Retail may be in a drought, but for many garden supply stores, it’s been a green season in more ways than one. We’re paying a lot more attention to beautifying our own backyards, perhaps because we’re traveling less. Americans are spending about 20 percent more than last year on planters, benches and outdoor accessories, according to online sales tracker CSN. That’s what often happens during a recession, apparently. Sharon Acocella, manager of Tony’s Nurseries in Larchmont, N.Y., remembers her old boss saying years ago, “Economy’s doing badly; we’d better buy heavy.” She reports that while there’s been a falloff in some categories – notably statuary and fancier items – there has been vigorous activity on other fronts. “Blue and black glazed pots are more popular than ever,” she says. “We’ve re-ordered those, and many of our square and rectangular containers, too.” Next door at Larchmont Nurseries, Gloria DeMatas and Donna Bianco echo the positive assessment. They’ve done well with wind chimes, window boxes and pottery. “We’ve sold lots of cobalt blue pots. They’re so eye-catching; they stand out nicely in the garden, and all flowers look beautiful in a blue pot,” DeMatas says.

Birdbaths are another brisk seller. “Right now, people are enjoying staying at home,” Bianco says. “Inside and out, they want to surround themselves with things that make them happy.” People investing the last of their discretionary cash in their gardens probably want to enjoy them beyond the summer. Pam Brooks, president of online retailer Arizona Pottery, likes the durability of polyresin planters, which resist the stresses of freeze and thaw and are conveniently lightweight. “They’re crack-proof, weatherproof and will never fade like plastic,” Brooks says. A wide palette of hues, and styles ranging from classical to modern, make these a versatile choice. For something a little different, Brooks suggests Vietnamese river clay pots, known for weather hardiness. Terra cotta is often rejected by consumers as delicate, but Brooks says, “clay’s a natural material that, more than any other, creates a perfect ecological environment.” Plant roots maintain an even temperature in clay, which absorbs excess moisture. But the pots can dry out, and do need to be protected in winter. Try painting the pots inside and

out with an insulating liquid resin. And make sure your plantings are well “crocked” by adding a bottom layer of pebbles or broken pottery for drainage. Set saucered containers on pot feet and keep watering whenever the soil feels dry. Move potted perennials to a sheltered spot when the harsher weather arrives. Firebowls and pits are increasingly popular in colder climates. Tabletop and floor model propanefed heaters, long popular in the Southwest, have found a wider audience. There are many versions of the firepit, some incorporating a coffee table or at least a ledge to support a smores stick. Home buying activity is picking up in many U.S. markets, sparking debate about whether a federal tax break deserves kudos for the modest turnaround. Last February’s economic stimulus package included a tax credit for first-time home buyers who purchase a primary residence before Dec. 1. Eligible home buyers can receive a break of up to $8,000 on their taxes so long as their gross adjusted income does not exceed $75,000 for singles or $150,000 for married couples. Coincidentally or not, housing activity has rebounded since the introduction of the credit. Nationally, new home sales and existing home sales have recorded gains for four months. The tax credit is scheduled to expire Nov. 30, although there is widespread speculation Congress will vote to extend the program into 2010. David Kuiper, a mortgage planner at First Place Bank in Holland, Mich., says the credit has been a big spur in sales. “The first-time buyer tax credit has had a huge impact on our local market,” Kuiper says. “This month over 80 percent of our purchase business was first-time buyers.” Mortgage consultant Jim Sahnger says the tax credit has been the largest contributor to renewed home buyer interest in his South Florida market. The credit “has provided the additional financial incentives to get buyers off the fence,” says Sahnger, who works for the Palm Beach Financial Network in Stuart, Fla. Dan Green, a loan officer with Waterstone Mortgage in Cincinnati, says the buzz surrounding the tax credit has even piqued the interest of shoppers who earn too much to qualify for the break. “It’s similar to the Cash for Clunkers program – just an awareness is enough to affect sales,” says Green, who is also author of TheMortgage Reports.com.

Brian Peart, president of Nexus Financial Group in Atlanta, agrees. “People do what other people do,” he says. “If the perception is that everyone is out picking up bargains, more people will do it.” Others are more tempered in their assessment of the credit’s impact. Jeff Lazerson says firsttime home buyer activity is “very heated” in Southern California. However, the president of Mortgage Grader in Laguna Niguel, Calif., flatly states the tax credit is “definitely not” the primary factor driving sales. Instead, sales are soaring because “prices are down some 50 percent for these starter homes, to 2002 price levels,” he says. Sue Woodard, business development consultant for Lakeland Mortgage in Minneapolis, also believes the tax credit’s impact has been relatively modest so far. Many home shoppers remain either unaware of the credit or misinformed about how it works, she says. “I don’t think people understand clearly that this is a tax credit – meaning dollars in their pocket,” she says. “(It’s) not a tax deduction. (It’s a) totally different thing.” The credit “just hasn’t had enough time to work,” but could become a bigger success over time if Congress extends it into 2010, she says. Mortgage professionals also are not shy about suggesting additional housing-related policy actions they’d like to see. Woodard and Kuiper hope the government puts the brakes on the Home Valuation Code of Conduct, which has changed the rules regarding
how lenders are allowed to choose appraisers. Realtors, mortgage brokers, home sellers and others have complained HVCC unnecessarily complicates the home appraisal process. They accuse it of scuttling untold numbers of potential sales. Woodard says HVCC has been “absolutely devastating” since it went into effect in May, and Kuiper says it’s “done more harm than good.” A bill introduced in the House of Representatives would implement an 18-month moratorium on HVCC. “It will be coming before Congress in September and desperately needs to get passed,” Woodard says. Meanwhile, Lazerson says the government needs to take a more active role in securing a pathway to subprime lending. Although subprime loans are thought to be at the heart of the housing crisis, such lending “is not in and of itself predatory,” he says. A government effort to guarantee such loans or incentive the private sector to fill the breach is good public policy, Lazerson says. “Where else can these folks turn?” he asks. “How can this country possibly absorb its housing vacancies otherwise? We don’t want to go back to the olden days of knee-breaking loan sharks.” Sahnger says it’s difficult to identify a single government program or policy that could act as “a magic bullet” and spark the housing market back to life. However, he would like to see the home buyer tax credit extended and expanded so that all buyers – first-time or not – receive a $15,000 credit. He also worries the fragile housing upturn now under way could falter if the government does not extend the first-time home buyer tax credit and the Federal Reserve sticks to its pledge to stop buying up mortgage-backed securities at the end of the year. The latter $1.25 trillion campaign has been credited with driving long-term interest rates – including mortgage rates – lower.

Dear Helaine and Joe: I inherited a number of boxes of china from my mother. It was a wonderful surprise when I finally opened them and saw all these beautiful pieces, and I would like some more information about them. Thank you. – N.S. Dear N.S.: Hand-painted china from the late 19th and early 20th century can be attractive, but it is also readily available in the marketplace. The famous L. Hutschenreuther Porcelain Company of Selb, Bavaria, made the 8inch diameter plates. Founded in 1857, the company remains in business today. The Victorian Porcelain factory, located in Altrohlau, Bohemia, manufactured the 10-

inch plates. This set is decorated with pink flowers that may be dogwoods, and it was probably made sometime in the 1920s. As a set, it has an insurance value of $300 to $400. A striking Limoges jardiniere also inhabited a box, and it deserves mention. It is amateur-decorated like the rest of the pieces in the collection, and Remy Delinieres and Co. in Limoges manufactured the white porcelain. The insurance value of this piece alone is $600 to $800, but it would have been considerably more if it had been factory-decorated, not home-decorated. Loan modification process takes longer than expected

Q: I applied for a loan modification through the National Assistance Corporation of America. My loan is serviced by a big box lender, which was bought by a bigger big box lender during the financial crisis. Since I put in my loan modification application, my lender has reported my account delinquent to the credit reporting bureaus. I was told the loan modification process would take 30 to 90 days. I had an optional mortgage insurance payment included with my loan payments, and now that insurance has been cancelled. I have to reapply at 58 years of age for insurance but have been unable to obtain insurance and other creditors have dropped my accounts. The lender stated that they would notify me once the loan modification is complete. What should I do? A: President Obama’s Making Home Affordable Plan is likely the plan that your current lender is considering for you for your loan modification. Unfortunately, lenders are taking way too long to process the paperwork for their borrowers under

any and all loan modification plans. While you are working with the Neighborhood Assistance Corporation of America, a HUD-approved counseling agency, you may still need to follow up with your lender to determine the status of your loan modification application. Keep a log of each call you make, with the time and date of the call, the name of the person you talk to, their position at the company, their representative number, if they have one, and the office location you are calling. Also, write down what you asked and what they answered. In some cases, loan modifications have been lost or misplaced and need to be resent to lenders. Savvy borrowers who are trying to work on a loan modification under the Making Home Affordable Plan will closely monitor their file with the lender and call them every day or every other day. Unfortunately, not all lenders are created equal when it comes to loan modifications, and it’s up to the borrower to be on top of the situation. As for the cancellation of your mortgage insurance, this isn’t the worst thing that could have happened to you. Mortgage credit insurance is basically an expensive policy for a declining liability. The policy typically pays off your mortgage in case you die. Usually there are cheaper options available by obtaining term life insurance. As for your credit history, if you were delinquent on your mortgage before you applied for the loan modification, the lender can continue to report you as delinquent until the trial modification has been made permanent.
