Owego Hose Team Chicken Wing Eating Contest Winners Steve Bunce, Jon Boland, and Emma Howe. Owego Hose Teams, Inc. continues to raise funding to restore the 104-yearold iconic Baker Fireman’s Fountain in the Courthouse Square in the Village of Owego. Last month, they teamed up with Bill’s Restaurant to host a chicken wing eating contest. Ten people competed for prizes for contestants who ate two dozen wings in the quickest time. First place winner was Steve Bunce from Spencer who ate two dozen wings in 3 minutes and 45 seconds. Jon Boland of Painters Plus came in second place, followed by Owego Free Academy high school student Emma Howe who came in 3rd place. The hose team has also launched a “Buy a Brick” campaign where individuals, businesses, or organizations can purchase bricks to be placed at the fountain. To date, 63 bricks have been purchased and they are currently on display at Tom Ash Agency on Main Street in Owego. Businesses and organizations purchasing bricks have an opportunity to display their brick at their place of business until it is ready to be placed at the fountain. Participating businesses and organizations include Scott Smith & Son, Tom Ash Agency, Ice Cream Works, Ward & Van Scoy, VFW Post #1371, Ahwaga Paints, Taylor Garbage, Field AFAR, Visions Federal Credit Union, Thompson’s Grocery, Mapes Auction, The Owego Pharmacy, and Mister Koffee Service. To participate in “Buy a Brick” go to www.OwegoHoseTeams.com. The hose team will host its 2nd Annual Owego Hose Team Memorial Golf Tournament on Saturday, June 2, at Tioga Golf Club. Last year, 65 teams and 260 golfers participated with more than
100 sponsors making the tournament one of the largest in the Southern Tier. Registration is now open and signups can be made at www.OwegoHoseTeams.com for both morning and afternoon flights. Other upcoming fundraisers include a spring Monte Carlo Night in partnership with VFW Post #1371 and Auxiliary on Saturday, March 24, and Chicken BBQs this spring and summer in partnership with Ice Cream Works. The overall cost estimate of the fountain restoration is upwards of $100,000. Repairs that must be made include cement and concrete replacement, cast iron refurbishment, repainting, pipe, plumbing and pump work, basin liner repair and landscaping. Work on the fountain is expected to begin in April with a completion date of August 2018 contingent upon funding.

The APALACHIN LIONS CLUB 63rd Annual EASTER EGG HUNT will be held on Saturday, March 24, at 1:00 pm, behind BOCES West School on Pennsylvania Avenue in Apalachin. The Easter Bunny will be at the hunt. There will also be Free New Digital Vision screening for kids and a Free Kids ID’s by the Tioga County Sheriff’s Department.
The Owego-Apalachin Family Reading Partnership will sponsor a free give away of children's books. All events except the Easter Egg Hunt are inside the TLC-BOCES School from 12:00 to 2:00pm. Please bring a non-perishable food item for the local food pantry. The rain date is March 31. Everyone is welcome!
School Safety Summit
Last month, Senator Fred Akshar brought together local superintendents and representatives from 29 local schools and school districts in Broome, Tioga, Chenango, and Delaware Counties along with members of law enforcement from state, county, and local municipal law enforcement agencies for the first in a series “School Safety Summits.” Through these round table discussions with stakeholders, Akshar seeks to learn more about the safety challenges faced by both educators and law enforcement while identifying and assessing any additional needs to ensure the safety of our local students. Following the initial roundtable with school administrators and law enforcement, Akshar plans on meeting with local teachers and students in the coming weeks as well. “In light of last week's horrific shooting in Parkland, Florida, it’s incumbent upon our community to bring our local stakeholders together and make sure we're doing everything we can to protect our children from these violent tragedies that have become all too common,” said Akshar. “Our educators and local law enforcement do an incredible job every
day keeping our kids safe, but as state senator, it’s important for me to listen to their needs, take that message to Albany and do what I can to help make their jobs easier. Whether it’s assistance through additional funding, legislation or emergency plans, everything is on the table. I'm here to listen, assess and to act.” Topics of discussion included the critical role School Resource Officers play in the daily lives and safety of students, access to mental health and counseling services, the importance of communication between school districts, law enforcement and mental health professionals in dealing with troubled students and the delay in funding from the 2014 Smart Schools Bond Act designed to help schools improve technology, infrastructure and safety measures. “We covered a lot of ground this morning and while ensuring school safety is clearly a complex and multifaceted issue, my team and I are already working on a few action items to get schools the resources they need in a faster, more effective way,” said Akshar. “Today is only the beginning and we’ll continue to listen to stakeholders, assess needs and work to obtain tangible results.”

There are currently close to 30 scholarship funds administered by Community Foundation for the Twin Tiers (CFFTT). In 2017, more than $35,000 in scholarships was awarded to 40 students. Scholarships are available to high school seniors with plans to continue their post-secondary education by attending a four-year college or university, community college, or twoyear trade or technical school. Applicants for all scholarships demonstrate individual excellence in areas such as community service, leadership, sports, music, academics and other unique characteristics. Each year, educational scholarships impact the community by
providing financial support to students to pursue careers. “College tuition rates are on the rise and the cost to attend college is becoming increasingly difficult to meet. Higher education isn’t just critical for our children, but it’s also the key to North Central PA’s future,” said Michael Bridgham, whose Troy Lions Club is a scholarship donor. “This generation of students deserves the same opportunity so many of us have already had… the chance to learn, to explore, and understand what inspires and stimulates them. In the end, the passions and skills they develop through higher education will only serve all of us for years to come.”

With the announcement of the withdrawal of the Newark Valley Historical Society’s involvement in Newark Valley Days, the Newark Valley Chamber of Commerce is very pleased to announce that they will become the organizing agency for the summer event starting in 2018. The chamber extends a very sincere “Thank You” to the Historical Society, the Celebrations Committee and their volunteers for the many years they have been involved in organizing this event. This is an event that the community enjoys every year and the chamber appreciates all of the hard work that has gone into organizing it and making it available. Beginning in 2018, the name for the summer event will be changed from Newark Valley Days to the Newark Valley Summerfest. In order to avoid conflicts with other events scheduled in Tioga County, the dates for the Summerfest will be July 27 – 28. Many of the familiar events from previous years, will continue. The NV Chamber is looking for volunteers to help with many of the activities being planned.
An opportunity is also being offered for organizations and/or businesses to support their community by advertising as a sponsor of various events at the Summerfest. If you are interested in promoting your business or organization by sponsoring a musical group performing during the festival, sponsoring the parade, or some other event such as children’s play area, let the NV Chamber of Commerce know. Volunteers will also be needed to help with various areas of the festival. This is a community event. Tioga Chamber 2018 Award Winners The Tioga County Chamber of Commerce Spirit of Tioga Community Awards were presented last month at the chamber’s annual dinner. Special recognition was given to those chamber members who made a significant contribution to the community and helped promote the chamber’s mission to support and promote the economic and civic well-being of Tioga County. Award winners were nominated by chamber members. The 2018 Spirit of Tioga Award recipients were Business of the Year: Home Central, Nonprofit of the Year: Tioga United Way, and Community Ser-
vice: Nancy Eckstrom. The theme of the annual dinner was “Hats Off” and the dinner meeting was sponsored by M&T Bank. Participants enjoyed an evening of hors d’oeuvres, dinner, music, a silent auction, and the Spirit of Tioga Community Awards. A slide show highlighted how chamber members support the local community throughout the year. On February 16, 2019, the Tioga Chamber will commemorate its 100th year of supporting businesses with a Gala Celebration. Save the date.

Pre-registration cost is $18; the family price is $18 for the first entry and $10 for each additional spouse or child under 18. On April 1, the pre-registration price goes to $20.

Tioga Downs is celebrating a year of tremendous growth and progress. December 2017 marked a year since the casino resort completed its gaming floor expansion. The expansion of the new gaming floor established Tioga Downs as a fullscale gambling operation. In addition to the new 12-table poker room and 32 Las Vegas style table games, the casino also added 140 new slot machines. The gaming selection isn’t all that’s grown. In December 2017, Tioga Downs opened a luxurious new hotel that boasts 161 rooms and spans six floors, includes a new events center that can accommodate up to 450 guests for special occasions such as weddings, banquets and conventions. Tioga Downs also recently opened the full-service AgeLess Spa, a new fitness center, two rooftop decks, and expanded its dining options with the addition of new restaurant, P.J. Clarke’s. In the warmer weather, guests will now have three swimming areas to choose from, thanks to the new indoor pool, outdoor pool and water
slide, all of which are salt water. Additionally, Tioga Downs has constructed a new clubhouse for the nearby Tioga Golf Club, which includes a new dining location, pro shop, locker rooms and spacious banquet area for tournament receptions or those looking to host special occasions at the club. This massive amount of development established Tioga Downs as a complete casino resort and one of the region’s most valuable tourist destinations. Most recently Tioga Downs has formed partnerships with Watkins Glen International, Corning Museum of Glass and the Finger Lakes Wine Country. Economically, Tioga Downs has contributed to Tioga County and its surrounding areas. In its first year, the casino contributed $1,322,606 in gross gaming revenue for the Town of Nichols and Tioga County respectively, $1,419,669 for Broome County, $294,408 for Chemung County, $70,694 for Schuyler County, $718,780 for Tompkins County and $141,662 for Wayne County.

As of March 1, there are 71 new public parking spaces available for shoppers in downtown Owego. Tioga County opened up the back portion of its municipal parking lot located adjacent to the Tioga County Courthouse on Park Street in the village for public parking. The front portion of the lot will continue to be designated as county parking. The same entrance and exit
that is currently used for the municipal parking lot will also be used by the public to access the 71 public parking spaces. There is no entrance or exit via Parker Lane, and overnight parking is prohibited. The Tioga County Department of Public Works will continue to oversee the maintenance of the parking lot.

Senator Fred Akshar visited Candor High School last month to continue a his “Akshar’s All-Stars” district-wide student recognition program. Each month, Senator Akshar recognizes three or four local students selected by their school districts in the 52nd Senate District who have shown great leadership, compassion, school spirit or improvement amongst their peers. For each student recognized as an “Akshar All-Star” Senator Akshar presents them with a T-shirt, framed certificate and a challenge coin. Akshar’s 15th All-Star is Candor High School junior Corey Whatley, recognized for his commitment to academic excellence and service to his fellow students and community. In addition to founding and facilitating the Candor High School recycling program, Corey volunteers at the Candor Food Pantry, the Special Olympics, the Key Club and the AMIGOS student group that works students with multiple disabilities.
Corey’s a two-year member of the National Honor Society and the Junior Class President on Student Council. Candor High School Principal Wayne Aman said, “Corey is an amazing student who works tirelessly to make our school and community a better place, while maintaining outstanding academic performance. He demonstrates leadership beyond his years, and a work ethic second to none.” Senator Fred Akshar said, “This is a great opportunity for us to work with school district throughout the 52nd Senate District to recognize outstanding young people who are doing wonderful things in our community. The Tioga Region of the Antique Automobile Club of America recently made donations to the Tioga Rural Ministry and the Boys and Girls Club of Western Broome. Sister Mary O’Brien, CSJ, and Rachel Bond, Director and Assistant Director, Tioga Rural Ministry, accepted a check from George Simon, President, Tioga Region, Antique Automobile Club of America. Tioga Rural Ministry provides spiritual, material, and learning assistance to residents of Tioga County. The Tioga Region
also made a donation to the Boys and Girls Club of Western Broome. John Mandeville, Chief Professional Officer, said the donation would help fund a new Dectron Unit which controls the heat and humidity in their building. Donations made by the Tioga Region Antique Car Club are possible thanks to community support of the club’s car show at Hickories Park in Owego. This year’s Tioga Region Car Show will be held on August 19, 2018.

Open House at NV Historical Society - April 7
The Newark Valley Historical Society (NVHS) will host an open house April 7, from 2 to 4 pm, offering a peek in the boxes from their extensive collection of historical objects. The open house will take place at the Newark Valley Municipal Building’s Rollie Noble Room and is free and open to the public. Here is your chance to see a few of the wonderful collection items which have been tucked away in storage boxes for many years. On view will be some of the beautiful costumes, quilts and coverlets, toys and other items owned and cared for by the society. Most of the objects have been given by community members since 1976, when the society began collecting.
The second annual open house is an opportunity to “show off” some of these seldom seen treasures. Like many museums and historical societies, they have many more things in storage than can be exhibited at a given time due to space limitations. The collections committee will be on hand to talk about these items and the work they have been doing with the collections records since last year. The work includes moving these items from a previous storage area and updating the collections records. For those who are willing to venture upstairs, members will be happy to show off the new storage and work area.

Artfully SQUARED is a collaborative art exhibition open to creative people of all ages and skill levels. This exhibition, which takes place in April, has quickly become a popular yearly event in Tioga County. Here’s how it works: use any medium to make a piece that measures 7-inch
square, donate your artwork to Tioga Arts Council (TAC) in Owego, and then come see the exhibition and purchase original artwork. All works of art will be exhibited at the Tioga Arts Council’s gallery during the month of April and each piece will be available for a $20 donation. There is no fee to enter and all proceeds will benefit the programs at Tioga Arts Council. Entries due no later than March 30. The exhibition will be held April 6 through April 28, 2018. A “membersonly” first dibs event will be held on April 5, from 5:00 to 8:00 pm. A reception will be held on April 6, from 5:00 to 8:00 pm. The Apalachin Lions Club 31st Annual Scholarship program will award $3,000 in scholarships to deserving students from the class of 2018 who live in the 13732, and 13760, 18830 zip codes. This covers Apalachin, Campville east to the Broome County line, and Little Meadows, PA. The scholarships are awarded to students who have made outstanding contributions in service to their community and school. Distribution of scholarships will be as follows: One $1,000 scholarship will be awarded to students who attend Owego Free Academy and Vestal High School .And one $1,000 scholarship will be awarded to a stu-
dent who attends one of the following schools: Broome Tioga BOCES, Montrose Junior-Senior High, Seton Catholic Central High School, Ross Corners Christian Academy, and Home Schooling (LEAH). The distribution of scholarships is based on the relative numbers of students from Apalachin, Campville and Little Meadows attending each of the schools. Spelling Bee is Making a Buzzz Tioga United Way has issued a “Call for Entries” for its 3rd Annual Adult Spelling Bee to be held Saturday, March 24, at 7:00 pm, at the Owego Elks Lodge at 223 Front Street in Owego. The event, sponsored by Lockheed Martin, is a fundraiser that helps to raise money for the 34 agencies that depend, in part, on the Tioga United Way to fund their programs and activities. The spelling bee also helps bring attention to one of the issues that Tioga United Way supports – Literacy. “The Adult Spelling Bee is a lot of fun and it draws attention to the wonderful work of our agencies, including Literacy Volunteers and Family Reading Partnership,” said Carolyn Palladino, Executive Director of the Tioga United Way.
Groups of two to six individuals will comprise each team. Anyone wishing to enter or sponsor a team can do so at tiogaunitedway.com or by calling (607) 687-4028. The cost to enter a team is $100 and teams are encouraged to dress in costume. Once given the word, each team writes the word down on a piece of paper and it is then submitted to a panel of judges. This way, no one has to stand and speak into a microphone. Anyone wishing to register a team must do so by March 9. Tioga United Way’s mission is to provide hope and opportunity for our community. “13 Reasons Why Not” A Parent Resource Night for Mental Wellness and Suicide Awareness Area parents and community members are invited to a panel discussion, “13 Reasons Why Not,” a parent resource night for mental wellness and suicide awareness scheduled for Wednesday, March 28, at Vestal High School. The program, hosted by the Vestal Central School District, B.C. SAFE (Broome County Suicide Awareness for Families and Educators), the Mental Health Association of the Southern Tier in conjunction with DIFD (Do It For Daron) and the Vestal District Council, will begin at 5:30 pm with a free dinner. This will be followed at 6:00 pm by a local panel of experts and discussion in the school’s auditorium. Community resources to promote mental wellness and to support those who may be struggling with depression or anxiety, and who may be at risk for suicide, will be available in the school’s
lobby before and after the presentation. In addition to dinner, free child care is also offered onsite. The goal of this evening is to promote wellness and resiliency, as well as education on how to support anyone who may be struggling with the challenges associated with mental illness or thoughts of suicide. It is open to everyone in the greater Binghamton area, from any school district or community. IBM-Owego wins a contract to help build a high speed mail sorting system for the US Postal Service. The Kiwanis Club of Owego sponsors Kiwanis Radio Day on WEBO. The 11-hour program is broadcast from McDonalds in Owego by members of the OFA Key Club and the Owego Kiwanis. During the last week of winter, a major storm hits the East Coast. More than 100 people die, and at times more than 3 million people are without power. Almost 2 feet of snow falls in Broome County. In Apalachin, the snowfall is measured at almost 3 feet.
