We would like to take this opportunity to thank everyone at the Centurion Country Club for the massive donation and support to assist us with little CJ’s medical expenses. CJ played rugby as a sport before his first heart attack on 1 January 2017. After he recovered the doctor advised my brother that CJ should no longer participate in contact sport. CJ’s first reaction was it is okay I will ask my uncle (me – a part time golfer) to teach me how to play golf and of course he told me that I should please take him to the golf course as soon as he recovered sufficiently. Unfortunately, we never got the opportunity to take him since before he recovered enough to play he had his second heart attack (Christmas day 2017) and passed away. Therefore I actually see this donation in a strange way something of a sign that CJ’s sport in heaven is golf…

TOP 100 LISTING

It gives me immense pleasure to share the good news with you with regards to the latest Golf Digest Top 100 rankings.

In 2016 Centurion Country Club moved out of the Top 100 rankings and was ranked at 111th. An intense effort was made in the past two years to ensure that we regained a spot in the Top 100 in the March 2018 edition of the Golf Digest Magazine. It is now safe to say that Centurion Country Club has moved up 28 spots to be ranked 83rd on the Top 100 list. Further to that, we are also ranked in the Top 20 of the best conditioned courses in Gauteng. This is evident to the consistent condition of our course and the hard work that was put in by the respective parties involved. Thank you to Jan-Hendrik Duvenhage (our Greenkeeper) and his team for the sterling work! I have attached the “snip-its” from Golf Digest. In closing, we will keep on striving to improve our ranking in 2020 and we envisage to provide you with a consistent, wellconditioned golf course! Kind Regards

AN ENDEAVOUR NOT TO BE FEARED The current perception, driven by mainstream and social media, of a country in economic turmoil, threatened property ownership rights and frighteningly brazen criminals unleashing cruel violence on their victim, has had a positive result in one respect. The demand for rental property in security estates with a proven security record has increased, with a corresponding growth in rent. Many subscribe to the opinion of Mark Zandi: “Buying a home wouldn’t make much sense if house prices were likely to decline further; no one wants to catch a falling knife.” There are those amongst us whom are adverse to financial risk and shy away from purchasing properties in what they may consider as uncertain times – even if the property price per square metre in the Centurion Residential Estate still indicates an increase, contrary to other estates. The proven safety and security with the lifestyle of the Centurion Residential Estate still appeals to them, opting to rather rent than purchase. Maya Angelou eloquently stated that: “The ache for home lives in all of us, the safe place where we can go as we are and not be questioned.” Having property within the Estate is an asset in itself. If you can use such property to generate an income and not require the space for occupation by you and/or your family, you are in a very fortunate position. Those tasked with the safety of all persons and property within the Estate are working hard daily to ensure that security remains ahead of criminals and their devious plans. And their successes are a major factor not only in the value of your property, but also in the higher rental income achievable for the property within the Estate. It is, however, not advisable to blindly enter into a lease agreement with a third party, entrusting your valuable property to them. A number of very important elements are to be considered prior to signing the lease agreement, thereby binding yourself to an agreement. Although you are, as an adult person of sound mind with full contractual capacity, able to privately engage with a third party in the letting of your property, it is not without risk. You can inadvertently cause yourself substantial financial harm by not being au fait with the current legislation and the precedents set by case law. To protect yourself and your asset, you should take caution and take an objective approach in the matter.

Firstly, you have to ensure that the proposed agreement you are intending to enter into between the parties is in accordance with the law. It should also clearly detail the expectations and obligations of each party regarding maintenance, insurance and occupation, monthly financial obligation regarding rent, utility use, rates and taxes and the process in the event of breach, to name but a few. Secondly, the person and/or entity to whom you rent should be vetted. Not only should you ensure that the person or entity to whom you rent the property is a person of good standing, with a good track record, it is advisable to request references and to actually communicate with such references provided. Use your common sense in doing so. A prospective tenant who refuses to provide you with the details of the current landlord and the monthly rent payable, should raise a warning flag. It is not easy to get rid of a tenant in breach of an agreement and whom refuses to give up possession and occupation of the property. Worse still is if the landlord retained the utility account in his/her name for administrative purposes with the compounding losses accruing monthly with utility usage of the occupiers. The legislation and the approach taken by the courts in the interpretation thereof has far-reaching consequences for property owners, for example the Prevention of Illegal Eviction Act, 1998, ordinarily referred to as the PIE Act. The property owner taking the “wild west” approach by simply changing the locks on a property thereby barring the tenant from access, or cutting the water and electricity supply to the property, irrespective of whether tenant is in arrears or failed to pay the monthly rent or because of the termination of the agreement, will find himself on the wrong side of the law should the tenant approach the court. An appropriate cost order as additional penalty will most likely be granted against the owner as well, to further the injury. The process to evict a person and/or family from a property is lengthy and costly, full of pitfalls. If not attended to properly and diligently, it can be protracted for years by the occupiers. There are, sadly, many “habitual occupiers” whom will not hesitate to present themselves as pillars of the society, only to show their true colours later as “professional occupiers”, awaiting eviction prior to disappearing overnight having entered a new “lease” with their next victim, after occupying a property “for free” for a number of weeks, if not months.


The Centurion Homeowners Association has a number of administrative requirements regarding tenants and you have to ensure compliance therewith as well, as stipulated in the rules. Therefore, consider using an agent with a proven track record. As with all professions, unscrupulous persons acting with only their own financial interest at heart can ruin you financially. And should you be able to find a suitable person to rent your property, have an agreement duly drafted and signed. Bear in mind that the administration of the agreement regarding monthly payments is a possible monthly headache, specifically the investment and interest to accrue to the deposit paid and the attendance to secure service providers for the emergency repairs. The Centurion Residential Estate has a number of agents registered with the association whose credentials are ascertained. Alternatively, ascertain yourself that the agent you approach is duly registered and in good standing with the Estate Agency Affairs Board. The board has a handy search-option on their website www.eaab.org.za. An agent that is worth his/her salt, will be able to advise you to the market related rental income expected for your specific property. Such agent will further, having received your mandate, not only attend to carefully investigate potential tenants, but also have a properly drafted concept lease agreement at hand, to protect your rights as property owner and landlord. The agent, so as not to risk his/her reputation, shall furthermore attend to the administration of the lease agreement and compliance with the rules of the Estate. Although the agent will do so at a fee, you can rest assured that your property does generate the envisaged income with the least inconvenience to you. SECURITY BEGINS AT HOME!

We all know the stats regarding South African crime. Although we are fortunate enough to have a wonderful security system in place that aids in protecting us, this alone is not always enough. Bidvest Protea Coin share some general safety tips for the home with us: • As always, the first effective barrier is a strong, sturdy fence – one which we can proudly say is as strong as we could possibly make it. • Burgler bars – although we are fortunate enough to live in an Estate where these are not a necessity. • Security doors – again a personal choice when living in our Estate. • Intercom system – our booking system works effectively to eliminate unwanted visitors. • Alarm system – always a great deterrent and a good warning to neighbours that something is amiss. • Lighting – security lights around a house help protect it by promoting visibility and awareness of what is taking place at night. Any installed lights should face away from the

home and should ensure that the occupants may be able to use the windows without being seen from outside. • Ensure that any tools or objects that could serve as weapons are locked away when not in use. • If you arrive home and find something suspicious rather call security to help you check your house. • When going away, inform your neighbours and security of your dates so that they can keep a watchful eye for any suspicious activity. • Explain the importance of security to your employees. • Ensure you employ people with valid references and keep a record of their details. • Maintain a good relationship with your neighbours. • Finally, ensure that your doors and gates are locked at all times and that any keys or access devices are not left lying around uncontrolled. Questions you could ask yourself with regards to security your home: • Are all your valuables, i.e. electronics, jewellery and important documents, out of sight and locked away? • Is your tool shed and garage secured? • Have you trimmed bushes and trees to eliminate hiding spots? • Is there adequate lighting in your passageways? • Is your house alarm in working order?

Hello everyone Hasn’t our course done us proud?! We’re back in the Top 100 golf courses in SA, placed 83rd on the log! AND in the Top 20 for best conditioned course in Gauteng. Well done to Hans and our greenkeeping staff on a job well done! Excellent news. A lot has been happening over the past few months… Isn’t it lovely when two of your members get to play in a Pro-am event? Namely, the recent Dimension-Data Pro-am tournament held at George CC and Outeniqua at Fancourt, 16 to 18 February 2018. Joanne Shields and Hannelie Saaiman had the privilege to play in these events. Congratulations to Jo and her betterball partner, professional golfer Monique Smit - they finished 6th overall at -10 par. An excellent achievement ladies, well played! If you just have a look at Jo’s photos, you’ll see she couldn’t stop smiling. Jo I think you should turn Pro, it suits you!

Next up was our Ladies Open on 1 March 2018. This year’s theme was “White with a hint of Green” A Grand Affair. 92 Ladies played and didn’t they all look splendid. First some highlights: During my Captaincy I had the privilege of getting involved in the “Good morning Angels, Charity Drive” on Jacaranda Radio. All the money made on National Women’s Day, 9 August, goes to a charity of your choice, and this is the one I chose. In 2016 we helped a family in need, little Cháne Mostert has an inoperable brain tumor. We helped the family by paying for the CT scans for the year. What a relief it was for them to not have to worry about the money. On 6 March 2018, we were in the studio again helping another family in need. The Kotze family, who lost their son CJ in December 2017 to a rare heart desease. The money raised will go towards their medical bills. In this issue you will find some photos and a very special letter of thanks from the Kotze family.

WE VALUE YOUR PROPERTY!

One of the primary functions of the CHOA, apart from security of course, is to ensure that property values within the Estate continue to appreciate. You invest in your property in the hope that one day it will see a good return and there are many factors behind the scenes that contribute towards either making or breaking this goal.

In the continued effort to ensure Centurion Residential Estate and Country Club remains a sought after superior lifestyle offering, I’ve put together some information which will hopefully shed some light on factors affecting property values within our walls. Firstly, the identification of potential property value drivers. What could potentially destroy property value within the Estate? Sink holes. Unfortunately, we live in a dolomite rich area and sink holes are a potential threat. Whilst insurance might cover the damage should your property fall victim to a sink hole, it won’t cover the destruction in confidence when potential buyers are looking to buy your home or near to it. It’s a stigma hard to shake and although it’s virtually impossible to predict that a sink hole might occur on your property, it doesn’t hurt to remain on guard. The moment you suspect something is amiss, contact an expert to check it out. The CHOA has a good working relationship with Tshwane to repair water leaks as fast as possible. We encourage residents to use the dolomite management plan that is available from the CHOA. Hoarders and messy neighbours. It goes without saying that potential buyers are put off by overgrown lawns, unkept garden beds and general disarray. Whether it’s your own property that needs a little TLC or your neighbours, one of the CHOA’s functions is to ensure that all property owners comply with garden keeping rules. Not only does this allow for a beautiful Estate but it aids in ensuring property values don’t suffer unnecessarily. Noisy neighbours. We live in a community driven by mutual respect. All residents are aware of the close proximity within which we live and by the same token, are very much reliant on their neighbour’s to ensure a peaceful environment is maintained. Again, the CHOA assists in unruly cases in an effort to ensure harmonious living and at the same time maintain property standards.

Sale in execution or auctions. Perceived as being very negative, the CHOA would prefer sellers to make use of the Registered Estate Agents working within our Estate as opposed to an auction house, where able to, of course. Sale in executions or auctions are fast becoming an easy way to get rid of a property (one not necessarily being repossessed) and this leaves a black mark on property value not only to the one being auctioned off but to the properties within the area as well. Bill boards. As a Board, we have a firm stance against bill boards within the Estate. These have proven to negatively affect property values within the immediate area and we feel, place a negative connotation with the Estate itself. Bad schools. Living in an affluent area such as Centurion has ensured that we have the best that education has to offer on our doorstep. Many residents within the Estate send their children to local schools in the area, supporting them and ensuring they become a part of that schooling community. For this the CHOA is thankful as it has a positive effect on property value. Renovations that increase running costs. The primary aim of the CHOA when it comes to the approval of renovations is to ensure that they don’t negatively impact on the property itself. Whilst we very often perceive a renovation to only add value there is the odd occasion where it can do quite the opposite. Unusual paint colours. This can be a contentious issue as everyone’s personal taste differs but again, in an effort to ensure property value positivity, the CHOA has rules in place with regards to acceptable paint colours for the outside of your home. Over capitalisation. In the current economic market it is advisable to seriously consider upgrades to your home potentially causing you to over capitalise. Ideally we would like to see each property sale within the Estate be beneficial to both the seller and the buyer. A sizable profit made on the sale and a buyer who is only too pleased to pay the price to become a proud Centurion Residential Estate and Country Club home owner. In a series of editorials following in the upcoming issues of Interface, I will explore what adds value to property prices, as well as macro and micro drivers that I see relevant to property within Centurion Residential Estate and Country Club. I hope you find this information beneficial to your perceptions regarding property value within our community.

Race to the Junior Cup 2018

On Saturday, 10 March 2018 the first qualifying leg of this year’s Mercedes-Benz Centurion Challenge took place. Mercedes-Benz Centurion is, once again, this year’s sponsor of the Better Ball Stableford competitions being held every second Saturday of the month.

The first event in the Race to the Junior Cup 2018 took place on 4 March 2018.

15 Juniors competed against one another in a IPS format with the winner earning himself 5 points towards the end of the year finale in which only the top 8 players will compete for the title of Race to the Junior Cup Champion for 2018. This competition is a wonderful opportunity for the Juniors of the club to play in a competitive environment and also learn more about the rules and etiquette of the game.
