rime Minister Jacinda Arden announced yesterday the country is moving to Level 2 on Thursday. The Times spoke to an array of businesses in the Howick and Botany areas to find out how businesses in Level 2 will operate. Matthew Wales general manager of Andrew Simms, Botany, one of the biggest car dealerships in Auckland, says he welcomes operating in Alert Level 2. “Functioning in Level 3 has been very restrictive and we are waiting to have more interaction with our customers in Level 2. Of course, we will have protocols in place. “People want to touch, feel and sit in the car when they buy a car which is not possible. Alert Level 3 limits our ability to do business. We’ve been operating our service centre with drop-offs and a good sanitisation process in place. Contactless servicing has involved being in touch with customers over the internet for drop-offs and pick-ups.” Frith Jenkins, practice manager of Howick Village Optometrist, says that they already have a long list of clients (almost 83 booked for eye check-up appointments) but will only know how they will go about it once the Prime Minister says that all retailers can function in Level 2. “You can call Howick Village Optometrist for an appointment now if you wish to book one,” she says. Jenny Foster of the Howick Business Association says that with regards to bringing back the Howick Farmers Market, they have plan A and B in place. “The Farmers Markets have not been operating in Level 3 but, depending on how many people are allowed in open air markets, whether it is 100 or 500, we will make a decision accordingly,” she says.

Bridgette Young from Off the Fringe Organic Hair studio in Howick says it is going to be very different for hairdressers and other businesses that work in close proximity to their clients in Level 2. “We have had to put into place extremely stringent hygiene practices, robust contact tracing procedures as well as still offering a pleasant experience in the salon.” And while everyone wants the very first appointment available, Bridgette says it is not practical. “We will have to work at much lower capacity in volume of clients in the salon at any given time. “Off the Fringe will look very different from our normal. The team will be wearing appropriate PPE gear that is yet to be decided by the government and WorkSafe. We will be only having two stylists on the floor at one time and will not be able to offer beverages in the salon; clients will be encouraged to bring their own to the salon,” she says. “There will be hand-sanitising stations around the salon in preparation and an Eftpos pay-wave available to minimise contact at
the front desk. Each client will be given their own salon cape to wear and these will be washed after each use. We will be open seven days a week to allow our team work on a roster.” Retailers in Rices Mall and throughout Howick Village are working hard in preparation for the re-opening of their businesses.
And while everyone is eager to get back to business after lockdown, Avenrose florists Karen and Lemin at Rices Mall are all set to brighten everyone’s day. They have fashioned a special montage of flowers outside their shop where people can have their photograph taken to mark their return to partial normality.
We move to Level 2 at midnight tomorrow Prime Minister Jacinda Ardern has announced a staggered move to Covid-19 Alert Level 2 from midnight Wednesday. Schools and bars will reopen later and groups limited to 10 people. Ardern said retail, malls, cafes, restaurants, cinemas and other public spaces including playgrounds and gyms would be able to reopen on Thursday. Schools will return to normal classes from Monday, May 18 while bars would have to
wait until Thursday, May 21 to reopen. She said bars would be distinguished from restaurants by using the Easter trading regulations. Gatherings would also be restricted to just 10 people. “Why 10? Simple. If something goes wrong, that’s much easier to contain, much easier to contact trace.” The limit applies to parties at home, stag and hen parties, weddings, funerals and restaurant group bookings.

lert Level 2 will see significantly more activity open up across the country requiring New Zealanders to play it safe and remain vigilant so the virus doesn’t bounce back, Prime Minister Jacinda Ardern announced last Thursday. “Every alert level to fight Covid19 is its own battle. When you win one, it doesn’t mean the war is over,” Ardern said. “In a nutshell, Level 2 is a safer normal designed to get as many people back to work as possible and the economy back up and running in a safe way, made possible only by our collective actions at Levels 4 and 3 to beat the virus and break the chain of transmission. “Strong public health measures such as physical distancing, good hygiene and contact tracing will be essential to making Level 2 work. “There is a much higher level of individual responsibly required at Level 2 to prevent the spread of the virus. “Even though the economy will be significantly opened up we still need everyone to remain vigilant and continue to act like you and those around you have the virus. “On Monday, May 11, we will make a decision on whether to move, taking into consideration the best data and advice we can, recognising the impact of restrictions, and ensuring we don’t put at risk all of the gains we have made,” Ardern said.

The Times returns to your letterboxes H
ere we are back in print today. You may have noticed that the paper today looks a little different and it is, but only slightly. During the lockdown period our talented team continued to publish online and produced twice a week a digital flipbook keeping everyone informed on the local news, Covid-19 updates and services available. We have had an enormous response to our Times website, flipbook and Facebook pages which is wonderful but the demand for our printed issue is what our readers want. Many have told us. Now to our difference. We have decided to merge our two papers (Howick and Pakuranga Times and Botany and Ormiston Times) into one still covering the same area but under
one masthead – the Times. We have the same talented team working on your Times to make it bigger and better for both readers and clients. We are the only locallyowned news publication in this area. Our offices are based in Howick and I have been supporting this community for nearly 50 years through highs and lows. I am very passionate about all things east of the Tamaki Estuary, readers and clients and thank everyone of you for your loyal support, past and future. Ross looks to set up new political party Rogue independent Botany MP Jami-Lee Ross in looking at starting a new political party. Tentatively given the working name Advance NZ, Ross has floated the idea to his email database. “Will you join with me to help start a new political movement to put forward new ideas in this election? Do you have great ideas that should be put forward for New Zealanders to vote on?” Ross asks. Ross, who had a spectacular and very public fallout with National leader Simon Bridges in 2018, says it’s time for new voices in Parliament. This year’s general election is set for September 19. “It’s time for new and independent voices to emerge. The most serious issue to emerge off the back of this pandemic is how our country deals with China. No one seems willing to address this,” he says. “Like it or not, we are in this mess

That’s not good for our democracy. “I’m raising these questions with you because I think it’s time to put together a new political party, to champion the middle ground, to protect our New Zealand way, to speak out when no one else will.” says Ross. “I’m not suggesting this because Labour and National get everything wrong. They don’t, and we generally have stable government. I’ve seen up close the damage it does.” Ross’s fallout with the national Party leader was over alleged party donation fraud which was denied by Bridges. Ironically, Ross faces Serious Fraud Office charges with three others relating to the National Party donations case. Ross, who said he is being made a scapegoat, and the others have pleaded not guilty to the charges. “Very soon the country will also start thinking about the election in September,” Ross said. When MMP was first established, nearly a quarter-century ago, the vision was for a Parliament with many voices, representing different segments of society. The Labour vs National politics that existed for decades wasn’t working. “MMP served its purpose for a

They say things like: “Well if the business can’t survive four weeks lock down then it wasn’t a very good business, or they need to re-evaluate their business model.” People making these statements often do not understand business. They forget that businesses rely on customers and that when the Government stops people buying, the business has no income. Businesses rely on sales and no business model can exist without them. They do not understand that businesses have fixed costs which need paying regardless of whether their income holds up. Things like rent, interest on loans, utility bills, wages, and many other expenses crucial to the operation of the business. They do not understand that businesses must compete with other businesses to earn their money, meaning they have small margins and often won’t have a big pile of money sitting in a bank account for a rainy day. These people also forget that businesses employ people, lots of people. They give young people their first jobs and many play a big role in their community sponsoring local schools, events, and sports clubs.
These businesses are also often owned and staffed by people who live in that same community, they are your neighbours and friends who work hard to earn their keep. Businesses even buy things from other businesses who in turn buy things from other businesses and people. This cycle keeps even more people employed and supports even more communities. So before resenting business owners who are doing it tough right now and are asking for some support, please remember the important and special role these businesses play in the community and the human face they have. Think about your local cafe, your hairdresser, your butcher, the travel agent, the clothing retailer, the shoe shop, the florist... the list goes on. Please support these businesses with your purchases and help keep these businesses in business. No-one wanted Covid-19 to happen. No-one asked for it, and no-one expected it to hit so hard and so fast. Let’s not blame our businesses but support them so we can save livelihoods, save jobs and support our community. I want to begin this column by acknowledging everyone in the Pakuranga Electorate for what you have been doing to fight Covid19 and, in particular, our frontline healthcare workers and essential workers. Thank you! I also want to acknowledge the <ITALICS>Times for your contribution in continuing to keep the community informed during this challenging time. New Zealand has done an outstanding job fighting this disease. We should be proud of what we have accomplished in flattening the curve and stopping Covid-19 from spreading widely in our community. Our attention now needs to rightfully turn to the economy. As we focus on the economic recovery, it is vital that we support our local businesses to help save jobs and livelihoods and in doing so remember the human side to business. Supporting business is not about giving money to the fat cats or supporting some cold indifferent entity. Supporting business is about supporting people. Brown’s Island: Pest and human presence unwelcome Cameras on Motukorea/ Browns Island in the Hauraki Gulf have captured footage of Aucklanders accessing the island during both lockdown Alert Levels 4 and 3. I’ve been so proud of our community and how we have risen to the challenge posed by Covid-19 and led the world in our effort to eradicate it.” “I ask that people stay clear of these islands as no one should be travelling this
far from their shores, in line with lockdown restrictions. Aucklanders are working together to swiftly move to Level 2 and see a return to some normality.” Sergeant John Saunders of the NZ Maritime Police Unit says, “It’s concerning to see these types of behaviours persist. Not only are these kayakers putting themselves at risk, but they also compromise the safety of our emergency services.” “We’ll certainly be taking a closer interest in what’s happening around the island and those breaching the rules can expect action. Stay home and stay safe.” Since mid-March, the Council biosecurity and regional park teams have been running a stoat incursion response on the island after signs of a stoat(s) was detected during routine surveillance.

Thank you Pakuranga! COVID-19 has been an incredibly challenging time for our community, however through it we have seen extraordinary community spirit and willingness to support one another. I want to thank everyone in the Pakuranga Electorate for following the rules and helping fight this disease. There is still a long road ahead of us before we can return to normal, so stay safe, remain vigilant, and we will get through this together.

ith Alert Level Two (Covid 19) looming, retailers in Rices Mall and throughout Howick Village are working hard in preparation for the re-opening of their businesses. After six weeks of isolation many local people are desperate to have their hair cut or buy flowers for friends and family or be pampered or just get on with their daily lives safely. Until very recently, the law required that all Wills had to be signed in person in front of two ‘witnesses. In normal circumstances, the two witnesses would be colleagues, neighbours or friends of the willmaker. In a resthome or private hospital the witnesses would often be staff at that facility, or visiting lawyers. The problem has been that people in your “bubble” tend to be the beneficiaries under your Will – so the legislation excludes them from being your witnesses. It is extremely pleasing that the government identified this challenge and on 17 April changed the law to now allow for the witnessing of Wills to happen via video call (rather than physically in person) from one or more places, during the pandemic.
This combined with us taking instructions over video call means that there is now a viable way to get your Will prepared and executed.

A different Anzac Day For the first time since Anzac services began in 1916, Kiwis couldn’t gather at public services and war memorials on Saturday to mark this significant day of remembrance. While there was a sparse commemorative turnout (due to social distancing rules and Covid-19 lockdown) on Stockade Hill, many in our community marked Anzac Day in solidarity with the NZDF and RSA’s #StandAtDawn campaign calling for Kiwis to stand at the end of their driveways on on their porches at 6am. Council announces water restrictions I
n response to one of the most severe droughts in Auckland’s history, Auckland Council’s Emergency Committee last Thursday voted unanimously to introduce mandatory water restrictions, which will come into effect across the region from Saturday May 16. Auckland Mayor Phil Goff says, “We really need Aucklanders to come together and reduce the amount of water we are using. As a city, we have done a good job to date, but given we have only had 36 per cent of our usual rainfall we need to do more. “The last month has shown that if we put our mind to it, we can make the changes we need to help our city and that is what I am asking for of Aucklanders now with these water restrictions.” The first stage of restrictions will ban the use of outdoor hoses and water-blasters. It will also prohibit the watering of sports fields, plants or paddocks unless an irrigation system is fitted with soil moisture or rain sensors, and require car washes to operate only if they use recyclable water. “I want Aucklanders to remember that if we don’t get it right and save water now, we will have to implement harder restrictions in the future and no one wants that,” says Goff. “I hope Aucklanders will understand the need to adhere to these measures, but if we have to, we have

a range of enforcement options available for those who choose to ignore the restrictions. The proposed water-use restrictions cover outdoor water use because it can be observed and, if necessary, enforced. None of the three stages impose
restrictions on water for drinking or sanitary use of water in the household, or operations that use water for health, safety, emergency and biosecurity measures. ‘Stage 1’ restrictions, to be implemented from May 16, will prohibit the residential use of outdoor hoses
and water-blasters. Restrictions for commercial and non-residential water usage at Stage 1 include banning the use of outdoor hoses or water blasters unless it is for a health, safety, emergency or biosecurity reason; banning commercial car washes unless they use recycled water; and restricting the watering of sports fields, plants or paddocks to those which have an irrigation system fitted with soil moisture or rain sensors. ‘Stage 2’ restrictions will be intro-
duced if Auckland’s water storage levels continue to decline to a level agreed in Watercare’s Metropolitan Drought Management Plan. Restrictions at Stage 2 include all of those introduced at Stage 1, while also banning all watering of sports fields. Waitakere Councillor Linda Cooper, who is the liaison councillor for Watercare, says the council will aim to educate those who breach water restrictions in the first instance, and will only escalate to prosecution in the case of significant or repeated breaches. “I’m confident that Aucklanders will understand how important it is to adhere to these restrictions,” she said. “This drought is something that affects everyone, and we all have a role to play in helping to save water.” Watercare chief executive Raveen Jaduram says, “We would like to acknowledge the efforts Aucklanders have made so far to reduce water consumption, through shorter showers and other measures. “Once mandatory water restrictions for outdoor use are introduced, we hope to see the community respond to achieve even greater savings.” ➤➤Further information about the drought is available at watercare. co.nz. ➤➤Waterwise tips are available at waterforlife.org.nz.

Looking out for each other in lockdown T OUTDOORS
Heavenly Hunua The relaxation of lockdown alert levels allowed for locals to once again explore the mystical Hunua Ranges. The spectacular views of 60 metre-high falls are a favourite amongst instagrammers. The weather has been kind to sightseers, but unfortunately not to the Hunua Dam reservoir which is currently sitting at around 30 percent capacity. The area is still affected by kauri die-back so visitors who wish to venture up the native bush trails need to sanitise their footwear once they exit the bush.
he past six weeks have been a time of unprecedented change for all of us and for many it will have been an intense period of worry and anxiety. But however much the Covid-19 crisis might have separated us, it also brought us together as families and communities united in fighting a common threat. I’m immensely proud of all of the community groups across the electorate who came together to provide necessary and much-needed support for our seniors and our most vulnerable residents. It was heart-warming to see their commitment, to see the caring, the helpful and the kind swing into action. The volunteers who shopped in the supermarket for those who couldn’t or those who put together hundreds of food parcels for struggling families. Those on calling lists who made regular phone calls to check on the elderly and people living alone. The local growers who offered
free produce, even though many struggled to find people to look after the crops and harvest them when ready. The incredible group of seven volunteers who worked long days using 3D printers to produce and distribute more than 1000 face shields to local health workers, all at their own expense. Our frontline health and emergency services people who were outstanding, as were those staff protecting people in retirement villages and rest-homes. The supermarket and pharmacy staff that carried on working throughout to make sure we all had access to the food and supplies we needed. It was also fantastic to see the number of people who stood at dawn to commemorate Anzac Day; to see the poppies decorating windows and fences. The Anzac spirit is part of our national heritage and it has helped us through the past six weeks. I’m certain it will help us through the
coming weeks and months. We should not underestimate the difficulties confronting some Kiwi families. There will be hard times for many as we start to rebuild and get our workplaces, businesses and key industries up and running. We face a different challenge now. Just as we asked how to help our most medically vulnerable, we now need to ask how we assist the most economically vulnerable. Those whose lives and livelihoods depend on us buying local goods and services. I urge you all to support our local businesses as they come to terms with the new “normal”. They are the lifeblood of our communities and they need our help to survive, to keep people employed and our communities thriving. HISTORY
The Great War 1914-1918 As Howick and districts count down to the 175th anniversary, the Times continues its series by Alan La Roche giving readers a glimpse of life as it used to be. The countdown began at the 170th in 2017.

ar was declared in August 1914. In a rush of patriotism early volunteers claimed, “we’ll be back by Christmas”. More than 350 men and about three women served overseas from Howick and Pakuranga. Twenty nine men and one woman died overseas. There was no home guard but 25 men with two officers guarded the Tamaki River Bridge. Rev Boyes at the Anglican All Saints Church rang the bell at midday to stop work and say a short prayer for those overseas. His son Reginald was killed in Egypt. Every boy had compulsory military drill from 1909. Dufty Bell was sent to watch the Rangitoto Channel from Brown’s Bay cliffs. He later served overseas. Most took their best horses. Four Howick men died at Gallipoli; Arthur Hannah, Joseph Dunn, Stephen Bell and Bert Richardson. Others fighting at Gallipoli included Bert Shaw, Hugh Brickell, Thomas Crawford, Leo McInnes, William Hutchinson, Sydney and Jack Lord and Andrew Thompson. Those gassed included Angelo Gill, Arthur Black, Cecil Litten, Frank Guy, Henry Hulme and George
Corporal Cecil Litten of Howick in 1915. He returned and also served in WWII and later became Mayor of Howick.

etween his wife Dawn and him they have taught for 101 years, says Kevin Peterson on the eve of his 93rd birthday. Just a year younger than the Queen who will be celebrating her 94th birthday this week, the former principal of Cockle Bay School (1967-1984) says that he has lived on the same street in Howick for 62 years. “So many people who pass by my house wave out to me and often you have 40-year-old ex-students saying, ‘Sir do you remember me?’ ” says Mr Peterson. “This morning one of our former students dropped in at our home to hand over a box of gloves, mask and sanitiser,” he says. “My wife was a teacher at Cockle Bay School for 43 years. Then she made the mistake of marrying the headmaster,” he says of his wife of 60 years. “You ask any parent, and they will tell you that she was the best teacher they’ve ever had. “In 1984, I moved from Cockle Bay School and taught one-onone Maths to students who had difficulty at Saint Kentigern College. I retired as the age of 75. Prior to that, I was a teacher in Samoa.” Cockle Bay School was established on September 3, 1956 with
a roll of 217. The roll shot up to 796 in 1974 when Mr Peterson was principal. “That’s the time they built Shelly Park School and some of the children went there,” he says. To acknowledge the contribution he and his wife made at Cockle Bay School, a new school block containing six classrooms and a multi-purpose area was named the Peterson Block. Mr Peterson says the highlight of his life was being a teacher. Reflecting on his childhood he says he was brought up in The Great Depression. “Those were very hard times. We had very little money and at the age of 12, I was a milk boy. I used to deliver milk before going to school. It didn’t upset me because families had to work very hard during the depression and all the kids used to work.” He admits that even after 50 years, he still misses his mother who had great aspirations of her son becoming a teacher some day. “My only regret is that I graduated as a teacher in 1947 and my mother died in 1948. It’s been at the back of my mind for all these years that she didn’t really get to see me as a teacher.” Another special memory is of the Fulbright scholarship awarded to him in 1972. “We got to go to
Seattle with my wife and two sons for an entire year. In 1972 they gave me a permit to go the US for 364 days to teach in a school there. It was a fantastic experience,” he says. Talking about the change in teaching methods, he says “These days education is all online and I am a dinosaur, an old-fashioned man, reading-writing- arithmetic person, who only knows how to switch on a TV with a remote,” he laughs. “But I’m very proud of the fact that my sons have done well. One is an engineer and the other a lawyer, and my grandchildren have also done very well academically.” As for his 93rd birthday, he celebrated it with a box of chocolates that his granddaughter gifted him and a visit from Donald and Daisy Duck—organised by former student Bo Burns, a Howick businesswoman and Howick Local Board member - dressed up in costume to greet the much loved teacher on his 93rd birthday. in Auckland at 11.15. The return trip left at 3pm. In 1912 Crawford’s bought a motorbus but with the fuel smell, solid tyres and noisy engine, most preferred the gentle rocking of the horse-buses. If it rained, the horses could slip on dangerous clay roads. Timetables were “weather permitting”. There was no power until 1927. All roads were shell or made with Pigeon Mountain scoria. There was no reticulated water. Most had a can or long-drop toilet. It was an interesting era. There were 11 telephones in 1914 in Howick. You collected your own mail from the Post Office. The toll Tamaki River Bridge opened in 1916. Pakuranga was known for its oats, wheat, and hay. Howick was sending potatoes and cabbages to Auckland. The Marine Hotel, Howick’s only hotel, opened until 10pm but after December 1917 closed at 6 pm. There were few cars and horses provided transport. Some took their milk to the Pakuranga or East Tamaki butter factories, retuning with whey for their pigs. Some men were employed at Granger’s brickworks at Whitford or the shell lime kilns at Eastern Beach.
ANNIVERSARY A few caught fish or took shellfish to Auckland to sell. William Green, Headmaster of Pakuranga School, organised the erection of the monument on Stockade Hill with funds raised by the women of Howick. William also organised the Anzac Services between the wars. The Monument was unveiled on July 13,1921 by Governor Viscount Jellicoe. Stockade Reserve (the entire Stockade Hill area) was leased to local farmers who grazed sheep within barbed wire fences. A path was scythed, and shell sprinkled up to the monument. Four larger Howick homes became convalescent homes for the returning soldiers: ■■ “ The Cliffs” in Rangitoto View road near the beach. ■■ “Wahroonga”, Private Hospital, now Gulf Views Rest Home. Newdick’s farmhouse in ■■ Pakuranga ■■ “Elkholm” in Granger Road, was later the Catholic Orphanage and Convent. Our community did its duty towards a more peaceful world. Arrests made following BBQ thefts Counties Manukau Police have made two arrests so far in relation to a significant burglary involving the theft of dozens of barbeques from the Flat Bush Mitre 10 Mega store overnight last Monday. Two search warrants were executed on Wednesday and four of the stolen barbeques were recovered. A 31-year-old male appeared in the Manukau District Court charged with burglary and a 59-year-old female also appeared at Manukau District Court charged with receiving stolen property. Police enquiries are ongoing into the remainder of the stolen BBQs and police would like to thank those members of the public who have contacted them with information relating to the whereabouts of the stolen property. Anyone who becomes aware of new Weber or Everdure barbeques being offered for sale at a cheap price, whether they are approached by someone or if they see them being listed online on platforms such as Facebook marketplace, should contact the Counties Manukau East Tactical Crime Unit by phoning 105 and quoting file number 200505/8672. New Conservatives put up de Boer for Botany ■■BY JIM BIRCHALL

he New Conservative Party has selected Dutch-born Dieuwe de Boer as their candidate for Botany in September’s general election. The seat is held by independent incumbent Jami-Lee Ross, who will be in a fight to retain the seat from National’s Chris Luxon. New Conservative emerged from the ashes of the Colin Craig-led Conservative party. The current party leader is Leighton Baker, who has led since January 2017. The party advocates for social conservatism and environmental pragmatism coupled with lower taxation and reduced government spending. Mr de Boer was in the news in January in regards to a raid by police, who suspected de Boer of having an illegal firearm, allegedly retained after

the government’s buy-back scheme. Mr de Boer speculated the raid was politically motivated, in light of his opinions expressed on the Right Minds NZ website he is involved with. He has been marked as a ‘farright activist’ by media, a tag he refutes, telling the Times, “I don’t have any alt-right views although there are people who don’t like me and throw that label around. I’m a conservative Christian and a nationalist.
I’m not shy about that even if the media deems it unpopular at the moment or if those with an opposing agenda hate it. “ He adds he is “vocal about my views and people can trust me to take principled stands, even if they don’t agree with me on every issue. While that may be unusual for politics, I think voters are tired of the duplicity that is so common for politicians. I can represent all the people of Botany and New Conservative will always support equality under the law for all.” De Boer states he believes promoting “timeless values, smaller government, and national unity” should not be controversial or “result in people being smeared with horrible labels”. He trumpets in recent polling “that shows around a third of voters would consider supporting a conservative party” and adds that other parties
have “run on policies to reduce immigration and done very well. I believe there are a lot of voters in east Auckland with conservative views and family values who want to see that reflected in Parliament. East Auckland has a lot of families who immigrated here to find a better life and become part of New Zealand and New Conservative’s focus on national unity is very important to many immigrants, myself included.” The party opposed the recent Abortion Legislation Bill (latterly passed into law). De Boer says the party promises to repeal it. On infrastructure projects de Boer says, “I would push for prioritising upgrades to Botany’s arterial roads to decrease the amount of valuable time wasted in traffic jams. I also want to promote a shift towards more local decisionmaking to give people more control over regulations that affect their local communities.”
