Bringing the Best of Texas Sport Karate Since 1998! Competition is one of the greatest motivating factors for students. It sharpens skill, develops drive, build camaraderie, harnesses school spirit, and develops confidence. Today Texas competition has grown in popularity. Black belts, advanced belts, intermediates and beginners have more events to choose to compete in as compared to previous years where forms and sparring were their only choices. For example, one competitor could enter weapons (musical and non-musical), forms (creative or traditional), stick combat point sparring, self-defense and breaking just to name a few. Our goal is to promote and elevate Sport Martial Arts and we are glad to see that more and more dojos and competitors are getting involved. Not only is the TKO League getting noticed, so are everyone who is involved with the circuit. The stronger each school gets, the stronger the whole Sport martial arts movement becomes. Since types of events are no longer limited, why should martial artists be limited to competing in one organization? With the birth of Texas Karate Organization (TKO) existing organizations, can sanction with TKO using their own unique rules at each of their tournaments and still be related through a common tie. Being sanctioned by TKO, promoters can expect a steady growth at their event, which will create a higher level of competition among the competitors.

We have established a rating system for tournaments and athletes, as well as judging parameters that will serve to elevate the standards and quality of Sport martial arts. For 2014 we will have two ways for competitors to be ranked and qualify for State Finals…”Qualifier” and “Non Qualifier”! Tournaments that uses TKO rules and divisions will be considered a TKO “Qualifier”, and tournaments that does not use TKO rules will be considered a “Non Qualifier”. This simply means “Qualifier” is the top ranking, and “Non Qualifier” is the secondary ranking at STATE FINALS. “Non Qualifier” tournaments can accumulate points, but will be below the “Qualifier” at State. There is a total of 6 TKO Conferences throughout Texas with each Conference having its own “Qualifier” tournaments. The top 8 players (1st –8th place) from each Conference with the most points will earn top ranking at State. THE MORE YOU COMPETE AND WIN AT TKO QUALIFIERS, THE BETTER CHANCE YOU WILL RECEIVE THE #1 SEED AT STATE! The state tournament is open to anyone regardless of being a T.K.O. member; however, all T.K.O. members will be eligible to be seeded (placed in a preferred position of competition) at the state finals. Non seeded competitors will be seeded as “Wild Card” players. The winner of the wild card players will then advance with the seeded players to compete for the state title. We will be using TKO rules for the T.K.O. state finals. All competitors are required to email or mail in their tabulated points before the November, 2013 deadline. The season begins February 1 and ends November of each year. A copy of the official TKO rules can be downloaded on our website. TKO promises to endeavor to bring sport karate in Texas to a new level. The TKO publications will unite formerly separate leagues by making martial artists’ names familiar to each other and by forming friendships that span the state. You can expect to see TKO publications recognizing new and up-andcoming faces as well as reviewing current tournaments. We look forward to another fantastic year and hope to see you real soon! We are pleased to announce that TKO is joining with THE LEAGUE circuit for the 2014 season! All TKO “QUALIFIER” LEAGUE events will be considered a “LONE STAR STATE CONFERENCE” event and rated by THE LEAGUE. All athletes participating in TKO QUALIFIER events will earn points and earn seeds with THE LEAGUE. Competitors who meet the Qualifying Point Total will be invited to attend this years illustrious 2014 WORLD LEAGUE FINALS VIIII on October 24-25, 2014 in Reno , NV at the Peppermill Resort Casino. To qualify for a Seed at the League World Finals, a competitor must earn the Lone Star State Conference Qualifying Point Total of 50 points in each of their respective divisions. A competitor may earn points in two ways. They will receive 25 points just for registering at a TKO “QUALIFIER”. Secondly, they will receive additional points for placing in the top 3 placing positions of a division. A competitor receives (7) points for placing first place, (5) points for placing second place, and (3) points for placing 3rd place. Competitors can view their current seeds and Point Standings online at www.baskaonline.com and click under ‘Point Standings’. Competitors attending The WORLD LEAGUE FINALS must notify TKO headquarters in order for TKO to submit their points. TKO will sponsor all competitors that attend THE WORLD LEAGUE FINALS with a FREE “TKO LEAGUE” Jacket to represent Texas! Must email us at TKOKick@yahoo.com 1 month prior to receive the jacket.

HOW THE RATINGS WORKS There are 3 tiers for a competitor to compete at State (See Triangle Chart). Qualifiers will be the top ranking followed by Non Qualifier. Wild Card is the lowest with no ranking. Tournaments that uses TKO rules and divisions will be considered a TKO “Qualifier”, and tournaments that does not use TKO rules will be considered a “Non Qualifier”. This simply means “Qualifier” is the top ranking, and “Non Qualifier” is the secondary ranking at STATE FINALS. “Non Qualifier” tournaments can accumulate points, but will be below the “Qualifier” at State. There is a total of 6 TKO Conferences throughout Texas with each Conference having its own “Qualifier” tournaments. The top 8 players (1st –8th place) from each Conference with the most points will earn top ranking at State. TKO will only track points for “Qualifier” tournaments! All “Non Qualifier” will need to be tracked and submitted by the competitor. Any errors or points earned must be submitted before the November 2014 deadline. A competitor can accumulate points in sparring, forms, weapons and self-defense. All TKO “Qualifier” points from each TKO LEAGUE will be posted at WayneNguyen.com.

RANKINGS FOR QUALIFIERS AND NON QUALIFIERS TKO LEAGUE “QUALIFIERS” (TOP RANKING)—All TKO sanction events that use TKO rules and divisions are considered “Qualifier” tournaments, and will have the top seed (Top Ranking) at State Finals! There are 11 TKO League Qualifiers in Texas, and each will have representation of the top 8 seeded players (1st –8th place)! TKO will track “Qualifier” events for the competitors which will be published on the TKO website! We have TKO Leagues (Demographic Areas) in Texas. You can expect to see similar rules and divisions at a “TKO Qualifier” at the State Finals! TKO “NON QUALIFERS” (SECONDARY RANKING)–All TKO sanction events that does not use TKO rules and divisions are considered Non-Qualifier. Competitors who earn points will be seeded at State Finals from lowest to the highest seeded players, with only the TKO League “Qualifier” having the top seeds (Top Ranking). In other words, competing at a TKO “QUALIFIER” has the best seeds at TKO State Finals! Remember, its up to the competitors to tally and submit their own points using the TKO Point Chart before the November deadline! Points can be mailed or submitted online at www.WayneNguyen.com. TKO “WILD CARD” PLAYERS (NON RANKINGS)—Are considered Non seeded competitors that are not rated by TKO. This simply means that a competitor did not earn points, but would still like to attend the State Finals. “Wild Card” players will have the lowest seed in each division entered. In Sparring “Wild Card” player must fight all “wild card” player until one “wild card player” remains. The winner of the “wild card” player will then advance with the seeded players to compete for the

state title.

MANDATORY UNIFORMS AND EQUIPMENT: A. All uniforms must be of regulation in that particular style or system. (In KATA competition uniform may vary with tournament director's approval) B. Must have a clean uniform. C. Male competitors will wear groin protector. Cup must be worn with Strap to insure Safety. E. All protective equipment must be approved by promoter. F. Soft Type protective gear will be worn on hands & feet. (Foam, Vinyl). No cloth or leather material allowed. G. Shin pads will be of soft material, foam, vinyl or leather. No metal or plastic. H. No shoes allowed when sparring unless Ring Star approved shoes. I. Must wear a mouthpiece. K. Head gear mandatory.

HOW TO SANCTION A TOURNAMENT WITH TKO ( TEXAS KARATE ORGANIZATION) Anyone in good standing with TKO and any other organization can sanction their tournament. Tournaments that uses TKO rules and divisions will be considered a TKO “QUALFIER” event! All sanctioning applications must be approved by the executive offices. All TKO rated tournament promoters must provide adequate space area for an event. If your tournament does not follow the TKO rules please state the rules your tournament will follow in your brochure so your attendees will know.TKO reserves the right to cancel a TKO sanction tournament. Be the #1 Ranked in Texas gets the best seed for State!!! Competitor that earns and accumulates the most points at a “Qualifier” tournament, will have the #1 Top Ranked Seed in their division for State! All competitors earning the #1 Top Rank Seed in sparring will fights last in a double elimination for 1st place. In the weapon and kata divisions, the #1 Top Ranked seed will also go last against the winner of the run-off division. This means there will be a run-off in every division to determine “one” winner. The winner of the run-off will then compete against the #1 Top Rank Seed for 1st place. In other words, if you competed in more TKO Leagues (conferences) you will be honored as the #1 ranked competitor in TKO and guaranteed a 2nd place at the State Finals! We will be awarding all TKO Qualifiers with an award at TKO STATE FINALS, all competitors must attend the Saturday night finals beginning at 7pm to receive the award.

2013 TKO STATE FINALS By Wayne Nguyen Fifteen years ago, Galveston Island was the birth place of TKO’s 1st annual State Finals! This year the 15th Annual TKO State Finals once more return to the island bigger and better than ever! The Finals was hosted at San Luis Convention center inside the 5 star Grand Ballroom. Whether it’s relaxing at the beach, shopping along The Strand or soaking in the history of Galveston, the island offers something for everyone. On November 9th, the 15th annual TKO State Finals started the day with competitors from all over Texas. Many came out in hopes to capture the covenant custom Championship Ring! All styles were represented as over 150 divisions were offered with all age groups, ranks and divisions. Some of the top Texas schools in attendance were Teams like TForce Elite International , Carrasco’s Martial Arts, Premier Martial Arts of Seagoville , Logan's ACMA, Eva’s Sport Karate, Team Fire and Ice, Team Gypsy, Montenegro's Martial Arts, AKA Duncanville, Texas Black Belt Academy, J-Dog's PKKA ,TKA (Texas Karate Academy), Austin Society of Karate, Coppell AKA. Al Garza Premiere MA, Team Elite (American Karate Academy), Texas Soryu Karate, South Shaolin Kickboxing, Shelton-Ryu Karate Do, Mike Johnson’s Texas Black Belt Academy, United Martial Arts Academy, AFMA (American Champions MA), Excell Martial Arts Center, Team AMAI, North Side Karate, Lawson karate team, Team AMMA, Wild Fang, Pettway’s TKO, Wong’s TKO, Nguyen’s TKO and Sutton’s TKO Self Defense. The day started with intense competitive breaking competition with some competitors even breaking the World Record! In the more artistic divisions were the weapons and creative forms were showing their talents in an attempt to be crowned state champion. The junior divisions had many 1st year competitors that was walking away with impressive wins, and taking home the State Title. In the junior point sparring divisions there where some memorable fights coming down to the last few seconds. With the #1 seeded player having to fight in a double elimination match, it led to many exciting moments! In the end it led to new champions and happy kids going home winners.

The adult divisions were equally diverse with a similar range of current and past champions competing. Many top black belts competitor like Bryce Marchington, Alfredo Bustamante, William Shelton, Andrew Carrasco, Carlo Falco, Jason Holmes, Derrick Wilson, Norman Roberts and David Patterson elevated the level of black belt adult competition. In the end Alfredo Bustamante captured the 18+ Black Belt Grand Champion Forms. The Junior Grand Champion for the 2nd year in a row goes to Trace Megellas with his flashy weapons “Bo” routine that wowed the judges and crowd! In the sparring competition, Texas current sport Karate champions were in attendance. The Blackbelt sparring divisions were fierce and many champions was declared champions! But in the end, it was Sheray Reese and Derrick Wilson taking the covenant Walt Mason 18+ Black Belt Grand Champion Sparring. Over all, the 15th Annual TKO State Finals was one of the largest in recent years! TKO League is all about the competitors and making sure everyone is being treated with respect and fairness. Our goal is to promote and elevate Sport Martial Arts ,and we are glad to see that more and more dojos and competitors are getting involved. Not only is the TKO League getting noticed, so are everyone who is involved with the circuit. The stronger each school gets, the stronger the whole Sport martial arts movement becomes. We look forward to the future of Texas Sport Martial arts and we hope to see everyone back in Galveston for the 2014 State Finals!

2014 TKO STATE CHAMPIONSHIP INFORMATION Date: Friday and Saturday, November 14-15, 2014 Location: San Luis Convention Center Grand Ballroom Tournament Hotel: We will be blocking rooms at a discounted rates to competitors at the San Luis Convention hotels. This will be announced at a later date Tournament Director: Wayne Nguyen Tournament Coordinator: Dewey Sutton, Greg Beaver Ranked players: Forms and Sparring Competitor will go by Order of Ranking. Wild Cards Players will Draw for Order. Wild Card Players: Wild Card competitors will draw for order of play, the winner of the wild card for sparring will then enter play as the first competitor. Players sparring continue fighting their way through seeded players. Proof of Age: All Youth competitor must retain on their person a birth certificate and present it upon request or risk disqualification and forfeit all fees. No refund.

Friday Events: All Weapons, Creative Forms, Team Forms, Saturday Events: 9:00 am -All Demo and Handy Capable 9:30—Rules Meeting 10 am—All Traditional Forms Division followed by Sparring. Awards: Awards will be given to 1st thru 8th places in all division. NOTE: All 1st place winners will receive TKO Championship Rings on stage during Night time Finals. Must Attend! Night Time Finals — will begin at 7pm Sharp! All Katas, Weapons, Specialty (Musical, Weapons, 2 man) can restart only once. Specialty (Musical, Weapons, 2 man) no longer than 2 minutes. Judging own student is allowed but not two judges from same school. TIES—If tied – Run off of same or different kata is acceptable. If tied again - judges point to winner. MATCH LENGTH: All matches will be two minutes or first to 7 points. Coach’s time out is allowed once per match with only 10 seconds per side. No physical contact from coach and the competitor will be allowed SCORING:. (1). Punches 1 point. (2). All Kicks to body 1 point. (3) All Kicks to head 2 points. (4) All Clashes will be awarded No Point A. Confirmation needed to be awarded a point. B. Light contact to the face & medium contact to the body for all ranks. C. Hands touching floor is legal but not when body, elbows, buttocks and knees touches floor. D. Capoeira, and Cartwheel kicks are allowed. Head or body (2 points) V. ILLEGAL TECHNIQUES: No joints, no elbow techniques, no back or blind techniques, or throat techniques. No knee, or leg techniques, take downs (only in rings), headbutts, arms, spine, neck, eyes techniques, or kicks to the legs. No Groin or No Ground fighting VI. PROTESTS: Only the coach has the right to protest any call BEFORE the match is over. VII. DISQUALIFICATION: A. Excessive contact in all divisions. 1st time warning with 2nd time disqualification B. Swelling, discoloration, or drawing blood an head or face in all ranks will be grounds for disqualification. (The injury is verification). C. Unsportsmanlike conduct or any other form of conduct unbecoming to a martial artist. VIII. OUT OF BOUNDS: A. Must have both feet over the tape or matted area is out of bounds. (1 point is awarded to opponent) B. No verification needed for out of bounds calls. X. FOUL: A. Each foul called on an opponent will result in a point awarded to person receiving foul. B. no majority needed on fouls. All Competitors are responsible to have Birth Certificates if a protest arises.

TKO STICK COMBAT STATE FINALS! ESKRIMA – KALI – ARNIS TOURNAMENT NEW FOR TKO STATE...STICK COMBAT POINT SPARRING! We are introducing our newest martial arts event for 2014, the Stick Combat State Finals! All Sport Karate, Eskrimadors and Filipino Martial Arts enthusiasts around the Texas area, you are formally invited to the first Stick Combat State event that brings all practitioners of Filipino Martial Arts under one roof. It doesn’t matter what style or system you practice, you are invited to join us for one day of stick combat competition. This is the first year of Stick Combat and only a few selected “TKO Qualifier” tournaments will be participating in the Stick Combat League. TKO STICK COMBAT RULES This is for Single Combat Weapon Sparring. Must use one hand to strike. Required Gear Action Flex escrima sticks, headgear and gloves from Century. (NO Wood Escrimas allowed). Actionflex escrima stick will be the official gear. Sizes are 28 inches for teens/adults and 24 for the kids 11 &under. We will provide gear unless they have their own. Other similar escrima sticks must be checked by the official for approval. Legal Targets The entire body with the exception of the groin, stab to the eyes, and any neck area not covered by the headgear. Points *10 points or 2 minute rounds *Max of 3 points at any one time. *1 point for strike to legal target area *2 points for a strike to the head. *A combination strike technique (body & head strike consecutive), the higher scoring strike will be counted. *Add one point for any successful jumping technique *1 point for strike to the hand only if the opponents is disarmed as well as dropped weapon penalty. So a total of 2 points awarded. (No point for strike to the hand and not disarmed) Dropped Weapons 1 point awarded to competitor if opponent drops the weapon. Procedure: confirm drop, award point for drop, then call for points if necessary. “Drop penalty” is in effect from bow in to bow out. A scoring strike is worth 0 points if the weapon is dropped during their strike. Contact: Strikes must be effective and under control. They need to be solid hits, no blind strikes. Warnings and Penalties Excessive/illegal Techniques include takedowns, kicking, or punching, throwing or grabbing, or stabbing with handle. Checking with live hand (weapon less hand) is legal. For safety concerns, competitors may go to one knee during technique, but not both (no splits). (This is so that someone can get back up quickly. Live hand should not touch the floor.
