From the President Support of our community is essential to retaining business, recruitment of new companies and further development of a strong relevant workforce. Since 1887, the Fort Smith Regional Chamber of Commerce has not lost sight of this mission. As we move into a new decade, we are excited about the plans and partnerships in place that will further solidify the Fort Smith Region as the place to be.

Over the past year, the Chamber has led several initiatives that have raised the focus in our region on the development of our future workforce. In May of 2019, I announced the partnership with Edge Factor, a company that specializes in cinematic storytelling of STEAM related topics and the correlation with real-world careers. These stories are making it into the classrooms of over 20 area high schools throughout the region. The students will see and hear firsthand about careers that are within their reach and a realistic path they can take in achieving their career goals. This partnership will pay dividends for area companies, aid in the attraction of new industries and ultimately help to further nurture a thriving economy. More importantly, it will connect students to the jobs of the future.

Tim Allen, Chamber President & CEO, joined the Chamber staff in November 2011. Prior to becoming Chamber President in 2013, Tim served as the Chief Operating Officer. He is responsible for economic development for the Fort Smith MSA, overseeing Chamber staff and functions, and working with community leaders to improve the regional quality of place.

In 2019, the Chamber partnered with other strategic partners like Western Arkansas Planning Development District and the Fort Smith Public Schools (FSPS) to secure a $1.4 million grant for the new Career Technical Center on Painter Lane. In partnership with Arkansas Governor Asa Hutchinson, industry partners like the public schools, the Arkansas Economic Development Commission and University of Arkansas-Fort Smith Chancellor Dr. Terisa Riley, a generous contribution of $2.1 million was made from the state’s Office of Skills Development. Governor Hutchinson’s contribution to the new PEAK Career Technical Center will give area students a head start on the most advanced manufacturing equipment and it will change lives for generations to come. Also, in 2019 the Chamber added a crucial new position; VP of Workforce Development. I’m proud to say that Steven Lamm joined the Chamber’s team in June. Over the past several months, Steven has been actively working with area industries and academic leaders to ensure that what is being taught in classrooms meets the needs of area companies. It was also vital to make sure that all of our students have the tools necessary to their rightful place in a career of their choice. The Chamber was proud to support the passage of the 2018 millage increase that will generate approximately $121 million into Fort Smith Public Schools over the next 30 years. A portion of that funding will be used to build the state-of-the-art PEAK Career and Technology Center that will be available for students across the region. We are excited about our role of paving the path that will aid in the success of the next generation.

All of these things take strong leadership from a committed team here at the Chamber and I am fortunate to have a Board of Directors that supports the Chamber and our community. Your Chamber team looks forward to continue being of service to our membership in 2020. Regardless of the sector, size, term of membership and location of business, we are all one economy. If one is successful, we will all reap the reward.

Working together, the Fort Smith Regional Chamber of Commerce, the Fort Smith Public School District and the University of Arkansas-Fort Smith look to ensure development of a strong and agile workforce both today and for the next generation. Workforce development is seen by the chamber as a key driver in protecting the region’s economic powerhouses of advanced manufacturing and logistics. In turn, secure jobs and a healthy workforce

help support the economy for top-notch health care and education options, higher quality-of-life amenities and recreational opportunities that are abundant in the Fort Smith area. “Fort Smith is leading the way on workforce development,” said Randy Zook, president of the Arkansas Chamber of Commerce. “No question … the investment the community has put into the tech center will change the game on this end of the state with the quality

of education available for technical and professional careers.” Businesses have stepped up to offer job shadowing and more apprenticeship opportunities, Zook noted. ABB Fort Smith, makers of electric motors, as well as OK Foods, both hospitals and nearly all manufacturers in the area are on board, Zook noted. Much like in Switzerland and other European countries, where apprenticeships are fostered between

It has taken a couple years to get started, but a Swiss education model for apprenticeships is also getting traction in Fort Smith. ABB Switzerland allowed six of its apprentices to complete their fouryear program at ABB Fort Smith ABB Fort Smith hosted the Swiss exchange students for 11 weeks in 2019. ABB Fort Smith has plans to do it again this year. ABB started its first youth apprenticeship program for regional high school students in Fort Smith in June 2019 with nine local apprentices. Fort Smith has taken a state lead on developing young and local talent for bright careers through initiatives that

seek exposure to career paths in technical fields. Assisting in that will be a new Career and Technical Center being built by the Fort Smith Public School District. “We’re engaging students as early as junior high school about a potential career,” said Tim Allen, President and CEO of the Fort Smith Regional Chamber of Commerce.

For example, students who show a desire to work in healthcare in middle school can begin taking concurrent credit hours earlier in life, so when they graduate from high school, they could potentially have an associate’s degree. The new career center is set to open in August 2021 with labs, classrooms, administration and common areas.

One of the keys to students’ success in Career and Technical Education is early exposure to career clusters, using YouScience data to match interest and aptitude to career possibilities, says Gary Udouj, director of the Career Education Center and District Innovation for Fort Smith Public Schools. Udouj points to existing 7th and 8th grade classes being modified to begin career connections earlier. This embeds hands-on instruction in a high-interest environment. In partnership with the Western Arkansas Technical Center at the University of Arkansas-Fort Smith (UAFS), the career and technical center is working out plans for Phase I to offer concurrent credit classes and multiple industry recognized certifications to high school students in the region. In Advanced Manufacturing, areas of

focus will include Computer Integrated Machining, Industrial Maintenance, and Automation. Students will be able to earn certificates of proficiency, technical certificates, and possibly associates degrees in each of these pathways. In Healthcare Sciences, the partnership with UAFS will allow training programs in nursing, including Patient Care Technician, and LPN certifications. In addition, the center leaders have considered housing a Sports Medicine program, and growing it to include EMT certifications. The Healthcare Sciences will include a simulation lab with testing room, three flexible classrooms and a Responsive Medicine classroom, as well as additional collaborative space. Cyber security and unmanned aerial systems are also a focus of the

Information Technology program. Students will be able to earn industry recognized certifications and concurrent credit. There is also planned growth in audio/visual arts and construction management. More than 20 companies are providing input and support for the workforce development initiative.

Apprenticeships Work-based learning and apprenticeships are included as a defining feature of the local workforce development effort. In addition to the early classroom exposure, students will experience practical learning in a world-class technical center and graduate with industry validated skills during later term apprenticeships. There is a priority on engaging students in future workspaces with industry partners. This is largely modeled from research on the success of the European apprenticeship model. Major industries in the marketplace have been engaged to participate in the development of the apprenticeship program.

As students in the River Valley begin enrolling for higher education in 2020, they don’t need to stray far to find colleges that offer state-of-the-art technology. Whether a student wants to finish an undergraduate or graduate degree, there are many different options to choose from in Fort Smith, including a Doctor of Osteopathic Medicine degree or a Master of Science in Biomedicine from the Arkansas Colleges of Health Education (ACHE). Tucked into a tranquil, natural setting at Chaffee Crossing on a 430-acre campus, ACHE is the state’s newest healthcare institution and is dedicated to

educating and training a diverse group of highly competent and compassionate healthcare professionals. ACHE is also creating health and research facilities and providing healthy living environments to improve the lives of resident doctors, staff, students and the community. ACHE’s first college is the Arkansas College of Osteopathic Medicine (ARCOM). ARCOM welcomed its third class of student doctors in August 2019. ARCOM was created in Fort Smith to help fill a physician shortage in one of the most underserved areas of the nation, according to ACHE Chief Executive Officer Kyle Parker.

Centered around lecture halls with cutting edge technology, the students learn by pairing the lecture to hands on use of the equipment. “It doesn’t make sense to just do lecture and lab,” says Clayton Holmes, EdD, Dean of Physical Therapy. “It makes sense for us to be more engaged and have students experience multiple modalities of learning during their time in the classroom.” Holmes said he and other faculty train students by preparing them for different patients ranging “from pediatrics to geriatric and everything in between” by incorporating lectures with handson experience in the classroom. He says, “the technology here is absolutely unbelievable. It positively impacts the

Depending on their lesson for the day, their desks may move around the lecture hall and in its place will be any equipment imaginable to train a professional therapist. The lecture hall is “designed for mobility, technology, and forward thinking” says Joel Webb, Vice President and Chief Technology Officer. When it’s time to move from a lecture lab to a clinic, ARCOM students can go into the High Fidelity simulation lab. This lab hosts life-size adult and child mannequins which students can treat. The mannequins can simulate almost any situation a real patient can experience. Complete with a pulse, lungs, bowel sounds, and the ability to talk to the students. The simulation lab is an emergency room setting where it’s up to the students to figure out what the patient is experiencing in order to diagnose them. This offers students life-like experiences so when they graduate, they are ready to work in a hospital or clinic. After the diagnosis, the physicians and students debrief to talk about the simulation. Susan Devero, Executive Director of Communications and Community Relations for the campus, says that the labs help students “experience hands on learning in how to diagnose and treat a patient, while under the watchful eye of an experienced physician.” The opportunities at ACHE are as big as the campus. The biomedical research suite at ACHE is home to pioneering research on enyzmes and gut health, breast cancer, Alzheimer’s, and caffeine. And that is only in half of the space of the lab. The other 3,000 square feet is going to be expanded to do even more research. Medicine is always changing, and ACHE is making sure they are staying ahead of the game by hiring some of the best researchers, says Devero.

Advanced manufacturing techniques, particularly the use of robotics, are evolving exponentially. Alvin Hirsch, in his article “4 Ways for HR to Overcome Aging Workforce Issues,” points out that approximately 10,000 people reach the age of 65 everyday in the United States, a trend that began in 2011 and will continue until 2030. According to Tracy Long, Vice President of Marketing Communications at ABB, the average employee age is 50. Fort Smith is facing this challenge headon, in part through the formation of a new Career and Technology Center with Fort Smith Public Schools. The center is set to open in August 2021 and provide students the opportunity to be trained for the future of manufacturing, according to Tim Allen, President and CEO of the Fort Smith Chamber of Commerce. “If they want to pursue a career in advanced robotic programming,” Allen said, “they will go to PEAK and work in a real world environment. Not in a classroom study. You will have a robot in front of you, and you will stand at your robot, and you will learn how to program that robot. So that when you complete the program, you’ll have two choices. You can go directly into the workforce, or you can go into higher education.” Additionally, the University of Arkansas Fort Smith assists in not only preparing students for a career, but working with manufacturers to train between 1,500 to 2,000 individuals from over 100 companies every year. department chairs or call me, and say, ‘hey, can we get a little help with this, what can you do for us,’ and then we go to them in a quick turnaround and provide the training,” he said. It is this connection between the Chamber of Commerce, education systems, and area businesses that have Fort Smith at the forefront of preparing for the future of advanced manufacturing. “Since 2013, we’ve recruited approximately $800 million worth of capital projects and over 6,000 jobs,” said Allen. He pointed out that manufacturing accounts for approximately 18 to 20% of Fort Smith’s economy. The use of robotics is perhaps the No. 1 change in manufacturing today. “Robotics and Automation will not only allow us to be competitive on a global scale as we are able to automate much of the mundane and repetitive work that does not provide value

for which customers are willing to pay,” wrote Johnny McCusker, Global Operations Manager for Nema Motors at ABB. “We need to continue to focus on opportunities that lets automation do what it does well and let people do what they do well. People are flexible and intelligent and we should not waste that on having them perform repetitive mundane tasks that require no thought, that is what robots do well.” While the use of robotics often means a decrease in the number of jobs available, that’s not the case at Qualserv, where Jimmy Freeman, Vice President of Operations, said that robotics have actually allowed the company to hire more workers. “The machines have helped us gain business, and we probably have added up to 30 to 50 people,” he said. Qualserv currently has approximately 360 employees working in a 400,000 square

foot facility. McCusker said although companies throughout the Fort Smith region are competitive, they also work together to strengthen the workforce. “We can’t provide opportunities for everyone, so it becomes competitive,” he said. “But we also work together to try to develop this talent pool. There’s a lot to be gained from collaboration.” While it doesn’t necessarily take as many people to perform the jobs, Allen said the wages are higher than what they have ever been.

The Care Hub space takes a comprehensive approach to the care Mercy wants to provide and helps improve patient interaction by enhancing discharges and transfers and removing any unnecessary delays in patient care. In 2019, the USDA awarded Mercy a grant that will help provide greater access to health care in some of Mercy’s more

rural communities, including Waldron and Paris. The Distance Learning and Telemedicine grants will help Mercy Virtual implement a project that includes hospitalists, emergency care, stroke and neurology services and video equipment. Mercy has earned Stage 7 certification from the Healthcare Information and Management Systems Society (HIMSS) for all 28 of its inpatient hospitals and critical access locations, placing us among the world’s most technologically advanced health care facilities available. Certification at “HIMSS Stage 7” puts Mercy hospitals in the top 6% of hospitals around the globe related to use of IT and electronic health records (EHR) capabilities. HIMSS evaluates hospitals using hundreds of criteria, with Stage 7 – the highest stage – serving as an industryrecognized barometer signifying an organization’s highly effective use of technology in providing care. Mercy’s No. 1 priority is the care of their patients, and Mercy is continually working toward improvement in all areas to enhance patients’ experiences while they’re in Mercy’s care. Mercy Fort Smith’s quality of care continues to be recognized. In 2019, Mercy Fort Smith was one of nine hospitals in the Mercy system to earn an “A” from the Leapfrog Group’s Fall 2019 Hospital Safety Grade. The designation recognizes Mercy’s efforts in protecting patients from harm and meeting the highest safety standards in the United States. Mercy Rehabilitation Hospital Fort Smith will care for adults recovering from conditions like stroke, neurological disease, injury to the brain or spinal cord and other debilitating illnesses or injuries. The hospital will serve as a teaching site for students in ACHE’s School of Occupational Therapy and School of Physical Therapy. In June 2019, Mercy Fort Smith opened its emergency room for prenatal care on the third floor of Mercy’s Labor and Delivery Building. Eight boardcertified obstetricians were hired through the OB Hospitalist Group to offer 24-hour care and both improve patient care and ease tension on a busy emergency department. Mercy has additional expansion plans in the works that will help bring services to patients who need them. Mercy works with the community to meet the needs of the poor and the underserved in the River Valley through other programs, including a partnership with Future School as part of the governor’s Healthy Active Arkansas initiative and a primary care clinic location at Riverview Hope Campus. In addition, Mercy offers a mobile mammography unit in western Arkansas and eastern Oklahoma to help meet the needs of rural patients. In the spirit of Mercy’s mission and in honor of their foundress, Catherine McAuley, Mercy Fort Smith has developed a holistic approach to health care that connects new and expectant moms in the community with resources they need to better care for themselves and their families. This includes the McAuley Clinic, which provides pregnancy care for patients who are uninsured, underinsured or Medicaid eligible. Mercy also partners with the Community Health Council, which works to advise and support the Fort Smith community on its health care needs. In January 2020, Mercy Cardiology Fort Smith — including Dr. Donald Shows and Janice Sudbrink, APN — partnered with Dr. Sandra Rodriguez, heart failure and transplant cardiologist with Integris Baptist Medical Center in Oklahoma City, on an advanced heart failure clinic. The outreach clinic, to be held one to two days a month at Mercy Clinic Cardiology Rogers Avenue, will provide management of and treatment options for patients with advanced heart failure. This outreach clinic adds to the continuum of care offered to patients and will make care much more accessible.

Baptist Health Baptist Health is Arkansas’ most comprehensive healthcare organization with over than 200 points of access with 11 hospitals, urgent care centers, a senior living community, and 100 primary and specialty care clinics across Arkansas and Eastern Oklahoma. The health system employs 11,000 people. Baptist Health-Fort Smith, Baptist Health-Van Buren and affiliated clinics employ 1,600 people. The Baptist Health system offers a college with studies in nursing and allied health, access to virtual care through a mobile app, and a graduate residency program. The system additionally offers a college with studies in nursing and allied health, access to virtual care through a mobile app and a graduate medical education residency program. Baptist Health’s vision is to improve the health of Arkansans by changing the way health care is delivered. By leveraging technology, Baptist Health has been able to turn that vision into a reality in the River Valley. “Not only are we investing in best-inclass platforms to improve our business processes, but we also invest heavily into systems that allow us to collaborate with our patients, encouraging them to proactively be involved in their care,” said Harrison Dean, FACHE, CMC, Region President, Western Arkansas and Eastern Oklahoma, Baptist Health. For example, Baptist Health provides computer tablets for hospitalized patients to access real-time data about their health care and the opportunity to 32

communicate with their care team. Even after returning home, patients of Baptist Health are able to continue to securely access information about their health. “We are also using this same technology to make a complete record of their health which is available securely to each patient we serve, and also to their independent health care providers,” Dean said. To make access even easier for patients, Baptist Health recently launched the myBaptistHealth mobile app which allows patients to schedule appointments and communicate with their providers about test results, medications or new health concerns, as well as access an online health library. Over the last year, many Baptist Health physicians have made strides in their fields including Dr. JeanMarie Householder, M.D., who recently completed her 1,000th robotic-assisted procedure. Householder is a board-certified obstetrician-gynecologist who specializes in minimally invasive robotic-assisted surgeries using the da Vinci surgical system at Baptist Health-Fort Smith. She has been with the health care system for 17 years. In addition to gynecological services, Householder also provides obstetric care to women in the River Valley. The da Vinci surgical system allows surgeons to perform complex, delicate operations with increased precision and improved dexterity through four robotic arms. The system can be used in a wide range of gynecological and urological

procedures. Robotic-assisted procedures often result in less pain, faster recovery and a shorter hospital stay compared to other surgeries. Another Baptist Health physician making technological advancements in healthcare in the River Valley is Dr. Arturo Meade, M.D., an interventional pulmonologist at Baptist Health Lung Center-Fort Smith. Meade was recently trained to perform a new nonsurgical valve procedure to treat severe emphysema and other life-threatening lung diseases like chronic obstructive pulmonary disease. During the procedure, a small, umbrella-shaped one-way device that is placed inside the airway of the lung. It is used to redirect air from less healthy to healthier parts of the lung, which improves overall lung function. The procedure can greatly improve the quality of life for patients who suffer from COPD. Tobacco use is the primary cause of COPD in the United States, but air pollutants at home and work can also cause the disease, according to the Centers for Disease Control and Prevention (CDC). The most recent survey from the CDC shows Arkansas and Oklahoma were among the states with the highest death rates related to COPD. UAMS At the corner of South 12th and E streets in Fort Smith is the Family Medical Center. It provides primary care to patients of all ages, including pediatric and obstetrical care, as well as treatment of immediate medical needs and ongoing management of chronic conditions. UAMS in Fort Smith has 97 employees total, with 34 of those serving as physicians. There are 26 resident physicians and eight faculty physicians. There is also UAMS West Central Center on Aging with at least four employees and UAMS Kids First with many more health care providers. With about 30,000 square feet in the new Family Medical Center building, the number of examination rooms connected to those support areas has expanded to 48, compared to 31 in the older facilities. A consultation room is part of each area to provide more space for the team-based approach to patient care, which often includes a physician, nurse, pharmacist and other clinicians. Christopher Holland, business manager for UAMS, points out how new

technology has helped the medical field beyond the classroom. Currently, the UAMS West Family Medical Center in Fort Smith offers digital health services including retinal exams, high risk OB visits, spinal/neurology consults, and pediatric urology visits. This allows patients to remain in their community, while the physician

participates from a distance location, often Little Rock, Holland explained. In the coming months, these specialty services will expand, consistent with the needs of patients in various regions of the state, in an effort to provide better access, and a better state of health for citizens.

SPIRIT of giving Fort Smith is comprised of individuals, families, businesses and groups who are caring, giving and strong. One of the most recent and powerful examples of this testament was witnessed before, during and after the 2019 flood that covered parts of Fort Smith and Van Buren. The strength of the community rose up with the waters. The Arkansas River crested at 40.79 feet on May 31. It was devastating to many, but the people of Fort Smith pulled together to help those in need. When one looks at a community for quality of living, how a community gives back to its citizens in need truly speaks to the heart of its people. Fort Smith and its surrounding areas have a strong tradition of helping those in need and truly embodies the spirit of giving.

Founded in 1928 by a group of community leaders working to consolidate resources and maximize needed funds to local agencies, United Way of Fort Smith Area has been serving the community in the areas of health, education, financial stability, and crisis for over 90 years. Eddie Lee Herndon, President and CEO of United Way of Fort Smith Area stated, “Whether it is everyday challenges or a catastrophic emergency, the Fort Smith community has an enormous heart and love for its people. We work together, play together, and strive to make this the best place to live.” Fort Smith leaders led by Rollie Boreham, former chairman and CEO of Baldor (now ABB), established an endowment fund that has grown to over $9 million providing operating funds for

SCOTT SMITH // Times Record

the United Way based on a 5% spending policy of the interest earned. This marks the 10th consecutive year in a row that 100% of every dollar raised goes back to local programs. An example of how the area United Way embodies the spirit of giving was the community’s response to the 500-year flood in 2019. With over 500 families in the river valley devastated by rain and the rising river, United Way was proud to stand alongside community leaders, first responders, the Fort Smith Regional Chamber of Commerce, and churches to provide leadership, hundreds of volunteers and aid during the relief and recovery phases. In addition to establishing feeding sites and help sandbagging to protect homes and businesses, there was the “muck out” process, and general clean up.

variety of Fort Smith venues comprise a strong, unique entertainment real for people of all ages and many interests. Uncorked, a new wine bar on Phoenix Avenue, and the downtown music

venue Majestic are two prime examples. Others include some of the many fine restaurants in Fort Smith such as 21 West End, in what turns out to the 19th century Hole in the Wall Saloon where the U.S.

Western District first held court once moved to Fort Smith in 1871. Downtown Fort Smith has seen a resurgence in restoration of cool spaces for music and dining venues, as well as historic homes. “I’m amazed at how much Fort Smith has to offer,” says Tim Allen, president/ CEO for the Fort Smith Regional Chamber of Commerce Allen said. Standing favorably in the minds of many are Fort Smith attractions and destinations like Temple Live, a fully restored and renovated 100-year-old Masonic Temple, has also garnered national attention for both architectural aesthetics and level of entertainment offered. Temple Live, built in 1929 showcases Egyptian Revival Art Deco architecture. Fully restored over several years, the venue takes visitors to another time and place for exciting concerts and

movies on the big screen. “How exciting it is that we have renovated spaces here in Fort Smith, such as the Bakery District and Temple Live,” Allen said. Once home to the Shipley Bakery, the new Bakery District at 70 S. Seventh St. now serves as a home for entertainmentdistrict fans, with numerous events and activities for the community. Among the occurrences inside the Bakery District were the movie premiere of Arkansas native and filmmaker Clay Pruitt’s latest creation, “The 24,” and several banquets and other activities. “They’ve done some exciting things in renovating some of these spaces while still retaining that historic character,” Allen said. Tonya Sarlls, Vice President of Operations for the Fort Smith Regional

Chamber of Commerce, quickly echoed Allen’s comments and excitement for the “fun places and cool spaces” that are found throughout Fort Smith. “It’s great that there are so many great spaces here in Fort Smith, and it’s not just a downtown thing, or just an eastside thing or just one other section of Fort Smith; it’s about Fort Smith as a whole community,” Sarlls said. “These cool spaces stretch from downtown to Chaffee Crossing to all over Fort Smith, and there’s still construction happening. Fort Smith is an exciting place and this is an exciting time.” Along with popular Fort Smith destinations like the Janet Huckabee Nature Center at Chaffee Crossing and the off-road cycling trails at Ben Geren Park, entrepreneurs in the area have also added many new places to kick back and

extra amenities can be purchased, said Buddy Kell, general manager for the lounge. “We have an excellent air system here in the lounge where the air comes up from the floor and out through the ceiling, and that helps with the ventilation,” he said. “When you are here in the 906 Cocktail and Cigar Lounge, you will see smoke and you will smell smoke, but it’s not overpowering. When you leave here, you won’t smell like smoke. Thirsts for the finer things are further addressed at places like JKC Cellars and Fort Smith Brew Co., in Chaffee Crossing’s Historic District. Founded at 7709 Ellis St., JKC Cellars is a family owned winery specializing in wine, beer, juice and soda, as well as a meat and cheese plate. JKC Cellars’ wine list features Miss Laura’s Green Apple Riesling, Emily’s Chardonnay, Baltz Bramble Blackberry Cabernet and

US Marshal’s Museum Located on the Arkansas River in Fort Smith’s downtown area is the new U.S. Marshals Museum. The museum will serve as more than a place for area residents and visitors to learn about American history and the Constitution, according to Jim Dunn, former president of the U.S. Marshals Museum Foundation. The U.S. Marshals Museum, will be a place to pay tribute to the fallen U.S. Marshals and deputies and includes the Samuel M. Sicard Hall of Honor. The Hall of Honor shares stories of the Marshals Service men and women who died since the oldest federal law enforcement service was founded more than 200 years ago. The museum will share the deep and the rich story of the U.S. Marshals Service from their inception in 1789 being created by President George Washington, to the Modern Marshals of the present, celebrating the over 230 years of history of the U.S. Marshals. Not only will the museum share information about the Marshals, there will also be a National Learning Center, creatively and innovatively educating the young and the wise on The Rule of Law, our Constitution.

SCOTT SMITH // Times Record

Fort Smith’s bike-share program, a public-private partnership with Coca Cola and First National Bank, began in November 2019. Zagster, which oversees over 200 bike sharing programs nationally, provides operation and maintenance.

Fun places abound in and around Fort Smith, both indoors and out. Fans of motion also can be found inside Vertical Horizons, a rock-climbing training facility located at 3625 S. 91st St. in Fort Smith. It houses colorful, uniquely shaped rock-climbing walls for adventure seekers of all ages and levels of experience. Top rope and lead wall, as well as campus board, training walls and Kids-to-Rope opportunities are included. Adventure awaits for nature lovers at many locations throughout the area, from floating on the nearby Mulberry River or Lake Fort Smith to an expanding multi-use trails system connecting parks, libraries, the university and transit system bus stops. Over two dozen family friendly parks can be found in every corner of Fort Smith, from the colorful and historic Park at West End downtown with a popular

summertime splash pad to mid-town’s Carol Ann Cross Park and Creemore Park where a fun-size passenger train carries passengers around through the year. The train is now electric with Exide Technologies in Fort Smith donating a new battery system. The “Holiday Express” train celebrated its 20th year in 2019. At Carol Ann Cross Park in the middle of Fort Smith is a stunning 61acre landscape with geese, a fishing pond, walking train and playground on what was formerly known as Wildcat Mountain and developed into a city park in 1974. Golf courses, soccer fields, baseball and softball fields, tennis and basketball courts, and even several new pickleball courts, can be found throughout the city from Ben Geren Park to the east and Martin Luther King Jr. and Tilles to the

north. Winding along the mighty Arkansas River in Fort Smith’s revitalized downtown is a new multi-use trail that offers unparalleled views of the river and 5 miles of unbroken passage from downtown to Fort Smith Park. The Greg Smith River Trail also passes by Powers Port Canoe Access. Fort Smith’s bike-share program, a public-private partnership with Coca Cola and First National Bank, is the newest outdoor activity available to residents and visitors. The bikes are available for rent at the head of the Greg Smith River Trail, near the new Riverfront Skate and Bike Park that is popular with all ages. Fort Smith has put a lot of effort into offering new outdoor amenities. Since 2015 the city parks have increased from 355 to 608 acres. Part of that land has been used for

the Riverfront Skate and Bike park, a 12,000-square-foot facility that provides pump tracks, ramps, and walls for skateboarders, in addition to paths for bicycle riders of all skill levels. One of the biggest goals for the city iis to establish a trail system, for both walking and bikes, that would run for 32 miles throughout the city. Eventually the trail system will allow someone to ride, run or walk from the riverfront to Chaffee Crossing without getting onto a street. One of the outdoor activities that has grown the most recently has been pickleball: a combination of tennis, badminton, and table tennis. New courts have been built at 7720 Mahogany Ave. in Chaffee Crossing. In addition to the outdoor space and activities available under the Fort Smith Parks Department, Ben Geren Regional Park, under the Sebastian County Parks

Department, provides an additional 1,300 acres of use, including a 27-hole golf course, over 24 miles of trails (over seven of which are paved), two 18-hole disc golf course, a 27-hole mini-golf course, 12 soccer fields, 10 softball fields, and six tennis courts. One of the most popular new outdoor amenities in Fort Smith is the Parrot Island Waterpark next at Ben Geren Park. It includes four water slides, a wave pool and the latest addition is the FlowRider surf simulator. Among the many historical structures in downtown Fort Smith is a completely restored, 77-year-old Ferris wheel built at the Parks at West End. It was built by the Eli Bridge Co. in Jacksonville, Ill. Rising 55-feet, 2ž inches above the park overlooking the Arkansas River, the 19,637-pound, 16-seat wheel strikes an iconic image for a city set to celebrate its bicentennial. The big wheel is now
