Funding for Substance Use Disorder Treatment at Tioga County Jail
Senator Fred Akshar recently joined Tioga County Sheriff Gary Howard and Tioga County Legislature Chairwoman Marte Sauerbrey to announce $156,000 in state funding that will be used to bring jail-based substance use disorder treatment and transition services to the Tioga County Correctional Facility. As co-Chair of the Senate Joint Task Force on Heroin and Opioid Addiction, Senator Akshar advocated for, and secured, $156,000 in the 2018-19 State Budget to help implement, support, and expand these vital services in Tioga County. Tioga County Sheriff Gary Howard said, “For me, it’s fantastic because right now we don’t have these services at the Tioga County Jail. This will fill a muchneeded void for individuals who find themselves incarcerated because of their addiction. We’ve been without assistance in recovery and this funding comes at a perfect time.” Senator Fred Akshar said, “Jail-based addiction services are essential to our multi-faceted approach in fighting the heroin and opioid epidemic. Study after study shows that these services substantially reduce recidivism and more effec-
tively help individuals who find themselves incarcerated get back on the right track. By receiving treatment while on the inside, they’re put in a vastly better position to stay in recovery and become more productive members of society on the outside. I look forward to seeing the positive outcomes and tangible results achieved through this program as Sheriff Howard puts these funds to good use in Tioga County.” The funding will help implement addiction counseling for inmates in the Tioga County Jail along with support services to help bridge the gap for individuals transitioning into communitybased recovery upon release. Tioga County plans to oversee the program through the Department of Mental Hygiene, with the funding allocated through OASAS. County jails that offer treatment services have seen significant benefits, including decreased recidivism rates and cost savings. In Albany County, the SHARP (Sheriff’s Heroin Addiction Recovery Program) program has reduced re-incarceration by 28 percent for those who participated in the treatment program.

Miniature Golf Smackdown - Aug 12 The Tioga Arts Council’s third Miniature Golf Smackdown fundraiser will be held on Sunday, August 12, at Tioga Mini Challenger, located next to Metro’s Restaurant on Rte 96 in Owego. The event will feature 18 holes, each one sponsored by a local business, as well as food and drinks, a raffle, handpainted golf balls, and cash prizes. Teams must register in advance at the Tioga Arts Council (TAC) or by calling

Apalachin’s Doug Hurley to Return to Space
NASA introduced to the world on Aug. 3, 2018, the first U.S. astronauts who will fly on American-made, commercial spacecraft to and from the International Space Station – an endeavor that will return astronaut launches to U.S. soil for the first time since the space shuttle’s retirement in 2011. The agency assigned nine astronauts to crew the first test flight and mission of both Boeing’s CST-100 Starliner and SpaceX’s Crew Dragon. Among the nine is Apalachin’s Doug Hurley who will fly the test flight of the SpaceX Crew Dragon. The test is scheduled for around April 2019. Doug also piloted space shuttle Endeavor for STS-127 and Atlantis for STS-135, the final space shuttle mission. Pictured above is Doug Hurley (OFA Class of 1984) on a visit to OFA in 2009.

Water Main Improvement Project in Owego Company Will Replace 380 Feet of Pipe on Church Street SUEZ will begin a major water main improvement project on Church Street starting on Monday, August 6. The company will replace 380 feet of water main to help improve service reliability, water quality, and fire protection. The project is expected to last about two weeks. The work will take place on Church Street from Main Street to Front Street. During that time, a portion of Church Street will be closed from Main Street to Auto Zone. Residents are reminded to proceed with care in the work zone for the safety of workers, other drivers and pedestrians. “This project is part of our ongoing investments to provide customers with excellent service,” said Jeff VanWagenen, manager of SUEZ operations in Owego. He noted that customers in the area
may temporarily experience short periods when they have low water pressure or discolored water due to harmless sediment which is stirred up in the main. While the water is safe, customers may prefer to wait until the water runs clear before drinking or washing clothes or dishes. VanWagenen also said that a few customers may have no water for a few hours on Monday or Tuesday. Those customers have been individually notified and advised to fill containers with water that can be used for cooking and drinking during this time. “We apologize for the inconvenience and we appreciate everyone’s patience as we make long-term improvements that will benefit our customers,” said VanWagenen. All-inclusive admission and new rides featured this year The Tioga County Fair Board is pleased to announce some exciting changes for this year’s fair, held August 6 to August 11 at the Tioga County Fairgrounds in Owego. An all-inclusive admission fee has been set this year at $10. This new admission fee includes the gate, the rides, the shows and the grandstand entertainment, along with three nights of demolition derby action. “It’s time for the fair to grow,” said Fair Board President, Jonathan Marks, adding, “We have new rides and a new price.” Monday is opening day, with the Sire Stakes on the track, 4-H activity and free admission. The rides will open on Tuesday at 5:00 pm, and then at 2:00 pm each day for the remainder of the fair. The rides this year are being provided by Gillette Shows, which is exciting news for fairgoers. The Midway and rides are the same featured at the former Apalachin Firemen’s Field Days and the Broome County Fair. An expanded schedule of daily activities is also featured at this year’s fair. Board members have worked in their department to bring in new features and to grow the fair. Cornell Cooperative Extension’s 4-H members have an ambitious schedule, with animal shows taking place all week, agricultural and horticulture activities, a Dairy Day, the Clover Café, and much more. You can find their schedule online at www.tiogacofair.com. There will be live entertainment on the Show Stage this year beginning on Wednesday, and continuing through Saturday. Bug Tussell is one of the bands featured, along with several other local and regional bands to include Next to Kin, Friends with Benny’s, Nelson & Murdock, and Last Call.
The fair is also bringing back a beer and wine tent for this year’s fair, which will be located near the Show Stage. Guests can also enjoy the grandstand shows throughout the week to include the popular “Dash for Cash” on Tuesday, and a new event, the “Buckaroo Rodeo,” also on Tuesday. The popular demolition derby will be taking place three evenings this year at the fair. This year’s derby features qualifying heats on Wednesday, August 8 with finals scheduled on Friday, August 10. New this year is a Team Demolition Derby scheduled on Thursday, August 9. All three derby nights start at 7:00 pm. Also new at the fair this year, there is no separate admission to the grandstands to watch the derby. There will be an all day petting zoo, and the Zoo Mobile and Animal Adventure will be at the fair. Be sure to visit www.tiogacofair.com for the full schedule of events. The fair will wind down on Saturday with the Antique Tractor Pulls taking place in the morning. On Saturday afternoon, the Atlantic Coast Old Timers Vintage Auto Racing Club will display antique Midget and Sprint Cars in front of the Grandstand. They will be allowed track time beginning at 5:00 pm, so expect to see a number of different types of cars take to the track. This is an exhibition only, so don’t expect the blood curdling thrills of old, but the roar of the midgets will return! No charge for Grandstand seating. Other shows and displays include horse shows, rabbit shows, a Baywings Falconry Show, Veggie Car Races with Newark Valley FFA, an Owego Fire Department Chicken BBQ, vendors, crafters, and much more. The Apalachin Lions Club will host its 7th Annual Lion 5K Walk/ Run on Saturday, October 13. It will be held at the Apalachin Fireman’s Field Day Grounds at 10:00 am with registration opening up at 8:30 am. The race will benefit the Apalachin Lions Club Activities Fund, with all proceeds going back into the Apalachin, Campville, and Little Meadows communities. Pre-registration is $20 and includes an official race T-shirt. Preregistration deadline is October 6. Registration on the day of the race is $25, with limited T-shirts available.
A small snack will be available after the race. There will be prizes awarded to the Top Male, Top Female, and several different age brackets. A Kids Fun Run will also take place during the event. National Panini Month Panini is basically the Italian version of a room temperature or warm sandwich. The meaning of the Italian word Panini [pa ni:ni] is (“small bread, bread rolls”). So, it is a grilled sandwich made from bread other than sliced bread. The most typically used breads are ciabatta, michetta, and baguette. There are all kinds, sizes, shapes and prices on the market for Panini grills! I have heard that the clam shell type of the George Forman grill also works well for grilling Panini. If you are willing to challenge yourself, you could use your culinary skills on an outdoor barbeque grill. The Panini sandwich ingredients and the combination of those ingredients can be left to your imagination. Recipes you might want to try: Turkey Provolone Panini 2 tablespoons fat free mayonnaise 3 teaspoons Cilantro Pumpkin Seed Pesto (recipe below) 2 ciabatta rolls, sliced in half 4 oz. smoked turkey breast, sliced thin 2 oz. thinly sliced provolone cheese 4 (1/4 inch thick) slice tomato Combine mayonnaise and pesto, mix well. Spread inside of each roll half with

mayonnise mixture. Divide half turkey, cheese, and tomato between the two rolls. Preheat Panini maker, cook 3 minutes or until golden brown. Cilantro Pumpkin Seed Pesto 1 bunch fresh cilantro 2 cloves garlic, peeled 1 tablespoon lime juice 1/3 cup pumpkin seeds 1/4 cup extra virgin olive oil (EVOO) Cut stems off cilantro and add cilantro, garlic, lime juice to food processor and pulse a few times. NY PSC Approves New Rates for SUEZ Operations in Owego-Nichols $3.7 Million in System Improvements Enhance Reliability and Water Quality for Customers The New York State Public Service Commission (PSC) has approved SUEZ’ request for rate relief in its OwegoNichols operations that includes $3.7 million in investments related to customer service reliability and water quality. The new rates, effective August 1, will increase the typical residential customer bill by approximately $8.47 per month. The cost of water remains about one penny a gallon. The PSC last approved a rate request for Owego-Nichols customers in 2012. “We understand concerns about raising rates, so we work hard to control costs,” said Chris Graziano, vice president and general manager of SUEZ operations in New York. “While the nation continues to discuss the need to invest in infrastructure, SUEZ is taking a proactive stance with a $3.7 million commitment to the residents of Owego and Nichols.” Investments to ensure reliable water service and water quality 24 hours a day, 365 days a year include: Water main, service line and fire hydrant improvements including the replacement of 700 feet of water main on Lake Street in Owego. The original pipe was installed in 1892. A similar project is planned for Main Street. Well site improvements including new equipment for Well #4 in Owego to help safeguard the well from flooding. Equipment upgrades including a new generator, pumps and motors used to
deliver water and to comply with codes and regulations. Water meter replacements that ensure greater accuracy and can be used to detect household water leaks. Monthly Billing Will Add Convenience and Promote Conservation The PSC also approved the company’s request to move from quarterly to monthly billing. This change, which will take place in the fall, will enable customers to more efficiently budget and plan for their water use, just as they do for their electric, gas and telephone bills. More timely bills will promote conservation, help identify household leaks and reduce theft of service. Water Remains a Strong Value “We work hard to provide service in a cost-effective manner,” said Graziano. “Even with the new rates, the average household will pay about $1.37 for a day’s worth of water. Water service remains a strong value, especially when compared with other utility bills.” SUEZ serves residential homes and workplaces and supplies ample water for fire protection for approximately 5,500 people in Owego, Nichols and Tioga. A ribbon cutting ceremony was held on July 26 at Haefele Connect, 24 East Tioga Street in Spencer, to celebrate 35 years in business and a summer of changes including a new look and an updated name. Taste of Tioga - Farm to Feast on Sept. 7 The 17th Annual Taste of Tioga will be held on Friday, September 7, 6:00 to 8:30 pm in the Banquet Room at Tioga Downs in Nichols. Leaves NY Utility cannot be allowed to leave state without writing rebate checks for slew of broken promises Assemblyman First Sounded Alarm On Outrageous Price Spikes & Unfair Service—And Now That State Has Made Clear It’s All True, Brindisi Demands Company Make Things Right Before They Bounce, Not After Assemblyman Is Worried About Next Steps—Both Transition Of Service, Future Pricing, & Spectrum Rebates; Brindisi Wants Rebates Sent To Consumers As Part Of Any Deal Brindisi: Before Fleeing NY, Spectrum/ Charter Needs To Refund Local Consumers (UTICA) – With just 56 days left to provide New York State and local consumers with an orderly transition plan for cable and internet service, New York State Assemblyman Anthony Brindisi, who called for the Public Service Commission (PSC) to investigate Spectrum/ Charter in the first place, is demanding the State of New York hold the company’s feet to the fire on two fronts: transition of service that includes future pricing protections and rebates for current cable and/or internet customers. “If New York State is going to literally change the channel as it relates to cable and internet service locally, they need to make sure the transition plan is public from the get-go, with ample chances for consumers to respond, and that the transition plan better protects consumers against price gouging and slow internet service. Most importantly, New York must be sure that a rebate plan is part of any exit deal reached with Spectrum/Charter because people have watched their bills explode and they deserve to be reimbursed for enduring this chaos,” Assemblyman Brindisi said. Brindisi said he will be making available to state regulators specific information he recently received from constituents, who signed petitions asking for relief from high cable rates and poor service. Brindisi today issued a list of demands he is asking the PSC and the State Attorney General’s Office to collaborate on to go along with the order that Charter leave the state. The following is his request to consumer and utility regulators: • Charter should provide reasonable compensation in the form of rebate checks to its customers who have received cable rate increases significantly above the national average, which was 5.8 percent from July, 2016 to July, 2017. • Customers with Internet service from Charter who never received promised service upgrades should receive compensation in the form of rebate checks from the company • Any company petitioning the PSC to pick up Charter’s internet, cable, and phone service should pledge to negotiate in good faith with unions representing workers, and should agree not to cut vitally needed pension and health care benefits for workers. “The proof of Spectrum’s failure to live up to its franchise is truly in the pudding when I look at hundreds of emails, letters, and petition signatures from constituents who say they’re fed up with frequent rate hikes and poor service from this company. It’s only fair to provide some relief to New Yorkers who would have cut the cord with Spectrum months ago if there were another alternative available,” Brindisi said.
The following is the text of a letter Brindisi wrote to Attorney General Barbara Underwood, and Public Service Commission Chairman John Rhodes: Dear Ms. Underwood and Mr. Rhodes: I am writing to you as a follow up to the order issued by the New York State Public Service Commission on July 27, 2018 to revoke the 2016 merger agreement between Charter Communications, Inc. doing business in New York as Spectrum, and Time Warner Cable, Inc. This order is truly in the best interests of New York residents. For two years, I have received literally hundreds of emails, letters, and petition signatures from constituents who have endured frequent, often unexpected rate hikes, and who have watched flashy ads from Charter promising lightning-fast internet speeds, as they can barely pay bills or send emails through 1980’s-era infrastructure that has not been improved. I am respectfully asking that you collaborate to work on a three-point plan that addresses concerns I continue to hear from Charter’s cable and internet customers, as well as from the employees who work for the company. The following is my proposal for consideration by consumer and utility regulators: • Charter should provide reasonable compensation in the form of rebate checks to its customers who have received cable rate hikes significantly above the national average for cable rate increases, which was 5.8 percent from July, 2016 to July, 2017. • Customers with internet service from Charter who never received promised service upgrades should receive compensation in the form of rebate checks from the company. • Any company petitioning the PSC to pick up Charter’s internet, cable, and phone service should pledge to negotiate in good faith with unions representing workers, and should agree not to cut vitally needed pension and health care benefits for workers. The rate increases Charter customers received shortly after Charter’s acquisition of Time-Warner’s system have been staggering. One constituent in Utica was billed $91.92 for cable services in January, 2017—and in March, 2018, his bill was $129.26 for exactly the same service. Another constituent from Rome told me that she paid $108 a month for cable, internet, and telephone service in May, 2016—about the time Charter took over for Time Warner. By April, 2018, her bill was $200. These are increases many times the national average, all under the guise of ‘expiring promotional packages’ These cable rate hikes are just as serious a problem for consumers as Charter’s failure to live up to its promises to upgrade its broadband. Many of the consumers I have heard from are seniors on fixed incomes who depend on cable and internet for information and to communicate with family members. They should be compensated for what clearly is blatant overcharging. Thank you very much for all you are doing to protect New York consumers, and for your concern about this issue. The firematic hose races at the 125th Annual Central New York Firemen’s Association (CNYFA) convention held in Hammondsport, NY, on July 14 proved you don’t necessarily have to be the fastest on foot to win the races and that experience counts. With 14 overall points the “senior” Owego Hose Team #2 knocked off both the younger Owego #1 team and Hammondsport Fire Department. Forty year All American Hose Racer Louie Striley led the Owego #2 team to victory. Striley’s Owego #2 team placed first in both the Ladder and Wye races with a second place finish in the Straight Lay Race. The Owego #1 team placed first in the Straight Lay, second in the Ladder, and third in the Wye race. Hammondsport, running after a four year absence from firematics, took a second and two third place finishes with a total of 10 points. Winning Owego Team #2 members included Striley, with hose team veterans Tom Donovan Jr., Joe Ward and cousins Kevin and Tommy Ferguson. The races are timed events where firefighters test their skills. Teams of five members must connect nozzles to hoses, hoses to hoses, and hoses to the fire hydrant, and knock down targets in the quickest time in the ladder, wye, and straight lay competitions. Hose races improve basic firefighting skills. CNYFA was founded by Owego’s
own Frank M. Baker a former Owego Fire Chief. Baker also was a prominent member of the Fireman’s Association of New York (FASNY) and served in the Owego Fire Department with his son George Hobart Baker who tragically died in an automobile accident in 1913. On July 31, Senator Fred Akshar hosted two public events in Waverly aimed at collecting expired and unused prescription drugs and talking issues in a town hall-style meeting. First, Senator Akshar joined the Waverly Police Department, CASA-Trinity and the Waverly Free Library to host a “Shed the Meds” prescription take-back and Narcan training event at the Waverly Free Library. Volunteers collected over 30 pounds of prescription and over-the-counter medication, including 20 bottles of prescription narcotics like oxycodone and fentanyl along with other controlled substances with an estimated street value of over $3,000. In addition to dropping off old prescription pills, community members participated in free Narcan training held at the Waverly Free Library and provided by CASA-Trinity. Upon completion of their training, each trainee received a free Narcan kit. Senator Fred Akshar said, “I’m so inspired to see our community continue to stay engaged and working together to be part of the solution to the heroin and opioid epidemic. As I have traveled the 52nd Senate District listening to parents and families, I’ve heard repeatedly that their children’s opioid addiction started from prescription medication. My message to the community is please get rid of your old prescriptions, it helps keep them out of the wrong hands and could save a life.” This event continues Senator Akshar’s commitment to fighting the heroin epidemic – as a co-chair of the Senate Heroin Task Force and passing legislation to enhance prevention, treatment and recovery for heroin addiction.
Over the past two years, Akshar's Shed the Meds events across the 52nd Senate District collected over 900 pounds of prescription and over-thecounter drugs, getting an estimated street value of $230,000 worth of drugs off the street, according to local law enforcement officials. Any residents who still need to dispose of expired or unused prescriptions can do so at the prescription drop box at the Waverly Police Department at 32 Ithaca Street, Waverly. Third Shredder for Weitsman Ben Weitsman of Albany, a division of the East Coast’s largest privately held scrap metal processor, has begun work on a multi-million-dollar project to add a 3,000 horsepower Riverside Engineering scrap metal shredder at the facility located at 300 Smith Boulevard in the Port of Albany. Once complete, all shredding for Albany will occur on-site which will enable final shred product to be sold and shipped direct from the Port of Albany via truck, barge, deep sea vessel and rail. The new shredder, which will add 20 additional positions at the Albany facility, has a 70-inch mill and is capable of shredding 80 tons of scrap material per hour. All ASR material, a by-product of the shredding process, will be sent to the main facility in Owego so the nonferrous can be further processed through the eddy currents, micro fines plant, wire chopping plant and newly commissioned dry media plant, a state-of-the-art processing technology that further processes zorba, a shredded mix of nonferrous metals consisting primarily of aluminum generated by eddy-current separator or other segregation techniques, to separate out the aluminum

from the heavies (copper, brass, zinc, and stainless). Ben Weitsman of Albany, which was a newly constructed scrap metal recycling facility that opened in August 2013, has become one of Upstate Shredding – Weitsman Recycling’s highest customer volume yards in the network. Weitsman has been credited in the industry with ushering in ‘the new age of scrap yards,’ complete with fully paved yards and brand-new buildings, technology, equipment, fencing and landscaping. The Binghamton, Jamestown and Owego Weitsman facilities were recently renovated and the Albany retail scrap yard and New Castle, PA retail scrap yard and shredder were recently built as new operations from the ground up. In addition, the Syracuse yard is currently undergoing a $5 million renovation and the company recently began operations at its brand new dry media plant in Owego. The micro fines plant, which extracts precious metals from shredder residue, will also be fully operational in Owego starting next month.
