In today’s information-charged, fast-paced world, the holidays seem to rush in like a tsunami of colored lights and tinsel. The sacred and the secular are swirled together in a great commercial tide frothing with holiday gift ideas. What’s often missing is the personal touch. An Ideal Home Couple’s renovation turns triplex into a single-family dwelling

Nothing tests a new marriage like a heap of demolition and dust, and Phillipe and Sara know this firsthand. The couple recently got hitched and decided to move into Phillipe’s place – a 100-year-old triplex in the city. As a bachelor, Phillipe lived on one floor of the house and rented the other two units. But once married, he and Sara wanted to turn the triplex into a single-family dwelling. So they gutted, demolished and rebuilt for what seemed like ages. They did a great job on their third-floor bedroom and bathroom, and took steps toward finishing the second floor, but that’s when they ran out of steam. They wanted the ground floor to be an open-concept living-and-dining room that would lead to a kitchen in the back, but were tired of renovating. So I stepped in to give them a warm and inviting space, and put them on the road to “happily ever after.’’ When I arrived, an empty, completely gutted room greeted me. So I started by covering up the bones. I put up walls, added some fresh white paint and put down beautiful maple flooring. Then I got ready to make things beautiful, but I had a challenge in front of me: Sara’s tastes ran toward the modern, while Phillipe enjoyed a more classic look. So I decided on a color palette of charcoal, white and amber, and chose fabrics and finishes that would marry the traditional and the modern. The room was really just one big space, so I had to create a sense of flow. I managed this by dividing the room up into various zones: a foyer, a living area and a dining room. I started with the foyer. I wanted to create a little entrance area, but without walls, I had to get creative. So I fashioned a funky privacy panel out of silver ball chain on a track that separates this area from the rest of the room, and

added a shallow armoire. Next, I got to work on the living room. The room has one long wall, so I decided to make it multifunctional and installed a modern stainless-steel raised fireplace filled with polished pebbles. On either side of the fireplace, I created a rustic statement with dark-wood shelving and with cork and foil wallpaper that has the look of birch bark. For furniture, I chose a charcoal three-seat sofa, which sits opposite two modern lounge chairs in white leather. They all sit atop a graphic area rug that incorporates the various colors in the room. I then got to work on the dining room. The area boasted a gorgeous bay window, but it looked smack-dab onto their next-door neighbor’s brick wall. So I created some interest with blinds that have a geometric pattern and put up beautiful charcoal drapes with an organic stripe. In the dining room, I married the traditional and modern with a new barn board table and several white swivel chairs. In addition to a ceiling full of recessed lights, I also put up a conventional chandelier with a contemporary twist that helps define the dining room. FHA loan requirements are about to get stricter official said. “Everything needs to be assessed through the lens of the FHA core mission, as well as the broad economic policies of the administration with regard to stabilizing housing.” There are at least six specific ways HUD is looking at stabilizing FHA: 1. Upping the minimum required down payment. HUD is looking at whether increasing the required minimum down payment from 3.5 to 5 percent (or more) will help stabilize defaults. If buyers have more “skin in the game,” HUD officials wonder, will they be less likely to default on their mortgages? 2. Changing mortgage insurance premiums. HUD officials are considering whether changing the way FHA mortgage insurance premiums are structured will keep more buyers from becoming delinquent. Should there be an extra fee up front? Should the amount paid over time change for maximum stabilization? FHA borrowers currently pay an upfront fee and a monthly charge for mortgage insurance. 3. Raising the minimum credit score required for an FHA loan. While credit scores have been lousy at predicting what happens to people with good credit who lose their jobs, they have been more accurate in identifying risky behavior. At the height of the housing boom, FHA approved loans to borrowers with credit scores below 500. Discussions underway wonder whether the minimum acceptable credit score should be 620 or higher. 4. Dialing back how much money sellers can give FHA buyers. Right now, sellers can give buyers up to 6 percent to help cover closing costs and fees. Ex-

Requiring FHA lenders to have more cash on hand. Like borrowers, lenders need to have more “skin in the game.” Right now, lenders need only $250,000 in cash to cover fraud-related loan originations, but HUD officials want to see that amount rise to $2.5 million. That will reduce the number of lenders that can offer FHA loans, and hopefully cut down on mortgage fraud. 6. Eliminating abusive lenders. HUD is asking congress for more power to prevent abusive lenders from making FHA loans. According to HUD Secretary Shaun Donovan’s testimony before the House Financial Services Subcommittee on Oversight and Investigations, lenders will be required to “indemnify the FHA fund for their own failures to meet FHA requirements” and will be held accountable nationally for any improper activities. Donovan said that HUD “will also develop a Lender Scorecard that will summarize the performance of lenders who do business with the FHA. This scorecard will be posted on (the department’s) Web site to ensure transparency and accountability for lenders, borrowers and the market.” HUD officials say the quality of the FHA loan portfolio has improved over the course of 2009. The typical borrower’s debt-to-income ratio has declined, meaning the mortgage payment is a

smaller portion of the borrower’s monthly income. While HUD officials are pleased to see borrowers with a stronger personal finance balance sheet, there are two big concerns. First, the number of borrowers who are delinquent in paying their mortgages is growing. If those borrowers don’t figure out a way to make up their missing payments and start paying their mortgage on time, more homes will fall into foreclosure, further depressing housing prices. The second concern is rising unemployment. “If unemployment continues to track at high levels and goes to 11 or 12 percent, that’s a real struggle,” the senior HUD official said. “The big risk is a stagnant, slow recovery that keeps unemployment rates high because there is no loss mitigation technique for that.” In other words, if homeowners lose their jobs and can’t find replacements that pay enough to cover their monthly expenses, the FHA’s capital reserves fund sinking into the red will be the least of the government’s problems.

The Federal Housing Administration isn’t broke, but its reserves aren’t quite where they’re supposed to be either. FHA’s capital reserves are supposed to be 2 percent of outstanding loans. According to the actuarial review for fiscal year 2009, the reserves are a mere 0.5 percent. By the time you read this, FHA’s capital reserves might have disappeared entirely, thanks to the increasing number of FHA foreclosures. All FHA borrowers pay a mortIlyce Glink gage insurance Tribune Media Services premium. These premiums go into the FHA’s capital reserves fund and are used to pay for loans that are foreclosed. As FHA loans have become more popular, and the unemployment numbers have risen, more of these loans have gone bad, requiring more payments from the capital reserves. Unlike the Federal Deposit Insurance Corporation (FDIC), which recently proposed that banks pay three years of insurance premiums at once in order to replenish the FDIC’s reserves, FHA can’t require current borrowers to pay more. But it can change the rules going forward that will make it more difficult to qualify for an FHA loan. According to a senior official at the Department of Housing and Urban Development (HUD), conversations are ongoing to determine what will make the most sense. “Nothing will be taken off table,” the

Dear Helaine and Joe: I would appreciate learning the value of this soup tureen. The piece is marked in red: “Entirely Hand Painted by Le Tallee of Paris. Made in France for C.D. Peacock.” Thanks. – J.L., Fort Lee, N.J.

Dear J.L.: It is sometimes hard to read handwritten marks on porcelain, and J.L. came close, but the name on the bottom of his piece is actually “Le Tallec,” which refers to Camille Le Tallec, who was born in France in 1906. In 1930, Le Tallec took over the family chinapainting business, located in Belleville, a suburb of Paris. Atelier Le Tallec prospered by lavishly decorating porcelain made in Limoges and became a world-class operation. Reportedly, the company began to collaborate with Tiffany & Co. in the early 1960s, and Tiffany acquired the French

firm in the early 1990s – some sources say the acquisition occurred in 1990, others say 1992. In any event, Camille Le Tallec died in 1991, and his company’s products (mainly dinnerware and giftware) are still sold at Tiffany stores. This particular Tallec tureen, however, retailed at a C.D. Peacock jewelry store, probably in the Chicago area. Elijah Peacock, a watch and jewelry repairman, founded the Illinois firm in 1837. Chicago had just 4,000 residents at the time, and the new store was a real boost to what was then little more than a frontier town. The piece belonging to J.L. should have a date code on the bottom, along with the initials of the decorator. Le Tallec pieces have a chart online – just search the Internet for “Le Tallec marks.” This piece has an insurance-replacement value of $750 to $1,000 if in perfect condition. If you’re entertaining this holiday season, make your dining-table display as memorable as the delicious cuisine you’ll serve. To get your creative juices flowing, here are a few of my favorites.

Hunt Club I adore the English hunt-club look, and it works perfectly on a holiday table because it can easily feature traditional Christmas colors. Set the mood quickly with a red-and-green plaid table topper. Then, be inventive with place settings, mixing rich textures and hunting images. For instance, start with faux leather chargers layered atop shiny silver trays. Top your white dinner plate with a salad plate depicting a stag. Use cutlery that features handles made of faux antlers. Holiday Glam There is no better time to show a flare for the dramatic than during the holidays. To pull off a sophisticated but subtle glam look, drench your table in china, silver and loads of fresh flowers. A friend wanted to create this look in her high-rise condo, so we picked a color palette that was luxurious but decidedly nontraditional: celadon and coral. We set her table in simple elegance with gold-rimmed china and stemware, building each place setting on a hand-painted black metal tray and topping each tower of dishes with a sorbet cup filled with fresh hydrangeas and roses. Garden Fresh Depending on your personal preference, you could take this theme in two different directions: playful or rustic. For a spunky tabletop that’s full

of energy, try the color palette of black, white and apple green. Use black-and-white dishes or top your white china with a funky green accent, like a green apple resting on a bed of moss. Make perky name cards featuring black-and-white polka-dot letters, then insert the cards in a slot cut into each apple. Or top the place setting with a small gift wrapped in green paper and tied up with a blackand-white ribbon. For a centerpiece, fill a 2-foot clear glass cylinder vase with green apples. For a more rustic approach to the garden theme, pick a color palette of sage, brown and cranberry. Cover the table with a cotton topper featuring chains of sage and cranberry flowers. Start each place setting with a wicker tray. Then, top dishes with a small garden statue, like a bust. For a centerpiece, fill an aged terra-cotta urn with a bouquet of winter greens, pine cones, berries, green apples and grapes.

Silver and White Perfect for Hanukkah, Christmas or New Year’s Eve, silver and white is a dazzling color scheme for your holiday table. Use silver trays as chargers, then load them up with your white china, preferably trimmed in silver. Roll up white linen napkins in silver napkin rings, then tuck in a sprig of wintergreens or fresh herbs, like rosemary. Top each place setting with a gift wrapped in a white starshaped box that’s tied up with silver ribbon and embellished with winter greens. Place clusters of silver candelabrum, mercury glass urns or crystal compotes at the table’s center. around the centerpiece.
