Title insurance can be the single most expensive line item on the HUD-1 (the government mandated closing statement form used in most residential loan closings), and the cost varies from state to state and even from county to county within some states. Some states have good title insurance lobbyists, and the costs are higher than in others. • Lender costs are a big component of total cost. Lepre says that of his refinance fees, the biggest closing costs are processing and underwriting fees, along with those fees charged by the escrow company (title insurance and escrow). “In our business model, the processing fee covers what happens in our branch, and the underwriting fee is to compensate for the overhead of running the mortgage bank,” he adds. • Prepaid costs can vary. Depending on the day you close, you’ll have to prepay the interest you owe from that day (and including that day) through the end of the month. This gets tacked on to your closing costs. So, if you close on the first of the month, you’ll have 30 days of prepaid interest. If you are getting a $420,000 loan,

that could be a tidy sum of money. You may also have to prefund your tax and insurance escrow (you’ll eventually get a check from your old mortgage company with whatever is left in that escrow account), and that can add to the total closing costs as well. So how much should you pay to refinance? As little as possible. Lepre’s “rule of thumb” is that you should refinance if you can lower your interest rate at no cost to you, even if it is just a half a percentage point. “This may not make sense in the case of someone who is five years into a 15-year mortgage, but it makes sense for most folks who are less than two years into a 30-year mortgage,” he explains. “Once you decide to refinance, the decision about how much closing costs and points to pay is made by estimating how long you will have this loan. If rates are likely to fall again, it makes no sense to pay points. If you plan on moving in less than five years, it makes no sense to pay points.” Ilyce R. sure to read and follow the package directions. Many of these sealants need to be applied during warm temperatures with enough time to dry completely before a rain or snow. With the expense of nice pots as high as they are, treat them with care, clean them out and store them, or leave one or two near the door to fill with holiday greenery. If the soil isn’t frozen, push a mixture of cut evergreens into it. Add touches from your garden such as plumes from ornamental grass, seed heads from perennials or rose buds frozen on their canes. Think colorful, but don’t feel limited by these suggestions. Personal touches such as lotus pods, eucalyptus or berry branches can be found at florists shops. Water the pot every two weeks and keep them in a cool location out of direct sun. Settings Create dramatic fall table displays By Mary Carol Garrity Scripps Howard News Service

If you’d like to perk up your home with a few gorgeous autumn displays, here is a quick four-step approach we follow when fashioning table displays. Step One: Think Big To create a display that turns heads, start by picking a central piece that is big enough to add height and mass to your overall arrangement, yet is also interesting enough to bring in visual drama. When we design displays at our stores, we’re decorating large rooms with tall ceilings, so our approach is “Go Big or Go Home.” You could follow this same philosophy if you live in a home with lofty ceilings. The challenge to decorating big, open rooms is that they can be hard to warm up and the sheer volume of the space tends to dwarf smaller furnishings and accents. If that’s the case in your home, don’t be bashful when picking the big piece that will serve as the backbone of your display. If your home is smaller in scale, adjust accordingly. We tend to push the envelope when creating tabletop displays at the stores. It’s not unusual for us to place pieces of furniture in the middle of a dining-room table to serve as the dramatic base of a display, such as an etagere. Obviously, you’d never want a display that’s this big on your diningroom table if you were going to have a seated dinner party. But it’s an arresting approach if you’re using your table to set up a buffet or simply for show. Right now, one of my favorite big guys to use in fall displays is a fabulous wire urn we just got in. It is 6 feet high with a 15inch square base, so it won’t fit in every room. But if you’ve got the space, it looks amazing on top of a table. Fill the basket of

the urn with pumpkins or gourds, then create a wild and natural bouquet of fallen sticks and foliage to spill out of the top. If your ceilings aren’t tall enough to place a huge urn on a tabletop, set it up in the center of your foyer to wow guests as they come in. Or use it as a focal point in your fall garden. Multiple-shelved serving caddies are another tool I love to use as the base of tabletop displays in rooms with normal ceiling heights. They are great on kitchen islands, dining-room tables or buffets. Not only do the servers add the height and volume you need to make your display stand out, the shelves offer a world of decorating possibilities. At Garrity’s, we just created a fall diningroom treatment for a wine-and-cheese party. We placed a serving caddy at the center of the table. First, we filled the shelves with a few fall accents, like a stack of cake plates loaded up with gourds. Then we worked in some party essentials, like an ice bucket for white wine and a few wine glasses. The caddy is one of my favorites. It measures 28 inches wide by 36 inches tall by 14 inches deep and features a wonderful rustic patina and twisted wrought-iron lines. Step Two: Mind the Middle Once you have the big base in place, it’s time to fill in the middle ground of your display with medium-sized objects. This is your chance to bring in some contrast in color, texture and style. I think displays are more interesting if they take on the overall shape of a lopsided pyramid, slightly offcenter and askew. Those in the shape of a perfect triangle feel too staged for me. If you’d like an outdoorsy fall feel, search your potting shed for weathered pieces like galvanized buckets, garden statuary and urns. How about a lantern? Or, fill a tall, thin vase, hurricane or apothecary jar with

seasonal fruits or veggies, like red apples, pears, avocados, artichokes and persimmons. Step Three: Set Your Sights Low Next, tuck a few interesting treasures into the foreground of the display. For our wine-and-cheese-party display, we relied on interesting food arrangements to give the lowest level of our centerpiece some kick. We perched a wheel of cheese on pretty

cake plates, then covered them with cloches. Cloches are another essential for tabletop tableaus – everything placed under a cloche looks positively regal. Instead of just lining up stemware in hohum rows, we put the wine glasses and ice in a fun wicker basket. To help finish off a display, you could use a metal plant stand or terra-cotta capital as a mini-stage for a small tableau that complements the larger overall display.

Copper paint tarnishes sculpture’s value By Helaine Fendelman and Joe Rosson Scripps Howard News Service

Dear Helaine and Joe: This statue of a bronze paperboy has been in my family for at least 65 years. Years ago, my mother spray-painted it with copper-colored paint. The sculptor of the piece is G. Buberi. – L.A.S. Dear L.A.S.: It is far too late to prevent the damage done to this statue many years ago, but for future reference. Put down that can of spray paint. The surface you save may add a lot of value to an otherwise desecrated antique. Finding an antique spray-painted copper is more unusual than finding one that has been spray-painted gold. A lot of things help us determine the value of an antique or work of art. We need to know the size, and in this case we do not. We need to know if and how it is signed; again, in this case we do not. It is often hard to read the signatures on bronzes. The artist of this piece is not “G. Buberi” but C. (or Casper) Buberl, G.’s son. Casper Buberl was born in 1834 in Konigsberg, Bohemia (present-day Czech Republic), which at the time was part of the Austro-Hungarian Empire. He immigrated to the United States in 1854 after studying art in both Prague and Vienna.

Buberl is best known for his Civil War monuments; at least 10 stand on the Gettysburg battlefield, commemorating the valor of various New York State units. The New York State monument stands atop Cemetery Hill. He is perhaps most famous for the 1,200foot-long frieze that adorns the National Building Museum in Washington. The Newspaper Boy figural sculpture was first cast in 1888 by the Henry Bonnard Bronze Co. of New York City. L.A.S.’s piece may be marked “HBB Co.” Possibly, the original was once part of one of Buberl’s monuments, recast to provide numerous copies for the public to buy. A number of Newspaper Boy sculptures exist, and one is being sold at the Catherine Dial Gallery in New York. If L.A.S.’s example were in perfect condition, and properly signed, its insurance replacement value would be around $5,000. Unfortunately, the spray-painting reduces the value by more than half. Unless the surface can be professionally restored, the value will always be diminished. In addition, the monetary value will also be significantly decreased if the piece is not properly signed. A strategic default occurs when a homeowner who can afford to make the mortgage payment suddenly decides not to do so because the home’s value has fallen dramatically below the loan balance. This approach can work, but it isn’t fast or easy, according to Jon Maddux, CEO of YouWalkAway.com and a strategic default consultant in Carlsbad, Calif. “If someone is trying to get rid of a house in a hurry, a strategic default or walking away isn’t going to be the answer for them,” he says. In fact, a strategic default can take a year or longer, depending on state laws and how quickly the lender might be able to sell the repossessed home. Delays surrounding the foreclosure process mean homeowners often can stay in the home for up to two years before being evicted. In some cases, owners may be able to sock away as much as $30,000 or $40,000, Maddux says. Some homeowners maintain the lawn and pay the homeowner association dues or property taxes. Others live in the house essentially for free. “When they come out the other end, they aren’t destitute. They have a little money to take care of their

family,” he says. But the drawbacks of a strategic default go beyond the questionable ethics of refusing to pay your mortgage. They include wrecked credit, tax consequences and difficulty getting a new mortgage for years after the default. The fastest way to unload a house is to simply give it away. That may sound facetious, but some well-to-do people do give

real estate as a gift, according to Martin M. Shenkman, an estate and tax planning attorney in Paramus, N.J. “If you have a house that may have been worth $2 million a couple of years ago and can be legitimately appraised at $1 million today, wow, get rid of it,” he says. The most common scenario is the gift of a family vacation home from parents or grandparents to the younger generation. A gift may be preferable to a quick sale because if the property were sold, the owner would receive the cash – but the family would no longer be able to use and enjoy the home. A simple gift requires only some paperwork that Shenkman says can be prepared by an attorney or, in some states, a title company, in a few hours.

Suppose you had to get rid of a house because of a job transfer, major illness, divorce, imminent foreclosure or other emergency. In a soft housing market, how would you do it? Perhaps you’d be fortunate enough to sell relatively quickly at a small discount. But if that’s not feasible, there are three other options: a short sale or deed-in-lieu of foreclosure, a strategic default, or literally giving the house away. A short sale allows a homeowner to sell the home for less than the amount owed on the mortgage. However, the lender’s approval is required. And a short sale can take a year or longer to close, says Tony Marriott, a broker associate at Show Appeal Realty in Phoenix. The home’s condition and the real estate broker’s experience in negotiations are key factors. But price may be the most delicate issue in the long run. “If you get too aggressive with price, you’ll get a contract, but you’ll get pushback from the seller’s lender,” Marriott explains. If you don’t want to put your house on the market or can’t get short-sale approval, you can try to negotiate a deed-in-lieu directly with the lender. The pace of this process – in which you sign over your ownership of the house to the lender to avoid foreclosure – depends on the situation and the lender’s response. But again, it’s unlikely to happen quickly. A short sale or deed-in-lieu will hurt your credit score, and you’ll be required to disclose your financial information to the lender. The lender may demand a promis-

On Sept. 16, Brett Arends wrote a column for the Wall Street Journal entitled “10 Reasons to Buy a Home.” Brett started with “Enough of the doom and gloom about homeownership. Homeownership is a good thing.” This was on the heels of the Sept. 6 issue of Time Magazine which attempted to suggest how homeownership may no longer be a good thing. It is enough for me to say I support the Wall Street Journals reasons to own, and rather than repeat all of the excellent reasons, you may search that article, but I will undoubtedly touch on all 10 reasons throughout the coming weeks. To begin, the 171 blogs that followed the article, one reader suggested that no one should act on the recommendations of a journalist, since all they give is information and not wisdom. Then there was an entry by real estate broker Bill Fitzgerald that really brought it back home. He said, “Everyone needs a place to put their head at night and everyone pays a mortgage. You just have to decide if you want to pay your mortgage or someone else’s!” Hence, a few starter reasons: You either have a thing you care about that could grow in value over time, or, you have nothing and enjoy none of the tax benefits, long term appreciation, security of ownership, possible income or benefits of improvements as you own your shelter. Though it is true that many homes may have lost up to 20 or 30 percent of their value temporarily, it also remains true that a home is still an asset that over the long term has outperformed investing in the stock market by 1 to 2 percentage points per year on average. A home is a tangible asset. A stock or bond investment can leave you literally holding nothing more than the paper it was written on. If one is to own something, why shouldn’t it be real estate? If one is an investor, they are thinking about what more than 2 million people that lost their homes are going to do with damaged credit and deficiencies keeping them from requalifying to buy for two to seven more years. With interest rates at a 59 year low, and housing prices down up to 30 percent from a high in 2005 in our market, could now be the time to invest? To those who have lost homes, I will say now, I am sorry, and will address thoughts in the near future. My first job was selling seeds door-todoor at about 9 years old. What was great about seeds is showing the colorful packets

and being able to help people envision the hope that comes with planting, and the joy that comes with growth, colors and harvests. Now, I come to you with a seed pack, with homes on the cover. Those are homes that if planted at the right time of your life, and time in the economy, can grow and become a valuable asset. With record lows in interest rates and the primary shift in pricing now mature, it is a great time to lock a home investment for years to come. Consider that if you made a Wagner principal and interest payment of $1,290 a month at 6.5 percent for 30 years a few years back, your payments would have bought a $204,091 mortgage. Then a year ago, at 5.37 percent that same $1,290 would have bought you a $230,368 home. Today, a $1,290 a month principal and interest payment at 4.25 percent, would be buying $262,227. If one considers the house they may have wanted has dropped approximately 20 percent as well, they are looking at about a $100,000 swing in home pricing and affordability – for the same principal and interest payment of $1,290 a month. Last week, this publication printed an article titled “Lower Interest Rates Do Not Mean a Better Housing Market.” I would comment that lower rates do mean a housing and investment opportunity of a lifetime, and yes ultimately, a better market. The critics will say it is about jobs, but the fact is, that more than 93 percent of people in Boulder County have employment, according to Dr. Martin Shields economist/professor at CSU who spoke in Longmont a week ago. We have a housing market with half as many homes for sale as we had five years ago, with new construction permits down more than 90 percent from where they were. We are literally a couple primary employers away from a sellers market. You know things are tightening up in housing when you can count the number of homes for rent in the paper in 30 seconds and Realtors are getting calls from their signs to see if sellers might consider renting. I look forward to helping people once again to see real estate as a good investment and getting readers to possibility think about making a change in their housing and investments, even when it could mean taking a loss to move forward.
