OWEGO IS OPEN FOR CHRISTMAS - Owego’s Lights on the River celebration returned to the Village of Owego on Friday, December 3, 2021, after last year’s event was cancelled because of the COVID-19 pandemic. This year’s Lights on the River started with the turning on of the village’s holiday lights, and ended with a fireworks display at 8:00 pm. O Tannenbaum Christmas Holiday Showcase

Tioga County Historical Society’s 19th Annual O Tannenbaum Christmas Holiday Showcase is on display now until December 11, Tuesday through Saturday, from 10:00 am to 4:00 pm. O Tannenbaum is an annual fundraiser, sponsored by local businesses, citizens, and organizations, and not-forprofits showing their beautiful and unique brand of tree ornaments, wreaths, paintings, wood carvings, and baskets full of everything from wine to toys for

you to bid on through a silent auction. Mr. and Mrs. Claus will be at the museum on Saturdays as well as music by Nino Samiani, Rick Pedro, the Dove Family, and Vanessa La Due. Kiwanis Ornament Features Lake Street

This year’s Owego Kiwanis ornament features Lake Street in Owego. The ornament is available now and makes a great gift. The ornament can be purchased through Van Horn Jewelers on Lake Street, Community Bank (Owego Office), or Kiwanis members. The cost is only $20 which includes a display case. Van Horn Jewelers will include, at no charge, a name and date engraving. All previous ornaments are currently available: The Court House (#1), Fireman’s Statue (#2), SaSaNa Loft (#3), Court Street Bridge (#4), Central Fire Station (#5), Owego Hiawatha Island (#6), Owego-Apalachin School Spirit (#7), Civil War Monument (#8), and River Row (#9). Every time you help wreath laying for Veterans, you are also honoring their families and preparing a new generation to appreciate America’s freedoms.

The Food Bank of the Southern Tier’s favorite mascot, Jingles the Selfless Elf, is back again this year with some exciting news. After many years of hosting its Selfless Elf 5k fundraising event, the Food Bank of the Southern Tier was forced to shift directions last year. It reinvented Selfless Elf as a 25 Days of Selflessness interactive holiday advent calendar. Individuals and families from across the Southern Tier joined together in daily activities—including holiday baking, seasonal crafts, selfless acts of kindness, and supporting the Food Bank. The overwhelming success of 25 Days of Selflessness and the regional

engagement with Jingles’ activities has led the food bank to retire the Selfless Elf 5k event and make Selfless Elf’s 25 Days of Selflessness a permanent fixture. This year’s Selfless Elf event, sponsored by Wegmans, kicked off on December 1, with activities posted daily through December 25. From December 1-25, you can visit the advent calendar at www.foodbankselflesself.org to see what Jingles has planned for you that day. Activities are for people of all ages and include seasonal crafts, holiday treats, acts of kindness, and engaging with the Food Bank.

The members of the Apalachin Lions Club & Foundation held an informal “Open House” last month for their new storage building at Muth Park on Barton Road in Apalachin. Martha Sauerbrey, Chair of the Tioga County Legislature, conducted a meeting on November 30, 2021, to present Tioga County’s 2022 Shared Services Plan to the residents of Tioga County. Chair Sauerbrey certified the following noting the Tioga County Legislature was informed of the activities and outcomes throughout process and this is the basis for a plan to identify savings for Tioga County and the Owego-Apalachin Central School District in 2022. The Tioga County Shared Services Panel comprised of municipal officials representing our nine towns and six villages conducted four meetings this year on April 21, August 11, October 20, and November 3 to discuss, develop, and approve a new Tioga County Shared Services Plan for 2022, in addition to, three public hearings on October 25th with local media and one resident present. In August, Tioga County became aware of a shared services opportunity with the Broome County Purchasing Alliance for a Medicare Advantage Plan/ Medicare Part D Prescription Drug Coverage Plan for the County’s eligible Medicare retirees and their spouses. This shared service will realize a savings of $770,000 for Year 1. The Legislature proceeded with the adoption of a resolu-

tion on September 16, 2021 authorizing a contract with the chosen vendor, United Health Care, effective January 1, 2022. In September, Tioga County was approached by the Owego-Apalachin Central School District (OACSD) to join the Tioga County Shared Services Panel, as they were interested in pursuing a shared service opportunity for a prescription drug and management plan through their school district and Capital Region BOCES effective January 1, 2022 for inclusion in the 2022 Tioga County Shared Services Plan. This shared service will realize a savings of $275,000. At the October 20, 2021 Shared Services Panel meeting, we welcomed and accepted the OACSD as our newest Panel member. It was at this meeting that the OACSD and Tioga County presented their proposals for inclusion in the Tioga County 2022 Shared Services Plan. The Shared Services Panel was in favor of both proposals, as presented. As of this date, Tioga County continues to work on finalizing the details of the 2022 Shared Services Plan with a certified savings for implementation of this plan effective January 1, 2022.

December 1971 It’s December 1971. The Soviet’s Mars 3 is the first object to reach Mars. GM recalls 6,700,000 Chevrolet cars and trucks because of engine mount problems. It is the largest recall in automotive history. The first Auto Train, operated by Auto-Train Corporation, leaves Lorton, Virginia and arrives in Sanford, Florida, 15 hours later. The cost is $190 for 1 car and 3 passengers. David Sarnoff, 80, the “Father of American Television,” passes away. Sarnoff organized the National Broadcasting Company and was head of RCA. Born in Russia, he came to America in 1900. On April 14, 1912, while working as a wireless operator at the Marconi station in New York, Sarnoff picked up the message from the Titanic, “Hit an iceberg. Sinking fast.” According to a Gallup poll, the “Most Admired Woman” is Mrs. Golda Meir. Also on the list are Mrs. Richard Nixon, Mrs. Joseph (Rose) Kennedy, and Madame Indira Gandhi. In Hallstead, Pa., the 90-year-old Arlington Hotel is destroyed by fire. The salary of the Tioga County Sheriff is adjusted from $8,000 to $12,000, eliminating maintenance which provided the sheriff with shelter, food, and other necessities at the county’s expense. New words and phrases of 1971 include “body language,” “gross out,” “hot line,” “Jesus Freak,” “lib,” and “workaholic.” Top tunes include “Family Affair” by Sly and the Family Stone, “Brand New Key” by Melanie, and “An Old Fashioned Love Song” by Three Dog Night. County Legislature Proclaims December 7th Pearl Harbor Remembrance Day The Tioga County Legislature proclaims December 7, 2021, as Pearl Harbor Remembrance Day and will present a proclamation at the commemoration on December 7, 2021, at the Glenn A. Warner Post 1371 Veterans of Foreign Wars, Main Street, Owego. This year marks the 80th anniversary of the military assault that took place on December 7, 1941 at the U.S. Naval Base at Pearl Harbor, Hawaii. This assault claimed the lives of over 2,400 soldiers and citizens, caused injury to over a thousand additional people, and destruction of 20 American naval vessels, including 8 battleships of the US Pacific Fleet and more than 300 airplanes. President Franklin Delano Roosevelt famously proclaimed December 7, 1941, as a “date which will live in infamy,” and it has stood as a solemn day of tribute ever since. One day later, on December 8, 1941, President Roosevelt requested of Congress the power and authority to declare war on Japan, and that day after the attack on Pearl Harbor, the United States of America was officially thrust into World War II. Reflecting on the loss of human life and the ruination of the Pearl Harbor Base that day serves as a stark reminder of the exceptional service and selfless sacrifice of our armed servicemen and women, who risked their lives and personal safety to shield our nation from harm and preserve our nation’s founding values and liberties.

Book Tree Food Drive at Owego Library The Friends of the Coburn Free Library and the Family Reading Partnership of Owego/Apalachin have joined together to put both books and food into the hands of local residents. A variety of books are available for “purchase” at the Coburn Free Library in Owego. Available books are found on and around the “Giving Tree.” The purchase price is a non-perishable food item. This event will continue until December 20, at which time the food collected will be taken to local charities. The Coburn Free Library is at 275 Main Street in Owego.

Today we pause in commemoration of those who fought and died on December 7, 1941, especially remembering Seaman Delmar Dale Sibley of Owego who is still aboard the USS Arizona, and we honor their bravery and final sacrifice. Four from Tioga County survived including Army Air Corps Private First Class Army Mechanic Bill Kennedy of Owego who passed away at age 96 on February 26, 2018, along with deceased survivors U.S. Marine Machine Gun Crewman Lester Dunham of Owego, Army Sergeant Donald Stocks of Owego, and Army Sergeant Richard Hopkins of Berkshire, later recipient of the Bronze Star for meritorious service on the front lines of Guadalcanal. We are profoundly grateful for members of our nation’s military and their families, who freely risk all for the good of others. The Tioga County Legislature proclaims December 7, 2021, as PEARL HARBOR REMEMBRANCE DAY and throughout Tioga County encourages all to remember the exceptional service of our nations’ Veterans.
