Apalachin Elementary School Food Parade
On Thursday, November 29, Apalachin Elementary School students paraded through the gym and dropped off food and toys for the Apalachin Lions Club Christmas Basket Program and the Park Terrace food pantry
The 2018 Lights on the River Festival will be held on Friday, December 7, in downtown Owego. Santa Claus will turn on the holiday lights along the streets and the bridge. Back by popular demand, Tioga Arts Council (TAC) will hold its Owego Home Tour on Saturday, December 8, from 12:00 to 4:00 pm. Enjoy the downtown area during the holiday season, and visit the participating locations: • Belva Lockwood Inn - 249 Front St. • 9 Front Street • 240 Main Street • 560 Fifth Avenue • 536 Fifth Avenue The Home Tour is designed both to highlight the homes’ extraordinary architecture and to exhibit the creative ways in which historic buildings are being used by contemporary families and businesses.
Tickets are $25, and $20 for TAC members. They can be purchased online, or at TAC either in advance or on the day of the Owego Home Tour. All ticketholders must check in at TAC on December 8, beginning at 11:30 am to get their bracelet and booklet for the tour. Ticket sales are non-refundable and all proceeds benefit Tioga Arts Council. After the home tours, enjoy Tioga Tales, a post-tour party at 5:00 pm at Tioga Trails Café at the corner of Lake and Main Streets. It’s a one-hour, live performance of irreverent merriment as local performers present a bit of fractured history, music, a reading from the Old Coot, and Tom McEnteer reading Santa Claus on a Lark. Enjoy rhymes from the Unnamed Poet, all brought to you by Swamp Root Herbal Remedies, the Owego Cruciform Casket Company, and the Hiawatha Wigwam Clam Bake. Hang Ten with Susquehanna Surfing classic songs such as “The Little Old Mobster from Apalachin” and “Help Me Belva (Lockwood).” April and George Swaney have generously provided the Tioga Trails venue for this performance. Northern Tioga Chamber of Commerce The Newark Valley Chamber has received official certification from New York State allowing the chamber to be known as the Northern Tioga Chamber of Commerce. This will better reflect the chamber’s commitment to serve all northern Tioga County towns, including Newark Valley, Berkshire, and Richford. During 2018, the chamber embraced a new energy and enthusiasm for providing benefit to both member businesses and the community. It once again took part in the Berkshire Sappening event and the Richford Potato Festival. It also assumed sponsorship of the annual Newark Valley Summerfest (formerly Newark Valley Days), including the fireworks display, previously conducted by the NV Historical Society. A flag reclamation event was held for the first time, to collect old, worn U.S. flags for proper disposal. The chamber also subsidized ads for chamber business members on placemats printed for three area restaurants. A Welcome Wagon was started, to present new residents with a basket con-
taining gifts and coupons from local businesses. A weekly email blast was started, to alert members to upcoming activities and events in the area, and the chamber website provides a wealth of news and information on local happenings. The chamber is becoming a vital presence in the community. Looking ahead to 2019, the Northern Tioga Chamber of Commerce has plans that include continued participation in the events mentioned above as well as new fundraisers and other activities as may be proposed by the members. A proposal to conduct periodic Bingo games is under consideration as an ongoing fundraiser and a fun community activity. The chamber welcomes ideas and suggestions from all members. The Northern Tioga Chamber of Commerce welcomes all northern Tioga businesses to be active participants in the chamber, which is focused on its mission of “Helping businesses take flight.”

Winterfest at Tioga Downs Fifth Annual Winterfest - free holiday fun and activities for all ages
The magic of the holidays can be felt at Tioga Downs with the return of Winterfest, a free celebration of the season designed for the entire family. Winterfest kicked off on Black Friday, and runs from 5:00 to 8:30 pm on Fridays and Saturdays through December 22. The goal was to develop a plan that would assist County Department Leaders in identifying priorities that would guide their activities until 2020 and beyond. This effort was completed in July of 2016 with the adoption of the Tioga County 2020 Strategic Plan. As a result of that planning effort, the need for internal succession planning was clearly identified. Upon analysis by each department leader, this need was substantiated. The analysis revealed startling facts; nearly 40% of all county employees are currently retirement eligible, 100% of essential employees are currently retirement eligible in five departments and 50% or more essential employees are currently retirement eligible in another five departments.
Thus, Tioga County established the Institute for Advancement, a program intended for developing existing county employees with the goal of advancing their positions within the county. A yearlong training program was implemented beginning in January 2018. Topics covered included Tioga County Government 101; Tioga County Operational Procedures; Skill Building in the areas of Management/Hiring/Performance Evaluations and Supervision; Conflict Management; Team Building and Goal Setting; Real Colors/How to Identify and Work with Personality Temperaments; Budget Preparation and Fiscal Skills. The Institute for Advancement participants have completed their training for 2018 and will be honored by the Tioga County Legislature at the December 5 Work Session.

TCRM Receives Good Neighbor Award Tioga County Rural Ministry (TCRM) recently received Community Bank’s Good Neighbor award. Owego Branch Manager Elizabeth Morse cited TCRM as a worthy organization because of all the good it does in our community. When Morse attended TCRM’s Merchants Open House, she was amazed at all the good works TCRM does for the community.
Good Neighbor Day was created in 1971 by Becky Mattson of Lakeside, Montana, and proclaimed a national day by President Jimmy Carter in 1978 to raise public awareness that good neighbors help achieve human understanding and build strong, thriving communities. It is celebrated annually on September 28 as a day of gratitude and community building.

More than 525 middle and high school students from 14 school districts in Broome, Tioga, Chenango, and Delaware counties came together last month for YES Ignites, a conference composed of workshops focused on role modeling, leadership and public speaking techniques. Students will use these skills as they participate in the drug-free peer leadership program YES LEADS. YES Safe Choices is a partnership between Senator Fred Akshar and Lourdes Hospital. YES works to help kids in our area learn skills they need to resist using alcohol and drugs. YES also provides parents with tips and activities to use as starting points in talking with their children about substance abuse, bullying, cyber safety, and stress. At the conference were students from Afton, Bainbridge-Guilford, Chenango Valley, Hancock, MaineEndwell, Norwich, Owego-Apalachin, Seton Catholic, Susquehanna Valley, Tioga Central, Union-Endicott, Vestal, Waverly, and Windsor school districts. Keynote speaker, Josh Drean, gave a presentation titled “REPresent” which focused on the positive ways students can learn to defeat bullying in schools. Drean explained his method of
“Mascoting” and standing as an ideal for other students. A representative from Youth to Youth International, Ty Sells, was also on hand presenting a workshop titled “Lead Now,” focusing on becoming a positive and receptive leader. Senator Akshar, attending his second YES Ignites conference, said, “I’m so proud to help kick-off YES LEADS again this year. Over the past few years, I’ve had the opportunity to see how dedicated these kids are and the positive effect they have on our community. Today’s training will help instill in LEADers the valuable skills they’ll use to continue to be positive role models while sharing the importance of living a drug-free life.” Lourdes Youth Services Program Specialist Jill Alford-Hammitt, also attended the conference. YES LEADers will organize group presentations for elementary school students and will sponsor poster contests, and school/community events. By the end of the school year, YES LEADers will show more than 6,000 elementary school students across four counties practical ways to resist using alcohol and drugs as well as become positive leaders in their community.

A ribbon cutting ceremony was held on November 10 at the Gateway Building at 200-204 Front Street in Owego. An open house followed the ceremony. Three businesses have opened in the new building. A new exhibit will be on display from December 7 through December 22 at the Tioga Arts Council at 179 Front Street in Owego. “Dappled Things: An Exhibition of Gratitude” is Annamarie Sullivan’s visual expression of gratitude for God’s beautiful and motley creations, executed in oil on canvas and gesso board. Senator Fred Akshar continues “Akshar's All-Stars” student recognition program at four schools in Tioga County Senator Fred Akshar continued the second year of his district-wide “Akshar’s All-Stars” student recognition program last month Tuesday by recognizing students at four Tioga County schools - Tioga Central, Waverly, Spencer Van-Etten and Candor. Each month, Senator Akshar recognizes local students selected by their school districts in the 52nd Senate District who have shown great leadership, compassion, school spirit or improvement amongst their peers. Last school year, Akshar recognized 30 students across school districts in Broome, Tioga, Chenango, and Delaware counties. This year, Akshar recognized students at Susquehanna Valley, Chenango Valley, Chenango Forks and Whitney Point. For each student recognized as an “Akshar All-Star,” Senator Akshar presents them with a T-shirt, framed certificate and a challenge coin. The organization delivers white handmade bags to those battling cancer in local hospitals like Guthrie and Lourdes. An open letter to the Apalachin Fire District Taxpayers. Dear Apalachin Taxpayers; As we head into the holiday season, I wanted to take the opportunity to thank you all for your generosity and support of your volunteer fire department and to keep you aware of what’s going on in the fire district. The Apalachin Fire Department started their annual appeal earlier last month for all residents of the fire district. On behalf of all your volunteers and leadership team, thank you for your generosity in supporting and recognizing the sacrifices our volunteers make serving you all year. We had a wonderful turnout at our Open House October 10th. This event provided us an opportunity to interact with dozens of our community members and to hear directly from you. We also received several new applications for new volunteers. Thank you to all who shared their voices and especially to those that stepped up to serve our community going forward. The commissioners completed their budget preparation for 2019 and submitted a plan to the state representing a 1.9% tax levy increase. We’re confident that this investment will support the current operational and capital improvement plan of the fire district. The largest increases in the 2019 budget are payroll, new insurance requirements, and an increased investment in new protective gear for interior firefighters. We recognize that any tax increase may present a hardship for our constituents, particularly those on a fixed income. We don’t take the responsibility lightly and are confident that your tax dollars are making a difference in our firefighter’s safety and capabilities to protect the public. Regarding safety, I was asked by our volunteers to mention the courtesy blue lights they use. Per NYS V&T law, a volunteer firefighter may use a blue light
to signal their response to a fire emergency when dispatched by our 911 center. I encourage you all to be alert, be courteous, and to yield the right of way to those dedicated volunteers responding to a 911 call. It’s certainly one of your neighbors on their way to help and it may very well be your friend or family member so thank you in advance for your consideration. Election Day isn’t over yet. On Tuesday, December 11, the polls will be open again to vote for your Fire Commissioner. Polls are open at Station 1 between 6:00 and 9:00 pm. Finally, I’d like to end on a high note. We are extremely blessed and fortunate to recognize volunteer firefighter and Fire Captain Ken Brinkman for 60 years of service to the Apalachin Volunteer Fire Department. Ken has faithfully served the public in many roles with the fire department including his current roles as a Director and Fire Police Captain, actively responding to calls still today. This is an extraordinary accomplishment and testament to his character, selflessness, and commitment to serve. On behalf of all firefighters, chiefs, and commissioners, we extend our heartfelt thanks and congratulations to Ken and our gratitude to his family for their years of sacrifice in sharing him with us. Castellucci’s Annual Blood Drive - Dec. 20
Donald Castellucci Jr. donates blood at a recent blood drive. Town of Owego Supervisor Donald Castellucci Jr will sponsor his 22nd Annual Memorial Blood Drive in memory of his parents, Donald and Grace Castellucci Sr. This year’s drive is set for December 20 at the Owego Elks Club from
1:30 to 6:30 pm. Appointments can be made by calling 1-800-redcross or visiting the web site www.redcrossblood.org. Each year since his father’s death on December 25, 1997, Don has held a blood drive in his memory. In 2010, he lost his mother to cancer as well and added her memory to the drive. Castellucci stated; “During their illness, blood and platelets were needed to extend their life. Our family was blessed by the generosity of a giving public. Each year in return, we try to give something back to help others. We have recruited approximately 660 donors helping 1980 patients to date. We are grateful to all who have joined us in helping others.” As in the past, a rigatoni and meatball dinner will be served to all donors. Also, the family asks that food items be brought to be donated to Tioga County Rural Ministry. Cash donations in the Castelluccis’ memory are also accepted and sent to the ministry as well.

Shared Services Building
As a town resident, taxpayer, and highway superintendent, I feel it’s my responsibility to weigh in on some issues that we face as town residents. The first and foremost issue that will ultimately affect the taxpayers of our town is the skyrocketing cost of the proposed shared services building. The building is slated to go behind the town hall. The building will house parks and highway departments. The price is 10 million +, and climbing. Engineering alone is 1 million +, and climbing. To have water and sewer provided, they will have to bore under 434, 17 East&West, and the river, to hook into services available at Hickories Park. This hookup, at this point, is only for the proposed building and not for the possibility of future development in that area. The town received a grant a few years ago for 3 million +- to be used for construction of the complex, leaving the rest of the project requiring the town to obtain a bond for completion. The bond has to be paid on and the only place it can come from is cut in department budgets and/or tax increase. Since the highway budget is the biggest, inevitably it will take a hit. The proposed building project is shrouded in secrecy, from the cost to the design. Two years ago department heads gave their input to the engineers. It was a basic no frills recommendation. A year later, the supervisor and deputy supervisor, have made numerous changes to the design without any input from department heads. This cost as it stands, does not include highway storage areas used for salt, aggregate, pipe,etc. The town board ( minus 1 dissenting) vote, agreed to sell 30 acres where these were stored.
In closing, as it stands, the proposed building plans are not conducive to the operations of these departments. It needs to be simplified, practical, and affordable.
