Body found in burning car

olice are working to establish the identity of a person found dead inside a burning vehicle in east Auckland. Emergency services were called to Barry Curtis Park in Flat Bush at about 8.10pm on Saturday after receiving reports of a vehicle on fire in the car park. Initial reports indicated a body may have been inside the vehicle and members of the public were asked to avoid the area. Cordons were put in place at the intersections of Chapel Road with Ormiston Road and Stancombe Road. Police issued an update on Sunday morning confirming a dead body was found inside the vehicle. A large blue forensic tent was placed over the vehicle and a scene examination carried out throughout the day. The vehicle and the victim were removed from the

Police say the vehicle, believed to be a Mazda sedan, will be subject to further investigation. Inquiries are ongoing to identify the person found inside the vehicle and a post mortem was to take place on Monday. Dam storage levels were at 57.49 per cent yesterday. The normal level for this time of year is 80.88 per cent. Watercare reported 0.5mm fell in the Hunua Ranges on Sunday and 4mm in the Waitakere Ranges with 49mm and 52mm recorded respectively over the past week. Water consumption on Sunday was 399 million litres and the rolling seven day-average on Sunday was 408 million litres. There are two targets for March – 485MLD applies for the first half of the month, 465MLD for the second half. This is because Watercare expects demand to decline over the course of the month, as the weather becomes cooler.

The massive quakes off the Kermadecs on Friday which prompted tsunami warnings for many parts of the country – including the east Auckland coast and Hauraki Gulf – had many people on edge although some residents still wondered down to local beaches to observe. The tsunami warnings were downgraded through the day then cancelled.

Have your say on reserves’ sale By CHRIS HARROWELL

he time has come for people opposed to the potential sale of a group of east Auckland public reserves to make their voices heard. Auckland Council wants to dispose of green spaces it owns at 111R Golfland Drive, 9R Fortyfoot Lane, 76R Aberfeldy Avenue, and 31 Aspiring Avenue / 17R Hilltop Road. The Howick Local Board voted late last year to retain the reserves, but the council’s finance and performance committee overrode it and voted to put them up for sale. A lengthy legal process, which

involves final sign-off by the Government, must be worked through before that can happen. The move is part of an effort by the council to raise money through its emergency budget, which requires $224 million to be realised from “asset recycling”. Among the people opposing the reserves’ sale are Howick ward councillors Sharon Stewart and Paul Young, and Pakuranga MP Simeon Brown and Botany MP Christopher Luxon. A group of east Auckland residents are also doing their bit to stop the move. They recently presented a petition to mayor Phil Goff that was

signed by people from more than 450 local households calling for the properties to be kept in public hands. The council has now publicly notified its intention to revoke the reservation of the public reserves in Fortyfoot Lane, Aberfeldy Avenue, and Golfland Drive, as well as part of the site of a former fuel station at 2R Ti Rakau Drive, Pakuranga. “The reserves are surplus to council’s requirements and are not required for council’s current or future service,” it says. “It is proposed that the land may be sold to an adjoining owner or on the open market.” The Howick Local Board voted

Born in Palmerston North, Narina Bali Watson moved to Auckland with her family when she was three-years-old. It was at that tender age she knew she wanted to be a lawyer. Board member ‘very committed’ despite new role By CHRIS HARROWELL

n east Auckland elected representative says she’s committed her political role despite taking on a new job based outside the local community. Howick Local Board member Katrina Bungard has taken up a new position as deputy principal at a school on Auckland’s North Shore. She previously worked as a teacher and head of department at Elim Christian College in Botany and also serves on the Counties Manukau District Health Board. Bungard says despite now working at the school on the North Shore she has not moved out of east Auckland. “I stay on the North Shore for three days a week and the rest of the

week I am at my home in Pakuranga. “I have attended all the [local board’s] workshops and business meetings either via Skype or in person, which is common now for elected members under the Covid-19 [Public Health] Response Act 2020.”

Bungard says she feels “passionately about our community” and she’s continuing to keep in touch with local residents. “My new role will not change that and it will not have any impact on my role as a local board or DHB member. “I am very much com-

mitted to representing our community and I am carrying out my job as usual.” Bungard says board chairperson Adele White is “aware of my appointment” as the North Shore school’s deputy principal. White told the Times she’s “reluctant” to comment on the issue as “member Bungard has not formally advised me of her intentions.” “I do have an expectation that board members keep me well-informed of any changes to their situation so I can ensure we continue to support our community in the best way possible.” Bungard served as the board’s deputy chairperson during its previous term. he Government will put in place a new top tax rate of 39 per cent on income earned over $180,000. “This will only affect the top two per cent of earners. It is a balanced measure that is about sharing the load so everyone is doing their bit to help our country rebuild after our fight against the Covid-19 virus,” Finance Minister Grant Robertson said in a media statement in December. “It is also about keeping a lid on debt while ensuring we can maintain our investment in health and education. For 98 per cent of earners there won’t be any change.” Robertson said it’s important to remember too that this is for individual income. So if a couple together earn

If there is evidence of this type of behaviour we will move on it.” As well as the rate change, the Bill contains a number of consequential changes and a proposed threshold change to the minimum family tax credit. Changes to the minimum family tax credit comes about as a result of an increase in the main benefit in March by $25 a week. The adjustment results in a $32 per week increase in the 2020/21 tax year for those receiving the minimum family tax credit. The change ensures that families are better off in the workforce than being on the benefit.

Yacht club locked in car parking battle “D

o you want the Bucklands Beach Yacht Club to survive as a community facility and sporting club in your Howick ward area?” That was the question posed by the club’s commodore Sara Poore to Howick Local Board members at their last monthly business meeting. She told them about a longrunning issue the club’s had with Auckland Council over control of car parks at its premises at Ara Tai, Half Moon Bay. Poore previously raised the subject with the board late last year. She said the club paid for and built “the entire car parking area and boat ramps”. It was given exclusive use of 159 car parks as well as 18 parks adjacent to the marina for loading and unloading, she said. “During the past lease renewal processes the specific references to car parks was omitted and this is what has caused this situation today. “The club is requesting a con-

tinuation of the status quo that has been for nearly 40 years [which is] BBYC use of reserve land at Ara Tai for community use including car parks. “As a minimum baseline, the club is asking for enough car parks to meet the council’s [Auckland] Unitary Plan requirements.” Poore said without the car parks, the club “cannot function in its current form effectively”. “We are asking you [the board] to help us secure the car parks we need to function. “We are asking for a continuation of what’s happened for the last 40 years, which is being

able to use these car parks. “We are a community-run club, predominantly by volunteers, and we are not a wealthy club. “We’ve currently got 111 car parks for the club house and 21 shared car parks. “We can’t stop the commuter parking and currently 30 people who are non-members park in that area in front of the clubhouse.” At the board’s last meeting, Poore reiterated the importance to the club of having its own dedicated parking. She said apart from the original loan to build the Ara Tai

clubhouse, and a “small grant” to buy life jackets this year, the club has never applied to the council for funds to help it to operate. “We have run the majority of our activities by member volunteers. We have managed to fund ourselves through the different things we do. So we really want you to think about if you want us to remain a viable club, please can we try and resolve this to that end.” Poore requested the board ask the council officer in charge of the club’s car parks and their lease to visit its clubroom and meet the club’s board to try to find a solution to the issue. “My concern is I’ve inherited this problem as [the club’s] commodore and in the twoand-a-half years I’ve been a flag officer, we actually haven’t had anybody visit our club to talk face-to-face with us. “I think we need a different approach.” Local board chairwoman Adele White told the Times she expects a report to come back to the board on the issue in “the near future”.

viation chaplain, historian and author Howick’s Rev Dr Richard Waugh has been recognised by the Royal Aeronautical Society. Waugh, a long-time east Auckland church leader and spokesperson for the Erebus National Memorial, has been awarded the society’s Meritorious Gold Service Award. The Royal Aeronautical Society said the award recognises that Waugh’s contribution to New Zealand civil aviation “has been considerable and has had direct benefit to several aspects of the industry”. “He is one of New Zealand’s foremost civil aviation historians, undertaking extensive research and publishing New Zealand aviation books,” the society said in its summation in the latest issue of NZ Aviation News. “He initiated and led a 17-year project to erect permanent memorials honouring the 73 New Zealanders killed in early airliner accidents from the 1930s to the 1960s. “Richard pastorally contacted families, raised finance, wrote newspaper articles, conducted the ser-

lections, many not published before, making a significant contribution to New Zealand transport and social history,” the society said. “More recently, Richard worked tirelessly from early 2016 to advocate for a national memorial for the 257 victims of the Erebus tragedy, the worst aviation accident in the southern hemisphere. “Richard’s work was done out of pastoral concern that there was no public venue

where all the victims’ names could be displayed and respected.” Final landowner approval for the Erebus National Memorial to be built at Parnell’s Dove Myer Robinson Park was given by the Waitemata Local Board on November 17, 2020. The site faces Judges Bay and takes a small portion of grass area and step bank with the TePaerangi Ataata - Sky Song design. Since 1998, Waugh

has worked as Honorary Chaplain to the Honourable Company of Air Pilots (NZ Region). new initiative that takes the hassle of fundraising away from community groups has now launched on the Pohutakawa Coast and east Auckland. Most community organisations in New Zealand are funded via a combination of gambling trust grants and traditional methods like raffles, auctions and sausage sizzles. The purpose of CommUnity is to generate as much money as possible for New Zealand’s community groups via the generation of untagged funding provided by locals shopping at their local merchants. Committed to giving all

money back to the community, CommUnity is as simple as shoppers and community groups (sports, music, arts, recreation, health, education, sustainability, cultural, religion, charities etc) registering with CommUnity as members and groups. The locals then loyally shop in-store or online with participating merchants who donate a small percentage of each transaction to the members chosen groups creating a symbiotic circle. Merchants are required to pay a small annual listing fee which ensures members will be directed to their shop. It

also grants them access to valuable insights into the members shopping habits, how many members are supporting them and which organisations they are generating money for. CommUnity members will be directed on the app (via GPS) to participating CommUnity businesses. The website has a platform to promote merchants ‘daily deals’ as well as a continuous flow of good news stories being displayed on the website and app. To generate the most funding for community groups, all members have to do is get

says it is great to see a fundraising initiative that doesn’t rely on people in some of our poorest communities putting money into pokie machines. “We’ve advocated for years to end the community sector’s reliance on funding from pokie machines, and this is certainly a step in the right direction as a viable alternative for community groups,” she says. “Pokies are the most harmful form of gambling in Aotearoa and there are five times as many of these machines in our poorer communities so the people losing the money are the ones that can least afford it.” The Problem Gambling Foundation believes the time is right to introduce this initiative.

WHERE’S OUR HEALTH BOARD REPS?

Simeon Brown’s letter of March 21 was very telling concerning night service figures at East Care Medical. “East Care has been seeing approximately 33 per cent of all urgent care volume of the four overnight urgent care clinics in Auckland. East Care is the only clinic not receiving DHB funding for an over-night service.” There are three representatives on the Counties Manukau Hospital Board from our area, they are Katrina Bungard, Gary Boles and Paul Young so I have some questions for them. 1. When the DHB funding was stopped in 2018, who made that decision? Was it the board or was it an executive of Counties Manukau DHB? Was it purely a moneysaving exercise or was there some justifiable rational behind the decision. Even if our three current representatives were not on the DHB at that time, they should be able find out the reason for this decision. 2. What steps have our representatives taken so that this untenable situation can be resolved? Have they attempted to mediate between the DHB and East Care? The citizens of our area deserve answers. It’s telling that the place where we are now supposed to go in a night time emergency is requesting people not to come to the Middlemore A&E Department as they are over-run! What do our

BOTANY COVID TESTING CENTRE We applaud the hundreds of people who did the right thing and queued for hours to undertake a Covid-19 test at the Community Testing Centre on Botany Road after the Papatoetoe cluster spread to Botany. What we don’t applaud is the location of the testing centre. The location at Eastcare on Botany Road is completely unsuitable to deal with queues of vehicles and creates log jams in every surrounding street for kilometres. At 8am this morning (February 24), a trip that usually takes five minutes took 40 minutes, as streets in every direction had stationary traffic chaos. A more suitable and obvious location is Lloyd Elsmore Park. A testing station half-way in the park accessed from Pakuranga Highway

Pakuranga Hunt continues to live on

ANNIVERSARY

As Howick and districts count down to the 175th anniversary in 2022, the Times continues its series by ALAN LA ROCHE giving readers a glimpse of life as it used to be. The countdown began at the 170th in 2017

he Pakuranga Hunt is the oldest Hunt in New Zealand and the largest in Auckland, which for many years was the most significant club in this area. Hares could easily outrun horses which many considered “a fair sport”. Hares are nimble, highly intelligent, athletic and would scamper through farmers’ vegetable or flower gardens that the hounds knew were no-go areas for them. The hounds have super-sensitive noses and ears as loyal servants of their master huntsman hearing every command. Hunt breakfasts were either before or after the meet and sometimes were lavish occasions, more than just a small glass of port and a meat pie. A glass of port was given before the meet started. Pakuranga Hunt was established in 1872 and is still active today. The first formal meet was in 1874. Sir George Grey imported some hounds which he sold to William McLaughlin of Puhi Nui farm,

Papatoetoe. The first Hunt kennels were on Robert and Every MacLean’s “Bleak House” farm. They also liberated hares in 1868 which multiplied and spread throughout the region. The settler-farmers were excited by seeing the thrill of a pack of

hounds, hearing the hunting horn, the pounding of horses’ hooves and the comradeship after a hunt. Pakuranga Hunt operated down to the Waikato River in the south up to Riverhead in the north. Many hunters left their farms very early morning, riding to the meet.

Howick was well-known for its geese, goats, gorse and hares. Founding members included Alfred Buckland, William McLaughlin, William Percival, Every and Robert MacLean, Albyn Martin, the Morrin brothers, Alf Harris and Tom Brown. In the evening following a hunt there used to be a dinner at a local hotel. Early Governors and their wives were active members of the hunt. Some women rode side-saddle. The Pakuranga Hunt Balls were one of Auckland’s largest and grandest social events of the year. Point to Point steeplechases were held on members’ farms or at the Ellerslie Racecourse. Pony gymkhanas were popular with children and included a bun on a string or musical chairs. Sometimes Howick buses were used to transport eager followers. There was a strong bond of friendship and tolerance between the hunt and farmers who allowed them to cross their farm paddocks,

jump over gates, and through planted crops and a Hunt ball was held to thank them. There were always Hunt ‘followers’ who enjoyed the spectacle without owning a horse. On one occasion the hares were screaming down Bells Road, Pakuranga, with hounds following. They crossed over Pakuranga Creek, then up to De Quincey’s Cottage where the front door onto the veranda was open as well as the back door. The farmer who was having lunch in the kitchen watched amazed to see the hare shoot through the house leaving the hounds far away, bounding to safety. In 1969 the Pakuranga Hunt held its last hunt in Pakuranga and moved to Waiuku due to expanding suburbia. Membership at that time was about 600 members and up to 100 followers. Khojaly Tragedy During the night of 25-26 Februarld 1992, the Armed Forces of th Armenia, backed bid the 366 Motor-Rifle Regiment of the former Soviet Union, launched a massive attack on the town. As the residents fled across the mountains, theld came under fire from Armenian Armed Forces. The attacks were especiallld brutal. Some people were shot in the face, others in the back of the head. Bodies were mutilated. A total of 613 people lost their lives that night; 106 were women, 70 were elderlld people, and 63 were children. 1275 were taken hostage, while the fate of another 150 people remains unknown. Eight families were completelld wiped out; 130 children lost one parent; and 25 children lost both parents.

MPI, NASH MUST STEP UP Re: ‘Shellfish may be off the menu’ (Times, February 23). The petition that went to Stuart Nash in 2019 regarding the closure of cockle harvesting from Cockle Bay beach was not successful and his reply from the MPI survey done early 2020, is that the population was in good sustainability and he would not be closing the beach. The locals’ concerns have been ignored by MPI for years now and, back in 2017, Grant Taylor also submitted a petition to parliament to have the beach closed for cockle-harvesting after surveys from MPI showed a major decline over a six-year period of the cockle population. If it was not for people like Barry Wood, who never gives up, our

shellfish beds would be all gone. Quote from your publication dated February 23: “The most recent survey in 2019-2020, indicates a MAJOR DROP in the abundance and density of its large cockles from a peak of 36.46 million in 2012 to 11.75 million in 2019. The number of large cockles at the beach is at its lowest level since the first survey in 2009-2010.” Surely this is MPI’s job to action this and not local residents’ continuous submissions and concerns being ignored by Stuart Nash and MPI.

VACCINE OPTIONS I will be having a vaccine shot – and I am compassionate for those people who may be hesitant to take the vaccine, possibly for personal, religious or other reasons.

We need to protect society but how can we do so without compromising those people’s civil liberties and beliefs – their rights? One strategy is to review those potential behaviours, remedies or prophylactics that can provide a doorstop until such time as herd immunity is achieved. At such a time then, if someone is vaccinated or not is moot. This brings me to my point of concern: why is there so little conversation about these people’s rights and the strategies to manage this? There should be a public conversation about alternative therapies and tactics to hold the fort until NZ achieves herd immunity while also protecting all people’s rights. Considering NZ’s unique situation, of both isolation and low infection rates, now would seem an apt time to publicly consider all the options for all NZers.

Te Tuhi: Exhibition pauses for gratitude J

ust a day before the level 3 lockdown, Te Tuhi launched their new major exhibition by prominent Maori curator Ngahiraka Mason’s A Very Different World, on Saturday February 27. Featuring the works of 18 Aotearoa and international artists, the show also features multiple offsite works, including Maraea Timutimu on Te Tuhi’s Parnell Station Billboards; Russ Flatt’s flag installation at the New Zealand Maritime Museum and Jaimie Waititi at Papatunga, Parnell Station. A Very Different World was conceived by Mason as an opportunity to focus on wellbeing and to provide a muchneeded glimmer of hope for the future, against the backdrop of the worldwide pandemic. The exhibition champions the concept that aroha (love) is Aotearoa’s greatest cultural possession. “We are more than the sum of our race, sexuality, gender and heritage,” says Mason, an independent curator, critic and visual historian with research

kai Maori paintings by Hiria Anderson and an embroidered textile work by Arielle Walker – all of which are new commissions presented for the first time in A Very Different World. The exhibition is presented by Te Tuhi in association with Auckland Arts Festival Te Ahurei Toi o Tamaki Makaurau and the New Zealand Maritime Museum Hui Te Ananui a Tangaroa. The exhibition runs until May 9. Te Tuhi is open 9am-5pm daily under Alert Level 2 or lower.

New prosecutor in donations case A new prosecutor has been appointed to lead the Serious Fraud Office’s (SFO) ongoing legal battle against the four defendants in the National Party donations case. The case was initially being prosecuted by Stephen Bonnar QC, but he has since been appointed as a district court judge in Auckland. Bonnar was one of four lawyers recently appointed to the bench to help deal with the impact of the Covid-19 pandemic lockdown on New Zealand’s court system. The National Party donations case will now be prosecuted by Paul Wicks QC assisted by John Dixon QC. The SFO announced in January last year it had laid charges against four people including disgraced former Botany MP Jami-Lee Ross over donations made to the National Party in 2017 and 2018. Ross and his three co-accused, Yikun Zhang, Shijia Zheng, and Hengjia Zheng, pleaded not guilty to the charges in February 2020 and are set to go on trial in the Auckland High Court in September this year. Zhang, Shijia Zheng, and Ross each face two charges of obtaining by deception. Hengjia Zheng faces one charge of obtaining by deception and one charge of providing false or misleading information. The Crimes Act 1961 states the charge of obtaining by deception carries a punishment of imprisonment for a term not exceeding three years. Ross is represented in the case by defence lawyers Ron Mansfield and Hannah Stuart. Mansfield was part of the defence team for Jesse Shane Kempson, who was convicted of murdering British backpacker Grace Millane in Auckland in December 2018. After killing Millane, 21, Kempson watched extreme pornography on his phone and took intimate photos of her dead body before burying her in bush in west Auckland.

East Auckland’s skateboarders and scooter riders have a new piece of equipment on which to practise their moves. A long, curving “pump track” has been temporarily installed at Nixon Centennial Park in Howick to give youngsters, and the young at heart, the chance to have fun over the summer season. It can be used by people riding skateboards, scooters, and bicycles and is funded by the Howick Local Board. Board chairperson Adele White says the response to the pump track’s installation has been “amazing”. “It’s pleasing for the board to have been able to provide something for the community to enjoy after the 2020 Covid lockdowns,” White told the Times. “Our board members have been flooded with messages of thanks from local residents grateful for this activity.
