In combination, the house and garden has endured throughout history in many cultures and places, from ancient Rome and Moorish Spain to traditional Japanese and contemporary Asian tropical gardens and architecture. Visits to Europe and Asia to research particular gardens and buildings have stimulated the practice’s appreciation of traditional architecture, modern design, and fabulous gardens. “You have to experience architecture within its context to truly understand it; to sense its serenity, dynamism or gauge its integrity as a whole,” says Peter Diprose of PDA Architects and Landscape. Over the past decade, PDA Architects and Landscape have had the opportunity to design some fabulous homes, applying their expertise to modern designs incorporating traditional materials – master planning villas which include pools, pavilions, gardens, stables and studios. Firsthand experience of many of the world’s great buildings plus an intimate understanding of

One of their recent projects is a resort-style villa and pool inspired by the tropical modern work of Geoffrey Bawa, the great Sri Lankan architect. Its symmetrical exterior combines pale gold plastered brickwork, with a clay tile roof supported on dark plastered twin columns on granite plinths (see cover of this magazine).

BUILDING OR RENOVATING? There is nothing worse for a builder or an owner than when a building project is delayed. Wynyard Wood Partner, Arthur Chung explains why liquidated damages (LD) for delays and corresponding extension of time (EOT) provisions should be in every building contract. House hunters are spoilt for choice when looking to live, work and play in Auckland’s south eastern suburbs. Here’s a taste of what the region has to offer.
■■ Bucklands Beach and Eastern Beach are two
of east Auckland’s best swimming beaches. They are on opposite sides of the same peninsula. The peninsula is a popular residential area with homes enjoying spectacular views of the Tamaki Estuary on one side or the islands of the Hauraki Gulf on the other side. A 230 metre boardwalk links the southern end of Little Bucklands Beach to Half Moon Bay Marina. ■■ Half Moon Bay is a coastal suburb located immediately south of Bucklands Beach, well known for the Half Moon Bay Marina, home to more than 500 boats. Nearby is a small shopping centre which includes bars and restaurants. Half Moon Bay is a popular public transport hub with ferry facilities including passenger and car access to Waiheke Island and a commuter ferry to downtown Auckland. The area is also a popular destination for walking and hiking, as it offers a variety of outdoor attractions in a relaxed seaside atmosphere. ■■ Botany is a prominent residential area located roughly 20 km from the Auckland CBD and 11 km from Manukau. While starting as a rural area of mostly of quiet farmland, there’s been rapid

development over the past 30 years which has turned it into a vibrant hub of activity. It is now home to one of the largest shopping malls in the country with the area popular with families and retirees. A new brand new development of two and three bedroom two-three level terraces, starting from $650,000 is underway with anticipated move-in date second half of 2020. ■■ Pakuranga is south-west of Howick and until the 1950s was sparsely settled and largely farmland. A rising demand for housing in Auckland saw it transformed into a new suburb. More than 50 years ago the Fletcher Construction Company developed Pakuranga Town Centre and Ti Rakau Drive. Housing companies then built thousands of middle-income homes. Current developments will see 30 new terraced residences on the former White Horse Tavern site in Pakuranga and improved transport. ■■ Panmure is very community oriented with a large range of community services and opportunities. It is at the start of a major project to reinvigorate the town centre into a great place to live, visit and do business. Over the next 15-20 years some 7500 new homes are set to
be built to cater for a population predicted to double. The city’s redevelopment agency Panuku Development Auckland is overseeing the project. ■■ Beachlands is a seaside settlement bound on two sides by the sea, north facing, both gentle sloping and flat. Elevated sites and cliff-top properties get the spectacular sea vistas. The settlement was first developed in the 1920s, subdivided into 870 sections and marketed as the “Marine Garden Suburb”. Initially, it comprised mainly weekend fishing or holiday baches. Today it boasts both million dollar-plus luxury homes and more modest residences, attracting lifestylers who want a coastal home close to the city. ■■ Whitford is on the way to the Pohutukawa Coast, and was once a village for early settlers. Known as an equine centre, Whitford has a pony club, stables and several stud farms making it popular with the horsey set. New developments include Whitford Manor Estate next to the Whitford Park Golf Club and Ayrlies Parklands, an eleven-lot subdivision which is an exclusive development surrounding the world renowned Ayrlies Gardens. The Ayrlies sites vary from 0.7 to over 2 hectares with prices from $1,750,000. Design and Build South East — 2019-2020 — 9

GROWING OLDER GRACEFULLY In common with the national trend, Howick’s residents are getting older but they really couldn’t find themselves in a better place to age gracefully. The Howick area is the first to contribute to Auckland Council’s proposed Age-friendly Auckland Action Plan. The council and partners are developing the region-wide cross-sector plan to improve outcomes for older Aucklanders through a series of community meetings across the region. Auckland’s older population – those aged over 65 years – is growing faster than any other age group. And the council wants older people to feel they belong and can contribute and participate in their community. “We want to hear from older Aucklanders and the wider community on the needs, opportunities and aspirations of our older people and those approaching that age group,” says Councillor Penny Hulse, Chair of the Environment and Community Committee. “The growing ageing population is a global issue. For the first time in history, people 65 and older outnumber children under five. “Auckland will be home to substantially larger numbers and a greater proportion of ethnically and culturally diverse people over the next few decades. This will create greater and more complex demand for services and infrastructure to meet their needs,” she added.
– AN OLDIE AND A GOODIE Howick is an eastern suburb which benefits from numerous heritage buildings and other historical remnants from its early European settlement past. This has led to it being referred to as ‘perhaps Auckland’s most historically-conscious place’ as well as a great place to call home.
M
ore than 130,000 people live within the Howick Ward making it the fifth largest urban area in New Zealand. Its population (which includes the surrounding districts of Pakuranga, Botany, Flat Bush and East Tamaki) is made up of people from a wide range of cultures. Some 50 per cent of residents are European and 38 per cent are Asian, with Chinese the largest sub group. Nearly 10 per cent of residents identified as Indian, followed by people from the Philippines. The remainder are Maori and Pacifica. There are plenty of attractions within the town’s boundary which, despite its size, maintains a village atmosphere. Howick Historical Village is popular with visitors and locals alike providing a live, historical experience. The village was established for retired soldiers from the Royal New Zealand Fencible Corps who fought in the New Zealand Land Wars of 18601864. Museum staff dress in period costumes and chat about the Fencible history and what was a typical day during the Victorian era. On the list of New Zealand Historic Places
Trust, under Category I, All Saints Church is the first parish establishment at Howick and the oldest building in Manukau. Its significance lies as a memorial to the fallen, Fencible soldiers. Possibly the best views of the Hauraki Gulf in the whole of Auckland can be seen from Howick’s Stockade Hill, a stockade built to protect Howick and the European settlers from the Maori tribes during the Land Wars. It holds historical significance for those who lost their lives on both sides, with some locals still paying tribute to their ancestors who were fallen soldiers. However, locals are now fighting to preserve those views as developers eye them up too. Howick’s community spirit is epitomised in the annual Santa Parade in December which has been running for 65 years. It attracts sightseers from across the region who flock to see its colourful parade of floats, fun events and activities. Another annual event proving to be growing in popularity is the Auckland Brit and Euro Classic Car Show. The show is now Howick’s second largest free community event, behind the annual Christmas parade and is held in March.

Duder Regional Park
Walking is one of the best things you can do in Auckland and there are heaps of stunning walks to choose in east Auckland. Here are our top picks.
Beachlands to Maraetai path
and showcases some of the best coastal views in Auckland. Located on the pohutukawa-fringed Whakakaiwhara Peninsula, Duder makes you feel like you’re on your own island thanks to 360-degree views across the Brookby/Maraetai hills, the Hunua Ranges and Hauraki Gulf islands.
The Beachlands to Maraetai walk and cycle path along the beautiful Pohutukawa Coast is perfect for a fun day out. You’ll see stunning vistas of the Hauraki Gulf, Waiheke Island, Rangitoto Island and the Coromandel Peninsula. Grab a coffee or ice cream along the way, take a pit stop at Omana Regional Park or go for a swim at one of the beautiful east coast beaches of Maraetai, Te Pene and Omana Esplanade Reserve.
Macleans path Loop through a wide, green, open space, regenerating bush and wetland areas on the Macleans Park path. Admire amazing views to the Hauraki Gulf, Rangitoto and Waiheke Islands and have a go on the 80m dual flying fox.

Take a stroll in Bucklands Beach alongside the Tamaki Estuary. The Bucklands Beach path offers fantastic views to Rangitoto Island, the Waitemata Harbour and Maungarei (Mt Wellington). There are some popular swimming, fishing and boating spots – so pack your gear if you want to join the action after your walk.
Get your bush walk on at the Point View Reserve, a 29-hectare natural heritage reserve with spectacular panoramic views and amazing bird life. The Point View bush path starts at the carpark off Point View Drive and includes a number of stairs without handrails.

Make your way around 148ha of coastal parkland at Duder Regional Park. The Duder Farm path takes you through rolling farmland

Auckland’s hidden gems. The Mangemangeroa to Shelly Park Beach path follows the Mangemangeroa Creek and passes through a diverse landscape of farmland, native forest, estuary and salt marsh habitat. Be sure to keep an ear out for tui, kereru, piwakawaka (fantail), tauhou (silvereye) and riroriro (grey warbler).
Tawhitokino Beach path Get away from the crowds and discover the unspoiled beauty of remote Tawhitokino Beach. Named one of Auckland’s top 10 ‘secret beaches’, Tawhitokino is only accessible by foot, kayak or small boat, so prepare for an adventure! The Tawhitokino Beach Path can only be done at lowtide and is ideal for the confident walker.
Waitawa Regional Park Head on over to Waitawa Regional Park which has a focus on recreation with walking, trail running, horse riding and mountain biking tracks throughout the park. Located 50km south-east of central Auckland, Waitawa is made up of three small peninsulas and fronts onto four bays. Check out the 6km Waitawa Kotare Path or 4km Waitawa Kereru Path.

Major businesses planned for Ormiston Town Centre While progress has been slow since the first plans for an Ormiston Town Centre were mooted, it now seems work is forging ahead with an opening date of late 2020 expected.
C
onstruction is currently underway on the long-awaited 40,000sqm Ormiston Town Centre. It will include 100 shops and businesses, a three-level car park building and four major businesses including the Warehouse, a Hoyts cinema complex, the existing Pak’nSave and an additional supermarket. New images by designers NH Architecture of Melbourne and Jasmax of Auckland reveal a contemporary architectural design, setting it apart from traditional closed-in suburban malls, or bigbox retail developments. The 4.5-hectare site, adjacent to Barry Curtis Park, will eventually include retail stores, restaurants, a gym and a movie theatre. Todd Property Group is working in partnership with Panuku Development Auckland to create the
town centre as part of a broader agreement to develop 19ha of formerly council-owned land into a new community. Todd Property managing director, Evan Davies says the pedestrian-friendly centre will be focused on food and entertainment, including a dining lane, quality food hall and a restaurant precinct, as well as an eight-cinema entertainment complex. “The Ormiston community is experiencing phenomenal growth, and the town centre is going to be a massive transformation for the area,” says Davies. “It will create an exciting new focal point for the community and we are really excited to see it begin to take shape.” Panuku chief executive Roger MacDonald says the project is about taking a vacant site and
turning it into an entirely new master-planned community. “In time, Ormiston could provide a blueprint for how we take other townships in Auckland forward to provide for the growing population.” Historically a dairy farming community, the population of Ormiston was always predicted to balloon by 36,000 between 2013 and 2028 – the size of a town such as Gisborne. Being built by Scarbro Construction and Savory Construction, the town centre is expected to open in 2020. About two-thirds of the overall Ormiston development has either been completed or is underway, including commercial spaces and 63 terraced homes, with another 66 under construction.

New playground at Donegal Glen
utdoor fun for kiddies was expected to step up a notch with the opening of a new playground at Donegal Glen Flat Bush. The park (due to open in 2019) was given a $40,000 boost by the Hugh Green Group allowing extra features to be added to the original design. Initially funded by the Howick Local board, the Hugh Green Group is responsible for developing the playground. Board chair David Collings says the development plan, based on ideas submitted by the local community, was accepted in 2018. The Hugh Green donation meant playground amenities could be extended, allowing a planned footpath to be converted into a balance-bike track with raised humps as well as providing a space suitable for scooters, trikes, strollers and wheelchair-users. The group’s contribution will be marked with a memorial plaque to company founder, Hugh Green and memorial seating provided. “Hugh was a well-known landowner in our area and we are delighted the generosity that was so much a part of his character has been continued in his honour,” Mr Collings says. Mr Green arrived from Ireland and began farming before entering the construction industry. He died in 2012 but his charity work continues today through the Hugh Green Foundation.
Glen home to nature Flat Bush (also known as Ormiston) is one of New Zealand’s largest and most comprehensively planned towns taking shape in south east Auckland. It is conveniently located between Manukau and Botany. With Flat Bush expected to be home to at least 40,000 people by 2025, Donegal Glen subdivision (located off Flat Bush School Road) is one of the town’s most exciting developments. More than 550 generously-sized sections have been completed and delivered with a further 450 plus sections in the pipeline. AMETI Eastern Busway will create a dedicated, congestion-free busway between Panmure, Pakuranga, and Botany Town centres.
T
he AMETI (Auckland Manukau Eastern Transport Initiative) project is now forging ahead with construction well underway on the $1.4 billion project. According to the Auckland Council it’s the biggest public transport project in the region after the City Rail Link and will be largely funded by the regional fuel tax to the tune of $700 million. The busway will be supported by three new stations at Panmure, Pakuranga, and Botany, new cycling and walking connections, urban design enhancements, and improvements for general traffic such as advanced signalling at important intersections. A new flyover passing over Reeves Road, connecting Pakuranga Road with Waipuna Bridge, is also planned to provide better travel options and reduce congestion for general traffic. Major transport improvements have already been made with the opening of the Panmure Station (now the fifth busiest station in Auckland) and the development of Te Horeta Road. The next stage will be construction of a busway with buses travelling on their own congestion-free lanes between Panmure and Pakuranga town centres. It will cost $275 million and is expected to take two years to complete. The final stage between Pakuranga and Botany is due for completion in 2026. The ambitious project aims to reduce journey times and increase access for people to other parts of the Auckland region. Auckland Council predicts the Eastern Busway will generate around $680 million of additional GDP over a 40-year period. Auckland Mayor, Phil Goff hopes it will redress the area’s inadequate public transport options. “For too long we have under-invested in public transport for east Auckland. As the area has grown, the roads have become more congested without suitable alternative transport options”, he says. “The Eastern Busway from Panmure to Botany helps rectify this. It will be transformational for the area.” During construction of the busway, motorists will lose one lane of traffic on Pakuranga Road. Auckland Transport has introduced a temporary T2/bus lane during peak hour on Pakuranga Road which will remain in place during the two year construction phase. The lane is part of a wider traffic management plan which includes a Park and Ride from Lloyd Elsmore Park and express buses to Panmure
Station. AT says it investigated various options and introducing a T2/bus lane was the best way to deliver better journey times through the construction zone. It says its traffic management options are designed to minimise the impact of construction by providing more choice, and they will be monitored throughout the work, with the appropriate changes made. New limited-stop bus services in east Auckland will provide more choice and more direct bus trips while the first stage of the Eastern
Busway is built from Panmure to Pakuranga. Auckland Transport is putting on two new bus services to provide people with more travel options. The new 728 and 729 routes will run only on weekdays during peak hours. “These shuttles will offer people a direct route through the construction area to connect to train and bus services at Panmure Station,” says AMETI Eastern Busway Programme Director, Duncan Humphrey. T2/bus lane to ease traffic flow? A westbound T2/bus lane is now open on a part of Pakuranga Rd during peak morning travel times.

perating between Dunrobin Place and Gossamer Drive, the new T2/ bus lane is part of a wider traffic management plan during the construction of the AMETI Eastern Busway. A park and ride service from Lloyd Elsmore Leisure Centre (set down for the end of June 2019) and express bus services to Panmure Station are part of the plan. Free parking with security monitoring will be available for 300 vehicles at Lloyd Elsmore Park with easy access to bus services on Pakuranga Road, including the new express shuttle service. Additional measures to minimise traffic disruption include maintaining all traffic lanes during peak travel times, live monitoring and adjustments of traffic signals and carrying out more disruptive work during off-peak travel times, holiday periods and weekends where possible. However, at the plan’s release Pakuranga MP

Simeon Brown felt the T2 lane was more likely to impede traffic rather than ease it during the construction period. He was concerned about buses and T2 vehicles having to merge into the right hand lanes in order to continue along Pakuranga Road when the T2/Bus lane stops at the intersection. An Auckland Transport spokesperson has said the T2 lane is a temporary measure and had undergone a number of safety reviews along with consideration of feedback from community stakeholders and public meetings. “The 50m merging distance, set at a national level, is consistent for every T2 lane in Auckland and has worked successfully on similar sections of road across the region,” the spokesperson said. Some safety-related changes were made to the original proposal including adding safety posts in the middle of a short section of Pakuranga Road.
Rapid progress speeds travel The Auckland Airport to Botany Rapid Transit project will soon have commuters and travellers alike sitting pretty. The new public transport link between the airport, Manukau and Botany, is expected to improve transport choice, reliability, and journey times in the south and east of Auckland. It will also provide an important public transport link to the rail network at Puhinui Rail Station. A $60 million upgrade to the interchange is due to start in October 2019 eventually giving Aucklanders with access to the rail network, a 10-minute bus connection to the airport. Airport to Botany Rapid Transit forms part of the Southwest Gateway programme. Auckland Transport, the NZ Transport Agency, and Auckland Airport are working together to deliver three projects which will improve access and allow for future growth to benefit people and freight movements. Initially, it will be a bus service but in time it will become part of a rapid transit route, connecting to Manukau and Botany with a dedicated busway or possibly light rail. The project is planned to be completed within 18 months of construction. Travel times from Puhinui Station to Auckland Airport would be 10 minutes in priority lanes, 22 minutes to Manukau and 46 minutes to Britomart Station. Seventy-five per cent of the cost – $45 million – will be covered by the Government, with the remainder coming from Auckland Council and proceeds of the regional fuel tax. s traffic flows increase around Auckland including in the heavily used Chapel Rd area, Botany MP JamiLee Ross has been urging Mayor Phil Goff to have the Chapel Road bridge upgraded. Mr Ross says funding was allocated several years ago to carry out initial work on the bridge and improve it so it would have pedestrian facilities, be widened, and the large curve in that part of the road reduced. “But Auckland Transport abandoned the project, leaving locals having to keep navigating their way along this crash hot spot. The planned upgrade was highly desirable given the fast housing and economic growth in nearby Ormiston and Flat Bush. And, obviously, locals have the right to travel on roads which are safe and fit for purpose.” With the new Ormiston Town Centre under construction [close to the Chapel Rd bridge] and expected to eventually serve a population the size of Gisborne, Mr Ross says it is vital the necessary vision, long-term planning and sense of urgency is in place to ensure residents in that area can move around quickly and efficiently. “There was a lot to praise the Government for in Budget 2019, but one of its biggest failings is a lack of investment in roading infrastructure. The $1 billion being put into KiwiRail won’t reduce the amount of time it takes someone who lives in Botany to get to Symonds Street or Auckland Airport.”
Calls for temporary bridge Te Uho o Te Nikau Primary School is pushing for a temporary pedestrian bridge to be built on Flat Bush School Road as it waits for a decision to be made on building a long term full vehicle/pedestrian bridge. Currently students must cross a narrow bridge with no footpaths. However, with a price tag of $1 million for a temporary bridge, some Howick Local Board members believe a temporary solution would be a waste of money. They would rather go ahead with a permanent bridge even though the project would take longer and cost more than a temporary solution. With the board having set aside $1m of its Transport Capital Fund (TCF) towards the project it was, in June 2019, planning to investigate using the Community Safety Fund (CSF) to fund the rest of the project. Yet, it seems the bridge project was not eligible for such funds as individual projects covered by CSF can be no greater than $1 million. An Auckland Transport spokesperson confirmed that the board could use the CSF for a temporary bridge, knowing the permanent bridge was part of the current
Regional Land Transport Plan (RLTP), albeit not yet funded. The RLTP is reviewed every three years so the next review would be the earliest funding for a permanent bridge could be allocated. In the meantime, Te Uho o Te Nikau Primary School board of trustees member, Karen Gibson has said little ones are crossing to and from school daily on a bridge which is “an accident waiting to happen.” With that in mind Howick Local Board chair, David Collings, has asked AT to explore options for a temporary bridge and a longterm bridge and offer suggestions as to which funds can be utilised for each. Mr Collings said (in June 2019) that the board would explore both options and make a decision based on the highest safety outcome and the greatest benefit to the wider community. “My hope is that by putting up $1m out of the TCF and allocating nearly the same out of the CSF that we might tempt AT to bring the project ahead of time. Because NZTA is likely to fund 50 per cent of the project if the balance is not much more we might succeed.”

Green light for Mill Rd upgrade… maybe! Talk continues around plans to upgrade Mill Road from Redoubt Road to Papakura. Just when it was thought a definitive plan had been agreed on, there was a change of government and budget. Options are still in the pipeline, but as to when one will be actioned is yet to be decided.
T
he south is the largest future urban growth area in Auckland with some 5300 hectares of land identified for urban development. This could result in 42,000 homes and 19,000 jobs over 30 years and with a lot more people living in the area it stands to reason that a significant new transport infrastructure will be needed. The Redoubt Road-Mill Road corridor is considered crucial for the rapidly growing community already experiencing significant traffic congestion and has been included in a $28 billion transport package to keep Aucklanders moving however, it has been fraught with challenges and changes. The project, if and when completed, will provide an additional strategic north-south corridor for southern Auckland, connecting Manukau and Drury to the east of the Southern Motorway. Auckland Transport completed the designation for the Redoubt Road – Mill Road corridor project in early 2016 (Stage One). In the northern section it is looking at three options to improve on the current design and provide upgraded and additional connections. The potential upgraded connections include Hollyford Drive, Hilltop Road and Murphys and Thomas Roads. In the Papakura section two options are being considered: previously identified as the preferred route for Mill Road, the first option travels through urban Papakura following Cosgrove Road. This option requires the realignment of the southern end of Cosgrove Road to join Dominion Road. The second option traverses the urban edge of Papakura and the foothills of the Hunua Ranges. This option has steep terrain and environmental constraints.
In the Southern section four options are being considered for where Mill Road will connect with State Highway 1. These options will need to take into account decisions on a new corridor to Pukekohe. Options include using Cossey Road or Feilding Road to connect to a new interchange south of Drury. This could be an arterial road allowing for some access to the surrounding residential area. Another option is to connect to a new interchange south of Drury but north of the proposed commercial area. This option connects directly to State Highway 1 for business and freight, potentially removing freight traffic from future residential areas. The fourth option being looked into is to provide a new corridor at the edge of the urban area, connecting with the existing interchange at Ramarama. These potential upgraded connections include reviewing the requirements of the whole corridor in an integrated way and in light of the latest growth plans. The council is committed to completing the northern section of Stage One before 2028 but many are left wondering if it’s too little, too late, to have any real impact on the region’s congestion woes. Phase One takes in the northern section from State Highway 1 at Manukau to the intersection of Mill Road and Popes Road while Stage Two runs from Mill Road/Popes Road intersection to Papakura and Drury. It connects future residential development in the south with employment in the north, particularly around Manukau. Once complete, it should improve access to planned new employment opportunities in Drury South.
Southern Motorway The completion of improvements to the section of SH1 known as the southern corridor is now expected at the end of 2019. They won’t come a day too soon for the thousands of commuters who have to endure a bottleneck extending from Drury in the south northwards, day in, day out. With construction obstacles a part of everyday driving for a number of years, it is worth reminding ourselves that it will be worth waiting for. When completed the Southern corridor improvements project will provide an extra southbound lane on SH1 between Manukau and Papakura and an extra northbound lane between Papakura and Takanini, along with a 4.5 km shared walking and cycling path and a new and improved Takanini interchange. Whether it will be enough to cope with new developments and population growth remains to be seen.

Protecting our waterways With local construction flourishing some 100 people involved in the building industry attended a 2019 small sites expo designed to protect the city’s waterways.
T
he first Small Building Sites Demo event was held in Flat Bush mid 2019, bringing together the Master Builders Association, Auckland Council regulatory staff, Auckland Council’s Healthy Waters team, and industry suppliers. Funded by Howick Local Board, the focus of the day was to educate Chinese-speaking builders on small sites in the Flat Bush area about the need for sediment controls. Board member, Mike Turinsky joined environment portfolio lead, John Spiller and councillors, Sharon Stewart and Paul Young at the event, organised after insufficient sediment and rubbish controls were identified at building sites in the area. Mr Spiller said widespread non-compliance was totally unacceptable. “We want development to meet the housing shortage, but it cannot be at the expense of the environment.” Encouraged by the good turnout and the willingness to understand waterway problems, he said events that educated people on the kinds of controls needed to ensure the environment is safeguarded were a good starting point.
Residents dig eco project
T
he Pest Free Howick team was run off its feet mid 2019 as residents took up the challenge of helping build a better ecological future for millennials in the local area. Hundreds of people swapped moth plants and pods for a free native plant at Lloyd Elsmore Park. Organiser Lorelle Stranaghan said she was delighted at the response. “When we posted the event lots of people chipped in with the location of moth plants on their
properties, so we had a pretty decent haul.” Howick Local Board and Pest Free Howick provided disposal bins at the park, where residents disposed of moth and rhamnus plants and took home a native for their gardens in exchange for the hard work of digging up pest plants. “Pest Free Howick does a great job and we have to thank all the residents who have taken the time to join the fight for our environment too,” board chair David Collings said.

Living up to its name The Howick Local Board is proposing to transform the former Greenmount landfill site at East Tamaki into a native forest alongside leisure areas, children’s play and fitness facilities, an off-leash dog area, walking and cycling tracks and access to the summit. The 54ha site on the corner of Harris and Smales Roads was used as a landfill by Envirowaste Services Limited up until 2005 and since 2006 has been undergoing managed fill operations to restore its original landform. A concept design was developed in 2016 although landfill operators are still completing works to meet resource consent obligations, before the final sign-off and handover to Auckland Council for development. That’s expected to be mid-2020, and subject to site condition, development of the reserve will start then.
The eagle has landed By mid 2019 work was underway on a programme to restore native vegetation and habitat for native wildlife on Ohuiarangi / Pigeon Mountain in Half Moon Bay. Around 112 exotic trees, including pest species, were being removed and more than 30,000 new native shrubs and trees were being planted in selected locations. The maunga became known as Pigeon Mountain in early European times for the numerous kereru or native pigeon which lived there. The planting programme includes tree and plant species which will hopefully encourage kereru to return. Some of the new native shrubs and trees being added around the wetland ecological area on the western side of Pigeon Mountain Road were being planted during autumn 2019, and the remaining will be planted over 2020-2021.

Wetland leaving homes high and dry
B
ehind the fence in Papakura’s Cosgrave Road is a hole any digger driver would be proud of. The 2.3 kilometres of stormwater wetland taking shape in the area will make the development of thousands of homes possible. By mid 2019, about 80 per cent of the earthworks needed on the Awakeri Wetlands Project had been completed ahead of schedule. More than 65,000 cubic metres of soil had been dug to create the T-shaped channels linking Grove, Walters and Cosgrave roads. Auckland Council is investing about $100 million in the Takanini area transforming rural land into an eco-friendly wetland while at the same time resolving flooding and stormwater issues in the notoriously peat-soiled area. Already completed, as part of the Takanini Stormwater Upgrade Plan, is the 1.1km-long Artillery Drive tunnel linking the McLennan Wetland with the Pahurehure Inlet at Katavic Park
via the Grove Road culvert. The trench, which surrounds the entire development, up to seven metres deep, has long since been filled. It contains a wall to stop groundwater entering, which would compromise the wetland’s ability to deal with stormwater. There is still plenty to be done, but contractors are working flat-out installing kilometres of wetland channels, weirs and fish passages, stormwater outlets, about 3.5km of pathways, seven boardwalks and creating the space needed for hundreds of thousands of native plants to take root. The site is dotted with foundations for bridges crossing the channels and huge kauri stumps, thought to be thousands of years old, are dotted around. Contractors combined a 50-tonne and 30-tonne digger to move one of the larger stumps, only to be thwarted. The stump is still there, the work rerouted around it.
Mana whenua are working with contractors to recover logs for carving, but it’s hoped many will be left in place as wetland habitat for eels, fish and lizards. Eventually there will be 20 stormwater connections servicing future housing developments. Project manager, Tony Morley says most of the connection structures are in place and being allowed to settle. The completion of the first stage of the project is expected in 2020 and two further stages follow, with work ongoing until 2023.
HISTORY OF STORE ON SHOW Papakura Museum will host a centenary exhibition for the local Farmers in 2020 when the town’s department store turns 100. Museum staffer, Ione Cussen has secured a grant from Papakura Local Board to add to a contribution from Farmers to host the exhibition. “The local store has played a big part in our community and has certainly shaped a significant cultural memory for many of us,” she told board members. The water feature that stands outside the store in the town centre today harks back to the original outside the very first store, installed for thirsty horses tied up there while their riders secured vital provisions. Board deputy chair, Felicity Auva’a agreed

the store had been part of Papakura for a long time. “We are not just talking about it as a shopping place though. It has given employment to many locals and that has put food on tables and nurtured many generations.” Member, Michael Turner said he had
worked closely with the store’s owners over many years and remembered countering rumours the branch would close. “Thankfully it never has because we would be lost without it.” The board will fund $3500 of the exhibition and advertising costs.

New homes for all Civil works are nearing completion on an inspirational new community housing project – Kotuitui Place – at Puhinui Park, off Barrowcliffe Place and Wiri Station Road in Manukau.
O
n a previously empty site, the project involves the establishment of a connected neighbourhood, creating a high quality, medium density residential community of some 300 affordable houses and apartments in the heart of Auckland’s south. Puhinui Park aims to create a high quality, medium density residential community which is family orientated, affordable and integrated with the local community. To be known as Kotuitui Place, the ambitious development is a major step forward in the overall Transform Manukau plan. The project has been developed over five years by the Puhinui Park Limited Partnership (PPLP), whose partners also delivered the hugely successful Waimahia Inlet development. The development has been planned in collaboration with Panuku Developments Auckland, the land’s previous owner. After the initial civil and earthworks stage, mana whenua Te Akitai Waihoua will build and manage 30 per cent of the site through the Kotuitui Limited Partnership. White Associates is providing bank funding representation to this experienced PPLP development team through the Bank of New Zealand, which comprises charitable entities Housing Foundation, CORT Community Housing, and Te Tumu Kainga (the Maori Trustee). Darin Bayer of White Associates says that the
development team is different to the norm as the PPLP team has a charitable intent. “That means the focus is on delivering quality new homes which are affordable and attainable for working families,” he says. “They are exclusively committed to supporting first home buyers, so they don’t sell to investors, with an aim that residents will live in a community of families who are committed to staying. “Puhinui Park will be a real asset to the wider Manukau community, providing a wide range of housing types and tenures for the Housing Foundation programmes and other community housing providers, with a number of homes also available for private sale.” Many of the dwellings will be three-bedroom
terrace houses, but also on offer are some oneand two-bedroom apartments, and four-bedroom terraces. The range of purchase models include rent-tobuy and shared equity to help ensure affordability, with the Crown providing some significant funding also to add to the capital needed to provide this housing assistance. By mid 2019 the project was progressing well with civil works and infrastructure nearing completion to create the lots for housing construction to begin towards the end of 2019. Overall, the project is due to be completed towards the end of 2022. Stage One is now selling with three and four bedroom homes from $650,000. Design and Build South East — 2019-2020 — 29

BIGGER, BETTER TOWN CENTRE
T
he first stage of the $78 million development at Botany Town Centre was unveiled in April 2019. The opening was marked by long queues of eager shoppers lining up hours before the shopping centre doors opened to reveal new retailers. These included global make-up brand Mecca Maxima, fashion brand H&M, Decjuba, The Cosmetic Clinic, Platypus, Presshouse, Stewart Dawson, Novo, Pandora, Westpac and Sushi Sushi. Retailers set to open later in the month included Starbucks and Postie (both previous tenants returning to the new-look centre), as well as PapaRich, Gong Cha, Connor and Sunglass Hut. Existing retailer Hallensteins was also readying to open a new-look store. The new development at Botany Town Centre, managed by AMP Capital on behalf of the centre’s owners, is expected to be completed by the end of 2019. In all, the development will expand the centre to 62,700sqm, including an extension to the Fashion Pavilions which will see tenancies grow to more than 200 stores. The upgrade will include an extended landscaped area outside the Pavilions with children’s play area and seating for dining. In addition, current upgrades are underway to enclose the outdoor area of Garden Lane. This is targeted to open in spring of 2019. Refurbishment of Hoyts Cinemas, now offering more than 1000 luxurious, powered recliner cinema seats, was completed earlier.
Home consents hit 44-year high Despite a slight downturn in house prices, building continues to go ahead at pace with east Auckland home to a variety of housing projects.

total of 33,576 new homes were consented in the year ended January 2019, the highest number of new homes consented in a year since early 1975, Stats NZ said earlier this year. “The number of new homes consented this year is at its highest level since the mid-1970s,” construction statistics manager Melissa McKenzie said. “However, the population was only around 3 million in the 1970s, compared with nearly 5 million today.” At the peak of the 1970s, approximately 13 new homes were consented per 1000 New Zealanders compared with seven per 1000 in the year ended January 2019. In 2004 around eight new homes were consented per 1000 New Zealanders. The lowest point was three homes consented per 1000 New Zealanders in 2011. The growth in new homes consented in the year ended January 2019 was driven by townhouses, flats, and units. These were up 33 per cent from the year ended January 2018, compared with an increase of only 0.6 per cent for stand-alone houses in the same period. However, in Auckland alone, 13,272 new homes were consented in the year ended January 2019, which was slightly more than were consented for the whole country in the year ended July 2011. The number of new homes consented in Auckland (up 20 per cent from the January 2018
year) is at similar levels to the 1970s peak. By mid-2019 figures show new dwellings consented in Auckland in the year ending April 2019, had reached 13,874 an increase of 18 per cent compared to the April 2018 year. Auckland mayor Phil Goff says Auckland Council has a critical role to enable the delivery of new homes in the city through its regulatory teams. “It’s exciting to be in an environment where we’re consenting at levels that haven’t been seen in the council’s history.” For January 2019 to April 2019, 4634 new residential dwellings were consented which is up 24 per cent on the same period in 2018. “When we look at the full picture of construction activity such as residential alterations and new commercial and industrial buildings, the total number of building consents issued in April climbs to over 1500 which is remarkable,” says Mr Goff. Chair of the Regulatory Committee, Councillor Linda Cooper says “Our teams are not only dealing with an ever-increasing volume of consents, but there’s more complexity now because of Auckland’s changing housing types. We’re seeing more consents for townhouses and apartments which are more complex to process than traditional stand-alone houses. “We’ve had a sustained effort over the past year to focus on staff levels and process improvement, and we’re seeing this translate into increased performance by the council.”

Better building rules safe as houses
Auckland Council is backing a government initiative to tighten building legislation but wants to see more.
I
t marks the first major amendments to the Building Act since it came into effect in 2004 and reflects the significant change the industry has undergone over the past 15 years. Mayor Phil Goff says the proposals are a good start. “Having good quality construction and a strong construction sector is vital for our city. We welcome the progress that’s been made with this proposal, but we don’t think it goes far enough or fast enough. These changes could take years to come into effect and that’s too slow for us. We’re in a construction boom and we need fit-forpurpose legislation now”. Auckland Council supports much of the proposal including lifting competency levels for building practitioners, increasing penalties for organisations and individuals that act inappropriately and introducing an insurance and guarantee product to protect homeowners. Councillor, Linda Cooper, Chair of the Regulatory Committee would like the legislation to do more to move liability away from local
authorities. “As a council we ultimately carry the liability when things go wrong and the private companies disappear. We’ve had to pay out $600 million to clean up mistakes the industry made with leaky homes. That’s a big burden on our ratepayers. “When we’re looking at consents or signing off building work we have to be cautious because we carry the risk. Moving some of the risk away from councils means we could be less over-cautious in our processing and speed things up for our customers” she says.

With more than 160,000 building inspections taking place each year, managing bookings online will save builders and owners time and money and have a good lifestyle. A new centre of excellence for the Manukau Institute of Technology’s trades and engineering schools is to be built through a public-private partnership.
9000m2, modern, purpose-built technology hub serving 1200 students will be built opposite the current MIT campus, bordered by Manukau Station Road, Lambie Drive and Wiri Station Rd. Panuku Development Auckland facilitated the development as part of its regeneration of Manukau. Haydn & Rollett will own the building and MIT will take up a 30-year lease on the facility once it is completed. “This facility will not only bring benefits to those who live in South Auckland but will reinforce Manukau as a hub for learning and a place where people can live, work, learn and celebrate”, says Clive Fuhr, Panuka Development project director. Mayor Phil Goff says the tech park will reinforce the council’s plans to transform and regenerate the area. “Creating a vibrant centre for technology, education and commerce will bring new opportunities to those living in South Auckland,”

Mr Goff says. “Manukau will benefit hugely from the new learning institutions, cultural centres and new houses planned for the area which bring jobs, homes and educational opportunities,” he says. Technology Park will bring all MIT’s trades and engineering schools under the one roof for the first time since it was founded nearly 50 years ago, including: building and civil construction; engineering; plumbing and gas fitting; refrigeration; electrical and automotive. MIT is the country’s largest provider of industry training for plumbing and is the biggest polytechnic provider for electrical training. It is also the only industry training provider for air conditioning and refrigeration technicians in New Zealand. It is also a key educator in the mechanical and automotive trades and provider of the NZ Diploma of Engineering and Bachelor of Engineering Technology. Out of Europe Considering Europe has at least a couple of thousand years’ head start on New Zealand when it comes to interior design, it’s not surprising that this continent continues to wax creative. As these products and ranges reveal, there is much more to Europe than flat pack furniture and Swedish meatballs!
NOT TONIGHT (OR EVER?), CLEOPATRA... MILK IT! While some may be in ‘de-Nile’ as to the benefits of Cleopatra’s practice of bathing in milk, her beauty routine is no mere myth. And, considering her beauty has (in a way) been preserved for thousands of years, one could say it worked a treat! Inspired by the figure of one of the most famous, and infamous, figures in history, the Cleopatra Bathtub may have never progressed further than the drawing board, but it is still most worthy of praise. If today’s magic mirrors are consulted in such a way, their answer could well be Scarlett Johansson, Megan Fox, Johnny Depp or even Seth Rogen, for that matter. OUTSIDE THE LINES: Long before Marie Antoinette sought the most divine throne on which to perch her derrière, Frenchmen and women had been losing their heads over fine designs in furniture. However, because even lovers of the finer things think beyond the boudoir now and then, Christophe Delcourt has quite the story to tell! Thinking beyond those plastic fantastic lawn chairs and loungers, Christophe has risen to the occasion with his Saga range of outdoor furniture. From its double lounge chair and cocoon sofa, to the luxurious corner composition, this range is fashioned primarily from acacia wood with waterproof under covers. Although the Saga range (along with many other products from France-based Roche Bobois) is not available in New Zealand, they can be shipped here by arrangement. INTO THE FUTURE: time doesn’t stand still and neither does L’Epee, which has since released new sci-fi designs. Particularly interesting are the Balthazar designs, which hint at a Terminator-esque fate for humanity – interestingly enough, emerging as robots do indeed seem set to take over much of man’s labours. The strangely-named ‘Bad Sherman’ is another automaton. While he’s said to be ‘reliable, like clockwork’ we’re told he’s also a misunderstood kid who got mixed up with the wrong crowd. Could this tank-tracked Sherman have a more sinister side? As for the arachnid-like Octopod, well we really don’t know what kind of tangled web of deception he’s working on, but if you ever hear any of these machines say ‘I’m afraid I can’t let you do that’, it’s time to run! New kitchen sells house
harming villas and bungalows of the past continue to attract many home owners seeking character and good ‘bones’ but while the architecture may appeal, most still want modern conveniences and designer pizzazz especially in the kitchen. So, when Brendan started to renovate his Onehunga home for sale he knew a kitchen refit would be an important selling feature. But it wasn’t until driving past Kitchens on Highbrook in East Tamaki that an impromptu stop saw him settle on a kitchen which suited his home, his budget – AND was key to selling his house! “Older homes often had small kitchens but mine was relatively spacious. I asked the KOH team to use the original footprint but to design a kitchen with contemporary style, good storage and ease of use. I wanted it to have a point of difference and not look like something from a DIY store. The team delivered perfectly on my brief. ” Between them, KOH director Andy Wood and Brendan decided on white melamine, soft close cabinetry with contrasting timber effect to add a warm yet streamlined appearance. White butcher’s block tiles formed the splash back and Brendan asked for plenty of drawers (including corners drawers) to be included in the design. “A pocket pantry added more storage and KOH made sure we had a functional but stylish breakfast bar. Furthermore, the sloping sarked ceiling created an added feeling of spaciousness and light,” says Brendan. “Naturally new appliances were installed so the end result was both practical and elegant. “Most importantly when the house went on the market the kitchen gained overwhelming approval from house hunters. In fact, it was instrumental in securing a sale. The new owners loved it.”

Plants for bathroom ambience … AND FRESH AIR!
T
oday’s bathrooms are far from utilitarian. Modern day homeowners go to great lengths to create a calm, fragrant space where they can soak, relax and enjoy personal time away from household intrusions. In particular, lush foliage is a popular way to soften hard, straight lines often characterised in tiles, vanities, mirrors, shower recesses, window recesses and more. However, a fern, succulent or even a tumble of ivy can introduce a pleasing ambience to the bathing space although living greenery in the bathroom has other benefits such as clean air and health! Indoor air can become polluted, especially as bathrooms often contain a range of chemicals – from those emitted by surface materials to shampoos, soaps, chemical cleaners and even the likes of insect sprays or hairspray which may leave a coating on surfaces. Plants are a great ‘green’ way for improving air quality – they require little effort and may negate the need for an air purifier. Some indoor plants may be better at removing toxins than others but whatever plant you choose be sure it is suited to your bathroom’s light conditions, temperatures and any draughts.
One plant can make a difference to both bathroom ambience and the air purity but use your imagination. A group of plants in a corner, suspended baskets or small pots on staggered shelves may be just the ticket even if a little trial and error is at first required. Here are six suitable plants: ■ Aloe Vera (Aloe barbadensis mill): Well known for it medicinal qualities because the leaves contains a soothing gel often used to treat minor cuts. Grow in indirect sunlight in a dry soil or potting mix. Water during growing period but never allow to stand in wet soil (ensure pot has plenty of drainage holes). ■ Golden Cane Palm (Dypsis lutescens): Brings a tropical mood to the bathroom, but needs plenty of light and a good balance of moisture, fertiliser and warmth. ■ English Ivy (Hedera helix): Also very easy to grow and looks lovely in hanging baskets so the leaves cascade. This plant can tolerate lower light and requires a cool
environment and a reasonable amount of water. ■ Mother-in-law’s tongue or snake plant (Sansevieria trifasciata): An easy indoor plant to grow, keep them fairly dry and grow in indirect light. Fertilise during growing season. ■ Peace lily (Spathiphyllum mauna loa): A popular indoor plant. Grow in a warm spot out of direct sunlight – it will tolerate low levels of light. Water regularly keeping potting mix moist at all times. Too much light and the leaves will yellow. ■ Spider Plant (Chlorophytum comosum): Will tolerate low to bright light conditions but keep away from direct sunlight. A hardy plant, which even enjoys being pot bound, it requires minimal watering.

ecause plain white just won’t wash with some people, art has entered the bathroom in the most lush, dramatic way! Kohler has released its latest collection of Artist Editions basins – four models inspired by 17th Century Dutch Masters and aptly called the Dutchmaster Collection. Big, bold, lush florals, dramatically enhanced by a deeply dark, moody background, adorn the entire surface of each basin’s interior. Two separate designs, Blush Floral and Midnight Floral, are available in either a round or rectangular vessel basin. Following the garden path
W
alkways and paths can serve several purposes in the garden: they let you move around freely throughout the different parts of the yard; they confer visual structure to the overall landscape; and they constitute an essential aesthetic component. Follow these three rules to make your walkways both beautiful and functional.
ADEQUATE WIDTH: Your main walkway (the one leading to your front door) should be at least 1.5 metres wide to allow people to cross paths without difficulty.
For secondary walkways, a width between 80 centimetres and 1.2 metres is sufficient for foot traffic and wheelbarrows.
HARMONIOUS MATERIALS:
Brick, gravel, natural stone, concrete pavers — there are all kinds of materials in all shapes and sizes you could use for your walkway. To make the right choice, consider not only your budget but also the style of your home and your garden. For example, solid concrete may be perfect for an urban path to the clothesline or letterbox while
natural stone looks amazing in a rural landscape with complementary features.
A SOLID BASE: For stable, durable walkways, dig up the ground, put down weed cloth to prevent weed growth, and then add a layer of sand before laying your covering of choice. Your walkways should ideally sit slightly below grass level to make lawn mowing easier. They should also be built on a slight incline to prevent water accumulation. Furthermore, to help prevent falls, make sure the surface you choose isn’t too smooth.
CREATING GARDEN PRIVACY Are you tired of neighbours overlooking your yard, deck or patio? Beyond fences and hedges — which are practical for backyards, but not so much for urban patios — there are countless ways to shield your outdoor space from prying eyes. Here are a couple of ideas to help inspire you.
NATURAL SCREENS Take advantage of the natural properties of plants such as sedges and climbers — the latter grow incredibly quickly and require little maintenance — to create a vertical garden. Clematis, honeysuckle and climbing roses, for example, will embellish a patio with their colourful flowers, while the dense foliage of vines, lichens and hops can create a magnificent screen of greenery. Walls, fences, lattices, arbours — there are tons of different structures for plants to climb
on. Furthermore, sometimes it only takes one strategically positioned large plant (palm tree, hibiscus, etc.) to create a privacy screen. It may also be possible to strategically plant one medium to large tree to give your property greater privacy (and even some shade) if a neighbouring deck or windows totally overlook your own. Something to consider!
SMART ARRANGEMENTS Various arrangements can allow homeowners to enjoy their backyard in perfect privacy. Consider awnings: a simple sheet of fabric over your meal area or outdoor living space is enough to block the view of neighbours whose windows have a bird’s eye view onto your yard. Similarly, you could frame outdoor seating with a wooden structure to create an outdoor alcove. An attractive folding
screen, decorative curtains suited for outdoor use, or a booth with a very high backrest, are all great ways to block onlookers. With a little imagination, you can easily create private, secluded areas on your property. Design and Build South East — 2019-2020 — 49
