Prime Minister Jacinda Ardern has confirmed the General Election will be held on October 17, a move welcomed by Pakuranga MP Simeon Brown. “The Electoral Commission, via the Ministry of Justice, has advised me that a safe and accessible election is achievable on this date. This short delay gives the Commission more time to prepare including freeing up facilities for early voting during school holidays,” Ardern said. “Moving the date by four weeks also gives all parties a fair shot to campaign and delivers New Zealanders certainty without unnecessarily long delays. “With the re-emergence of Covid-19 in our community these are not ordinary times and so while the decision as to the election date sits with me, I spoke with all party leaders to seek their views.” She said Covid “will be with us for some time to come”. “Continuously pushing out an election does not lessen the risk of disruption and this is why the Electoral Commission has planned for the possibility of holding an election where the country is at Level 2, and with some parts at Level 3. “I will not change the election date again. “This decision gives all parties time over the next nine weeks to campaign and the Electoral Commission enough time to ensure an election can go ahead.” ➤ Turn to page 3

Pohutukawa Avenue residents will be pleased to see that work has been commenced on repairing the steps down to the esplanade of the Mangemangeroa Reserve. These were damaged by one of many slips after a significant weather event caused heavy overland water flows. The stairs have been unable to be used for some time. Comprehensive geotechnical investigation has been necessary to ensure that the new structure is suitably robust. Also in Cockle Bay, the Shelly Park Cruising Club now has a new retaining wall to repair slip damage and provide stabilisation to a nearby bank.

any local residents and visitors to Howick’s shopping hub, Picton Street, will no doubt have noticed the construction taking place at the old Post Office site. Moore Street-based NOHO group is revitalising the former Post Office building and paying homage to the nostalgia that makes Howick unique. The project titled Village Lane promises to bring a sophisticated aesthetic with a refurbished façade and lifted canopies. The redevelopment maintains the existing low-rise built form, protecting the scale, openness and sunlight on Picton Street. Village Lane is part of an exciting broader vision for an integrated lifestyle precinct, where people “can shop, eat, work, and live” according to project architect and development manager Reginald Baker. According to Baker, the project allows for “a renewed activated lane linking Howick Village, to the future development stages of the precinct. The fundamental vision is to create a unique

mixed-use environment that provides seamlessly for living, working and leisure”. Baker added that Village Lane’s redevelopment is being undertaken in one stage. “The sequencing of future development stages, including a co-working hub and
luxury residences, are yet to be finalised,” he says. Baker says the impact of Covid-19 level 3 restrictions leave NOHO unable to confirm an opening date. “We intend to open the redevelopment of the former

post office building prior to Christmas,” he says. “Construction would continue in accordance with the Ministry of Health Alert Level guidelines; we will continue to comply with these guidelines as the situation evolves.”

➤ From page 1 Simeon Brown said he is pleased the Prime Minister delayed the election. “It would have been impossible to have a fair and safe election when we were coming out of a second lockdown and when voters’ minds are rightly on their health, jobs and businesses,” he told the Times. “Holding an election during this difficult time would not give voters the opportunity to consider the different policies leading into this election. “It would also be very difficult to campaign at Level 3 or Level 2 due to the restrictions which are in place.” For example at Level 2 public, meetings can’t go ahead if there are more than 100 people present. “It is vitally important that the election is held at a time when New Zealanders are able to consider the policies put forward by our political parties as well as to consider the two important referenda which we will be voting on. “I’m looking forward to campaigning for a National Government led by Judith Collins and to continue being a strong voice for Pakuranga in Parliament.”

Cast devastated about cabaret being cancelled C
ovid-19 has had a major impact on Harlequin Musical Theatre shows for a second time. The cast is gutted as the Thursday and Friday shows have been postponed at the eleventh hour. The fundraising cabaret eXpect the uneXpected 2.0 was ready to hit the stage on Thursday August 13-15 with three shows scheduled and tickets selling well. Ironically, the unexpected happened “Our April season of Annie has already been postponed until November. As a 100 per cent run volunteer organisation we are not eligible for any financial assistance initiatives, we rely on our shows for income,” says Dale Smith, president of Harlequin Musical Theatre. “Funds raised from our cabaret eXpect the uneXpected 2.0 would ensure this hub of musical theatre excellence can continue to provide entertainment in the eastern suburbs. “The cast are devastated they can’t perform this weekend after

such incredible dedication and hard work in a short space of time.” She says they are hopeful they

HLB grant-How to get one The Howick Local Board is offering funding for projects in east Auckland. A local grant, generally available once or twice a year, is one of two types of local board grants a project or activity may be eligible for. The grant value $3000-plus.
When applying for a grant, the project must align with Howick Local Grant outcomes and funding priorities 2020/2021. Types of projects funded by the grant include the arts, community, environment, events, heritage as well as sports and recreation. Applications close on August 28.

New police deployment centre launched in Auckland Police have announced a new deployment centre for Auckland that will see a more effective response of police staff across Auckland. The new Tamaki Makaurau Deployment Centre will bring together a number of specialist workgroups under one roof come late September. Deputy Commissioner John Tims says the move will mean police are better positioned to respond to and prevent future harm right across Auckland. “This will ultimately enable us to improve our operational delivery, to ensure we continue to deliver the Police service that New Zealanders expect and deserve. Crime sees no borders, so we need to be able to deploy our resource effectively when and where it is required to deliver the best outcomes for communities.” At present there are three District Command Centres

Deputy Commissioner Tims says the three Districts continue to operate with their own leadership teams, other police services and frontline staff. Old skool: Confidence through hip hop S
poken word artist See-Niz and rapper Nicky Smirk have been using a unique programme to teach public speaking confidence to students at Somerville Intermediate. Nicky Smirk is a well-known New Zealand rapper on YouTube with popular tunes like ‘Snakes’ and ‘Karate Kid’, while See-Niz runs his own music label and production studio in Botany called Ghost Like Records (GLR). The studio is available for hire by local artists looking for a professional recording setup. Teacher Vanessa Hancock was instrumental in setting up the out-of-the-box approach. She put a call out on social media for local MCs to get involved with teaching her students self-expression and was overwhelmed by the number of artists who put their hands up to help. As a result of being asked to mentor the class, Nicky has returned to his old school stomping ground, where he was a student some 15 years earlier. The Times got to witness two students perform their own tune they had written and composed, accompanied by a backing track.

The students of room 12 have come out of their collective shells after being offered the chance to express themselves through the hip-hop and spoken word medium. Nicky believes in the motto ‘knowledge is power’ and thinks the best way to boost youngster’s self-confidence is simply by “talk-
ing and listening.” Hancock added “It is wonderful to have Nicky and See-Niz with me in the class teaching what they do best and getting the best from my students. When I put the call out to invite any local rappers and spoken word artists to come into my class and do what they do best - I struck gold with See-Niz

and Nicky.” Hancock also she is “constantly amazed at the talent that exists in our East Auckland community”, and she feels that “too many teachers struggle and strive to be the experts of everything when experts are in the local community, and only too happy to come in and share their expertise.”

The decision to take cooking to the street as an alternative to indoor dining at the popular Howick restaurant Daisy Chang during Covid 19 Level 3 Lockdown, was a no brainer for owner/Chef Bong. The wok (and chef) will be outside the restaurant from Wednesday till Sunday, where the lovely Abbey will be keen to take your orders. Taking the initiative of making the most of Level 3 lockdown is the go-getting proprietor of Apothecary eatery, Ted Waters, also a partner at Daisy Chang that serves delectable Asian Fusion food at Picton Street, Howick. Ted says they have their head chef Bong captaining a wok outside Daisy Chang’s from 11:30am till 2pm each lunchtime selling Singaporean noodles in a takeaway box with chopsticks. The heavenly little takeaway boxes with piquant flavours is just what will keep the boredom away from everyday food. Both Daisy Chang and the Apothecary are open for full menu takeaways in the evening. As they say, when the going gets tough the tough get innovative.

When Frith Jenkins, owner of Howick Village Optometrist, was leaving East FM Radio Station at around 9.30pm last Tuesday night, she was surprised to find flashing lights and four firemen trying to break into the Picton St public toilet, near the Howick Information Centre. The firemen were trying to rescue a man who had been locked inside. Reportedly, the council contractor who locks the toilets in the evening did not physically check if someone was still in there and locked the public toilet in the evening. “While we don’t know who raised an alarm and called the fire brigade on hearing the man trapped in it, the man could have had a heart attack in there,” she says. “What’s worse is that with lockdown, the toilets could have been locked for the next few days and no one would have known about it.” A spokesperson at the Howick Fire Station confirmed that they were called at 9.06pm to rescue a man from a locked toilet. They got him out on the back alley from a window. Auckland Council head of Area Operations, Community Facilities Julie Pickering said, “We are aware of the very concerning incident where a member of the public was locked into the Howick toilets. We would like to extend our heartfelt apologies to this individual and thank the members of public who helped him out of the locked toilets. “We can assure the public that this is a very rare incident and we have launched a full investigation with our contractors. “At this point, we do not know who this individual is and would like to encourage them to contact council so we can apologise directly and further investigate this.”

Zonta seeks applicants for Presidents’ Scholarship. Our Zonta club recognises the role that education plays for women in making life changes and advancing their status. Eight years ago, in celebration of its 25th birthday, Zonta Club of East Auckland established a scholarship fund for a young woman engaging in tertiary education for the first time. The award is for $1500 which the applicant may use to support her study. In the past, we have been delighted to support eight women from the nursing and teaching faculties. Applicants need to be New Zealand citizens over 25, living in the east Auckland area, and in their second or subsequent year of a certificate, diploma or Degree (NZQA Level 7 or above) with a record of success in her first year. Picnic held in March. Owing to the Covid-19 Lockdown, it was the first time that the Lions have been able to have their normal monthly dinner meeting. The Water Safety Picnic was also supported by the Scouts who held their raft race competitions throughout the day. Over Lockdown Level 4, the Howick Lions also donated to the Howick RSA to help with their frozen meals for those in need in the local community. Donations were also given to the KidsCan Charitable Trust to assist over lockdown.

The Act does not require assessment for coercion nor is there any requirement for a young adult’s whanau to be informed of a euthanasia or assisted suicide request. Diagnosis and prognosis of short life expectancy are traumatic for anybody and the Act does not protect people from making hasty decisions when confronted with shock and grief. The Act does not require a person to have mental health support, evidence of physical pain or have undergone any life-saving or lifeprolonging treatment. We cannot risk the lives of any New Zealanders to a potentially unsafe law. We are not voting on the concept of euthanasia, but on a specific Act. Is it safer and more compassionate to vote no?

My lovely male grey/white cat was killed along Medvale Avenue by a vehicle that hit him and sped off, leaving him lying in the middle of the road. This happened on Thursday July 30, between 5pm, when he left my premises, and 10.30pm when a kind lady found his body and left it on a blanket outside 44 Medvale Avenue. According to the lady, the body was gone in the afternoon of July 31, the next day. We only found out on August 5 that he was killed when this kind lady saw our Facebook posts and informed us. Could you help us to find closure – if anyone saw the accident or knew what happened to his body? His twin sister has been pining for him since his disappearance. We are devastated too, that hit-and-runs are so common in Auckland nowadays [my car was also previously smashed and the culprit ran away]. Luckily, I was not injured and only paid for my car repair. Thank you.

Police busy across Auckland region T
he Auckland region is currently at Alert level 3 and police have been busy across the region since Wednesday undertaking road policing activities and reassurance patrols across essential facilities such as supermarkets, pharmacies and Covid-19 testing sites. At this stage no arrests have been made in regard to breaches of restrictions. “Our focus remains on engaging, encouragement and education with the public,” a police spokesperson said. “Motorists at police checkpoints in Auckland have been generally compliant and engaging positively with
police staff.” There has been a noticeable reduction in traffic flow across Auckland, with less disruption and delay. There have been no major changes to the nine checkpoint locations around Auckland. The latest locations for these checkpoints are available on the website www.police.govt.nz. “Police and New Zealand Defence Force staff continue to engage with travellers to understand the reason for travel and educate them on the restrictions,” police said. Maori wardens have also been supporting some of these checkpoints.
As at 4pm on August 14, 40,865 vehicles had been stopped at checkpoints, of which 605 vehicles were turned around for undertaking non-essential travel. Police continue to remind people to be patient, be safe and avoid nonessential travel. As at 4pm on August 14, Auckland police staff had undertaken more than 1880 prevention activities including directed patrols and reassurance checks at essential facilities such as supermarkets, pharmacies and Covid19 testing sites. ➤ For more information on Covid-19, go to covid19.govt.nz.

MoH: Possible Botany Mall connection The Ministry of Health has outlined some locations of interest which may be connected to the Auckland cluster including Botany Mall from 1pm to 2pm on August 11. There were nine new Covid-19 cases in the community yesterday. There were none in managed isolation. Director-General of Health Ashley Bloomfield said seven of
the new cases were linked to the Auckland cluster, while two were under investigation. As of 6pm on Sunday, 86 people had been moved to quarantine facilities. Yesterday there were five people in hospital. Two were in Auckland Hospital and three in Middlemore Hospital. Dr Bloomfield said the three in Middlemore were transferred from the Jet Park facility and were connected to the exist-
ing cluster. The total number of confirmed cases was now 1280, with 78 active cases, of which 58 are related to the community cluster. The balance were imported cases. Dr Bloomfield said labs and testing stations were experiencing unprecedented levels of demand and there could be delays of 48 hours in getting results. Priority was for those who are at high risk. “We’re continuing to see record
levels of testing and our labs are continuing to meet the demand... yesterday our laboratories processed 26,014 tests.” The total number of tests done in the country since the start of the pandemic is 597,956. Dr Bloomfield commended people who chose to be tested. He acknowledged that people were anxiously waiting for their results, adding that there was
heavy demand. “There may have been slightly longer delays over the weekend because many GPs were shut, because they pass the information through, so my expectation would be that over coming days that wait will drop.” Dr Bloomfield had been keeping the Minister of Health and Cabinet in the loop on testing of border staff and managed isolation staff.

Barbara Haszard remembered
F
ormer Howick Community Board chairperson, Barbara Haszard (nee Hanan), recently died in her 92nd year. Barbara, with husband Tony, came to Howick in the late 1950s. While longtime residents of Glenfern Road, their three sons Patrick, Richard and Martin attended local schools. Barbara served in the last few years of the Howick Borough Council before local body amalgamation in 1989. Former Mayor Morrin Cooper recalls, “Barbara was the instigator of The Beautification of Howick scheme which produced wonderful results, including a visit from the then Minister of Local Government, Allan Highet, who presented an award to Councillor Haszard. “While she had strong views and the tenacity to follow through on these, she also had the ability to agree to disagree if the end result differed from her personal opinion. The investigation into the benefits or otherwise of fluoride in our drinking water was a
classic example of this.” Barbara was re-elected to the new Howick Community Board and served as chairperson from 1992 to 1995. Current Howick Local Board member John Spiller recalls, “Barbara was largely instrumental in me getting involved in local body politics. “She approached me about mid-1995 to serve the local community. My interest was piqued enough to decide to put my name forward for nomination and I was both pleased and surprised to be elected on to the Howick Community Board in October of that year. I remember Barbara as an elegant and poised woman who was a very well-respected member in the Howick community.” Rev Dr Richard Waugh, whose wife Jane is a greatniece of Barbara Haszard, also paid tribute to her life. “Barbara came from a high-achieving family with older brothers who served in WWII and a younger brother, Prof Pat Hanan, who was Professor of Modern Chinese Literature

at Harvard University. “She was a calm yet determined civic leader and, when I first came to east Auckland, she was welcoming and commending of my involvement with the Howick 150th celebrations.” “Barbara died peacefully residing in more recent years close to family in Taumarunui. All those who knew Barbara send condolences to Richard & Di and Martin & Laura and families, including the six grandchildren.”

Macleans art sale goes online M
acleans College traditionally hosts an annual art sale and exhibition in June each year as a fundraising event to support the Macleans College First XI Girl’s Hockey Team. Unfortunately this year, the organisers had to make the hard decision early on to cancel the art sale and exhibition due to Covid-19. The priority for the school was the health and wellbeing of the artists involved as well as the customers, parents and hockey players. Fortunately, the team was able to utilise the creative web skills of Julian and Kate Hindson – two artists who have traditionally exhibited at the show – to host an online annual art sale. This year, instead of having only two days to showcase the work of the talented New Zealand artists, the creative works will be on display in August and September for the public to have an opportunity to purchase them. Currently there are 43 registered artists exhibiting 226 pieces of artwork with more artwork being uploaded on a regular basis. Jackie Hjorth, artist liaison officer in the Art Sale Committee says, “As a team we are so thankful for the skills of

School pupils get behind Howick Santa Parade

he iconic Howick Santa Parade has received a financial boost from generous local school pupils. Howick Primary School executive officer and counsellor Wilbyn Mitchel contacted parade event manager Bo Burns to help raise some much-needed extra funding
for the popular annual event. Bo organises the parade for the Howick Children’s Charitable Trust.Howick Primary principal Leyette Callister got involved also and she and the school decided to hold a mufti day with proceeds donated to the parade. Bo says the trust was over the
moon that Wilbyn had come up with such a helpful idea. Two trustees, John Russell and Burns’ mother Pip Burns, were invited to attend the school’s weekly Friday assembly to receive a cheque from the enthusiastic pupils. Bo ramped up the excitement
by arriving at the school assembly with six life-sized Santa Parade Disney characters – Minnie, Mickey, Donald, Daisy, Lego Man and Dora. Wilbyn organised the school mufti day to issue a fun public challenge to other local schools to find similar ways to help raise
money for the parade. The Howick Children’s Charitable Trust received a “magnificent” donation of $500 from the school. Pip says given Leyette described Howick Primary as a boutique school with only about 350 pupils, the amount raised was an outstanding feat.

The Great Depression and its effects on us
ANNIVERSARY
As Howick and districts count down to the 175th anniversary, the Times continues its series by Alan La Roche giving readers a glimpse of life as it used to be. The countdown began at the 170th in 2017.
M
ost New Zealanders who lived through the Great Depression remember “waste not, want not”, living very frugally and being self-sufficient. Everyone had to tighten their belts. In 1931, 40 per cent of the New Zealand work force was unemployed at about 100,000 men. Many were World War I veterans with war wounds. There were riots in the cities. All government employees including teachers dropped 20 per cent off their wages. Export prices dropped by 40 per cent. The Howick community had to make-do. Many had vegetable gardens, a house cow and hens. One lady remembered her mother grinding up maize in a maize grit mill which was boiled up as porridge instead of rolled oats for meals. She said this porridge was coarse and awful. Flour bags were used as tea-towels or made into underwear. Sugar sacks became clothing, floor-rugs, oven cloths or chair-covers. for firewood off the big logs in the Tamaki estuary by Sanctuary Point as coal was too expensive. The Old Age Pensions and War Pensions were reduced, and Family Allowance benefits ceased. Children went without shoes and wore old clothes. The Catholic Orphanage in Granger Road took in children from families who could not cope during the depression.
Some families saw the depression as far worse than the war periods. The Howick Town Board recommended that all men on relief work must have a good garden and had lived in Howick for at least six months in order to get the meagre subsidised wage. Some Howick men worked for Manukau County Council roadworks for 10 shillings a week relief pay. Barrows, grubbers
and spades were supplied. There were two unemployed camps at Whitford, one at the quarry and in Clifton Road cutting gorse and tea tree. They lived in a vacant cottage, not in tents like many unemployed camps. Swaggers or tramps were common, men wanting a bed and jobs. Some collected bottles, sacks or rags to sell. Many put cars on blocks and cut off telephone service to reduce costs. Some gathered pigs-ear fungus. Others gathered ergot fungus on roadsides. The unemployed filled the culvert over the Howick Beach drain. Others carted dray loads of shell from the beach for footpaths in Picton, Selwyn Roads and Ridge Road. Other groups cleared gorse and weed from Willow Glen Reserve in Cockle Bay [behind today’s playcentre]. In 1932 unemployed men planted the totara trees on the recently opened cemetery in Paparoa Road. On completion of the Greenlane to Howick concrete road in January 1930, all workers were discharged.
But when the road and water reticulation projects were running out of funds, a Queen Carnival was held with many activities including a Coronation. It brought the community together even though many were out of work. The concrete road to go to the end of Cook Street was abandoned. Kauri gum was collected and sold by Dalmatians on the Glendowie Peninsula. If you were hungry in Howick, many gathered cockles from the beaches. Completion of the McInnes’s building at the corner of Cook Street and Picton Street in 1927, the new Marine Hotel built in 1930 and the Mangemangeroa concrete bridge built in 1934, all helped to create work in Howick. Because Howick residents were largely self-sufficient, the depression was less detrimental than other larger towns in New Zealand. Undelivered goods: what are your options? T
hese are trying times and a lot of businesses are closing doors. You may have ordered some goods but find the business is closing down and you haven’t received your goods. You still have rights and here’s what you can do: If the business is a registered company, you can contact the receiver, liquidator or administrator to try to either get the goods you paid for or get a refund. You have a right to try to get your money back, but the business might not have any money to pay you. To find out whether the business is a registered company you can search on the Companies Office

ew Zealanders are spending relatively more on takeaways and restaurant meals, and less on fruit and vegetables than three years ago, Stats NZ said. Every three years, Stats NZ calculates how much the average New Zealander spends on various foods, and those shifts in food preferences and prices are reflected in the monthly food inflation measure. Over a quarter (27 per cent) of the food budget is spent on restaurants and ready-to-eat meals, including things like burgers and takeaway coffee. This share is up slightly from 26 per cent in 2017. In contrast, the share of spending on fruit and vegetables has fallen slightly to 13 per cent of the food basket compared with 15 per cent in 2017. “In the past three years, changes in prices and consumer spending patterns have led to less spending on fruit and vegetables. This is mainly driven by a fall in spending on vegetables,” prices senior manager Aaron Beck said. Those living in the Auckland region spend the highest proportion

meals and takeaways, but that has risen steadily to more than a quarter (27 per cent) in 2020,” Beck said. Conversely, average spending on grocery food and non-alcoholic beverages has fallen from 50 per cent in 2000 to 44 percent in 2020. While expenditure on fresh fruit and vegetables decreased since the last review of FPI weights in 2017, it is about the same as it was in 2000.

Community bike fund open for applications Community groups around Auckland can now apply for a fund which encourages more people to ride bikes, more often. Auckland Transport’s (AT) Community Bike Fund is now in its third year. Cliff Wilton, AT’s sustainable mobility manager, says the fund is part of AT’s ongoing commitment to support cycling as a transport choice. “Lockdown saw many Aucklanders dusting the cobwebs off their bikes to reacquaint themselves with their neighbourhood and we want to see that continue.” “There are lots of groups within our communities with fantastic ideas to help encourage this. Past recipients have ranged from learn-to-ride sessions for women from refugee or migrant backgrounds, to fam-
ily fun days across Auckland. Anja Vroegop, community activation manager for the cycling advocacy organisation Bike Auckland, says AT’s Community Bike Fund has empowered the 26 local bike groups across the city (known as Bike Burbs) to run their own events and campaigns. “Our Bike Burbs have run hundreds of events in neighbourhoods across Auckland in the last year, from group rides to fix-it days and more. hat a shame Covid-19 forced the cancellation of what would have been a fitting Super Rugby Aotearoa finale between the champion Crusaders and vastlyimproved runner-up Blues on Sunday. Still the Highlanders highlighted the excellence of the championship the previous night by playing with flair and sheer guts to break the Hurricanes’ five-match winning streak 38-21. Losing the likes of Ben Smith, Lima Sopoaga, Malakai Fekitoa and Waisake Naholo in recent years has forced the Highlanders to build a new backline around the brilliance of Aaron Smith who had another cracker against the Hurricanes in his 150th game for them. Yet young Josh Ioane has emerged as a class first-five, Patelesio Tomlinson a crash-tackling second-five and try-scoring wings Josh McKay and Jona Nareki possess speed and elusiveness. With two outstanding hookers in Ash Dixon and Liam Coltman to call upon and No 6 Shannon Frizell, one of the most improved loosies about, the tireless Highlanders forwards don’t always get the credit

Where to get a COVID-19 Test • Call your family doctor FIRST to get a COVID-19 test. It is completely FREE. If your family doctor is busy, they will recommend another family doctor that can test you • Visit a designated GP clinic to get tested. You don’t need to be enrolled to get tested at these clinics • Or try an Urgent Care Clinic - some of these are opened 24 hours, 7 days a week • Your final option is to visit a Community Testing Centre Please get a test if you have any of these symptoms: new or worsening cough, sore throat, shortness of breath, head cold or loss of smell.
