukekohe. During the next phase of work, the project team will consider whether any additional land is required for the proposed rail improvements, including train stations. This will include social, cultural, environmental and technical investigations as well as further engagement with project partners, stakeholders, landowners, and the community. Meanwhile, a $92m Hamilton to Auckland rail service is going full steam ahead with the first trains expected to start running mid-2020. All

trains will start from Frankton Station and travel via the new hub at Rotokauri (The Base) and Huntly, before terminating at Papakura Station. The service will initially start with a fourcarriage train which can carry 150 passengers with two morning peak trains and two return afternoon peak trains with the option to increase to five carriages if there is sufficient demand. The train will also operate one return service from Hamilton to Auckland on Saturdays. Not surprisingly many are disappointed the trains won’t be stopping at Te Kauwhata, Tuakau or Pokeno, at least in the short term. The Campaign for Better Transport says these towns have experienced substantial population growth in recent times and many of the new residents work in Auckland. It is urging the Government to accelerate the development of stations at these locations to give the proposed service the best chance of success. Design and Build Franklin — 2019-2020 — 47

An outdoor basketball half court for the village’s Clive Howe Road Recreation Reserve playing fields featuring a blue and yellow colour scheme to reflect Patumahoe Rugby Club’s famous jersey, was approved mid 2019. Patumahoe local Roz Turnbull slam-dunked the proposal to add the court past Franklin Local Board, which agreed to fund the work from its Local Development Initiatives budget. She approached the board to add a hoop to an existing concreted area which could easily be transformed into a half-court. The community supported her plan, keen to see more playing opportunities for children in the area. Locals sent a raft of emails to the board, which welcomed the idea to transform the space into a more useful facility.

MIT trades up

A

A new centre of excellence for the Manukau Institute of Technology’s trades and engineering schools is to be built through a public-private partnership.

9000m2, modern, purpose-built technology hub serving 1200 students will be built opposite the current MIT campus, bordered by Manukau Station Road, Lambie Drive and Wiri Station Rd. Panuku Development Auckland facilitated the development as part of its regeneration of Manukau. Haydn & Rollett will own the building and MIT will take up a 30-year lease on the facility once it is completed. “This facility will not only bring benefits to those who live in South Auckland but will reinforce Manukau as a hub for learning and a place where people can live, work, learn and celebrate”, says Clive Fuhr, Panuka Development project director. You’ll have to be quick to grab one of the few remaining sections in the first release at Lakeside in Te Kauwhata but there are plenty of house and land packages to tempt house hunters to this rural north Waikato location.

akeside is the realisation of an innovative concept plan by Winton Development, and involves the rezoning of 180 hectares of former farmland to build a new community of 1600 homes over the next 10 years around the shores of Lake Waikere, one of the biggest shallow peat lakes in the country. The eco-friendly development has been designed to take advantage of the natural environment with more over five kilometre of walking and cycle trails within 185 acres of reserve, and abundant birdlife. There’s also a new seven hectare lake which will have a sandy beach for swimming, paddling and kayaking, with walkways to connect with the rest of the lake due to be completed by the end of 2020. Affordable pricing is one of the big attractions for buyers with small two-bedroomed homes starting at $480,000 to bigger three or four bedroom Vantage styles, starting at $590,000 and

sections available from $235,000. Thanks to their design, most homes will have an open view of the lake. Buyers looking can choose from 30 architecturally-designed homes which have been created specifically for Lakeside. Each home has open-plan living and outside entertaining areas, as well as the latest energy-efficient features.

Earthworks began in 2019 for a new village centre, due to open by February 2020 in time for residents taking possession of the first 200 homes. The Lakeside Village Centre will be a meeting and focal point for all generations. Amenities will include a child care centre, café and restaurant, medical centre, large children’s playground, and communal office spaces – all within walking distance of home. Work has also started for a new primary school, planned to open in 2023. The development is attracting both first time buyers from Auckland and Hamilton and retirees who want a view of the lake. Commuting times to both centres are expected to improve when motorway upgrades south complete in 2021. There is some suggestion that a tram stop may be added to accommodate the commuter train between Papakura and Hamilton. Station designs have been submitted. School report – new centres of learning It goes without saying that where there are new houses there will be families with children of school age.

F

ranklin has a wealth of good schools both urban and rural but the growing population means that many are at capacity and are no longer able to accept out of zone enrolments. In response, the Government has launched a National Education Growth Plan which identifies where new schools or additional classrooms at existing schools will be needed in the next 10 years. In terms of scale, the Drury catchment is expected to be the highest growth area of the Auckland region with housing developments at Hingaia, Drury, Opaheke and Paerata. Over the next 10 years some 23,000 additional dwellings

are due to be built which will then accommodate around 65,000 residents by 2043. Of these 11,350 will be school-aged children, 6800 of them primary students. Forecaster’s predict that there will be an additional 699 children in that catchment’s schools by 2021. In Pukekohe, growth is already putting pressure on student rolls and within three years that’s expected to result in an extra 1194 schoolage children consisting of 719 primary and 350 secondary student places. In the short-term, the Government’s response is to implement new enrolment schemes, or amend existing enrolment scheme boundaries as a result of new developments. Extra teachers have

been employed at schools at capacity. In the long-term, there are development plans for Pokeno School as well as a proposed second primary school for the settlement. Extra classrooms will be allocated at Pukekohe Intermediate and Pukekohe High School and the redevelopment of Waiuku College is being investigated.

New schools

– WHERE WILL THEY BE?

A

new primary school is planned for Drury which is currently served by two primary schools. The area is forecast to grow to 65,000 residents by 2043, including around 11,350 school-aged children, 6800 of them primary students. Education Minister Chris Hipkins says the school will be up and running by 2022 and will be the first of several planed for the area. “It is crucial we plan ahead now to accommodate the expected population growth in our urban areas and beyond,” he said. “It is anticipated more student capacity will be needed across all year levels in Drury, requiring up to six new primary schools and at least one new secondary school.” A Ministry of Education-owned site in Burberry Road, Drury, is being considered as the location for the new primary school. It will have an initial capacity for 370 Year 1-8 students, and planning for 700. A satellite unit for the Blind Low Vision Education Network New

Zealand (BLENNZ), to be run by Parkside School in Pukekohe, will be included in the design. “It is crucial we plan ahead now to accommodate the expected population growth in our urban areas and beyond,” says Chris Hipkins. “It is anticipated more student capacity will be needed across all year levels in Drury, requiring up to six new primary schools and at least one new secondary school.” Plans to build a new Catholic co-educational high school in Drury, St Ignatius of Loyola Catholic College, are still on the drawing board. The Catholic Church bought 25 hectares of land in Burtt Road several years ago but is awaiting Ministry funding before the project can get underway. Pokeno Primary School is getting an extra eight classrooms to cope with an expected extra 350 students from the now well-established and still expanding community which has made the village their home. primary school in Belmont is scheduled for the end of 2019. It is to be built in Jutland Road on a four-hectare site and will have an initial build roll of 350 students plus 200 later. It will have special education facilities including a Sensory Resource Centre for Blind and Low Vision Education Network New Zealand (BLENNZ). Pukekohe West School is expected to open in 2021. It will be a contributing Year 1-6 school, and will have room to expand in the future if needed. A new $20 million Paerata Primary School for 350 students is scheduled to open in 2021, replacing the small country school of the same name with 137 students. It will be able to accommodate a further 330 students later. It’s being built at Paerata Rise which will eventually have a new high school in addition to the re-located Wesley College. The Ministry of Education has acquired land at Kingseat for a new primary school in 2024 for 370 students. A potential Stage 2 Kingseat Primary will provide for a further 330 student places.

Construction rises at Sunset Beach

ecessity is the driving force behind renovations at Port Waikato’s Sunset Beach Surf Lifesaving Club. “Thanks to a population increase – with developments such as those at Pokeno – we are getting more and more visitors to our beach over summer so we want to make sure we’re up to the task of keeping them safe,” club secretary, Taylor Shrimpton, explains. “The improvements will allow us to have more room to store equipment and be better able to train more members so we can expand our patrols.” Literally drawing on her expertise as an engineer (with CivilPlan Consultants in Manukau), this Drury local is practically ‘tailor-made’ to pitch in with the club’s expansion. “We started construction during winter 2019. There was a lot involved. We’re building a big community hall and we will be refitting the clubrooms too. I did all the engineering drawings

– from the earthworks to the drainage – for resource consent. I’m also on the project steering group, helping make sure it all comes together,” she says. “The first stage – building the new hall – should be finished by the end of 2019. Overall, we’re hoping everything will be done by the start of the [202021 surf lifesaving] season at Labour Weekend next year.” While the need to improve the club’s facilities may be driven by population growth, the ability to do so has only been possible due success at awards and in competitions. Taylor (who is one of New Zealand’s top Inflatable Rescue Boat racers) says sponsorship is vital in ensuring the wheels (so to speak) on the club’s boats continue to turn. “We rely on sponsorship to compete or provide emergency services. Awards are great for showing sponsors how committed we are so we can have what we need to do what we do best.”

Pokeno counts down to supermarket

he long wait is nearly over – Pokeno is set to get a new supermarket after years of speculation. Waikato District Council has received an application by Woolworths NZ Limited for resource consent to construct and operate a Countdown supermarket at 58 Great South Road. The site is in the town centre opposite other food businesses on Great South Road – Pokeno Country Cafe, The Bakehouse Cafe, Pokeno Bacon, Pokeno Superette, Johnson Takeaways and The Original Pokeno Ice Cream and Coffee Shop. Countdown spokesman, Jason Stockill said the company purchased the site in 2012 for future

development. “We had identified Pokeno as an up and coming area and we received resource consent to build a small supermarket,” Stockill says. “Following discussions with the local council we’ve ended up applying for a new resource consent application for a larger Countdown supermarket given the growth in the area. The application is currently going through public consultation.” Pokeno’s nearest large-scale supermarkets are in Pukekohe, 15km away, although there is also a Four Square in Bombay, 9km away, and a SuperValue in Tuakau, 8km away.

TUAKAU SCORES BASKETBALL GOAL

A

one-off grant from Franklin Local Board to improve facilities at Tuakau College means more courts for basketball lovers. The move allows courts to be marked and hoops to be added to cope with the overflow from the Franklin region where basketball facilities are in short supply. “We know we have a gap in supply and demand, particularly with access to facilities for football and basketball,” board chair Angela Fulljames said after the grant was allocated. “That’s restricting participation in those sports.” Football also gets help, with a grant to allow Pukekohe Association Football Club to use the astroturf at Pukekohe High School. “It makes a lot of sense to have third-party facilities which can be better used,” Ms Fulljames said. “For a few thousand dollars we can have courts up and running at Tuakau, whereas if we had to build more courts somewhere else, what would that cost, and how long would it take?” In mid 2019 the board budgeted $30,000 under its Locally Driven Initiatives operations budget to investigate access to third-party sport and recreation facilities. The intention is to spend up to $8000 to improve astroturf access at Pukekohe High School and up to $2800 at Tuakau College on basketball. A community-led waterways restoration project is going from strength to strength. Supported by Franklin Local Board, Friends of Te Wairoa Catchment continues to attract people’s efforts to improve the Wairoa River, the second largest river in Auckland and its catchment. The group which brings together the Wairoa River Steering Group and Wairoa River Landcare says its key achievements include the appointment of a new chair and core committee, the launch of a bait and trap day programme (which saw four events generate significant community engagement) and securing funding for three part-time positions, nursery, pest and cluster co-ordinators. The group also raised $22,294 in a Million Metres campaign for the Clevedon Wharf Reserve, with 51 people at a community day planting 2000 plants. That led to a second campaign, this time centred on a section of the Wairoa downstream from Tourist Road Bridge. Friends’ Franklin Pest Free programme saw four bait and trap days across the catchment, two in Hunua, and events in Clevedon and Ness Valley. The events attracted about 140 people – possums and rats were the primary catch.

Waste not, want not

A new environmental project for Waiuku, developing a zero waste capability, has been allocated $60,000 in funding from Franklin Local Board’s local environment work programme.

ranklin Local Board is supporting waste minimisation initiatives which encourage communities to reduce waste. Board chair, Angela Fulljames says part of the work will be education on creating a circular economy. Waiuku Zero Waste will be engaged to deliver an inorganic collection trial with Waiuku and Pukekohe businesses, and to deliver a zero waste education programme. The inorganic collection trial will engage with 70 businesses in Waiuku and 30 in Pukekohe and will involve education on how to reduce and reuse waste. The local board will spend $230,000 on 11 projects which also focus on improving water quality and stream environments and controlling pest plants and animals. “Environment has always scored highly when we have community consultation on board plans or regional budgets,” Ms Fulljames says. The projects are: ■■ Waiuku Town Basin water quality monitoring, $4000

■■ Awakura restoration project, $15,000 ■■ Hunua Domain Recreation Reserve plant

maintenance, $15,000 ■■ Shell barrier management, $15,000 ■■ Pest Free Franklin, $20,000 ■■ Beachlands waste minimisation, $20,000 ■■ Waiuku waste minimisation, $60,000 ■■ Mauku Stream protection, $30,000 ■■ Wairoa River restoration, $30,000 ■■ Litter free Franklin, $15,000 ■■ Manukau Harbour Forum, $6000. “We have a strong commitment to the environment, especially in improving water quality and stream environments, and in community recycling and pest management,” Ms Fulljames adds. “ We have funded water monitoring at Waiuku since 2015 to provide data on nutrient and contaminant levels, and we’ll continue to support biodiversity and improvement work along the Awakura, Mauku and Wairoa waterways. “Much of the work we are doing is being done alongside mana whenua and community groups, so it’s important we continue a united drive to be good guardians of the land.”

W

atercare has entered the solar energy market and installed solar panels at the Pukekohe Wastewater Treatment Plant. The 400 ground-mounted solar panels installation is the first project of its kind for Watercare. The panels help power a pump station, which sends wastewater around one kilometre away to be processed. Watercare chief executive, Raveen Jaduram says the panels will be joined by two other solar energy projects. “Watercare’s business is intrinsically linked to the natural environment and

is committed to operating in a sustainable way. It’s at the heart of what we do, and this is our first foray into solar energy. It’s an exciting landmark.” The panels, provided by Mercury Solar, are expected to result in savings of up to $20,000 annually. Two other solar arrays are currently being installed at the Wellsford Wastewater Treatment Plant and at the Redoubt Road Reservoir in Manukau. The Redoubt Road reservoir project will also feature a Tesla Powerpack, so that the solar electricity can be stored for use at night-time and is expected to see a 75 per cent reduction in grid use.

Family affair Families turned out in force for a bit of last-minute planting along the Waiuku Trail before a ribbon was cut to mark the official opening of the walkway in mid 2019.

ork only began on the Waiuku Trail after a ceremonial sod-turning event in March 2019 but progressed at eye-watering speed due to the number of hours community volunteers gave to the project. Franklin Local Board members and Waiuku Trails Implementation Committee chair, Barry Gibbon were on hand to help cut the ribbon with Auckland Deputy Mayor, Bill Cashmore. Mr Gibbon won a New Zealand Walking Access Commission – Ara Hikoi Aotearoa Outdoor Access Champion Award – after being nominated by the local board in recognition of his contribution to public access to the outdoors. Local board chair, Angela Fulljames said at the time that Mr Gibbon’s work, and the contribution of the many volunteers, could not be overstated: “He has such incredible drive and passion. His leadership has been a major factor in getting us to where we are now.” The board committed $300,000 to the

project. More development is planned over two years, with the trails eventually linking the redevelopment at Sandspit and extending to circle the golf course. Mr Cashmore said while Auckland Council staff made major contributions to the project and the board’s funding made it possible, the Waiuku community could be proud of what it had achieved. “This whole project was the first foray into community-led development and the contribution made by hundreds of volunteers doing countless hours of work is just remarkable.” Waiuku board representative, Sharlene Druyven said the town and its businesses had embraced the project. “When we turned the first sod, Blue Scope Steel’s Glenbrook mill boss, Gretta Stephens stunned us all by announcing it would provide the base course for the track. “Things like that, and just the number who turned out to do some final planting before the opening, have been magic.”

PUKEKOHE HILL TRACK BROUGHT BACK TO LIFE

Volunteers have cleared an overgrown track linking the summit of Pukekohe Hill to Bayly Road. Pukekohe Tramping Club members wanted the trail to be the first step in a plan to connect the area’s five volcanic cones – Pukekohe, Puni, Capehill, Glenns Hill and Rooseville Park – using existing roads, footpaths and trails.

Talk of the walk Speed limits may be reduced on some of our roads but local walking tracks could be about to progress at full steam ahead, should the recently-released Connecting Franklin North-Waikato stakeholder report serve as a guide to development. Prepared in consultation with members of the public and organisations including local councils, the report is a step in the right direction, Asher WilsonGoldman from the Walking Access Commission believes. “We need to plan a network of access ways for the growing number of people in the region,” he says. “Paths can serve many purposes, including recreation, tourism and commuting – walking, cycling, running and horse-riding,” he says. The report (accessible via walkingaccess.govt.nz) outlines a network of off-road tracks and trails connecting the Pokeno, Pukekohe and Tuakau connecting communities, towns and natural amenities.

The entrance to the track, which provides a bush walk and views over the Waikato River, is near the pines on the southwest edge. Caution is urged where the track narrows as it meets Bayly Road just over the brow of the hill. Forecast for more colour Trends don’t develop in a vacuum, burning brightly for just one season before evaporating without a trace. They are slowly progressing ideas, evolving incrementally until they become new yet similar variations on the same general theme.

PINK PREVAILS

Whether you love it or hate it, pink has been, and continues to be, one of the most defining colours of the decade. There hasn’t been any other colour which has become quite as sensational or made as much of an impact on decorating trends. While one particular ‘millennial’ shade may have kicked off pink’s popularity, the hue has since transitioned into dustier territory becoming more refined and ‘grown up’ in the process. Softer, rosier shades and muted, near-beige blushes are now favoured as are those with a ruddier feel to them. The good news is that, unlike millennial pink, these versions don’t carry the same ‘flavour of the month’ vibe – meaning schemes built with today’s pinks are likely to have a much longer shelf life and result in a look with more timeless appeal. As a result of pink’s soaring popularity, reds, browns and beiges have all been affected, with each taking on more of a pinky hue. This could be attributed, in part, to the continued prevalence of the tone-on-tone trend, where these desert-like shades are often combined and layered to create something of a sunset effect. To get the look, try combining Resene Just Dance, Resene Sunbaked, Resene Sorbet, Resene Soulful and Resene Despacito.

SPICED JUST RIGHT

For an elemental, nature-inspired colour with a contemporary feel, terracotta simply can’t be beaten. A shade that’s not quite pink and not quite brown but not exactly beige or red either, it’s a somewhat difficult hue to define. Since it’s generally considered to be the colour of natural clay pots, and because the colour of clay differs wildly from region to region, it’s can be expected the colour will mean different things to different people. For the most trendy terracottas, look to Resene Sunbaked, Resene Moccasin and Resene Raging Bull. Try them with on-trend dusty pinks such as Resene Just Dance and Resene Shabby Chic for a tonal look, or mix your favourite with a celery white such as Resene Carrara and add a pop of a vibrant cerulean blue such as Resene Wet N Wild.

WHITES WARM UP The minimalist movement has encouraged many modern homemakers to live a more clutter-free and thoughtful life. Subsequently, shades such as creams, beiges, and whites are popular for anchoring clean, interior colour palettes. Creamier shades of white, featuring more

colourful undertones, have become especially desirable for their inherent simplicity which can be manipulated with different types of lighting. Resene Half Tea – a timeless cream which shifts dramatically and becomes richer and deeper as the sun sets – is a favourite. Try it with grey-beige neutrals such as Resene Napa, deep purple-like browns such as Resene Rebel or the steely blue of Resene Bismark. Resene Carrara, named for the famous Italian marble, is another great option if seeking a more neutral white which still carries plenty of warmth. Try it with the golden beige of Resene Crowdpleaser, the muddy brown-like Resene Route 66 or the deep gravel-like Resene Porter.

AU NATURAL Nature has long been a common inspiration for home décor with woodland tones such as the mushroom greys of Resene Napa and ferninspired shades of Resene New Leaf which are among the most popular hues. Floral and fauna motifs are wildly popular too, resulting in today’s on-trend natural looks splitting into two main sub-categories: those built with tonal palettes with natural textures layered on, and those with graphic patterns.

To get the best of both worlds, start with a palette built from warm and neutral Resene colours – it’s easy to incorporate a bit of jungle flavour through tropical plants and something out of the menagerie to add interest but still keep the space from feeling completely untamed.

GREEN CONTINUES TO FLOURISH

Just like pinks, greens have also become dustier – with sage, olive, jade and emerald being the current favoured variations, along with fresher mint, such as Resene Kandinsky. Sage greens sit across from burgundy on the colour wheel. This distinction makes them complementary colours, which means the hues work well together thanks to their high contrast. Wine-inspired shades such as Resene Courage and Resene Salsa not only make them a great partner to on-trend sage but also a useful tool for building a look with longevity. DARK AND STORMY Dark and dramatic colours are wooing courageous colour lovers seeking a refreshingly different look to bring into their homes. Moody navy blues such as Resene Indian Ink and Resene Wishing Well,

are making some serious waves – especially when paired up with stormy greys such as Resene Porter and Resene Suits. These shades are ideal for building up a deeply layered cocoon-worthy look. They are also ideally suited to pops of the on-trend gold, mustard and butterscotch of Resene Influential, Resene Cleopatra and Resene Bi Hoki.

SUNNY DISPOSITION According to colour experts, no hue expresses hope and reassurance more than yellow. While mustard still remains a design staple we’ve begun to see more optimistic, buttery tones emerging. One of the hottest new colours, cheery ‘Gen Z yellow’, is adding a fresh burst of brightness and positivity to homes with its lively sunshine hues. It’s true that yellow brings out the best in other colours so, if tired of neutral schemes, relieve the boredom with a corn coloured feature wall, cushion, artwork or throw? Try softer shades – Resene Thumbs Up and Resene Chorus Line – teamed with duck egg blues, earthy greys or olive greens. When it comes to trends, don’t choose a colour just because it is trendy. OUTSIDE THE LINES: Long before Marie Antoinette sought the most divine throne on which to perch her derrière, Frenchmen and women had been losing their heads over fine designs in furniture. However, because even lovers of the finer things think beyond the boudoir now and then, Christophe Delcourt has quite the story to tell! Thinking beyond those plastic fantastic lawn chairs and loungers, Christophe has risen to the occasion with his Saga range of outdoor furniture. From its double lounge chair and cocoon sofa, to the luxurious corner composition, this range is fashioned primarily from acacia wood with waterproof under covers. INTO THE FUTURE: time doesn’t stand still and neither does L’Epee, which has since released new sci-fi designs. Particularly interesting are the Balthazar designs, which hint at a Terminator-esque fate for humanity – interestingly enough, emerging as robots do indeed seem set to take over much of man’s labours. The strangely-named ‘Bad Sherman’ is another automaton. While he’s said to be ‘reliable, like clockwork’ we’re told he’s also a misunderstood kid who got mixed up with the wrong crowd. Could this tank-tracked Sherman have a more sinister side? As for the arachnid-like Octopod, well, we really don’t know what kind of tangled web of deception he’s working on, but if you ever hear any of these machines say, ‘I’m afraid I can’t let you do that’, it’s time to run! Following the garden path

alkways and paths can serve several purposes in the garden: they let you move around freely throughout the different parts of the yard; they confer visual structure to the overall landscape; and they constitute an essential aesthetic component. Follow these three rules to make your walkways both beautiful and functional.

ADEQUATE WIDTH: Your main walkway (the one leading to your front door) should be at least 1.5 metres wide to allow people to cross paths without difficulty.

For secondary walkways, a width between 80 centimetres and 1.2 metres is sufficient for foot traffic and wheelbarrows.

HARMONIOUS MATERIALS:

Brick, gravel, natural stone, concrete pavers — there are all kinds of materials in all shapes and sizes suitable for walkways. To make the right choice, consider not only your budget but also the style of your home and your garden. For example, solid concrete may be perfect for an urban path to the clothesline or letterbox while natural

stone looks amazing in a rural landscape with complementary features.

A SOLID BASE: For stable, durable walkways, dig up the ground, put down weed cloth to prevent weed growth, and then add a layer of sand before laying your covering of choice. Your walkways should ideally sit slightly below grass level to make lawn mowing easier. They should also be built on a slight incline to prevent water accumulation. Furthermore, to help prevent falls, make sure the surface you choose isn’t too smooth.

CREATING GARDEN PRIVACY Are you tired of neighbours overlooking your yard, deck or patio? Beyond fences and hedges — which are practical for backyards, but not so much for urban patios — there are countless ways to shield your outdoor space from prying eyes. Here are a couple of ideas to help inspire you.

NATURAL SCREENS Take advantage of the natural properties of plants such as sedges and climbers — the latter grow incredibly quickly and require little maintenance — to create a vertical garden. Clematis, honeysuckle and climbing roses, for example, will embellish a patio with their colourful flowers, while the dense foliage of vines, lichens and hops can create a magnificent screen of greenery. Walls, fences, lattices, arbours — there are tons of different structures for plants to climb

on. Furthermore, sometimes it only takes one strategically positioned large plant (palm tree, hibiscus, etc.) to create a privacy screen. It may also be possible to strategically plant one medium to large tree to give your property greater privacy (and even some shade) if a neighbouring deck or windows totally overlook your own. Something to consider!

SMART ARRANGEMENTS Various arrangements can allow homeowners to enjoy their backyard in perfect privacy. Consider awnings: a simple sheet of fabric over your meal area or outdoor living space is enough to block the view of neighbours whose windows have a bird’s eye view onto your yard. Similarly, you could frame outdoor seating with a wooden structure to create an outdoor alcove. An attractive folding
