MP: No to health reforms By CHRIS HARROWELL
T
he Government’s plan to overhaul the public health system is being met with conditional support and questions by east Auckland-based members of the Counties Manukau District Health Board. And Pakuranga MP Simeon Brown believes the Government’s health reforms will only exacerbate the problem. He has also underlined National’s opposi-
tion to a Maori Health Authority. Health Minister Andrew Little, who announced the plan on April 21, says the move will make healthcare more accessible to all Kiwis. The changes include replacing district health boards with a national organisation named Health New Zealand and creating a new public health agency. Health NZ will be responsible for running hospitals and commissioning primary and community health services. It will have four regional
divisions. The changes will also see a new Maori Health Authority created with the power to commission health services, monitor the state of Maori heath and develop policy. A “strengthened” Ministry of Health will monitor performance and advise the Government on health matters. Little says putting a greater emphasis on primary healthcare and ensuring fairer access for all New Zealanders are two of the main drivers of the reforms. “We are going to put the
emphasis squarely on primary and community healthcare and will do away with duplication and unnecessary bureaucracy between regions so that our health workers can do what they do best – keep people well.” The reforms will be phased in over three years to ensure existing services are not disrupted. The Times asked the CMDHB’s three east Auckland-based members, Paul Young, Katrina Bungard, and Garry Boles, what they think
of the changes. Young says he supports the direction of the health reform package. He says his priority is to improve community health outcomes and health access, particularly for ethnic and migrant health users. “As we recently experienced a couple of months ago with the Covid outbreak in east and south Auckland, urgent health information did not always reach ethnic communities quickly enough due to language barriers. ➤ Turn to page 3

e should all be deeply concerned about the speed and efficiency of New Zealand’s vaccine roll-out relative to other countries. New Zealand is second last in the OECD and one report had us at 121 of the 190 countries in the world for vaccinations. We are definitely not at the front of the queue - we’re at the back! Three of the four necessary IT systems for our roll-out aren’t ready, DHBs are contracting their own booking system solutions with disastrous results, the Government refuses to set a target for the percentage of the population to be vaccinated and we’re still unclear who will be vaccinated when. The problem is that as more countries vaccinate their populations New Zealand risks being left behind. Others will start opening up trade and travel to each other while we, a country where our prosperity depends on international connections, will lag behind. On a related point, it was shocking to learn that we continue to have issues in keeping

After all the carefully choreographed public reassurances and spin, we find that a border worker went without mandatory testing for six months, 450 workers in the last two weeks have not been being regularly tested and 85 of those 450 may have never been tested at all. And no one knew about it. Even though mandatory fortnightly testing has been legally required since September 2020. The elimination of Covid-19 in New Zealand should have been an opportunity for us to recover more quickly than the rest of the world and seize on the opportunities that exist in a post-Covid world. ‘It’s about helping people to grieve’ By ZOE GARDEN
H
aving grown up in a tight-knit community, Jodie Botica would frequently go shopping at the supermarket and see people she knew. They wouldn’t run. But they would quickly go down the other aisle. “It was similar for my dad,” Jodie, now 28, says. “He would go out walking and see someone in the front yard turn around.” Jodie was 23 when her mother, Karin, passed away from blood cancer. “You realise who’s in your corner and who isn’t,” Jodie says. “Friends stick with you during those hard moments – when you’re crying or sitting in silence. They have no expectations.” With other people, Jodie mentioned, they don’t know how to act around someone grieving. At the time of Karin’s death, Jodie was working in the city. After she moved back to her childhood home in Beachlands, she found it difficult to come home from work and see constant, vivid reminders of her mother. “We pushed the boundaries between mother and daughter,” Jodie says. “She was my best friend.” Jodie was “finding her feet in the world” when she learned her mother was sick. When she found out, everything came crashing down. “It’s a unique experience of loss when you’re young,” she says. “You

lose the stability you thought you had and the relationship you thought you were going to have.” Not long after her mother died, Jodie was catching up with an old friend, Julia. They’d meet in Venice where they’d both secured internships at an art museum there. “It was three months of amazingness,” Jodie says. When they got back to Auckland, they lost touch but met again a year later. She remembers one of them dropping the bomb. “I found out her Dad had died and she found out my Mum had,” Jodie says. “It kind of built from there.” Julia was going through a similar experience as Jodie – she was the first one in

her friend group to lose a parent. “Personally, it was crucial for me to find someone else to talk with,” Jodie says. Eventually, Jodie and Julia found other like-minded people with similar experiences and it “kind of took off”. Jodie quickly found that there weren’t any avenues out there for people grieving in New Zealand. Wish You Were Here was founded on this concept. The movement aims to connect young adults who have experienced grief and to provide a safe environment to speak on it. “Since we launched, I’ve been amazed at the responses,” Jodie says. “Lots of people have been saying ‘this is cool.’ The older generations have said they wished they had something like this when they were younger.” Although Jodie and Julia wish they’d had something like this when their parents died, they’re glad they can help make a step in the right direction for open communication channels for grieving youths. “This will continue to be a great challenge and opportunity for the Government and I will be watching very closely how the new entity [Health NZ] proposes to reach and respond to our diverse communities, particularly across Auckland and the CMDHB [area].” Bungard says while she can see some advantages in streamlining healthcare, “there is always a trade-off for any perceived benefit”. “I believe by replacing all DHBs across the country we will see our regions and smaller communities lose their voice and their autonomy which will have a real impact, particularly in relation to equity funding for Counties MBoles says the planned health reforms are “not a bad idea”. He says the sector needs more investment and it would be positive if the changes result in less money being wasted. I see a lot of money being used on consultants and advisors and if all the money was in one place it could be more efficient.” Pakuranga MP Simeon Brown told the Times, “National does not support a Maori Health Authority as we strongly believe the treatment you receive shouldn’t depend on your ethnicity, but should depend on who needs it the most. Most concerning is the fact that the Maori Health Authority is proposed to have veto power over health policies for the remainder of the population. “East Auckland already suffers from a lack of locally delivered health services, as evidenced by the recent closure of East Care’s overnight service. Centralising NZ’s health system is only going to make this problem worse, particularly if the Government insists on prioritising money based on issues other than health need.”

Iwi pays $97m for school land By CHRIS HARROWELL
A
Maori iwi has made a deal to buy the land occupied by an east Auckland secondary school. Ngai Tai ki Tamaki has paid $97 million to the Crown to purchase the site Macleans College sits on in Bucklands Beach. The iwi’s chief executive Tama Potaka says the land is subject to an “option to purchase” agreed to in the Treaty of Waitangi settlement between the Crown and Ngai Tai ki Tamaki. “Ngai Tai is now exercising that option to purchase,” Potaka told the Times. “It reinforces our mana whenua (territorial rights), mana moana (authority), and manawa (heart) in our rohe (area) of interest. “It also provides a suitable riskadjusted return for our investment purposes.” Potaka says the iwi expects the purchase will have a “very positive

effect” on surrounding property values given the price being paid for the land. “Macleans College will continue
to be one of the best secondary schools in the country for academic and related performance.” Ministry of Education head of

education infrastructure service Kim Shannon says the sale is part of the settlement of historical Treaty claims.
“The sale and lease back of specific Crown land is a relatively common arrangement negotiated and entered into by the Crown and iwi as part of the settlement of these claims. “The sale of Macleans College school site (land only) took place on 30 March 2021, in accordance with the Ngai Tai ki Tamaki deed of settlement dated 7 November 2015.” Shannon says the land in question is 12 hectares. The school site has been sold, subject to a perpetual lease back to the Crown and the Ministry of Education remains the owner of the school buildings on the land. “Nothing will change for the [school’s] board of trustees and its operation of the school, or the local community,” she says. “The school’s day-to-day operations will not be impacted by the sale and lease-back arrangement” Shannon says the current annual lease cost is about $6m.

Group opposes $300k intersection changes By CHRIS HARROWELL A raft of changes worth almost $300,000 is proposed for an east Auckland intersection that hasn’t seen a vehicle crash in the past five years. But a major local residents’ group opposes the plan and says the cost is excessive. Auckland Transport has gathered public submissions on a proposed plan to install a roundabout at the intersection of Advene Road, Avoca Road and Alexander Street in Cockle Bay. AT spokesperson Natalie Polley says the organisation also plans to extend the footpath at the corners of Avoca Road and Advene Road and paint new road markings and install new give way signs at each corner. Pram crossings will be installed on each pedestrian approach at the roundabout. Crossing points will be constructed at each corner of the intersection, including yellow tactile

pavers to help visually-impaired people find their way to the safest place to cross the road. A total of 20 car parking spaces will be removed on the three roads. Polley says in the past five years there have been no crashes at the intersection. The engineers’ estimated cost for
the work is $295,000, she says. “The changes have been requested by the community to help reduce vehicle speeds through the intersection and improve safety for children walking to nearby schools. “The proposed changes aim to slow vehicle speeds and create
clear crossing places at each corner. “This will make it easier and safer to cross the road for schoolchildren, people walking and on wheels, like mobility scooters.” Polley says a pedestrian crossing with a refuge island was proposed at the intersection in 2018 but did not proceed due to negative feedback on the loss of parking. The intersection is near Cockle Bay School and Howick College, which have a moderate number of pupils who use the intersection daily, she says. “The proposal expects to provide significant improvement to pedestrian safety in this location, especially for schoolchildren and parents, as well as improved safety and accessibility for people with mobility scooters and prams.” Cockle Bay Residents and Ratepayers Association chairman Laurie Slee says the group opposes the plan. “The proposal, costing almost $300,000, is despite the fact AT records show no crashes or acci-
dents at the intersection over the past five years, and very low traffic volumes of about 1000 vehicles per day. “Auckland Council tell us they must sell [east Auckland public] reserves because they are short of funds, while one of their own organisations [AT] proposes this costly development despite there being no evidence-based risks. “We believe the money should be reallocated to other locations where there is greater risk of [traffic] accidents, thus providing a better return on investment.” Cockle Bay School principal Dorothy Bigwood says she’s “very concerned” about the safety of her pupils around the school, “due to congestion on the roads before school and particularly after school.” “I’m aware of the proposed change under consultation at present and know there are parents with concerns about the current status quo on the corner of Avoca Road and Alexander Street.”

Their bravery and service has contributed to the freedom of choice and the lifestyle us Kiwis are now able to enjoy. We have all experienced the restrictions on our daily lives brought about by the Covid-19 pandemic in the last 12 months. These pale into insignificance when we consider the sacrifices, restrictions and heartbreak endured by previous generations during times of war. Theirs and their families’ lives were thrown into total turmoil, not for a week or two but for years on end. Kesh’s highly experienced and qualified beauty therapists offer outstanding customer service to their clients. She says about 30 per cent of their customers are male, and that percentage has grown in recent years.

“All of our therapists are qualified and experienced and we know how to take care of people. “Everyone wants to see a friendly, smiling face and to come to a welcoming environment.” Many of Kesh’s clients have enjoyed her services ever since she moved to New Zealand from Fiji 11 years ago. Teaching Council spot for principal H
owick College principal Iva Ropati is one of two New Zealand school heads seconded to the Teaching Council of NZ for five months beginning in May. Last year, the Teaching Council’s Governing Board accepted the invitation from Government to establish a Leadership Centre, as recommended by the Tomorrow’s Schools review team. “The goal of the principals’ professional development strand is for the profession to have the independence and control to shape its own future and to action the Leadership Strategy, which was developed and is owned by the education workforce,” the Teaching Council said. The Teaching Council’s Governing Board intends for the centre to take a new approach to leadership that will provide all teachers and principals with opportunities to develop “capable, adaptive and inspirational leadership”. ‘Principal Peak’ bodies are partnering with the Teaching Council to work up the principal strand of this broader initiative. “It is a welcome opportunity to design leadership professional

The two lead principals will be responsible for producing a draft plan of action by October. “To achieve this goal the successful candidates will be consulting principals and stakeholders across the profession, noting their different contexts and capturing their aspirations and ideas for professional learning and development. The timeframe within which to achieve all this is brief,” the Teaching Council said. Ropati is raring to go. “It’s an amazing opportunity to be part of the design process for some incredibly positive change in school leadership,” he said.

Company faces $125k OIO penalty By NICK KRAUSE A company with local ties has been slapped with a $125,000 penalty for breaking overseas investment (rules when it bought land in Drury. West Drury Holding Limited (WDHL) was this month ordered the High Court at Auckland to pay a penalty of $125,000 and $15,000 in legal costs. The New Zealand Companies Office register lists three WDHL directors, two of whom had – and may still have – addresses in Flat Bush an Mellons Bay. The companies register shows Zhufeng Yin was based in Chateau Rise and held a 39 per cent share allocation of WDHL while Guanxing Zhong occupied an address in Bleakhouse Road and holds a 38 per cent stake in the company. The third share is listed as being in Daisy Hill, Queensland. Zhong appears to have changed the registered address details in July 2018. The new address is given as Great South Road, Ramarama. The Times contacted Zhong and was told they did not wish to comment. A decision by the court found WDHL breached the Overseas Investment Act rules when purchasing sensitive land in Drury in June 2017. WDHL admitted that a share-
holder who held 39 per cent of its shares was an overseas person when the company purchased the $9.2 million property in Drury. However the company is considered to be an overseas person and it should have sought consent to buy the property. The company told the court it didn’t know it needed to apply for consent because the shareholder held a residence class visa. But the shareholder did not meet the definition of ordinarily resident under the Overseas Investment Act as he was not residing in New Zealand with the intention of residing here indefinitely. While the court acknowledged there was a misunderstanding of the rules, Justice Gerard van Bohemen said, “The mistake should have been avoided by undertaking appropriate enquiries.” Overseas Investment Office group manager Anna WilsonFarrell said, “The case demonstrates the need for overseas investors to get specialist legal advice on the Overseas Investment Act. When we discover that someone has broken the rules, we take appropriate enforcement action.” The court noted that over the last four years the company had benefited from owning the property.

fter two years of disruption, ASB Polyfest completed a successful four-day festival Saturday, celebrating its 45th anniversary in style. Last year’s festival was cancelled due to the Covid-19 pandemic, and the final day of the 2019 festival cancelled following the Christchurch mosque tragedy on March 15. But this year, ASB Polyfest was back with a huge day of traditional performances on the closing day, Saturday. ASB Polyfest event director Seiuli Terri Leo-Mauu is delighted to finally run a full four-day festival, and celebrate the event’s 45th anniversary. “ASB Polyfest is all about the kids. This is where they get their cultural injection,” she said. “This is where they get to come together and celebrate who they are. We are so pleased to be back this year and continue this iconic cultural event.” The festival started in 1976, when two sixth form students at Otara’s Hilary College (now Sir Edmund Hilary Collegiate) – Boaz Raela and Michael Rollo challenged three other Auckland schools to a performance competition – a celebration of their difference
cultures. The original concept of Raela and Rollo was to host a festival that brought secondary schools together and allow them to demonstrate pride in their cultural identity and heritage through traditional dance and kapa haka. Four schools attended the inaugural event – Seddon High School (now Western Springs College), Aorere College, Mangere College and the host school – Hillary College. The Parent Teacher Assn took responsibility for the food on the day, with a hangi prepared and the school Ormiston Senior College’s Indian performers. tuckshop opened. Forty-five years on, ASB Polyfest has grown into the largest Maori & Pacific Island Festival in the world and a symbol of the growing diversity of Auckland, the largest Pacific city on the globe. The event’s original purpose was to maintain dance and other traditions among young Polynesian and Maori. I am a student in my third year studying accounting at the Manukau Institute of Technology. Despite the pandemic, MIT doubled the car parking rates to $2 per hour and will increase it further. A recent petition done regarding the same has revealed a shocking set of data such as around half of the MIT students on a benefit of some kind, and a considerable population, having dependants. The enforcement policy is dire – a $65 penalty and the danger of the car being towed. And we are students, it’s postCovid time and MIT proudly says it serves the South Auckland com-
munity. The median wage of South Auckland is around $26,000. The car parks for students are just around 300, whereas both the MIT buildings at Manukau accommodate over 6000 students. Upon complaining, we are asked to use public transport. I mean, how can a person who has to drop and pick up kids at school, attend classes and then work as well, use public transport. (Reaching everywhere) on time is impossible. They say we want more and more students to study and increase the literacy rate of South Auckland. Their regressive approach is certainly not what we need. The student leaders and MIT Student Council are also active and there have been talks of a protest against the authorities. This issue hasn’t been covered even once in a public forum. Immediate redress of the issue is a prerequisite to promote a learning environment.

The New Zealand Government allowed the import of record amounts of coal (over a million tonnes of it) to fuel up NZ’s power plants in 2020 and now will, no doubt, have the audacity to send its delegates off to the accord on climate change. HOWICK WAR MEMORIAL IS CLOSED The Howick War Memorial Information Centre in Picton Street was closed by Auckland Council in March 2020. The team of volunteers who managed the centre have not been able to give their passionate service to the public. In this memorial we must remember those who served overseas on our behalf from Howick and Pakuranga. • 72 served in the New Zealand Wars of 1860 – 1864 • 5 served in the Anglo-Boer War 1898 to 1902. • 169 served in World War I 1914 to 1918 • 150 served in World War II 1939 to 1945 • 6 served in the Korean War 1950 to 1957 Many of us spent weeks selling raffle tickets to raise funds to build the Howick War Memorial community centre and the Howick Community took part in the Queen Carnival, a door-to-door collection and many other fundraising activities for this important community asset, now closed by Auckland Council. It should be opened immediately. It is disrespectful to have such a centre closed.

Barbara marks 90th birthday Avid golfer Barbara Hall has just celebrated her 90th birthday at Pakuranga Golf Club. She and her late husband were career teachers who taught in country and city schools. For many years Hall held senior positions as supervisor of junior school and then went on to become principal. She started nine hole golf 17 years ago with a group of beginners who mostly still play twice a week at Pakuranga Golf Club. The club’s nine hole ladies secretary Barbara Clent says that as well as golf, Hall is a keen tramper, having completed the major tramps in the South Island and many in the North as well. “She is an all-weather golfer, still hitting a good straight ball and enjoying her golf. She is a reserved and determined lady with great inner strength,” says Clent. “Well done Barbara. You are an inspiration to us all.”

Nib New Zealand (nib) has partnered with the Blues Super Rugby team to launch its nib Little Legends Little Smiles initiative. It gives 1000 PIC Junior Rugby players the ultimate protection with their very own OPRO custom-fit mouthguards – the same worn by Blues players during Super Rugby Aotearoa. PIC Junior Rugby players (aged 5-12 years) from Ponsonby, College Rifles, Pakuranga, Papatoetoe, Otahuhu and Manukau rugby clubs were selected to take part in the programme. Nib’s checkup truck was on site for the several clubs’ weigh-in days last week, along with several Blues players to lend a helping hand.

For many years after World War II, Japanese were despised for the atrocities, they inflicted upon enemy soldiers in their concentration camps. Today, Japanese and German cars are popular throughout a world that, over the years, has grown friendly to old enemies. Sport, I believe, has played a huge part in this change although, sometimes, athletes have been made political scape-
goats on the biggest stages. That was the case at the 1972 Munich Olympics when 11 Israelis were killed by terrorists. Also, the 1976 Montreal Olympics when 26 countries boycotted it after failing to have New Zealand kicked out for sending their All Blacks to play rugby in apartheid South Africa. Such was the ignorance relating to that episode that one Montreal newspaper claimed the reason for the boycott was because “New Zealand sent their blacks to South Africa.” Again, sportspeople were the scapegoats when New Zealand followed the United States and other countries in boycotting the 1980 Moscow Olympics. The Soviet Union’s tit-for-tat response was to boycott the 1984 Los Angeles Olympics. Generally, however, despite a strong sense of nationalism, sport has cemented friendships between countries rather than fragment them. Sprinter and long jumper Jesse Owens momentarily overcome the American racial divide
