Fireman’s Fountain - Restoration Begins Fountain to be removed July 11 Public information session planned
Owego Hose Teams, Inc., the local not-for-profit spearheading the Baker Fireman’s Fountain Restoration, announces work has begun on the project. The 104-year-old fountain in the village’s courthouse square will undergo a complete restoration that includes cement and concrete replacement, cast iron refurbishment, repainting, pipe, plumbing and pump work, electrical work, basin liner repair and updated landscaping. A new “Memorial Brick Walkway” leading to the fountain along with stamped concrete surrounding the fountain in the shape of a firefighter’s Maltese cross are additional features of the project. The cross will honor Owego’s five fallen firefighters. Contractors from McKay Lodge Art Conservation Laboratory in Oberlin, Ohio were at the fountain site on Thursday. Nationally known, McKay Lodge personnel are conducting the fountain condition assessment, treatment and maintenance plans as well as writing specifications for the fountain concrete, water and electric work. Following McKay Lodge’s visit, Robinson Iron will be onsite in Owego on Wednesday, July 11, for fountain removal and transport to their facility in Alexander City, Alabama. Robinson Iron is another well-known conservation firm that holds the original “Fiske Casting Catalogue.” The J.W. Fiske Company originally cast the Baker Fireman’s Fountain in 1914. Treatment of the fountain will take at least eight weeks. A public information session on the project will be held Wednesday evening, July 11, at the American Legion on Front Street at 7:00 pm. The public is invited to attend to hear more about the project. Light hors d’oeuvre will be served with a cash bar. Along with McKay Lodge and Robinson Iron other companies working on the project include Seamus Cerretani Concrete, J.O.C. Construction, SUEZ Water, Hulslander Concrete, Charlie Munroe of Good Earth Landscaping, and Global Industrial Services. Fundraising has been ongoing since 2017 and grants from the Mildred Faulkner Truman
Foundation and the Fannie C. Hyde Charitable Trust have supported the restoration. To date roughly $75,000 has been raised primarily though the Owego Hose Team Memorial Golf Tournament, “Buy a Brick” campaign, Monte Carlo Nights, elementary school tee shirt sales, chicken BBQs, chicken wing eating contest and grants. The fountain was given to the Village of Owego and its firefighters in 1914 by Frank M. Baker as a memorial to his son, George Hobart Baker, who was killed in an automobile accident in 1913. Both men had been members and chief engineers of the Owego Fire Department. The fountain was last restored in 2000 and has again fallen into disrepair. The fountain was originally purchased for $2,000. Modeled by Caspar Buberl (1834-1899) and sold by J.W. Fiske the fountain is called the “Fiske Fireman.” Fourteen zinc statues of fireman similar to the one in Owego are located across the United States. The first known statue of this design was erected in St. Paul, Minnesota in 1891. The theme of a fireman holding a child in the crook of his left arm reflects the format of the statue on the New York Firemen’s Monument, which harkens back to the iconic image of the Virgin Mary holding the baby Jesus. The fountain and surround were originally cast in multiple pieces and assembled on site. Additional funding is being raised for the restoration to include pending grant submissions. The overall project cost estimate is $115,601.02. The hose team hopes to have the project completed this fall contingent upon closing this funding gap. The Owego Free Academy 145th annual commencement was held on Saturday, June 23. Due to inclement weather, the ceremony was moved indoors to the OFA gymnasium, with overflow seating in the middle school auditorium. The ceremony was live-streamed.

The Annual Berkshire Blueberry & Book Festival will be held on Saturday, July 21. The main events of the festival are from 9:00 am to 4:00 pm and include an art show, vintage cars and trucks, Catatonk Woodcarvers demonstrations, antique appraisals by Bob Connelly, open house at the library and Berkshire History Museum, and a huge raffle to benefit the library. There will be lots of blueberries and baked goods. At the Berkshire Fire Station, there will be blueberry pancakes with maple syrup donated by SweeTrees from 7:00 to 10:00 am, and a chicken BBQ at 12:00 Noon. Children’s activities include presentations by author Daniel Jude Miller, the Game Truck of Central NY, and free
books for kids. The annual festival began four years ago as a fundraiser for the Berkshire Free Library and has grown with participation of the Berkshire Fire Department and Fire Police, the Berkshire Community Association, the Richford Church ladies, the Berkshire Reading Club; NVHS art club; and dozens of area volunteers. A bake-off contest sponsored by the Berkshire Congregational Church with judges from Cornell Cooperative Extension benefits the Helping Hands Food Pantry. Cloud Croft Studios, in partnership with the Tioga Arts Council (TAC), announced the establishment of Everyday Life, Every Day Art, a juried regional art exhibition to benefit the Tioga County Anti-Hunger Task Force and TAC. 29th Apalachin Lions “Back to School” Program The first day of school is a day of new experiences, new friends and new clothes. Unfortunately not all families are able to buy new clothing or school supplies for that all important opening day. The Apalachin Lions Club has been conducting a “Back to School” program for the last 28 years, this year with cooperation from the Vestal Target. This program furnishes gift vouchers to eligible families, helping to defraying some of the cost of getting their children

Zackary will take on the newly created position of Agricultural Development Specialist. Waverly Students Receive Scholarships The Community Foundation for the Twin Tiers recently announced the 2018 scholarship recipients. The Community Foundation currently administers funds that specifically provide scholarships to students in Bradford, Potter, Sullivan and Tioga Counties Pennsylvania and Tioga County, New York. The scholarships awarded to Tioga County, New York, students total $27,200. Duck Race at NV Summer Fest - July 28 The Annual Duck Race in Newark Valley will be held on July 28 Saturday, July 28, during the Newark Valley Summer Fest. Mattia and Olivia Two Endicott families shared enriching experiences by hosting students from other countries through International Student Exchange (ISE). The Radmans hosted Olivia from Spain and the Davises hosted Mattia from Italy. The Radmans homeschool their three young daughters, who are dancers, two of whom take ballet. Olivia has taken ballet since she was four. Host mom, Laura Radman, knows some Spanish, so a match was made. “The girls like having a big sister,” said host father, Eric Radman, as they typically snuggle up to Olivia or hold her hand. Radman notes the “similarities…in the world,” such as communing around the table. “The value of cooking a good meal, eating it together and sharing with her what we have here is most meaningful,” Radman said. U-E students, Kayla and Ciara, make up the Tim Davis home. Kayla is in the Italian Club at school and when the class was asked if anyone would like to host an Italian student, Kayla jumped at the chance. She and Ciara are Mattia’s “sort of” sisters, as he has a younger sister back home in northern Italy. “There’s whole lot of giggling going on between the three of them,” said Tim Davis. Mattia is not allowed to go back to Italy because Davis’ mom, whom Mattia calls Grandma, won’t let him go—she wants to adopt him! Next school year, Ciara will be an exchange student in Bolzano, Italy, which is only one hour from where Mattia lives. He’ll be her tour guide and show her places to shop. The Davises have already made plans to visit Mattia and his family in Italy some day soon. Olivia’s dream upon arrival was to become a cheerleader, but that didn’t
work out, so she joined Zion School of Performing Arts, where her host sisters dance. Instead of ballet, she wanted to try something different, so she was in the Senior Elite contemporary dance troupe. Her excellent level of training and background was a welcome addition to the team and she and the girls became great friends. The team won a Platinum Award (high gold) at a recent competition in Syracuse and performed in the Zion School’s recital. As a former swimmer, Mattia immediately joined the swim team at U-E. Then he joined the lacrosse team; lacrosse is not very popular in Italy so he was interested in learning the sport. Mattia has made lots of friends and enjoyed going to prom with a group of students in a limo bus. He will participate in the graduation ceremony and receive a certificate of completion for one year of study. Prom and graduation are non-existent events in European and Asian schools so it’s a real treat to be a part of them in the USA. Mattia loves the pizza here and said, “I’ve gained ten pounds since I arrived!” Host families are needed for the upcoming school year ASAP. Students are placed in the school district where the host family lives. Families provide a bedroom and three meals a day. Students have their own spending money and medical insurance and pay for everything themselves. They are very mature, disciplined, well behaved, and help around the house. Students become like a son or daughter, and, in many cases, host families end up visiting students and their families in their home countries. A series of special in-depth workshops are scheduled on select dates (mostly Fridays) through the end of August at the Home Textile Tool Museum in Orwell, PA. These are hands-on opportunities to learn unusual skills and gain rare knowledge primarily about historical fiber and farm production methods. The workshops have a class fee to help cover instructors’ time as well as a materials fee. Registration is required and all classes have a maximum of 8 participants (with the exception of Needle Felting which is limited to 10). This allows for maximum attention to every student so full learning of the subject can take place. The Home Textile Tool Museum is in the Orwell, PA, and celebrates the many aspects of at-home fiber processing and cloth production in our region in the early 1800’s. The museum is open every Saturday during the summer (except July 7) from 10 am to 4 pm and hosts a variety of activities, demonstrations and workshops. Drafting Longdraw Spinning Friday July 13, 10am-4pm - Presented by Tracy Sayre, who has been a handspinner for 30 years and raises her own fiber animals for their fleeces. The fee is $25 plus materials fee of $25. According to Tracy, long draw drafting is the opposite of worsted spinning. Long draw drafting involves using a shorter (about 2 1/2 to 3”) staple wool or an even shorter fiber like cotton or cashmere. There will be discussion of plying, ratios, spinning fines, one handed drafting and what constitutes a woolen yarn. The Art of Soap Making Friday July 20, 10am-4pm - Soap making with Laryssa Zahajkewycz who has been making soap since 1995. The workshop group will use a simple recipe with tallow, coconut oil, olive oil and a fragrance and/or essential oil in the ingredients. All participants will go home with a quantity of soap. There is a $25 fee and $20 Materials fee. Painting with Wool: Needle Felting Friday, July 27, 10am - Presented by Denise Tarbox. Each student will produce an 8 x 10 needle felted picture to take home. Needle felting is a dry felting technique using special barbed needles to poke pieces of wool roving (washed and dyed wool that has been combed
into long strips) through a backing material to create a design or picture. A thick piece of foam is placed under the backing while working in order to prevent fingers from being jabbed. Final designs can be framed or incorporated into a larger project. The fee is $25 and materials (wool, needle and foam pad provided) cost is $10. All participants will need to bring two or three pictures to serve as ideas for their project. Reading and Understanding Early Weavers Notation Thursday & Friday, August 16-17, 1am4pm - Two-day workshop presented by Pat Hilts. Lunch provided. The fee is $65 and materials will be $20. Pat Hilts is the curator of the HTTM and a textile historian who has published widely and taught many workshops on the history of looms, spinning and weaving. Because the notation used to record patterns from the 17th to 19th Centuries differs greatly from modern drafts, this workshop will teach participants how to interpret early drafts and adapt them for present day use. The Home Textile Tool Museum is located at 1819 Orwell Hill Road on State Rte. 1036 and along with the special workshops it is open Saturdays through August 25. New Mobile Dental Vehicle for Tioga Co. Tioga County announced that Medical Coaches of Oneonta has been selected to build the new Tioga Mobile Dental Vehicle. Multiple proposals were received and evaluated, but Medical Coaches’ proposal stood out as best meeting the needs of the county. Tioga Mobile Dental Program has served over 10,000 Tioga County
residents since 2003. Grant funds have been awarded for the replacement of current mobile dental trailer from a Community Development Block Grant, Appalachian Regional Commission and the Floyd Hooker Foundation. The new dental vehicle should be on the roads of Tioga County in early 2019.

Newark Valley Summerfest - July 27 & 28 The Newark Valley Summerfest will take place on Friday, July 27 and Saturday, July 28. Formerly known as Newark Valley Days, the NV Summerfest promises to be even bigger and better. Friday events (4:00 to 7:00 pm) will include an Art Show at the municipal builing on Park Street, the Valley Quilters will hold a Quilt Show at the United Congregational Church on Main Street, and Village Wine & Spirits will have a wine tasting. The NV Depot will open at 6:00 pm, offering refreshments, with classic country songs by Donna & the Country Mystics at 7:00 pm. On Saturday, the Art Show and Quilt Show will continue, and there will be a book sale at the Tappan Spaulding Library. A parade will take place down Main Street starting at 11:00 am, with music by the Kirby Band and the Maine Community Band. Other parade participants will include local fire departments, youth groups, the Baptist Church in Newark Valley, the VFW, School Age Child Care (SACC) and others. Free tours of the Bement-Billings Farmstead Museum will be conducted by the Newark Valley Historical Society from 12:00 to 4:00 pm. Most other events throughout the day will take place at the Village Green and the Trout Ponds Park.
Activities at the Village Green (9:00 am to 4:00 pm) will include crafters, vendors and artisans offering jewelry, clothing, cacti and rare succulents, wooden items, maple products, cotton candy, sno-cones and popcorn, and more. A children’s face painter will delight the kids. Activities at the Trout Ponds (9:00 am to 4:00 pm) will include vendors (jewelry, clothing, handmade crafts, tattoos), food and snack booths, a kids play area with games and activities, cotton candy and sno-cones, a BBQ, and The Great Duck Race at 4:30pm. Raffle tickets will be sold for various gift baskets. The Newark Valley Fire Department is sponsoring the NY State Office of Fire Prevention & Control Fire Safety Trailer, as well as Operation Safe Child, including child IDs. The NV Summerfest will conclude with a Fireworks display at dark. Heritage Village Summer Camp for Kids The Heritage Village of the Southern Finger Lakes will sponsor a summer camp for children ages 7-11 on July 24 27 from 10:00 am to 3:00 pm each day. The camp will focus on farm life during the 1850s with an emphasis on the science behind farming. There will be a variety of interactive activities and
demonstrations including and a live animal demonstration, using farm hand tools, measuring and laying out

That’s right, July is National Culinary Arts Month. But ’tis the season for fresh fruits and vegetables, and we all know that they are a healthy choice. So, instead of listing nutritional facts I’m going to get right into the fun part: RECIPES. Fresh Orange Salad 4 mandarin oranges peeled and wedges separated 1 kiwi fruit, sliced 1/4 cup red onion, thinly sliced 1 T olive oil 2 T balsamic vinegar 1 tsp fresh rosemary, chopped fine 1 tsp fresh parsley, minced 1/2 tsp freshly ground pepper Lightly toss together oranges, kiwi and onion. Whisk oil, vinegar, rosemary, parsley and pepper. Pour oil and vinegar dressing over orange mixture; refrigerate overnight. Grilled Marinated Veggies There is an assortment of vegetables that grill very nicely, I will list a few of my favorites below. Please feel free to experiment with the veggies you prefer.
The real secret is the marinade, and this is a winner every time. Chef Nick’s Marinade for Grilling Vegetables 1 cup avocado oil 1/3 cup rice vinegar 2T lemon juice 1/4 C green onion (finely chopped) 1T minced garlic 2T fresh rosemary, chopped 1/2 t kosher salt 1/4 t fresh ground black pepper Combine all ingredients and mix well. Dear Apalachin Taxpayers
An open letter to the Apalachin Fire District Taxpayers Heading into August, operations at the new fire station have settled in and your volunteers are feeling more at home every day. We’ve also seen some of the benefits of the new station materializing in the form of increased recruitment with four new volunteers joining since the Open House. We welcome all of you to come by Wednesday nights at 7:00 pm to join us. I’ve fielded a few questions recently regarding the lights on at the station along with the lawn maintenance at Station 1. During design, a lot of thought was put into the safe operations at the station. All lighting is super highefficiency LED. These new lighting fixtures provide ample light with low energy usage. There are a number of exterior lights that operate dusk to dawn along with a limited number of interior lights that are on 24x7. Almost all other lights operate on motion, occupancy, or vacancy sensors turning off automatically. The primary purpose of this is firefighter safety. Unlike our homes where we turn the lights off as we sleep at night, your volunteers are called to the station in darkness on a regular basis. These lights ensure they can safely enter and exit the station for 911 calls at all hours. In addition, the lights provide the significant benefit of enhancing security. By lighting the facility, community members can help keep a watchful eye to protect taxpayer assets stored at the station. The estimated cost of all of the safety and security lights on during vacancy is estimated at a little more than $1.00 per day. The Commissioners thought this was a prudent investment for the safety of our volunteers and security of the assets we’re responsible for. Regarding lawn maintenance, the
Commissioners reviewed sealed bids for lawn mowing service at all three stations at our June 21, 2018, meeting. We also reviewed quotes on a new lawn mower. The Commissioners decided to reject the lawn mowing service and invest in a new lawn mower to be used by our caretaker. The investment is expected to pay for itself in less than 18 months and to save more than $4,000 annually over the cost of a lawn service. The Commissioners would all like to thank volunteer firefighter Shaun Foland who’s invested his own time, mower, and money in maintaining the lawn at Station 1 thus far. The Fire Department recently recognized four new EMT-Critical Care Technicians (EMT-CC) graduating from Medic class, some of whom have already completed their supervised field training under experienced medics and are now cleared to lead Advanced Life Support (ALS) patient care on their own. We congratulate and thank Firefighters and new EMT-CCs Kyle Telfer, Alex Khadjadorian, Braeden Strojny, and Andrew Gregor. With these new Medics on the street, the ambulances back at Station 1, and some technology improvements at the 911 Dispatch Center, we expect our call coverage to increase in the months ahead along with improved response times. Girl Scouts Complete Silver Award
Girl Scout Troop 40860 from Owego-Apalachin completed their silver award which involved making blankets, pillows, and stuffed animals for A New Hope Center in Owego. They also donated children's books and buckets full of cleaning supplies. The silver award has a requirement of 50 hours which the troop did complete. The girls in the troop are Brooke Hathaway, Carly Kirtland, Sydney Watson, Allie Shoen, and Nicole Canfield.
