Increase of levies 1 March 2014 The Board of Directors remains focused to ensure the Centurion Golf Estate is an address of aspiration and a good investment. To achieve this goal we must ensure a sound and healthy financial position in spite of ever increasing costs above inflation. It is still the intension of the Board of Directors to grow the reserves to 3 months of levy income as stated by previous Boards and AGM’s. The current reserve amounts to R1.6 mil. We need to grow the reserve to R3 mil to achieve the stated objective. It is therefore necessary at this point to increase the levy in line with the mandate given to the Board, with 9.8% (rounded) for 2014/15. The new levies will be as follows. Size of property

PERFORMANCE OF PROPERTY VALUES AT CENTURION GOLF ESTATE The Board of Directors took a brave step during the beginning of 2013 by challenging the property values at that time on different segments such as marketing of the Estate, property sales and rentals. There was a lot of resistance against this effort mainly because the argument was that you cannot interfere with the free market dynamics. However, the Board of Directors felt more control over our property sales was necessary. One of the key drivers was to ensure the Centurion Residential Estate has a team of skilled agents who can perform in the high end market. Such agents must be aware of certain minimum standards and requirements regarding property values when marketing in the Estate. There were various concerns received from residents and existing estate agents, both good and bad. This was taken into consideration during the process of evaluation. All agents had to apply for registration and were individually interviewed. Advice and guidance was given where needed. An odd 30% of the applicants were not registered as they did not meet the set criteria by the CHOA. According to Seeff properties’ Chairman, Samuel
Seeff - “There is much to be upbeat about. Following 5 years of inhibited growth and, while still a telling tale of two halves, activity in the primary urban areas has strengthened notably this year and is now at the healthiest levels since 2009. Next year may well be the year that we see first signals of real growth” (12 November 2013). With that said we can proudly report on the past 3 month’s sales as follows: • W e have a team of well trained and skilled registered agents operating in the Estate. There are still a few concerns but the situation is now manageable. • G rowth in property prices continued during 2013. • T he most expensive property sale was for an amount of R9 495 000. It was also the most expensive R/m2 transaction trading at R14 607,69/m2. (Selling prices on various property deals of below R8 000/m2 were recorded in 2011/2012.) • W ith the exception of 3 properties, the average trading price was R9 438/m2.
• T here is still the exception where the odd property sells at below R8 500/m2 (these sales usually relate to distressed sales or poorly maintained properties). • A ccording to the latest statistics, residents may now expect no less than R9 500/m2 and upwards for a well maintained property depending on position, finishes and other contributing factors to the property value. • I t was also noticed that there is a shortage of stock, which is positive. The CHOA wish to emphasize the importance of maintaining properties by upgrading bathrooms and kitchens when outdated and necessary. This might just make a significant difference to the R/ m2 when selling your property. The CHOA has an obligation to continue to maintain already high standards like security and to improving all standards that enhance property prices on our Estate. This will, of course, put pressure on human and financial resources but measured in return on investments, it will be worthwhile for our home owners.

Birdrunner: Exciting things to do in February & March
Many of us started 2014 with all kinds of difficult-to-stick-to New Year’s resolutions. By now the holidays (and our resolutions) are unfortunately long-forgotten and we are back in the rat race, running around to get to work, university/college or school tasks done on time, keeping the household intact and meeting everyone’s expectations. Sometimes we also need to make time to do something we really like, or something we have never done before. Here are a few suggestions to try out from mid-February to mid-March: 1. Take part in a bird atlasing project for the first time
On a rainy Saturday morning, in the second half of January 2014, Birdrunner had the privilege to take part in bird atlasing for the first time. Birdrunner, her husband and Roanan, a friend (and very promising young birder) from Centurion Golf Estate, accompanied Fanie du Plessis, Business Manager at BirdLife South Africa, and his wife for a field survey of pentad 2550_2810.
2. Run/walk/support your first (or second, or umpteenth) race What about trying out one (or more) of these races in Gauteng (mid-February to mid-March)? 12 Feb: Spar Lantern Night Race (Irene; 5 or 10 km) 14 Feb: KFC Randburg Harriers Valentine’s Night Race (10 km) 15 Feb: Bestmed Tuks (1; 5; 10 or 21,1 km) Jumpertrax Rocky Ridge Run
So what is “bird atlasing”? And a “pentad”?
16 Feb: Pirates Half Marathon
In layman’s (Birdrunner’s) terms, bird atlasing is surveying a specified area in order to submit a record of all bird species seen or heard (observed) in a limited period of time, for scientific research purposes. A pentad represents an individual specified area (a fixed area of a standard size) in which surveys are held and recorded: Centurion Residential Estate and Country Club, Midstream, Clubview and other nearby areas form part of pentad 2550_2810. Up to date, 261 different bird species have been observed in this area as part of the project.
19 Feb: Zwartkop Nite Race (10 km & 5 km)
In South Africa, atlasing is performed under the Southern African Bird Atlas Project 2 (SABAP2). You can visit the SABAP website at http://sabap2.adu.org.za to learn how it works and to register as an observer. You can even download the mobile SABAP2 app on Android-based phones for capturing and submitting your survey in real time.
9 Mar: Sarens Edenvale Marathon (42,2; 21,1 or 5 km)
The SABAP2 standard protocol (“How to participate”, © Animal Demography Unit 2011 Department of Zoology - University of Cape Town) specifies that the survey period should be no less than two hours, but no more than five days. If you atlas for five days, it does not mean you intensively and continuously look for birds for 120 hours… so don’t be afraid! Birdrunner and company performed only a two-hour survey and in bad weather conditions, but still observed 64 different bird species only in the Golf Estate, at the Centurion Mall and Lake, and in-between. We were proud to add the first Abdim’s Stork (Kleinswartooievaar) to the records of Birdrunner’s home pentad. Although Birdrunner and her husband have now
12
spotted this large, mainly black-and-white bird on the golf course three summers in a row and it was not yet added to the pentad’s records. This individual bird seems to have developed a special liking of the 13th to 16th holes of the Centurion Country Club and you may just be lucky enough to still have a look at this beautiful bird before it migrates again. Please be careful not to disturb the bird or the golfers if you decide to go and have a look.
INTERFACE February 2014
23 Feb: The 19th Gift of the Givers Township Marathon, Half Marathon, 10 km and 4 km Deloitte Pretoria Marathon (42,2; 21,1 or 10 km) 1 Mar: Medihelp Sunrise, Mini & Baby Monster 6 Mar: J.P. Morgan Corporate Challenge 8 Mar: Wonderboom Junction Bobbies Half Marathon & 10 km
Jumpertrax Ghost Run Zoo Trot 10 km & 5 km (Johannesburg Zoo) Turbovite Jump City 10 km Birdrunner recommends that you search the Internet for more information if you would like to do any of the above races for confirmation of the dates and the exact times, variety of distances, etc. Remember, even if the name refers to a marathon or a half marathon, they usually offer shorter distances too for runners or walkers who do not prefer the long ones. Pay specific attention to the entry details – some races only accept pre-entries. Please also keep in mind that the above is not an exhaustive list of all the Gauteng races for the period. Remember to “listen to your body” and withdraw from or do not take part in a race when you are not feeling well, no matter how much you were looking forward to or preparing for a specific race.
Although it could be very frustrating to miss out on or not finish a race, it is not worthwhile to risk one’s long-term health for the sake of completing any walk or run. 3. Attend Flock in the ‘Berg 2014
Although this is the annual gathering of the members of BirdLife South Africa, nonmembers are also encouraged to register for this event in the northern Drakensberg that takes place from 13 to 16 March 2014. The yearly Flock events have exciting programmes – 2014 features a LAB (Learn About Birds) interactive conference where from the occasional birder to the expert can learn more about birds. BirdLife South Africa and the Percy FitzPatrick Institute of African Ornithology are co-hosting this series of lectures, discussions and presentations. Have a look at www.birdlife. org.za for more information. In 2013, Birdrunner and her husband attended the Flock at Sea, held on the MSC Opera. They thoroughly enjoyed the cruise from Cape Town to Walvis Bay and back, which rendered more than 30 new “lifers” for the couple, hours of excellent food and entertainment and even meeting the legendary Bruce Fordyce, who also proved to be an avid birder! 4. Buy proper running shoes and donate your old shoes to charity Make sure you run with the correct type and model running shoe for your specific arch-type, running style, distances, etc. to avoid injuries as far as possible. Specialist running shoe stores may offer valuable advice in this regard. When you buy new shoes, try to take your old shoes with you to the store so that the person who analyses your running can have a look at them – used shoes often tell a true story of how you run and what your shoe needs are likely to be. If your old shoes are still useful, find a charitable organisation that collects second-hand running shoes on behalf of runners/walkers who cannot afford running shoes. Rather than letting the shoes build up dust in the cupboard, why not give them to someone who otherwise would not be able to enjoy this wonderful sport? 5. Sinkholes - An Absolute Reality!
After recent appearances of 2 sinkholes (one in a gated area, and one sinkhole in a townhouse complex) in our area, we thought it necessary to touch on this serious issue again. Sinkholes are a reality in our area because of dolomite in a big part of Centurion and residents cannot keep on believing that it will not happen to them. Sinkholes are often the result of water main breaks, water pipe leaks or sewer collapses when old pipes give way. Often these faults are not attended to quickly which consequently cause big damage. Mismanaged or wasted water causes erosion of dolomite or limestone which causes subsidence of the rock or so-called sinkholes. Excessive pumping of groundwater lowers the underground water level, which can also raise the risk of sinkholes and ground stability. Allowing the water table to fluctuate outside of its natural range also leads to more rock being dissolved. In recent years, extensive damage has been caused to roads and residential property in Centurion. The main emphasis is definitely on water management, and trustees and all residents are encouraged to manage the use of water in complexes. It is clear that the management process starts at home. Home owners (and their tenants) should inspect their properties and make sure that the water drainage on the entire property (including common property around the unit) is adequate at all time. Any accumulation of surface water must be prevented and drainage on the property is crucial. Most newly-built properties are built with a lining of cement or paving around the house with a downward angle to make sure that water drains away from the house easily and protects the foundation of the house. Ensure that you have gutters with down pipes that discharge the water at least 1,5 m away from the house. If the property does not have gutters, then it is recommended that a 1,5 m sealed surface, such as paving or cement, be cast along those walls of the structure where water will be discharged from the roof. Preventative tips: 1. Check your irrigation system for nicked pipes or any constant dripping. 2. Make sure that water drains away from the house and out of the garden quickly - preferably into the streets and into the storm water drains. 3. Make sure that your swimming pool does not leak and that the backwash of the pool’s water, drains away quickly. 4. No trees should be planted over the line of water bearing services. 5. Trustees should ensure that a dedicated person manages a proper maintenance program so that he / she can regularly inspect the entire complex for possible problem areas. 5. Bodies Corporate should ensure that their insurances include sinkhole - and other water damages. 6. Investigate any occurrence of unreasonable fluctuation of your water bill, as it may be the result of leaking water pipes. It is imperative that all owners and tenants take responsibility for saving water and prevent water damage, which will undoubtedly cause huge inconvenience and financial loss!

Prescribed Management Rules 7 and 13 of the Sectional Title’s Act of 1986 have changed. In the past, if an owner was in arrears or in breach of any rules, he could be nominated and elected by the owners of a sectional title scheme as trustees. The change of these rules will prevent this in future. Rule 7 with regards to nominations now states: “Nominations by owners for the election of trustees at any annual general meeting shall be given in writing, accompanied by the written consent of the person nominated, so as to be received at the domicilium of the body corporate not later than 48 hours before the meeting: Provided that trustees are also capable of being elected by way of nominations with the consent of the nominee given at the meeting itself should insufficient written nominations be received to comply with rule 4(1): Provided further that no nomination or appointment as trustee, of a person in breech of rule 64(1) or 64(2), may be made or accepted. In the past, if an owner was in arrears or in breach of any rules, he could be nominated and elected by the owners of a sectional title scheme as trustees.” Notable changes prescribed management rule 13(g) with regards to disqualification: “if he is in arrears for more than 60 days with any levies and contributions payable by him in respect of his unit or exclusive use area (if any) and if he fails to bring such arrears up to date within 7 days of being notified in writing to do so;” A trustee will be automatically retired or disqualified from being a trustee if he remains in breach of the new rule. These changes came into effect on 14 April 2013.
Words of Wisdom for the New Year! Don’t let negative and toxic people rent space in your head. Raise the rent and lock them out! ---You can never make the same mistake twice... because the second time it’s not a mistake... it’s a CHOICE! ---Be kind to unkind people... The misery of SpecialLevies...
The raising of special levies by trustees for projects sometimes causes financial distress and dissatisfaction for owners, especially when they do not understand the reasons therefore and the maintenance process. Owners should remember that trustees have delegated power in terms of the Sectional Titles Act, and have the power to decide on issues relating to the maintenance of the building. In fact, this is a statutory obligation. Obviously the decision which they take must be reasonable after obtaining proper quotes. Buyers into sectional title complexes should be aware of these processes and try to be involved in the maintenance and decision making processes.
The Giant Kingfisher Die Reusevisvanger (Megaceryle Maxima) Photos by FCD van Wyk
The Giant kingfisher is the largest kingfisher in Africa. It is found across much of subSaharan Africa, and is fairly common in southern Africa. It lives in many types of aquac habitats that offers enough food and overhanging branches, such as streams, rivers, estuaries, seashores, ponds and water furrows.
This Kingfisher is a fairly big bird of 42 - 48 cm long. It has a large crest and a finely spoed white on black, upper parts. The male has a brown breast band and otherwise white underparts with dark flank barring. The female has a white-spoed black breast band and brown belly.

The Giant Kingfisher feeds on fish and frogs but mainly on crabs. It sits on perches and tree canopies, from where it searches for prey which is caught in the typical kingfisher way by a dive from a perch, somemes immersing itself completely in the water.

The egg-laying season is usually from July-January, but peaking from August-October. The Giant Kingfisher lays 3-5 eggs and is incubated by both parents which takes up to 25-27 days. The male then feeds the nestlings, while they stay in the nest for about 37 days, aer which they will be dependent on their parents for at least 20 more days.

CAPTAIN’s report Welcome Back. I know everyone’s memory of their holiday lies in the distant past and it is scary to think that we are already nearing the end of February, but as they say – time flies when you are having fun. I trust that you all had a good break and are raring to go. As is custom at our club following the Christmas break, Petrie and his team got stuck into the hollowtinning and it is amazing to see the difference that this has made. I am sure that the rain and hail that fell as soon as they were finished had a lot to do with the speed at which the course recovered. I must say that there are few courses that can compete with ours at this stage of the year. We can rightfully be proud to bring our guests to play at Centurion! As for the 7th fairway, I was away for 2 weeks and I could not believe the change. I do not want to tempt fate, but the battle of the flooding river seems to have been conquered by the work that has been done. The big date that you should already have put into your diaries is our annual Club Championships. This is a weekend where we all try our best to at least beat our handicap, unfortunately many of us fail, but the camaraderie that ensues over the two days is well worth it. The Ladies, Veterans and Juniors will be staged on 8 and 9 March and the Mens Championships will be held on 15 and 16 March. Please pop into the Pro Shop and put your name down for our flagship event of the year. For all of you that are braving the challenge – good luck, and remember that “If you drink, don’t drive. Don’t even putt!”, and enjoy the round of golf. As mentioned in the December issue of Interface, I would like to remind you that anyone wanting to participate in League this year should please put their names on the applicable sheets on the notice board. “If you watch a game, it’s fun. If you play at it, it’s recreation. If you work at it, it’s golf.” – Bob Hope
I would like to start off by introducing myself as the new head coach at Centurion Country Club. I started my BSport Science degree along with my PGA in 2011, I completed both at the end of 2013. I have also completed my pilates instructor course at the end of 2010. Upon finishing my degree I started working for TuksGolf at Centurion Country Club. I have been living on the Golf Estate for around 15 years. I will be running the young golfer program at Centurion during the week in the afternoon and I am also available for individual coaching lesson. I look forward to meeting new people and building stronger relationships between the estate residents, Centurion Country club and TuksGolf. Please do not hesitate to contact me with any questions or queries. Emma du Bruyn - 083 562 0382 Emma.dubruyn@hpc.co.za
