SEMI-rural land in the south of Flat Bush is one of the main central and local government targets for future housing. When the Government and the Auckland Council signed the Auckland Housing Accord in June last year, Botany MP Jami-Lee Ross said land supply was the biggest constraint to growth and that Flat Bush was ripe for future housing. “It’s a desirable place to live, close to major metropolitan areas and has infrastructure nearby,� he said. The Housing Accord enables the council to create Special Housing Areas (SHAs) under a streamlined consent process. Qualifying developments are being approved in six months compared with the previous three-year average.

Last October, Housing Minister Nick Smith and Auckland Mayor Len Brown announced a go-ahead for 6000 houses in 10 SHAs across the region, including 723 in East Tamaki and Flat Bush.
Over the next 12 years just over 73,000 new dwellings are known to be in the pipeline, the report says, of which 30,000 are expected from SHAs.
The South-East Auckland locations are Alexander Crescent, East Tamaki, 148 houses, 8.1 hectares; Murphys Road, Flat Bush, 275 houses, 37.8 hectares; Flat Bush School Road, Flat Bush, 300 houses, 7 hectares. In the third batch, announced last May, an area that can potentially accommodate 4470 new homes was signalled for Flat Bush. It takes in a rural block between Murphy’s Bush and Redoubt Road, identified in the council’s Proposed Auckland Unitary Plan (PAUP) as ‘future urban’; a block of large lots to the east of Murphy’s Road; and some strips zoned in the PAUP for terrace/apartment development along Murphy’s Road between the corners of Flat Bush School and Ormiston Roads.
Within the 63 SHAs created across the super-city so far, the Housing Project Office is working with customers on 18 qualifying development pre-applications (for 1374 sites/dwellings), has approved or is considering 22 consents (for 317 sites/dwellings), and is facilitating master planning of a further 18 developments.
Additional supply will come from numerous small developments that are not currently visible for Accord monitoring purposes.
However, with council approval, more houses were expected to be allowed there. The 63 SHAs created so far across the super-city are expected to accommodate 33,500 homes. Those in greenfield belts, such as Flat Bush, have to be predominantly residential and have capacity for 50 or more dwelling sites.
Meanwhile, also in May, the last block of an original 121-hectare farm in Flat Bush School Road went up for international tender.
Maximum height is six storeys, or alternatively the housing must meet the height provisions in the PAUP, whichever is the lowest.
The 61-hectare site was zoned Residential 4 – high and low-density and could support 300 houses.
SHAs are serving as an interim step until the PAUP becomes operative in late 2016. However, the
streamlined process is not available for high-rise developments that still need to be considered under existing legacy district plan rules until the PAUP is finalised. The Housing Accord set a target of 9000 additional residential dwellings consented in year one, 13,000 in year two, and 17,000 in year three. In the four years to June 2013 when the Accord was signed, an average 3500 houses were consented annually in Auckland and 7400 a year over the past 20 years. Between October 2013 and last March, consented dwellings rose by 34 per cent over the same time the previous year, according
to the Auckland Housing Accord monitoring report. A net total of 5100 new sections were created and dwellings consented, more than halfway to the Accord’s year one target. At this rate, the report says, the year one target of 9000 new dwellings and sections is likely to be exceeded by almost 1300. More new dwellings were consented in the first six months of the Accord (3417) than in the six months to March of any year since 2006. Preference for best practice designs By Marianne Kelly DEVELOPERS must not be allowed to compromise the quality of housing development by making a quick profit having little regard for the area, the Howick Local Board says in its draft plan for 2014-2017. “We will work with decision-makers to make sure that consideration of non-statutory documents, such as the Auckland Design Manual, becomes best-practice and caters for the needs of existing and future generations,” the board says. “We will also encourage developers to look at award-winning, bestpractice models for intensification in our area.” The Auckland Council has created the Auckland Design Manual website (www. aucklanddesignmanual.co.nz) in an
effort to avoid design failures and shortcomings that have marred the super-city’s landscape over past years. It’s a best-practice guide sitting alongside the Proposed Auckland Unitary Plan (PAUP), the new rule book replacing the legacy councils’ district plans. It’s aimed at lifting the urban development design game and the council says there will be no excuses about not knowing what good urban design is. While the PAUP says what can be built and where, the manual is designed to provide a guide to achieving outcomes sought by the plan, ‘with developments that look great, work well and are economically viable’. It’s a how-to guide and also provides
ideas on international best practice. However, the council is emphasising it’s not about “House of the Year” projects, rather providing ideas for mum and dad builders as well as developers. The manual, unlike the PAUP, is non-statutory so it will be updated regularly with the latest design guidance, best-practice processes and real-life examples. Everyone benefits from welldesigned buildings, spaces and places, the council says. “The built environment contributes a great deal to our quality of life and economic success, and delivers enormous value to society,” it says. “Yet we often take it for granted, without appreciating its effect on our daily lives.”
Design, the council says, is often seen as a dirty word, some frivolous addition to the budget that adds little more than some aesthetic preference of those who are paying for it. “Everything within the built environment has been designed and thought about to some degree. However, we all know examples where it’s obvious that this thinking has stopped early on and we’re left with places or buildings that don’t work well, are not built well, or are simply an eyesore. “These are generally not great investments and often need further money spent to rectify them over the longer term.” n The Auckland Design Manual covers apartments, terraced housing, detached houses, subdivision, parks and open spaces,
Maori design principles, design statements, case studies and worked examples. It’s online at www.aucklanddesignmanual.co.nz. n More than 9400 Proposed Auckland Unitary Plan submissions involving more than 93,000 unique requests have been received by the Auckland Council. Pre-hearing PAUP meetings start next month, with full hearings starting in November. Hearings are not expected to end until April 2016 and the hearings panel recommendations will be put to the council by July 2016. Apartment plans By Marianne Kelly INTENSIFIED housing development is envisaged in the public Pakuranga Town Centre draft Master Plan, endorsed last December by the Howick Local Board for consultation. It includes a bus interchange station on the corner of Pakuranga Road and Ti Rakau Drive to connect local buses from Howick to the planned AMETI (Auckland Manukau Eastern Transport Initiative) dedicated busway connecting Pakuranga to the new Panmure rail station. The corner of Pakuranga and William Roberts Roads, dubbed the Landmark Corner, will become the entry to a new Reeves Road flyover, connecting Pakuranga Road with the South-Eastern Highway. The area on the town centre side of the flyover is earmarked in the Proposed Auckland Unitary Plan (PAUP) for a mixed-use residential development. Pakuranga is the only ‘town centre’ in the PAUP with a permitted height of 12 storeys. Dallas Pendergrast, who co-owns the refurbished

Exposing true state of Kiwi houses A NEW nationwide survey reveals many New Zealand homes are in such bad shape that they’re causing health problems and increasing stress levels of occupants.
an enormous burden, not only on the occupants of the house, but on the country as a whole. This survey is proof of that with more than half saying they suffer in some way from living in a home that is cold, damp and mouldy.
The State of the Home Survey, conducted by independent research company Buzz Channel, found more than half said they suffer in some way due to the state of their home.
“That’s unacceptable and shows considerable work needs to be done to improve the standard of homes, and importantly, the air quality and internal environment of homes, which ultimately means improved health and well-being all round,” says Mr Gordon.
The suffering included everything from increased stress levels and health problems, to higher power bills and households clocking up high numbers of sick days. The drive behind the survey commissioned by HRV is to help address the poor state of NZ’s housing stock and to increase awareness around the importance of insulation, ventilation and heating solutions to create healthy homes. Almost a third of those surveyed said mould, dampness and condensation in their homes impacted adversely on their health, 58 per cent of people suffered stress due to living in an unhealthy home, and 32 per cent faced increased heating costs and higher power bills. And one in five Kiwis had moved out of a house because it was cold, damp or mouldy, and almost 60 per cent of renters surveyed said they had moved out of a house because it was unhealthy.
Even though Kiwis are living in chilly and damp homes, the survey reveals some novel approaches to staying warm in bed at night.
Condensation, and mould and dampness, are causes of illness, stress and unhappiness in the nation’s homes. The levels of mould and condensation are widespread, both of which are triggers of respiratory diseases, asthma and hospital visits. The number of sick days households take impacts greatly on business productivity, with more than half of households who rent or own their home (with a mortgage) taking five or more sick days a year. Other findings from the survey included: n Mould is prevalent in 59 per cent of homes and condensation in 31 per cent.
n A quarter had curtains, carpets, clothes and other property damaged due to mould, dampness and condensation. n Some 37 per cent were concerned about heavy metals in water, followed by sediment (28 per cent) and chlorine (25 per cent). n Some 61 per cent will throw another blanket on the bed if they’re cold at night, rather than turn on a heating source. n Almost two thirds of people would be happy to have their home undergo a housing warrant of fitness. “It would tell me if the

house is healthy or what needs to be done to make it healthy.” HRV chief executive Bruce Gordon says the survey is about asking New Zealanders what are the pressing issues they face in their homes, and what can be done to improve the quality of where they live. “NZ’s housing stock is not in good shape. Homes are mouldy, dripping with condensation and damp, which all have adverse effects on the health of the household, especially children. “The social and economic impacts of living in an unhealthy home are

While most respondents said they throw a few extra blankets on the bed (61 per cent), many choose to wear warm socks (37 per cent), flannel pyjamas (29 per cent) and even a beanie (8 per cent) during winter. Meanwhile, 11 per cent of people sleep with their head under the duvet to stay warm, which was a particularly popular heating method among renters. And then there were the more adventurous winter warming ploys, such as one woman “trying to persuade my husband to go to bed early”, and another person who sleeps naked all year round because their waterbed is constantly warm.

Whether buying or selling a home most people ask for or expect to see a registered valuation in order to assess a property’s true market value.
It pays to remember that registered valuers have a formal qualification and are well versed in market developments and trends.
In every likelihood, both parties – vendors and buyers – will have heard the assessment of real estate consultants and seen the CV (council valuation). Sometimes the latter is considerably below the market value.

A registered valuation may also be required by the buyer’s bank if he or she is applying for a mortgage or refinancing a mortgage. That’s because banks generally require an independent, impartial and expert opinion on the value of the property it is being ask to help finance.
While not usually building or engineering specialists, valuers can often identify problems and make vendors and buyers aware of areas that need attention or should be investigated by a relevant tradesman or professional. Without doubt, consulting a registered property valuer when setting out to buy or sell a house or any other kind of property, will provide an accurate figure and help vendors and buyers avoid accepting too little or, alternatively, paying too much, for the property in question.

Planning with confidence WHETHER an idea or concept is sketched on the back of a paper napkin, or you’ve compiled a scrapbook full of photos and magazine cut outs, planning a renovation needs to start somewhere. Choosing an architect or draughtsperson to transform your ideas is something that should not be done in haste. A good design will absorb your character and personality. Choosing someone local, who knows the area and listens to your vision, is a great start. That person or company needs to know your budget as much as you need to know they can be trusted and put your faith in them to come up with the goods. Understanding the building process will give you a better appreciation of the importance of proper planning. Getting a cost estimate, based on concept plans, will quite often help you decide if the brief given to the designer will require modifying to bring costs back into line. Solar panels on the roof convert the sun’s energy into power that is fed into the home’s power board for use throughout the day. Even more dramatic is the transformation of the laundry and guest bathroom. â&#x20AC;&#x153;That area was so messy,â&#x20AC;? says Kevin. â&#x20AC;&#x153;There was no storage for washing baskets or ironing and visitors had to go through this room to use the guest toilet.â&#x20AC;?
Installing sliding doors provided more space, but the biggest space saver was the switch from a 300L electric hot water cylinder, which sat in the corner of the laundry, to a Rinnai Infinity continuous flow gas water heater in the roof space. â&#x20AC;&#x153;Switching to gas can save up to 60 percent of household power costs,â&#x20AC;? Kevin says.

Jag Kitchen ideas hot from the oven Tired, old kitchen stifling your culinary flair? Has the family outgrown the kitchen space? Then perhaps itâ&#x20AC;&#x2122;s time to think about installing a new kitchen. The Times spoke to Malcolm McLagan, owner of local kitchen company Jag Kitchens about the latest trends and tips for a smooth-sailing kitchen renovation process. THE fast-paced world of kitchen design is brimming with fresh ideas for inspiration but narrowing these down can be a real challenge.
All internal, non-structural (non load-bearing) walls can usually be altered or removed without council permission but talk to a qualified builder if considering major changes.
Luckily, Jag Kitchens owner Malcolm McLagan knows a thing or two about trends.
I have already talked to a number of kitchen companies but have received conflicting advice. Who is correct?
â&#x20AC;&#x153;These days, gloss white cabinetry is becoming increasingly popular for its ability to create space and light whilst achieving a polished look.â&#x20AC;?
Itâ&#x20AC;&#x2122;s important to deal with a company with access to a full range of materials as thatâ&#x20AC;&#x2122;s where expertise lies. The appropriate advice in terms of materials should also be expected.
Block colours and simple lines are also on the rise, with fewer kitchens featuring intricate woodgrain cabinetry. One of the biggest trends to watch out for is thinner benchtops, says Malcolm.
Waterfall ends, too, remain strong on the benchtop front.

â&#x20AC;&#x153;We see a lot of thin benches overseas in Europe and Australia â&#x20AC;&#x201C; 20ml as opposed to the chunky 50ml weâ&#x20AC;&#x2122;re used to here. It has no bearing on the strength of the bench and, naturally, it could potentially mean more under bench storage space.â&#x20AC;?
â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re still seeing a lot of waterfall ends. Again, it promotes a clean, simple and contemporary image that many home owners love.â&#x20AC;?
What is the likely cost of a new kitchen and are there likely to be hidden extras?
Material-wise, stone benches are staying firmly put. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s sleek, versatile, and the varieties are simply endless.â&#x20AC;?
â&#x20AC;&#x153;While traditional stainless steel is still the majority, weâ&#x20AC;&#x2122;re seeing some clients opt for Silgranit sinks (granite) as an alternative â&#x20AC;&#x201C; it can look really smart.â&#x20AC;?
However, people should spare a thought for good quality cabinetry â&#x20AC;&#x201C; the bones of the kitchen. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s really important to go for quality,â&#x20AC;? says Malcolm. â&#x20AC;&#x153;Good quality stone benchtops generally last forever but the cabinetry wonâ&#x20AC;&#x2122;t if people take shortcuts. Choose high quality moisture-resistant Medium Density Fibreboard (MDF) for best results.â&#x20AC;?

N Type of material required: The type of material used for the cabinets and benchtop can have a significant bearing on cost as can extra features. N Building work: Spaces may need to be opened and rearranged, so donâ&#x20AC;&#x2122;t forget to factor in materials, gib stopping and other building costs â&#x20AC;&#x201C; plumbing, electrical work and gas fittings.
Modular or custom-sized? Modular kitchens are kitchens composed of standard-sized components such as drawers and cabinets that are mass-produced. While they help save money, these often leave extra space which has to be corrected with filler panels. Modular kitchen cabinetry will stop well short of ceiling height, whereas custom-sized kitchens can have cabinetry right up to the ceiling, utilising space and generally looking better. Modular is more affordable, but not by a huge mile thanks to computer design software and technology.
Which materials should I use? As mentioned, materials can impact on costs significantly, so it pays to choose the right type of material. In doing so, there are two factors to consider:
Be wary of hidden agendas. Is the company you are sourcing your kitchen from tied to a specific manufacturer? If you suspect this, make sure they back their recommendations with valid reasons and try asking for different materials to gauge their response.
N Lifestyle and purpose of the kitchen: A family with active children or those with a rental property will require a more durable kitchen. A good, practical, well-designed kitchen with lower cost materials will work just as well as a kitchen with high end, designer materials. Material choice determines the durability. N Quality of materials: The life of a kitchen is extended by the type of board the cabinets are made from and the hardware used. A large percentage of kitchen companies and all modular kitchen suppliers construct their cabinetry using Particle Board, which swells when exposed to excess moisture and spillage. A small percentage of manufacturers use higher quality, moisture-resistant MDF which is waterproofed and will not swell. Donâ&#x20AC;&#x2122;t neglect the quality of hinges, drawer runners and pullout mechanisms as they keep the kitchen working every day. Companies with reliable, 10-year warranties or transferable warranties will offer invaluable peace of mind that your kitchen will last.
What about council approval? If there are no structural changes to the house, you will not need permits or consents.

JB’s floored by Supreme Award AN APPRENTICE’S solid foundation in Christchurch has earned him supreme recognition at a national awards ceremony. Now a qualified tradesman, 22-year-old Grant Bannister was awarded Stage 3 Apprentice of the Year as well as the overall Supreme Apprentice of the Year at the Flooring NZ and Building and Construction Industry Training Organisation (BCITO) Flooring Awards 2013 in Ellerslie recently. The flooring apprenticeship in carpet, prep and resilient
flooring (vinyl) entailed a grueling three block courses over three years “on the floor” training which were held at the flooring school in Christchurch just after the 2011 earthquake. But Grant took it all in his stride and completed it to the best of his ability.
John owns and runs JB’s Flooring Xtra in Manukau and Pukekohe with his wife, Catherine. The couple and their staff members are proud of Grant’s achievement. “We hope it will pave the way for a successful future and are motivated to continue setting high standards in all aspects of our services.”
