Waikato keePs eXPanding Waikato is confirmed as the highestgrowth district council in the North Island according to recent figures from Statistics NZ and housing affordability may be part of the reason. Positioned in the ‘golden triangle’ between Auckland, Hamilton and Tauranga, Waikato District Council is issuing more consents for new dwellings each year than any other North Island council apart from its closest city neighbours – Auckland, Hamilton and Tauranga. “The latest figures show we’re even ahead of Wellington,” said Waikato District Mayor Allan Sanson mid 2017. In the year ending November 2016, Waikato District Council issued 849 new building consents, up 55% on the previous year. In the same period Wellington City Council issued 751 new building consents, Hamilton City Council 1245, Tauranga City Council 1704 and Auckland City 10,137. Mayor Sanson said, “We are now dealing with more than twice the number of

consents for new dwellings than three years ago as the district attracts new residents, from both Auckland and Hamilton, seeking a small-town or country lifestyle.” According to QV figures the average value of a house in Waikato district is $429,013 up 24.6% on the previous year, compared with the average house values in Auckland $1,047,179, Hamilton $534,860 and Tauranga $672,197. “We’re a small district of about 70,000, and expecting to grow to nearly 90,000 by 2030-31, so we’re focused on managing this rapid growth in sustainable ways. “This means we’re seeking ways to build the infrastructure we need while maintaining affordable rates, caring for our environment, and encouraging local employment opportunities to support our growing communities.” A decision by the Ports of Auckland to establish a major inland port at Horotiu point to growing business interests in Waikato district, Mayor Sanson said.

Waikato just grows mightier Household growth rate in Waikato district is expected to surpass Hamilton and match Auckland’s growth rate over the next 26 years and the figures are staggering.

ased on population projections Waikato district can expect growth of 660 to 880 households every year leading to a total growth of 14,000 to 19,000 households by 2043 with demand for a similar number of additional houses. The prediction is based on a social and economic profile prepared for Waikato District Council in support of its district plan which will be made public in 2018. It will integrate the Waikato and Franklin sections into a single plan for the first time since the district’s boundary changes in 2010. While this amount of growth is small in comparison with Waikato’s larger neighbours, it comes off a small base of 25,700 households in 2016. It means that the projected household growth rate of 56% to 73% for 2016-2043 will outstrip Hamilton (49-67%) and peg closely with Auckland (53-76%) over the same time. The profile’s predictions are already supported by the number of building consents issued in Waikato district which, at 716 and 796 for past two years, has even surpassed Wellington, making Waikato district the fourth highest growth area in the North Island and seventh in New Zealand. However, the profile also shows that this growth pattern is chequered with the northern and southern parts of the district growing the fastest. Lifestyle properties (valued at more than twice the property values of houses and flats in the district) are the fastest growing type of residential property. Other interesting facts about the region covered in the profile include:

■■ Waikato is characterised by small towns, with only six having populations of more than 2000, but with 42 identifiable communities centred on a town, village, school or local hall. ■■ Overall low income households (dominated by single person households) make up 20% of the total. ■■ High income households (dominated by two parent families) make up 28% of the district’s

households.

■■ Only 54% of workers find jobs within the

district, with 46% working in Hamilton, Auckland or another town. ■■ In 2016, there were 8666 businesses in the district employing 21,662 people and contributing $1471 million to the national economy. The information comes from an economic profile compiled by Market Economics Consulting.

consent Process moves With times People submitting a building consent application to the Waikato District Council should now find the process easier and quicker than in the past. Building consent applications can now be submitted electronically and their progress can be tracked online. Waikato District Council is accepting consent applications which are emailed with a file share link (Dropbox, Google Drive, OneDrive) or applications saved on a USB stick. Previously applicants had to print out two application copies and physically take them to one of the WDC offices. Paper applications are still acceptable but only one copy needs to be supplied. “These changes will reduce printing costs for our customers, saving them money as well as time,” says building quality manager Merv

Balloch. “It makes it much easier for people that aren’t near one of our offices or don’t have time to drive and physically bring them in.” “In addition, people will now receive the application number at the beginning of the process which will make it easier if they want to make a payment online. It also means they can track their building consent online.” These changes will also save time for council staff. “With a 50% increase in building consent applications over the past two years, it’s important we make the process as efficient as possible,” says chief executive Gavin Ion. Council has created an information brochure that clearly explains how to submit building consent, including file type and size limits. Waikato Expressway keeps rolling on Through the darkest, wettest days of winter to summer’s scorching heat and high humidity, work continues on Waikato’s biggest ever infrastructure project, the Waikato Expressway. Delivering the Waikato Expressway

he wet summer and autumn in 2017 didn’t help with earthworks targets on both the Hamilton and Huntly sections of the Waikato Expressway but contractors are confident of making up some lost ground in subsequent seasons. Structures teams have been busy with bridgebuilding programmes which will see Hamilton receive 16 bridges along its 22km length and nine on the 15.2km Huntly section. NZ Transport Agency project delivery manager Peter Simcock says the Rangiriri section is all but complete with the main alignment now open to four lanes of traffic. “It’s been a long road to completion with plenty of challenges along the way,” he says “We’d like to sincerely thank the Rangiriri community for their patience during the almost four years of construction. We’ve had some challenges and the community has been wonderfully supportive throughout. “Thanks also to our contractor, Fletcher Construction, which has dealt with the challenges of building this major project while managing traffic flows on this very busy 5.9km stretch since

construction ramped up early in 2017.” There will be a historical and cultural opening event to mark its completion in November 2017. The Hamilton and Huntly sections are both set

to open in 2020 and will be the final pieces in the 102km expressway which will stretch from south of Cambridge to the Southern Motorway at Bombay. The entire length of the Huntly section of the Waikato Expressway is being built on green fields of untouched land on what was formerly Hillside Station, one of the largest farms in the region. It is the fifth section of the Waikato Expressway to start since 2009. The project will see a four-lane expressway built between the completed Ohinewai and Ngaruawahia sections. It will connect to the existing expressway at Ohinewai with an interchange providing north-facing ramps connecting to the existing SH1. Motorists will soon see new flexible road safety barriers in the middle and sides of the expressway and new rumble strips between Bombay and Hampton Downs. The work is intended to reduce the risk of crashes and provide a more forgiving environment for motorists who make mistakes when they are driving. It will also bring safety standards on this stretch of highway closer to those of the newest sections of the expressway.

Safety improvements added to highway

Bigger buses, Wi-Fi on new north Waikato services

ork was due to start in September 2017 on safety improvements on a stretch of State Highway 1B between Taupiri and Hamilton. Associate Minister of Transport Tim Macindoe says rumble strips, side barriers, shoulder widening in high-risk areas and high performance road markings will be added between the Ballard Road and Taylor Road intersections. The project excludes the 1.3km section through Gordonton Village. Overall $4.6 million dollars is being spent making the highway safer. Safety improvements have already been added to the 1.2km section of SH1, between Taupiri and the Ngaruawahia section of the Waikato Expressway and the road between the Gordonton interchange through to Ballard Road. “These safety improvements will help prevent the most common cause of crashes on this highway, namely motorists losing control and running off the road, vehicles crossing the centreline and people making incorrect decisions at intersections,” says Mr Macindoe. There have been nine deaths and 20 serious injuries on the highway between Taupiri to Gordonton between 2006 and 2015. Of these, four deaths and 13 serious injuries were between Ballard Road and Taylor Road. The safety improvements will be completed in the 2017/2018 summer period. “This announcement is part of the Government’s Safer Roads and Roadsides

Larger passenger buses equipped with extra commuter-friendly equipment are now operating on the Hamilton-NgaruawahiaHuntly route. The brand new, larger silver and blue buses, operated by Go Bus, replaced the orange-coloured fleet. Waikato District Council’s general manager service delivery Tim Harty says: “Waikato District Council welcomes the new and improved service offered by Go Bus. Public transport is becoming increasingly important to our communities as the district grows, and it’s great to see this recognised by a service with modern facilities and greater capacity to transport more people.” The new fleet are Euro 5 low emission buses which are equipped with USB charging ports, free Wi-Fi and cycle racks. They have coach- style seating and a five camera CCTV system for added passenger safety. Waikato Regional Council public transport operations manager, Andrew Wilson says the service improvements are part of the regional council’s ongoing drive to make service quality improvements where possible. “Improving the way our passengers experience our services, such as popular Wi-Fi facilities, will benefit them and help us further increase the number of people we carry. Already the Northern Connector route is one of our most popular.”

programme which will see $600m invested over six years to prevent deaths and serious injuries on high-risk rural state highways over the next decade,” says Mr Macindoe. The Safe Roads and Roadsides programme aims to prevent people from dying or being seriously injured on our rural roads. Around 1500km of rural state highways throughout the country will be made safer through relatively simple measures, such as rumble strips, shoulder widening, safety barriers, better signage and changes to speed limits.

Waikato drivers breaking speed limit It looks likely that the speed limit on the completed Waikato Expressway will be 110kmph. Waikato’s regional transport committee is supporting moves to lift the open road speed to 110 kilometres an hour ‘where appropriate’. The multi-agency committee has signed off a submission on the NZ Transport Agency’s proposed speed limit setting rule which suggests the higher speed be available on approved roads. The ability to set a 110kmph speed limit requires the designated road to be a four-lane highway with median barriers, criteria filled by the expressway. Trucks will continue to travel at the maximum legal speed of no more than 90kmph. “This move seems a sensible measure providing it is controlled properly,” says Waikato Regional Council committee chair, Hugh Vercoe. Speed cameras will be widely used to enforce the new speed limits. Concern over safety of cyclists on the faster roads has led to calls for cycle lanes alongside the main carriageway.

Faster internet to match growth

Eight of Waikato’s fastest growing towns are to get ultrafast broadband. Recent government statistics show that growth in Waikato district is outstripping Wellington, driven partly by spill over growth from Auckland and Hamilton and Waikato’s central position in the ‘golden triangle’ bounded by its nearest city neighbours and Tauranga. “It’s encouraging that the Government has recognised the need to support our case for fibre, especially since we are such a fastgrowing district,” says Mayor Allan Sanson. “This will ensure that industrial growth driven by the Ports of Auckland inland port at Horotiu, tourism in Raglan, and residential and commercial growth across the district will now be supported by UFB.” The eight Waikato district towns included in the Government’s rollout are Tuakau, Te Kauwhata, Huntly, Taupiri, Ngaruawahia, Horotiu, Whatawhata and Raglan. Mayor Sanson says Waikato District Council is working with network suppliers regarding other areas in the district that are not included. Design and Build Waikato — 2017-2018 — 7

Train service gathers momentum A campaign for a daily commuter train service between Hamilton and Auckland could be back on track. A group of Hamiltonians who are working to get train passenger services established between Hamilton and Auckland have come together to form The Rail Opportunity Network (TRON).

ommuter trains, which took two and a half hours to complete the journey, last ran between the two cities in late 2001 after an unsuccessful 16-month trial. Back then it was faster to reach Auckland by car but far less likely at peak times today. Now Waikato Regional Council has come on board and announced a fresh examination of establishing a commuter rail service. Councillors are backing preliminary investigations into whether the service is a viable option. The idea of a new commuter service has been around for some time. Attempts in 2011 to get a service off the ground weren’t ultimately supported by the partner councils involved due to the likelihood of significant costs for ratepayers to subsidise the service. However, Auckland Council and Auckland Transport, Waikato Regional Council, Hamilton City Council, Waikato District Council and the NZ Transport Agency have been looking again at a passenger rail service between the two cities. A steering group has been responsible for overseeing the analysis of the previous proposal from 2011 and looking at current conditions and potential opportunities. A new report to the agencies involved has been prepared by the Waikato Regional Council representative on the steering group. The 2011 proposal was for a service that went to the Strand station on the eastern fringe of inner Auckland city because no space was available at the main Britomart station. The new report says a fresh 2017 assessment of the 2011 idea shows it’s no longer feasible due to various operational constraints. It also says there are a range of significant impediments to getting a service going into another Auckland station at this stage. The report suggests three options: ■■ Do nothing further at this stage ■■ Prepare a detailed rail feasibility study to further explore options for a service (costing between an estimated $50,000 and $100,000 in staff time and consultancy costs) ■■ Develop a strategic business case to look at the problems, benefits and options as a possible precursor to a detailed feasibility study (this would cost approximately $30,000 to $50,000). The Waikato Regional Council is backing option three. Council chair, Alan Livingston says it is important to do more to get businesses and people working in Hamilton to help ensure they didn’t feel the need to travel to Auckland. 14 — Design and Build Waikato — 2017-2018

Councillor Livingston says the report indicates a lot of work needs to be done to look at whether a service could be viable under current conditions. “More research needs to be undertaken to see if there is a compelling case for such a service and whether it’s possible given financial and rail network constraints. We’ll work with our partners on this project to find the best way forward. While there are various impediments to getting a service going quickly, there are possibilities that can be explored further by taking a strategic and long term view of transport options.”

Train is worth the strain

Rail pressure group TRON believes the commuter service is vital for the economy. It’s media spokesperson, Susan Trodden says in excess of 3000 car trips are being made each week between Hamilton and Auckland by regular commuters. Although, in the short term, a rail service might not turn a profit, Ms Trodden says it is important that decision makers looked at the bigger picture. “That’s a lot of wasted time employers are missing out on, a whole lot of stress for drivers who are completely at the mercy of Auckland traffic, and we haven’t even started on the conversation about health and safety, or social impact aspects of people spending so long getting to and from work,’’ she says. Those pushing for a new service say a lot has changed over the past 16 years, including population growth, more people working and

commuting to Auckland and growing house prices pushing people out of Auckland. Former MP, Sue Moroney has led the campaign for commuter trains for many years and dismisses the argument that the new Waikato Expressway is the answer to travelling woes between Hamilton and Auckland. She says that even with the completion of the expressway, with about $1.8 billion spent so far, the traffic commute has just become slower. “The expressway and rail should be seen as complementary of each other, not competing interests.” TRON has presented Parliament with a petition containing several thousand signatures in support of its rail plans.

Park and ride at Mercer?

Hamilton mayor Andrew King has raised the possibility of a park-and-ride service at a new Mercer station. “Vehicles that come in from Tauranga and up from Waikato could park there and then passengers could use a fast train from Mercer straight into Auckland,” he says. “Such a service needs to be an express train, otherwise you will get everybody in Auckland jumping on and off it and it will become very congested. It needs to be a regular and fast service.” Mayor King supports the concept of a commuter train but says he wants it to use the existing Auckland trains, which would require electrification of the line to Mercer.

Temperatures generally range between 21 and 26°C in summer and 5 and 14°C in winter. In 2016 the average temperature was 13.4°C (0.83°C above the 1981-2010 annual average). The mean annual rainfall ranges between 1000 and 1250mm and annual sunshine hours range between 2000 and 2200 hours.

Business booming C ommercial development in the Waikato district is moving ahead of the national average. An increasing number of businesses see opportunities for growth free from urban congestion but within easy logistical reach of the country’s largest market and with an expanding local employment pool. Positioned between Auckland and Hamilton, and with the Waikato Expressway on target for completion by the end of 2020, the Waikato district attracted 183 new businesses and nearly 1000 new jobs in the year to March 2016. The 2.2% growth in businesses exceeds the national business unit growth of 1.6%, while employment growth of 4.6% accelerated ahead of the national figure of 2.7% for the same period. The council’s economic development manager, Clive Morgan, says a return of confidence in the dairy sector is helping to bolster growth. “Businesses are relocating here to take advantage of cheaper land and more efficient logistics for reaching local and international markets,” he says. The latest high-profile company to announce a move to Waikato is the country’s second-largest dairy processor, Open Country Dairy, which has started work on a new plant at Horotiu with the

expectation that the site will start processing milk by the spring of 2018. Another is US-based, Cobb Vantress, which has gained Overseas Investment Office approval to establish a $58 million poultry farm and hatchery on 149ha at Rotongaro near Huntly. Attracted by the opportunity to co-locate with the multi-million dollar Ports of Auckland freight hub under development at Horotiu, or with the $210 million Yashili infant formula plant at Pokeno, many of the companies are food processors and distributors, logistics companies and building supplies companies. Business park developments at Horotiu and Pokeno are filling fast with 42% of the 109ha site at Horotiu now sold and Pokeno well under way. “We expect Tuakau will be the next town to come into focus for businesses wanting room to grow and there is 116ha of zoned employment land to satisfy that interest,” Mr Morgan says. “District-wide we have a total of about 380ha of commercial and industrial land available. Our position between Auckland and Hamilton is putting us on a steep growth trajectory for housing and commercial development but we’re taking considerable care to ensure that our urban developments do not put prime agricultural and horticultural land at risk.”

For the past two years building consents in Waikato District have overtaken Wellington to be the fourth-fastest growing area in the North Island and seventh fastest nationwide. The population is tipped to rise more than 25% from about 70,000 to nearly 90,000 by 2031. In the March 2017 year, the council issued 796 building consents, up 10% on the previous year but a massive 67.9% hike compared with consents issued in the year to March 2015. Mr Morgan says the transport corridors linking Auckland, Hamilton and Tauranga are integral to the Waikato District’s growth. He says there is huge potential for developing both local freight and tourism industries just based on this traffic. Freight in this “golden triangle” represents more than half of the country’s total freight movements. This is predicted to increase by 58% in tonnes and 48% in tonne-kilometres by 2042. Tourism is also on the rise, with spending up 17% to $112 million in the year to March 2016 compared with the 8.3% rise in the country’s total of $26 billion. Mr Morgan says the expansion of the Government’s ultrafast broadband programme recognises the need to support commercial and residential growth throughout the district, from industrial growth in Horotiu to tourism in Raglan.

The three dominant options in the current market are INTEGRA aac lightweight concrete, Graphex Insulated façade, or Plaster over Masonry block or brick. Te Kauwhata Major winner in Government housing boost

t’s bulldozers at the ready following the announcement in mid 2017 of a $37million funding package towards infrastructure costs in north Waikato. The Government loan will speed up a proposed 2600-home subdivision in Te Kauwhata, on the shore of Lake Waikare. The money isn’t for houses themselves but for the provision of roading and water connections needed before homes can be built. Announcing the interest-free loan, Minister of Building and Construction, Nick Smith said it came with an environmental bonus. “The $32m investment that’s going into water infrastructure in the Waikato District not only has the dividend of 2600 extra sections in that community, but enables us to remove all of the existing wastewater that’s going into the Waikare Lake and the Whangamarino wider wetland,” he said. Waikato District Council’s successful bid to the Government’s infrastructure fund has been awarded out of a $1b fund to support 60,000 new homes in the so-called golden triangle between Auckland, Hamilton and Tauranga.

It will result in the construction of more affordable housing to cater for the spill over effects of people moving out of Auckland. The Government’s decision to approve Waikato District Council’s application recognises opportunities the Waikato district offers in terms of addressing the pressure on Auckland’s housing shortage. Much of the district’s growth is being caused by internal migration as Aucklanders look for cheaper homes and alternative lifestyles whilst still being within easy commuting distance of Auckland.

Building consents statistics show Waikato district has overtaken Wellington to be the fourth highest-growth area in the North Island, and household growth rate projections indicate Waikato district will surpass Hamilton to match Auckland’s growth rate over the next 26 years. The council’s chief executive, Gavin Ion said how fast the Lakeside development could occur should the private plan change be successful, will be dictated by market demand. “We would expect the market to dictate the speed of growth which would see sections developed in an orderly way. For the Lakeside development to proceed, the private plan change applicant will need to consult with the community and complete the correct RMA process. “As it stands, the plan change has been received by the Council and we are awaiting further information from the developers. “Currently, the private plan change is being processed by an independent external planner and will be heard by an independent external commissioner. There will be opportunities for local people to have their say.”

How the funding works

The interest-free loan, which comes from the Government’s Housing Infrastructure Fund, and will speed up housing in Te Kauwhata, would be repaid within 10 years from the date of drawdown. It is likely there will be a number of draw downs over a period of time. Development contributions (which are paid by developers towards the infrastructure) would cover some of the repayments but there is also a benefit to existing ratepayers from improving environmental outcomes for Lake Waikare and the resilience of the wastewater network more generally. Accordingly, as would be the case regardless of whether or not this development were to go ahead, some of the cost would be paid for by all properties connected to the district wide wastewater scheme. “The bottom line for us is that we are growing rapidly, and as a council it is our role to ensure we have the infrastructure in place, now and in the future, to manage this,” Gavin Ion said. 16830

arthquake damage in Christchurch and Kaikoura is a sobering reminder that, when building, we need to be mindful that homes and other structures are sometimes tested to the limit – and beyond. Verified timber products are superior to the more traditional No.1 Framing as they are structurally tested. However, at Northpine, we still receive requests for “No. 1 Framing” timber. Why – when this visual grading process has been shown to be unreliable? Structural timber grades that need to be verified, or confirmed for stiffness and strength, were introduced in late 2004 because of concerns over the performance of the younger crop pine trees being harvested, and the variable quality and stiffness of visually graded No. 1 Framing. Additionally, radiata pine from different regions and of different ages has different strength and stiffness characteristics. Many people, including those in the timber industry, do not understand that modern technology allows us to test each structural member and ensure it is fit for purpose – whether it looks ‘sturdy’ or not. A study conducted by the Forest Research Institute in 1997 showed conclusively that visual grading (i.e, using the NZ grading rules No.1 Framing), gave different performance characteristics depending on which region the timber came from. ecent research in from BRANZ, the Building Research Association of New Zealand, reveals that “the building code is universally, mistakenly used as the target quality standard, rather than a legal minimum.” And, according to Bob Burnett, the Superhome Movement spokesperson, “The New Zealand Building Code describes the worst possible house you can build legally.” Architectural designer, Jo Hitchcock, who has been designing sustainable homes for nearly 20 years, says, “what a waste to do just the minimum.” While ‘building sustainably’ is a phrase we hear much more of these days, it is not always well understood. “Essentially, it’s designing and building in a way that harnesses natural resources efficiently, and ensures healthy design that has minimal impact on the environment,” Jo says. However, at a time when there’s more awareness of the earth’s finite resources, she’s concerned by homeowners’ increasing reliance on heat pumps – for heating and cooling – and believes this is mostly due to poor design. “If homes are well insulated, positioned to

capture sun and light, and there is suitable airflow with eaves angled for winter and summer sun, then reliance on heat pumps to such an extent wouldn’t be necessary.” And what about the perception that building sustainably adds unnecessary expense? “When people start looking into it, they realise that’s not the case. They need to consider ongoing costs. For example, what will the household power bill amount to when there is heavy reliance on heat pumps?” Jo’s also a member of the Superhome Movement, a group of designers, builders and suppliers keen to debunk the myth that building an energy efficient home is too expensive. She believes more people would embrace sustainable building principles if they understood that the purpose of New Zealand’s building standards is to legislate for minimum standards. Designing sustainably for Jo means having optimum sun and light coming in to a home, using thermal mass to store heat, and effective airflow that enhances energy efficiency all year round. Through her practice, H Architecture, she also follows the Lifemark star-rated certification guidelines, which are focused on creating

accessible homes for everybody. “We do need to senior-proof our homes as we’re getting older but Lifemark is about more than that – it’s about great design for any age. For example, a front door wide enough for a baby buggy to go through will easily take a wheel chair too.” Committed to designing the best possible homes, Jo shares her design inspirations: “I love getting light and sun coming into spaces from unexpected angles, and retaining good sight lines throughout a building.
