The Town of Owego: 2018 in Review Looking Ahead to 2019 By Donald Castellucci, Jr., Town of Owego Supervisor

It seems like 2018 was gone in a blink of an eye! I hope you and your family were able to enjoy a Blessed Christmas and holiday. I appreciate and am humbled by the continued words of kindness, support and encouragement I receive. I find it just as important to listen to individual concerns as well. As I begin my 24th year in office, I anticipate another year of projects, challenges and successes. This past year the Utilities Dept was busy continuing to maintain our aging infrastructure, dealing with federal and state regulations and preparing for capital projects. The disinfection project at S-1 wastewater treatment plant (Owego) was completed. S-2 wastewater treatment plant (Apalachin) digester covers were repainted. The Lisle Road Reduced Pressure Zone (RPZ) building was completed. The town accepted bids to complete final projects from the 2011 flood at the S-2 treatment plant in the amount of $617,800. This will be reimbursed by FEMA. The town was also awarded grants totalling $549,000 to complete work at the Davis Hill pumphouse. This will improve the sanitary sewer collection along Davis Hill and the above neighborhood, as well as alleviate discharge into Brick Pond. The total bid for this project was $712,000. Sanmina closed its doors,
which will cost about $120,000 in lost revenue to the department. It is anticipated that in 2019 the process will begin to replace the well house servicing the Crestview Heights/Pine Knoll area. This is the last well house that needs to be redeveloped. I would like to thank Utilities Director Jeff Parker for his service to the town as he will be retiring this February. The town wishes him a happy and healthy retirement. In his place, former Chief Plant Operator, Tyson Stiles, will be the new Director of Utilities. He has hit he ground running! The town wishes him the best of luck in his new position. Planning and Zoning will be busy early January receiving many calls for pavilion reservations at Hickories Park. Building permits included 9 single family residents, 6 mobile homes and some dairy barns built by Amish new to our area. Peterbuilt moved into our area at the old 84 lumber site, Dollar General opened in Apalachin, and the new Apalachin Fire Station opened as well. I hope to announce a new industry to the area in the coming months. W&W Landscaping/ Cornerstone Gardens opened an outdoor banquet destination. If you haven’t seen the facilities, check them out. Tioga County Leads NYS in Growth Rate While real Gross Domestic Product (GDP) fell in seven of the Southern Tier’s fourteen counties in 2015, Tioga County led all of New York State with a 10.8% growth rate, according to a new statistical report issued by the U.S. Bureau of Economic Analysis (BEA) on December 12. The BEA defines GDP as the total value of all goods and services “originating in all the industries in the county.” The real GDP measure adjusts for inflation, meaning it removes the effect of price changes. The report, covering the period from 2012 to 2015, is described as a “prototype” and is the first attempt to provide individual GDP statistics for all counties in the United States. The data suggests that Tioga County’s 2015 performance is part of a larger trend. The County grew by 22.1% between 2012 and 2015, second only to Steuben County’s 24% growth rate during this period. “This is certainly encouraging news for Tioga County,“ stated Eco-
nomic Development and Planning Director LeeAnn Tinney. “This data is clear evidence that we are heading in the right direction with the recent growth in manufacturing and agricultural sectors.” In 2014-2015, real GDP growth rates in the Southern Tier region ranged from Tioga County’s 10.8% growth to a 4.7% decline in Schuyler County. Tioga County’s performance was propelled by a 15.8% increase in “private goods-producing industries,” which include manufacturing, construction and agriculture. Notably, this growth was accomplished despite a 4% decrease in spending on government salaries and programs. County Legislative Chairperson Marte Sauerbrey added, “It is impressive that according to 2014-2015 data, Tioga County not only lead all of NYS in growth rate, but was also in the top 7% of all counties across the US.” The BEA plans to release countylevel GDP statistics annually, starting in December 2019.

The Tioga County Legislature announces its 2019 annual agricultural district enrollment period, which will run from January 2 to January 31, according to Article 25AA, §303-B of the NYS Agriculture and Markets Law and Tioga County Legislature resolution 296 -03. During this time, any agricultural property owner may request inclusion of viable agricultural land not already included in a certified NYS Agricultural District. Tioga County has three agricultural districts that are made up of individual parcels or properties, but organized by municipal boundaries. The North Tioga Agricultural District contains agricultural parcels in the Towns of Richford, Berkshire, Newark Valley and the Village of Newark Valley. The Spencer Agricultural District contains agricultural properties in the Towns of Spencer, Barton, Candor and Tioga. Third is the Owego / Nichols Agricultural District containing properties in those two towns. Any agricultural property owner in any of these three districts may request to have their land included in these districts during this enrollment period. The property owner must demonstrate that the agricultural land is viable or actively farmed. The property owner must also supply the owner name and tax map number of the property and a description of the property, including the boundaries of the parcel. Only whole parcels are eligible for inclusion. The Tioga County Legislature must hold a public hearing and officially adopt the land requested to be included in certified agricultural districts by the end of April 2019. This opportunity is for inclusion only of land in agricultural districts. Requests from existing agricultural district property owners to remove land from an agricultural district can be addressed only during the regular eight-year review periods. The North Tioga Agricultural District is up for its eight-year review in September of this year. Therefore, requests received from Richford, Newark Valley and Berkshire will be held and addressed in the full eight-year review process. Requests received from the other two agricultural districts described above will be addressed during this annual inclusion period. There are many benefits to farmers to including active farmland in a certified NYS Agricultural District such as: Right to Farm Probably the most beneficial and well known is the Right To Farm. Under this section of the law, the Commissioner of Agriculture and Markets will investigate nuisance complaints against a farming operation. If the commissioner deems that the farming practice in question is

sound, it is not considered a nuisance. The commissioner investigates cases only for farm operations located within agricultural districts. Municipalities can also adopt their own right to farm local law. Policy of Local Governments When town or village boards develop local laws, plans or ordinances, they must do so in a manner that supports the goals and policy of the Agricultural Districts law and does not unreasonably restrict or regulate farm operations with agricultural districts. The Commissioner of Agriculture and Markets will investigate complaints and is allowed to initiate legal action against local governments that do not adhere to this policy Farmland Restoration from Natural Gas Development Activities NYS Department of Agriculture and Markets, Division of Agricultural Protection and Development can provide technical review and recommendations to participating landowners in the agricultural district program in attempt to avoid or minimize agricultural impacts associated with natural gas development such access roads, well pads, and pipeline construction activities. The review includes construction stage mitigation and restoration measures as well as postconstruction (follow-up) recommendations on farmland impacts and corresponding rehabilitation measures. Notice of Intent Another benefit is that any public agency proposing a publicly funded residential, commercial, industrial or infrastructure project on or to acquire land within an agricultural district is required to file a Notice of Intent with the Commissioner of Agriculture and Markets. The County Agricultural and Farmland Protection Board then has the responsibility to develop an Agricultural Data Statement which details adverse impacts on farming, including the loss of viable agricultural land. Tax Incentives Finally, if agricultural land receiving an agricultural assessment is converted to a non-agricultural use, back taxes are owed for 8 years. However, if the land is enrolled in an agricultural district, only 5 years of back taxes are collected. Additionally town boards can adopt resolutions authorizing agricultural assessments to be used for the assessment value, instead of full real property assessment for properties within agricultural districts, in benefited areas such as fire districts, ambulance districts, etc. The Tioga County Planning Department administers this Agricultural Districts program for NYS Department of Agriculture & Markets. NO JOB TOO SMALL “One Dot at a Time,” an exhibit of work by George Lohmann is open at the Tioga Arts Council in Owego. “When people see my work, they invariably ask something like, “You do this one dot at a time?” This is, of course, to a great extent true,” said George Lohmann, an expert at stippling. Using dots to create form, shading, and depth, his ability to accurately depict minute details creates a complexity in sharp contrast to the deceptive simplicity of his compositions. By honing in on the essential details needed to convey the
feeling of a piece, and eliminating the non-essential, he shares the beauty of his artistic vision with us. Unerringly leading our eye through each scene, often making use of large blank white spaces, the effect is dramatic and stunning. Each scene is imbued with a sense of stillness and peace. His work is beautiful, eye catching, and timeless. Lohmann’s work is only display now through January 26, 2019, at the Tioga Arts Council, 179 Front Street in Owego. Waverly Students Awarded Scholarship A Tioga County resident has been awarded a $77,760 “Excellence in Education Scholarship" to attend Alfred State. Lillian Keefer of Nichols is slated to graduate in 2019 from Waverly High School and has been accepted into the nursing (AAS/BSN) program. The Excellence in Education Scholarship (free tuition, room and board) is awarded to students who possess a 94 (3.7 on 4.0 scale) or
better cumulative high school average through their junior year; and at least a 1310 combined reading/ writing and math SAT or 28 composite ACT score. Recipients must maintain a required grade point average to continue to receive funding in subsequent semesters. Alfred State offers 49 associate degree programs, 27 baccalaureate degree programs, and two certificate programs.

Sauerbrey is 2019 County Legislative Chair Martha Sauerbrey was elected chairwoman of the Tioga County Legislature at its first special and organization meeting of the year on Wednesday, January 2, 2019. Sauerbrey begins her seventh year as Chief Executive Officer of Tioga County. Legislator Ed Hollenbeck will serve as Deputy Chair and Legislator Dale Weston will serve as the 2nd Deputy Chair of the Legislature for 2019.
County Clerk Andrea Klett swore -in Legislators Cliff Balliet, Tracy Monell, Dennis Mullen, Martha Sauerbrey, and Loretta Sullivan for their new terms of office. Legislator Balliet took his oath of office as a newly elected Legislator representing Legislative District #1. Legislator Balliet replaces Legislator Dick Huttleston who retired in December 2018 after faithfully serving on the Tioga County Legislature for 26 years.

The Town of Owego: 2018 in Review Continued from page 1 The Assessor’s Office is busy guiding residents through STAR exemptions. Seniors turning 65 in 2019 should come in and apply for the Enhanced STAR exemption before March 1. This will help with the school tax bill in September. Also, the Enhanced Star Income Verification Program is now mandatory for 2019. Senior Aged Exemption applicants will still need to come into the Assessor’s Office to apply for this exemption each year as this exemption is income based. The Owego Town Clerk’s Office is always a busy spot and many times the face of the town. Whether paying taxes, utility bills, dog licenses, or many other provided services, most of us need this office at some point during the year! 2018 started on a hectic note with the new federal tax laws going in to affect. The state was encouraging residents to pay their taxes early, causing a lot of confusion for residents. The clerks handled the situation effectively and professionally and we were able to get through the situation. Sporting licenses were as busy as always. As I write, tax season is off and running again. I am confident you will receive the same professional service you’re accustomed to. The Parks Department had another busy year. Despite the rainy summer, camping revenues totaled $214,115. That was the second highest revenue on record. The concrete floor was replaced at Pavilion 6. Six dugouts at Muth Park were demolished and rebuilt. Two emergency exits were replaced at the town hall. Several flood events had to be managed at Hickories Park. Fencing was repaired at Woodside West Park. Fencing around the dog park was repaired as well. On July 4th the new Doris B. Scott bandshell was rededicated. Lastly, preparations for the new electronic sign to be installed at the town hall are underway. The Town of Owego expended over 1.3 million dollars in contractor asphalt placement and surface treatments. The town saved money by recycling the road millings into a surface treatment aggregate that was used on many of the projects. Weather conditions hampered construction and repair this season. Ditching and piping replacement have been a main focus. Unfortunately, at times, an issue was resolved only to be damaged again by the next weather event. The LED streetlight project is nearly complete. We are already realizing significant savings. I will provide a six-month comparison upon completion of the project. Many residents have asked where the
MEGA Community Aggregation project stands? There was a delay in the process due to new technical and administrative security standards that needed to be met. This process is nearly completed. It is expected that requests for proposals (RFP) will be issued around the end of January. There will be about a six-week process to review proposals and present options to the town board. Then it will be decided whether or not to accept a proposal. If a proposal is accepted, a final education session for residents will be scheduled. That is anticipated to be in March. As many you have heard over the past five years, the Town of Owego has been planning a new Shared Facilities Structure to be constructed to the west of the current town hall on existing town property. Unfortunately, a lot misinformation and half truths have been disseminated to the public by elected officials, some residents that have their own agenda, and some residents innocently repeating what they believe to be correct. There have also been many residents that have come forward to get facts and understand the process and the costs. I cannot possibly address this issue within the confines of this space. I can tell you that the bids came in at 9.4 million dollars and were approved in December. My office is always open to anyone who would like to come and discuss the project, its origin, benefits and costs. By the end of January, I will have a compilation of all the facts pertaining to the project, the costs and the cost to the taxpayer. Please note that this project is being funded by a local bond up to six million dollars, state funding, savings, sale of town property and mitigation money through FEMA. I will hold two public information sessions. One in the village and one at the town hall. The dates and times will be advertised on our website and through the media. I have a long record of voting my conscience on projects and processes that were essential to the town or in some cases, in my opinion, were not essential. I have never let politics get in the way of those decisions or worried about the outcome of my next election. That is not to say that there aren’t times when you have to make political decisions, you do. I can look in the mirror and state, I have never made one that I thought would ever have a negative effect on the betterment of the town. I am humbled that you have trusted me for 24 years in office. In the end, you may not agree with my analysis of this project. You can be assured, I have examined this from the aspect of what is best for the town over the next 40 years.

The Tioga United Way’s Dancing United with the Starz ’18 was a great success thanks to their generous donors, sponsors, dancers, volunteers and supporters. On Saturday, December 1, 2018, more than 400 guests sparkled and swayed in Tioga Downs’ gorgeous grand ballroom in Nichols. Over-thetop hors d’oeuvres were enjoyed while participating in an exciting balloon pop. Their attention was then brought to the dance floor where Masters of Ceremony Lew Sauerbrey and Cate Pichany along with Disc Jockey Mike Neil, kept the audience engaged and grooving. Tioga United Way Executive Director, Carolyn Palladino, announced that Mr. Jeff Gural would, once again, match half of what was raised for the entire event. This clearly inspired the audience to reach deep down in their pockets and donate even more. The highlight of the event was watching the 11 competing couples light up the dance floor. The couple who won the Judge’s Choice Mirror Ball Trophy was Sabrina Slater, the Pastor of Christ the King Fellowship Presbyterian Church in Spencer, NY, and Merlin Joseph, Manager of Key Bank in Binghamton, who danced a salsa soca and wowed the audience. The couple who took home the People’s Choice Mirror Ball Trophy and raised the most money was Tia
Wright with her brother, Arthur Murray Instructor, Harrison Wright, who danced a Mambo with a fun Bollywood beat. The total amount raised from the event surpassed their goal of $50,000 which will go toward the 34 agencies of the Tioga United Way. In attendance were NY Senator Fred Akshar, Mr. and Mrs. Jeff Gural, Tioga County Legislator, Marte Sauerbrey, as well as many friends and family who travelled from all over to support their favorite dancer. The Tioga United Way would like to give special thanks to Jana Bowen, Anne Grant, Barbara Patten, Madison Hornick, Teresa McNamara, Connie Sternberg, Betsy Snyder and Jenny Ceccherelli for volunteering their time and energy to make this event a success. The Tioga County Legislature is pleased to announce the Institute for Advancement Class of 2018. Nineteen county participants embarked on their training journey in January and concluded in November. Tioga County established the Institute for Advancement, a program intended for developing existing county employees with the goal of advancing their positions within the county, after Strategic Planning updates revealed the need for succession planning. The Institute for Advancement participants were honored by the Tioga County Legislature at the December 5th Work Session. First Round of $250,000 In Funding Announced by Tioga Downs Regional Community Foundation As part of the commitment of Tioga Downs and owner Jeff Gural, Tioga Downs hosted its very first cocktail reception officially announcing the recipients of the first $250,000 in funding through the Tioga Downs Regional Community Foundation, a non-profit organization that reviews and selects applications for grant funding. Pomeroy Grant Awarded to Baker Fireman’s Fountain Restoration Effort Project work to resume in spring with ongoing fundraising. Owego Hose Teams, Inc. recently was awarded a William G. Pomeroy Foundation grant for the Baker Fireman’s Fountain restoration effort through the foundation’s Historic Roadside Marker Program. The sign will serve a dual purpose in educating the public about the fountain and fostering historic tourism. The blue and gold signs are found throughout historic Owego. The new roadside sign will read: BAKER FIREMAN ERECTED AUGUST 26, 1914, THIS FOUNTAIN HONORS PAST FIRE CHIEF GEORGE H. BAKER, KILLED IN A 1913 ACCIDENT, AND ALL OWEGO FIREFIGHTERS. WILLIAM G. POMEROY FOUNDATION 2018 Work on the fountain site has paused until next spring when excavation will resume and the pouring of the fountain base will take place. Once the base is poured the restored fountain will be returned and installed by Robinson Iron from Alabama. The hose team anticipates the project’s completion in the late spring barring any unforeseen issues.
Fundraising for the project continues which includes the Owego Hose Team Memorial Golf Tournament set for June 1, 2019, at Tioga Golf Club. The 3rd annual tournament has become one of the largest charity tournaments in the Southern Tier with 65 teams and 260 golfers participating. Early registration and sponsorships are available at www.OwegoHoseTeams.com. Memorial bricks continue to be sold as well with the number sold quickly approaching 400. Owego Free Academy Class of 1970 recently made a large brick purchase and is working on purchasing more. Bricks for the Memorial Walkway can be purchased on the hose team website as well. County Invites Public Comment on Draft Hazard Mitigation Plan Update Since 2007, Tioga County has had a countywide Hazard Mitigation Plan (HMP), prepared in accordance with state and federal standards and approved by the Federal Emergency Management Agency (FEMA). Since March 2018, the county and its municipalities have been working on reviewing, revising, and updating the current HMP. Tioga County and its municipalities are pleased to announce that they have completed the draft update of the Tioga County HMP. The HMP is a blueprint for reducing property damage and saving lives from the effects of future natural disasters, and to enable the county and municipalities to be eligible for qualifying mitigation projects. gacountyny.com and choose the last tab under Plans and Programs. The public is invited to provide comment using the comment button provided on this page. Representatives from the Federal Emergency Management Agency (FEMA) and the NYS Department of Homeland Security and Emergency Services (DHSES) will now review the draft plan for compliance with state and federal standards. It is hoped that this plan that the Tioga County Legislature and all its municipal governing boards will be able to adopt this Hazard Mitigation Plan in early 2019, so municipalities can access FEMA’s hazard mitigation grant programs to further essential resiliency efforts. Cornell receives $640,000 grant for 4-H UNITY Cornell University and Cornell Cooperative Extension (CCE) recently announced the award of a $640,000 fiveyear Children, Youth and Families At Risk (CYFAR) Sustainable Community Project grant from the National Institute of Food and Agriculture, U.S. Department of Agriculture for 4-H UNITY (Urban Neighborhoods Improved Through Youth). 4-H UNITY will be implemented by CCE Broome 4-H educators in Endicott and by CCE Monroe 4 -H educators in Rochester. UNITY will use Youth Community Action (YCA), a 4-H Signature Program, and a two-generational approach to address poverty and food insecurity. The project will be conducted by CCE Broome and CCE Monroe in close partnership with community partners and the New York State (NYS) 4-H Office, Cornell University. UNITY’s approach focuses on the needs of vulnerable teens and their parents to strengthen family well-being, break the cycle of generational poverty and improve the community. UNITY teen/parent teams will become community change agents and conduct community improvement projects. Through the project, teens will gain the skills needed to graduate successfully from high school, prepared for college, careers and citizenship. “Visiting professors” from local organizations, colleges and universities will conduct STEM-based seminars to inform youth-determined and youth-designed projects. UNITY Teen Leaders will use interactive theater presentations to build

“Thanks” from Apalachin Lions A long-standing tradition in Apalachin has been the Apalachin Lions Christmas Program. This Christmas (2018), 47 families (74 children) received toys, certificates for food and gift certificates for children 15 and under. Although this program is spearheaded by the Lions, it is a total effort by many people and organizations in Apalachin, Campville East to the Broome County line and Little Meadows, PA. All the food and toys come from community efforts and donations. Approximately 285 hours of effort were expended, and the Lions club furnished approximately $4,100 in gift certificates.

Vestal Accepting Applications for 2019-20 Pre-K Vestal Central School District will continue its Universal Pre-Kindergarten (UPK) program for the 2019-20 school year, contingent upon the receipt of grant funding from New York State. Applications are being accepted for eligible children who will turn fouryears-old by December 1, 2019. Eligible children must be Vestal Central School District residents and two proofs of residency will be required. The half-day pre-Kindergarten program is free to eligible children, but transportation is not provided. Letters with Vestal’s Universal PreKindergarten program application are being mailed to families with eligible children as of the 2018 census by January 5, 2019. Applications are also available at www.vestal.stier.org/ universalpre-k_home.aspx, or you can request an application packet be mailed to you by calling (607) 757-2291 or emailing srmurphy@vestal.k12.ny.us.
Sites for the 2019-20 Universal PreKindergarten program are still being determined. Applicants will be notified of site options. The number of seats available in the program is determined by funding from New York State. New York State includes funding for UPK programs to “provide four-yearold children with a universal opportunity to access high quality preKindergarten programs that prepare them for future success by developing strong foundational skills in literacy and numeracy.” Any child living in temporary housing in the Vestal Central School District who will be four-years-old by December 1, 2019, will be given a seat in this program. Letter to the Editor Dear Editor, There has been a lot of reporting on the PEMA and FEMA apparent disinterest in the flooding in the Twin Tiers. Bradford County is reevaluating its flood plains and Tioga County, NY, risk management is reviewing its plans. During our last major flood Binghamton, Owego and Athens had substantial flood damage and governmental agencies were able to fiscally offset some of those costs. As citizen taxpayers of a community one has to ask oneself to what extent am I responsible for the

repairs of recurrent damage to those who continue to live in the flood plain with a high risk of damage. Insurance costs for those who choose to stay there are going up. Curtis Joins Industrial Development Agency
TEAM Tioga has announced that Christine Curtis took over as Executive Administrator of the Tioga County Industrial Development
Agency (TCIDA) on November 26, 2018. In this role, Christine will work to fulfill the TCIDA’s mission to strengthen the economic base of the community by creating and maintaining jobs. Christine joins TEAM Tioga from the Tioga County Treasurer’s office, where she had served as Tax Roll Supervisor since 2016. She holds a bachelor’s degree in Economic Finance Analysis from Binghamton University as well as an associate’s degree in Business Administration from SUNY Broome. Christine is a native of Broome County and a graduate of UnionEndicott High School. She currently lives in Endicott.
