Owego Little League Opening Day is Saturday, April 28. Highlights of the start of the 67th season include a parade, opening ceremonies at Hyde Park, chicken BBQ, raffle, and a full day of games.
Apalachin Fire Department News An open letter to the Apalachin Fire District taxpayers Dear Apalachin Taxpayers, As of February 15th operations have resumed out of our new Station 1. Thank you all for your support over the past year keeping an extra eye on the equipment and apparatus stored outside of our satellite stations and with your patience as volunteers response time was extended a couple minutes with the longer drives. Fortunately, we had no damage to our equipment during the construction period and response delays were an average of 2 minutes over the past eleven months of construction. With the new station complete, all of our apparatus is now able to be stored indoors. This has the immediate benefit of accelerating response times when volunteers arrive at the station and won’t have to scrape snow off the apparatus. The additional space can be felt immediately when entering the new station as firefighters can walk around the entire vehicle without squeezing between a garage door and a bumper. This station would not have been possible without the support of our community, our volunteer firefighters, and the leadership of a few members that went above and beyond their already heroic contributions. Specifically, I’d like to publicly recognize Fire Chief Mike George who in addition to leading day to day operations, regulatory requirements, and administrative tasks, took on the role of project manager representing the district. With his engineering and managerial experience, our community benefited tremendously from his leadership and legitimately saved the district at least $50,000 that would normally have been invested in a ‘Clerk of the Works’ on a project of this scale. I’d also like to recognize members of the Building Committee: EMS Chief Ray Standish, 1st Assistant Chief Andy Foley, and Commissioner Mary Ann Cascarino. These individuals literally put in hundreds of hours of additional volunteer time during preparation, planning, and execution phases of this project. Their keen eye and diligence led to more than 1,000 corrections and updates prior to the building plans being presented to the contractors for bids. The result of
their effort can be measured by the lack of change orders needed during construction. Overall, approximately ten change orders were executed across all contractors, mostly due to codecompliance, and the contingency fees were approximately 3% of the total construction budget. This is extraordinary where ‘success’ is often defined as ‘change-orders totaling less than 10% is outstanding’. This effort represents potential savings of $200,000 or more! Finally, I’d like to recognize the Fire District Treasurer Fred Meyn who retired February 28th but was enormously impactful at protecting the fire district assets, financial controls, and hundreds of hours of clerical work that is easy for most to overlook. Because of the efforts of the Board of Fire Commissioners and Treasurer Meyn, we also received an ‘A+’ Bond Rating from Standard & Poors. Although a bit early to tell, this will likely leed to additional tax savings in 2019 and beyond. Simply put, this project would not have been successful without the dedication of these and many other volunteers. We’d like to welcome all of you to share in this milestone with the district and your volunteer fire department. On Sunday April 29th, between 1:00 and 5:00 pm, we will host an open house at Station 1. Members of the public are all welcome and we look forward to answering your questions and providing a tour of the new facility. The Membership Committee will be present to accept new applications and provide a warm welcome for you to join the Apalachin Fire Department and learn how you can service your community during the annual Recruit NY event. Apalachin Highway Spring Cleanup Would you like to help? The Apalachin Lions are looking for help with clean up of a section of Route 434 on Saturday, April 28, at 9:00 am. The clean up crew will meet at BEAM Electronics on Route 434 in Apalachin. The Lions normally spend about two

St. Baldrick’s in Candor - April 8 The St. Baldrick’s Shave-aThon, a fundraising event to support the fight against childhood cancer, will be held on Sunday, April 8, from 1:00 to 4:00 pm, at the Candor Elementary School, 1 Academy Street. The event also features food, music, raffles, and other family-friendly activities. As in previous years there will be an “honor wall” where children and young adults share their stories of dealing with cancer. Event organizer Kelly Starkweather is inviting families with children who
have or had childhood cancers to share their stories of courage and hope. “These stories help others understand the importance of raising funds for cancer research,” said
Kelly. “They also serve to educate people about the different kinds of cancers children deal with. And sometimes the stories inspire other families going through the same thing.” If you know a child or an adult who dealt with childhood cancer, Kelly would like to invite them to add their stories to Candor’s St. Baldrick’s Honor Wall. Twin Tiers Honor Flight Seeks Veterans for Free Honor Trip
The Twin Tiers Honor Flight is on a mission to fulfill the dreams of our veterans, both men and women, who served in battle, as support, or in the medical field, to travel absolutely free to their war memorial(s) in Washington D.C. Top priority is given to senior veterans such as World War II survivors and those terminally ill who fought in later conflicts. On May 12, 2018, the Twin Tiers Honor Flight will be flying its 7th mission out of Binghamton with approximately 60 veterans for a day of honor and for the veterans to see their memorials for the first time. Plans are already in the works for future missions and Twin Tiers Honor Flight is looking for veterans who would like to travel. The Twin Tiers Honor Flight is a small - but mighty - organization, covering from Olean, New York, to the Wilkes-Barre area in Pennsylvania. Many veterans haven’t heard of the Twin Tiers Honor Flight and in turn,
don’t realize that they’re eligible for the trip, free of charge. If you know a veteran who would like to be part of an upcoming Twin Tiers Honor Flight, have them fill out an application at http:// twintiershonorflight.org/ or call 800-683 -5403. About Honor Flight The mission of the Honor Flight Network is to transport American veterans to Washington D.C. to visit the memorials dedicated to honor their service and sacrifices. The Twin Tiers Honor Flight – one of over 146 established hubs in the United States as part of the national Honor Flight Network – is a not-forprofit, fully-volunteer organization. Honor Flight is a federally recognized 501 (c) (3) organization, registered with the New York State Charities Bureau (New York State Registration Number: 44-32-54) and the Pennsylvania Bureau of Corporations and Charitable Organizations (Pennsylvania Registration Number: 105768). Since 2005, the Honor Flight Network has escorted more than 200,000 veterans to their memorials, free of charge to the veterans. The cost of just one Honor Flight can range from $45,000 to over $80,000 per trip and flights are made possible through community gifts and contributions. Additionally, the Twin Tiers Honor Flight has been awarded Platinum Level for transparency on Guidestar.org.

In honor of Black History Month, the NYS Women Inc., Susquehanna Chapter donated four worthy new picture books to the Coburn Free Library in Owego to offer a wonderful way to show children why Black women’s lives matter. Local author and artist Kathye Arrington’s book “The Little Pirates Quest” is ready to be reserved along with “Before She was Harriet” by Lesa Cline-Ransome, “Little Leaders Bold Women in Black History” by Vashti Harrison, and “Hey Black Child” by Useni Eugene Perkins. Karen Kretsch, committee chair and long standing member, presented the books to Meredith Gallaro director of the Coburn Free Library.

Owego Fire Dept. Golf Tournament - May 19 The Owego Fire Department will hold its 6th Annual Captain and Crew Golf Tournament at Pheasant Hill Country Club on Saturday, May 19, with a shotgun start of 10:00 am. This is the only Official Golf Tournament of the Owego Fire Department. The tournament is organized by volunteers of the fire department and
100% of the proceeds are used for scholarships to graduating seniors from Owego Free Academy. The cost is $320 per team, and includes coffee and donuts at sign in, food at the turn, awards, as well as dinner at the end of the tournament. Friends of Greater Two Rivers State Park Calls on Community to Get Involved A new organization is forming to help steward Waverly Glen Park and Two Rivers State Park in Waverly, NY. Friends of Greater Two Rivers State Park, Inc. is in the process of developing a board and volunteer base to work on projects in both parks. According to Rebecca Maffei, Director of Tioga County Tourism, the formation of the Friends Group is part of a larger initiative by the Village of Waverly, Tioga County, and New York State to upgrade the parks. “The Friends Group is part of a sustainability plan that will help maintain the improvements and investments being put into the park,” said Maffei In 2017, the village received funding from the Mildred Faulkner Truman Foundation to commission a Master Plan for Waverly Glen Park. Also in 2017, New York State Office of Parks, Recreation and Historic Preservation awarded the Village of Waverly funds to implement Phase 1 of the Master Plan and that work is set to start in the Spring of 2018. “We are sure the improvements to the park will mean more visitors. The Friends Group will be able to help maintain the park, bring in events, and make sure the community has a stake in what happens at the parks,” said Maffei. The formation of the Friends of Greater Two Rivers State Park is supported
with funding from the New York State Park and Trail Partnership Program (NYSPTPP) and New York’s Environmental Protection Fund. The NYSPTPP is administered by Parks & Trails New York, in partnership with the state Office of Parks, Recreation and Historic Preservation. Currently, the Friends Group is sponsored by the Carantouan Greenway, a Land Trust and environmental organization that is a public steward of several outdoor areas and provides educational programming. “The Carantouan Greenway has been vital to the development of the Friends of the Park group. Their knowledge, experience, and passion kept us moving forward. We look forward to a continued partnership and learning more from them,” said Maffei. Friends of Greater Two Rivers State Park, Inc. is currently looking for board members and volunteers board and volunteers for upcoming projects. Maffei says they need help in a variety of areas. “With everything from administration, to event planning, to clearing trails, there is a way for everyone to get involved. Leadership Tioga 2018 is Underway The Tioga County Chamber of Commerce is pleased to recognize the kickoff of Leadership Tioga 2018. The program focuses on exposing current and emerging leaders to the issues that affect our communities, businesses and the public. Leadership Tioga is committed to inspiring and connecting participants to services in our community by promoting personal growth, leadership development, networking, and skill building. The 2018 Leadership Tioga Class has visited the Campville Fire Hall, Tiahwaga Community Playhouse and Owego Apalachin School so far this year. This year’s class consists of nineteen participants with a mix of representation by private businesses, government and not-for-profit organizations. The class has been honored to have volunteer speakers address the class. Bob Williams and Sister Mary O’Brien spoke about the importance of volunteering. Sonny DeWitt and Brandon Smith provided insight on the arts and culture, while Becca Maffei shared information about tourism in Tioga County and across the region. Class member Melanie Miller commented, “This class has given me opportunity to interact with some caring and professional members of Tioga’s workforce. I feel proud that they have chosen Tioga for their careers. Additionally, as a resident of this county for over 30 years, I am pleasantly surprised about how much there is to learn about Tioga.”
Kim Bahlatzis and Kathy Hamilton, Elmira Business Institute, facilitated an interactive class that focused on determining and balancing personality traits, while Owego Apalachin School Superintendent Corey Green spoke about education and provided a tour of the impressive STEAM academy. “I think the program has been great so far. The speakers really remind you what an awesome community we have in Tioga County and make me excited to share that experience with others. It’s awesome to learn about all the great programs and development happening in the county. I’m very glad to be a part of this program,” Rhonda Pasto shared. The class’ next sessions will include visits to Stateline Auto, Waterman Conservation Center, and Tioga Opportunities and will cover topics on agriculture, environment, human services, and economic development and planning. The 2018 class will continue to meet once a month through October and will culminate with a commencement ceremony in November. The Leadership Tioga project is offered by the Tioga County Chamber of Commerce and is in their 20th year. Chris Curry said, “Leadership Tioga has opened an avenue for me to discover so many things I have overlooked or did not know about the county I have lived in for 22 years. I am grateful that my involvement in the Tioga County Chamber and help with Team Tioga has given me this opportunity to learn more.”

Owego Hose Teams, Inc., is hosting the Central New York Firemen’s Association spring meeting on Saturday, April 14, at the American Legion Post #401 on Front Street in Owego. The public is invited to watch area firefighters compete in firematics including Water Ball, Bucket Brigade, and Wye Race at 2:00 pm in front of the Legion followed by a concert with local band the Spelunkers.
Founded in 1893 by Owego’s own Frank M. Baker, the Central association supports and serves the volunteer fire service of Central New York, its firefighters and the public they protect through education, legislation, communication, recognition and community service. The association builds camaraderie among its members and forms a positive partnership with related organizations. Area fire representatives from the 20county Central Association will meet from 10:00 am to 2:00 pm to discuss pertinent fire and emergency services related issues. Open House at Ballet School in Vestal - April 14 The Rafael Grigorian School of Ballet is celebrating the grand opening of its new Vestal studio with an open house on Saturday, April 14, from 1:00 to 4:00 pm. The studio is at 317 Vestal Parkway West, in Vestal (entrance and parking are in the back of the building). Senior Citizens Foundation Receives Bassett Fund Donation Tioga County Senior Citizens Foundation (TCSCF) is the recipient of a donation from the Charles Hibberd Bassett Senior Citizen Fund. Donations help TCSCF pursue its mission statement, “to enhance the quality of life of senior citizens living in Tioga County, New York.” Each year TCSCF makes its distributions from the investment account to non-profit organizations and community agencies that have programs to benefit senior citizens in Tioga County. The Bassett Fund shares the same mission as TCSCF: the welfare of local senior citizens. Although run by volunteer directors, TCSCF has larger financial and organizational resources. The Bassett Fund has entrusted TCSCF to assist in accomplishing its mission by directing its own annual distribution to TCSCF. The Bassett Senior Citizen Fund is a field-of-interest fund established by James Thomas Bassett and his wife Silvia de la Garza and held at Com-
munity Foundation for South Central New York, Inc. Senior Citizens Foundation is grateful to the Bassett family for its trust and support. Receiving the Bassett gift also is a special honor. Summer Concert Lineup at Tioga Downs
Rock and roll, country music to entertain fans this summer
With warmer weather quickly approaching, Tioga Downs is pleased to announce its 2018 summer concert series lineup that kicks off with country star Chris Janson. Five major concerts are part of the 2018 summer schedule that begins on Thursday, May 31 and ends Sunday, September 2. The 2018 concert series is sponsored by Mirabito. Chris Janson will perform at Tioga Downs at 8:00 pm on Thursday, May 31. The charismatic country artist recently joined the ranks of the genre’s greatest musicians when he was inducted into the prestigious Grand Ole Opry. The platinum-selling performer is expected to grace the stage at Tioga Downs with his chart-topping hits “Buy Me a Boat” and “Fix A Drink,” along with his current single “Drunk Girl.” Ticket prices for this concert begin at $20. Daffodil Daze and Daffodil Festival in Candor Daffodils will be springing out throughout Candor in the next few weeks. It is time to celebrate daffodils and spring with the 10th annual Zamoiski family Daffodil Daze and the first annual Candor Daffodil Festival. The Candor Chamber of Commerce and Candor Forward are hosting the first annual Candor Daffodil Festival at the Candor Ball Fields on May 5 to support the Bread of Life Food Pantry/The Resource Center of Candor. The festival will feature live music all day, food, wine and beer tastings and lots of activities for kids and adults alike. A town-wide scavenger hunt is also being planned. The festival will run from10:00 am to 5:00 pm. The idea for the festival is built on the wonderful Daffodil Daze started by the Zamoiski family. Each spring, the Zamoiski family opens their fields for two weekends as a living tribute to Joy Zamoiski, who passed in 2014. Daffodil Daze started when the Zamoiski children honored their mother with a daffodil surprise in celebration of her 85th birth-
day. The first year, a host of 1,000 Dutch Master bulbs in classic yellow spelled out her first name, “Joy”, on the rocky hillside. Over the years they have added words spelled out in daffodils such as PEACE, LOVE and WELCOME. Spring 2016 marked the unveiling of the latest creation in daffodils, a breast cancer ribbon made with 1600 Pink Ribbon daffodils. Ten percent of the proceeds are donated to cancer research. This year, the Zamoskis mark their 10th year of presenting Daffodil Daze to the public. As of March 20th at 12:15 EDT it was the official start of the Spring season. Now we can break out of the winter slump and move forward. With the emphases on the word move, let’s move more and eat less. Smaller portions will be our friend starting this spring. Smaller portions and healthy food choices offers us a better life style. It might take some time, but if you’re committed you’ll find (healthy and nutritious) meals that you’ll actually enjoy. I’ll stop here with all my words of wisdom on the subject –lol- and just give you a few really good recipes to get started with. Oh, one more thing. This one I really struggle with myself. Eat slower! I know it’s easier said than done, especially when it comes to a hot meal! We’ll start out with salads: Mom’s Orange Salad 4 Mandarin oranges peeled, and wedges separated 1 Kiwi fruit sliced thin 1/4 cup thinly sliced red onion 1 T extra virgin olive oil 2 T balsamic vinegar 1 t fresh rosemary, chopped fine 1 t fresh minced parsley 1 t freshly ground black pepper Lightly toss together oranges, kiwi, and onion. Whisk together oil, vinegar, rosemary, parsley and pepper. Pour oil and vinegar dressing over orange mixture; refrigerate overnight. Crunchy Carrot Salad 4 cups fine shredded carrots 1 T splenda 1/4 cup dried cranberries 1/2 cup chopped pecans 1/4 cup sliced toasted almonds Mix all ingredients and refrigerate overnight. Makes 6 servings

Local Students Awarded Writing Honors Students in English classes at Vestal High School have recently been recognized with several awards from the Scholastic Writing Awards program as well as the Tri-Cities Women’s Club Writing Contest. The Vestal High School English department is pleased to announce that Mira Dhakal won a Silver Key award in the 2018 Regional Scholastic Writing Awards for her personal essay entitled “My Global Citizenship.” Hannah Gennett also won a Silver Key award and an Honorable Mention for her personal essays “Normal People” and “Sometimes I Forget to Smile.” Receiving Honorable Mentions were Alyssa Dudinyak (Flash Fiction category for “Fallen Stars”); Grace Kim (Personal Essay category for “Andante”); Sana Malik (Poem category for “Sedated”) and Shaniya Morrison
(Poem category for her untitled poem). All of this year’s winners were seniors. Three of these very talented student writers also won awards in the Tri-Cities Women’s Club Youth Poetry and Short Story Contest. Shaniya Morrison took first place in poetry, with Sana Malik placing second in the same category for her poem “Good Morning.” Alyssa Dudinyak earned second-place honors with her short story. The students were awarded their TriCities Women’s Club certificates by the president of the GFWC Tri-Cities Women’s Club Dorothy Bachman on February 12. Shaniya’s poem was sent up to be judged by the Central District of the New York State Federation of Women’s Clubs. Shaniya was awarded second place at the district level.

Vestal School District Earns Safety Excellence Award Vestal Central School District is one of 152 school districts and Boards of Cooperative Educational Services in the state to receive the 2018 School Safety Excellence Award from the Utica National Insurance Group. This is the fourteenth year in a row that Vestal has been awarded the “Titanium with Honors” Safety Award, the highest level the company offers. Utica National officials presented the award at its 38th annual school safety seminar held on March 20, 2018, and Vestal Central School District received a certificate from the insurance company, as well as a $500 award for use in furthering the district’s safety efforts. pating schools enhance overall safety through measurable assessment. The program evaluates schools with their own transportation on 17 categories, from school playground safety to indoor air quality with specific, quantifiable data-gathering surveys. Ticks, Lyme Disease Education in Local Schools

Tioga County is facing a growing public health concern for Lyme disease, which accompanies the growing tick population in our region. In response, the Carantouan Greenway has sponsored the “Youth Ticks and Lyme Disease Educational Awareness Campaign”, bringing information resources and presenters to students at six Tioga County schools. The project involves a collaboration with Southern Tier Lyme Support, A
Hope for Lyme, PA Lyme Resource Network, Tioga County Public Health Department, Binghamton University, Waverly and Tioga Central School Districts, and the Carantouan Greenway. The program has been funded by Community Fund of the Community Foundation for South Central New York (CFSCNY) and the Floyd Hooker Fund of the Community Foundation for the Twin Tiers (CFTT).
