FEEDBACK REPORT ON AGM HELD ON 4 AUGUST 2015
The Chairman’s Report included relevant feedback on various portfolios and was positively received and accepted. All resolutions with the exception of one, were passed.
Project 2/2015 The Security Director, Mr. Vincent Blasl presented the status of the security project and gave a glimpse to the success of the project and benchmarking by Bidvest Protea Coin.
Capital Projects The two year rolling capital program and projects were approved. The Program consists of six new Projects: Project 1/2014

Maintenance of the Road Infrastructure Although the meeting did not approve the resolution, it was approved that a Committee be established to investigate and formalize a proposal to be considered for approval, but minor repairs may continue.
Penalty System The penalty system was approved with the following changes as recommended: 10
Building Alterations – construction exceeding 12 months – 4 x levy 11.4 Failure to address nuisance pets or excessive number of pets – R500 p.m. 17 Faeces left on communal areas and not picked up – R500 18 The General Manager may in his sole discretion issue a penalty to any resident, visitor or contractor who habitually transgresses any of the rules or verbally or otherwise abuse the CHOA or Security personnel by an amount up to a maximum of R2500.
Election of Directors Mr. Sias de Klerk was re-elected as Chairman. The two Director positions will be filled by Mr. Philip Lourens and Mrs. Dot van Ryneveld. The meeting closed at 20h50.
VERTICAL GARDENS
HOW TO GO VERTICAL Green walls are an increasingly popular feature in domestic gardens and many benefits of apply: they can be fed by stored rainwater, reduce airborne particulate matter and, to a certain degree, can help insulate the building to which they are attached. Vertical planting is an excellent use of space and can substantially increase the planting area in a small garden. For the grow-your-own enthusiast, herbs, veg and smaller fruit such as strawberries thrive. Remember, as in other areas of the garden, the plants still need to be fed, watered and trimmed or replaced. The weight of the fully planted and watered system must be assessed. Largescale green walls are built and maintained by professionals but for ordinary gardeners, cheaper planting pockets and modular systems are now available. These can be hung from house walls or attached to a fence.
Vertical gardens or green walls have seen a recent surge in popularity. A green wall is a wall partially or completely covered with vegetation that includes a growing medium, such as soil. Most green walls also feature an integrated water delivery system. Green walls may be indoors or outside, freestanding or attached to an existing wall and come in a great variety of sizes.
The world’s largest vertical garden The largest vertical garden measures 2,593.77 m² and was achieved by Cleanaway Company Limited and Shine Green Energy Enterprise Co., Ltd.in Kaohsiung, Chinese Taipei on 29 June 2015.

EMPLOYMENT OF FOREIGN NATIONALS
The phenomenon is all too well known in South Africa – workers from outside the borders of the country are employed by employers without duly ensuring that the person is legitimately present within the borders of the Republic of South Africa and furthermore, that the person has been issued with the requisite documents to be gainfully employed. Foreign nationals are widely employed in many industries including construction, transport and restaurants. They are also employed on a large scale by private individuals as gardeners, domestic workers, housekeepers and cleaners.
The employers of these foreign workers cite a number of reasons for the preference – not all of them quite valid.
8 Often cited are the belief that foreign persons are not subject to South African labour legislation. There is also a perception that the legislation protecting South African citizens as employees, do not apply to foreign employees. These include, but are not limited to minimum wages, working hours, payment for overtime worked and prescribed leave. Employing foreign persons also have the perceived advantage of such employees being willing to accept a lower wage, work longer hours and are hard workers but there are several factors which the Centurion Golf Estate residents should bear in mind when considering the employment of a person from another country. To start with, there is legislation which regulates the movement of migrant workers in and out of the Republic. This legislation provides that no employer may employ a person who has not been issued with the relevant prescribed documents. Every such prospective employee must be in possession of a working permit issued by the Department of Home Affairs. Without this working permit no person is entitled to engage in any gainful employment in the Republic of South Africa. It is stipulated that no employer may employ any person from outside the Republic without such a working permit. An employer who does employ a worker without a permit may be liable for payment of a substantial fine or, in some cases, a prescribed term of imprisonment. Earlier this year the Department of Home Affairs announced that it was planning on upgrading its inspectorate dealing with AUGUST 2015 | INTERFACE
illegal immigrants. The recent spate of xenophobic incidents seems to have made the government even more determined to crack down on illegal employers and employees alike. The very visible action taken under what became known as Operation Fiela, is well documented by the press. The Labour Court has held that foreign workers are entitled to the same rights and protection as South African workers in terms of all labour legislation. This also applies to the prescribed requirements relating to dismissal. It is therefore of utmost importance to ensure that any employee, whether a citizen or not, be treated as prescribed by the necessary legislation. Should a resident have entered into an employment agreement with a person, the onus is on the resident to inquire from the employee to produce the relevant and required documentation for the employer to keep on record and ensure that the documents are valid at all times. If it transpires that the employee is not a duly documented foreign immigrant, the legislation prescribes that that employment may not be continued as the agreement is considered to be an illegal service agreement.
Do note, however, that both the CCMA and Labour Court have held that such an illegal worker may not be summarily dismissed. The solution seems to be that such a worker is to be dismissed on the basis that, given the fact that the agreement between the parties is illegal, the employer’s operational requirements dictate that the service agreement should be terminated. The dismissal will then take the same form as retrenchment. It is important to note that this will not only apply to corporate employers, but also to domestic employers. The employer will have to follow the same procedure described in the Labour Relations Act, Act 66 of 1995. It may also entail the payment of the so-called ‘severance pay’ applicable to retrenchment. Within the Estate, the employment of undocumented migrants, especially on an ad hoc basis, may pose serious security risks for home owners yet not more than the employment of unknown ad hoc workers which are citizens of the Republic. It is not uncommon for a resident to drive around on a Saturday or public holiday to pick up a number of workers to assist in some task at his/her property. The resident in all probability never checks the credentials of any of these temporary workers. Any of them may have unworthy aspirations and taking such a person into the Estate and onto
your property, does pose a very real risk to your security, as well as that of all your co-residents in the Estate. Bringing such a person as a worker into an Estate puts the person in a position to do a close-up reconnaissance of the Estate and its security measures, that of your property, the general demeanor of your family and their security awareness as well as that of your very unsuspecting neighbors. Once inside the Estate, such workers are often able to traverse within the Estate without constant monitoring. Hence, the specific instruction to the security personnel to not only to take responsibility for access control, but also to be on the look-out for strangers moving around on the common property.

We are not suggesting that foreign workers are more of a risk than documented migrants or citizens of our beloved country. The employment of any worker without doing a background confirmation, however cursory, is unwise and should be avoided. Regardless of the status of such employee, the economic reality in South Africa makes it quite easily for any person with or without a detailed, confirmed employment history to disappear into the crowded provinces or the rural areas.
Do note that we do not discouraging the employment of foreign nationals.
Regardless of the nationality of the person employed, whether ad hoc, on contract or permanent, it is of crucial importance that no person be employed without the necessary scrutiny of his/ her credentials, for granting access of any person into the Estate is a potential risk to the security of the Estate and its residents.
Residents should be aware that employment of foreign migrants is much more complicated than what is perceived with serious penalties prescribed should the requirements be ignored. It is of utmost importance to ensure due compliance with all legislation in the employment of a foreign national. And that such employment must be with full compliance to the required legislation, including and specifically that of the labour legislation.
The safety of your property, your family and your possessions are within the hands of yourself and your co-residents. Sadly, it is a trend that horrendous crimes are committed by erstwhile employees whom have had been allowed within the sacrosanctity of the family home, becoming well versed in the security arrangements and daily lives of the family and their habits. The safety and security within the Estate is thus not the sole responsibility of the security personnel, but of all residents.

CAPTAIN’S REPORT
This year we have been blessed with an unbelievably warm winter. Proof of this can be seen with reference to the greenness of our fairways and rough. A special thanks to our green keeping staff for the superb condition of our golf course and, given the difficulties experienced last winter, I am happy that we are progressing in the right direction. Congratulations to Jan Hendrik Duvenhage, who has been appointed by Servest as our new green keeper this month. Our annual River Runs Through tournament between the Irene, Centurion and Zwartkop Clubs was held from Friday, 10 July to Sunday, 12 July 2015. The format of the tournament is based on that of the Rider Cup and is always well-received by all the participants of the three participating clubs. On Friday, 10 July 2015, play took place at the Irene Country Club with a better ball format. On Saturday, 11 July 2015, the competition was held at the Zwartkop Country Club with a foursome format. The last competition took place at the Centurion Country Club where the

nature of the competition was an individual matchplay. A special thanks to all the Centurion Club members for participating. Although we came second to Irene, I especially enjoyed the fierce rivalry between the three clubs and the anxious anticipation when waiting for the results. Next time we shall turn the tables! The Mercedes Benz Centurion monthly challenge took place on Saturday, 18 July 2015, and this popular competition was won by Lefty and Avgerinos Piagalis. Congratulations to father and son! We trust that you enjoyed the Mercedes for the weekend. (I am enclosing a picture of last month’s winner, Jaco Kriek enjoying his weekend Mercedes at Millys.) By the time you read this article, Konrad Zastrau would have competed in the Special Olympics. We did wish him all the best for the tournament and wait in anticipation for the outcome. On behalf of the Golf Committee, a special word of appreciation to Errol Hart, the past General Manager of the club. Errol opted to go on early retirement as of the end of June 2015. Thank you for all that you have done for this club and we wish you and Norma all the best for the future! Errol and Norma remain respected members of the golf club so I am sure you will see lots of them on the course. This month’s HOKAAI Captain’s Challenge was held on Saturday, 25 July 2015, and although we experienced a cold winter’s day, the event was well-supported. The day was won on an excellent score of 68 points. Congrats to Edwin Nel, Eric Nel, Devan Marais and Jason Reynolds! We’ve had a few busy months behind us especially with regards to the ladies leagues. I would to say a heartfelt thanks to all the ladies that participated in the leagues for your time and effort. And a special thank you to Sue Smith for managing and arranging the leagues. Sue has subsequently been voted onto the Ladies Golf Committee so congratulations to her and I look forward to be working closely with you going forward. Although we have not been able to win ALL of our games, our girls are very determined to get the winning results and won’t give up the fight. In July the annual River Runs Through It Tournament took place between CCC and our neighbouring courses, Irene Country Club and Zwartkop Country Club. This tournament was played over 3 days 10 to 12 July 2015. Although our club had a bit of a challenge this year, everyone who participated still enjoyed it thoroughly. Hopefully we will bounce back to take the lead again in next year’s tournament. However, a sincere thanks to all our ladies that made themselves available over the weekend: Dalene Smith, Joey du Toit, Hayley Mendes, Kerry-Ann Murgatroyd, Anne-Marie vd Bijl, Rita Teka, Leanie Louw, Bridgette Laurent, Sue Smith and myself, Tilla Janssen. It was an especially chilly start to our home game on the Sunday and warming sherries were handed out to our guests braving the cold. The event culminated with a sumptuous lunch for everyone prepared by the club’s caterers, Kuxuxa foods. By the time this goes to print, our National Women’s Charity day would have taken place on 10 August 2015. Our nominated charity again for this event and for all funds raised, is Dynamic Women for Children - an informal village on Plot 177 in Kameeldrif and Plot 101 Kameelfontein - who look after abused and abandoned children. I would like to thank everyone in advance that got involved by sponsoring and bringing old clothes, blankets, food, participated in the golf day and/or the potjie competition, etc. Your generosity is much, much appreciated.

On Saturday, 18 July 2015 we hosted the monthly Mercedes Benz Centurion Betterball Competition. Once again, this was hugely successful and well attended. Well done to the winners, L. Piagalis and A. Piagalis who were our overall winners for the day and have secured themselves a position in the finals. Jako Kriek was June’s Mercedes Benz Centurion Betterball winner and had the opportunity to drive a C63 AMG. Jako sent me this picture… what a pose a Jako!

On Sunday, 19 July 2015, the regional Champion of Champs final was played out at Blue Valley Golf Course. Our very own Andrew van der Knaap won the A division! Congratulations to being Gauteng North Champion of Champs and Derick Piek was the Runner up of the Veterans section.
The River Runs Through It took place from 10 to 13 July 2015 between Irene, Zwartkops and us. This was a very successful event with great camaraderie being shared amongst the three clubs. Congratulations to Irene who took home the 2015 trophy.

Our monthly Hokaai Captains Challenge took place on Saturday, 25 July 2015, with a bursting field, even though Mother Nature sent us some winter rain. Prize giving took place at half time of the Springbok Rugby game, which allowed for the most festive atmosphere in the bar. Thank
