Tioga Downs Begins 13th Racing Season
Tioga Downs celebrated their 12th Anniversary with the opening of their 13th racing season for 2018 starting on May 5 and ending on September 22. There will be 58 days of racing this season. This precept dates to the Old Testament and as Emergency Medical Technicians and Medics of the Apalachin Fire Department, it encompasses the mission we all have to serve. This past Sunday at our Open House, several members of our Department had the ultimate privilege to shake hands with someone they saved. A moment that will stay with them for their entire careers in EMS and the rest of their lives. On March 25, 2018, 37-year old Jason collapsed at home, his heart stopped and he was not breathing. In addition to Apalachin Fire Department (AFD) and due to the severity of the call, New York State Police (NYSP) were also dispatched. Volunteers for AFD mustered and were responding in five minutes, onscene in ten minutes. During this period, NYSP arrived on scene, started CPR, and administered a defibrillation shock to Jason. His heart was still not beating on its own nor was he breathing. When AFD arrived, care was transitioned to our Medics and EMTs. Led by Critical Care Technician and Crew Chief John Olsen and supported by a large crew including Critical Care Technicians Andrew Gregor and Alex Khadjadorian; Emergency Medical Technicians Deborah Henderson, Jason Henderson, Joseph Opper, and Stacy Wickham; and Firefighters Derek Hicks and Benjamin Morales. For the next 45 minutes, this team would work in unison to continue the chain of survival that made this photo April 29, 2018 possible. During Jason’s care, he would ultimately be defibrillated several more times on scene and in the ambulance. An IV was established and life-saving medications were administered by the three Medics on scene. Jason was intubated, which is a tube placed in his airway, that allowed the AFD crew to breath for him during the entire duration
of his care. His heart rhythm would change by the minute, sometimes with a shockable rhythm, sometimes with no activity at all. But the team kept focus, was persistent, and ultimately transferred care to the very capable nurses and doctors at Wilson Memorial Hospital. At this time, Jason was still fighting for his life and although he would regain his heart beat for short periods of time, it was not the last time his heart would stop or that he needed to be defibrillated again at the hospital. Throughout the following hours, days, and weeks, Jason had a long fight ahead of him. After regaining and ultimately maintaining a pulse and blood pressure in the Emergency Room, Jason underwent emergency cardiac treatment to fix the underlying cause of his sudden cardiac arrest. The AFD team was able to follow his progress and on April 29th, Jason walked into the Apalachin Fire Station #1 under his own power. Despite what you see on TV, this frankly doesn’t happen and while it is a miracle in many respects, it is also directly attributable to the Chain of Survival from Dispatch – New York State Police – Apalachin Fire Department – Wilson Memorial Hospital. The cake Jason and his family shared with us Sunday was excellent. But not nearly as sweet as the crew being able to shake hands and give a hug to someone alive today because of their efforts. On behalf of all of us at the Apalachin Fire Department, thank you Jason for sharing your story and for your will to survive. For giving our volunteers something they will cherish for their entire lives. Finally, on behalf of the entire AFD leadership team and volunteers, thank you to this amazing crew in the attached photo with Jason for all the long hours and days you dedicate of yourself. This is why we do what we do and it makes every other hard day absolutely worth it.

Tioga County Rural Ministry assisted senior citizens in the Owego and Apalachin areas with indoor and outdoor yardwork at a total of 50 residences on Saturday, April 14.
The 96 volunteers who helped with the cleanup included students from Binghamton University, Cornell, and Ithaca college, OFA Rotary Interact students and OFA boys lacrosse teams.

The Tioga Women Lead Council is proud to announce their first conference event, It’s Up to You Women’s Leadership Conference, on Thursday, June 7, from 8:00 am until 1:30 pm at Tioga Downs Resort and Casino. Tioga Women Lead (TWL) is a group of professional, local, women leaders who are committed to advancing women’s leadership through empowerment, education and experience. They began hosting leadership events in 2016 to educate, support and advance women leaders in Tioga County. It’s Up to You will begin at 8:00 am with registration, coffee, and light refreshments. The program starts at 9:00 am and features local women leaders sharing their experiences, their knowledge, and the tools that have helped them grow as leaders. There will be two breakout sessions followed by lunch and a presentation by Penny K. Bartlow, the keynote speaker, on the journey to finding your genuine leader within. Bartlow is the creator of Global Leadership Now, author of Lead From Within, President of PKB DESIGN LLC, and member of the Tioga Women Lead Council. This will be TWL’s sixth event, but the first one they are hosting that is a half-day conference. “We had such incredible interest and attendance at our shorter events that we realized it was time to go deeper into leadership training,” said LeeAnn Tinney, Director of Tioga County Economic Development and Planning and Tioga Women Lead Council Member. Martha Sauerbrey, Chair of the Tioga County Legislature and Tioga Women Lead Council member, says
she hopes participants will leave inspired. “Our goal is to empower women to be leaders, to be confident, and to give them tools to apply what they learn in their everyday lives,” said Sauerbrey. “The power to lead is in all who have the desire, but only you can realize that power. Waverly Business Person of the Year The Waverly Business Association has awarded the 2017 Business Person of the year award to Diana Talcott at a ceremony held recently at the Waverly Village Hall. WBA President, Christopher Curry, and Village of Waverly Mayor, Patrick Ayres, each spoke words commending Diana for all of the dedication and sacrifice she has shown to help the village and Tioga County as a whole. Rebecca Maffei, Director of Tioga County Tourism also sent a letter with many praises for Diana’s contributions throughout the past few years since Diana opened her store. “Diana has served as the WBA secretary for the past 18 months. Her dedication and efforts in organizing the vendors and working with the committee played a key role in ensuring that last year’s Fall Fest in Waverly was a success,” said Curry. “Diana sets a high bar for not only how to help one’s community but also the drive one needs to have
a successful, specialty business like hers.” Diana opened her doors as the owner of My Girlfriends Jewelry Box located at 222 Broad Street in August of 2014. She holds a large inventory of jewelry making supplies, she hosts custom jewelry making classes, and has a number of unique gifts beyond jewelry throughout her store. Diana was also commended for her many areas of volunteerism. Senator Fred Akshar continues “Akshar's All-Stars” student recognition program at Hancock, Waverly, and Spencer-Van Etten At Waverly Middle School, Akshar recognized 5th grader Sara Lampman (pictured above) for her remarkably positive influence on her friends, peers and school. Sara is a special needs student who truly exemplifies the spirit and intent of Akshar's All-Stars. Her outgoing and friendly attitude, her infectious smile and her ability to produce joy in those around her continually lifts the spirits of her fellow students and faculty members throughout the school year. At Spencer - Van Etten High School, Akshar recognized senior Faith Kelly (pictured below) for her athletic and academic leadership amongst her peers. Faith is a multisport athlete who also maintains a high GPA with a challenging course load. She also serves as a volunteer firefighter, volunteers for the Salvation Army, youth sports, Tioga Office for the Aging and she leads the
Youth Fire Camp. Getting a jump start on a career in nursing, Faith also passed the Certified Nursing Assistant exam while still in high school. At Hancock High School, Akshar recognized junior Thomas Schoonmaker for his ambition, perseverence and character. Thomas has been able to balance his commitments as a YES Leader, Class Treasurer, Varsity First Team All-Star Bowler, NYSPHAA Scholar Athlete, Member of Youth Group and Member of National Honor Society with his academic commitments and is currently on track to graduate with both a high school diploma and an Associate's Degree from Tompkins Cortland Community College. Each month, Senator Akshar recognizes local students selected by their school districts in the 52nd Senate District who have shown great leadership, compassion, school spirit or improvement amongst their peers. Located in a restored, historic barn at 6172 Route 434 in Apalachin, the newest NYS Farm Distillery in the region celebrated its grand opening celebration on Saturday, April 21. The idea for Waterman Distillery began with the building, a German Bank barn that was originally intended to be a home for Waterman’s Distillery owners, Joe and Michelle Alig. Then the couple took a trip to Tennessee, visited distilleries, got excited, and started to dream about having their own craft beverage business. When they learned that the barn they had purchased had been part of the moonshine trail used by bootleggers during prohibition, it seemed like fate and they were ready to pull the trigger. With their minds made up and all signs pointing to go, Michelle and Joe
began to renovate the barn and put together their equipment and products. Waterman’s Distillery currently produces “Grain Neutral” liquor that is triple distilled at 88 proof and flavored. As a certified NYS Farm Distillery, they use local grain and all natural flavoring, fruits, flavors, and vegetables from local businesses whenever they can. They use Tioga County maple syrup in their Salted Caramel Maple and the jalapeno peppers and ginger root for their Watermans 607 Jalapeno Ginger is chopped by hand. Soap for Hope to Benefit TCRM Tioga County Rural Ministry will conduct an area-wide collection of personal care products throughout the month of May. This collection focuses on all items that are not covered by food stamps, such as soap, dish and laundry detergent, shampoo, toilet tissue, and facial tissue. TCRM’s aim is to involve the wider community in their efforts to meet those needs. TCRM would be grateful if you could help by donating an item or two. Even small sample sizes are welcome. More than 35 local businesses, churches, and schools in will be hosting TCRM bins in Owego throughout the month of May. Lockheed Celebrates 60th Anniversary of Owego Site Lockheed Martin is celebrating the 60th Anniversary of their Owego site this year. Lockheed Martin’s Owego site was opened by IBM in 1958 for its Airborne Computer Laboratories to support national defense programs. One of the most successful and well-known programs to come out of IBM Owego was building a navigation and weapon delivery system for the B-52 Stratofortress. This success led to Owego’s future contract wins to provide avionics for other aircraft and spacecraft. Owego Hose Teams, Inc. is hosting its 2nd Annual Owego Hose Team Memorial Golf Tournament on June 2, at the Tioga Golf Club in Nichols, NY. The tournament is one of the largest charity golf tournament in the Southern Tier. Teams and sponsors are encouraged to register through the team’s website at www. OwegoHoseTeams.com under the golf tournament tab. Paper registrations will still be accepted and are also available online. There is a 60 team limit with both morning and afternoon flights available on a first come basis. Special features at this year’s tournament will include chances to win vehicles at par three holes; “Players’ Package” with goodies for each player; prizes and contests with Epic Auctions and sports memorabilia; “Big Board Raffle” with items valued at over $100; huge 50/50 raffle; Sugar Island Rum tasting with live mermaids and much more. Players will also enjoy several improvements at Tioga Golf Club including a new clubhouse. The tournament is expected to be at capacity again this year. The captain and crew tournament is
open to men, women, and youth with both competitive teams and those looking for an enjoyable round. “The hose team tournament is hands down the best in the area,” said BlueLine Associates team Captain Scott Sanyshyn. The BlueLine team won last year’s tournament scoring an impressive 16 below par. Six time club champion Josh Robinson makes his return to the team this year after missing last year’s tournament while caddying for Sam Taylor at the state high school golf championships. Tim Rose and Dave Brick round out the returning champs team. The monies raised from the tournament will support the restoration of the Baker Fireman’s Fountain in the Village of Owego’s Courthouse Square. The fountain was given to the Village of Owego and its firefighters in 1914 by Frank M. Baker as a memorial to his son, George Hobart Baker, who was killed in an automobile accident in 1913. Both men had been members and chief engineers of the Owego Fire Department. The fountain was last restored in 2000 and has again fallen into disrepair. Work on the fountain is expected to begin this summer.

Food Bank Hires New Vice President
The Food Bank of the Southern Tier welcomed Meghan Parsons (pictured) as Vice President of Development and Community Engagement earlier this month. In her new role, Parsons oversees all Food Bank fundraising and community engagement activities, providing direct leadership to the Development and Community Engagement team. The VP also works to create a strong, compelling and cohesive public presence for the Food Bank in order to achieve annual, capital, and long-range programmatic fundraising goals in support of the mission to end hunger in the Southern Tier.
Parsons, of Elmira, previously was Development Director for the Corning Children’s Center, a position she held for five years. Parsons was licensee and event curator of the TEDxChemungRiver event for seven years. She worked at the Food Bank briefly in 2007-08 before becoming Vice President for Development and Public Relations for Glove House. “I am thrilled to have rejoined the Food Bank of the Southern Tier team after more than a decade of working for our community in other capacities. The Food Bank has a terrific team of dedicated staff, volunteers, donors and advocates and I looking forward to working with them to find solutions for building and sustaining hunger-free communities in the Southern Tier,” Parsons said. The Food Bank of the Southern Tier distributes food through a network of 165 food pantries, meal programs, shelters, and other hunger relief agencies in Broome, Chemung, Schuyler, Steuben, Tioga and Tompkins Counties. The Food Bank also directly serves people in need through Kids’ Farmers Markets, the BackPack Program and Mobile Food Pantry Program. The Food Bank of the Southern Tier is a member of Feeding America and a regional agency of Catholic Charities of the Diocese of Rochester, and was named the 2017 Food Bank of the Year.

Upstate Shredding Opens New Plant in Owego Upstate Shredding opened its new heavy media plant at the company’s Owego facility in Tioga Industrial Park. The opening of the highly anticipated plant will generate a minimum of 25 new full-time positions and will allow for zorba to be processed and sold domestically, keeping valuable jobs and material here in the United States. The construction of this dry media plant was made possible with the assistance of a $1 million New York Empire State Development grant, awarded by the State of New York. The Southern Tier was one of three regions to be awarded $500 million in $1.5 billion Upstate New York revitalization funding. The project called for a capital investment of $7.5 million, all of which was privately funded beyond the $1 million grant. The new dry media plant contains state-of-the-art processing technology that will further process zorba, a shredded mix of non-ferrous metals consisting primarily of aluminum generated by eddy-current separator or other segregation techniques, to separate out the aluminum from the heavies (copper, brass, zinc, and stainless). As the East Coast’s largest privately held scrap metal processor, Upstate Shredding – Weitsman Recycling will feed the media plant with its two company owned shredders
in Owego, New York and New Castle, Pennsylvania and will also be buying material from outside sources throughout North America. Upstate Shredding feels it is an optimal time to start up the plant with the uncertainty of exporting zorba and with the tariff threats being in place. Materials from the Owego and New Castle shredders will be processed at the plant, which is enclosed in a new 20,000 square foot building at 1 Recycle Drive in Owego. The technology was purchased from SGM Magnetics, a North American leader in magnetic and sensor technology specializing in ferrous and nonferrous metal separation. SGM Magnetics supplied a complete dry media plant for upgrading zorba sized between 1/2 inch to 6 inches. The system is designed for up to 15 tons of zorba per hour, separating the light metals (aluminum) from the heavy non-ferrous metals. There are only a few similar plants currently operating in the United States. This state-ofthe-art equipment will take Upstate Shredding’s single zorba product and produce sorted high quality commodities such as twitch, cast aluminum, copper, brass, zinc and circuit boards using color sorting technology. www.upstateshredding.com

Frederick C. Hume, Jr., 70, of Endwell, N.Y., passed away Friday, April 20, 2018, at his home. Born in Johnson City, New York, on June 16, 1947, Fred was the only child of the late Frederick C. and Magdalene (Chrusch) Hume, Sr. He graduated from Johnson City High School, and attended Broome Community College. Prior to his retirement in 2008, Fred worked as a simulation

software tester/developer at SingerLink, a programmer at GAF/ Ozalid, and provided help desk and engineering support at IBM, Lockheed Martin, and NYSEG. In the 1970s, Fred also worked as a DJ at Dinoz in Binghamton. Surviving are a daughter, Karlynn Hume; granddaughter Allicia Lane; grandson Tyler Kundrata; and great-granddaughter Aurora Mohrman. He is also survived by his beloved dog, Zeus. A Memorial Service was held on Friday, May 4, at Barber Memorial Home in Johnson City, with Father Ilya Gotlinsky officiating. Interment will be at Vestal Hills Memorial Park in Vestal, NY, at the convenience of the family. In lieu of flowers, contributions may be made in Fred’s memory to the animal charity of your choice. Special thanks to family, friends, and neighbors who were there for Fred in his final years.

Dog Control Officer Retires The Dog Control Officer for four of Tioga Counties nine towns has announced his retirement. Patrick Cartwright Jr, is the Dog Control Officer for the Towns of Barton, Berkshire, Nichols, and Richford. Cartwright, who served as the Deputy/Backup Dog Control Officer for three of the four towns for the last 15 years took over as the Dog Control Officer, in August of 2017 after then DCO Ron Raab retired. Cartwright came to the position with fifteen years of experience as a Deputy Dog Control Officer, and he was the
former Chief Animal Cruelty Investigator / Humane Officer with Stray Haven Humane Society and SPCA . Cartwright’s retirement from the DCO position is effective June 1, 2018. He and his family are relocating to South Carolina for better opportunities and warmer weather. The Deputy Dog Control Officer Denise Liske will provide coverage until she is either appointed as the DCO or another DCO is appointed. There are already well qualified applicants with experience as DCO that have applied,

County Preparing for Future Flooding The Tioga County Departments of Emergency Services and Economic Development & Planning, along with the Tioga County Soil and Water Conservation District have begun the process of updating the 2013 Hazard Mitigation Plan for the County and its 15 municipalities. This plan will identify key actions to be taken to reduce or eliminate the longterm risk to human life and property from natural disasters such as floods, severe storms, and winter storms. FEMA defines hazard mitigation as a “sustained action taken to reduce or eliminate long-term risk and their property from hazards.” With the aid of the hired consultant, Tetratech, the county’s Hazard Mitigation Planning Committee will conduct risk assessment tasks. First the committee will identify hazards that may impact the county and its municipalities and then profile the relevant hazards and their potential consequences. Secondly, assets that are subject to losses or damage, including physical structures, critical facilities, functions and populations will be identified. Finally, potential losses that could result from each type of hazard will be estimated. Following the risk assessment, Hazard Mitigation Planning Committee members will develop a hazard mitigation strategy for their respective municipalities. The strategy will include the identification of hazard mitigation goals as well as a prior-
itized list of actions designed to reduce losses. The plan focuses on existing and future buildings, infrastructure, and critical facilities that might be impacted by natural disasters. Ultimately, the mitigation projects identified and implemented will reduce vulnerability and enable communities to recover more quickly from disasters. The update of this plan allows the county and participating municipalities to continue to be eligible for future predisaster mitigation funding from FEMA. Example of grant-eligible projects include home acquisitions or elevations – to either remove houses located in the floodplain to generate open space and increase flood storage or to raise their first floor above the FEMA base flood elevation – and local flood control measures. A series of meetings open to the public will be part of the plan development process, both to solicit public comment and to present the draft plan to residents and local officials. In the near future, information about the All Hazards Mitigation Plan and meeting dates will be posted on the county’s web site at http:// www.tiogacountyny.com/departments/ emergency-services/. It is expected that this All Hazards Mitigation Plan update will be complete by the end of 2018.

If you’ve ever held an artifact arrowhead or viewed one at a museum and wondered just how they were made, this is your opportunity to join Flintknapping Artist Michael McGrath for the Beginner Pressure Flaking Course he teaches in conjunction with the Newark Valley Historical Society. The class fee includes teaching, tools, and flint. Past students who wish to take the class again are welcome. The workshop “Flint Knapping I, Pressure Flaking” will be held June 9,
from 9:00 am to 1:00 pm at the Bement Billings Farmstead Museum, 921 Route 38 in Newark Valley. Students will learn basics, work small points, hone their skills. All flint material and tools are provided. Cost is $45 non-member, $40 members. Participants bringing their own tools purchased from Mike will pay for flint only.
