alse rumours of a tuberculosis (TB) outbreak at the Highland Park Community House (HPCH) have been shut down. Auckland Council and the chair for the HPCH board say there has been not been an outbreak of TB at the centre and the community has
no reason to be concerned. Staff at the HPCH became aware that a Chinese national infected with TB had visited the facility in early November. Public Health Auckland was contacted immediately and those who came in contact with the individual underwent blood tests, all of which came back negative.

he students and teachers at Anchorage Park Primary School have honoured retiring principal Lynne Keohane with a touching tribute. On Monday morning they surprised Ms Keohane by filling a school tree with farewell messages, in the shape of birds, butterflies and insects, that each child had lovingly made. Ms Keohane was touched by the gesture and had children flocking to point out their message to her. “You have been the best principal ever. You have been working hard for
us.” “I will miss you so much, I will remember you always.” “Thank you for making us the best school in the world.” They will also be holding an assembly in her honour this Thursday. The school community will miss Ms Keohane, who has been at Anchorage Park Primary School for three decades and principal there for the past 24 years. She has seen hundreds of students come through the small school and always speaks proudly of past stu-
Police are hunting for two men following an aggravated robbery at a superette on Ti Rakau Drive on Saturday afternoon. Social media reported several police patrol cars and the Eagle helicopter were called to the scene. Police confirmed to the Times that a robbery took place at around 3.30pm. “Two males entered the store with weapons and threatened the shopkeepers and then left with cash from the till and cigarettes,” a police spokesman said. “We are talking to the victims and supporting them and we are conducting a scene investigation,” police said. “We are also appealing for anyone who may have witnessed the robbery to contact Counties Manukau Police on 2611300 or Crimestoppers (an anonymous line) on 0800555111.”

Through all those years her focus has always been on the students, and helping them strive for excellence. On any given day, you will see Miss Keohane wandering through the playground before and after school with a smile for all, greeting each student, and parent, by name. It is safe to say she deserves to now enjoy her retirement, but will be very much missed.

The opt-in period will be the last chance for most affected owners to pursue any legal action for recovery of their losses. “If they join during the opt-in period they will not be affected by a 15-year limitation long-stop that will probably otherwise bar claims after the opt-in period expires,” Mr Parker said. “Also, the Supreme Court confirmed last year in the leaky schools litigation that the 10 year Building Act limitation long-stop does not apply to a product liability claim like this.” The group first brought a product liability claim against James Hardie New Zealand Limited and James Hardie company, Studorp Limited, in negligence and for breach in the Fair Trading Act in 2015. Owners allege that leaks in their homes are attributable to inherent defects in cladding
systems manufactured by James Hardie. They also claim James Hardie made misleading statements about its cladding systems in its technical literature. James Hardie denies the allegations. Thousands of properties were built using Harditex from 1987 until the early 2000s. Titan Board was widely used from 1995. Mr Parker urges owners of monolithic clad buildings constructed since 1987 using Harditex or Titan board to get in touch to find out how to opt in to join the claim. Experts can be arranged to investigate whether the materials in question have been used and whether damage has resulted. And others still have until January 30 2018 to join the legal fight against corporate giant and cladding manufacturer, James Hardie. A judgment released last month declined James Hardie’s leave to appeal to the Supreme Court meaning the Court of Appeal decision stands, allowing the claim to proceed as a class action, with a final opt-in date of January 30. Leaky building owners represented by Wellington law firm Parker & Associates are encouraging people to move quickly. Thousands of properties were built using Harditex from 1987 until the early 2000s and Titan Board was widely used from 1995. The Howick-Pakuranga area greatly expanded during this time, as many new residential subdivisions were developed, the group’s lawyer, Dan Parker said. Parker & Associates is aware there are many owners of properties clad in Harditex or Titan Board in the east Auckland region and have had many enquiries from property owners in this area. “The firm is dealing with a large number of enquiries, many from people who have seen and are responding to the claim for the first time.“ A number of owners have approached us unaware of any problems with their properties until expert investigations identify issues. They have subsequently joined the claim,” Mr Parker said. “We will be pushing forward now to deal with owner enquir-

Student-designed robot picks up engineers’ award
Students of Mission Heights Junior College created a robot programmed to pick up litter and place it in rubbish bins. A team of Mission Heights Junior College Year 10 students have created Robo-ish, a robot programmed to sense and pick up litter and place it in rubbish bins. The group collaborated this year to produce an innovative project, earning the group a Merit Award in the 2017 Transpower Neighbourhood Engineers Awards and $750.00 for the school.
The robot stays within specific vicinity, using claws to move in a random order automatically sensing rubbish on its way, then finding its way to the bins. The project team was so determined to learn the new software of coding the robot and used certain codes to ensure the robot does the required job. The students have used a small-scale robot (MBOT),
currently being used for learning about robotics at the school, and programmed it to achieve their goals. Special guests Craig Stephens, cnsultant for Goodman Property and Sarah Kelly, civil engineer at Calibre, presented a cheque from Transpower on behalf of Futureintech to Team Robo-ish at the MHJC Champions Assembly this week.

round 90 guests attended the 40th anniversary of community services by Citizens Advice Bureau Pakuranga-Eastern Manukau at a special function on Friday. “Our chief executive officer Kerry Dalton came up from CABNZ Wellington to join us and speak at the celebration,” said manager Louise Boswell. “A mention was made that our interviewers had handled 75,000 client enquiries for the last five years, to 30 June 2017.” Meanwhile, three of the original bureau interviewers attended. “Annette Allcott, Lorraine Hay and Rene Barclay were present and Annette, with the assistance of our latest recruit, Jina Song, cut the cake,” she said. Simeon Brown the MP for Pakuranga, also attended along with the former Mayor of Howick Borough, Morrin Cooper and the CAB’s longest serving current member of 33 years, Tricia Burns, who was part of the social team that planned the event. David Rooke, CAB Pakuranga’s legal adviser who has been attending the CAB legal clinic since 1978 and organises a roster of local legal colleagues, was acknowledged for his dedication and commitment as a volunteer lawyer.

Development causes a stir in Beachlands By Farida Master
A
round 16.38 hectares of prime property is earmarked for immediate development and it has upset a lot of Beachlands residents. Located at 109 Beachlands Road, the site within the Beachlands Village Avenues Plan Change 30 area is adjacent to the commercial zone containing the Countdown supermarket and the recently built Pohutukawa Shopping Centre. In accordance with the Auckland Unitary Plan, the site is zoned Residential Single House Zone, Beachlands 1 Precinct – under the Plan Change and a scheme plan has determined up to 100 lots may be produced although through further consents, there may be the potential to “provide more yield and enhance the value”, says the New Zealand Southeby’s International Realty website promoting the property. “A natural elevation of the property allows for some sites to acquire stunning panoramic views with both sea and urban outlooks,” the site says. The property is to be sold by tender (closes December 7), has caused an uproar in
the Beachlands community. Locals believe the site is an ideal location for a muchneeded high school or an intermediate school or retirement village and feel let down that Auckland Council has zoned it residential. Heated discussions on a community website suggest nearly 1000 students are bussing it to Howick from the coast. More houses means more revenue for the council without having to do anything, say locals. “A retirement village would be ideal, so the older generation of Beachlands, don’t have to leave the village they most probably grew up in,” says one of the residents. Another post says: “They are already squeezing two classes in the library at Beachlands School owing to not
enough space and new residences aren’t being zoned for Beachlands cos they can’t fit them in by all accounts. Crazy situation. New schools for all ages needed to handle the growth. Not more houses.” There are concerns about the two-lane road to Beachlands. “Still have a two lane road, yet traffic has more than doubled! Not to mention lack of maintenance either. “ Real estate agent Paul Hebditch of New Zealand Southeby’s International Realty who is promoting the property says the council-driven plan change has zoned the property as residential. “The land is over 16 hectares and there is public space allocated for a recreation reserve. In the scheme plan drawn up by engineers, there are 100 lots of residential sec-

tions, sized 800-1000 square meters.” Mr Hebditch says that with the land being zoned residential, there could be a provision for a school if the Ministry of Education deems it fit. “A retirement village can also be put up in a residential zone,” he says. “This is a desirable piece of land and there is a good public rationale in the community desiring good public amenities,” he concedes. Andrew Bayly, MP for Hunua, says nothing much can be done if the land is owned privately. “You can’t tell people what should be done with their property. It’s not our job to tell someone who owns a private property to put up a school or force them to build a retirement village.” About residents wanting a new school in Beachlands he says, “This is a long-running issue and though I have been pushing for a new school for the last couple of years, we can’t have a one unless there is a consistent and continuous growth in population. “There have been three new secondary schools established and 10 new classrooms added to Beachlands School to accommodate more students.”

As a local MP, one truth that must always be remembered is that we must represent the views of our communities. Whether someone serves as a Member of Parliament, on a city council, or on a local board, we exist to reflect the will of our community and to ensure that those local voices are heard and engaged with. Recently, Auckland Transport proposed changes to the school bus routes around East Auckland. The changes proposed would have altered the school bus services impacting many school students and creating uncertainty for families around how children would get to school. The immediate problem that emerged from this proposal was that the group of people who were going to be most impacted by these changes, families who had schoolaged children, were not engaged in the process until it was announced. That meant that parents of children who used these bus services, quite rightly, became concerned over what this meant for them. I received a large amount of contact from such parents who were concerned by the lack of consultation and who were unsure what impact the changes would have on their family. The parents who approached me had concerns such as whether there were safety risks to their children who would now be expected to use a public bus or walk long distances to get to and from school. That was one, of several, concerns that required an answer from Auckland
ami-Lee Ross MP for Botany Transport. At the Howick Local Board meeting, Auckland Transport attended and heard from some of these parents who made passionate, emotional, and well-reasoned arguments to delay the proposal and allow proper consultation with the families who would be affected. I called for a six month delay for this consultation to occur, arguing that the proposal from Auckland Transport to change school bus routes would have seen a significant number of school children impacted. Moreover it should never be the case that decisions that affect local communities without having a conversation with the parent community be seen as an acceptable process. It was very pleasing to see that Auckland Transport accepted these calls for a direct discussion with affected families through the affected schools before implementing any decision. What this demonstrates is how effective locals can be. A community that was affected by an issue and felt like they had a lack of input in a decision that affected them rallied together and reminded us what people power can achieve. local personal training business has received the Innovation of the Year award at the recent New Zealand Exercise Awards. Busy Body Personal Training received the award for its 12 minute system - a customised personal training programme that involves twelve minutes of physical activity over the week. The system is broken down into three days. Day one is two minutes of functional strength broken down into 20 second explosive bursts. Day two is five minutes of high intensity cardio, followed by five more minutes of cardio on day three. Creating the 12 minutes system seemed a natural extension to what Ross Bymolt and his team were already doing – catering to people with busy lifestyles who are short on time. Bymolt, who placed runner up at the awards for Personal Trainer of the Year, says the most

A well-known face around East Auckland James Brownlie has worked as a chiropractor in Pakuranga since July 1971 and definitely has no retirement plans at this stage. He grew up in an Auckland farming family and did his secondary school years at Otahuhu College where he was Head Prefect. He went on to complete a Science Degree at Massey University in Palmerston North. Mr Brownlie’s focus has always been on good health care and sports. Having the distinction of being Auckland Secondary Schools’ sprint champion in the 100m and 200m events, while at Massey University James won a prestigious “Blue” Award – the highest sporting accolade given to tertiary students. With a special interest in athletics and rugby, he is now a Life Member of the Grammar Tech Rugby Club – a club he has supported for many years. “I read a great deal about chiropractic treatment and it fascinated me as a drugless healing system,” he says. The aim of this treatment is for people to reach optimum health through correction of the spine and nervous system. Chiropractors provide specific adjustments so the body can operate at full potential. “In the 1960s, I travelled to the US where I did my studies at the Palmer College in Iowa. I then practiced for a year in Michigan, but I didn’t enjoy the severity of winter there and was missing family so returned to live in Howick in 1970,” Mr Brownlie explains.
He then established a business based at the corner of Glenmore and Pakuranga Roads. In the early 90s, Mr Brownlie bought the house where his business is now based and had it moved to the corner of Gossamer Drive and Pakuranga Highway. Surrounded by well-tended cottage gardens, this building was an attractive addition on the busy Pakuranga Highway and has become a local landmark. James has five children with his youngest daughter now attending university in the city. “They have all grown up and attended local schools here,” he says. Arguably one of the longest-serving professionals in the district, he has witnessed huge changes since he first set up. As well as the massive development of areas which were formerly farmland, he has seen huge changes in his working life with the introduction of new computer technol-
ogy. “For 22 years, I developed my own X-rays. That used to take about 30 minutes but now I outsource these and have a digital image in a matter of minutes,” he says. “The improvement in imaging makes it much easier to identify specific problems.” But, he is not impressed with the increasing rate of obesity, with all the subsequent health problems such as diabetes and kidney disorders. “Since the 70s, the New Zealand diet has deteriorated with the use of so much processed food – packed with additives. We are now in the midst of an obesity epidemic.” Mr Brownlie doesn’t sprint or run marathons as he used to but his interest in sports and health care remains strong. America’s Cup on show at Bucklands Beach Yacht Club

undreds flocked to the Bucklands Beach Yacht Club over the weekend to catch a glimpse of the iconic America’s Cup. On Saturday afternoon, the vessel carrying the America’s Cup arrived in the Bucklands Beach Yacht Club marina, greeted by cheers and waves from supporters watching from the balcony above. Travelling with the cup were Emirates Team New Zealand team members Richard Meacham, Simon Van Velthooven, Russell Green and past Team New Zealand member Joey Allen, along with Olympian gold and silver medallist Rex Sellers. The visit was part of the Royal New Zealand Yacht Squadron’s national tour which has been taking the America’s Cup around the regions to give New Zealanders a chance to see the trophy. Visitors to the Bucklands Beach Yacht Club were eager to get a picture with the cup, the oldest trophy in international sport. No questions went unanswered as team members formed a panel to talk about the America’s Cup past and present. The team talked about what happened during New Zealand’s remarkable victory over Oracle Team USA in Bermuda earlier this year as well as what the plans are for the America’s Cup scheduled to be held in Auckland in 2021. “We had a really good turn out and the response from everyone was incredible. I think everyone really enjoyed being there and getting a feel for what it’s all about,” says Club Manager Lyle Tresadern.

“We have to thank Emirates Team New Zealand for bringing the cup to us. It’s been a long trip for them, travelling around all the clubs and sharing the trophy with the public. “But it’s good to see New Zealanders who have given them so much support being able to experience the victory with them.” The crowd was addressed by Joey Allen who started sailing at Bucklands Beach as a child before he went on to become one of Team New Zealand’s most experienced members. Sailing champions and Olympic yachtsmen as well as those just wanting to get a look at the America’s Cup trophy gathered together to celebrate the event over food,
wine and beer. The America’s Cup trophy wasn’t the only entertainment on offer with John Carr, stand-up comedian, writer, cartoonist and performance poet, there performing for the crowd. The yacht club prides itself on producing many talented sailors that include Olympic champions, America’s Cup winners and yachties who have brought home some of the sailing world’s most coveted prizes. Earlier a yacht race was held with some of our club sailors demonstrating their skills. Food stalls, music and wine and cheese tasting topped off the memorable evening. t is that time of the year when Year 13 students start applying to universities and for some lucky few it is top universities looking out for award-winning students to offer scholarships to. Samuel Chen, Pakuranga College’s 2017 Dux, who contributes as student representative on the colleges’ Board of Trustees was awarded the University of Auckland Top Achievers Scholarship, the University of Otago Academic Excellence Scholarship and the University of Canterbury Top Scholars Award. He also won the Pegasus Award and the Rae Memorial
and the University Of Otago Leaders of Tomorrow Scholarship value at around $25,000. “To be offered these scholarships, students had to not only have an outstanding academic record they had to also demonstrate characteristics such as outstanding sporting, artistic, cultural, or leadership potential,” Pakuranga College principal Michael Williams said. “The success of our students is testament to our college’s commitment to providing them with a holistic education emphasising the 21st century skills needed to be successful in today’s rapidly changing world.”

Fees-free policy is a positive initiative
Have you been on a 15 minute walk around Howick lately? It’s disgusting…broken glass, empty tins, paper, plastic and other undesirable matter… all blowing in the wind. I am 55 and have lived in Howick most of my life and it breaks my heart to see Howick looking so God damn feral. It’s a disgrace. I think we should select a week and rev Howickians up with a catchy saying like: “5 A DAY””. Pick up five pieces of rubbish a day, for that week. Of course, not everyone would enter in the spirit but hopefully enough people would to make a difference. I see on Facebook, Howick Tourism really trying to promote Howick. In actuality we should be slinking around with embarrassment, hiding in the shadows not wanting to be noticed by tourists or anyone, looking as we do at present. The litter is epic and if we don’t do something about it soon, we will be at a point of no return. Add this growing surge of human filth to the unmown parks problem that we’ve had to endure lately and it’s like… why would we want to showcase this? People drop litter or throw it out of their car windows without a thought these days. We no longer have any Kiwi pride in our country and that is such a travesty. What legacy are we leaving for future generations?
Response to Simeon Brown on Government’s fees free policy (Times, December 7). “It is a pity that Mr Brown is keen to demonstrate that the National Party does not see investing in people and our society as being important. In his recent “Simeon Says” column Mr Brown declared the Labour-led Government’s fees-free policy a shambles because the government had decided to invest taxpayers dollars in New Zealanders by providing the first year of post secondary school education free of fees. Rather than condemn the feefree policy, a reasonable person would see it as a positive initiative which is an investment in our country’s future. It is an investment in the young people who will build a secure future for themselves and their families. The Labour-led government believes that the days when someone could walk out the school gate and into a job for life are long gone. In the modern economy and society most people can expect to dip in and out of the education system throughout their working lives. For most young New Zealanders, a school education is no longer enough. A major priority for Labour is to ensure that all New Zealanders have the opportunity to retrain and re-educate themselves throughout their lives. To do this Labour will progressively introduce an entitlement to three years of free-post sec-

ondary school education or training for New Zealanders to use throughout their lives as they see fit and will change funding systems to encourage the development of ‘hop on, hop-off’ training to equalise the focus that is placed on completing a qualification and gaining work experience. Because current generations of students are completing their studies with record levels of debt, the Labour government believes that there needs to be a way to ensure that such high levels of debt which are preventing young New Zealanders from buying their own homes, forcing them to delay starting their own families, and penalising those on low incomes through harsh repayment thresholds are overcome. Labour wants to reduce the burden of student loans so that people are secure after graduation. A point driven home when a person contacted the Botany Labour Party saying “I wish I could’ve paid off my student loan debt off within a few years of graduation...it took just over 10 years of hard graft to clear it and then my husband couldn’t find a job to even begin to pay his debt off for 18 months after his graduation.” In crucial areas Labour will investigate voluntary bonding arrangements whereby graduates can have some or all of their loan written-off in exchange for work in the public sector or in areas of critical skill shortage, particularly in teaching and nursing. Unlike Simeon Brown, who seems to regard education as a series
of glorified hobby courses, Labour sees nothing trivial in the fees-free programme as Labour believes we should be lowering barriers to education and life-long learning, and investing in our country’s future. We know this will make a huge difference to people who have decided not to study in the past because of the cost, and it will prepare New Zealanders for the future, in an ever-changing world. The Government is expecting around 80,000 first-time students and trainees to take up the opportunity of fees-free study – with 50,000 of them studying at polytech, on the job as industry trainees, or at a wananga or a private training establishment. This is on top of our extension to student support by $50 a week, to help those struggling to make ends meet while studying. It’s the Labour-led government’s intention to extend this policy to three years free post-school education by 2024 – allowing thousands more people to take advantage of New Zealand’s incredible tertiary education system and to grow our economy. These changes to our education system will cost $380m this year. We know this investment will pay off in spades.

Aussies have more MPs than that The number of MPs in Australia is very different from the 120 mentioned in a letter last week.
Australians in fact endure a far more complex system of government than we do. Not only do they have their federal system, they also have two houses in most of their authorities. The Federal parliament (Canberra) has 76 senators in addition to the 150 who were previously referred to. Then NSW, VIC, SA, WA, TAS each have “bi cameral” state parliaments, with their total members being 135, 128, 69, 95 and 40 respectively. On top of that, QLD, ACT, NT are each “uni cameral” with 89, 25 and 25 respectively. While there is no exact match between our parliament and the roles undertaken by the Federal and State parliaments in Australia, the combination they work with is the closest match which is possible. Certainly, more so than comparing just their Federal Parliament and our parliament. We also cannot ignore their upper houses - they are part of the system of government. In total (by my reckoning) Australia has 606 MPs.

Music festival charges are just wrong
We are extremely concerned to learn that Auckland Council, through RFA Auckland Live, will be increasing the rental charge for the Auckland Town Hall for the Auckland Primary School Music Festival from the current $36,500 to $90,000 over the next four years. This music festival has been running for over 70 years and is a hugely important long-standing event in the lives of the children involved in primary school music activities. Generations of parents and grandparents have been to proudly watch the pinnacle of the huge amount of effort, pride and sense of achievement their children and grandchildren have put in for the music festival grand finale. With the increase in rental will come the inevitable increase in entry fees to cover costs which many parents and grandparents on fixed incomes will not be able to afford, causing them to miss out on an event that is often the highlight of the primary school calendar for their families. At a time when the digital screen is choking active participation in many avenues of life, including music, it is absolutely critical that we foster the strong continuation of practical music lessons in our young people that can culminate in school musical productions and the Auckland Primary School Music Festival. The senior community including our members, many of whom are on fixed incomes, can find it extremely difficult to make ends meet with ever-increasing costs and to deny them the opportunity of attending a wonderful event such as the Primary Schools Music Festival because they cannot afford the increased entry cost to see their grandchildren perform is unfair and unjust. Surely Auckland Council could reduce funding of the America’s Cup or reduce council staff numbers by one or two personnel with its subsequent reduction in salary spending which would cover the cost of the proposed $60,000 increase in rental charges. Better still, reduction of the overall corporate spending by $90,000 would cover the total cost of the Town Hall rental hire charges for the music festival.

Re New stop a hazard (Times, December 7). I cannot understand the logic behind Auckland Transport’s decision to put a bus stop so close to an intersection, and a busy one at that! Did they discuss with Macleans College management on behalf of their 2500 students or the students from other schools in the area foot trafficking this roundabout? As a recreational cyclist and having encountered numerous buses (not all) using their size to exit stops, this is an accident waiting to happen. Coming down Macleans Road, either in a car or on a bike, requires very close attention to the surrounding activities. Going up Macleans Road after negotiating the roundabout, a hazard in itself, then having to negotiate a bus stop coming out of the roundabout is absolutely disastrous. Residents of Bucklands Beach, including students, should expect a full explanation from AT road engineers or whoever, as to the reasons behind this somewhat illogical decision.

Dealing with woolly nightshade The council say that woolly nightshade is a notifiable weed as it is deadly poisonous. While walking down Chapel Rd Botany I noticed a mature woolly nightshade plant. I rang the council and they sent Jordan Winiata from their biosecurity department. He gave me a call and said only residents within 20 metres of the plant can report this and I live about half a kilometre away. He said he would remove it this time so he cut it down and left the poisonous plant there. This poisonous plant is only metres from Point View Primary School and there are young kids walking past this property. I spoke with Jordan again about leaving the plant behind. He said it wasn’t council’s job to remove it. I also said the seeds would drop and germinate. He assured me they wouldn’t. I spoke with Kings Plant Barn and they assured me it would regerminate.

■■ Auckland Council replies Woolly nightshade is found in many suburban areas across the region. The dust from the leaves and
stems can irritate the skin, eyes, nose and throat, and the berries are moderately poisonous to humans if eaten. It is classified as a containment pest plant under Auckland Council’s current pest management strategy. This means landowners/occupiers in the Waitakere Ranges and Great Barrier Island are required to remove woolly nightshade from their property, and across the rest of the region, if an adjoining neighbour complains, then landowners/occupiers are required to clear woolly nightshade from within 20m of their shared boundary. It is also the landowner’s responsibility to restrict the further spread of woolly nightshade by disposing of it correctly. There are also sale restrictions on woolly nightshade across the region. Auckland Council is currently reviewing its 2007 Regional Pest Management Strategy. For advice on woolly nightshade or other pest plants please contact Auckland Council’s Biosecurity team on 301-0101. ■■ Top tips to get rid of woolly nightshade: Maintain shade by planting dense cover to prevent invasion, and reinvasion after control. If the infestation is small or just a few seedlings are present, you can dig or hand-pull them out. Mulch to dispose of it. Cut and stump paint: Woolly nightshade can resprout after damage, so if cutting it down, cut the trunk as close to the ground as possible; stump paint should be used immediately. Ring-bark or frill tree around trunk and paste with herbicide gel. When using any herbicide or pesticide please read the label thoroughly to ensure that all instructions and safety requirements are followed.

When council contractors are directed to waterblast the boat ramp at Cockle Bay Beach it is time for someone to ask questions. Is it a boat ramp at all? It does not extend into the water and is almost flat so no chance of being a safety hazard. Yes we locals tow our boats over it but then launch off the beach. QV national spokesperson Andrea Rush said it appears the spring/ summer upturn has finally arrived in the housing market. “Nationwide value growth has surged 3.6 per cent over the past three months led by stronger growth in Wellington, Dunedin and many other regional centres around the country,” she said. “Meanwhile, Auckland and Christchurch values also ticked up slightly over the past three months bucking a downward trend seen over the past couple of months.” However, values in Hamilton and Tauranga ticked down slightly and some areas to the south and north of Auckland that have seen very strong growth in recent years also saw values drop significantly including the Kaipara and Hauraki Dis-
tricts both down around 4 per cent over the past quarter.” The easing in LVR restrictions and retail banks lending criteria is likely to help improve activity and demand in the market as we move through the summer months. “But it’s possible the usual slow-down over the Christmas period may mean we don’t see the full impact of this until February and March.” The Auckland market remains relatively flat. The former Auckland City Council suburbs rose 1.6 per cent year on year and 0.7 per cent over the past three months with Auckland City East rising well above average for the region, up 3.3 per cent year on year and 1.8 per cent over the past three months, the average value there is now $1,570,354. Values dropped 1 per cent for North Shore City in the year to November but rose 1 per cent over the past three months; in a similar trend Waitakere values were down 2.9 per cent in the year since November 2016 but ticked up by 0.6 per cent over the past three months; Manukau was down 1.6 per cent year on year and 0.9% over the past three months; values continues to rise in Franklin and Papakura.

he latest monthly QV House Price Index shows nationwide residential property values for November increased 6.4 per cent over the past year which is a much faster rate of increase than last month’s annual growth of 3.9 per cent. Values rose by 3.6 per cent over the past three months which is also much faster than last month when the market slowed to a quarterly growth of 0.9 per cent and the nationwide average value is now $664,485 which is 60.4 per cent above the previous market peak of late 2007. When adjusted for inflation the nationwide annual increase drops slightly to 4.4 per centand values are now 33.9 per centabove the 2007 peak. Meanwhile, residential property value growth across the Auckland Region was down 0.5 per cent year on year which is the slowest annual rate since March 2011 but values ticked up over the past quarter rising by 0.4 per cent. The average value for the Auckland Region is slightly higher than last month at $1,045,741 and values are now on average 91.4 per cent higher than the previous peak of 2007. When adjusted for infla-

With NZ Rugby and the Players Association announcing at the end of 2016 a new collective agreement had increased the All Blacks payment pool from $121 million to $191m over the next three years, it’s a shame a fairer proportion wasn’t put aside for the Black Ferns women who this month won their fifth world crown. Whereas All Black captain Kieran Read gets $1 million annually before endorsements and packages are added, Black Ferns skipper Fiao’o Fa’amausili and her team got peanuts in comparison. One need only look at the feats of recent Halberg Award winners Lydia Ko, Val Adams and Lisa Carrington to appreciate New Zealand women set high standards in sport beyond
Agnew’s Angle the reach of many males. In rugby Portia Woodman’s status as a superstar rates right up there with Beauden Barrett and Rieko Ioane, as does that of 36-year-old Kiwi Fern Honey Hireme who scored 12 tries in the recent Rugby League World Cup. But while our best union and league women players deserve much better than they have received, they need to prove they can attract the same gate takings, television audience and sponsorship the men do to justify parity. Unfortunately they fall well short of that as shown by the poor crowds they drew to the rugby test against England in New Zealand in June and the World Cup league curtain raiser in Brisbane before the stadium filled for the men’s final between Aus-
tralia and England. That is no reflection on the standards the women set but rather the apathy of the public. Interestingly, a lot more women attend men’s matches in both codes than they do women’s. Until that changes, parity remains a forlorn hope for sportswomen who, nevertheless, deserve a fairer share of rugby’s spoils. Meanwhile it was pleasing to see Ross Taylor equal Kane Williamson and the late Martin Crowe’s New Zealand record of 17 test centuries in the Hamilton match against the West Indies on Monday. In doing so, he achieved a minimum goal mentor Crowe had set for him before urging him to strive to improve his record. Having scored a frustrating 93 in the first test against the Windies on Wellington’s Basin Reserve, it was fitting a relaxed but focused Taylor made amends in his home town Hamilton. His latest century has

Howick Pakuranga stamped its authority on day two of round five in Saturday’s Auckland Premier Cricket Hedley Howarth Trophy match against Cornwall. Cornwall played host to HPCC in a nail biting match that ended with the boys from Howick Pakuranga taking the first innings spoils. Cornwall batted first; they were immediately in trouble courtesy of Taine Jolley who picked up back-to-back wickets to leave Cornwall 0/2 after the first over. Amit Dhadwal and Sam Cooks set about rebuilding the innings for Cornwall putting on 77 for the third wicket, when Cooks was dismissed for 46, Howick Pakuranga had a sniff of getting into Cornwall’s lower order. Brian Barnard put those concerns to rest, scoring an excellent 104 to carry his team through the day and set them up for a large first innings total. Despite Jolley returning and picking up two more wickets the lower order
contributed for Cornwall to boost their total up to 346/9 at the end of day one. The following Saturday, PJ Thomas got the home side off to a good start taking an early wicket. Andrew Morrison and David Winn put on a solid partnership with both batsmen making halfcenturies to put their side in a good position heading into lunch. St Kents girls dominate National Touch Championships

ocal schools shone at the New Zealand Secondary Schools 2017 National Touch Championships held over the weekend. Saint Kentigern College, Howick College, Botany Downs Secondary School and Macleans College all competed in the tournament at Bruce Pulman Park in Takanini. Saint Kentigern Girls placed first in their grade while Howick College placed second in the mixed grade. A narrow win by the Howick mixed team against Taupo-nui-aTia 8-7 secured them a spot in the mixed cup finals where they nar-
rowly lost to Paeroa College 9-8. Botany Downs lost to Manukura School 7-4 in the mixed plate before a win over Rangitoto College. Macleans College won the Game B Semi final in the mixed bowl against Waimea 6-3 and went on to win the Positional Final 7-2 against Massey High . Saint Kentigern won the Girls Cup Game A semi 3-2 against St Hildas and continued to play strongly, leading them to a finals win 4-3 over Hamilton Girls. Howick College lost their semifinal to Hamilton Girls 9-2 only
to be narrowly defeated 4-3 by St Hildas. St Kents sport manager Lynne Scutt paid tribute to the team’s performance in very hot conditions on Friday and Saturday. “The girls went unbeaten and scored 61 tries including two wins over last year’s finalist Hamilton Girls and Columba College. Top medal haul for HPK swimmers Howick Pakuranga Swim Club’s top junior swimmers took on the best in Auckland last weekend at the 2017 Auckland Junior Championships. The club won 50 medals overall, consisting of 19 gold, 14 silver and 17 bronze – a great success for HPK, who once again showed themselves as one of the top clubs in

Much of the drama of Mary & Joseph’s dash to Bethlehem rests on the proliferation of “no vacancy” signs erected all over town. But how true is the popular story? The truth is that there was a housing crisis in 1st century Bethlehem over the first Christmas. It was all the government’s fault. Some things don’t change. In this case the occasion of complaint was a census. But the reason for the census was tax. The Roman

Emperor had come up with a novel idea: to tax the whole world. It has a certain ring to it this idea, although it’s doubtful the emperor was Socialist! So, local government territories like Palestine held censuses, not to deliver a wealth of demographic information, but to set rates of tax on the population. Which explains why a census was needed but not why there was a housing shortage in Bethlehem. Jewish inheritance laws mandated that people travel to their ancestral towns for the census. So, Mary accompanied Joseph to his family’s home town of Bethlehem. The town was bursting at the seams and so the legend of “no room at the inn” began. It’s a tragic tale of a young couple trying to get home for Christmas only to discover there’s nowhere to stay – not with family, nor in any local establishments. It’s a vision of a cold bleak Christmas which mirrors the cold bleak world we live in. Immigrants driving a housing shortage and landlords taking advantage of the vulnerable right on Christmas. Except it’s not true. Turns out we’ve been inoculated with a weakened strain of Christmas. It’s a case of something being lost in translation. Our Christmas pageant version rests on the mistaken translation of “guest room” for “inn”. In fact, Joseph made it to the family village with his new family and was welcomed with open arms. It’s likely they’d been in Bethlehem for days before the birth, living with family in the downstairs family room of their home, where mangers were available for animals brought into the house at night for safekeeping. Like your cat. Or chihuahua. This is a vision of family making room for each other. Of hospitality and sacrifice intermingled. Of camp stretchers in the lounge and tents on the lawn. Just like Christmas. In our own time we face a housing crisis. We rehearse a darker pageant of a housing crisis driven by immigrants and unscrupulous landlords. It’s easy to have someone to blame who is not us. It’s a case of a complex reality being lost in translation as we struggle for simple answers. The reality is more difficult to address – yes, there are issues with access to land for development, overseas buyers, immigration, LVRs and Kiwi land speculators. But there are also New Zealanders returning home in record numbers, earthquake-driven immigration north and incomes failing to keep pace with the cost of living. Then there are the macro cultural forces: our quarter acre is shrinking while our floor plans are increasing; our sense of connection to neighbour reduces as subdivision fencing covenants demand uniform timber palisades; kids still play together in the streets but there is less adult conversation across the back fence. Yet in the midst of the crisis, we are being forced to re-examine our own commitment to the intermingling of hospitality and sacrifice. Models of extended family living are being rediscovered,, communal living options are being explored, a less-is-more approach to floor area is being embraced and we’re continuing to work hard on sustainable social housing. Yes, we have a housing crisis but perhaps our larger crisis is one of unchecked individualism, a disconnection from neighbour and the pursuit of more. The first Christmas calls us back to a simpler way. Where there is room. Where a rich blend of hospitality and sacrifice draw us towards a kinder, more inclusive community. Is there room for one more at your table this Christmas?

Rising poverty a growing reality

he Salvation Army prepares for increased need as food parcel need across Auckland climbs 15 per cent leading into Christmas. The number of people needing welfare support from The Salvation Army is on the rise, prompting a plea to the New Zealand public to help break poverty this Christmas. From July to September this year, more than 10,000 people needed help with food parcels alone – an eight per cent increase on the same time last year — and Christmas is expected to be even busier. For thousands of families living in desperate need, poverty doesn’t take a break at Christmas, says Salvation Army head of social services Major Pam Waugh. “This level of poverty, and the stress and heartache it brings can’t be justified,” says Major Waugh. “How can we sit down to a nice Christmas Day meal, surrounded by loved ones, knowing there are thousands of families without anything to eat, let alone gifts under the tree? “The Salvation Army’s State of the Nation Report 2017 shows there are around 300,000 children deemed to be living in poverty in this country and concurrently we are hearing that half our country’s wealth is sitting in the top 10 per cent of individuals. “It’s not right and it’s time for us to front up and act as a

Customer Radar study released this week found shoppers are more likely to be disgruntled in the lead up to Christmas, with customer satisfaction scores falling from mid-November, and dropping sharply to a year-low in midDecember. From July to December 2016, customer feedback company Customer Radar studied the levels of customer satisfaction from small to large businesses at 1,500 locations across the country. Mat Wylie, CEO and founder of Customer Radar, says it was interesting to see people expressed different reasons for why they were dissatisfied depending on where they lived. “We found that city-based customers become significantly less satisfied than small town customers,” he said. “On average, customer satisfaction scores for city stores drop 5.5 per cent over the Christmas period, while town stores drop by only 3.2 per cent. “It was also interesting that in the larger cities people were more likely to complain about the speed of service, where as small town customers were more likely to be upset if the floor staff weren’t friendly or helpful enough,” he says.

hristmas calls to mind scenes of snowy landscapes, cosy fires and luscious evergreens in the Northern Hemisphere. Right now through many states in the US and through the UK too, snow is delivering the possibility of a white Christmas. But what about in the Southern Hemisphere where the air outside is anything but frightful? While many in the US and Europe are used to breaking out their mittens and building snowmen in their front yards during the winter holidays, those of us who live in well below the equator do things a little differently. Christmas in a hotter locale can be just as merry, despite the lack of sparkling white snow.

Christmas in Beachlands
T
he fifth Christmas@ Sunkist was a great success. The Santa Parade had more than 22 entries and meandered its way down towards Sunkist Bay Reserve, with the Papakura Brass Band bringing Christmas cheer to the community. Wonderful art and craft stalls, cardboard sliding, Santa’s Grotto and talent shows were the order of the day. There was a crowd of more than 3000 people enjoying the lovely community spirit on a warm, sunny day.
It was a fabulous event for fundraisers, and showcased the great work of the volunteer groups in the area. The day ended with a seasonal Christmas music show, and the lighting up of the log cabin.

hree patterns stand out from preChristmas spending to date: there have been some exceptionally busy days; overall spending growth is higher than in earlier months of the year but Auckland is lagging behind the rest. Black Friday was much busier this year than in 2016 but the growth rate recorded Thursday December 7 was even higher for core retail merchants. Electronic payments company Paymark recorded 14.5 per cent more underlying spending through core retail merchants than on the same Thursday in 2016. The equivalent Black Friday growth rate had been 14.3 per cent. Both days were busy but spending on food and liquor took on more prominence last Thursday. Also up strongly on Thursday were supermarkets, department stores, toy/game shops, and hardware outlets. Over the last week, spending across all Paymark merchants was $1.351 billion. Underlying growth was 7.8 per cent when compared to the December 4-10 in 2016. This growth rate is slightly lower than the annual underlying growth of 8 per cent in the previous week and 8.3 per cent three weeks ago but all three weeks are above the average of the first 10 months of this year. Spending is thus increasing as we approach Christmas but doing so at a faster rate than 2017 growth patterns to date. This dual pre-Christmas acceleration shows as the ratio of recent spending to the JanuaryOctober average being higher than the preChristmas ratio last year. In the latest seven days, underlying spending has been 119 per cent of the Jan-Oct average (i.e. 19 per cent above Jan-Oct average) whereas this time last year the ratio was 117 per cent. While all regions will face even stronger spending in the last two weeks before Christmas Day, the pre-Christmas pattern to date suggests the smaller regions will benefit the most. Highest spending growth last week was recorded in Marlborough, which includes Kaikoura in Paymark figures, marking a welcome change from the earthquake-affected experience of 2016. The other four smallest regions – in terms of spending through Paymark – of Wairarapa, West Coast, Gisborne and Wanganui also recorded high spending growth. In contrast, the lowest growth rate lately has been in the largest regions of Auckland/Northland, Canterbury and Wellington. Paymark covers more than 100,000 terminals, accounting for more than 75 per cent of the New Zealand payments landscape.

Preheat oven to 200°C or 180°C fanforced. Grease a shallow 2-litre ovenproof dish and place on a baking tray. Place slices of potato in a large microwavesafe dish. Cover and microwave on high for 5 minutes or until just tender. Stand for 2 minutes and drain. Repeat with pumpkin, microwave for 3-4 minutes, stand for 2 minutes then drain. Meanwhile, press cloves in to the onion and place milk, cream and onion in a medium heavy-based saucepan over a moderate heat. Bring to a simmer, take off the heat and stand for 5 minutes for flavours to infuse. Using tongs remove the onion and discard. Pour milk into a heatproof jug and wipe pan clean. Melt butter in the pan over a moderate heat. Add flour, cook and stir for 1-2 minutes or until bubbling. Add nutmeg, cook and stir for 30 seconds or until fragrant. Gradually whisk in warm cream mixture until smooth. Cook and whisk for 4 minutes or until sauce boils and thickens. Remove from heat, stir in half the parmesan until melted and smooth. Season with pepper, to taste. Arrange half the potato over the base of prepared dish. Top with half the pumpkin and pour over half the cream mixture. Repeat layers. Sprinkle with remaining parmesan and the cayenne pepper. Bake for 30-35 minutes or until bubbling and golden. Stand gratin for 5 minutes. Melt extra butter in small frying pan over moderate heat. Add sage; cook and turn for 1-2 minutes or until crisp. Drain on paper towels. Serve gratin topped with sage.
