Sauerbrey Re-Elected Legislative Chair
The Tioga County Legislature held their First Special and Organizational Meeting of 2021 on January 4, 2021.
Legislative members elected Martha Sauerbrey as Chair of the Tioga County Legislature for 2021. Sauerbrey has the responsibility of running the day-to-day business of the county as the Chief Elected Official. Legislator Ed Hollenbeck was elected Deputy Chair and Dale Weston 2nd Deputy Chair. Legislator Sauerbrey was elected to the Tioga County Legislature in 2005 and this year marks her eighth consecutive year as the Chair of the Tioga County Legislature. Legislative Chairwoman Sauerbrey commented, “2020 was one of the most - if not the most challenging years in my career as a Government Leader. I am pleased to be elected as Chair by the Legislature and I look forward to rounding the corner on the COVID-19 Pandemic and bring our priorities back in focus for the future. First, however, we have to get our communities healthy and free to move about. I along with the entire Legislature will work for the success of the COVID-19 Vaccine and the elimination of the virus.”

OFD Bands, Owego Hose Team to Host
Valentine’s Day Chicken BBQ - Feb. 13
The Owego Free Academy (OFA) Bands and Owego Hose Teams, Inc., will host a chicken barbeque on Saturday, February 13, from 11:00 am until gone, with pickup at the Owego Apalachin Middle School, 3 Sheldon Guile Boulevard, in Owego. Proceeds benefit the OFA Bands composition project. OFA Band members and their director, Lindsey Williams, are commissioning Dr. Dana Wilson, of Ithaca College, to write a new work for concert band in honor of the Village of Owego. The OFA Band members were inspired to seek this commission after learning past OFA teachers and student teachers, Frank Battisti, Roger Keagle, and Philip Paul Bliss were active in commissioning and composing. The Tioga County Historical Society has been instrumental in helping collect information on historic figures and events for the piece. In the months to come, members of the Grades 7-12 bands and choruses will learn about Owego’s local history, composing and com-
missioning virtually with Professors Wilson and Battisti. A digital premiere, much like the OA Music Department’s recent “Holiday Sing Along,” is to be released in June through the OFA Bands’ social media sites and broadcast on WEBO in honor of both Mr. Battisti’s 90th birthday and the Owego Rotary’s Centennial Anniversary. The piece is in tribute to the Village of Owego’s valiant support of arts and culture over the past 100 years and all the years yet to come. The menu will include “Cornell Chicken” halves, the Duke’s baked beans, salt potatoes, and Roma roll for $10. Take-out, drive thru, or home delivery is available. Getthere Provides Rides to COVID-19 Vaccination Appointments Don’t let lack of transportation keep you or a loved one from getting to the doctor or clinic for the COVID-19 vaccines. Rural Health Network of South Central New York’s mobility management program, Getthere, can provide rides to vaccinations. According to Getthere Director Bill Wagner, as local residents continue to sign up for the vaccinations, getting to that appointment may be difficult for some so Getthere is offering assistance. Getthere is ready to get you to your
vaccination. Contact the Getthere Call Center at (855) 373-4040 to speak with a Mobility Transportation Advocate for help in scheduling a safe, secure ride. No referral needed. The Getthere call Center operates Monday through Friday, 7:00 am to 7:00 pm. A Golden Bear ‘high-five’ goes to Vestal High School Coach Jim Cerra, who was selected as the Northeast Section Girls Outdoor Track & Field Coach of the Year by the National Federation of State High School (NFHS) Coaches Association. Coach Cerra was selected based upon performance in the 2019-20 school year, lifetime community in-
volvement, school involvement, and philosophy of coaching. He is not only a long-standing coach in the Vestal Golden Bears athletic program, but was also a science teacher at Vestal High School (Retired 2018) for many years. NFHS Coaches Association recognizes leaders and role models at the interscholastic level who contribute in a positive way in shaping our athletes and the youth of our community. Apalachin Lions Scholarships 2021 The Apalachin Lions 34th Annual Scholarship program will award $3,000 in scholarships to deserving students from the class of 2021 who live in the 13732, and 13760, 18830 ZIP Codes. This covers Apalachin, Campville east to the Broome County line, and Little Meadows, PA. The scholarships are awarded to students who have made outstanding contributions in service to their community and school. Distribution of scholarships will be as follows: One $1,000 scholarship will be awarded to students who attend Owego Free Academy and Vestal High School, and one $1,000 scholarship will be awarded to a stu-
dent who attends either of the following schools: Broome Tioga BOCES, Montrose Junior-Senior High, Seton Catholic Central High School, Ross Corners Christian Academy, and Home Schooling (LEAH). The distribution of scholarships is based on the relative numbers of students from Apalachin, Campville and Little Meadows attending each of the schools. Grants Awarded to Local Organizations Five organizations in the region were recently awarded grants totaling $27,300 from the Community Foundation for South Central New York. The successful grant applications, approved through a competitive volunteer panel and board review process, are for projects and programs designed to foster racial justice and equity and combat racism. The Foundation received 16 applications for grant awards from the newly established Racial Justice and Equity Fund. The local organizations which received grants are: Broome County Land Trust: $10,000 for a Youth Story Corps project addressing inequities in housing Shanel Boyce Consulting, Coaching & Counseling Services: $10,000 for a six-month training program for community organizers, “Organizer Boot Camp” Support Black Business 607: $5,000 for a financial literacy program for members of Support Black
Business 607 Chenango Historical Society: $1,300 for an indigenous consultant to help shape exhibits of indigenous artifacts Southern Tier Alphas: $1,000 for a Men and Boys of color summit “We were pleased to receive so much interest in grant awards from this new fund,” said Diane Brown, Executive Director. “It speaks highly of our community, interest in this issue, as well as the need for such programs. Applications Available for Vestal Pre-K Vestal Central School District is pleased to continue its Universal PreKindergarten program for the 2021-22 school year, contingent upon the receipt of grant funding from New York State. Applications are being accepted for eligible children who will turn four years old by December 1, 2021. Eligible children must be Vestal Central School District residents and two proofs of residency will be required. This half-day pre-kindergarten program is free to eligible children, but be aware that transportation is not provided. Last month’s exhibition at Tioga Arts Council was “A Fellowship of Curious Minds: Art & Collections of Andy Hafer and Chris Knickerbocker.” The exhibition ran from January 9 to January 30, and was available online and on social media. The artists’ work can be described as oddities, folk art, salvaged finds - or

Public Hearing Regarding Solar Array - Feb. 4 On February 4, the Town of Owego Zoning Board of Appeals will resume a public hearing on a proposal to establish a public utility solar array on Montrose Turnpike. Allen Memorial Baptist Church in Candor announced that M. Scott Burtis has become their new senior pastor. Pastor Burtis and his wife, Angela, came from Camp of the Woods in Speculator, New York, where he served in several capacities including Group Coordinator, Guest Services Manager, Director of Operations and Senior Director. Prior to Camp of the Woods, Pastor Burtis served as an interim pastor at Allen Memorial Baptist Church and was associated with various churches in the area including First Baptist Church in Johnson City and the North Syracuse Baptist Church in North Syracuse. He also has served as a teacher in two Christian Schools – Ross Corners Chris-
tian Academy in Vestal and Faith Heritage School in Syracuse. Allen Memorial Baptist Church was founded in Candor in 1852 in Hiram Allen’s home. The existing church building was erected 1857 on its current site at 8 Church Street in Candor on land donated by Hiram Allen. The church has subsequently built several additions including a gym that is used not only by the church but by the community as well. Elks Launch “Raise the Roof” Fundraiser The Benevolent and Protective Order of Elks, Owego 1039 have launched a fundraiser to make much-needed repairs to their historic building, located at 223 Front Street in the Village of Owego. Like many nonprofit organizations in the region, the Owego Elks Lodge experienced catastrophic flooding in both 2006 and 2011, which caused extensive damage to the kitchen and bar areas in the basement. With no flood insurance or FEMA funding, the Owego Elks were forced to use funds to relocate the kitchen and bar, reducing the size of both in order to accommodate these spaces on the first floor. Unfortunately, this move led to a decrease in membership and a decrease in revenue. With a primary focus on supporting the community and stabilizing the building, funds intended to make major roof repairs were reallocated. Further deterioration of the roof has resulted in extensive damage that now threatens the entire second floor of the building; a complete replacement is necessary. First built in the 1830s and listed on the National Register of Historic Places, the Elks Lodge is a significant building in the Village of Owego. For nearly 200 years, this building has been opened to the community for gatherings and events, including visits by many dignitaries. The Owego Elks Lodge also has connections to historical figures such as President Theodore Roosevelt, President Franklin D. Roosevelt, and Frederick C. Hewitt, who provided funds to build the Coburn Free Library and donated $1.5 million dollars to the Metropolitan Museum of Art upon his death in 1908. In addition to providing space and assistance to community organizations such as the Tioga United Way and Tioga County Rural Ministry, the Lodge financially supports many youth organizations including the Tioga County Boys and Girls Club, the Boy & Girl Scouts, Special Olympics, and camps for disabled youth. Annual scholarships are provided to students throughout Tioga County and local Veterans’ organizations also receive support and funding. Since chartered in 1906, it has been esti-
mated that the Owego Elks have donated over $5.4 million dollars back to the local community. Repair of the roof is a critical next step in securing the future and long-term sustainability of the Owego Elks Lodge. According to Abbey Hendrickson, Community Development Specialist for Tioga County Economic Development and Planning, “The Owego Elks have a long, impressive history of philanthropic giving in Tioga County. Our TEAM has provided technical assistance to the Elks, helping to map out a sustainability plan, which includes seeking grant funding and contributions from private donors. The goal is not only to make repairs to this historic building, but also to ensure the continued stability of the Elks’ charitable giving. Beyond financial assistance, the space, volunteers, and resources that the Owego Elks share with the community have a significant impact on the economic prosperity of the County as a whole.” “We’re proud of the work that the Owego Elks do in the community and want to keep supporting the community. This project will stabilize the building and allow us to keep planning for the future. Hundreds of people come through this building every year; a new roof will help us keep the building safe and open,” says Steven Gregory, B.P.O. Elks Owego, Exalted Ruler. On December 12, 2020, the Apalachin Lions Club completed their yearly Christmas Basket deliveries to 31 families, comprised of 59 adults, 6 seniors and 60 children. The Lions expended 378 hours on the 2020’s project, providing food coupons, gift cards, plus toys for children. This effort is greatly supported by the generosity of the community. The Lions offer a special thanks to Rusty’s Cabin, Whitetail’s Bar & Grill, Toys for Tots, Apalachin Vol-
unteer Fire Department, Apalachin United Methodist Church Women’s Association, Sweeney’s Market, Tioga Hills Elementary School, Apalachin Elementary School, Apalachin Library, as well as numerous individual donations. Kiwanis President Karen Warfle and Immediate Past President Lew Sauerbrey presided over the induction ceremony. Past President Sauerbrey Honored Lew Sauerbrey was honored for his leadership as President during 20192020. He kept the club intact during the onset of COVID -19. With his leadership, the Owego Kiwanis members were able to meet outside after prolonged isolation, which helpd the Kiwanis Club continue its mission of serving children and to find ways to continue its projects, fundraisers and give generously to other local organizations
that serve children in our community. In the new Kiwanis year, Lew launched a new service project: “adopting” the gazebo in the Courthouse Square for holiday decorating. Thanks to a local artist/photographer, Dan Williams, a photo of the beautifully decorated gazebo became a piece of art that served as the perfect thank-you gift which was presented to Immediate Past President Lew Sauerbrey last month.
