After more than a decade, draperies are finally getting their curtain call. Windows for years were unadorned, except for subtle shades or wooden blinds. Now the fabric is back, even in minimalist interiors. “Draperies add elegance while softening the room, making it cozier,” says interior designer Sherry Worth of Overland Park, Kan. “They also hide ugly views and create privacy. I think people have come to realize bare is boring, and when windows are naked, they’re truly naked.” The main reason Worth appreciates draperies: For $300 or so, they can transform a room. “That’s the least expensive thing you can do besides paint,” she says. “It’s certainly less expensive than remodeling or moving into a new home.” However, Worth can see how others feel scared of window treatments. Many of us are still experiencing flashbacks of goopy draperies with heavy valances and yards of fabric mounding at the floor. But the majority of today’s styles are timeless side panels that merely frame the window. Gone is anything fussy. “Customers want transitional, something that’s in between traditional and modern,” says interior designer Chrissy Roellchen, who works at the drapery showroom of One Stop Decorating in Overland Park. “They’re going for simple styles.” Form and Function Although panels typically are used for enhancing the mood of a room, draperies can be used to solve problems. Hanging in front of windows, they can keep a room warm or cool, insulating us from the outside temperatures. They al-

so can darken a room from blinding sunlight in the morning. For those issues, Roellchen recommends lining draperies with special felt-like fabrics. Lined draperies also are fuller and tend to hang better. Draperies can disguise architectural flaws, too. For example, strategically hung curtains can conceal the problem of a window installed off center in the room. Dressy or Casual? Silk draperies typically go in dining rooms and sometimes master bedrooms, Roellchen says. Customers want casual draperies for family and hearth rooms. “They’re going for bolder but casual looks in lower levels and rec rooms,” she says. “They’re taking more risks, with bigger, more playful prints in basements.” Color and Pattern Worth cautions clients about being too trendy with draperies, because the price tag can add up. “You don’t necessarily want the latest color or pattern, because you don’t want to change them out every three years,” she says. “Stick with classics, maybe even solid colors, unless you can sew. If you do want something trendy,

buy a pillow or candle in the hot color.” How About Height? Worth says to hang a drapery rod at least 4 to 6 inches above the window trim – ideally just below the ceiling trim – to make a room appear grander yet create a cocoon-like coziness. Roellchen thinks the bottom of drapery panels should skim the floor or come just above it. “You definitely don’t want
yards and yards of puddling,” she says. “That would be a throwback.” What’s Hot Fabrics: Bigger prints, especially geometrics such as diamond patterns. There’s a lot of banding, where one fabric (often a solid color) is outlined with another fabric (sometimes prints). Trims: Wooden beading, capiz shells and brushed fringe. Styles: Side panels. For top treatments, spare cornices – not
valances. Grommets at the top give the drapes a casual feel. French pleats add some fullness to panels. Hardware: Streamlined, industrial rods. Silver-colored and oilrubbed bronze finishes are popular. Mixing metals lends a warmer, more lived-in look. Tiebacks: Metal holdbacks are more popular than traditional fabric ties or tassels, though for a sleek and casual appearance, panels usually hang without tiebacks.

Antique pitcher worth a mint
Paying off investment property first will result in higher taxes at years end I got a call from a reader the other day who was trying to decide if she should pay off her investment property or pay off her primary residence. It’s a fair question, but I could tell from our conversation that she didn’t really understand all of the tax benefits available to her as an owner of investment property, and consequently she couldn’t compare her two options fully. Her investment property is a six-unit building on which she owes $125,000. The loan is fixed at 4.875 percent and the property brings in about $3,000 per month, or $36,000 per year. She and her husband live in a Ilyce Glink Tribune Media Services single-family home that they bought for $175,000. They currently owe about $142,000 and the interest rate on the loan is 5.375 percent. They’ve had this loan for about seven years. My reader and her husband have managed to build up an emergency fund of $50,000. The other pertinent fact is that they have a home equity line of credit for up to $130,000 on the six-unit building. They’re thinking of taking all the cash in their savings account to pay down the mortgage on their investment property, then taking out $80,000 from the home equity line of credit, which would be fixed at 4.25 percent. They’d continue making their regular monthly payment in order to pay off the loan on the investment property in a few years. When they’re done paying off the investment property, they’d turn their attention toward paying off their primary residence. I pointed out to my reader that by paying off the investment property quickly, she was going to wind up paying more in income taxes at the end of the year. Why? She can write off her expenses for the investment property against the income. If she doesn’t have any expenses, she’ll pay income tax on the investment income at her marginal tax rate, which might be 25 or 35 percent or higher.

And what about her primary residence loan at 5.375 percent? Why pay off the lower interest rate loan first? This doesn’t make much sense. You should always pay off the loan with the highest interest rate first. I suggested that she and her husband start by refinancing their primary residence. Her current payment is $1,029. She can refinance the existing balance from a 30-year (she has about 25 years left on the loan) to a 15-year at 4 percent. She will shave 10 years off of the loan term, and her monthly payment will be $1,035, or $6 more per month. By cutting 10 years off of her loan term, she’ll save roughly $120,000 in payments, or about what she owes on the six-unit building. Once she pays off her primary residence, she can use that $12,000 per year to either pay off whatever remains on her six-unit building or buy another investment property. Either way, she’ll be way ahead of the game. And what should she do with the $50,000 in cash? I suggested she might want to leave it in cash. If she decides to buy another property sooner, she’ll have the cash she needs to put down on the property and pay closing costs and have the cash reserves lenders require these days. Finally, I told her that obtaining financing on an investment property is rather hard these days and her rate is a great rate for that building. If she were to want or need to finance the investment property in the future, she might not find a lender willing to give her the money. However, finding a lender to refinance her primary home should be much easier. I also told her to sit down with her accountant and go over the benefits and burdens that the investment property has on her federal income taxes before making a decision. Ilyce R. Dear Helaine and Joe: Our family has owned this decorative vase for almost 100 years. As the photographs show, it is marked with a crown above intertwined “W’s” surrounding a “C51.” Does this indicate it is the 51st of these made? The piece also has an attached label that reads, “Chas. Reizenstein China and Glass – Allegheny, Pa.” – T.D. Dear T.D.: We would never have thought that the number “51” might be construed as meaning that this was the 51st piece made. It’s a clever and imaginative idea, but completely incorrect, unfortunately. Instead, the “51” stands for 1751 – not the year in which this item was created but the year in which the pottery manufacturer opened for business in Worcester, England. When these pieces were marked, they sported a variety of insignias, but the one most associated with this company is a crescent – sort of a crescent moon – revived by a succeeding company named Kerr & Binns (1852 to 1862). Starting in 1852, it used the mark seen on the piece in today’s question with the cursive “W’s” surrounding the crescent and the number “51.” The Charles Reizenstein China and Glass Company in Allegheny, Pa., originally sold the piece, designed in Royal Worcester’s shape No. 1309. This ewer is based on Italian Renaissance designs, and examples can be found with a variety of hand-painted decorations – some of which can be extremely valuable. More ordinarily decorated pieces with floral treatments such as this one sell for around $900 at auction and have an insurance replacement value in the $1,500 to $1,800 range.

Mortgage rates expected to remain unpredictable By Holden Lewis bankrate.com
Mortgage rates will remain stubbornly unpredictable, and jumbo mortgages will be easier to get as summer fades and fall begins. Those are two of five projected trends in mortgages and real estate throughout the next quarter, according to mortgage professionals. After a lackluster summer selling season, Bankrate asked several mortgage professionals to look into their crystal balls and forecast whether things will improve during the next three months. Here are their predictions. Will mortgage rates go up or down? Often experts can guess fairly accurately whether rates will be higher or lower in three months. This year, no one has been right. As 2010 dawned, the Federal Reserve was buying hundreds of billions of dollars’ worth of mortgage-backed securities. Those purchases stopped at the end of April. Many experts predicted mortgage rates would rise by about half a percentage point through May and June, and then another half percent in the final six months of the year. Instead of rising in May and June, mortgage rates fell to lows not seen since the 1950s. Then, rather than rebounding higher, rates remained relatively stable in July. The consensus prediction of steadily rising mortgage rates was wrong. Why didn’t the Federal Reserve’s withdrawal from the mortgage market trigger an increase in rates? “The economy hasn’t rebounded, the housing numbers look very bad, unemployment remains in the double digits,” says Paul Anastos, president of Mortgage Master, a lender in Walpole, Mass. That last point is an exaggeration; unemployment was 9.5 percent in June. But it felt higher. The average rate on an outstanding

mortgage was 5.979 percent in this year’s first quarter, according to the Bureau of Economic Analysis. With the rate on the 30-year fixed lingering at around 4.75 percent all July, it would seem most homeowners could benefit from a refinance. In addition, the federal Home Affordable Refinance Program has been a bust. It was designed to help homeowners refinance, even if they owe more than the house is worth. The Obama administration predicted 2 million people would get HARP refis in 16 months. Instead, 292,000 got HARP refis in the program’s first 11 months. So, the program was extended. Home sellers are allowed to chip in some money to help buyers afford their mortgage fees or moving costs. Many loan programs limit these seller contributions to 3 percent of the purchase price. For a long time, the Federal Housing Administration’s limit has been twice that: Sellers could contribute up to 6 percent of the home price. That is expected to change in the middle of August, when the FHA halves the maximum seller contribution to 3 percent, in line with industry practice. The impact of a 2008 law called the SAFE Mortgage Licensing Act is being felt in a growing portion of the country. The law regulates brokers and loan officers who take mortgage loan applications. “The intent of the SAFE Act is to protect consumers from shark-infested waters,” says Anthony Hsieh, CEO of LoanDepot in Irvine, Calif. Mortgage brokers – and loan officers for mortgage banks that don’t take deposits – must pass state licensing tests. Many firsttimers fail. Loan officers for federally regulated depository institutions, such as banks and credit unions, don’t have to take the tests. They merely need to register with federal authorities.
