oing by the applause, at every jab he took at Phil Goff, it looked like mayoral candidate John Tamihere was the winner of a mayoral debate between Tamihere, Goff and John Palino at the Fencible Lounge on Saturday. Organised by the Howick Residents and Ratepayers Association, Tamihere had come with sharpened claws as he hit out at Goff, openly calling him “a disgrace”. “Under his leadership things have got out of control. This mayor doesn’t understand business—from our rates going up to petrol prices, housing and faceless, non-elected bureaucrats of Council Controlled Organisations (CCOs) controlling Auckland Services; and million dollar reviews that no one gets to read,” Tamihere said.

The former Labour Party Minister clearly won round one as people in the room openly applauded while Goff put on a brave front. Tamihere laced his repeated attacks with one-liners. “It’s not about left or right—Auckland gets left and right in the present leadership.” Third time candidate Palino sat between Tamihere and Goff and was the perfect foil between them when things got heated. Palino refused to draw blood and instead preferred to focus on finding a solution to the traffic congestion as he pushed the idea of satellite cities

and spoke up for small businesses. “Socially we are a failure. The house prices have not jumped because of immigrants or foreign investors but because of the Unitary Plan. What we are doing is clearly not working. We need to do things differently. "Only 15 per cent of the people work in CBD, you are leaving the other 85 per cent out,” he pointed out. It was interesting to note that while John Tamihere is standing for the Auckland mayoralty with former National Minister and Auckland councillor Chris Fletcher as deputy designate, Goff often referred to Fletcher for silent support as he refuted some of Tamihere’s allegations. Goff tried to score the second round talking about the Eastern Busway.

“We have added more bus routes and there are many more people travelling on buses now. “While we had planned for 3500 houses a year, in 2019 we have consented to over 14,000 new homes. We are building a lot more terraced apartments. Housing First had housed 5000 people. While the plan for wastewater spills into the habour was a 30 year plan, I have demanded that the overflow be stopped in less than a decade as we separate stormwater with the wastewater.” Goff also touched on the sore subject of the 360 degrees view shaft at Stockade Hill saying the Unitary Plan had got it wrong and that Howickians are now assured of 137 degrees of sea views – to which he was curtly informed by members of the audience saying he had been wrongly informed. ➤ Turn to Page 3

expanded to include liaison with Auckland Council with a focus on dealing with graffiti and refuse dumping. Historically, regular patrols have reduced the incidence of property crime. At the start of their shift, patrollers are directed to pay particular attention to current areas of concern. During the patrol, they are able to contact the District Command Centre to report problems and can be

instructed to attend an incident to conduct surveillance or provide assistance. The patrol is also often called on to assist with traffic control for community events such as Howick’s Midnight Madness and the Santa Parade. It is also involved in preventative initiatives such as Safer Plates, which involves replacing number plate screws with special security screws to prevent theft and use of a vehicle

in crimes such as a bank robberies or drive-offs from petrol stations. Two more cases of measles at schools By Nick Krause

Service to confirm a case of measles. A subsequent email from the doctor said: “We understand that a large majority of students and staff may have been exposed on the 1st and 2nd of August through sports, transport, assembly and classrooms.” The quarantine period runs until August 17. Hargreaves said once they had this information from the doctor they emailed all families and staff. It said the student had potentially been close to students and therefore it was important to stay away from school unless they had been immunised. “School has carried on as normal today (Monday). There are a small number of staff away as they are unsure of their immunity status so they are having a blood test to confirm before returning to school,” Hargreaves said. “There are a small percentage of students away but the campus looks as busy as usual.”

here have been two confirmed cases of measles at two local high schools. Auckland Regional Public Health Service clinical director Dr Julia Peters confirmed to the Times that it informed Macleans College and Pakuranga College last Friday that a student at the school had been confirmed with the highly contagious disease measles. It follows two cases reported at Brookby School and Wakaaranga schools last month (Times, July 4). Dr Peters said this week: “We have provided the school with advice and resources on what a staff member or student should do if they have been exposed to measles. Our advice is that anyone who has been in contact with the measles case and is not immune should stay home in quarantine until the end of this week.”

Auckland Regional Public Health Service receives notifications of measles cases in the region from GPs and laboratories so the service can act to stop the spread of the disease. Pakuranga College confirmed it had one confirmed case. A statement sent to parents said Public Health Service advice is that those students who may have been in close contact with this person (same class, tutor class, sports teams, etc.) may have been exposed to the virus and, if they have not been vaccinated, should be quarantined for a few days. “It is likely there will be more cases over the coming weeks so it is important that all students get vaccinated. If your child has not been vaccinated, please get this done as soon as possible,” the newsletter said. Macleans College principal Steven Hargreaves confirmed he received a call last Friday from a doctor from the Public Health

Local company United Steel and its parent group United Industries (UIL) are once again about to ‘Brave the Shave’. After a hugely successful workplace fundraiser last year when more than $35,000 was raised for the Cancer Society, group health & safety manager Ben Hammond, recently put a request out to the group asking staff to again get involved in the initiative. On Daffodil Day (August 30), a team from United Steel will step up and have their heads shaved. The first people to sign up were staff members Jane

and Graham. Jane’s motivation for getting involved was to encourage awareness, which she says “is so important”, and cited the example of her family member; “my sister in law had a double mastectomy and she’s been told that she’s now cancer free - she is so, so strong”. Graham said, “There have been a few people in my family who have been through Cancer; my aunty, my grandfather. Some have beat it; some have passed away from it. My grandfather kept quiet when he went through his

battle”. Ben reiterated, “I think one of the big reasons why this campaign is so important is because early diagnosis matters. The sooner you get to the doctor, the better your chances are at beating cancer. n view of the primary and intermediate school principals threatening to go on strike with regards to better working conditions and pay parity with secondary school principals, the Ministry of Education has presented New Zealand Educational Institute (NZEI) with a settlement offer to primary principals on Friday, August 9. The offer would see all primary principals receive pay parity with secondary principals on their base pay components (roll, staffing and decile payments), and a three per cent pay increase each year for three years. The offer provides most principals with a cumulative pay increase of about 11 per cent. The increase for the principals of our smallest schools (with fifty children or less) will be significantly higher. The offer lifts the salary of these principals to match the rate of pay for principals leading schools of 100 students or less. As a result a primary school principal’s minimum salary will be $104,000 by August 2021, an increase of over $16,500. Additional support staff will be provided for small schools to ensure there are at least two staff members in every school during the school day, from 28

January 2020. A $300,000 per annum professional development fund for principals will be established from January 28, 2020. All principals who are members of the NZEI will receive a one-off lump sum of $1500 each (pro-rated for principals working part time). The Accord continues to be offered to primary principals. There are around 1,950 primary principals. The cost of this offer is about $68 million over three years. Primary schools in New Zealand range in size. The smallest school has two students and the largest has over 1,200. Just over a quarter of 1953 primary schools have fewer than 100 students. Another 220 have 100-150 students and about 930 have between 150 to 500 students. The principals will vote on the collective agreement offer from August 15-19. It took a large effort from a group of fed-up local residents and myself by pressuring the Howick Local Board for many months to get traction and have these reasonable safety concerns addressed. Such local issues should be dealt with quickly and effectively and it’s disappointing when they aren’t. Sadly Aucklanders do not experience high levels of service to match our ever increasing rates bills. It’s been almost a decade since the super-city Auckland Council was amalgamated into a single entity in late 2010. Residents may ask whether the Parliament did the right thing by merging the seven individual city and district Councils

across Auckland into one giant organisation. We should also ask whether the CCO model works well. Auckland Transport, Watercare, and several other companies operate at arms length from elected representatives, often out of citizens’ grasp. Local Government reviews and restructures in New Zealand tends to go in ten-yearly cycles. It’s timely to ask whether we should review how the Council operates, whether amalgamation has resulted in the wins for local people that we were expecting, and if its current structure could be made more efficient. If we didn’t get it right, maybe it’s time we thought about how to fix it. Equally locals may well look at the representatives currently serving on the Howick Local Board and ask whether they have delivered, or if new leadership is needed in local government in East Auckland. ■ Jami-Lee Ross, MP for Botany

A good education for Howick students?

As Howick and districts count down to the 175th anniversary, the Times continues its series by Alan La Roche giving readers a glimpse of life as it used to be. The countdown began at the 170th in 2017.

G

oing to school in the early years of European settlement in Howick was encouraged by some but was not compulsory. It was not free and some parents claimed three pence a week was expensive. Only 46 per cent of school-age students could read or write in 1858. In New Zealand the Catholic priests were eager to make sure all students received a good education. In 1850 in Howick, 139 students attended the Catholic school but only 50 the Protestant school. Most local Maori had attended Fairburn’s Church Missionary School at Maraetai and could read, write English and wore European-styled clothing when the first European immigrants arrived. In 1858 there was a shortage of teachers in New Zealand so the Government offered teachers who stayed in employment for five years, eighty acres as a free incentive. When Fencible Sergeant Edward Hills was the teacher around 1852 at the Protestant school in Howick, it is thought he made naughty children dig out a well by his cottage, now close

to the entrance of Countdown Supermarket in Cook Street. He was a good teacher and was popular with his pupils. In 1899, part of the old Anglican School was moved from Selwyn Road to Cook Street as a church hall and then in 1955 it was moved to Vincent Street for the Howick Girl Guide Hall. After the 1877 Education Act, education became free, compulsory and secular [no religious instruction] and the Provincial Councils built schools in most communities such as Howick, Panmure, East Tamaki, Whitford, Flat Bush and Pakuranga. Pakuranga School survive today. At this time women could teach in state schools and sit on school committees. Pakuranga School was built in 1880 and moved from William Green Domain (named after a popular headmaster at the school) to the Howick Historical Village in 1975. The teacher’s house that was formerly next-door was moved to Pakuranga College and is still in use today. Facilities were considered adequate at that time, such as a drinking mug was hung next to the hand-pump by the school well in the playground. Any pupil caught carving his

name or any disfigurement on the wooden desk would be caned and expelled. Although each classroom had a fireplace, it was considered at the time to be unhealthy to warm the rooms. Pupils brought an enamel mug to school in winter for a hot cocoa drink with sugar and milk for one penny. When hay-making occurred or when wheat or oats was harvested, the school closed so that pupils could assist the community harvest. By 1900, most children 5 to 15 years of age attended regularly. After school in summer those at Pakuranga School swam in a hole by Mooney’s Bridge (near Highland Park). Those at Howick School swam in a dam on a creek in farmland between Rodney and Gibraltar Streets. ■ Alan La Roche, Howick Historian.

Wayne Huang was elected as Rear Commodore Power (power boats) at the clubs AGM at the end of last month. Huang says he feels humbled and privileged to be given such a responsibility. “It is reflects BBYC’s openness, inclusiveness, and commitment to connect to the local community,” he says. The Pakuranga local holds a Masters of Commerce in economics from the University of Auckland and has many years of business experience. Holding a strong passion for serving the community, he has also served as an elected member for Auckland Council for two terms and stood on the Sunnyhills Primary School Board of trustees for the last three years. World War II veteran Benjamin Alfred Smith passed away peacefully on August 10 in his 99th year. A service to celebrate Ben’s life was held at the Howick RSA yesterday. Smith - 203420 - served from 1941 to 1946 in 2nd Div NZEF finishing as a corporal. After the war Ben met and married the late Gwen, and they moved to Paeroa. Then he bought Mangakino Motors in the South Waikato in 1952. That year they lost everything in a devastating fire but they rebuilt the business and continued to run it between 1952 until 1965. Ben then bought Mangakino Buses which he operated until 1970 when he and Gwen and the family moved to Howick.

MP launches T2 bus lane petition I

t has now been over a month since Auckland Transport (AT) implemented its T2/ Bus lane experiment down Pakuranga Road, and it is clear it has failed in its objective to ease traffic congestion in the area, says Simeon Brown, MP for Pakuranga. “AT said the main purpose of the T2/Bus lane was to counter expected increases in traffic congestion as a result of the Eastern Busway construction, but it is clear the lane has not made a difference,” he said. “Since this lane was installed, I have had numerous people contact me saying their commute is now taking 40 minutes from Howick to Panmure, with traffic backed all the way up to Howick Intermediate. These are the people who drive on Pakuranga Road every day, and it’s safe to say they know far better how it operates than bureaucrats who rarely travel the area.” “I have also heard from many who have told me of the confusion caused between Cascades Road and Gossamer Drive where the left turn-only lane is now a T2 lane. There have been near misses and confusion caused at the intersection of Pakuranga Road and Gossamer Drive where people turning into Gossamer can only do so in the final 50m.” Forty minutes from one end of Pakuranga Road to the other was

variety of factors. We need to assess the transport network using real-time traffic monitoring data alongside teams assessing traffic on the ground. Data and roadside monitoring shows that there has been a minimal impact to general traffic since the T2 lane was installed. We have also seen faster journey times for buses and increased bus patronage along this section of Pakuranga road. AT has not received any reports about confusion, accidents or ‘near misses’ at these intersections. We have had teams monitoring the T2 lane at these intersections and they have not reported any safety issues. T2 lane fraught with danger

in early operational mode. Presently the biggest issue this community have in transport is to dealing with the number of cars on the road (more 95 per cent with only one person). Public transport is being supported by central government and commuter numbers are increasing, especially in rail and ferry transport. Howick and Pakuranga communities are at a disadvantage - so bus public transport and T2 lanes are being promoted. It is not easy changing lanes Bea, on Pakuranga Road. Motorists are very courteous (except for the odd one) and many thanks are conveyed in appreciation with hazard lights being flashed, This letter is an attempt to encourage all to understand the situation and for us to deal with it as courteously and patiently as we can.’

Likewise vehicles travelling west on the highway from Highland Park after passing the Cascades lights who must now hold onto their road space or even push left to give the fence some clearance. I understand that, to date, there have only been some minor bumps and scrapes with associated hornblowing and road rage. But how long will it be before we have a serious incident? My thoughts, AT should have left well enough alone.

Democracy in peril Why is it that citizens of other countries (Cooc) can influence our future and there is nothing we can do about it? Coocs who are permanent residents get to vote in our elections and as such can influence the result of those elections. The result may not be to the benefit of NZ citizens. If the Coocs wish to become New Zealanders then they should become citizens or they should not get the right to vote. According to Wikipedia, NZ is one of a small handful of counties that allows residents to vote. Australia and Canada do not.

While it would be fair to say ‘give it time and things will settle down’, all the negative comments and concerns raised during the consultation stage and ignored by Auckland Transport are turkeys coming home to roost. I don’t believe we have the luxury of time for things to settle down. Now that the school holidays are over, we have a new breed of mums in urban tractors (4x4s) or SUVs cluttering up the highway, everimpatient to get kids to school so they can carry on with their day. But I would suggest that surveys carried out by AT over the holiday break, will be reporting how good it is with a 30 per cent drop in traffic - bureaucratic manipulation it’s called. Never let the facts get in the way of transport planning. Months ago we raised concerns that non T2 cars exiting Cascades Rd would have to push across into the centre lane. We also questioned the removal of the bus retreat refuges at the bus stops meaning now, when they stop for passengers, they completely block the T2 lane. So now we have the additional hazard of T2 cars pushing right at the last minute, often with minimal space into the middle lane, so they can pass the stationary bus. Which means we now have three additional traffic hazards directly as a direct result of the T2 lane. Cascades feeder lane left and two bus stops. Sorry there’s more – it’s four. To top it all off AT, in their wisdom, decided to create a yellow

ordan Koteka is a very busy young woman. The Year 11 student plays for Counties Manukau Basketball and is also a key part of the Pakuranga College Girls Prem team. As a result, she spends most evenings training. To add to her growing list of sporting achievements, Jordan was recently invited to play in the USA with the NZ Storm in a number of tournaments. As Head of Basketball at Pakuranga College, Josiah Maama, points out: “These tour-

naments are exposure events for high school players who are playing in front of USA university coaches looking to recruit players on scholarships. The NZ Storm have been touring for a number of years now, and have had some success with players attaining scholarships with their play in these AAU tournaments. Jordan came back from her trip a much more aggressive and controlled player.” Bearing in mind Jordan’s ongoing success in the sport, it came as no surprise to coach Sione Maama, when she was selected to represent the Cook

The Wallabies were that superior, winning the forward battle, retaining possession and running hard onto their passes. My pre-match warning that the All Blacks were creaking didn’t go down well with some readers, but it was the Aussies who performed like a well oiled machine. Now with the Bledisloe Cup at risk in Saturday’s return at fortress Eden Park where Australia last beat New Zealand in 1986, the All Blacks will be determined to avenge last week’s humiliation. But do they have the ability to support their motivation? It will require a major improvement to do so with Australian confidence deservedly riding high against some former stars who are performing a bit like the old grey mare.
