A
highly valued community crime-prevention group may be forced to shut down if it can’t find new volunteers. That’s a scenario the police hope doesn’t come to fruition. East Auckland local Janelle Johnson has served as chairwoman of the Howick/ Botany Neighbourhood Support group for the past five years.
She’s standing down from the role at its annual general meeting on October 21. Johnson is looking for locals willing to become committee members or to take over from her as chair and says if she can’t find someone to replace her, “it means we will have to dissolve it”. Howick Police community services supervisor, sergeant Brett Meale, says that would be a negative for the local community. “They help us get the message out there
[about crime prevention],” Meale says of the group. “They’re extra eyes and ears [for the police]. That’s what we’re after – residents looking after their neighbours and letting us know about suspicious vehicles and people. “We tell them what the current [crime] trends are so people can be a bit more vigilant.” Neighbourhood Support is a nationwide community service focused on crime-prevention and responding to civil defence

rom tolerating trolls on social media to naysayers and dissent in the party, being leader of the opposition is a tough job, and yet an energetic Judith Collins seemed to take it all in her stride as she did a walkabout at the Howick Village Market on Saturday morning. National leader Collins was in east Auckland on the weekend campaigning with MP for Pakuranga Simeon Brown and was part of the human hoarding at street corners with National Party candidate for Botany Christopher Luxon and Brown on Sunday. The feisty leader of the opposition kept the traditionally blue heartland of Howick, Pakuranga and Botany for the last part of her campaign trail. Creating a buzz on the day the village market was back in action after almost three months — an energetic Collins shopped for shortbread cookies from Gloria of Cheltenham Cakes who joked say-

ing she would have worn a bikini had she’d known the national media was covering her little stall. “My husband loves shortbread,” said Collins who was gifted a blue mask by one of the stall owners. “It’s the perfect colour, now all I have to do is win,” smiled Collins as she reached out to every John, Jane and little Johnny at the market.
Stopping by to talk to shoppers and stall owners, several locals reached out to the opposition leader with words of encouragement, saying they had already voted for her. “It’s exciting as we reach the finishing line,” Collins told the Times as she stopped by for a cuppa at Hancock’s Cafe. “Howick is a great place to come to; it has such a sense of community and family. “I’ve come here many times as I was the electorate MP for Clevedon which is very close to Howick. There is such a beautiful coastal feel to Howick and I enjoy being here particularly on Saturday at the Howick Village Market.”

That’s why I got involved.” Meale echoes that sentiment and says it’s important for local residents to feel invested in helping to keep themselves and their neighbours safe. “A lot of people around here are pretty proud of their community, especially older people who have been around a long time. “What was demonstrated during the Covid-19 lockdown is that neighbourhoods got together not to prevent crime but to support each other and that’s a great example of how it can work. “They keep an eye on each other’s houses and know who should and shouldn’t be at home and take a bit of responsibility for others.

Sandspit Road development named, new website launched The developers, Mike Sullivan and David Jans, behind the controversial proposal for the old Steward Motors site at 30 Sandspit Rd, have announced that the development now has a name – ‘Quarterdeck’. They have also launched a website www. thequarterdeck.nz which will assist the public in understanding what is proposed and to provide a forum for opinions to be shared and questions to be asked. The proposed development has been granted a direct referral to the Environment Court after a fresh resource consent was lodged last month and is now open for public submissions, see www.aucklandcouncil.govt. nz/have-your-say/ – hard copies are also available at the Howick Library.
Development has been scaled back The revised proposal is a scaled-back version to what was submitted last year, reducing the number of apartments from 70 to 54 and car parks reduced from 113 to 84. Other changes include upgrading of the communal facilities, increased landscaping and subtle changes in façade design and materials in response to urban design input. The goal has been to address the concerns raised by local residents as far as is practical while still retaining the intention of providing apartment and terrace house living as a variation to the predominant housing typology of 1970s bungalows on large sites. Already the developers have demand and support from prospective buyers who, unfortunately, are in the minority when it comes to sharing their views in the media.
Meeting council’s goals to address housing shortfall The proposed development is consistent with Auckland Council’s goal to cater for Auckland’s housing shortfall through intensification of existing metropolitan areas. It also provides an alternative to a retirement village for retirees who either want to keep their equity intact or who do not want to necessarily live in a community only of their own peers. While disappointed that the proposal was declined last year, the developers took a lot of positives out of the reporting from the independent planners acting for the council who were, overall, supportive as per sections quoted below: ➤ “The characteristics of this particular ‘precinct’ require special consideration to ensure that sites such as this throughout
Auckland are used efficiently, taking an opportunity to increase housing supply on a site and in a location highly suited for this purpose which will only have a minor impact on residential character and amenity. ➤ The proposed development will improve the street interface along Sandspit Rd. ➤ Any privacy/visual and dominance effects will be less than minor. ➤ The sun study provided demonstrates that no more than minor adverse shading effects will occur. ➤ The AUP (OP) is not a zero-effects statutory planning document. ➤ In considering the assessment of the applicant team and the Council specialists I am satisfied that the visual and landscape effects will be minor overall. ➤ The development responds well to the large site and replaces an incongruent existing commercial use. The proposal releases the opportunity to provide an integrated residential development as provided for in the zone policies. The outcome represents the appropriate response to the regional policy goal of achieving a compact urban form in Auckland where infrastructure is available. ➤ The proposal is not contrary to the objectives and policies of the SHZ.”
Questions over the commissioners’ decision They refer to the commissioner’s decision which concluded that the development did not meet the definition of an Integrated Residential Development (IRD) Subsequent received advice is that there was a key weakness in the decision in that the commissioners benchmarked the extent of communal facilities against retirement villages which are a completely separate activity to an IRD.
There is also reference to the decision in a recent Hearing Report: Reporting Officer, Mark Ross: “Whilst the independent hearing commissioners decided that the Sandspit application was not an Integrated Residential Development, in my opinion, there is nothing within the definition noted above that prevents the subject development from being defined as such.” For clarification, an IRD is defined in the Auckland Unitary Plan as: ‘A residential development on sites greater than 2,000m2 which includes supporting communal facilities such as recreation and leisure facilities, supported residential care, welfare and medical facilities (inclusive of hospital care), and other non-residential activities accessory to the primary residential use. For the avoidance of doubt this would include a retirement village.’ They also refer to a significant amount of misunderstanding around the IRD status as a discretionary activity and the reason for its inclusion in the Unitary Plan. The website will reference relevant information to assist those interested in making a submission either in opposition or support.
Developers understand residents’ concerns The proposed development and the developers have been the subject of strong community backlash, they acknowledge an understandable reaction which they have encountered before throughout Auckland. However as planning barrister Kit Littlejohn aptly expresses in a recent article; Land developers using the new planning thresholds for Auckland are not the bad guys here and there is no justification to treat them as such. They are perfectly entitled – indeed, are now encouraged by the new national policy statement for urban development capacity – to
apply to develop land with more intensive land uses in urban areas. They point out that such new development, is an inevitable outcome of a city that has experienced average annual population growth of 110,000 residents over the last 15 years. This growth is primarily a direct consequence of consecutive governments over the last 21 years relaxing immigration policy as a means to grow New Zealand’s economy.
Housing supply short – Sandpit a perfect site The outcome for Auckland is now a city struggling to cope with inadequate infrastructure and a massive $9 billion dollars of debt. Housing supply has not kept up with demand which has seen hyperinflation in house values and rents. While this is great for homeowners and landlords, it is demoralising for those renting and aspiring to buy their first home, as the rising cost of rents reduces their funds available to put towards a deposit, they are not keeping up with house price inflation and their prospects for homeownership become increasingly unlikely. As disruptive as it may seem to those in the vicinity of the development, if Auckland Council failed to facilitate intensification on sites such as 30 Sandspit Rd, the consequences would be a social and financial catastrophe. To conclude, the developers spell out the obvious that the site – given its size, ridge-top location, north-easterly aspect, proximity to schools, public transport, local shops, beaches, parks and walking tracks – has a lot to offer. It begs the question, if a site so well suited to intensification does not meet the guidance under the unitary plan for IRDs then what site in Auckland will?

Seymour shares election message in east Auckland By CHRIS HARROWELL

ess than a week out from this year’s general election, ACT leader David Seymour and eight of his party’s candidates swung into east Auckland to share their message of less regulation, the success of charter schools, and the need for a smarter response to Covid-19. Seymour addressed an audience of about 100 people at Pakuranga United Rugby Club on Sunday. He covered a wide range of subjects during his hour-long talk including the Government’s response to the Covid-19 pandemic, jobs and the economy, the environment, energy, healthcare, law and order, education and voluntary euthanasia, among others. Before speaking to the crowd, Seymour talked to the Times about how things look for his party heading into the general election. ACT registered eight per cent support in the party vote in recent political polls. It would have 11 MPs if that level of support is maintained on polling day, including its 10th ranked Botany candidate Damien Smith, who joined Seymour at the public meeting.
“We’re humbled so many people, according to the polls, want ACT to work for them,” Seymour said. “We’re going to campaign up to the final whistle and hopefully we’ll end up representing a lot of people. “At this point New Zealand needs to change because the world is changing around us. “I think our team of independent voices holding everyone accountable will be really critical in that process.” Seymour says the Government’s current approach to dealing with Covid-19 isn’t sustainable. The country can’t afford to “lock ourselves down and borrow to paper over the cracks,” he said. “We need to maintain elimination [of Covid] without more lockdowns and we have to safely reconnect with the world. We’ve got a plan to pay down debt. “People are saying, ‘look, we want politicians to live within the same means as everyone else’.

We are constantly regulating and making it harder. “People say, ‘my business has survived and I can bring it back, but not if you make me pay for an extra five days’ sick pay’. “’Or if you make me as a landlord even more liable for other people’s problems, and if you actually want to raise taxes on me, meaning if I do get through all the other challenges I’ll be worse off’.” Asked what his message is to east Auckland voters specifically, Seymour said his party’s infrastructure policy includes a plan to “finally and properly connect the east with the rest of Auckland”. “It doesn’t prescribe any particular road because politicians promising particular roads has been half the problem. “We need to take the politics out of infrastructure. “We need to get to a point where we have 30-year commitments between central and local government to do specific projects and woe betide any politician who tears it up. “This is an electorate and region of hardworking taxpayers who want to hear how we get on top of public health and repay the debt.”

iquorLand Howick owner-operator Joss Granger and her team are this year celebrating the franchise’s 20th birthday and she says the local community is at the heart of everything they do. Joss’s family has strong ties to the area that stretch back decades. Howick’s Granger Road was named for them and her father Sel was the store’s first franchise owner. He passed away in 2012. Joss’s connection to the family business goes back to her teenage years and it’s become her life’s passion. “It’s quite a milestone for any small business to get to 20 years,” she says. “When I left school, Dad asked me to come and work with him full-time. We weren’t sure how it was going to go but we made a really good team.” Joss says her team at LiquorLand Howick has been instrumental in its ongoing success. She singles out store manager Darren Cameron for special recognition. “He’s been with us since the beginning. It’s a huge milestone for him. “He’s an institution in the store. Everyone knows him and loves him.” Joss, who lives in Howick, says her family has always focused on the store’s local community and they take their responsibility as alcohol retailers very seriously. rather bold and intense script for a school production to tackle, the Ormiston Senior College production The Crucible made some people in the audience a bit uncomfortable and even intimidated at times. And yet, they were transfixed as they couldn’t tear their eyes away from it. Pushing boundaries, the school took a risk by choosing a dark play that didn’t fit the traditional school production mould. The Crucible is a play written by the legendary American playwright Arthur Miller (once married to Marilyn Monroe) and is set in the village of Salem, Massachusetts, during the 1692 witch trials. Among the women accused of witchcraft and sorcery, 19 innocent souls were executed, based on real-life historic events. This bewitching and intense script is a story of greed, betrayal, hysteria and suspicion. Students playing lead roles were true to their characters as they captivated the audience. sible, to frighten someone watching theatre. There is no luxury of special effects. It was fascinating to watch the impact as the production made the audience a bit uneasy. Directed by deputy principal Tim Botting, you were not only watching what’s happening on stage but also looking around to secretly watch the reaction of strangers in the audience. It certainly wasn’t your regular night at the theatre. For the uninitiated, an immersive theatre is a concept that doesn’t follow traditional rules and transports the audience to another reality—which the production did. Director of the play Botting says that The Crucible as a play already exists so the idea was to take that and add to it, to show performance is constantly
evolving just as life is. “The creative choice made to perform in the round was to show that there will be moments you miss from your vantage point—that is the creative premise,” he says. “There are moments you miss in your day-to-day life, too. Immersive theatre is highlighting the spectators at the centre of the action. When the audience is physically present, they are driven by a base, gut feeling and make instinctive decisions. “That sort of show leaves a far larger imprint on you than just watching something from a safe distance. It was interesting as a director to place the audience in the spotlight just as much as the performers. The spectators became the villagers, the jury, the persecutors and the victims.”

ozens of people, including children wearing pyjamas and dressing gowns, tried to get a better view of a fire that engulfed a house in Dannemora on Wednesday. Fire Northern communications shift manager Daniel Nicholson told the Times emergency services responded to a call about the blaze at a two-storey property in Point View Drive at 8.37pm. He said the house was well-involved in flames upon arrival and firefighters worked to extinguish the fire and monitor the surrounding area. All occupants of the property were accounted for and 10 fire appliances were on site last Wednesday night, Nicholson said. Fire investigators were also in attendance. Police had blocked off part of Point View Drive to traffic when the Times was at the scene at about 9.30pm. Crowds of onlookers attempted to get the best vantage point of the fire, which could be seen as far away as Pakuranga according to posts on social media. Some tried to get closer to the action by driving through a housing development in Michael Richard Place and Armstrong Farm Drive in Dannemora and then walking up steps to Point View Drive. Several fire appliances remained at the scene the following day. A large gate at the front of the property was taped off. election and the referendum on the Legalisation of Cannabis bill, I don’t hear much discussion about the hypocrisy of the government who are interested in legalising the smoking of cannabis while having spent millions of dollars on campaigns to stop people smoking cigarettes. There’s not a lot of difference. Why deliberately create a health problem? The government is prepared to overlook the huge damage it will do because, in my opinion, they need the huge tax take. All the talk of shutting down the gangs who are supplying marijuana won’t work because the legal product will be expensive ( after all the testing etc) and the gangs will easily undercut it and carry on as usual selling a cheaper product. The legal smoking of marijuana may very well turn out to be more of a calamity than cigarettes have been.

Royal visit to Howick
As Howick and districts count down to the 175th anniversary in 2022, the Times continues its series by Alan La Roche giving readers a glimpse of life as it used to be. The countdown began at the 170th in 2017.

ANNIVERSARY was the leading lady in the melodrama “Satan in Paris” at the Prince of Wales Theatre. Many women felt slighted and ignored. Eventually they reappeared and her husband marched across the floor and a fracas ensured giving the Prince a bleeding nose. He was to visit Howick the next day which had to be cancelled as the Prince had “official business” with his old friend Sir George Grey at Kawau Island. Panmure was festooned with flags and bunting, with a triumphal arch in the village and another at the entrance to the new Tamaki River Bridge. Eleven days later the Prince visited Howick and Pakuranga. He bagged 22 pairs of pheasants before being supplied with refreshment restoratives and a “feast of every delica-
cy of the season” in Butley Manor’s large barn by the MacLean brothers. A large gathering of settlers gave the Prince and his party a hearty cheer when he left. On a separate private visit in December 1870, Prince Alfred was given a six-foot-tall elephant in Ceylon which was paraded around Auckland hotels. While the Prince was visiting Bleak House again, the elephant was tethered outside the Methodist Church Road, which is now in the Howick Historical Village. he first Royal visitor to New Zealand, 25-year-old Prince Alfred, the Duke of Edinburgh and second son of Queen Victoria, came to Howick in May 1869 to shoot pheasants on the Bleak House farm. He was captain of the HMS Galatea steamship, with sails, the largest ship to enter Auckland Harbour principally to meet Maori after the Waikato War arrived on May 8. Many waka taua (war canoes) escorted him ashore where about 600 Maori performed a haka on the Queen’s Wharf. After he drove up to Government House where 3000 children sang God Save The Queen. The children were all given oranges and cake. The Grand Citizen’s Ball was held on Thursday May 13 in Britomart Barracks. The Prince arrived at 10pm greeted by 800 guests. He danced the first dance with Lady Bowen, the Governor’s wife. He then retired to the promenade outside after the sumptuous supper with a part-Maori actress Miss Cleveland who

This will make a total of nine glowing trees, to welcome visitors to the village. Franklin Road move over – here comes Picton Street! At this time Howick Village Business Association is welcoming donations to meet the cost of “lighting” the Prospect, Moore Street and Anglican Church Trees. The investment is 3-5K per tree (varies depending on the tree shape & size) with the life span around 3-4 years and maintenance being provided for by the HVBA. The total cost to support this Lighting Spectacular is $10,000.

The works of art include weaving, digital, printmaking, paint, ink, drawing, photography, multimedia and carving. Edegewater College NCEA Level 2 student Keaton says his art was inspired by the local school marae, Te Tahawai marae. The multimedia artwork titled Te Wananga o Te Tahawai is made of vinyl and clear acrylic. “I love the designs and patterns of traditional Maori artworks, carvings, buildings, and clothing that I have had the priviledge of viewing first hand at my school,” says Keaton who attended the exhibition launch in Wellington. “I’ve used traditional designs as inspiration and transformed them into contemporary and innovative artwork. The design itself is a repeating tile pattern with the centre containing multiple intermixing Maori symbols from nature like the koru and silver fern sprouting out and flourishing.” He chose the traditional black and red colours because they work well as contrasting colours, while the clear acrylic board “offers
a layer of transparency that is interesting to the eye and can be more interactive in a variety of spaces.” Macleans College student Tamika says her watercolour painting on the Progression of Speech, titled Toi Waituhi was inspired by Maori artist James Ormsby who describes drawing as his first language. “I wanted to use drawing as a way to communicate with the viewer. I have incorporated lips, which represent the idea of speech and the significance of te reo, while a faded kawhaiwhai pattern intertwines in the background.” Tamika is proud of the fact that her family has always celebrated the Maori culture. “My family has seen our culture gain significance and a place in our land. Even though some don’t see its beauty, I am beyond proud to be a part of such a welcoming community and I am privileged to share an artwork that communicates my love of my tikanga and kawa of my iwi.” The exhibition that ran from September 22 to October 2 is now a virtual. Did you know that New Zealanders with severe disabilities face a fiveyear wait or more for a life-changing assistance dog that would give them independence and provide crucial daily aid? Assistance Dogs NZ Trust provides specialist public access dogs to clients with various disabilities particularly for the autism spectrum disorder, Down syndrome and cerebral palsy. 90 per cent of their clients are children on the autism spectrum. Research has shown the benefits of assistance dogs, ensures better psychosocial health—better emotional, social and work/school functioning, compared to those with similar disabilities without a dog. In addition, the dogs often impact their owner in ways that extend beyond what they are trained for. The five-year plus waiting list
comes down to a lack of resource; the Trust doesn’t receive any government funding, and is funded solely by generous donations, grants and individual donors. Two hands are better than one I
t’s a shame Rieko Ioane was too young to receive a lesson from Kiwis rugby league coach Graham Lowe on the safest way to score a try. Lowe preached that the player had to dive or fall over the line, dotting the ball down with two hands. One hand tries look flashier but are also riskier as Ioane and the All Blacks learned to their cost when the centre’s disallowed effort denied them a victory they really didn’t deserve at Wellington’s Sky Stadium on Sunday. Instead, it was a hard-fought 16-all draw after Reece Hodge’s late 53m penalty attempt bounced back off the posts. With the Wallabies restricting the All Blacks to 36 per cent territory and 37 per cent possession, it was a wonderful introduction for new coach Dave Rennie who has quickly gained the respect of his players. Nor will the prospect of playing the next game at fortress Eden Park on Sunday daunt him.

attack in the Wellington test. While Jordie Barrett did perform well on the right wing at Wellington and scored the opening try, his best position remains at fullback. Particularly pleasing was the strong impact made by left wing Caleb Clarke when he came off the bench late to make his test debut. He’s another who has all the weapons required to make a champion centre. Another test rookie who confirmed he has what he takes despite limited game time was Hoskins Sotutu who deserves a start alongside fellow loosies Ardie Savea and Cane.

But he had nothing but admiration for 34-year-old Nadal. “What you are doing on this court is unbelievable. Not just this court but throughout your entire career, you’ve been a great champion,” said Djokovich. “Today you showed why you are the King of Clay.” Just as amazing was 19-year-old Iga Świątek’s 6-4, 6-1 women’s final win against Australian Open champion Sofia Kenin to give Poland its first Grand Slam tennis title, men or woman.
