FRANCIS XAVIER MARTIN UNITED STATES NAVY
Retiring At 30 Years And 9 Months Captain Francis Martin graduated from the College of the Holy Cross with NROTC commission in 1984. Sea duty assignments on USS WORDEN (CG 18), USS PAUL F. FOSTER (DD 964), USS HIGGINS (DDG 76) and Chief Staff Officer for COMDESRON 23 (the Little Beavers). Shore duty assignments on Surface Operations staff at COMPACFLT; Instructor at Surface Warfare Officers School in Coronado, California; Tactical Action Officer instructor with the Royal Australian Navy in Canberra, Australia; and OPNAV N70 staff for Integration and Assessments conducting analysis on future theater and ballistic missile defense systems. He served as Commanding Officer at U.S. Fleet Activities Chinhae, South Korea from June 2003 to July 2005. At Standing Joint Force Headquarters (SJFHQ), U.S. Joint Forces Command, he supported Federal Emergency Management Agency following Hurricane KATRINA in Louisiana.
In October 2005, he deployed to Islamabad, Pakistan following a major earthquake to establish the Joint Task Force that directed U.S. military relief operations. In 2007, he led a planning team to develop the Crisis Response Concept Plan for COMFIFTHFLT in Bahrain. In 2008, he served on flag staff for Commander Naval Surface Force Atlantic. He assumed his second Installation Commanding Officer tour at U.S. Fleet Activities Sasebo, Japan from April 2008 until July 2011. Sasebo was the main U.S. Navy supply point for Operation TOMODACHI providing humanitarian assistance following Japan’s earthquake and tsunami. Served as Director of Operations (N3) and Chief of Staff for Commander Navy Installations Command from August 2011 to August 2013. Captain Martin assumed command as Commander, Navy Region Midwest in August 2013 and effectively led its disestablishment September 2014. He served as Special Projects Officer at Naval Station Great Lakes.

RICHARD A. BROWN UNITED STATES NAVY
Commander, Naval Service Training Command Rear Admiral Richard A. Brown is a native of Lowell, Massachusetts. He graduated from the United States Naval Academy in 1985 with a Bachelor of Science degree in Mathematics. His sea tours include Navigator and Damage Control Assistant in USS Charles F. Adams (DDG 2); Flag Lieutenant for Commander, Cruiser Destroyer Group Twelve; Operations Officer in USS O’Bannon (DD 987); Operations Officer in USS Leyte Gulf (CG 55); Executive Officer in USS Mahan (DDG 72); Commanding Officer, USS The Sullivans (DDG 68); and Commanding Officer, USS Gettysburg (CG 64). Every year he commanded a Navy ship, his crew earned the Battle Efficiency Award. In 2009, USS Gettysburg also earned the Arizona Memorial Trophy. Ashore, he served as Flag Secretary for the Supreme Allied Commander Atlantic/ Commander in Chief, United States Joint Forces Command; Branch Head for Surface Commander and Lieutenant Commander
Assignments, Navy Personnel Command, PERS 410; Strategy and Policy Branch Head for OPNAV N3N5IW; Executive Assistant to the Assistant Secretary of the Navy (Manpower and Reserve Affairs); and Commanding Officer, Surface Warfare Officers School Command. He took command of the Naval Service Training Command in June 2014. He holds a Master of Science degree in Operations Research from the Naval Post Graduate School and a Master of Arts degree in National Security and Strategic Studies from the Naval War College. His personal awards include three Legions of Merit, the Defense Meritorious Service Medal, two Meritorious Service Medals, five Navy Commendation Medals and two Navy Achievement Medals

RICHARD T. MENHENICK ROYAL AUSTRALIAN NAVY
Commodore of the Royal Australian Navy Commodore Richard Menhinick was educated in Sydney and joined the Royal Australian Navy in January 1976 as a Junior Entry Cadet Midshipman. After graduating from Naval College in 1980. In 1987 he undertook the Principal Warfare Officer’s course, before graduating as a Direction (Air Warfare/ Combat Systems specialist) officer. He then served on exchange at sea in the Royal Navy for two years in the destroyer HMS CARDIFF. The UK post included a deployment to the Persian Gulf as part of the “Armilla Patrol” monitoring Iran and Iraq. He was posted to HMAS BRISBANE as Direction officer and served during the Gulf War. He was awarded the Commendation for Distinguished Service. He was then appointed Executive Officer destroyer HMAS HOBART from 1993-1995. In 1995, he was posted to Canberra as Head of the Operational Design Group at the Navy Combat Data System Centre. He was Deputy Director Surface Warfare Development
at ADHQ. He then commanded the ANZAC frigate HMAS WARRAMUNGA from 2000-2002 and then commanded the HMAS ANZAC from 2003-2005. He became Director of the Sea Power Centre, Australia. This period included the Northern Trident deployment which encompassed the 90th anniversary of the Gallipoli landings and the International Fleet Review in Britain for the 200th anniversary of the Battle of Trafalgar He served one year as Chief of Staff to Vice Chief of the Defence Force/Commander Joint Operations assuming the position as Director General Military Strategy in Strategic Policy Division. He posted back into Navy as the inaugural Director General Navy Transformation & Innovation. He was appointed Commander of the Combined Task Force 150 in the Middle East Area of Operations from December 2009 to April 2010 and Commandant of the Australian Command and Staff College in May 2010.

WILLIAM A. BULIS UNITED STATES NAVY
COMMANDING OFFICER NAVAL STATION GREAT LAKES Captain Bulis was commissioned in 1990 upon graduation from the U.S. Naval Academy. He was designated a Naval Aviator in September 1993 and selected for follow-on training in the E2C Hawkeye. His squadron tours include the VAW121 BLUETAILS (1994-1997) deployed in USS George Washington, the SUN KINGS of VAW-116 (2002-2003) serving as Operations Officer and Maintenance Officer deployed in USS Constellation. In May 2007, Captain Bulis reported to the “REDHAWKS” of VT-21 and served as Commanding Officer from 2008 to 2009. He reported to USS HARRY S. TRUMAN, CVN-75 serving as “Air Boss” from 2010-2012. Captain Bulis’ Landing Signal Officer (LSO) tours include the staff of the Landing Signal Officer School at NAS Oceana from (1997 – 2000) as Operations Officer and instructor LSO; CARRIER AIR WING SEVEN Staff LSO (2000-2001), and as Commander, Naval Air Forces, U.S. Atlantic Fleet’s FORCE
LSO (2001-2002). Captain Bulis attended the Naval War College’s College of Naval Command and Staff, earning his M.A. in National Security and Strategic Studies in 2005 as a resident student. Following graduation, he joined the staff of the White House Military Office as the Successor and Staff Support Program Manager, working on policy and inter-governmental coordination (2005-2007). Captain Bulis commanded Naval Support Activity Lakehurst, where he was dual-hatted as Deputy Commander, Joint Base McGuire-DixLakehurst, N.J. Captain Bulis’ individual military decorations include the Defense Meritorious Service Medal, Meritorious Service Medal (three awards), the Strike Flight Air Medal, Navy Commendation Medals (four awards, one with Combat ‘V’) the Navy Achievement Medal. He has logged over 2,800 flight hours and 480 arrested landings on 11 different aircraft carriers.

Aye, Aye mates. For thirty years, This Sailor has stood the watch. While some of us were asleep in our bunks at night, This Sailor stood the watch. While some of us were in school learning our trade, This Officer stood the watch. Yes... even before Francis, Oscar, Nevin, and Sophia were born into this world, This Officer stood the watch. In those years, when the storm clouds of war were seen brewing on the horizon of history, This shipmate stood the watch Many times he would cast an eye ashore and see his family standing there, Needing his guidance and help, Needing that hand to hold during those hard times, But he still stood the watch. He stood the watch for thirty years. He stood the watch so that we, our families and our fellow countrymen could sleep soundly in safety. Each and every night Knowing that an Officer stood the watch Today we are here to say “Captain Francis X. Martin, the watch stands relieved. Relieved by those you have lead, guided, and trained. Shipmate you stand relieved.. we have the watch.�
