Dear Joe and Helaine: This dish measures 8-by-11 inches. It still has the original twisted-wire handle. It was given to my mother by her gentleman friend in 1915. Any information would be appreciated. – M.W.B., Abington, Va. Dear M.W.B.: This glass basket is made from custard glass, and is in a pattern known as “peacock and urn.” This pattern was reportedly made by three different companies. The three companies in question are the Millersburg Glass Company of Millersburg, Ohio; the Northwood Glass Company of Indiana, Pa.; and the Fenton Glass Company of Williamstown, W.Va. M.W.B. reports she took this piece to the Fenton people in Williamstown and they advised her that it was not their pattern.

Fenton’s “peacock and urn” pattern is a tad different from designs made by other companies, but we are a bit surprised that the overall pattern was not recognized. Fenton’s pattern is found in carnival-glass colors of marigold, blue, green, amethyst, white, aqua, lavender and red. The Fenton pattern has a “bearded berry” reverse pattern and a large bee near the peacock’s beak. The Millersburg pattern, on the other hand, usually has no bee and there is no beading on the urn. The Northwood pattern, however, has a paneled reverse (as does the piece in today’s question) and the urn has beading – which is also the case with M.W.B.’s glass basket. Therefore, there is no doubt that this particular piece was made by Northwood Glass Company. Consider refinancing with mortgage rate drops

Mortgage interest rates have fallen below 5 percent again, according to Freddie Mac’s Primary Mortgage Market Survey. “This comes at a time when house price declines are moderating and consumer demand for prime mortgages at commercial banks has picked up,” says Frank Nothaft, Freddie Mac vice president and chief economist. Mortgage interest rates below 5 percent, combined with the recent extension and expansion of the homebuyer tax credits, give buyers a unique opportunity to purchase a home with interest rates at nearly 50-year lows. But if you have enough equity in your property, it may also be a great time to lock in a lower interest rate and refinance your loan’s existing balance. Here’s how to think through a refinance. 1. Will you qualify for a refinance? Before you put in any time and energy into working out the details of your refinance, try to as-

sess your property’s current value. Contact a local real estate agent to discuss what homes in your neighborhood are selling for – not what they’re listed for. Try to figure out whether there are a lot of foreclosures in your neighborhood, or just a few. Neighborhoods that are awash in foreclosures tend to have steeper price drops than those that have fewer homes for sale. 2. How much equity do you have in your home? If you have at least 20 percent equity based on the current market value, then you should be able to do a conventional refinance. Today, conventional lenders won’t do a refinance unless you have at least 20 percent equity in your property and have verifiable income. FHA loans are available for loans with less than 20 percent down, and their guidelines differ somewhat from most Fannie Mae and Freddie Mac lenders, but these FHA loans are generally available for new purchases of homes and not for homeowners who want to

If the value of your house is less than what you owe on the mortgage, then you are considered to be “under water.” If your loan is owned or securitized by Fannie Mae or Freddie Mac, you might still be able to refinance your mortgage even if you are under water. In some federal programs, you may be able to refinance even if the loan balance is 125 percent of what the house is worth. 4. What are you trying to accomplish? Some homeowners want to lower their monthly payment. Others want to shorten the loan term. Start by figuring out what your financial goals are for the refinance, and then prioritize them so you know which of your financial goals are most important. 5. Shop around. Although Fannie Mae, Freddie Mac and FHA are collectively responsible for nearly 90 percent of the loans being origi-

nated, refinance fees vary widely. Ask prospective lenders to list every fee so you understand what you’ll be paying and what interest rate you’ll be getting. If you belong to a credit union, or can join one, check out the interest rates and fees available there, since nonprofit credit unions often charge less than for-profit banks. Remember, water cooler bragging rights are meaningless. Instead of bragging about the superlow interest rate you got, focus instead on how many years you can chop off of your loan. If you have 25 years left on your loan but can refinance to a 15-year loan, that’s where the real savings come in. Ilyce R. While you may think it’s crazy to tackle the huge task of home buying during the schedule-jammed holiday season, the holidays are actually a great time to find real estate deals in today’s new economy. “This year in particular may be different than other years,” says Beth Tyler, a broker with Long & Foster Real Estate in Annapolis, Md., who says the economy has boosted many sellers’ motivation to sell. “Interest rates are at an all-time low, prices are greatly depressed and inventory is plentiful,” says Nick Burrafato, broker/owner of Florida HomeGallery Real Estate in Orlando, Fla. “The holiday season is a particularly good time for first-time homebuyers to find a home,” says Rich Hayden, senior loan officer for HomeFirst Mortgage Corp. in Alexandria, Va. “But get prequalified with a mortgage broker or lender early. The typical turnaround to close a home is 30 to 60 days, so it’s best to get started right away.” Steve Murray, editor of REAL Trends, a real estate industry publication, says, “The housing market appears to have reached a floor through the June to September period.” “December home sales usually make up about 8.1 percent of total annual home sales,” he says. The peak months are May, June, July and August – each nearly 11 percent of annual home sales. The only months lower than December are November, January and February. Here are five reasons the 2009 holiday season promises to be filled with

Most importantly, interest rates and home prices are at all-time lows. “If we look historically at interest rates, cyclically we’ve seen drops every December through January,” Hayden says. “While rates are now at all-time lows, we could dip even lower.” With unemployment rates still high and looming holiday expenses, many home sellers are extremely motivated to sell immediately and are more willing to negotiate a lower home price. “Properties that are on the market over the holiday season usually have very serious sellers,” says Sherry Chris, president and CEO of Better Homes and Gardens Real Estate in Parsippany, N.J. Lori Bowers, a broker with The Lori Bowers Group Desert Properties in La Quinta, Calif., agrees. “Many owners are anxious to get the home sold before the end of the year because it helps on their taxes,” she says. Moreover, a serious seller means more negotiating power for the buyer, especially if the home has been on the market for several months.

With many people busy gift shopping, traveling and entertaining, November and December are traditionally slow for real estate. On-the-ball buyers can take advantage of that fact and find less competition for the most desirable homes. According to Elio Buoni, a Chicagobased broker with RealEstate.com, fewer buyers and plenty of listings on the market mean bidding wars with other buyers (which can drive up the cost of the home) are less likely to occur. In addition, fewer transactions mean faster closings. “November and December are historically slower months in the mortgage business, so things get done faster,” says Brad Walbrun, a mortgage consultant for A and N Mortgage Services in Chicago. Not only that, “Financial institutions and lenders that are looking to close the books on 2009 may be more willing to act quickly to get a transaction closed by year end,” Chris says. That means it may take less time to get an offer accepted on a foreclosure or short sale property, a real boost for buyers who want to close quickly. And there’s one final advantage to holiday home buying. “Most settlement costs paid to the mortgage company, lender or broker are tax-deductible in the year in which you pay them,” Walbrun says. If you close on or before Dec. 31, you may be able to deduct the interest on your first monthly mortgage payment from your taxable income. And, you may be able to deduct points paid to reduce your interest rate as well, says Buoni.
