Tioga County 2020 Fair is Cancelled

The Tioga Co. Agricultural Society has announced the postponement of the 2020 Tioga Co. Fair due to current NYS restrictions on assembly and health concerns from Covid 19. The society is already planning the 2021 county fair. Above: photo from a recent Tioga County Fair.

Fireworks in Newark Valley - July 25

The Northern Tioga Chamber of Commerce is planning a fireworks show on Saturday, July 25, at dusk. The fireworks will be set off on Cooks Hill in

Newark Valley. From this location, people can see for miles around, watching from their porches or yards. Out-of-towners are encouraged to come to the Village of Newark Valley and watch the fireworks from their cars or lawn chairs at the Trout Ponds or the high school, keeping in mind the social distancing regulations. WEBO radio, 1330 AM, “Your Hometown Station” in Owego, will accompany the fireworks with patriotic music, so bring your radio or tune in to WEBO 1330 AM and listen in your car. The Newark Valley Fire Department will be on hand to ensure firework safety.

Town of Owego Tire Clean-up - July 11 The Town of Owego will hold its annual tire and scrap metal cleanup on Saturday, July 11, from 8:00 am to 4:00 pm at the Village of Owego Department of Public Works, 20 Elm Street, Owego. Town and Village of Owego residents may bring up to eight tires, up to 19 inches in size, at no charge and up to an additional eight tires for a fee of $1 per tire. Tires on rims will be taken at no charge and will not be included in the eight tire limit. Additional tires may be dropped off at $2 per tire. Clean scrap metal will also be accepted at no charge. Large tires (tractor/tractor-trailer) will

not be accepted. Waste tires present environmental, health, and safety hazards. Rainwater accumulates in tire piles creating an ideal environment for mosquitoes, which are known to transmit West Nile Virus. Reusing or recycling tires keeps them out of landfills. Old or used tires can be shredded or turned into crumbs to be reused in additives to asphalt for roads and playgrounds. Pulverized tire chips can become rubber flooring for equestrian and dog training centers. This program is held in conjunction with the Tioga County Water Quality Coordinating Committee.

On June 25, the OFA Class of 2020 Car Parade made its way from the Apalachin Elementary School in Apalachin, to the Owego Free Academy in Owego. Congratulations to the OFA Class of 2020!

The Tioga County Chamber of Commerce’s 16th Annual Tioga Chamber Open Golf Tournament will be held Friday, September 18, at The Club at Shepard Hill in Waverly, NY. The event will begin with a shotgun start promptly at 12:30 pm. Registration and cart assignment will be at the clubhouse starting at 11:00 am. The fee for the event is $100 per person, $400 for a team, and includes golf, cart, game prizes for first, second, and second to last teams, and dinner. Early

bird entry by August 15, 2020, is $340 per team. Tee-hole signs are available for purchase for $100. The field is limited to 28 teams and teams are encouraged to register early. Payment is due at the time of registration. Check, cash, or credit cards are accepted. Henry On, May 7, Tompkins Cortland Community College (TCCC) announced that two of their students received the Chancellor’s Award for Excellence: Lana Esho, and Candor Central School alum, Casey Allen Smith (pictured above), class of ’08. Smith was recognized for his integration of academic excellence with accomplishments in the areas of leadership, community service, and campus involvement. A Dean’s List student with a 4.0 GPA, Smith was also the President of the Student Government Association (SGA), and past Assistant Treasurer of the Faculty Student Association (FSA). He was also a member of the National Society of Leadership and Success, and

served as an accounting tutor at the Baker Commons Tutoring Center, while also maintaining employment offcampus. “The SGA’s function is to coordinate events on campus for the students, help manage the funds in Student Activities (this is money designated for club events and other SGA events),” Smith said. “We also addressed student concerns that needed to be brought to the attention of the College Board, or the Faculty Student Association. During my time as VP of Finance, I was also the cotreasurer for the FSA.” Although Smith started his educational career after high school, first at Utica, then TC3, he took time off before refocusing his educational commitment to continue his education at TC3, the summer of 2018. While enrolled, as well as tutoring, he worked off-campus at Colitvare, and volunteered at Candor American Legion Post 907. Smith will be graduating with an Associate’s Degree in Business Administration this semester. “As of right now there is no commencement, due to the Covid-19 pandemic,” Smith stated. “But I plan to transfer to Binghamton University’s School Of Management, to continue studying business administration.” Smith also received the individual Take Pride Awards for ‘Integrity,’ at Tompkins Cortland Community College. Unfortunately the ceremony that would normally take place in Albany, to receive this prestigious award, was cancelled due to the pandemic.

Apalachin Lions Award Scholarships for 2020 Since 1989, the Apalachin Lions have been awarding scholarships to promote and reward young people for their service to their community and school. This year, the Lions awarded $3000 in scholarships. Each winner received $1000.

This year’s winners are: Grace Riddleberger from Owego Free Academy, Ashley Waldron from Montrose Area High School, and Steven Khadjadorian from Vestal Senior High. Congratulations to all of this year’s winners.

Tioga Arts Council is Open Tioga Arts Council (TAC), at 179 Front Street in Owego, re-opened July 3. The current exhibition will be open Thursday to Saturday, 11:00 am to 4:00 pm, or by appointment. While in the building, you must wear a mask and maintain a distance of six feet from any-

Under the New York State Phase 3 guidelines, Tioga Opportunities, Inc.’s Countryside Community Center in Owego last month reopened and welcomed customers back to the Congregate Dining program. Congregate Dining services are served Monday through Friday from 11:30 am to 1:00 pm. As an alternative to Congregate Dining, “Grab and Go” lunch bags are available at the front door of the Countryside Community Center, Monday through Friday, 11:30 am to 12:30 pm until further notice. Select recreational activities includ-

ing painting, ceramics, knitting, quilting, and scrapbooking were invited to resume on July 1. To ensure safe social distancing, the room capacity is limited to six people. In adherence to NYS health and safety protocols, plexiglass barriers, social distancing markers, and use of face masks have been put into place. Cornell Cooperative Extension (CCE) Tioga County Board of Directors has announced that T Hanson has been hired as their new Executive Director (ED), starting July 20, 2020. She will serve in a blended role of both administrative leadership (80%) and agriculture program leadership (20%). She most recently worked on a capital campaign for the Green Mountain Club in Vermont, an organization she has been with since 2018. “T has a deep technical and business background, having worked for both large for-profit and small non-profit organizations,” said Richard Orth, president of the CCE Tioga Board of Directors and co-chair of the Search Committee. “She is also very people-oriented – authentic, approachable and empathetic. Bottom line – she is a great culture fit for CCE Tioga because she values community relationships and working collaboratively.”

“Growing up in Owego, NY, I am thrilled to find a viable opportunity to reestablish a home here and to give back to the community where my love of nature, animals and agriculture was born,” Hanson said. “I look forward to building upon the great foundation of CCE Tioga, engaging with team members, our community and strategic partners.” Hanson earned a BA/MA in Computer Science from Boston University and a Professional Certificate in Sustainable Food Systems from the University of Vermont. After graduating from Boston University in 1985, T started her career working for IBM as a Systems Engineer in Phoenix, AZ. In 1988, her IT path took her to Dallas, TX, for technology planning and architecture at American Airlines/ SABRE, providing distribution channel strategy for the flight reservation system. She also became a Texas Master Naturalist and started leading local hikes and plant talks. In 2008, T transitioned to non-profit work by joining the National Audubon Society and helped to open their Dallas flagship nature education center, where she was Director of Operations. In keeping with her environmental passion, she served as Director of Development for Texas Trees Foundation from 2016-18. The CCE Tioga Board wants to express their sincere appreciation and gratitude to Andy Fagan, who is retiring as ED from CCE Tioga after 21 years. He has led the association with selfless dedication to the community by implementing quality programs to address their needs. “He will surely be missed,” said Richard Orth. “We all wish him well. He deserves only the best.”

County Legislature Meetings - July 14 The seventh regular meeting of the Tioga County Legislature will be held at Noon on July 14, in the auditorium of the county building at 56 Main St. Committee meetings will be in the auditorium.

On June 26, at 7:00 pm, Ross Corners Christian Academy held their 53rd annual graduation commencement honoring 12 graduates, five of whom reside in Tioga County. This year, due to COVID-19, and in order to follow NYS guidelines, there were no more than 150 in attendance following social distancing, and the commencement was held outdoors on the RCCA soccer field. The RCCA graduation attendees heard speeches from the Class of 2020 Valedictorian, ZiYan Horne, and Saluta-

Salutatorian, Dani Bryan torian, Dani Bryan, and a special keynote message from Pastor Grant Parkki, Family Pastor at City Church in Binghamton. Academic and other awards were given by RCCA faculty and School Administrator, Mrs Jeni Chase. Congratulations to the Ross Corners Christian Academy Class of 2020!

Hose Team Kicks Off Steamer Effort With Fire House Subs

$2,300 raised for Steam Fire Pumper Restoration Effort

Owego Hose Teams, Inc. is thanking community members for their strong support of Fire House Subs of Ithaca’s mobile food truck that was at Owego Central Fire Station on North Avenue last month. Proceeds from sub sales generated $2,300 for the recently announced 1866 Amoskeag Steam Fire Pumper restoration with “steamer house” now championed by the hose team. Serving firefighter themed subs last month in downtown Owego, the hose team hopes to continue the partnership with Fire House Subs in the future at Central Fire Station and other events hosted by the hose team. Other fundraising initiatives for the project were also recently revealed. Individuals can be directly involved with the project by participating in the hose team’s “Steam Booster” donor program. For a tax-deductible contribution, name(s) will be placed on a cast iron bronze plaque that will proudly hang on the steamer house building next to

Owego Fire Station #2. Donors will receive a letter and certificate thanking them for their donation. Donors can also purchase benches that will surround the steamer house. The benches can be inscribed much like at the Bradford County Veterans Memorial Park. Information on the “Steam Booster” and bench program is available at www.OwegoHoseTeams.com. The 153-year-old Owego Fire Department Amoskeag Steam Pumper, known as the “steamer,” has not been operational since the late 1980s. In addition to restoring the steamer, the hose team is building a “steamer house” like one located in Marathon, NY, to showcase the piece on North Avenue. The hose team estimates the steamer restoration and steamer house to cost in upwards of $100,000. Additional fundraisers are being planned once the COVID19 crisis subsides and the hose team notes they intend to raise all funding privately without taxpayer support.

50 Years Ago It’s July 1970. Neil Armstrong is sworn in as NASA’s Deputy Associate Administrator for Aeronautics. Margaret Court of Australia defeats Billie Jean King to win the Wimbledon Women’s Tennis Championship. Prince Charles, 21, and his sister Princess Anne, 19, are guests at the White House during a three-day sightseeing tour of Washington, D.C. Apollo 11 astronauts Neil Armstrong, Edwin Aldrin, and Michael Collins reunite to celebrate the first anniversary of the moon landing. The upcoming TV season is expected to be the shortest ever due to inflation, rising costs, and the loss of cigarette advertising. The average series will have only 24 episodes. The ban on cigarette advertising which was ordered by Congress and effective January 1, will mean a $226,000,000 loss to the TV industry. AFL-CIO President George Meany urges Congress to increase the federal minimum wage from $1.60 to at least $2.00 an hour. Hot, humid weather cripples the New York City electrical generating system causing Consolidated Edison to reduce voltage and ask customers to conserve power. Muggy, polluted air hangs over the city. In Owego, Geoff Bodine wins a feature race at Shangri-La. A new fire station is being built in Nichols. The Owego Town Board decides not to rezone an area of land between Holmes and Forest Hill Roads in Apalachin, preventing the construction of a

100-unit mobile home park and a small shopping center. The New York State Department of Education approves plans for a new Owego-Apalachin high school. Management of IBM’s Space Programs at Huntsville, Alabama, and Cape Kennedy, Florida, has been centralized at IBM-Owego. The National Biscuit Company purchases three acres of land off Rt 17c across from Nichol’s Florist for approximately $20,000. The company does not disclose how they will use the property. Dutch Elm Disease continues to kill elm trees in Tioga County. Two of the elms on the courthouse lawn were cut down last winter, and a third elm is showing symptoms of the disease. Movies playing in local theaters include “Patton,” “Easy Rider,” “The Outof-Towners,” “Beneath the Planet of the Apes,” and “A Boy Named Charlie Brown.” Friday night TV shows include “High Chaparral,” “Get Smart,” “The Flying Nun,” “He & She,” “The Brady Bunch,” “The Name of the Game,” “Hogan’s Heroes,” “Bracken’s World,” and “Here Come the Brides.” And an issue of the weekly magazine “TV Guide” costs 15 cents.

The Northern Tioga Chamber of Commerce (NTCC) announced the recipient of this year’s $400 NTCC scholarship is Kayla Malarkey of Newark Valley High School. She has distinguished herself in many areas - scholastically, athletically, and in her community involvement.

In her own words, “I have been the president of the Newark Valley Interact club for three years, student council treasurer for the last two years, a member of the National Honor Society, National Technical Honor Society, and I was previously involved with the Varsity Club. I am a three-season athlete, captain of the varsity volleyball and cheerleading teams and was able to compete at the NYSPHAA State Championships for track and field last year. This year I attended the New Visions Health program, through which I was able to explore various health careers. I will be attending Florida Southern College in the fall with a major in marine biology and a minor in Spanish on a pre-med track.” Kayla competed in the Pentathlon at States. She was also chosen to attend the Rotary Youth Leadership conference last year. She is the NV Class of 2020 Salutatorian. The NTCC is proud and honored to award this annual scholarship to this very deserving student. Congratulations Kayla.

by Donald Castellucci, Jr., Town of Owego Supervisor I hope everyone was able to enjoy Independence Day this year. It certainly is trying times we are living in but our community, as always, seems to rise to the challenge. I’d like to catch you up on a few things going on since the year began. I was happy to be able to have our annual fireworks display take place. I think it was an opportunity to get back to some normalcy. Rick Pedro provided the entertainment and WEBO carried the whole event live. Attendees kept socially distant and the park was filled with many satisfied individuals. I hope to schedule a couple more concerts on the upcoming Wednesdays. Unfortunately, with the COVID situation, Tioga Arts Council could not proceed with the regularly scheduled concerts. We expect to continue our working relationship next summer. If you drive by the Town Hall, you can see the Shared Services Facility is moving along quickly now. We had a slight delay in the beginning with some sitework issues and in mid-spring trying to get materials delivered during the height of the Covid restrictions. The building is on budget to date. It is anticipated, as of this writing, that the departments will be able to move in late October-November. The final project will end in December. With the current economic situation as it is, I anticipate that phase two of this project will be broken up over two years. We are working on getting the new salt barn installed this year. It is expected to cost approximately 1 million dollars. We have received a State grant of 500,000 dollars toward that part of the project. Other parts of the project will include sitework, stormwater requirements, a storage yard and a permanent site for residents to bring brush. In 2022 the project will include a cold storage barn for equipment. Depending on funding, we hope to have a truck wash and a fueling station in the future. This will be dependent on funding availability and the economy. Once these are complete, most of our processes will be out of the flood plain and we can better respond to emergencies into the future. I recently was able to sign a 5-year – 5-year renewable lease with the State Police that should keep them in Owego for the next ten years. We are waiting for Comptroller approval. It is a blessing to have them in our community, along with the Tioga County Sheriff’s Department and the other police agencies throughout Tioga County. You would not notice from outside the Town Hall, but we are working with FEMA on several storm events. We will begin to get reimbursement for emergency repairs from the many rain events we have had over the past several years. We

have issued the Notice to Proceed on the Dutchtown Road bridge project. There will be a road closure. I will get the information on our website as well as put out a press release once the times are set. This week we will be giving the Notice to Proceed on the Long Creek bridge project as well. The temporary bridge will remain in place until project completion. The Hiawatha Bridge project continues to move forward. It is anticipated that late July the bridge will close for 6 weeks. Detour information will become available shortly. I have been remiss in getting out information about a project the Town completed with CGI Communications. If you go to our webpage, you will see promotional videos of our town that helps market us to other communities. This would not have not happened without the sponsorships of local businesses. Please take a look at the videos, see the sponsors, thank them and patronize them. If it weren’t for their support, the project would not have happened. Our annual Tire and Scrap Metal Recycling Event will take place on Saturday, July 11, 2020, 8:00am to 2:00pm. The location is at the Village of Owego Public Works, 20 Elm Street, Owego. The first 8 tires (under 19 inches) are free, up to 8 additional tires for $1 per tire. No limit of tires on rims. I would to thank Bill Nolis and Keith Lewis for their help with the front sign design. They created the Owego tree insignia and the granite address sign. Lastly like many of you, I have noticed I am paying a little more for electric than I would be if I had remained with NYSEG. While we received a good fixed rate for the market at that time several unforeseen factors depressed the market and variable rate pricing is low at this time. Supply and demand, weather, geopolitical environments and industry regulations constantly affect pricing. Add to that mix, a mild winter, the effects of the unforeseen COVID-19 issue, civil unrest and the national election. The energy market reacts similarly in ways as the stock market does. As it was stated, you can always leave the aggregation without penalty. My suggestion is to stick it out until the 2-year period ends. A year from now the CCA will be going out to bid for the next contract and I am sure many things will have changed by then. If you have any questions about your CCA participation, call 1-833-8669637. Coburn Library Offers Contactless Pickup Coburn Free Library re-opened last month for contactless pickup. Pick-up hours are Monday, Wednesday, and Friday, 11:00 am to 12 Noon and 1:00 to 3:00 pm; and Tuesdays and Thursdays 3:00 to 4:00 pm and 5:00 to 7:00 pm. Patrons may use the online library catalog or call the library to put a book, book on CD, or DVD on hold. The library also offers a Book Selection Service where patrons may request a book be selected for them according to their preferences. Patrons will be called

when their hold is ready to be picked up. This service is available on the library’s website www.coburnfreelibrary.org. Contactless pick-up is housed in the library entry. To ensure the safety of staff and patrons in the face of the continuing COVID-19 pandemic, the building itself will remain closed until further notice. Scout Creates a Room for Men Moving on From Homeless Shelter An open house was held last month at Owego’s Open Door Mission to show the completion of Jack Hrustich’s Eagle Scout service project. To achieve the rank of Eagle Scout, Jack led 19 volunteers who worked almost 300 hours. Several local businesses generously donated thousands of dollars worth of goods and materials to make this project possible. Work on the room actually started in March, but planning took place before then. It took about a month to write a proposal and have it approved by the council. A fundraising event

was held at the Oakdale Mall in December 2019 to wrap gifts and money was raised money needed to complete the project. Jack later approached businesses and requested donations. They were all very generous and were a big part in the success of this project. Jack then went through the process of renovating the room with various volunteers from his troop and church as well as family members. Unfortunately, the pandemic hit a few weeks into March and essentially stopped all work. When restrictions were lifted, Jack and his team jumped right back in and finished the project.

Haskell Receives Scholarship Sarah Haskell, Owego Free Academy Class of 2020, is this year’s receipient of the Mary Jane H. Doty Memorial Scholarship. Sarah is the daughter of Gary and Cathy Haskell of Owego.

This past semester, Sarah was an intern at the Tioga County Chamber of Commerce. Sarah plans to attend BCC in the Fall and major in Criminal Psychology.

The Tioga County Foundations Coalition Serving the Community During COVID-19 The Tioga County Foundations Coalition (TCFC) is comprised of nine charitable foundations that serve Tioga County, NY residents and non-profit organizations. This organization was originally formed in 2018 in order to promote collective impact, foster a culture of collaboration, and to share information. Most recently, in response to the COVID-19 pandemic, this shared vision was put to the test and has proven successful. In March 2020, TCFC joined together to quickly establish the Tioga County Foundations Coalition Emergency Fund, a collaborative effort intended to accelerate support for organizations in Tioga County that work with individuals and families most negatively affected by COVID-19. Tioga Opportunities, Inc. stepped forward to house the fund and has been working with a five-person Advisory Committee to review and expedite funds. Since April, the Advisory Committee has met weekly to review applications and quickly release funds to front line organizations providing a coordinated response to the most immediate needs in Tioga County. The Community Foundation for South Central New York, the Mildred Faulkner Truman Foundation, the Tioga County Senior Citizens Foundation, Fannie C. Hyde Charitable Trust, as well as Visions Federal Credit Union, and Lockheed Martin Corporation, each contributed to the Tioga County Foundations Coalition Emergency Fund. With the addition of contributions from private donors, the fund raised totaled $73,310.00. To date, funds have been distributed to eleven nonprofit organizations located throughout Tioga County. “The TCFC Emergency Fund is a

perfect example of why the Tioga County Foundations Coalition was formed in the first place. I’m proud of the TCFC’s efforts to help nonprofit organizations on the frontlines. As our community has demonstrated once again, we are strong, resilient, and better together,” said Abbey Hendrickson, Community Development Specialist, Tioga County Economic Development & Planning. As the region moves into the recovery phase of the COVID-19 crisis, the Tioga County Foundations Coalition Emergency Fund will draw to a close, with the last application cycle due on June 15, 2020. Despite the conclusion of the TCFC Emergency Fund, the Tioga County Foundations Coalition will continue its collaborative work in support of the Tioga County residents and non-profit organizations they serve.
