Police clarify speed limit enforcement By CHRIS HARROWELL

ast Auckland motorists can rest assured they won’t automatically be stopped and ticketed by police for driving 1km/h over the posted speed limit. Police are clarifying their approach to enforcement of speed limits on New Zealand roads after news media recently reported a zero-tolerance stance was being adopted nationwide. National road policing manager Acting Superintendent Gini Welch was quoted in a news article saying police do not have a threshold when it comes to enforcing posted speed limits. The story said police were understood to have previously had a 10km/h threshold, except for over long holiday weekends, in relation to speed limits, but the buffer no longer existed. The reporting led to confusion being expressed on social media, with one post on a Facebook page for Aucklanders receiving dozens of comments from people debating whether or not police had adopted a zero-tolerance approach to speeding. It also led to anti-tax lobby group the Taxpayers’ Union launching an online petition opposing the alleged change that has received more than 13,000 signatures as of September 4. However, Howick Police community services supervisor, sergeant Brett Meale, told the Times the police’s policy on enforcing the speed limit on roads nationwide has not changed. ➤ Turn to page 3

r Craig Dunford, parish priest of St Luke’s Church, Chapel Road, is excited about the progress on the building of the new church, despite the lockdown. “The roof was finally put on and we are well on target. As planned, the church will be fully built by April next year,” says Fr Dunford. “And while the fundraising has been a challenge with Alert Level 4 in the past and the more recent Level 3 and 2.5, we are watching with anticipation as this resource for the community takes shape.” He explains that the new church will engage not only the parishioners but the wider community too. “A lot of different groups have shown interest in using the facility and that is very promising,” he says. “Right now we can’t wait for things to change and for our community of 1500-1600 to get back to daily mass.”

The Electoral Commission’s national manager of enrolment and community engagement, Mandy Bohté, says having an EasyVote card is more convenient for voters because it allows staff to find their name on the electoral roll and issue their voting papers faster. “It makes voting easier, as well as cutting queuing times – a crucial consideration in these Covid-

Speed tolerances ➤ From page 1 “All police officers are able to use their discretion when deciding whether to issue infringement notices,” Meale says. He says the individual circumstances of each case determine whether or not police stop and fine a motorist driving in excess of the posted speed limit. People driving too fast for the conditions, driving while impaired, driving while distracted – including using a cell phone – and not being properly restrained.” Venables says police know when they focus on these four factors “we can reduce the incidents of death and serious injuries on our roads”. “The speed limit continues to be enforced by police, this is our job and this is what the public expect of us in relation to keeping our roads safe. “Any road user who is travelling over the speed limit can expect to be stopped and our staff will speak with them and any further action taken, should that be education or enforcement, will be based on the circumstances presented.”

embers of the Howick Local Board quickly adjusted their way of working to comply with the restrictions of Covid-19 Level 3 and currently 2.5. Workshops and business meetings have continued through the use of Skype; and face to face meetings and events postponed until restrictions ease. Again, it has been wonderful to see our locals offering help to each other and generously supporting our local businesses.

Auckland Council have installed signage on parks, beaches and playground that advises appropriate usage for each of Covid-19 Levels 1-4. This ensures that restrictions to ensure public safety are in place as we move from one level to another.

Youth council holds community election forums A
series of community election forums for local parliamentary candidates is set to be hosted by the Howick Youth Council (HYC) for the Botany and Pakuranga electorates in east Auckland. Dubbed Recruit Your MP, the youth-led forums will feature a unique and interactive format with the event being livestreamed online. The forums are currently tentatively slated to happen in mid-to-late September pending further clarity around Covid-19 restrictions. The running order of the forum’s topics will be determined through real-time polling of the audience and questions can be virtually posed to the candidates on the night. This format was dubbed by Stuff’s Todd Niall as having resulted in “the most engaging campaign meeting [he’d] attended” in the youth council’s 2018 local councillor by-election forum and was also used
for HYC’s candidate forums in the 2019 local elections. Youth council team lead Leane Te Boekhorst, who is organising the forums, says the project’s focus is to engage youth with local politics in a way where they feel empowered. Currently, only 61 per cent of young people under the age of 24 are enrolled to vote – down from the same time prior to the

Covid-19 lockdowns impact on Howick Village businesses T
o say the winter of 2020 has been a challenging one would be a gross understatement. Never before have we had a situation as intrusive and disruptive on local business than the advent of Covid-19 in New Zealand It was always going to be difficult to estimate the economic damage the lockdowns would have on our local businesses and to this day the full impact hasn’t been realized. You will have noted that a few of our long standing businesses in Howick Village have had to either close their doors or move to different (presumably less expensive) premises. We have conversely been fortunate enough to see some new businesses come into the Village. This is indeed encouraging for the future What we can tell the public of Howick is that business revenue in the Village was dramatically affected from the first week of March. You may recall NZ had its first confirmed Covid-19 case on the 28 February this year. By the end of March (first quarter of 2020) reve-

nue for the Village for that quarter was down 8.6 per cent on the same period last year. Even more devastating was that the last week of March (first week of full lockdown) business revenue was down 40 per cent on last year. The Howick Village Business Association was in a strong position to be able to spend money
before the end of last financial year on a campaign to support businesses and the local community. You will have seen posters, banner flags, billboards, thank you stickers all in support of our “Live and Love Local” campaign. As part of this campaign, we doubled expenditure on media advertising to encourage the pub-
lic to shop local. This campaign was and is designed to acknowledge and thank the enormous support we have had from our local community. Without your support I am sure we would have seen more businesses having to close their doors. The positive response from the public was so good that by the last
weeks of June, the business revenue for Howick Village was almost back to 2019 figures for the equivalent weeks. One month of near normal trading and then in early August, we had a second round of lockdowns. Continued support will be required to maintain an active and vibrant Village. Not surprisingly the business sector to be most adversely affected has been the café and hospitality, so we do welcome and ask for your ongoing support for these and all other businesses in your Village. During Level 2 (and 2.5) we have had to close the Saturday morning market, however as soon as we move to Alert Level 1 we will re-open. Again, your support for these stallholders will be greatly appreciated. In the meantime, on behalf of the local businesses we ask that you keep yourself and your families safe adhere to the restrictions in place and hopefully we will move out of these lockdowns soon. New school block to open S
taff and students at Pakuranga College are looking forward to the completion of an additional school building, due to take place in 2021. The two-storey block will house 12 new classrooms and is currently under construction adjacent to Pakuranga Road. Although it will provide space for classes in English, technology, and optimal learning, there is one group of students watching the building’s progress with particular interest. The college’s Pegasus Unit will have its new home on the ground floor and the new facility has been specifically designed for the learning needs of these students. As Michael Hunter, head of the Pegasus Unit points out: “This will be an all
new environment - clean, tidy, comfortable, warm, friendly, calming - creating a positive vibe that will enhance student wellbeing and learning. “Our students will have a sense of pride in their space and this will boost their confidence, learning and social skills.” The new learning area will incorporate a large kitchen and laundry to enable students to practice life skills such as using the dishwasher and washing machine or cooking. There will also be a large social area with café-style seating, so that they can eat lunch and socialise together. In addition, the design incorporates break-out rooms for different learning groups and calming spaces for those who need time to
themselves. “The space is oriented in an open manner to the rest of the school so that our group feels part of the school community.” says Hunter. “The student body has a great relationship with the Pegasus students and the new space will encourage mainstream students to spend even more time with us during break times.” The building was partly funded by the Ministry of Education. However, as the school’s principal Michael Williams points out, “The project could not have gone ahead without an additional sum of almost $1 million. The willingness of the Board of Trustees to make this money available is a real testament to its commitment to the community.”

HBH Senior Living (Howick Baptist Healthcare) has purchased Gulf Views, a boutique Howick rest home established in 1991 by the late Scotch Macdonald in memory of his wife Annette. The rest home has remained under the ownership of the Macdonald family until now, however with the forthcoming retirement of nurse manager Sue Milton, the family decided it was time to find another provider that could deliver the same high standards of care. A spokesperson for the Macdonald family said as a well-respected provider of aged care services in the Howick community, HBH Senior Living was an ideal fit. “The ethos of family and community which has always been the hallmark of Gulf Views was created by our Dad, Scotch, and has been protected and fostered wonderfully by nurse manager Sue Milton and her team,” the spokesperson said.
“With Sue’s decision to take a well-earned retirement, it was time to find a new owner for Gulf Views. We are delighted to entrust Gulf Views to HBH Senior Living. The family approach to care and community that has been in Gulf Views’ past will also be its future.” Known as a leader in innovative aged care, HBH Senior Living was founded in 1977 and offers independent living apartments, rest home and hospital care and a popular day programme both in Howick and Beachlands. In 2018, HBH Senior Living also established Virtual Village East, a social network of connection and support for older people in the east Auckland community. HBH is also one of the few New Zealand providers of the Eden Alternative, a philosophy of care for older people that aims to overcome the three major problems of aged residential care - loneliness, helplessness and boredom.
“The purchase of Gulf Views is a natural fit,” says HBH Senior Living CEO Bonnie Robinson. “As a values-based organisation, we believe that older people should feel as happy and fulfilled as possible, which is why we aim to provide care services that are excellent, compassionate and responsive.” HBH Senior Living took possession of Gulf Views on August 17. Masala co-owner appeals sentence A
co-owner of the Masala Restaurant chain jailed in February for hiding millions of dollars in cash sales and laundering large amounts of it has appealed against his prison sentence. Rupinder Singh Chahil - who resided in Howick - was sentenced at the Auckland High Court to three years and two months in prison, plus a $50,000 fine, on nine money laundering charges and 34 tax evasion charges. A former accountant, Vijay Kumar Gupta, was also sentenced then. He received 10 months’ home detention and was ordered to pay $5000 in reparations. Chahil says the $8 million settlement of a proceeds of crime civil claim deserved a greater recognition in the calculation of his sentence. Stuff reported. he losses caused by the GST offending were paid, including arrears and use-of-money interest, but received only “modest” acknowledgement in his sentence, Chahil’s lawyer Nicolette Levy QC, said. Stuff reported the aim of Chahil’s appeal to the Court of Appeal in Wellington was a sentence of two years’ jail that could be converted to home detention, Levy said. The court reserved its decision. Inland Revenue spokesman Tony Morris said in February after Chahil’s

sentencing that the evasion wasn’t particularly sophisticated but was carried out on a massive scale. “Chahil provided 114 individual GST returns to Inland Revenue on behalf of the Masala Related Companies, which together concealed more than $6.5 million of mainly cash sales,” Morris said. “The tax offending was linked inescapably to the money laundering but the money laundering was far more complex, involving multiple bank accounts here and overseas. “Chahil and another co-owner, Joti Jain, collected cash from the Masala Restaurants, and delivered the money to Gupta to be laundered. “Gupta controlled the deposit of large amounts of cash into bank accounts, transferred the cash to overseas banks, purchased large amounts of foreign currency, and then brought the money back to New

The money laundering took place over 14 months through a series of transactions from February 15, 2012 to April 2013. “Hiding their cash sales, and laundering the proceeds of their offending, meant the Masala Restaurants were inevitably able to undercut other restaurants,” Morris said. “The tax evasion and money laundering were uncovered at a tremendous public cost. It required a substantial effort to detect, uncover and prosecute this case. “The investigation took longer than it should have because Chahil had false responses prepared to deliberately frustrate the enquiries. As a tutor of microbiology at Otago University, one of the first experiments we would have pre-med students do was cough through a tissue onto a petri dish. Then fold the tissue and cough again, finally fold it again and cough. The dishes would be incubated and students could then see the increasing efficacy of the layers of tissue. One layer of tissue is ineffective and even with four layers bacteria could get through. Viruses are about a thousand times smaller than bacteria. With this in mind I read with interest the NZH article “technology shows not all masks cut from the same cloth”. And I asked myself, as did the University of NSW researchers in a 2015 paper, “Cloth Masks: Dangerous to your health?” Is the advice being given in the article helpful? Cloth masks retain warm moisture, providing ideal conditions for both bacterial growth and viral survival. They do a poor job of filtering, worse than tissue paper. Respiratory infection risks are much higher in people who wear cloth masks than those who wear medical masks. Risk factors for Covid-19 include respiratory infections. NZ already has a problem with respiratory infections over-represented in Pacifica, Maori, and young people. If we have thousands of people wearing cloth masks, particularly these DIY masks, are we creating the conditions for a further increase in respiratory infections? The government should provide safe masks for the disadvantaged and vulnerable.

Mr Langstone’s comments (Times, September 1) highlight the importance for voters to be properly informed on the detail of the End of Life Choice Act. Mr Langstone claims that the Act prevents “coercion and hasty decisions” and requires mental competence. The Act contradicts him, as the so-called safeguards are, in practice, only checklists! Section 11 requires that the medical practitioners “do their best” to ensure the person is free from pressure, by conferring with other medical practitioners known to the person and with members of the family approved by the person. The practitioner only needs to certify these on a form, with no evidence of actual compliance to enable genuine investigation after the person’s death. “Hasty decisions” are indeed contemplated, as section 19(3) provides for only a minimum of 48 hrs between prescriptionwriting and chosen time of death. JULIE COULD ALWAYS SEE FUNNY SIDE Lockdown has caused many people to feel extremely upset from not being able to be with their loved ones when suffering poor health and, worse, not being able to attend the funeral of loved ones. We were not successful when applying for an exception for the family to attend their sister’s funeral in Palmerston North. Our sister Julie had a brilliant sense of humour. She always saw the funny side of everything. Julie had a love for music and had a beautiful singing voice. She also loved her marching days and she played netball with my twin sister Dawn and I, for Otahuhu College Old Girls, before moving to live in Howick. Julie’s love for bichon doggies inspired her to open her own “Dog Grooming at Tiffany’s” from her home in Golflands. Julie was a keen gardener and during her retirement she joined the Howick MahJong Club. Fellow Club Member Rosemary told me Julie was always cheerful, full of enthusiasm and had a lovely sense of humour. Another lady, Francis, told me she remembered Julie as a very friendly, cheerful and a willing member of the Mah-Jong club that met in the Croquet Clubrooms in Millhouse Drive. Four years ago, Julie and husband Ian retired in Papamoa for two years before moving to Levin to be closer to family in Wellington. Over the years, Julie was able to triumphantly fight her many health challenges. She always knew there was a way to get over everything. But earlier this year she decided herself, that she had had enough. Julie died peacefully, with her husband Ian at her side, in Palmerston North Hospital on Friday August 14.

but that had no effect whatsoever and the side effects totally changed his personality. His gastroenterologist told him that the drug was just to control the problem and, should the medication prove ineffective, he will be prescribed either a stronger dosage or a stronger drug to keep the disease under control. As the body gets used to the drug and control is ineffective, the afflicted part of the colon will be removed by surgery as, once the disease is there, there is no cure, just medication to control it. When the means of control doesn’t work, again the infected colon will be operated on. In time to come, his colon will be only as long as his two thumbs joined together which will make the dash to the toilet a matter of great urgency or [he’ll need] an ostomy bag that he will have to carry around him at all times. ‘What kind of life is that?’ he asked himself. He was sent for a colonoscopy by his gastroenterologist to determine what further steps needed to be taken. The print from the colonoscopy in 2002 showed his colon riddled with ulcers, heavy signs of infection and the colon was red and inflamed. At the time, I was working for a honey company in Nelson and at a demonstration stand in one of the pharmacies, a pharmacy staff had told me how she enjoyed the ‘Honeydew honey’ that Nelson
had sold to them and how good she found the product for her IBS. We had been out in the weekend and missed renewing his medical prescription, so there was panic all around him. To cut a long story short, I got my husband to try the honey before dinner and he was immensely impressed with the taste of the honey as well as the effect on his bowel as he didn’t have to race to the toilet after he swallowed his last mouthful of food. He then decided to take another teaspoon of the honey before going to bed. He slept like a baby that night. The next morning, he felt so good, he decided to have another spoon of the Honeydew honey before taking his breakfast and going to work. After work, he went to have his prescription renewed, but he never took the medication again but decided to stay with the Honeydew honey. Six months of being on the honey and a year from his first colonoscopy, he was due to go for a second colonoscopy, which he did in the year 2003. His specialist was stunned with the results as the endoscope pictures showed no ulcers and according to the specialist, his colon had no sign of ulcers or infection and was ‘pink and healthy, like a baby’s brand new colon’. Seventeen years on and he is still healthy and well, thank God.

DEVELOPERS SHOULD SORT GATES I reported rubbish dumping during Lockdown Level 1 and it did get cleaned up when we came out of lockdown. However, the very next day after clean-up, rubbish was being dumped again and has continually been dumped since then. You said in your article of August 25, that they put fences up. Fences were up last year and you could not drive down Donegal Park Road and some other roads because the fences/gates went across the road. However, for a long time now, the public continually reopen these gates for road access, if they get closed. This then allows access to the subdivision and dumping. It’s a busy area and the public want car access to Donegal Road.
The developer needs to think of different ways to keep the public out. I walk through there most days (on road, not path, continually looking down so my dog doesn’t walk on glass but allows me to keep my social distance from people as few people walk there) and it is shocking, dumped rubbish and broken glass across most paths. Between last lockdown and this one, berms have now been mowed and weeds trimmed back, which makes walking easier. There are (2?) notices saying don’t dump rubbish, but perhaps more notices are needed and in a variety of languages. Education through local papers would be good, in a variety of languages, so people can be educated about where they should put their rubbish. Give them a list of options of where to take it.

Bombing tragedy inspires song tribute By PJ (PHIL) TAYLOR
A
dark day in New Zealand’s history when the life of an innocent soul was ended by a sinister assassin is the subject of a powerful new song. The death of Ernie Abbott on March 27, 1984, shocked the nation, when at work he picked up a suitcase containing a bomb that detonated and killed him in cold blood. Abbott’s tragic death has played on the mind of Kiwi bluesman Darren Watson for 36 years and he felt compelled to remind the country that an honest worker’s life was cut short by an act of terrorism. “Ernie Abbott was the caretaker at Trades Hall in Wellington, who picked up a suitcase he thought someone had left behind,” Watson says. “Unbeknownst to him, some guy, and it’s always a guy, had decided to try and kill the union leadership of this country. Ernie Abbott picked up the case and died.” Watson is a hugely respected blues-roots singer, guitarist, songwriter and producer starting out with dynamic rhythm and blues band Chicago Smoke Shop in the 1980s. He’s delivered six well-received
solo albums since heading out solo in the 1990s, including Too Many Millionaires that debuted at number three on the NZ Top 20 album chart in 2018. “I’m really proud of this song,” Watson says, of his tribute to Abbott. “It has been a lifetime in the making for me. “The events that led to the death of Ernie Abbott were formative politically for me as an 18-year-old. “He was the sole victim of an attack that was meant to be a lot more devastating. He’s an inadvertent hero to me. It really affected me, so I wrote this song. “It’s long, it’s slow, it’s a dirge. It’s a heavy song about a heavy subject. “Maybe someone will have a pang of conscience… the person who did that will be brought to justice. We live in hope,” Watson says. The killing of Ernie Abbott remains an official cold case, says the www.police.govt.nz website. “He was the sole victim of the attack and, despite numerous investigations, police have always struggled to identify a motive for the bombing. “No-one has been brought to justice for Ernie Abbott’s murder, and police need your help.” The new memorial song is on

aleb Clarke’s explosive 40m run set the tone for a thrilling inter-island rugby final at Wellington’s Cake Tin on Saturday that culminated in Will Jordan’s last gasp converted try which clinched South’s 38-35 win against the North. Played before no fans because of Covid-19 restrictions, the game reflected New Zealand’s depth of talent with the South players’ jubilant celebrations reflecting how much the game meant to them. On Sunday, 35 players were rewarded for their effort when this year’s All Blacks squad was named. That included seven new caps and seven recalled players. The new caps included wing Caleb Clarke, No 8 Hoskins Sotutu, loosehead prop Alex Hodgman (Blues), wing Will Jordan, lock Quinton Strange, flanker Cullen Grace (Crusaders) and lock Tupou Vaa’i (Chiefs). Lock Vaa’i is the youngest at 20, followed by Clarke and Grace (21), and Jordan and Sotutu (22). Former Crusader Hodgman (27) has thrived for the rejuvenated Blues this season and Strange is a lively Tasman and Crusaders lock

who has been injured for much of the season. So too has exciting Timaru youngster Cullen Grace, named after Christian Cullen, who is an exceptional loose forward/lock who tackles hard and carries the ball well. V a’a is a product from Wesley College who did well in his debut
year for the disappointing Chiefs. Clarke is a former secondary schools sprint champion and son of former All Black Eroni Clarke. Just as he had for the Blues, he and converted centre Rieko Ioane added genuine thrust for the North with Ioane scoring two grand tries, the first from a Beauden Barrett grubber.
Clarke led Mt Albert Grammar to a national First XV title in 2016 and was a member of the 2017 World champion Under 20 team along with Jordan and recalled hooker Asafo Aumua. He also played for the 2018 Auckland Mitre 10 winners and this year’s champion All Blacks Sevens. With Anton Lienert-Brown and Jack Goodhue capable of playing both midfield berths, they are best suited to second-five. Hence Ioane’s superior pace and thrust and much-improved passing could cement him the centre spot. While George Bridge remains a complete wing who ticks all the boxes, Clarke’s extra speed and size puts Bridge’s starting position at risk. The same applies to Jordan who is a gifted wing and even better fullback. He scored the most Super Rugby Aotearoa tries, beat the most defenders and made the most metres. Although there is no 118kg backline giant of Jonah Lomu’s freakish proportions, Rieko Ioane (105), Clarke (103), Lienert-Brown (101), Goodhue and Jordie Barrett (102) are all over 100kg.
