Fire rages at Pine Harbour A fire and explosion has destroyed one boat at Pine Harbour Marina in Beachlands and damaged several others. A Fire and Emergency spokesperson said they were called to a boat fire on a berth at Pine Harbour at 3.39pm on Monday. The boat was wellinvolved with fire, then sank. Another, which caught the flames of the
first vessel, was dampened. Dave McKeown, assistant commander at Papatoetoe fire station, says the second one has extensive damage. Three other boats were damaged. McKeown says it took approximately 10-15 minutes for them to put out the fire. The cause of the fire is unknown and being investigated. There were no injuries.
Auckland Transport reveals the next step in the Eastern Busway.
T
he Eastern Busway public transport project continues to take shape with the design of another stage of its route confirmed. Auckland Transport (AT) has finalised the busway section from Pakuranga to the Ti Rakau Drive bridge following consultation held late last year. The approval includes the Reeves Road flyover, which the agency says will enable “efficient and reliable Eastern Busway services, while also reducing the traffic at key intersections on Pakuranga Road and Ti Rakau Drive”. The agency’s board has decided to defer its deci-
sion on the design of the controversial Ti Rakau Drive to Botany Town Centre busway section until late March to allow for more time to consider community feedback. AT executive general manager integrated networks, Mark Lambert, says the feedback received on the proposed design showed keen support for the project’s next stage. “We’re pleased to hear from east Auckland residents and business owners about how this project will expand their transport choices and enable their communities’ rapid growth and development. ➤ Turn to page 3.

not only suppresses weeds and provides nutrients to our plants, but with quite shallow beds in the road corridor, it provides a layer of water/moisture retention. Recently fresh mulch has been laid along the Dannemora strip. The hedging in the centre of the road along Te Irirangi Drive is always a challenge to maintain. Keeping vegetation off the live lanes on the busiest road in the Howick Local Board area is a regular task that keeps our city moving.

A large silver dollar gum in Megan Avenue was badly damaged in the strong winds of the recent storm event. As a result, debris was cleared and remedial pruning of the remaining canopy was undertaken. Three dead/declining cypress trees, which had become a danger to the road corridor in Pigeon Mountain Road, were removed. Over two days, the trees were sectionally dismantled and rigged to the ground.

Works have now been completed on the renewal of the Lloyd Elsmore Park baseball cages. The old cages were in a terrible condition and were of no use to the players in providing shelter. The physical works have commenced for the renewal of the netball components at Lloyd Elsmore Park. The works include water blasting and grinding off the old lines and court surface, repairing seams and cracks to improve the courts’ condition, application of rebound materials associated with installing the coating and linemarking six netball courts.

Murder charge laid over Boxing Day death By CHRIS HARROWELL
P
olice have charged a man with murder after a homicide in east Auckland on Boxing Day last year. Emergency services were called to Bezar Place in Flat Bush at about 1.15am on December 26 when a resident called 111 to report they could hear a person in distress at a nearby home followed by the sound of gunshots. Police, including members of the armed offender squad (AOS), were dispatched to the area. Cordons were erected to ensure no further risk to locals and people in neighbouring addresses were advised to stay indoors. Officers approached a home in Bezar Place on foot and could see several people inside the property. AOS members gained entry to the home through a window and brought out several occupants, including a child, all of whom were unharmed. The police’s negotiation team made contact with a 38-yearold man inside the property and continued to talk to him overnight. He surrendered to

police just after 8am on Boxing Day and was taken into custody without further incident. Police then located the body of another man inside the property and launched a homicide investigation. “We want to acknowledge the distress this incident has caused for those in the Flat Bush area who were affected,” police said at the time. “This is not something you expect in a residential area after
a day of Christmas celebrations. “I want to acknowledge the bravery demonstrated by the officers who went into the home and brought the occupants to safety.” Several vehicles, including a van and ute, were parked in the property’s driveway when the Times visited the scene the day of the incident. A large black motorcycle was parked at the entrance of the driveway.
An upstairs window at the two-storey home, through which several of its occupants had escaped with the help of police, was wide open. Numerous armed officers remained in the area throughout the day while a scene examination was carried out. The arrested man appeared in the Manukau District Court on December 27 charged with unlawful possession of a firearm. Counties Manukau Police detective inspector Tofilau Fa’amanuia Va’aelua told the Times police have laid additional charges as part of a homicide investigation into the death of Petau Petau in Bezar Place on Boxing Day. “A 38-year-old man previously charged with a firearms offence is now facing three additional charges,” he says. “He has been charged with the murder of Petau Petau, as well as possession for supply of methamphetamine and possession of cocaine. “Police are not currently seeking anyone else in relation to this investigation and given matters are before the court we are limited in any further comment at this stage.”

Club mourns loss of stalwart Pakuranga United Rugby Club (PURC) is mourning the loss of a stalwart. Mike Garner, who was managing director at PIC Insurance Brokers, died last Thursday after a short but courageous fight against cancer, the club said. “Few people contribute to local sporting bodies in the manner the Mike Garner contributed to PURC, from his early playing days at the club in the ‘80s and ‘90s to his coaching days of the highly successful U85 Pythons and his mul-
tiple governance roles with in the committees and Board of Management of our club,” PURC said. “As his career as a business owner in the insurance industry grew, so did Mike’s generosity towards many community-based clubs within our community, none more so than Pakuranga United Rugby Club. “PIC Insurance Brokers has been our club naming-rights sponsor since 2019 and, just before Mike’s passing, signed a further term as our primary
sponsor. Mike’s support of rugby in particular can be seen in his sponsorship of the Counties, Auckland and Waikato rugby unions and the Chiefs and Blues Super Rugby franchises. “Our special thoughts go out to his wife Robyn, his children Daniel, Rachael and Kristen and the extended Garner whanau.” A funeral service is to be held at the Pakuranga United Rugby Club today (Wednesday) at 2pm.

Busway progress ➤ Continued from page 1 “Every submission we received was considered by our specialist team of engineers, designers, planners, and architects involved in the design work.” Lambert says the agency appreciates the time and effort people put in to giving feedback, “particularly as it was ... at a time when Aucklanders were managing the challenges of the Covid-19 lockdown”. “We acknowledge the proposed design would affect the Burswood residential community, which is why we’re taking extra time to carefully consider the feedback we received from Burswood residents.” AT says the proposed design from Ti Rakau Drive bridge to Botany Town Centre will significantly increase access to a rapid transport network for surrounding residential communities. It will be a safer route for walking, cycling, bus and road users, improve bus journey efficiency and reliability, minimise disruption for freight, be about 12-18 months faster to build, and support a fast-growing area of Auckland by “opening it up for future urban development”. The agency says it received several feedback themes during the consultation phase including overall support for the busway and the transport options it will enable locally. It also heard strong objections to the proposed new connection at Burswood and requests for alternative designs between Ti Rakau Drive bridge and Botany. People had mixed views on the allocation of existing road space, concerns about potential loss of open space and reserve land, and worries about potential disruption during construction. “AT will continue to engage with residents, business owners and stakeholders to understand views, concerns and opportunities raised by submitters during consultation and how these can be mitigated,” the agency says. “There will be more opportunities to give feedback this year when the design is refined and during the consenting stage of the project.” The agency says it wants more time to review all the feedback on the proposed design of the stage between Ti Rakau Drive bridge and Botany Town Centre. It will meet at the end of March to decide the preferred design.

Cost of living crisis, tax relief
Periodic vs fixedterm tenancies

ast week I delivered my first State of the Nation speech in Botany. One of the topics I spoke about was the looming cost of living crisis and how National’s income tax inflation reset would help alleviate pressure. Since Labour came into office, food prices are up more than 13 per cent, the average rent is up $140 a week and it costs $45 more at the petrol pump to fill a standard tank. And if you want to buy your first home, forget about it. The average house price is up almost $400,000 under Labour. Rising interest rates mean interest costs on a $600,000 mortgage are up $7200 in the last 12 months and they’re only going up from here. And Labour is using high inflation as a tax grab by stealth. With prices rising twice as fast as wages, the average Kiwi family is worse off than they were 12 months ago - but high inflation means income tax is higher. We’ve got the perverse situ-
ation where someone on the average wage now has a marginal tax rate of 33 per cent. And someone on the minimum wage only has to work a 44-hour week to face a marginal tax rate of 30 cents on the dollar. At the upcoming Budget in May, the Finance Minister should use a portion of his record $6 billion to adjust income tax thresholds to account for the inflation we’ve seen under Labour. Someone on $55,000 a year would get $800 in tax relief this year. And anyone earning $88,100 or above would be better off by more than $1000 a year. Because NZ Super is indexed to the average aftertax wage, superannuitants would also benefit. The couple rate for NZ Super would increase by around $520 a year. These changes aren’t going to make anyone rich. But for Kiwis who are suffering under the weight of the cost of living crisis, every dollar counts so they would come as welcome relief.

In fact, the remaining $4.3 billion would still be the biggest ever new budget spending allowance. Labour believes they can spend your money better than you can. On February 11, 2021, changes made to the Residential Tenancies Act came into force. One of the changes is that any fixed-term Tenancy Agreement that started on or after February 11, 2021 will automatically become a periodic tenancy. What is a periodic tenancy? A periodic tenancy is an ongoing agreement, without a fixed end date. If you sign onto a periodic tenancy it will continue until the tenant or the landlord provide notice to end the tenancy. Ending a periodic tenancy A periodic tenancy can be ended using any of the reasons listed in the Residential Tenancies Act. The tenant can end a periodic tenancy if every tenant named on the agreement agree on a set move-out date. To end a periodic tenancy, tenants must give notice of at least 28 days and it has to be in writing (email or post). The written notice must contain the address it relates to, the date for the end the tenancy and be signed by all the tenants listed on the tenancy agreement. Landlords can end a periodic tenancy if: • the property is being sold • the owner, or a member of their family, needs to move back into the property • extensive alterations, repairs or redevelopment is to take place In each case the landlord must provide no less than 90 days’ notice in writing. The written notice must contain the
address it relates to, the date the tenancy is due to end, the reason the tenancy is ending and be signed by the landlord. What is a fixed-term tenancy? A fixed-term tenancy is an agreement that has a defined period of time in the agreement, or start and end dates. Ending a fixed-term tenancy It’s difficult for either party to end a fixed-term tenancy early. Working bees keep our nest buzzing Sixty years of longevity in business isn’t something that happens on its own, especially at a not-forprofit organisation such as our Howick Hornets Rugby League Club. It’s been a labour of love from the beginning, a truly storied journey that was the focus of the club’s Diamond celebrations last season.
C
elebrating the history books, as well as understanding and recognising the almighty efforts of those who wrote them, has always been an underlying part of the strong Hornets culture and undeniable spirit within the walls of a place swarms of Hornets have been so very proud to call home for generations. In the wise words of our under 16’s captain 25 years ago: “Hornets, Protect Your Nest!”. That we shall do Dan, that we shall do. Now entering its 61st season, ‘The Nest’ has been given an almighty upgrade that will be sure to serve future Hornets for decades to come. Any one of the hundreds of people who have had the pleasure of experiencing a Premier Home game, Masters ‘host day’, or one of the many yearly functions, will know why the Hornets’ hospitality is lauded throughout Auckland Rugby League, and widely considered a favourite ‘away’ venue by many visiting clubs. All of this has been masterfully catered in-house in a tired-out kitchen that had quite frankly seen better days. A kitchen that on any given Saturday you’ll find the Hornets’ multi-talented (+35) Masters side donning the aprons, led in stoic fashion by head chef, committee member, and Major club sponsor Peter Mcinally, who learnt all he knows from Maria Tukuitonga, ‘The Nest’s true queen of culinary’. Unsurprisingly, our masterchef decided enough was enough in 2021, and has since been instrumental in every aspect of a complete kitchen renovation which amongst other things will leave him with no excuses in 2022. In fact, with this phenomenal new set up, it’s fair to expect at least one Michelin Star in the trophy case at year’s end. Friendly banter aside, achievements like these do not come easy

at a small club like the Hornets, especially in challenging times such as those we’ve all experienced of late. Although just like every other triumph in Hornets history, success was always going to rely on far more than just dollars and cents alone. It required a dedicated team to band together, all laser-focused on a common goal, and willing to invest their time, their effort, and above all else their hearts, into doing whatever it takes to help get their teammates across the line. Shout out to music lovers One of the reasons for the event, Rowse says, was to attract more people into the local community. “There are not a lot of music sales out this way. There’s quite a following with vinyl making a resurgence so we thought it would be a good way to get people into the village and it kind of ties into what we do. We’re music lovers.” There will be eight sellers at the tables. Some of them have extensive collections from a variety of genres – jazz, rock n’ roll, country, right through
to the classic rock and modern pop stuff. One man, coming down from Kerikeri, is bringing around 300-500 vinyl albums to sell. “There’s quite rare stuff in the sellers,” Rowse says. “Some of the stuff has been out of print for a long, long time. “If you’re a music lover, there’s bound to be something there for you.” This event, Rowse says, has been an idea for several years. “We’ve got a good team at East FM. Once we decided we wanted to make it happen,

treets in east Auckland are being eyed for speed limit reductions as part of a campaign to reduce injuries and deaths stemming from traffic crashes across the city. As part of this work, the Howick Local Board received a report during its most recent business meeting asking its members to formalise their feedback on the new tranche of Auckland Transport’s (AT) proposed speed limit changes. The report states AT has adopted the goal of eliminating road transport-related deaths and serious injuries on the city’s roads by 2050. The first tranche of changes included as part of AT’s Safe Speeds Programme safe speed limits initiative were set on many high risk urban and rural roads and within town centres across Auckland between June 2020 and June 2021. “Roads where safe speed limits were set on June 30, 2020, have experienced a 67 per cent reduction in fatalities, 19 per cent reduction in all injury crashes, and a minor reduction in serious injuries,” according to the report. “Total deaths and serious injuries reduced on these roads by seven per cent, compared to an upward trend in road trauma seen on the rest of the road network.” At its meeting the board passed a resolution stating it supports the reduction of the speed limit on Aviemore Drive in Highland Park from 60km/h to 50km/h. The board did not support a reduction of the speed limit on Dillimore Avenue and Latham Avenue, both in Pakuranga, from 50km/h to 30km/h. It also did not support the reduction of the speed limit on Millen Avenue in Pakuranga from 50km/h to 30km/h, but recommended an investigation be carried out into whether there’s a need for a 40km/h school speed zone in the vicinity of Riverina School, which is located in Millen Avenue. The board noted that unsafe driving, poor enforcement, road quality and road maintenance were important issues identified in the public feedback on the proposed speed limit changes. During discussion on the resolution, board member Mike Turinsky said he supports a speed limit reduction to 30km/h around school zones but noted that was possibly not supported by the rest of the board. Board chairperson Adele White said 30km/h speed limits are “not really common”. “I fear that once we give 30km/h speed limits to three streets in Pakuranga, everyone throughout the ward will want one. “We do have a 40km/h speed limit within that school zone which I think works really well. “Hence the recommendation ... to ask they [AT] carry out some investigation to ascertain whether a 40km/h school speed zone within the vicinity of the school will suffice.” AT will finalise an analysis and feedback report including feedback from the public and Auckland’s local boards early this year. The report and recommendations will go to AT’s board on March 31. New speed limits will come into force on May 31 for the majority of the roads, and on June 13 for roads associated with schools. More speed limit changes are planned to be publicly consulted on later this year.

Mental health strong focus for Youth MP Grace Pickering wants young people to know where to turn if they need help with their mental health. Botany-based Labour Party MP Naisi Chen has chosen Grace, the deputy head girl at Macleans College in Bucklands Beach, to serve as her Youth MP for 2022. Grace is affiliated with the Ngapuhi iwi and is a member of the Howick Youth Council’s leadership team. Last year she was named Young East Aucklander of the Year at the youth council’s youth awards. She wants to use her time as a Youth MP to focus on “rangatahi (young people) mental health”. Grace says she didn’t realise the prevalence of mental health challenges amongst her peers was unusual until she started looking into the issue. Learning New Zealand has one of the highest rates of youth suicide motivated her to focus on the issue during her term as a Youth MP, she says. “I think we need to provide greater support for rangatahi who are not only experiencing mental health challenges, but are also supporting their friends and whanau (family). “During the Covid-19 pandemic this has become more acute,” says Grace.

“Many young people aren’t aware of the pathways that are available to them and that increases the sense of isolation they experience. “I want to work on developing better resources to help people learn where they can access support.” Each New Zealand MP chooses a Youth MP to represent them or their electorate at the twoday Youth Parliament held in Wellington from July 19-20.

A young person will serve as Youth Clerk to the House of Representatives while others will participate in the Parliamentary press gallery. The budding politicians will learn about the country’s democracy, advocate for their local community, debate issues and legislation, sit on select committees and ask questions of their peers in Parliament’s debating chamber. Chen says she’s proud of Grace’s drive to take on the challenge. She’s supporting Grace to look at how she can use her position to affect social change to normalise mental health discourse among young people. “Programmes like in-school mental health nurses, which the Government announced last year, only work if our rangatahi are aware that support is available. “We then have to help our youth overcome the stigma of accessing support. “Grace’s work perfectly aligns with what’s needed to overcome these challenges.” Youth Parliament is run by Parliament’s Office of the Clerk and the Ministry of Youth Development. It’s held every three years with each Youth MP’s full term running from March 1 to August 31.

Police testing hybrid vehicles

olice will soon start operational testing of hybrid frontline cars as part of an ongoing effort to reduce the organisation’s carbon footprint. New Skoda Superb primary response police vehicles were unveiled in March last year. Skoda cars are being used on the roads of east Auckland by Counties Manukau Police and a Skoda Kodiaq vehicle was being used by police in Beachlands. The Czech-made cars were selected as the new police vehicle after Holden announced it was pulling out of New Zealand and Australia. Police say they will soon test a Plug-in Hybrid Electric Vehicle, or PHEV, version of the Skoda Superb. Fleet service group manager, Inspector Brian Yanko, says frontline officers will take the vehicle out on duty to test its capabilities in a range of operational settings and to provide feedback on its performance.
It follows a range of tests including radio frequency interference, brake and road trials and performance. Yanko says the PHEV vehicle can run on petrol or its battery, or a combination of both. It’s expected it will be suited to frontline duties in an environment allowing for downtime during which it can recharge, a process which takes around seven hours from a standard 240volt wall power outlet, he says. Yanko says the PHEV vehicle wouldn’t be suitable in a 24/7 metro environment, “where the engine never cools down”, but it looks likely to meet the needs of staff in other urban or rural settings or in community roles. “With a long-distance range capacity of 930km, we think this will be more than enough.” Buying the hybrid cars is part of the police’s commitment to reduce the environmental impact of its fleet, which sits at about 3500 vehicles.

Yesterday (Thursday March 11) I bought a lettuce at Pak’nSave. The cost was over $5. I am told that farmers are ploughing them back into the ground because they cannot get pickers, hence the high cost. What are WINZ doing to direct those on the unemployment benefit onto filling these positions instead of just letting them loaf around, getting paid the benefit which comes from the taxes paid by those who are working? If they were working they would be contributing to the economy rather than being a drain on it. What other industries are in the same situation?

Christopher Luxon [Leader of the Opposition and MP for Botany], like most politicians has a short and very convenient memory loss [Times, March 2] describing Labour as the most divisive government in memory. The last term of the National government, marked by continued bitter leadership squabbles which got even worse during the party’s term in office wasn’t the most divisive government in recent memory but the entire history of New Zealand politics. As for the dream of ownership, which party cascaded wealthy immigrants into New Zealand way beyond the number of houses available? They then proceeded by lowering the interest rates from 3.7 per cent to 1.7 per cent [and] gave them virtually free money to buy up not just one but multiple houses creating a whole new breed of landlords and multiple homeowners that led to the current runaway house prices. It took home ownership away from one third of New Zealanders. The Labour Party is, at least, having a little success is trying to fix [this].

Today (Thursday, March 10), in a matter of 75m near the College, I walked past three drivers parked on broken yellow lines and one parked across a driveway. From my house I frequently see them parked on the bus stop and broken yellow lines. That behaviour suggests arrogance and a lack of concern for the safety of other road users and reflects badly on the Macleans College community and school values.

PETITION TO LET DOGS RUN FREE By CHRIS HARROWELL

ast Auckland dog owners are petitioning for the right to let their canine friends run free at a local beach. The Mellons Bay Dog Lovers community group organised the petition which was presented to the Howick Local Board at its most recent business meeting. It was signed by 438 people and asks for Mellons Bay Beach to be an off-leash dog area all year round. “We as local dog owners are fortunate to be able to use Mellons Bay as an off-leash dog exercise area over the winter months,” the petition states. “A large community of dog owners and their canines use this beach regularly. “Many drive some distance because it is so important for dogs to be able to run freely and to ‘exercise out’ their energy in a closedoff environment. “Eastern Mellons Bay is uniquely safe for dogs, with cliffs on one side, a large tidal area, rocks at the far end, and it is well away from busy roads.” The petition says during summer months dogs are prohibited from using the beach between 10am-5pm except for a small, rocky, inhospitable area west of the stormwater pipe. beaches nearby, including Cockle Bay, Howick, and Eastern Beach, it says. “These three beaches are more welcoming for swimmers and picnickers than Mellons Bay, which is comparatively rocky and unsuitable for family groups. “Hence usage remains low for non-dog owners in comparison to these other ‘better’ beaches. “We are therefore requesting council consideration to allow Mellons Bay Beach to be an offleash area all year round.” Local resident Joanna George presented the petition to the board

dog ownership.” George said dogs enrich their owner’s life in numerous ways including through exercise. “Many dog owners are also parents who enjoy taking their children and dog to the beach during the day and in summer. “At present they can’t take both to local beaches. “So if the board could give the eastern suburb community this safe space, which is Mellons Bay, for their dogs 100 per cent of the time, I and all the other petition signees and many other members of the community will be
delighted. “We think it will be an enlightened thing to do.” The group also provided to the board comments from dozens of people who signed the petition. One signee, Stephanie Blake, wrote: “Dogs need to be able to run free, swim and play with other dogs in a safe environment away from the roads.” Juliet Campbell wrote: “This is a very reasonable request and would cater for so many people and their dogs, including mine.” The board accepted the petition.

A
group of experienced and novice paddlers has clinched gold at a boating festival. The Random Jaffa’s (RJs) secured their first ever victory at the Wellington Dragon Boat Festival on March 6. In the open mixed final, they beat Wairarapa Dragon Boat Club in the 320m race by less than a second with an impressive time of 1 minute, 16.85 seconds. Formed for the 2009/2010 dragon boat season, member Tim Grimley, who lives in Beachlands, told the Times the team picked up their name from being the “somewhat motley crew of leftover Aucklanders when the other teams were formed”. Grimley joined the RJs the following year. “I went to one of Auckland Dragon Boat Association’s ‘Give it a Go!’ days and have been hooked on paddling ever since,” he says. Modern-day dragon boating is increasing in popularity. According to legend, Qu Yuan, a great warrior poet, committed suicide by drowning in the river Mi Lo, in China. According to the NZ Dragon Boat Association (NZDBA), when news of his drowning spread, boats were launched by local fishermen in a race to recover his

body. And dragon boat racing was born. Now more than 50 million paddlers participate annually in competitions globally. Passionate paddler Grimley says the activity is a fantastic workout while being low impact. “It’s not uncommon for people to keep going into their 70s and beyond.” The RJ’s recent win is only their second regatta win in 13 seasons.

big family so it was extra special for us all to give something back to him too. “The only downside was the medals and trophy were unable to be handed out on the day due to Covid-19 restrictions but apparently they are at the engravers now and will be winging their way up to Auckland soon.” The water in Wellington was a touch lumpy which added to the drama, Grimley says. “Dragon boats are ideally suited to much flatter conditions.”
Auckland Council’s latest property valuations released today show large movements across the region, with an average value increase of 34 per cent. The updated values reflect the likely price a property would have sold for at June 1, 2021 and will be used to determine the share of rates for the next rating year starting July 1, 2022/2023. The local board with the largest increase in this revaluation is Aotea Great Barrier, showing a 59 per cent average increase. The other local board areas with the largest movements are in MāngereŌtāhuhu, Henderson-Massey and Maungakiekie-Tāmaki, all of which have seen average increases between 41 and 49 per cent. These areas have all undergone intensification in recent years and these movements demonstrate the impact of this. The Waitematā area, which has a large share of apartments, has a lower average increase – 15 per cent. Chief economist at Auckland Council, Gary Blick, says the effects of the Unitary Plan implemented in 2016 can be seen in the valuations. “We started to see these impacts in the 2017 revaluation but realistically the effect is showing now. The value increases have moved out from the city centre, which is what we would expect as housing in those areas becomes more desirable.” Standalone dwellings have increased by 34 per cent whilst increases for already intensified housing types like apartments (8 per cent) and flats (27 per cent) are slightly lower.
